Commentary by Col. John P. Stack USAG Stuttgart commander

As we approach the U.S. midterm elections on Nov. 4, it’s important to remember the importance of participating in the most fundamental task associated with democracy — voting. As Americans, we can be proud of the fact that we have one of the oldest democratic governments in the world today. Of course, this was achieved and maintained in large part by the men and women in uniform. We serve to defend and protect the Constitution and to uphold our American way of life. We can never take our great system of government for granted. It takes active participation by all, including service members, to ensure that our democracy, as well as our electoral process, remains vibrant, fair and representative of the will of Americans. Whether we were there on the ground or somewhere else in the world watching TV, most of us can remember the images of Afghan and Iraqi citizens braving gunfire and bomb blasts for a chance of a better government and a better future. For Americans, our challenge is not overcoming gunfire in order to vote, rather, it’s apathy. If you have not yet registered or requested your absentee ballot and would like to do so, take a minute visit the Federal Voting Assistance Program website at www.fvap.gov.

If you haven’t received your ballot by Oct. 4: Col. JOHN P. STACK Commander, USAG Stuttgart

For Americans, our challenge is not overcoming gunfire in order to vote, rather, it’s apathy. It only takes a few quick steps to make sure your vote is counted no matter where you are in the world. You may register and request an absentee ballot with a single form: the Federal Post Card Application. This application form is accepted by all states and territories and is postage-paid in the U.S. mail, including the Military Postal System and State Department Pouch mail. Hard copies of the form can be obtained from the

• Go to www.fvap.gov and see what online ballot delivery tools are available for your state. • Use the Federal Write-In Absentee Ballot assistant available at www.fvap.gov to complete a backup ballot and submit it to your local election official. If you cannot access www.fvap.gov, you can obtain a hardcopy of the form from your unit’s Voting Assistance Officer. • Contact your local election official to determine the status of your ballot. Contact information is available at www.fvap.gov. • When you receive your regular absentee ballot, complete it and return it regardless of when you receive it. Your local election official will ensure that only one of the ballots is counted. I challenge everyone to take an active part in this year’s election. Make your vote count. Get your absentee vote in time to have your voice heard! Editor’s Note: For more information on voting, visit www.fvap.gov, or call the installation voting assistance officer at 431-2745/civ. 07031-15-2745.

AFRICOM Olympics: camaraderie through competition By U.S. Navy Chief Mark Richardson AFRICOM Public Affairs

U.S. Africa Command staff members and their families gathered at Kelley Barracks Aug. 8 for the fourth annual AFRICOM Olympics. After a day of competition, U.S. Marine Corps Forces Africa took home the top prize and bragging rights for the next year. MARFORAF beat out teams from nine other directorates in 21 different events including the 400-meter relay, flag football, kickball, jousting, dizzy bat relay, three-legged race, horseshoes, egg run, ultimate Frisbee, and a mystery event that truly tested the stamina of competitors in an amateur “Ironman-style” event. Volunteers from each directorate worked together for five months to organize the event that provides a day for staff members from AFRICOM, Special Operation Command-Africa and MARFORAF to build camaraderie, esprit de corps, professional and personal relations among military, Department of Defense, and interagency civilian employees, and family members within the command while enjoying games, fun events, food, and social activities. Lt. Gen. Steven A. Hummer, deputy to the commander for Military Operations, officially opened the competition and said the annual event is important because it promotes command morale and team building through physical competition on the athletic field. “It’s a day for folks to come out, have some team spirit, some unity and camaraderie where they don’t have to worry about work for a day. They can bring their families out. It’s just a great opportunity for the command to fellowship together to enjoy some recreation and sportsmanship,” Hummer said. “Everyone is working very hard. It’s a high op-temp organization. We’re always getting called in at weird hours, so it’s good get everyone together outside work and have fun,” said Steve Davis, from AFRICOM J2 directorate. “It gives us an opportunity to get out of the office and compete with other people from other offices that we normally wouldn’t interact with and build camaraderie,” said Maj. Justin Riester, SOCAF J35. Event sponsors included the AFRICOM Family Readiness Group; the U.S. Army Garrison Stuttgart Army Substance Abuse Program’s Warrior

