On July 23, the Stuttgart military community celebrated two birthdays at the Main Exchange on Panzer Kaserne: 51 years of Army Community Service and 121 years of Army & Air Force Exchange Service. The event was also an opportunity for community members to meet ACS and AAFES staff and learn more about services and programs offered in Stuttgart. The U.S. Army Garrison Stuttgart command team, staff and community members attended the celebration. Col.

Glenn K. Dickenson, USAG Stuttgart commander, opened the event, thanking AAFES and ACS personnel and volunteers for their dedicated service to the Stuttgart military community. Stuttgart’s ACS was recently selected as the Army-wide recipient of the Army Community Service Installation Award of Excellence for 2015, an annual award given by the Installation Management Command. In addition, Kristine Bell, former information, referral and followup program manager, was selected as the Army-wide recipient of the Army Community Service Individual Award of Excellence.

During his speech, Dickenson also emphasized AAFES dividends that are returned directly to support the military community. He recently met with AAFES Deputy Director Mike Immler during a visit to Stuttgart earlier this month. Historically, for every dollar earned, 67 cents comes back to the military community through the Family and Morale, Welfare and Recreation dividend, according to Immler. Last year, sales at the Panzer Exchange generated more than $1 million on behalf of MWR programs. In closing, Dickenson led staff and community members in a rousing sing-along of “Happy Birthday.”

Patch Library hosted free self-defense classes on July 23 as part of the library’s summer reading program. The Department of Defense summer reading theme this year is “Read – For the Win!” which celebrates sports, physical activity, and achievement. Programs at the Patch Library have centered around fun physical activities, such as a Story Book Obstacle Course for children and the Chocolate Olympics for teens. “One of our excellent volunteers, Dawn Moynihan, made a connection between her daughter’s on-post Taekwondo class and our active summer reading theme,” said Lauren Hall, librarian at the Patch Library. The library then connected with Stuttgart community’s resident Taekwondo instructor Philip

5-8, 9-12 and 13-18 and up. “Self-defense is a great physical activity and good knowledge to acquire for all age groups,” said Hall.

Antiterrorism, force protection officials remind community to maintain vigilance Story by U.S. Army Europe Antiterrorism Division

August is Antiterrorism Awareness Month for the U.S. Army, and U.S. Army Europe is hoping to raise awareness of the terrorist threat by following one of the Army's antiterrorism themes for the fourth quarter of fiscal 2016: “Focus on the use of social media for antiterrorism awareness and community outreach,” including the risks associated with terrorist use of social media as a propaganda and recruitment tool. Antiterrorism is the defensive element of the nation's fight against terrorists through measures taken to detect, deter and defend against potential or actual terrorist plans or actions according to Keith Horne, force protection specialist for U.S. Army Europe's Antiterrorism Division. Horne said terrorism has always been a threat to the U.S. forces community, and perhaps a greater threat to military communities outside the U.S. He said that U.S. service members could be in danger even when they are not the terrorists' intended target. “There continue to be threats within Europe, and what is most important to understand is that terrorism can happen anytime and anywhere,” Horne said. “Members of our U.S. forces community must continue to be aware of local threats and strive to maintain heightened awareness to detect terrorist activities.” One way the community can maintain their awareness is to follow U.S. Army Europe's Antiterrorism Division on their Facebook or Twitter accounts, at www.facebook. com/StaySafeAntiterrorism and www.twitter.com/StaySafeEurope. with current and relevant force protection related information. “The month of August is popular for vacations for most of Europe,” Horne continued. “There will undoubtedly be higher numbers of travelers visiting popular tourist destinations throughout Europe and with that comes an increased potential for terrorist related incidents.” Horne recommends families have plans already identified and practiced such as communications plans in the event families become separated, and to have pre-determined rally locations easily understood by all members of the family. There are many resources available to help service members and their families stationed in Europe stay safe.

