The Army Chief of Staff announced that U.S. Army Garrison Stuttgart has received the 2017 Army Community of Excellence Gold Medal award as the top installation in the Army. “I’m extremely proud of the amazing garrison team that supports the units and family members of the

Stuttgart community,” said Col. Glenn K. Dickenson, garrison commander. The award reflects how USAG Stuttgart consistently excelled at providing base operations, training support and quality of life services to Soldiers, families and civilians. “Simply put, it is the all-encompassing installation award,” Dickenson said. “There are awards for installations that look at specific areas like supply, energy, environment; the ACOE looks at the totality

of a garrison. The garrison was specifically graded on seven categories: leadership; strategy; customers; measurement, analysis, and knowledge management; workforce; operations; and results, Dickenson explained. The Malcom Baldrige National Quality Award criteria is used as a framework for the ACOE performance assessment by helping Army installations and communities focus on providing excellence in facilities

and services in support of Soldiers, their families and civilians. Baldrigebased performance assessments provide opportunities to identify best practices in installation management and reveal potential opportunities to apply appropriate performance improvement tools. This isn’t the first time USAG Stuttgart has been recognized by ACOE. In 2014, it was the only See ACOE page 5

U.S. Army Garrison Stuttgart’s Army Community Service (ACS) received first place in the “Public Sector Innovation Award for the 21st Century” based upon its submission to the Human Capital Management in Government (HCMG) 10th annual awards. The HCMG awards event brings together key stakeholders from throughout the Federal and Defense Human Resources community to discuss best practices for managing human capital, improving efficiency and advancing innovation. that family and recreational program budgets across the Army were slated to be reduced by $105 million in fiscal year 2017. “The solution here at USAG Stuttgart ACS, is the deploying of the ACS Generalist Model,” said Kovacs. The Generalist Model was a best practice of the Air Force’s Airmen and Family Readiness Centers in 20042005, she explained. “In the Air Force model, each team member trains to become proficient in 80% of the portfolio of family programs offered … this allows constant program coverage with no disruption

If you’re one of the drivers dropping off passengers at either Stuttgart Elementary or High schools, the administrations wish to strongly remind you that the bus lanes directly in front of the schools are for buses and emergency vehicles only. The barrier arms are raised for the busses, not for privately owned

vehicles. No POV’s without advance coordination with the schools are authorized behind the barriers at any time! Motorists are reminded to follow the regulations for student

drop-off/pick-up at the “Kiss & Ride” along the fence. For safety reasons, don’t double park adjacent to the K&R. Also, the back area of the schools

where the sports fields are located is not a drop off point or parking lot. It is for emergency vehicles, deliveries, and trash pickup only. The schools will monitor the bus lanes and the back of the school for compliance and report violations to the Provost Marshal. The Military Police are authorization to ticket any vehicles in these areas. Additionally, drivers are strongly advised to mind their speed within the parking lot — children’s lives are at stake.

April is National Sexual Assault Awareness Month Compiled by John Reese U.S. Army Garrison Stuttgart Public Affairs

National Sexual Assault Awareness Month (SAAM) is an annual campaign to raise public awareness and educate communities on the prevention of sexual violence. As a public health, human rights and social justice issue, sexual violence affects many and has secondary and tertiary effects on society. During the month of April, state, territory, tribal and community-based organizations, rape crisis centers, government agencies, businesses and campuses recognize SAAM through planned events and activities to reinforce prevention efforts. The Department of Defense theme for 2017 SAAM is “Eliminate sexual assault: Know your part. Do your part." The key messages in the theme are to “eliminate sexual assault, know your part and do your part.” Every service member, at every level, must know, understand and adhere to service values and standards of behavior in order to eliminate sexual assault and other inappropriate behavior. By knowing their part, all service members have a unique role in preventing and responding to sexual assault. Service members must recognize their part in stopping this crime, starting with their own awareness and knowing when and where to