Pride Challenge, Army Community Service and Better Opportunities for Single Service members; the Stuttgart Warrior Transition Unit, United Service Organizations, Red Cross and Community Bank, who set up several tents to entertain young children and inform visitors of the many services they offer. Many of the events were designed to ensure maximum childfriendliness. Face-painting and prize drawings, along with jousting, waterballoon toss and three-legged races helped parents take home kids who’d had fun and were “tuckered-out” at day’s end. While MARFORAF now has bragging rights, all would agree that the real winner was the entire command who had the opportunity to end the summer on a sunny, flawless day enjoying AFRICOM’s esprit de corps.

Summer hires contribute to community and their own future Story & photos by Alexi Scheiber USAG Stuttgart Public Affairs Office

Thirteen U.S. Army Garrison Stuttgart youths participated in the 2014 Summer Hire Program, working at various locations throughout the garrison from June 30 to Aug. 8. The 18- to 23-year-old participants filled clerical and labor positions while they gathered six weeks of full-time work experience. The timing of the program was just right for some organizations that benefited from summer hires at the peak of the permanent change of station season. Cassie Schreiber worked at the Patch Library, sorting and shelving books, and providing customer service. “The Summer Hire Program has done us justice,” said Wesley Blunt, a library technician at the Patch Library. “It’s a time where we have PCS season — people are coming and going — especially our employees. [Cassie] has been a tremendous help. It’s unbelievable how fast she’s adapted to the situation … of students being out of school, parents checking out books more than the usual. She’s been a great help.” Mackenzie D’Andrea worked at the Value Added Tax Office where she assisted the staff with assembling and issuing VAT forms. According to D’Andrea, her position there was her first real job (which is the case for many summer hires), and the freedom and responsibility she enjoyed in the workplace was a new experience for her when compared to the controlled atmosphere of high school. In school, D’Andrea was used to a 45-minute lunch break starting at 11 a.m. In many workplaces, it is common

After the arrest, he alleged that the police officers had sexually assaulted him while he was being transported to the MPs in a Polizei van. All the police officers present denied that any

Here, everyone automatically knows what to do, their responsibilities, their jobs,” D’Andrea said. D’Andrea’s contribution to the office was definitely noticed and much appreciated, according to Ken Ackermann-Jones, the manager of the Tax Relief Office. However, the work experience is not just about what the participants can sexual assault occurred and have offered to take polygraph examinations. There is no evidence to support the sexual assault allegation at this time. July 31 A Soldier drove drunk to another service member’s house. The Soldier struck a vehicle while parking, then entered the service member’s apartment, and punched and kicked him. She’s actually being involved with the costumers here. I think it’s a win-win for our office, the hires, the garrison and the people in the garrison,” Ackermann-Jones said. D’Andrea said the biggest take-away for her was “probably the newfound knowledge of how the atmosphere of a workplace works, like what your responsibilities are, how to interact with costumers. I didn’t quite know stuff like that because I haven’t had an actual job, besides babysitting. I think it’s going to help with my future work.” odor of alcohol and escorted the Soldier to the Provost Marshal’s Office where he refused to take a breathalyzer. • A Marine Corps officer struck a local national’s vehicle and was cited for inattentive driving. The officer refused to take a breathalyzer and was escorted to a German police station where his blood was drawn. Results of the blood test are pending, but the officer will automatically receive a general officer memorandum of reprimand and license revocation in accordance with AER 190-1. Aug. 5 A warrant officer was arrested for driving on a revoked U.S. Army Europe driver’s license after his vehicle was photographed by a fixed traffic enforcement camera while speeding. German police identified the warrant officer as the driver.

According to D’Andrea’s supervisor, there was no question about the value of the program and his organization’s desire to participate in the program next year. “It’s a great program, it benefits our office, and I’m really hoping to be able to take advantage of the Summer Hire program again next year,” Ackerman Jones said. Editor’s Note: Alexi Scheiber participated in the Summer Hire Program and provided administrative support in the USAG Stuttgart Public Affairs Office, where she digitally archived 20 years of Citizen newspapers and conducted about 1,000 face- to-face surveys. Aug. 8 A Department of the Army civilian employee reported approximately $28,000 in jewelry and personal items were stolen from the women’s locker room at the Patch Fitness Center. The items were left unsecured and unattended in a sink.

