TREASURE COAST — The booming is looming in Port St. Lucie and the Treasure Coast. The city is sponsoring its annual Freedomfest starting at 2 p.m. at the Port St. Lucie Civic Center, 9221 Civic Center Place.

“It’s our largest event of the year,” Jenny Newell, spokeswoman, said. “There are thousands and thousands of people that come out. It’s the biggest event on the Treasure Coast.” The family-friendly festival features live music, food, arts and crafts, a kids’ zone with bounce houses, along with pizza- and hotdog-eating contests.

The entertainment kicks off — literally — with a martial arts demonstration at 2 p.m. That’s followed by the Police Athletic League’s Drum Line, followed by Starlight Dance and St. Lucie Dance. Jess Lee will perform from 6:30 to 10 p.m.

TRADITION — The Port St. Lucie City Council talked economic development at its summer workshop — Monday, June 20. Tradition took center stage. “Tradition is our place to make this happen, and I believe in St. Lucie West, the St. Lucie West industrial area.” Mayor Greg Oravec said at the meeting. Oravec said he’d like city staff to create a list of businesses and stay familiar with them. “We need a (business) navigator and the networking cataloger,” he said. Daniel Holbrook, assistant city manager, gave the council a generally positive economic-development report. According to the Florida Department of Economic Opportunity, the Port St. Lucie Metropolitan Statistical Area, which includes St. Lucie and Martin counties, had 141,000 jobs in May, up 3,400 over the previous year. The county had a 4.9 percent not seasonally adjusted unemployment rate, down from 6.2 percent the previous year. Florida’s seasonally adjusted unemployment rate was 4.4 percent in May. The nation’s was 4.5 percent. St. Lucie County lags

Innovative proposal unlikely to budge Ardie Copas Home forward Patrick McCallister STAFF WRITER

TRADITION — Diversified Municipal Finance Corporation has a proposal to unstick construction of the anticipated Ardie R. Copas State Veterans’ Nursing Home. “We proposed a very simple solution to the veterans home problem that would allow it to go ahead immediately,” Joe Vaughn, president, said. Design work on the project was moving along, albeit more slowly than anticipated. Earlier this year, the federal Department of Veterans Affairs — which is paying for 65 percent of the construction — changed design standards which increased projected construction costs by about $20 million. The state veterans department — which is paying 35 percent of construction costs — balked. The Florida Legislature, which would have to approve any construction-funding increase from the state’s veterans home fund,

meets in 60-day sessions March to May. In the meantime, the proposed veterans nursing home is languishing in Tallahassee and Washington D.C. much to the frustration of the local community. There’s a snag to Diversified’s plan to get construction of the nursing home going on Tradition Parkway. It’s not going to happen. Even if the plan could work it would likely not speed construction of the Ardie R. Copas Home. The state and federal governments would likely have to sign off on the novel proposal. “We appreciate the spirit of what he’s trying to do to move the project along,” Steve Murray, communications director at the Florida Department of Veterans Affairs, said. The Florida Department of Veterans Affairs is unaffiliated with the federal veterans department. Murray said, there are state and federal rules that simply won’t allow the state to take Diversified up on its proposal. In short Diversified proposes to build the Ardie R. Copas home to state

nursing-home standards, then lease it to the Port St. Lucie or St. Lucie County to allow the state to operate it. Diversified would own the home. The lease would be for up to 30 years. Vaughn said this offer is unlike Port St. Lucie’s failed attempts at economic development in Tradition: Digital Domain and the Vaccine & Gene Institute of Florida. With both companies having city constructed facilities that failed to produce, the city and the taxpayers were left holding tens of millions of debt. Property taxes were raised last year to help pay for it. Vaughn said in those economic-development, construction fiascos future incomes were assumed, but not predictable. He said the state’s system of veterans nursing homes have predictable funding already at work in its existing six facilities. That’s primarily funding through Medicare and the VA for patient care. Diversified has never built a state veterans nursing home and leased it to a government. However, it has lots of experience with

other facilities. “We’ve done prisons, student housing and all sorts of municipal buildings,” Vaughn said. “There’s no difference to us between a veterans home and a jail, for instance, or student housing. They all derive some sort of income. Anything that derives an outside income doesn’t matter to me.” Murray said the state owns all the existing veteran nursing homes, and it’s in the rules that it does. The VA in December released a list of proposed and existing state veterans nursing facilities in line for construction and renovation grants in 2016. The proposed Ardie R. Copas State Veterans’ Nursing Home was number 11 on the list and in line for up to $25 million from the VA. The state had 180 days to complete an ongoing design approval process with the VA, or lose the grant opportunity. During the design phase, the federal veterans de-

