Economic development is the process of improving Yuba City’s economic well-being It involves supporting businesses and enhancing infrastructure to boost the local economy and improve residents' quality of life

The new single-family housing development is projected to exceed 100 building permits issued in 2024, roughly double the average from the previous five years
Current home sale prices start at approximately $470,000 and are trending upwards Most of the houses currently under construction are located in the northwestern portion of Yuba City

GENERAL PLAN UPDATE
Envisioning the Future
The General Plan serves as a guiding framework for the City's growth and development in the future It enables the City to outline the aesthetic and style of new developments, ensuring that growth is managed effectively while maintaining a high level of service.
The current General Plan Update is a refresh of the 2004 plan and includes revised mapping. Building on this update, staff will be working on a Comprehensive Zoning Code Update scheduled for 2025.

CDBG is a federal initiative, managed by the U S Department of Housing and Urban Development (HUD)

There are a variety of housing projects in different stages of the development process. This includes small multifamily housing, accessory dwelling units (ADUs), and new single family housing.
The map on Page 2 outlines specific locations of new residential development throughout the City.

Davies Animal Hospital: Approximately 4,400 square foot expansion of the existing facility on Sierra Ave

ENTITLEMENTS UNDER REVIEW.
Dean Ranch: Proposal to develop a 23.36-acre mixed use master plan development that proposes to create approximately 69,100 square feet of commercial space and 388 senior housing units at varying levels of care. The proposal is located at the southwest corner of El Margarita Road and Spirit Way
Sutter County Superintendent of Schools
Building: Rezone to remove X19 overlay district and development plan to construct a two story approximately 38,000 square feet career training facility, with classrooms, conference rooms, and administrative offices as necessary
Brownstone Estates: Proposals to subdivide 7 84 acres into 54 single family residential lots on North Colusa Frontage Road, south of Henson Ranch The previous application for the construction of apartments is no longer under consideration
RECENTLY APPROVED ENTITLEMENTS.
Butte Vista Estates East: Subdivide 8 04 acres into 37 single family residential lots on West Onstott Frontage Road, in the Butte Vista Neighborhood area
Johnson Ranch: Subdivide 15 84 acres into 82 single family residential lots on West Onstott Frontage Road, just north of Butte Vista Estates East This project is currently under construction (site improvements)
Newkom Ranch South: Subdivide 54 74 acres into 234 single family residential lots in the Bogue Stewart Master Plan area north of Stewart Road, shown in green below

Harter Parkway Wastewater Line Extension: Sacramento Area Council of Governments (SACOG) funded grant of $1 35 million for a 956 foot wastewater pipeline on Harter Parkway (shown in green below) Construction on this project will begin Fall 2024, with an estimated completion in Winter 2025
Additional wastewater infrastructure is being constructed by DR Horton for the Harter North subdivision (shown in yellow below).
The City of Yuba City’s Wastewater Treatment Facility treats an average of 10 5 million gallons per day (MGDs) Yuba City’s current average daily flow is about 6 5 MGDs It is a Class IV Wastewater Treatment Facility with a pure oxygen activated sludge process designed to handle high and variable biochemical oxygen demand (BOD) loads from local food processing facilities, commercial facilities and residential areas
Street Maintenance: Street crews are working on patch paving along El Margarita Road and Franklin Road, and repairing curbs and sidewalk trip hazard
Richland Water Line: Installation of over 1,400 feet of water main of varying sizes to replace the old infrastructure. This includes the extension and relocation of all affected water services, as well as stubs for future connections.

Continuation of after-hours illegal mobile vendor enforcement activities in collaboration with Sutter County Environmental Health
CODE VIOLATIONS.
City Council approved a Special Assessment Lien for any unpaid 2022/2023 citations
Unpaid fines will be attached to property taxes.
Total unpaid fines include approximately $34,000 across 24 properties