Employees can register themselves and family members in order to receive community specific messages and alerts via email, text messages or phone calls via the AtHoc system. Wednesday, July 27 was a day of celebration for Stuttgart chaplains, their assistants and members of the religious community, as they gathered for a luncheon to commemorate the 241st anniversary of the Chaplain Corps at the Panzer Chapel Fellowship Hall. This birthday luncheon was to recognize and celebrate what members of the Chaplain Corps does every

day for our community. “You are the quiet professionals behind every single leader, every Soldier, Sailor, Airmen, Marine and Coast Guardsmen and their families who are in our footprint,” said Col. Glenn K. Dickenson, garrison commander. “Every day you handle problems of how people stay stable, how do they fix or mend relationships, or make them stronger.” Since the Continental Congress established chaplains as part of the Continental Army on July 29, 1775,

more than 25,000 chaplains have served in the U.S. Army as religious and spiritual leaders. Nearly 300 of them have laid down their lives in battle. Seven members of the Chaplain Corps have been awarded the Medal of Honor. Currently, more than 2,700 chaplains serve the Total Army representing a variety of religious denominations and organizations. Over 1,000 chaplains and chaplain assistants are mobilized or deployed in support of

contingency operations throughout the world. From their home military installations to Forward Operating Bases, chaplains and chaplain assistants perform their ministry duties in the most religiously diverse organization in the world. The men and women who serve in the Chaplain Corps will continue be a source of help and counseling when needed by Service members in the Stuttgart community.

Adjusting to an overseas assignment isn’t always easy. There is so much to learn: a new language, new customs, and if that weren’t enough, you’ve got to figure out how to negotiate daily life in a new military community. In U.S. Army Garrison Stuttgart, that means dealing with facilities spread across four installations. And woe to those who aren’t familiar with the Army. That’s where U.S. Army Garrison Stuttgart’s 2016 Community Activities, Registration and Education, or CARE, Fair comes in. Newcomers to the Stuttgart military community can begin to overcome their “culture shock” and learn about the myriad of community resources that can help ease the transition during the CARE Fair on Aug. 27 from 10 a.m. to 2 p.m. at the Patch Fitness Center on Patch Barracks. Representatives from more than 50

installation directorates, service organizations and special interest groups will be on hand. In a single location, community members can sign up their children for Scouting programs, the Sitzmarkers Ski and Snowboard Club and the Piranhas swim team. Other groups, such as the Stuttgart Community Spouses Club, German American Women’s Club, and the American Red Cross will also participate. Visitors to the fair will be able to learn about employment, volunteer and educational opportunities, religious services, and leisure and recreation activities. Special emphasis is put on resiliency building programs for people of all ages. In addition, newcomers may discover some needed household items at the Family and MWR-hosted flea market that will be held during the same time period outside of the Patch Fitness Center.

Whoever becomes president of the United States on Jan. 20 needs to have trust and confidence that the military “is completely loyal and completely prepared to do what must be done,” the chairman of the Joint Chiefs of Staff said yesterday. “Importantly, as an institution, the American people cannot be looking at us as a special-interest group or a partisan organization,” Marine Corps Gen. Joe Dunford

told reporters traveling with him. “They have to look at us as an apolitical organization that swears an oath to the Constitution of the United States — not an individual, not a party, not a branch of government — the Constitution of the United States.”

Active Duty Only

The chairman emphasized he was speaking only about those currently wearing the uniform. He said he will not weigh in on the arguments about retired military officers who have

taken political stands. Being apolitical has been a touchstone to Dunford throughout his career. “It’s been part of my DNA since I was a lieutenant,” he said. The chairman said the officer who swore him into service went over the Constitution with him so he would understand the purpose of the oath. He has long emphasized the importance of the military being an apolitical organization to leaders across the services, he said, and the Joint Chiefs themselves discussed it in a recent session.

Critical Element

Being nonpartisan is a critical element of the profession of arms in the United States, Dunford said. Being apolitical and nonpartisan does not mean he will not vote in November, the chairman added. “I didn’t spend 39 years in uniform not to exercise my responsibility and right as a citizen,” he said. “I’ve got a stake in the future of our country, and I care about my children and your children and everybody else’s children. So I care about the future of our country, and I will exercise my right to vote, but no one knows the lever I pull.”