intervene. To do their part, they have to act. If a service member — or a DoD civilian — sees a crime or inappropriate behavior unfolding, he or she needs to step in to prevent it. All members of the military community need to add their voice to the call to end this crime. The Department of the Army’s theme for 2017 is "Sexual assault. Sexual harassment. Not in our Army." The Army’s SAAM observance is in its 13th year and continues to convey the Army’s commitment to achieve cultural change by eradicating sexual assault and sexual harassment through its prevention, investigation, prosecution and survivor support/protection efforts. Agencies and organizations throughout the Army will plan and execute appropriate commemorative activities to observe SAAM. Commanders may authorize their military personnel to wear civilian attire, in the specific form of denim, on April 27, National Denim. Contact your unit Sexual Assault Response Coordinator or Victim Advocate to learn more about SAAM activities that may be scheduled in your community. The Army has significantly raised awareness about sexual harassment and sexual assault through the proliferation of required training in all units, in primary military education courses, and among first responders. It will continue to aggressively address sexual

harassment and sexual assault issues by focusing on increasing capabilities in the areas of prevention, investigation, prosecution and survivor support/ protection. Senior Army leaders consider the sexual harassment and sexual assault prevention strategy an integral part of the Profession of Arms doctrine. These principles are based on ethical beliefs, the capacities of self-command, empathy and morale pride. Professional Soldiers must be immersed in the environment and culture of the profession of arms early in their careers. One of the Army’s prevention initiatives is to focus on achieving cultural change to eliminate sexual assault and sexual harassment from the ranks. Indoctrinating new recruits and first-term Soldiers on prevention of sexual assault will lead to a collective and committed team across the force. In addition, leaders at all echelons are required to take

Before you post that next comment on social media, check to ensure you’re not violating Army regulations regarding professional conduct. Online conduct is using “the use of electronic communication in an official or personal capacity that is consistent with Army values and standards of conduct.” In a message to all Army personnel dated Feb. 23, Soldiers and Army civilians were reminded that the Army is a values-based organization. Soldiers are to conduct themselves according to Army Values; whether in person or online, everyone is to be treated with dignity and respect. The recent guidance is a continuation of similar guidance put out July 27, 2015: “Soldiers or

civilian employees who participate in or condone misconduct, whether offline or online, may be subject to criminal, disciplinary, and/or administrative action. Commanders and leaders will reinforce a climate where current and future members of the Army team understand that online misconduct t is inconsistent with Army values and where online-related incidents are prevented, reported, and addressed at the lowest possible level.” The line for misconduct is crossed when someone uses the web to harass, bully, haze, stalk, discriminate, retaliate or anything else that undermines dignity and respect. This can be done through texts, emails, social media, blogs, etc. If a Soldier sends electronic communications like those listed, “Treatment of Persons” (Army Regulation 600-20, section 4-19), it could be considered the mistreatment

The Galaxy Bowling Entertainment Center and Army Community Service staff will partner, April 13, 5:30-8:30 p.m., for the Family Advocacy Program’s (FAP) 2017 Child Abuse Prevention Month “Strike Out Child Abuse” campaign event. CAPM, sponsored by the Stuttgart Marriott Hotel, Sindelfingen, is open to all U.S. Army Garrison Stuttgart community members. In 2016, a FAP information table staffed with ACS members answered questions from participants, and in turn, participants provided very positive feedback about the CAPM event. Still time to take OHA survey, save money U.S. Army Garrison Stuttgart Public Affairs

If you haven’t already done so, you still have a week left to take part in the Department of Defense's Overseas Housing Allowance survey. The survey began March 1 and runs through the end of the month. It helps determine OHA rates, so it gives service members and their families the opportunity to make their voices heard. The survey is for all service members in Germany who reside off-post in privately leased or rental housing. This is their opportunity to influence their rent and utility fees by taking this annual overseas housing survey. If the sponsor is unavailable, spouses are authorized to take the survey.