ST. LUCIE COUNTY — Port St. Lucie is like an enormous ocean freighter that staff is constantly striving to steer in the direction of progress. So said administrative helmsman, Jeff Bremer, at this year’s Council Winter Retreat in March. In the last few months, the city manager has brought a new navigational tool on board: a series of memoranda called the Trilogy of Transparency. The first of these memos, released in February amid the stormy seas that led to ousting of City Attorney, Pam Booker, was a response to an investigation conducted by the Port St. Lucie Tribune that revealed an inordinate response time for public records requests. What began as a more concerted look at how these requests were processed began to call into question how city information was shared with the public, and internally. At the time of the Tribune investigation, public records requests were made through the City Attorney’s office. “It became obvious that as staffing issues became a problem, the process became more decentralized and there wasn’t a strong amount of monitoring of the requests that came in,” said Bremer. He also added the caveat that many of the 244 requests included in the report were from legal entities, and it is not uncommon for these inquiries to take longer to compile. Nonetheless, his office saw an opportunity to improve procedure. He reassigned public records to City Clerk, Karen Phillips, and since then she has helped streamline the process by delegating a coordinator within each city department. While all requests are forwarded to Phillip’s office, many of the departments are capable of responding to the requests without additional assistance. With complex requests that require interdepartmental participation, Phillips’ office communicates with the coordinators, com-

piles and sends out the response. Out of the 109 public information requests submitted between March and May of this year, 84 were processed within four days, 45 being completed in the same day. About half of the remainder involved information from several departments and took about two weeks to fulfill. Public request forms are already available online to print out and send in. Soon, with the help of Management of Information Services (MIS) and GovQA, an outsourced digital tech company, a citizen will be able to use an online portal to send requests directly to the Clerk’s office via internet. Once the request is in, the citizen will be able to clearly track the request. This feature will appear on the city’s website within a couple of months, says Phillips. Bremer says the portal is all part of an ongoing campaign for better transparency. With the use of more streamlined operations and updated technology, the city hopes to facilitate better service and access to information for the public and among staff and council. A little more a year ago, the city launched a mobile application called Access PSL. This app allows residents to make code complaints from their mobile device. The complaints can range from unattended garbage to sidewalk damage, wastewater or traffic issues. Bill Jones, head of MIS, says his team is currently working on expanding the app to include all kinds of customer inquiries and serve as a comprehensive information conduit for the public. Once up and running, not only will the software direct inquiries to the proper channels, but the city will also be able to use performance metrics to improve expediency. “We have become a computerized society,” says Phillips. “Everything is now done on your cellphone, laptop, or iPad. In order to keep up with society and maintain great customer service, we have to be electronic.” Bremer and his staff have also

endangered species, dolphins, pelicans, and one-third of America’s manatee population, the Indian River Lagoon is a national treasure under assault. Due to historic El Niño-fueled rainfall, polluted discharges unusually began in the dry season and continue into the wet season. In fact, the Army Corps has discharged more freshwater into the brackish Indian River Lagoon this year than in all of 2013 when the “Lost Summer” wreaked environmental havoc on the Treasure Coast. Last month, residents and environmental scientists began noticing blue-green algae. These blooms harm the economy and tourism, threaten wildlife, and pose a number of health risks when deemed toxic. While the Florida Department of Environmental Protection (DEP) is reporting toxicity in blue-green algae throughout the ecosystem, underfunding and lack of capacity is leaving many of the reported blooms untested, according to recent media reports. Those who call this area home are angry and frustrated. We have a right to know what is in our water. While the State of Florida is ultimately responsible for our water quality, my constituents cannot wait. As our state leaders continue to squander voter-directed Amendment 1 conservation dollars, the need for the state’s commitment to conservation and clean water could not be more urgent. He said Diversified would have to build the Copas home to those standards if it got the greenlight. Holbrook noted that at the same time jobs have been growing, so has the employable population. The U.S. Census Bureau recently reported that its 2015 population estimate puts Port St. Lucie as the eighth largest city in Florida, now ahead of Fort Lauderdale. The bureau estimates 179,400 people live in Port St. Lucie. That’s up from an estimated 174,100 in 2015. “Our economy is not in line with the number of people that live here,” Holbrook said. Pointing to a need to expand economic-development efforts, Holbrook said. He suggested that the city ramp up economic development by creating new positions in the city, including a business navigator, someone to act as a sort of concierge to help businesses prepare for and approach appropriate departments for opening, expanding and doing other operations that require city involvement. “Do we want a fulltime team put together of staff members dedicated to business retention and expansion?,” he said. Council members acted eager and cautious about putting more into economic development. Failed attempts at economic development in Tradition included Digital Domain and the Vaccine & Gene Institute of Florida. In both the city constructed facilities only to have the intended occupants go belly up. That left city taxpayers holding tens of millions of debt. Last year the city council hiked property taxes to help pay it. “We tread very carefully on this,” Council Member Ron Bowen said. He later added, “I don’t want any more giveaways for one. No one has mentioned the failed economic-development projects.” Bowen said he’d support only economic-development plans that emphasize helping existing small