Stuttgart’s viniculture permeates city Story & photo by Carola Meusel USAG Stuttgart Public Affairs Office

In Stuttgart, many legends revolve around wine. Some think that the Romans planted the first grapevines in Bad Cannstatt more than 2,000 years ago when settling along the Neckar River. Others believe that monks cultivated wine in the region. All that’s known factually is based on a historic document from 1108 stating that a monk named Ulrich presented the Blaubeuren Monastery with wine hills in Stuttgart, according to Bernhard Nanz, director of the “Weingut,” or vineyard, of the city of Stuttgart. Also, during the 17th century, Stuttgart was considered one of the largest wine growing regions within the Holy Roman Empire of the German Nation, according to the Stuttgart website, www.stuttgart.de. To this day, the wine-growing industry influences the city in many ways since Stuttgart is surrounded by, even situated within, wine hills. Grapevines grow on a 400-hectare area and 3.5 million liters of local wine is produced annually, according to Nanz. However, the area’s annual wine consumption of 20 million liters far exceeds the local wine production. About 500 wine-growing associations cultivate and sell wines in 16 of Stuttgart’s 23 city districts. “We have a unique wine growing area based on the warm climate within the valley and sunny hillsides,” Nanz said.

Steep terraces covered in grapevines are ideal for wine growing. Stone walls hold the terraces in place while storing the heat from the sun and transferring it to the grapevines, he added. Stuttgart is the only large city in Germany with its own winery that grows, produces and sells wines. Its vineyard is comprised of 17 hectares of grapevines and produces 150,000 bottles per year. Wine is cultivated throughout the Mönchhalde area including Hasenberg, Neue Weinsteige, Karlshöhe, Birkenwaldstrasse, as well as Cannstatter Zuckerle along the Zuckerberg (Sugar Mountain), and Cannstatter Halde. Here, grapevines grow on travertine soil, a form of limestone that typically makes for an elegant and full-flavored wine. Some of the Stuttgart vineyard’s oldest grapevines are on Mönchhalde, such as the 50-year-old Saint-Laurent (red wine). Grape varieties range from Trollinger, a red grape mainly used to produce rose wines and wine secco, to Spätburgunder, Lemberger and Cabernet Sauvignon, to Riesling, Kerner, Silvaner and Müller-Thurgau white wines. According to Nanz, some wine lovers favor cuvee, a blend of grape varieties. As for Stuttgart’s winery, it produces four red and two white wine cuvees that are served throughout some of the city’s well-known wine restaurants, he said. “Enjoying wine that grows in front of one’s front door is the secret

to local identity. One can taste the heart of the city,” Nanz said. Wines from the Stuttgart Weingut can be purchased at Sulzerrainstrasse 24, 70372 Stuttgart-Bad Cannstatt.

The winery is open Monday to Friday from 10 a.m. to 5 p.m. and Saturday from 10 a.m. to 1 p.m. For more information, visit www. stuttgart.de/weingut.

Are you prepared to shelter in place? attention as soon as possible. • Call 112 (off base) or 114 (on base) when you’re safe. • Follow the instructions of local autho-rities and first responders.

By 1st Lt. Kyle Viehman USAG Stuttgart Antiterrorism Office

August is Antiterrorism Awareness Month for the U.S. Army, and this year U.S. Army Europe antiterrorism experts are asking members of the U.S. forces community in Europe to remain vigilant and learn to protect themselves in their fight against terror. Terrorist attacks can and do happen in Europe. For example, in 2011 a gunman opened fire on an American military bus at the Frankfurt International Airport, killing two U.S. Airmen and wounding two others. This incident is what caused the limited wear of uniforms while off post. Chemical attacks are still an active threat to be aware of. On Aug. 21, 2013, in Syria, sarin gas was used in an attack on the Ghouta agricultural belt around Damascus. Though the death toll was difficult to establish, it estimated that the attack resulted in more than 1,300 deaths. “If you wait for an attack to happen before you decide what to do, it’s already too late,” said Shay Edwards, the U.S. Army Garrison Stuttgart antiterrorism officer. Antiterrorism experts recommend that one should always have a plan and know how to react in various situations. Knowing how to shelter in place can help protect against chemical emergency and active shooter incidents.

