TREASURE COAST — Politicians frequently call for change, but Martin County Commissioner John Haddox is calling for change.org, At the Martin commission’s last regular meeting — Tuesday, July 26 — Haddox used his comment time to ask other commissioners to support a pitch to get presidential candidates Donald Trump and Hillary Clinton to visit the Treasure Coast to see the destruction of the ongoing bluegreen algae bloom firsthand. After all, one of them will be the President of the United States for at least four years. Part of the pitch was for commissioners to all sign a letter that’ll be sent to both campaigns asking the candidates to visit the Treasure Coast to see the cyanobacteria almost certainly coming from Lake Okeechobee discharges. The other part was for the commission to put the letter on change.org for others to join the chorus. “I think if we get 30,000, 40,000 signatures on a petition, it’s likely (one or both with visit),” Haddox said in an interview after the meeting. Commissioners unanimously agreed to have county staff compose a letter to the candidates that all would sign. The change. org proposal just didn’t get any commission discussion, despite Haddox repeatedly mentioning it. He figures that’s a go-ahead. “By virtue of the fact they did not say, “No,” I’m going with the assumption I didn’t get a negative

No, St. Lucie Commissioner Chris Dzadovsky answered. He thinks Trump and Clinton are likely to pay attention to the request if the petition signatures are there. He suspects if the Martin Commission posts an electronic petition online it’ll get those attention-grabbing numbers. “I would not be surprised if both of them showed,” Dzadovsky said. That’s, of course, because the importance Florida has taken in presidential elections. Remember 270. That’s the number of votes a candidate must get in the Electoral College to win the White House. Florida holds 29 of those

This summer is already lost to toxic sludge, says Evan Miller, founder of Citizens for Clean Water (C4CW), a non-profit that has been battling freshwater discharges from Lake Okeechobee since 2013. “Those toxins aren’t going to go away. They’re already in our lagoon. I’d rather see pollution cleaned up at the source,” he continued. Despite the oppressive heat on Saturday, July 30, several hundreds of supporters attended C4CW’s 4th annual Lock the Locks rally at Phipps Park in Stuart. In protest of the toxic algae blooms that continue to invade the St. Lucie River and Indian River Lagoon, padlocks were decorated and hung on a portable chain link fence, then marched to the nearby lock and dam, a symbolic gesture that brought community outrage

back to the origin. Earlier this month, C4CW organized a beach cleanup and rally during visits from U.S. senators Bill Nelson and Marco Rubio. Thousands came out, using their bodies to spell out “Buy the Land” in enormous letters along the shore. This time around, the message was “Send it South.” In January, the Army Corps of Engineers began releasing freshwater into the Okeechobee waterway to stem rising lake elevations at Lake Okeechobee. High concentrations of nitrogen and phosphorus in the water combined with record-breaking heat have culminated in an algae bloom crisis that has marred the Treasure Coast and precipitated a state of emergency for four Florida counties. The blue-green algae, also called cyanobacteria, is known to induce vomiting if ingested and rash and hay fever symptoms if touched or inhaled. Some current studies are also linking the toxins to neurodegenerative diseases like ALS and Parkinson’s Disease.

PALM CITY — Chris Mazzella of Palm City served as an FBI special agent for 34 years, and then as Inspector-General of Miami-Dade County for 14. In the latter capacity he had jurisdiction over all county government departments and politicians, investigating criminal misconduct or civil abuses by public officials. He retired from that job three years ago. Mazzella is also marketing vice president at the Barn Theatre and a song-and-dance man, as well. Many who’ve seen him on stage at the Barn don’t know about his career in law enforcement. In light of the tragedy in Orlan-

do and other high-profile cases where the Bureau has been involved, I asked Mazzella to speak about how an FBI investigation takes place. He first spoke about the shooting of police officers in Dallas.’ “We’re all in a brotherhood,” he said. “It’s the same when it comes to one of our people getting injured or killed. We have competing interests in an investigation, but we put it all aside. Sometimes they compete for credit for the indictment and institutional jealousies arise. It’s petty when you compare it to a police officer shot and killed. We’re often in the same dangerous situations, but the police face it more often than we did. We are solid in our support for one another.” Mazzella stipulated that he did not know the particular dynamics of the Orlando investigation, but gave an idea in broad terms of what might happen.