Service members and their families who shopped and dined at Army & Air Force Exchange Service stores and restaurants in the Stuttgart military community Exchange generated $1,434,899.00 last year for local military quality-of-life programs, making EUCOM Consolidated Exchange a better place to live and work while promoting readiness and resiliency. In 2015, Exchange contributed $237 million to military quality-oflife programs around the world, up

$13 million, nearly 5.5 percent from the previous year. In the past 10 years, the Exchange has generated more than $2.4 billion in dividends to youth services, family counseling, physical fitness programs and other activities that make life better for Soldiers and their families. At Stuttgart Military Community Exchange, these programs include Galaxy Bowling & Entertainment center, Stuttgart Golf Course and The Warrior Zone. 100 percent of Exchange earnings support Soldiers and their families. “Roughly two-thirds of Exchange earnings are paid to military quality-of-life programs,”

said Stuttgart Military Community Exchange General Manager Chris Holifield. “The remaining third is used to build new stores or improve Exchange facilities to improve customers’ shopping experiences.” The Exchange’s mission of providing quality goods and services at competitively low prices while generating earnings to support quality-of-life efforts means that the Exchange benefit is more than finding a good price on merchandise. In a change-of-command ceremony here July 18, 2016, the chairman of the Joint Chiefs of Staff welcomed the new commander of U.S. Africa Command, Marine Corps Gen. Thomas D. Waldhauser, hailing him as an exceptional leader who is ready to address Africa's complex security challenges. Marine Corps Gen. Joe Dunford presided over the event, which saw Waldhauser assume command from retiring Army Gen. David M. Rodriguez. Dunford described Waldhauser and Rodriguez as extraordinary leaders who have served the nation for decades. Rodriguez demonstrated great leadership at AFRICOM, Dunford said, noting that the same level of excellence will continue under Waldhauser. "I can assure the men and women of AFRICOM that in General Tom Waldhauser you're getting the best our nation has to offer," the chairman said. Waldhauser, the first Marine to command AFRICOM, is regarded "as one of the most operationally

competent leaders we have in our force today," Dunford said, noting he has known Waldhauser for decades, from when they both served together as lieutenants.

Challenging Mission

In partnership with 53 African nations, AFRICOM tackles diverse and broad challenges including Ebola, violent extremism, transnational terrorism, trafficking and piracy and the recent crisis in South Sudan, chairman said. "The responsibilities of AFRICOM highlight both the complexity of today's security environment and the demand for a capable, flexible and responsive joint force," Dunford said. It would be an understatement to say that AFRICOM’s mission is dynamic and challenging, he added.

New Commander Seeks Creative, Viable Solutions

Waldhauser said he is honored to have been selected for the post. He acknowledged the many challenges ahead. "It is up to us to bring forward creative and viable solutions to these challenges and view each one as an

opportunity to work with and assist our African partners, not only today, but in the future as well in building a secure, a stable and prosperous African continent," he said. Waldhauser received his fourth star prior to the change-of-command ceremony, with his mother and his wife pinning the new rank on his uniform. In his speech, Dunford recognized Waldhauser's distinguished career -he led the 15th Marine Expeditionary Unit after 9/11 -- and planned, executed and conducted operations in Pakistan, Djibouti, Afghanistan and Iraq. He commanded a division, a Marine expeditionary force, and Marine Forces Central Command. Waldhauser also served as the senior military assistant to the secretary of defense, and was most recently the director of joint force development for the Joint Chiefs of Staff.

Outgoing Commander Reflects on Challenges, Successes

Rodriguez said he thought he was ready for the challenges of AFRICOM when he assumed command in 2013. But, he said, he never imaged the situations that would arise, including the

fast-spreading deadly Ebola outbreak, an embassy evacuation, piracy in the waters off Africa, as well as challenges with trafficking and migration. "Despite my steep learning curve, I'm extremely proud of everything we've accomplished here at Africa Command and in Africa with our partners, our allies and the interagency team," he said. Rodriguez credits the generosity of the partners for making it possible for the command to improve its responsiveness, posture and access, and reach agreements to increase the security for U.S. personnel and facilities in Africa. Retiring after 40 years of service, Rodriguez said he learned from each of his posts over the years, but described AFRICOM as the one in which he is most proud. "The command embodies the spirit of the African proverb that AFRICOM has been quoting long before my time here, and I hope a long time after: 'If you want to go fast, go alone. If you want to go far, go together,'" he said. AFRICOM was established in 2008 to coordinate U.S. military relations and activities with African nations, regional organizations and the African Union.