The survey is instrumental in ensuring accurate housing allowance rates for military families living off post as the results help to ensure OHA rates are properly set at overseas locations, according to U.S. Army Europe finance officials. Service members taking the survey will be asked to enter in their previous monthly utility expenses. An exemption from this survey includes homeowners or those sharing rent with another service member. Make your voice heard Don’t put it off! Students at Patch Elementary School learned about AfricanAmerican history during the “Black History Expo: Learning Through Literature.” PES teachers read books to the students and facilitating learning activities that went along with each book. The students were exposed to Black history through African and African-American folktales, biographies, autobiographies and poetry. Activities ranged from tasting soul food, to African drum circles, to creating wind turbines in the STEM lab, to recreating the events in the story they listened to, to dancing to the beat of Zomo’s drum, to writing their own poetry that was inspired by the stories read to them. Students were completely engaged and eagerly participating at every station. The culminating activity for the PES Black History Month celebration was an assembly on the final day of the expo. The student body enjoyed listening to guest speaker, Air Force Lt. Col. Elvert Gardner, Missile Defense Agency

Three students from Stuttgart High School attended Junior Science and Humanities Symposium in Riedstadt, March 6-8. Since the beginning of the year, several students were hard at work preparing different projects for a chance to attend symposium. Every student’s project made its way to the event, and Eve Glenn, Jimmy Lynch and Rachael Dickenson attended the 2017 event to give oral presentations about their projects. The topics were in three entirely different science departments: Glenn’s topic was in kinesiology, examining the effects of a tape she created and the effects on the stride and gait in Irish dancing; Lynch’s project was creating a solar panel bioreactor for Spirulina algae and testing the rate of oxygen production based on several different factors; and Dickenson’s was working with genetic variations in the invasive species of Goldenrods called Solidago Canadensis and mapping out potential areas of variation to understand how different environments affect the plant both on a visible as well as genetic level. “It involves invasive species, something I am curious about,” Dickenson said about her presentation. “Solidago canadensis is invasive in many areas of the world, and I am interested in seeing how it develops after being introduced to a new area.” The presentation were mostly based on something that interested the students and made them curious. For Lynch, it was his passion for the possibilities of humans in space. “I have always been intrigued with human space exploration, and even though this research deals more with biological processes, the Martian habitat has always fascinated me,” Lynch said. “Pursuing this project gave me not only lab experience, but also an opportunity to explore my interests outside the classroom.”

BRUSSELS — Select 7th- and 8thgrade Patch Middle School students recently attended a “STEMposium” at SHAPE American Middle School, here. STEM is an acrynom for science, technology, engineering and math. Ten students from Patch Middle School joined more than 100 other middle school students and sponsors from Department of Defense Education Activity schools in Europe to attend the three-day event. Students were placed in four-person teams and then immersed in real world problem solving scenarios that required them to combine critical thinking and team-building skills with STEM-based learning. Teams built wind-turbines and measured energy production; designed and built salt water powered cars; and enhanced their computer skills and learning before team members combined their skills and ideas to generate the best solution to the problem. At the end of the event, each team presented its problem-solving proposal and initiatives to a team of judges. After the judging, Patch students Bryce Galloway and Daniel Morrow returned from the STEMposium with placings on both the first and second place teams, respectively. Glenn, whose Irish dancing project deviated from the conventional ideas of science, found the motivation for her project in personal experience and curiosity about the reasons for things that she had encountered. “A few years ago I broke my arm during an Irish dance competition. This had me wondering whether it was the compounds on the bottom of my dancing shoe soles or an internal/external factor that caused the injury,” she said. Lynch and Dickenson worked under several great scientific minds to understand certain aspects of their projects and better develop their research. The scientists gave them advice and some materials to succeed. The three students intend to work in the S.T.E.M. field in the future. Dickenson intends to become an environmental engineer and help with research around the world; Lynch will be working in a more mathematical focused field, but intends to continue working on his project in college; and Glenn is interested in becoming a surgeon, focusing on cardiology. Puppets teach listening skills “We have some kids in our class who don’t know how to listen,” said Stuttgart Elementary School 2ndgrader Joshua Kern. To address the problem, he and fellow 2nd-graders Mailee Hilburn, Caroline Newkirk and Garrette Sator wrote and performed a puppet play to teach other students how to be better listeners. It worked; the puppets even answered questions from the audience. “Kids always listen to puppets,” said Daniel L’Esperance, SES enrichment teacher.

ACOE Established in 1985 and sponsored by the Chief of Staff of the Army, ACOE is an annual Army-wide assessment of all aspects of installation management. The program is designed to improve installation operations and readiness through business transformation processes.