The one element currently lacking, says Bremer in the third memo, is an apparatus to centralize, organize, and quantify all of the various information systems adopted by staff, in an effort to gauge performance standards on a comprehensive scale. Additionally, though one can find a vast plethora of resources on the city website already, Bremer mentions the possibility of creating a better streamlined “dashboard” to help the public navigate the immense ocean of city data. Though at the June 13 regular council meeting, Bremer officially announced his resignation which will take effect at the end of the year, he says that what he is helping to put in place, i.e. a data-driven standard for the city, will set the course for his predecessors to sail into the new world of transparency.

After reviewing all the candidates which are running, Gausten believes that she is the most qualified person to help lead this City into the future, having three decades of experience as a financial executive on Wall Street handling large budgets and analyzing companies with billion-dollar balance sheets. She believes that a government, by definition, is not a business, but to survive, it needs to run on solid business principles. We must be more creative than merely cutting budget items to save money or increasing the tax burden on our residents. The city’s gap between revenue and debt is too large to cut our way to prosperity. We must increase the revenue stream for the city by encouraging real estate development and business growth which will stimulate the tax base. The St. Lucie River: Natural resources are a gift from God. It’s up to us to make sure that they are not destroyed. Destruction of these resources will

The St. Lucie County and Port St. Lucie waterways are under severe assault from pollution and the discharges from Lake Okeechobee. If we do not make a sincere and earnest effort to mitigate pollution, we will lose the wonderful recreational activities our city’s waterways provide for our residents and tourists. As a city we must stand together to protect our resources before they are lost forever and a polluted river and lagoon will hurt the economy. I support the City’s efforts to keep our rivers safe. As one of the leaders in the opposition against Compost USA last year, our concern was the pollution which that business would have brought to the Saint Lucie River. While the City must be business friendly, it should be friendly only to friendly businesses that benefit the City. All Aboard Florida: There is no doubt that more freight will be transported on these tracks. Currently, the number of freight trains on this route is 14 per day and is projected to increase to 22 a day by 2019. All Aboard Florida has said they will enhance freight operations by allowing freight trains to travel at higher speeds. ST. LUCIE COUNTY — In the light and the noise of what was supposed to be a fun night of music and merriment, tragedy, instead, was served up at Pulse Nightclub in Orlando. But in Port St. Lucie, a unique outpouring of support has helped raise over $1,000 for families and victims affected by the shooting. Artists from the local tattoo community came together at Daneal Frank’s Beyond Reality Tattoo Boutique in Port St. Lucie to offer Pulse inspired tattoos for $50 per piece and all the proceeds were donated to a fund dedicated to Pulse families and victims. The story is one that has been well told. The shooter was a Port St. Lucie resident. His brand of violence was synthesized by his radical Islamic views. He used a semi-automatic weapon to massacre 49 people. One incident carries with it so much political and social weight and has renewed a vigorous debate about terrorism, gun control and mental health. It’s fractured the country. But at the tattoo shop, where people from all walks of life came together to support the cause and get new ink — the conversation was about unity rather than division. Tiffane D’Andria lives in Tradition and says she saw alleged shooter Omar Mateen all the time on her drive to work. “It just really hits (home) because this guy was so close to where I live. I knew him by face. To