apartment or workplace for the shelter. The best room to use for the shelter is a room with as few windows and doors as possible. A large room with a water supply is best—something like a master bedroom that is connected to a bathroom. For most chemical events, this room should be as high in the structure as possible to avoid vapors (gases) that sink. • Build a shelter-in-place kit (fivegallon bucket, scissors, sheets of plastic for windows, duct tape, first aid kit, flashlight and radio) and keep it in the designated shelter-in-place room. • Know how to turn off the heating, ventilation and air conditioning systems. • Conduct rehearsals of how to shelter in place.

What to do in case of a chemical emergency • Turn off HVAC system. • Enter the shelter-in-place room and shut the door. • Close and lock all windows and doors to prevent airflow into the room. • Tape plastic over any windows in the room. Use duct tape around the windows and doors and make an unbroken seal. • Use the tape over any vents into the room and seal any electrical outlets or other openings. • If unable to shelter in place, cover as much of your body as possible, especially your nose and mouth. • Wash any exposed part of your body with soap and water and seek medical

• Conduct rehearsals of how to respond to an active shooter. • Remember Run-Hide-Fight. • Run: Evacuate the area, if possible. If not, select a room with few windows and doors to shelter in place. • Hide: Turn off all noise-making devices (TVs, radios) and lights. Make the room appear abandoned. Keep out of the shooter’s view. • Fight: Act aggressively and yell. Throw items and improvise weapons to defend yourself against the aggressor. • Do not trap yourself. • Have locks on the door/room. • Use furniture to blockade the door. • Silence your cell phone, hide behind large items, remain quiet and calm. • Call 112 (off base) or 114 (on base) when you’re safe These are just a few of the many individual protective measures people can take. There are a wide range of resources available that offer many more. For more tips and resources, visit the U.S. Army Europe website at www.eur. army.mil/vigilance and the USAREUR Antiterrorism Division’s “Stay Safe” Facebook page at www.facebook.com/ StaySafeAntiterrorism. Back to school: Use caution when driving

Mastering recycling and trash disposal

USAG Stuttgart Safety Office

USAG Stuttgart Directorate of Public Works Environmental Division

As students and teachers begin a new academic year Aug. 25, the U.S. Army Garrison Stuttgart Safety Office reminds motorists to drive with caution, particularly when traveling through school zones or near bus stops. Basic back-to-school safety tips for motorists: Drivers should exercise extra caution during the period when school begins, especially during the morning commute

from 7:15-8:30 a.m. and the afternoon dismissal period from 2:30-2:45 p.m. All drivers must obey the posted speed limits. Be aware that children, especially those 12 years old and younger, are not always aware of their surroundings and assume that drivers will stop for them. Youngsters may dart into the road without first looking for traffic. Tips for traveling to and from school: • Plan a walking route to school or the bus stop. • Walk the route with your child beforehand. • Teach your child never to talk to strangers. • Be sure your child walks to and from school with a sibling, friend or neighbor. • Teach your kids — whether walking, biking, or riding the bus to school — to obey all traffic signals. For more back to school safety tips, visit the National Safety Council at www.nsc.org.