For the ACOE assessment, each installation documents its strategic planning, performance, process improvements and initiatives for innovation, which in turn are evaluated and scored by teams of trained experts at the Office of the Assistant Chief of Staff for Installation Management and IMCOM headquarters. Former tobacco user sends smoke signals on quitting By Juandalynn Givhan-Simmons Employee Assistance Program Coordinator Corpus Christi Army Depot

According to the Mayo Clinic, tobacco dependence is defined as an addiction to tobacco products caused by the drug nicotine. “Dependence” means you can’t stop using the substance, even though it’s causing you harm. Nicotine produces physical and mood-altering effects in your brain that feel good. At the same time, stopping tobacco use causes withdrawal symptoms, including irritability and anxiety. I know, I used to smoke. Back in the late ‘90s and early 2000s I worked in the CCAD Wellness Center and was responsible for the Great American Smokeout campaign. The Great American Smokeout is an annual

American Cancer Society event that challenges people to quit for one day, or to make a plan to quit tobacco use. Each year, my antismoking campaign Givhan-Simmons grew and, by 2002, I had developed a year-round program that included placement of “smoke signal” signs in each of the depot smoke shacks. The signs included thought-provoking pictures and messages that were circulated among the shacks so smokers would see a new message every few weeks. The signs made some smokers mad. Many were torn down or covered with vulgar graffiti. Honestly, I’m not sure how many people chose to quit because of those signs. I didn’t.

It took me two more years to take my own advice. In 2002, I was enjoying my usual morning cigarette with my coffee; another on my drive home; a few more before the end of the day; and even more on weekends. In 2004, I quit. I admit that thoughts of quitting had previously crossed my mind and I had made a few half-hearted attempts, but it took my pregnancy with my first child to finally commit to a change. It’s been 13 years and counting. I look back and am so thankful that I got that monkey off my back. So did my husband; we kicked the habit together. I read an article the other day about scientists who spent years measuring the quality of life for older smokers. Their research includes everyday things like physical activity, pain, energy level and mental health.

All were negatively impacted by smoking. In fact, smokers can expect the last ten years of their lives to be more physically and medically challenging and expensive, compared to non-smokers. Soccer lovers delight in Stuttgart

When you say “football” to Europeans, they don’t immediately think of how Americans associate football with National Football League. To Europeans, football is played with a round ball instead of a brown pigskin with white laces and only the goalkeeper can use his hands. To most Americans, such as myself, we know that game as soccer. A European football game, called a match, runs 90 minutes long (unless there is overtime). Penalties in the NFL use yellow flags, but in soccer, penalties are measured in red or yellow cards. European football is taken very seriously here in Germany and throughout Europe. For those who want their soccer fix they can get it without even leaving the Stuttgart community. The Stuttgart area has two teams

you can choose to watch: the Stuttgart Kickers, which play in Degerloch, and Verein für Bewegungsspiele, known as VFB Stuttgart, who play in the Mercedes Benz Arena in downtown Stuttgart. The Stuttgart Kickers play in the Regionalliga Sudwest (Regional League) and VFB Stuttgart is currently in the second tier of the German Bundesliga (Federal League). I know what you’re thinking, VFB Stuttgart is not in the top tier. For those naysayers, I say, give them a chance. Every player’s ultimate dream is to get into the best league, whether it’s in Europe or Major League Soccer, but they all have to start somewhere. Both teams have seen players come and go through the years. Those familiar with the game may not know that a young soccer player, who began his professional career here, went on to do great things. He played some of his career right here in Stuttgart. You might be thinking, who could it be? It is none other than Jürgen

Klinsmann, the former German National and U.S. National coach, who got his start right here in Stuttgart. Klinsmann played for the Stuttgart Kickers from 1981 to 1984. He had also previously played for their youth team. Following the Kickers, he went on to play with VFB Stuttgart from 1984 to 1989. Klinsmann most definitely left an indelible mark on soccer in Stuttgart, and in Germany. Another little-known nugget is the Klinsmann’s have a local family owned bakery. If you want to visit, Bäckerei Klinsmann is in Botnang. In fact, during the 2014 World Cup that was won by Germany, the Klinsmann family had to tell folks to leave because too many people wanted to take pictures in front of the bakery. At that the time, he was the coach of the U.S. men’s national team. Fans who to wish to see popular players like Lionel Messi, Christiano Ronaldo, Wayne Rooney and Arjen Robben will have to spend a few more