YAVORIV, Ukraine — The start of rotation four at the Joint Multinational Training Group-Ukraine marked a milestone in its efforts to train Ukrainian soldiers and build a sustainable and enduring training center. Approximately 60 JMTG-U-trained Ukrainian instructors began teaching Ukrainian Soldiers basic individual combat skills here, July 25, 2016. The Ukrainian instructors spent the previous nine weeks learning how to instruct on a total of six individual skills modules. The modules included weapons training, land navigation, combat life skills, and section livefire. In order to be certified, the instructors were tested on their ability to put their knowledge of the 6 modules into action and effectively train other Ukrainian Soldiers. “This is significant because this is the first step where we’re showing that the Ukrainian-led combat training center can have a sustainable training program,” said Maj. Warren Litherland, officer in charge of the combat training center at JMTG-U. Although the instructors are planning and conducting the training, they still receive support from multinational partners including Soldiers from 6th Squadron, 8th Cavalry

“We’re not trying to force the Ukrainians to use our doctrine, said 1st Lt. Charles Costanzo, executive officer assigned to Charlie Troop. “We’re giving the Ukrainians another skillset to put into their toolbox.” After the instructors are fully certified to instruct the first six modules, they will move on to receive training on the next set of modules, which focus on team and squad collective training. “Immediately after they are done delivering instruction, they will receive instruction on how to observe, train and mentor the Ukrainian Soldiers,” said Litherland. Lt. Col. Maksym Klunnyk, the combat training center’s chief of Ukrainian Land Forces development department, oversees the training of the instructors to ensure each Soldier is trained to meet standards on each module. “This type of training will help decrease the number of victims on the battlefield,” said Klunnyk. “I really appreciate the effort from the Americans to help my Soldiers improve their training abilities.” By the end of the year, the goal of JMTG-U is to have a total of 105 Ukrainian instructors who are fully certified and capable of training Soldiers.

If you are considering taking a dog, cat or any other pet into your life, think seriously about the responsibility and commitment that owning a pet entails, it’s not just a privilege to be enjoyed for a short period of time. Recognize and be prepared to commit to a lifelong relationship with your pet. “Choose a pet that fits your life style appropriately,” said Jessie Bryant, veterinarian, Stuttgart Veterinary Treatment Facility. “Think about your future; they could be with you after your kids leave for college.” Bringing pets to Germany and the installation requires pets be current on their vaccinations and be microchipped with a German ISO compatible 15-digit chip. Upon arrival you are required to get your pets registered at the Stuttgart Veterinary Treatment Facility. The microchip allows your pet to be identified if it becomes lost. This chip can also be registered though a website called Tasso. Tasso is a central registration hub for all pets in Germany and is completely free to register your pet. The Tasso foundation is run by donations so be kind when it comes to donating, because they will help find your lost pet. Their website to sign up in English is www.tasso.net/ online-registrierung?lang=en-US Owners have the responsibility for their pet’s health. Bryant recommends that you have a checkup once a year to maintain your animal’s health and provide the necessary preventative care including vaccinations, parasite control and dental care. Some needed vaccinations are given annually, while some are given every three years.

RESTRICTIONS AND RESPONSIBILITIES

In addition to the vaccination and microchip requirements, residents on the installations may own no more than two dogs or cats, in any combination, per household. Other domestic pets, including birds, goldfish, and hamsters, may be kept in family housing, however exotic pets, like snakes, are prohibited. Breeds that are not allowed to be imported into Germany may not be kept in Army Family Housing (AFH). Building Coordinators may designate pet-walk areas that building

residents who are pet owners will be responsible for maintaining. Dogs and cats must not be allowed to relieve themselves on balconies, playgrounds, or within 50 feet of family housing buildings. Pet owners are required to clean up excrement from their pets and dispose of it properly. A health and welfare inspection may be conducted on any AFH unit alleged by complaint to be substandard in cleanliness, smell, or where a pet has apparently been abandoned. Pets must not be left unattended in quarters for more than 12 hours. During these times arrangements must be made for the care of pets to ensure they have adequate food, water and walks so they can relieve themselves. At no time are pets allowed to be on balconies unattended, housed or locked in basements or storerooms, kept in fenced playgrounds, or tied to stair railings, radiators, pipes, shrubbery, or trees.

Breeding pets and the construction and maintenance of kennel-type operations are prohibited in Government controlled housing. Pet owners residing in AFH are subject to host nation (HN) laws governing the treatment of pets. HN law and Army in Europe policy prohibit inhumane and abusive treatment of animals. Inhumane and abusive treatment is defined as any act or omission whereby an animal's physical or psychological wellbeing is compromised unnecessarily. Sponsors and their spouses are responsible to ensure that pets are controlled so they do not become a public nuisance or menace. “Pets must be kept under control at all times and kept on a leash when outside,” said Ricky Hernandez, USAG Stuttgart Military Housing. “They are not permitted in playgrounds, at any time.” Hernandez said that these regulations were put in place to protect both animals and residents on the installation.