Germany is one of the European Union’s top recyclers. While Germans may have the concept down, the subject of recycling can be a daunting issue for any newcomer to the country. There are trash and recycling bins available no matter where you live. On post they are found at recycling islands located across the installations. The bins are labeled for the different waste streams: plastics, paper, trash, glass, etc. On the German economy, renters will get the bins from their landlords. For items that are not picked up at the doorstep, renters must use the public recycling yards in their communities. The most common containers are for residual waste, paper, bio-waste and yellow bags/containers for plastic packaging material. However, each community’s system

is different. For example, residents of the county of Böblingen must dispose of their plastics at the recycling yards. Either way, proper trash segregation is important, and saves resources and taxpayers’ money. It is essential that we separate the different waste streams, especially on post. Mixed waste, such as residual waste in a paper container, will be disposed of as regular trash. U.S. Army Garrison Stuttgart is charged a higher disposal fee because residual waste (regular trash) is more expensive than paper waste. For more information about recycling in Germany, call the Environmental Division at 421-6134 or 0711-722-86134.

The park is easily visible on online maps, and can be accessed from any of the villages that border it. Travelers by car will most likely enter the park area from the north west via the A-81 and B-464 or from the east via the B 27. As an alternative to driving, the Schönbuchbahn train runs from the Böblingen train station and offers a scenic 10 to 15 minute ride to several villages that border the park. Getting to Böblingen from the Stuttgart main train station is a 30-minute ride on the S-1 line that leaves roughly every half hour and arrives about five minutes before the next Schönbuchbahn departure, for a total trip of less than one hour. For trip planning, and ticket prices check out www.db.de.

Getting around once you’re there… Trails and points of interest in the park are well marked, and featured on ‘Rad und Wander Karten’ (hiking and biking maps) available at many local bookstores or city tourist offices. These maps feature well-mapped trail systems that are usually marked with a particular color and symbol to help orient and direct trail users. For example, the red, blue and yellow trails that start from Entringen are represented on the map as red, blue and yellow dashed lines on the map, and are indicated on the actual trail with a red, blue or yellow square painted on a tree or sign at every trail intersection. These trail markings vary by the different trail systems which are usually maintained by local hiking clubs. The green and white cycling path directional signs found all across Germany help keep two-wheeled visitors oriented throughout the park as well.

A quick getaway to Croatia’s capital By Sgt. Lester Cannon Public Health Command Region - Europe

Old architecture, botanical gardens and folklore are just a few draws for visitors venturing to Croatia’s capital during the summer months. A recent trip to this writer’s favorite European city allowed a chance to experience more of its rich tradition and festivities liven the country’s largest city. More than one million people populate the metropolitan area of Zagreb, and its history dates back to the 11th century. The city has an abundance of old architecture that includes neo-gothic, Romanesque and Art Nouveau. Such structures surround Jelacic Square, the city’s main square, and others are visible sights near the train station. The Zagreb Botanicial Gardens lie in the center of the city. Its design invites visitors to while away the time embracing the serene beauty

expressed in numerous plant varieties from all over the world. The canvas of color and landscape invite photographers, whether novice and professional, to capture the natural scenes. During a recent visit the city held a five-day International Folklore Festival from July 16-20. The event included folk dancers and performers from countries all over the world, including Russia, the United States and Mexico. Each day the performances were held in Jelacic Square. The festival drew large joyful crowds of spectators enjoying a wide variety of folk dances and performers in colorful ensemble. The dancers from Moscow were impressive. The group of performers were graceful, executing fluid and precise movements, reminiscent of ballet dancers. Zagreb is just one of many beautiful places to visit in Croatia. This writer highly recommends it to any travelers looking to discover a destination off the beaten path.

Estonia Westerner discovers elegance and enjoys tranquil settings while vacationing along the Baltic By Michelle Stosich Freestyle contributing writer

Wondering just how much originality, culture and interest was out there in this northernmost and smallest Baltic country, this writer whisked off for three days to Tallinn, Estonia, to find out firsthand. While enjoying a lunch of grilled chicken with flambeed orange and the local bread paan, details of this former Soviet bloc country were being revealed. It is one of the least densely populated European countries with only 1.4 million inhabitants, and 400,000 of its citizens living in the capital city, a UNESCO World Heritage site. Tallinn suffered badly from Soviet bombing in World War II. Though the heart of the old town was mostly spared, it suffered from neglect until a resurgence of restoration began in the late 1980s. The rest of the city is an impressive model of cosmopolitan Polish and an elegantly eclectic mix of architecture, interspersed with an abundance of greenery and vegetable gardens found in unexpected places. All citizens speak Estonian, but given the nation’s modest stature the majority of citizens are fluent in two or more languages; usually Finnish, Russian and English. The Old Town was once divided into upper and lower sections with

