The U.S. Army has proclaimed August as Antiterrorism Awareness Month. The goal of the annual campaign is to instill community-wide heightened awareness and vigilance to prevent and protect people, information and critical resources from terrorist activities. What does this mean to you? Every member of the Stuttgart military community plays an important role in preventing terrorist acts. You provide extra eyes and ears for anything out of the ordinary. Last month U.S. Army Garrison Stuttgart completed its annual full-scale all hazards exercise, commonly referred to as Stallion Shake. The purpose of this exercise was to test our current antiterrorism capabilities in order to better refine our operating procedures, and enhance and extend the garrison’s protection posture. During the exercise we had various tenant units, host nation and local organizations, and volunteers participate in making the exercise as realistic as possible. The scenarios included a vehicle borne improvised explosive device, a suicide bomber and implementing Force Protection Condition Delta. The exercise was an overall success, and showed us our strengths and where we can improve.

Believe it or not you’re probably already assisting the garrison greatly just by attending the in-processing briefs after you arrive here. Everyone who goes through the in-processing now receives iWATCH and Antiterrorism Level 1 training. You can also help by understanding the indicators of potential terrorist activities, and reporting suspicious behavior to Military Police or local law enforcement.

Some things that community members may see that could indicate a possible threat and should be reported include: • Someone drawing or measuring key buildings in the community; • Strangers asking questions about security or security procedures; • An unattended briefcase, suitcase, backpack or package; • A car or truck left in a no-parking zone in front of an important building; • Intruders in secure areas where they are not supposed to be; • Chemical smells or fumes; • People who have no right or need to know asking questions about sensitive information such as building blueprints, security plans or VIP travel plans;

Every member of the Stuttgart military community plays an important role in preventing terrorist acts. • Purchasing supplies or equipment that can be used to make bombs or weapons; and • Purchasing uniforms without proper credentials.

Reporting suspicious activity “See something, say something” is the iWATCH motto. If you are unsure about whether an activity constitutes a threat, don’t try to figure it out -- report it and let the experts decide. The experts also stress that if community members witness suspicious activity, they should try to get as many details as possible, such as: • What happened? • At what time of day did it happen? • Where did it happen? • How many people were involved?

• What did the people involved look like? Were they male or female? Tall or short? Heavily built or slender? What color was their hair or skin? How old did they appear? • Were the people involved speaking English or another language? • Was there a vehicle involved? What model was it? What color was it? What was the license number? • Is this the first time you have seen this kind of activity in the area? Reporting is easy. You can call the Military Police station at 430-5262/ civ. 0711-680-5262; contact the 66th Military Intelligence Detachment at civ. 0162-296-7230; or use the iWATCH reporting website at www.eur.army. mil/eureport. Just remember, don’t pursue or interfere in a potentially dangerous situation. Leave that to the law enforcement professionals.

Where to learn more Antiterrorism individual awareness training is available through your unit’s Antiterrorism Officer. These AT officers can also answer any question you may have. The Army OneSource website (www.myarmyonesource.com) is a great online source of information for family members. This site includes information on the iWATCH program, the use of social media, insider threats and active shooters — what families need to know and self-help guides for individual protection. You can also visit the Community Activities, Registration and Education Fair Aug. 16 from 10 a.m. to 2 p.m. at the Panzer Exchange. The USAG Stuttgart Antiterrorism Office representatives will there to promote the iWATCH program and provide information on how to shelter in place in various scenarios. Managing 83 bus routes to safely move 2,000 students from well over 50 villages and towns to four schools spread across three military installations is no easy task, and that weight falls on the shoulders of the five employees of the Stuttgart school bus office. A part of the Department of Defense Dependents Schools, the school bus office is responsible for managing the school buses for the entire Stuttgart military community, and according to transportation specialist Steve DiMundo, he knows he’s done his job well when nobody really notices his work at all. “It’s like when you go to a play and it goes off without a hitch,” he said. “The audience says, ‘That was nice,’ without really thinking about all of the many hours upon hours of practice and rehearsal that go into it.” The hours and hours of preparation that the bus office does includes planning routes, coordinating with the contractor, coordinating with the schools, and most of all, serving as the customer point of contact. The personnel manning the three offices are the customer service agents for parents signing their students up for buses or who have questions or concerns regarding school bus services. What the office staff offers parents is more than just registering their students for buses; they also advise the parents as well. Since some of the bus routes can be as long as an hour and the buses only serve a limited area, it is important for incoming families to choose the right village in which to live. Choosing poorly may put the family outside the bus zone or in a village with a very long bus commute. Because the buses stop for passengers in multiple villages, a drive that is 20 minutes to base by car, may take a bus close to an hour.