Euro for tickets (plus travel) to see them in their respective leagues, but you won’t be disappointed. However, for the money you can save, there are two teams right here in Stuttgart that will give you an equally great fan experience and satisfy your soccer fix at the same time. Attending a European football game an experience that you can’t get in the states, one that shouldn’t be missed while living in Stuttgart. Just for the atmosphere alone, to take it all in, believe you me. For this reporter, who played soccer in school and never thought he’d see it in Europe, I leave this tour of duty in Stuttgart a very happy camper, and proud to say the Stuttgart slogan, “I am glad I live here.” I will definitely see more matches when I return. Stuttgart Piranhas bring home European Championship medals By Ami DeBrine Special to The Citizen

The Stuttgart Piranhas Swim Team brought home a total of 96 medals with 37 gold, 37 silver and 22 bronze medals from the European Forces Swim League (EFSL) Championship, Feb. 25-26.. The event, which took place in Eindhoven, The Netherlands, included more than 2,000 individual entries from 18 teams throughout Europe. Stuttgart sent more than 50 competitors. By the end of the meet, the Piranhas swimmers broke seven EFSL individual records and one EFSL relay record, along with 38 team individual records and two team relay records. In addition to the medals and new records, high point trophies were awarded to Dane Bathurst (Boys 9), Marian Ploger (Girls 10), Ella Bathurst (Girls 13-14) and Kyle Stevenson (Boys 13-14).

Newsstand Citizen to be discontinued For the past 46 years, The Citizen strove to feature community activities in the community newspaper. The Citizen is an Army garrison newspaper that grew into a joint service publication over time, as commands were consolidated and the U.S. footprint in Germany grew smaller. Originally, the paper was printed by the Army. It was only in the last decade that the paper was printed by a civilian publisher. Based on reader’s feedback and interest from contributors, the reaction has been positive. The Stuttgart region takes great pride in its annual fests and cultural outings. Locals and visitors alike find themselves confronted with endless opportunities for events ranging from the Stuttgart Spring Festival, to various summer, music and cultural fests before the annual event calendar concludes with Christmas Markets galore. The following are suggestions of events coming up between now and the end of the year. April 15 to May 7 Stuttgarter Frühlingsfest The annual Stuttgarter Spring Festival at the Cannstatter Wasen fest grounds in Bad Cannstatt, one of the largest spring fests in Europe, offers various rides, three beer tents (Göckelesmaier, Grandl’s Hofbräu Zelt and Zum Wasenwirt, and live bands with “German folk music, party, country and rock tunes. Fest tents also has

beer gardens where visitors can enjoy food and drinks in the sun. Another highlight is the “Almhüttendorf,” a reconstruction of a typical Bavarian-Austrian alpine village. Here, visitors will find rustic booths and hearty food. A variety market is offered as well. Special family days with reduced entrance fees will be offered April 19 and 26, and May 3, starting at noon. The Stuttgarter Frühlingsfest will be open Monday – Thursday, noon – 11 p.m.; Friday and prior to a German federal holiday noon – midnight; Saturdays 11 a.m. – midnight; and Sundays and German federal holidays 11 a.m. – 11 p.m. On May 4, the fest will be open noon – midnight. June 15 Stocherkahnrennen Tübingen’s boat race along the Neckar River is one of the most funny and crazy events of the year. More than 40 local teams participate; the

winning team receives a keg of beer and the losing team will be in charge of organizing next year’s race – and its members have to drink half a liter of cod liver oil in front of all the spectators. Before the race starts, all teams will float along the Neckar River during the traditional costume parade at 1 p.m. Visit www.tuebingen-info.de. June 16-18 Internationales Strassenfest Sindelfingen hosts its international street festival. The street fest aims to bring people of all nationalities together to celebrate their cultural heritage, featuring live bands, dance performances, comedy, children’s activities, international food and beverages. July 20-22 Bohnenviertelfest During the fest, visitors have the chance to tour and explore the bean quarter’s cobblestoned streets, hidden alleys and timbered houses.