July 4 is the day Congress adopted the Declaration, and John Hancock, President of the Congress, signed it. Within hours of the Declaration’s adoption, a fella named John Dunlap printed numerous copies. They’re called the Dunlap Broadsides. Hancock dispatched copies of the Declaration to state legislatures on July 5. The Pennsylvania Evening Post printed the first newspaper copy the next day. On July 8, 1776, Philadelphians arguably started the tradition of Independence Day celebrating. Many gathered that day to hear the first public reading of the Declaration. Remember a lot of folks couldn’t read back then. After hearing it read, they broke out in celebration. The arguable second Independence Day celebration was on July 9. Hancock sent General George Washington one of those Dunlap Broadsides. Washington assembled his troops in New York and had the Declaration read to them. Later that day, folks gleefully destroyed a statue of King George III at the foot of Broadway on the Bowling Green. That’s where the Wall Street Charging Bull sculpture is these days. Philadelphians marked the first anniversary of the Declaration of Independence in 1777 with quite the celebration by some reports. Adams described the affair to his wife, Abigail Adams, in a letter. The American Revolutionary War lasted until 1783. Britain tried to cut it short by sending the Carlisle Peace Commission to offer the upstart United States full self-governance and a place in Parliament after the 1777 defeat at Saratoga. But if the Americans took the offer, theirs was still going to be a colony. The revolutionaries held onto their dream of starting a new nation founded on democratic ideas. From what historians can tell, big Independence Day celebrations largely fell by the wayside as the young nation faced numerous crises. That is until the War of 1812 and the second British defeat renewed Americans’ interest in Independence Day. After that war, celebrations on July 4 took off. Congress passed a bill on June 28, 1870, making Independence Day an official national holiday. Looking south, Independence Day festivities kick off in Palm City with the fifth annual Dash ‘n Blast trail 5K at the South Florida Shooting Club, 500 S.W. Long Drive. The run will kick off at 7 a.m. Packet pick up starts at 5:30 a.m. The run benefits Mary’s Shelter of the Treasure Coast. Entry is $25. Entry at www.ac-

Giving back to the victims of the shooting, he says, is an extension of his commitment to families. “It’s our way of doing what we can to help out. It’s all about family”. In all, nearly 30 people got permanent ink memorials to the Pulse victims. Some were simple heartbeats scribbled onto their wrist. Others were rainbow colored hearts and messages. But all were meant to reach out to victims these people may never meet, to remind them that they aren’t alone in their suffering and in their grief — a way to say that we, all of us, each and every one, are Orlando. ST. LUCIE COUNTY — Comedian Eddie Brill comes to Florida every month or so, even if it’s in the summer. “My mom and brother live in the area,” he said. “I have a beautiful niece. Even if it’s 1,000 degrees, I come down there.” Brill will be “down here” in Fort Pierce July 23 at the Sunrise Theatre’s Black Box Theatre. He spoke from Norfolk, Nebraska, where he was hosting the 9th annual Great American Comedy Festival, a salute to Johnny Carson in his hometown. “Every comedian owes him a debt of gratitude,” Brill said. “He opened up doors for over 30 years. He was the one guy focused on giving stand-ups a break. This is how I repay him.” Brill is no stranger to late night television. He worked on “The Late Show with David Letterman” for 17 years. I had a six-week trial that lasted 17 years.” Brill likened warm-up to turning on a car in winter and letting it run. “Myself and the band were the pre-show,” he said. “We brought the audience together and made them cohesive. We started the car and Dave drove it away.” Brill said that Letterman was very smart and very funny. “He had a lot of integrity and was very loyal to us,” Brill said. “During the 2008 writers’ strike, we were not working for eight weeks. Dave paid the staff out of his own pocket. Every Christmas Eve and Christmas Day, he would go to Iraq or wherever, leave his family and do something for the troops. He’s a very charitable, lovely man.” Brill began doing comedy while a student at Emerson College. He formed a comedy troupe, but opted for a “real” job in advertising. “I was lying for a living,” he said. “I was not comfortable with it. “As a comedian, I feel I tell the truth for a living. It’s more rewarding financially and emotionally.” Brill described his comedy as a mixture of the clever and the ridiculous.

The only way to get better is stage time. The more I do it, the more I grow. I’ve learned more as an adult. The more I learn about myself, the more I can share. As I get older, I learn more things about life.” Many comedians tend toward the introspective and Brill was no exception. “People who are always on, who need the approval all the time, are the most insecure,” he said. “You need to go inside and be introspective.