opposing governing powers. More than half of the old walls and 26 of the original 46 towers remain. A few areas can be explored, including Fat Margaret’s Tower which was built in 1529 with limestone walls more than five meters thick and now houses the Estonian Maritime Museum. Among the numerous treasures in the Old Town are Marzipan Fairytale Shop and St. Olav’s Church. The shop sells wonderful marzipan concoctions upstairs and displays fairy tale figures downstairs for patrons of all ages. The church has records dating back to 1267 and its 140-meter tower, once one of Europe’s highest, remains a reliable navigation guide. The medieval Great Guild Hall, dating back to 1404, still stands with the hypocaust heating system that was ahead of its time. The only surviving Gothic town hall in Northern Europe dominates the town square and faces the oldest continuously operating apothecary in Europe — verified in operation all the way back to 1422. The 13th century Nigulliste Church is fascinating and is known for holding Estonia’s most valuable piece of art, a fragment of Bernt Notke’s 15th century painting “the Dance of Death.” More treasures are just outside of the old town. Kadriorg Palace, a baroque castle built by Peter the Great, presides over a vast park with

A Prangli Island resident shows that barbecues are always possible by lighting a match to ignite the natural gas source on Prangli Island.

multiple fountains and is an oasis of serenity. The Seaplane Harbor Museum is bursting with interactive exhibits, including the longest-serving submarine in the world. The Baltics are known for amber, and there are more than 200 identified colors. The neverending procession of amber shops displaying various and dynamic creations is sure to keep the gaze of passersby. Music is foundational in Estonian life, and this writer enjoyed two fantastic performances. The first was at the Estonia Concert Hall for a combination of orchestra, opera, and an art jazz quartet — a rhythmic ensemble comprised of violin, guitar, cello and drums. Quite surprisingly there was no saxophone in sight. The second performance was listed as a “classics and tango” concert, leading one to believe that there would be dancing. Instead it was two young virtuosos on the academic accordion and classical guitar, whose fingers were dancing.

Tallinn’s unique flower festival was in full bloom. Set in a communication garden, it beautifully illustrated the growth of flowers from seeds to maturation, translating the process into a musical composition. A smooth, hour-long ferry ride to rural Prangli Island, one of Estonia’s 1,500 islands, completed the experience. Sitting in the captain’s seat the boat’s course on the GPS screen could be seen while sailing. While the ride was calm, it was disconcerting not seeing a steering wheel and odd to see the captain turn the ferry by strategically punching buttons. Prangli is a preserved island that has been able to maintain its own culture and dialect since the 1300s. However, constrictions on fishing severely impacted the economy and forced many to go elsewhere to find employment. Now the less than 100 natives remaining are aging, and only 11 students remain in the school. The peaceful and scenic island afforded an opportunity to roam the

rocky beaches and enjoy uninterrupted reflection while searching for rocks and wildflowers and eating the piercingly sweet wild strawberries found along the lanes. The few sites to visit included the old cemetery filled with many unmarked graves, surrounding a modern church built by a French noble family in 1848. Climbing the bell tower is allowed, but one should be careful not to commit the faux pas of ringing the bell, which tolls only for funerals. There’s an eclectic mix of things around the island that include a diminutive natural gas source, a newly opened restaurant, an old whiskey smuggler’s hideout converted to a sauna, four cows, two horses and five foxes that extinguished all the rabbits. Estonians have a wonderful heritage and culture that has shaped national identity and pride, and its traditions of song and dance celebrations have been entered into UNESCO’s List of Intangible Cultural Heritage. In 1991 the people used

singing as an act of civil disobedience that resulted in a bloodless revolution for independence. A large beautiful setting outside of Tallinn that translates to “the singing fields” is where the country gathers every five years to participate and compete in a national song and dance festival. Elegance is often found in unexpected places around the world, and Estonia is one of them.