News & Notes Garrison facilities to close for Organization Day Aug. 29 U.S. Army Garrison Stuttgart will hold an organization day Aug. 29 from 7:30 a.m. to 3:30 p.m. on Panzer Kaserne. To allow maximum participation of garrison employees, most garrison facilities will be closed. The closures include all Child, Youth and School Services facilities. Aug. 29 is a training holiday, but if a service member is a shift worker and

According to the bus office supervisor, Karen Matlock, bus service availability and commute time should definitely be a factor for families when choosing an offpost location in which to live. The school bus office staff can advise parents on the commute times for the various villages the buses serve. Taking the time to visit the bus office before signing a rental contract could save a lot of stress. “If families come in here, we can certainly sit down with them and let them know how long the bus ride will take from the village they are looking in,” Matlock said. “And it may just save them a good bit of heartburn in the long run.” Another thing families can do to help themselves is to register their students for buses early. Registration for buses is a completely separate process from school registration, and it is important for parents to make sure they complete both. “We do try to get the student information from the schools and requires child care, the Family Child Care home program is available as an alternative. Facilities open Aug. 29 include the ID Card Office, Installation Access Control System office, Kelley and Panzer Hotels, Kelley Club, Kelley Car Wash, Stuttgart Golf Course, Swabian Special Events Center, SATO Travel Office, Privately Owned Vehicle Inspection, Base Operations Maintenance, and the Central Issue Facility (limited services for emergency situations).

This allows the bus office time to re-route the buses if needed and make sure stops are planned properly. According to the contract, the school bus office must give the bus company at least three business days notice before making any changes. In addition to the main office on Patch Barracks, there are also satellite offices at the Böblingen Elementary/ Middle School on Panzer Kaserne, and at the Robinson Barracks Elementary/ Middle School. Both of these offices provide the same customer as the Patch Barracks office. Before school starts, parents should take time to talk to their children about safety, according to DiMundo. Participants needed for voting research study Researchers working on behalf of the Department of Defense Federal Voting Assistance Program will visit Stuttgart Aug. 12-14 to conduct research into the absentee voting process among active duty military members. Active duty service members are invited to participate

U.S. Army Garrison Stuttgart put its disaster response capabilities to the test during an all-hazards training exercise held July 12 on Kelley Barracks. Stallion Shake 2014 was designed to assess various aspects of the garrison’s emergency management plan, to include communications, random antiterrorism measures, intelligence information sharing and analysis. Using a vehicle borne improvised explosive device scenario, the exercise not only tested the garrison’s defense and response capabilities, but those of the city of Stuttgart’s first responders as well. The garrison relies on support from the host nation, and training together serves to strengthen the ties between U.S. and host nation law enforcement, fire departments and other first responders, according to Jeremiah Cowgill, the garrison emergency manager and exercise coordinator. “In a real incident, all of these people will be working together,” he said. For the last nine months, U.S. emergency management, antiterrorism and law enforcement personnel have worked with emergency responders from the Polizeipräsidium Stuttgart (Stuttgart police headquarters), Feuerwehr Stuttgart (Stuttgart Fire Department), Deutsches Rotes Kreuz (German Red Cross), the Deutsche Lebens Rettungs Gesellschaft (German Life Saving Association), Malteser Hilfsdienst and Johanniter Unfallhilfe (emergency medical service providers) to plan the exercise. Everyone profits from the training, according to Dr. Jürgen Ruppert, a member of Stuttgart’s Leitender Notarzt (Lead Emergency Physician Group). “ ... Everyone is able to benefit from it, and we are able to learn so much. This gives us the opportunity to learn with and from each other, whether it’s coordinating, communicating or operating. The improvement of our teams throughout these exercises is immense,” he said. To make the training as realistic as possible, exercise planners enlisted the help of more than volunteers from across the Stuttgart military community to act as victims and role players. fake blood, makeup and liquid latex to replicate burns, broken bones, head injuries and chest wounds. Once the exercise started and the site was secured by Military Police, USAG Stuttgart firefighters and approximately 150 host nation first responders arrived to triage, treat and transport the injured. Those who were uninjured were evacuated by bus to a Family Assistance Center that was activated on Panzer Kaserne. Social work services counselors, chaplains, representatives from Army Community Service and other organizations were on hand to provide services and assistance to those affected by the emergency situation. The garrison Emergency Operations Center was also activated. Personnel drilled on notifying the community, coordinating with military and host nation authorities, managing resources and communicating with incident commanders, according to Ben Loney, the EOC manager. He added the exercise allowed the garrison to practice increasing its protection posture at all its installations to Force Protection Condition Charlie and Delta, and use the Giant Voice and AtHOC emergency mass notification systems. “As with any exercise, we were testing our capabilities to communicate with military units and the community at large,” said Loney.