CONSEQUENCE

If a pet bites, scratches or becomes aggressive to a human, it should be reported to the military police. Complaints of improper control of pets, incident where one bites, scratches or becomes aggressive will be investigated and, when appropriate, reported to the garrison commander for action. The offending animal is subject to a physical examination, quarantine and possible removal from AFH, regardless of the absence of prior incidents. Owners who abandon their pets are subject to action under the Uniform Code of Military Justice or HN law and are responsible for all costs incurred by the Government on the transfer, care, custody, and final disposition of the animal. Pet ownership is not something to be entered into lightly. Owning a pet is a long-term emotional, financial and time commitment. Decide if it is right for you by making an honest assessment as to whether your home and family are ready.

The local race of the 2016, one leg of IMCOM-E's 2016 Mountain Bike Race Series, was held Aug. 6 on trails winding through forests and single track trail of the local training area covering just over 21 kilometers. More than sixty mountain bike racers traveled from U.S. Army garrisons across Europe to test their skills in “The Beast”. Living up to its name, the grueling course challenged even the most experienced of mountain bikers requiring them to rely on their experience and endurance to see them through the single track technical sections. “This course lives up to its name,” said Jason Johnston, race participant. “If you want to find out why, come sign up and find out.” This is the fourth year that U.S. Army Garrison Stuttgart’s Family and Morale, Welfare and Recreation Stuttgart, Outdoor Recreation has held the race. All participants received t-shirts with awards being presented for 1st, 2nd, and 3rd place riders in each category.

It is recommended players wear clothing that they don’t mind getting paint on and sturdy overankle boots. Most wear camouflage. Family and MWR's Outdoor Recreation has standard paintball equipment for rent including a marker, safety mask plus 500 paintballs for $25.00, or players may bring their own equipment. Additional paint is available for purchase ($15/bag). German law requires that all markers have the “F” stamp indicating they meet the required feet per second rating. The paintball fields are open on Saturdays from 9:30 a.m. to 5 p.m. A shuttle bus is available from Outdoor Recreation on Panzer Kaserne, building 2953 at 9 a.m. and will return at 4:30 p.m. You have just three more days this fall to splatter paint on your opponents, trees and fortified areas of the LTA paintball field. If you are new to the community, Stuttgart Family and Morale Welfare and Recreation can help you answer one of the most common questions asked by Service members, civilians and their family members upon arriving, "What's there to do around here?". For Stuttgart area residents, whether military, family members, civilians, or local nationals there is an opportunity in the local training area (LTA) near Panzer Kaserne: Paintball. Unlike many paintball groups who conduct the game in an open field with a few man-made barriers in a fast paced game known as speedball, Family and MWR uses the wooded terrain of the LTA. The wooded terrain adds to the complexity and excitement of the event and make everyone work together as a team and strategize to defeat the opposing force. Players are divided into two teams and generally play a variety of games such as capture the flag, save the president and elimination. Teams are picked using schoolhouse rules before each event, while still allowing teams who show up together to stay intact as a team as much as possible. Safety is a major concern for outdoor recreation and is taken seriously as staff briefs all patrons on all rules and regulations before any games are played, and ensures that safety equipment is present and

Paintball is fast, extreme and, most of all fun, but requires players to take time to replenish their paint before the start of the next match.

Watermelon feta salad

Ingredients (for 4 people) • 2 pounds seedless watermelon, diced in 1 inch cubes • 2 limes • 2 tablespoons walnuts, whole • 8 mint leaves, washed • ¾ pounds feta cheese or 350 grams • ¼ teaspoon black pepper • 2 tablespoon olive oil

Press the limes to get juice and pour over the diced watermelon. Heat a nonstick pan and roast walnuts without any fat for 2-3 minutes. They shouldn’t get brown. Remove from heat and chop. Always chop walnuts after roasting so they don’t become bitter. Cut feta in ½-inch cubes. Mix with watermelon and sprinkle with pepper and olive oil. Serve in 4 nice bowls and garnish with mint. You have a nice treat for a hot summer evening outside by the grill!