Accomplishments during Reagan’s

Judith Lee, commander of the Landstuhl Regional Medical Center. “Getting a 95 percent satisfaction rate doesn’t come from the facilities or the equipment,” she said. “That comes directly from the people providing the care -- the administrators and the entire team under Col. Reagan’s leadership.” The Stuttgart Health Clinic provides outpatient health care services to roughly 10,000 beneficiaries in the Stuttgart military community, and is a part of the European Regional Medical Command. The staff includes 125 professionals, paraprofessionals and administrative staff members.

It is important to both understand the legal effectiveness of your military termination clause and also maintain good host nation relations. Therefore, you should not use the military clause to delay providing notice to terminate your lease. This would be an improper use of the clause.

In other words, the military termination clause is not a “get out of jail free” card to be used when one does not follow the terms of the contract he or she signed, but rather a safeguard in case military circumstances require a quick move.

For instance, if a service member receives orders six months before he or she is to relocate and forgets to provide 90-day notice, it is unlikely the landlord will permit the service member to take advantage of the 30-day notice provision. This individual is now most likely on the

Sightseeing by boat onboard the ‘Neckar-Käpt’n’ By Carola Meusel USAG Stuttgart Public Affairs Office

Every year, thousands of tourists tour Germany’s most famous waterways – the Rhine, Elbe and Danube rivers. But if you don’t have the time or money to go on a 10-day cruise, perhaps a local day cruise right here in Stuttgart is more your style. The Neckar-Käpt’n takes visitors on scenic day outings along the Neckar River. Cruises include tours with the Neckar Käpt’n’s flag and largest ship the MS Wilhelma, as well as the MS Stuttgart, MS Liberty and the “Partyfloss,” or party raft. Patrons can choose between different tours and event cruises that take off from the Wilhelma pier in Bad Cannstatt. The Max-Eyth-Lake cruise, for example, takes visitors on a tour of Stuttgart’s city districts Bad Cannstatt, Münster and Hofen. During the trip, patrons will pass the Max-Eyth-See, one of Stuttgart’s most popular leisure areas. The one-hour tour is offered Tuesday through Sunday at 12:30 p.m. and during the German summer break (July 31 to Sept. 13) at 1 p.m. The Neckar Park tour offers soccer, party and car enthusiasts a glimpse into the world of automobiles, sports and the Cannstatter Wasen fest grounds. Visitors will pass the Cannstatt lock and stop at the Neckar Park. The Neckar Park marks the Cannstatter Wasen fest grounds, where the spring fest and beer festival is held annually, as well as the Mercedes-Benz Arena, home to Stuttgart’s soccer team. The MercedesBenz Museum next to the stadium boasts 125 years of automotive history. The one-hour tour departs Wednesday through Sunday at 1:45 p.m.

The tour is not offered during the German summer break. During the Harbor tour, patrons cruise through the Cannstatt and Untertürkheim locks all the way to Stuttgart’s industrial harbor. According to Beatrix Töricht, spokeswoman for the Neckar-Käpt’n, the best way to explore a harbor is by boat. Visitors can see all the ships exporting or importing goods from the Neckar River to the Rhine and the North Sea and to the world, or vice versa. “Another highlight during the harbor tour is that people will have a beautiful view on one of Stuttgart’s landmarks, the Sepulchral Chapel on Württemberg Hill,” Töricht said during and interview last year. The chapel was built by King Wilhelm I between 1820-24 for his beloved wife and Queen of Württemberg, Katharina Pawlowna. The two-hour tour is offered each Wednesday and Thursday at 10:15 a.m. through Oct. 5. All tours take off from the Wilhelma pier in Bad Cannstatt. But there are more stops throughout the Neckar-Käpt’n’s routes, giving visitors the chance to hop on or off a boat. “There are many different ways that people can combine a boat tour with a trip to a historic landmark or city that we pass during our cruises,” Töricht said. One of these is the Hessigheim cruise line from Marbach to Hessigheim, located 25 kilometers north of Stuttgart. “The cruise from Marbach to Hessigheim is very scenic. Visitors can enjoy panoramic views of the wine hills and nice shores,” Töricht said. “The great thing about a boat trip is that people can always see two shores

from different perspectives.” Patrons can choose between taking the S-Bahn train to Marbach and then hop on the Neckar-Käpt’n or take off from the Wilhelma pier from Tuesday through Sunday at 11 a.m., starting Sept. 15 until Oct. 5. “For visitors to Stuttgart, a boat tour is ideal. During the tour, they are introduced to landmarks and sites and they can always come back on their own and explore more,” Töricht said. The Relax Coffee Tour makes for a pleasant afternoon outing. Visitors can enjoy nature and scenery with coffee and cake. The three-hour tour takes off from the Wilhelma pier toward Remseck every Tuesday at 3 p.m. For party enthusiasts, the event cruises offer a Disco Pasta Night with a pasta buffet and music. The “Flösserbrunch,” and the “Huckleberry’s Flossfahrt” are party rafts that offer both barbecue and drinks. Another outing is the “Musik und Wein an Bord,” that promises an evening of wine and live music with accordion player Jörg Langer

on board the Neckar-Käpt’n, according to Töricht. “During a boat trip, visitors can get a panoramic view of the countryside and nature,” Töricht said. “It’s a wonderful way to get away from the everyday hustle, relax and dive into a different world on a slower pace.” All Neckar-Käpt’n boats can be booked for groups and special occasions. Patrons booking a tour on their birthdays can cruise for free if they bring a valid ID. Event cruises are exempt from the offer. Landmarks or outings along the way include the Ludwigsburg Castle, Friedrich Schiller’s (famous German poet) birth home in Marbach, wine tastings in Besigheim and Hessigheim, and the Wilhlema Zoological and Botanical Garden (a five-minute walk from the pier). The high school activities room at the Child, Youth and School Services’ Patch Youth Center (the Hub), recently got a facelift. New paint, additional amenities and new furniture have made the room more appealing to the high school students who use it. However, these renovations weren’t just handed to the students, they had to earn them. After teens had expressed boredom with the decor of the high school room, Doug Barnes, the former Patch Youth Center director, put the ball in the teens’ court by asking them to make things better. “We had some funds and a chance to renovate the high school activities room here, and I thought, why not let them (students) lead this project themselves,” said Barnes, who contacted Patch High School to see if any of the students were interested in taking the renovations as a project. Answering that call were 11th-grader Danielle Bair and 10th-grader Ashley Pannaman. The two went to work quickly putting together input from students throughout the school. “We asked people for ideas on how they would improve the high school activities room

at the Hub and we got a lot of suggestions,” Pannaman said. “Some were good suggestions some were … not very realistic; like the one that was very adamant that the whole room have trampoline floors.” Combining the input from the students and filtering out the less practical suggestions, the pair formulated a plan and a list of things the students wanted for the room and provided that list to Barnes, whose team coordinated getting the items and materials needed for the project. But the students’ involvement didn’t stop with providing a wish list. For these students to get what they really wanted in the room, they had to get their hands dirty -- quite literally. Prepping and painting the walls, and making other hands-on renovations were part of the students’ end of the bargain. And the turnout was impressive when Baird and Pannaman put a call out for volunteers. “We expected maybe a couple of teens to show up to help,” Baird said. “But when about 30 people showed up, we couldn’t believe it. It was amazing. We had everything done in about an hour.” Painting the walls, bringing in new booths, a new coffee maker, new lamps

and other modernizations were just a few of the things this group of student-led volunteers made happen in the room.

“It was really great to see the students get so involved in this project and make the room better themselves,” said Barnes, who is now a CYS

Services training and program specialist. “The turnout of volunteers and the end result of all of their hard work were really impressive.”

There is so much to learn: a new language, new customs, and if that weren’t enough, you’ve got to figure out how to negotiate daily life in a new military community. In U.S. Army Garrison Stuttgart, that means dealing with facilities spread across four installations. And woe to those who aren’t familiar with the Army. That’s where U.S. Army Garrison Stuttgart’s 2014 Community Activities, Registration and Education, or CARE, Fair comes in. Newcomers to the Stuttgart military community can begin to overcome their “culture shock” and learn about the myriad of community resources that can help ease the transition during the CARE Fair on

The Department of Defense Traffic Safety Program prohibits the use of portable headphones, earphones and listening devices for runners, joggers, pedestrians, cyclists, skaters and skateboarders on or near a road or area where vehicles are being operated

while on DOD property. Serious injuries to pedestrians listening to headphones have more than tripled in six years, according to research from the University of Maryland School of Medicine and the University of Maryland Medical Center in Baltimore. The study reviewed 116 accidents, in which 70 percent resulted in death to the pedestrian involved and nearly a third of the vehicle drivers reported sounding some type of warning prior to the crash. Most of the victims were male and under the age of 30, and most of these deaths occurred in urban areas.

Washing a car in the driveway puts contaminated water into storm drains and wastes up to 140 gallons of water. Instead, use a commercial car wash that uses its own water recycling system, biodegradable soap and reusable towels. Washing vehicles on pervious areas, such as cobblestones, is prohibited because they are not connected to a proper oil and water separator.

Vose, the widow of Chief Warrant Officer 2 Douglas Vose III, a 1/10th SFG (A) Soldier who died in Kabul Province, Afghanistan, July 29, 2009, then ran the 5K in the name of her husband. Afterward, she said it was an emotional experience. “There were a couple of emotional points, like the trail we were on … it’s a trail that my husband and I would run, and since he is gone, I [have] never run it again.” Nicole Vose, who is German and now resides near her husband’s family in Oceanside, Calif., said even though her husband has been gone for five years, she still is supported by the SF community. “I have so much support still. People call me, send me flowers, send me emails,” she said. On this trip “home,” she was accompanied by sons Aidan and Connor, and said she was grateful for the reception she and her sons received by 1/10 SFG Soldiers. “They showed my sons where their daddy worked and the team room. They have so many questions. [Doug’s] friends, his team leaders … they can answer what I cannot.” If Col. John Stack, the USAG Stuttgart commander, has his way, the names of Chief Warrant Officer 2 Vose and Staff Sgt. Patrick Kutschbach, a 1/10 (A) Soldier who was killed in action on Nov. 10, 2007, in Afghanistan, will continue to live on. He has petitioned the Department of Defense Educational Activity to name the new high school and elementary school under construction after the Soldiers. “We have submitted a formal request that the elementary school be named after Kutschbach, and the high school after Chief Vose,” Stack said. He added that Vose and Kutschbach are logical choices. “These are two Soldiers who served

Stefan Generally, the A Company, 1/10th SFG (A) rear detachment operations sergeant, had the pleasure of knowing both. “I was on Operational Detachment Alpha 0114 with Doug for a year and a half and remained on 0114 for another six months after we lost him,” he said. They served together from 2007 to 2009 and according to Generally, Vose was confident, professional, and physically and mentally strong. “You couldn’t go wrong with that guy. He was amazing,” he said. To illustrate, Generally recounted a story where Vose, who had been injured after high winds during a sandstorm blew over his tent while on a 2007 mission in Mali -- in the incident Sgt. 1st Class Sean Mitchell was killed and another 1/10 SFG (A) Soldier seriously injured -- cut short physical therapy to join the halo team. “He just had that strength. He was a formidable guy,” Generally said. He said Soldiers are told in the qualification course that earning the Special Forces tab is only the beginning — earning it does not mean one deserves it. Generally said that on occasion he would see Vose without the tab. “Maybe he didn’t have time to put it on, but I always like to think that it was his way of saying ‘I haven’t done enough for my regiment today.’ That’s the type of person he was — he was always striving to do more. That’s how he was all the way up to the end,” he said. Although he never served with Staff Sgt. Patrick Kutschbach on an ODA, Generally did serve with him during Robin Sage, the four-week culmination exercise for the SF qualification course. According to Generally, “Paddy,” was a big man who always had a smile. They were both assigned to 1/10 SFG (A) after completing the “Q” course, but on different teams. “Unfortunately I never had the privilege or honor of serving on an ODA with him, but he was my brother-in-arms,” he said. Brothers-in-arms … this sentiment is why the garrison commander feels that naming the schools after Vose and Kutschbach is proper and fitting. “We never, ever forget the sacrifices of our service members,” Stack said. “It’s what communities do throughout the