Army Corps cooperation on discharges TREASURE COAST — U.S. Rep. Patrick Murphy called on Gov. Rick Scott to direct the South Florida Water Management District (SFWMD) to work with the Army Corps to accelerate the planning phase of the Everglades Agricultural Area (EAA). Joining Murphy in sending this request are U.S. Reps. Alcee L. Hastings (District 20), Debbie Wasserman Schultz (District 23), Ted Deutch (District 21), Frederica Wilson (District 24), and Lois Frankel (District 22). Last week, Murphy doubled

down on his call for the administration and Army Corps to fast track high-impact Everglades restoration projects, including the EAA, to provide much-needed relief to communities impacted by massive discharges from Lake Okeechobee. On Tuesday, the Corps responded to this request, agreeing to swiftly begin the planning phase of this important water storage and treatment project once a non-federal sponsor for the study is identified to work with them towards this end. The planning

phase of the EAA is currently scheduled to begin in 2021. “The only way to solve this decades-old problem is for all levels of government to work together to immediately get to work on the long-term fixes needed to provide relief to the Treasure Coast’s waterways and economy,” said Murphy. “I thank the Corps for agreeing to work with the state to speed up the planning phase of the EAA and hope that they will find a willing partner in the SFWMD to do just that. We cannot wait

another five years to get this critical project under way. Furthermore, I will continue to call on the state to immediately use Amendment 1 funds for land Patrick Murphy acquisition as Florida voters intended to allow for additional, much-needed water storage and treatment areas,” Murphy said.

that get bandied about as truth seem to have become an expected element of campaigns, almost the norm. Somehow, though, you would expect Martin County’s political campaigns to be different. It is truly unfortunate, but that is not the case. When lies are spoken about me or my record or, especially, cast doubt on my integrity, believe me, it’s hard not to retaliate; however, I refuse to indulge in that brand of politicking. My work as a Martin County commissioner has been focused exclusively on protecting the quality of life of our residents, from working for tangible results in water quality, to ensuring the economic vitality of our communities and stopping All Aboard Florida. LOCKS from page 3 The agreed upon solution is to purchase the land just south of Lake Okeechobee and develop infrastructure there to clean the water and send it further south, thus restoring the Everglades’ natural watershed and preventing lake elevation rises in the future. Current legislation and lack of budget are cited as impediments to this solution. Activists claim that elected officials are not acting in the citizens’ best interest, but rather in the interest of industrial stake-holders in the Everglades Agricultural Area (EAA). “I think it’s very sad that our gov-

ernor hasn’t stepped up and tried to fix this,” said Trena Merendino, a Stuart resident who attended the rally. “He’s trying to blame the federal government, when it’s not their fault. Because the political will is not there [in Tallahassee] to purchase the land to put the flow back south.” Since 2013, Citizens for Clean Water has helped further the cause of clean water through rallies and events designed to spread awareness and mobilize the community. in community efforts, recounts how in the early days of C4CW, they were instrumental in facilitating dialogue all over Florida. “We had our first meeting in Orlando, and there were more than 120 water advocacy groups there. Over a very raucous afternoon, we hammered out a declaration that we asked candidates and incumbents to sign, and pledge their support of clean water. But what it really did, was it hooked up North, South, East, and West in a singular voice,” Baum said. While the crisis has been steadily worsening since 2004, when the local algae bloom phenomenon first began rearing its ugly head, the current situation is the result of several decades of mismanagement of the Okeechobee waterway, says Baum. Only when the elected officials begin to legislate against

moneyed interest or be replaced, he says, will the restoration project be able to move forward. “It’s all about planning in the EAA,” says Miller. “We need to assess the land, get an appraisal, figure out what needs to be bought. Then we need federal and state officials to work together to purchase the land.” This process seems to be very slow-going. There is a silver lining to the bluegreen cloud, however, says Darrell Brand of the Rivers Coalition. This year, since the discharges happened during snowbird season, and due to extensive national wire coverage, finally there is greater awareness that this environmental crisis can no longer be ignored. PALM CITY — Jim Murray might sound a little crazy, but hear him out. All that blue-green algae in and coming from Lake Okeechobee that’s bedeviling the Treasure Coast these days might have usefulness and pay to clean itself up. “It’s almost like science doesn’t put different industries together,” Murray said. There are several species of cy-

anobacteria, but get this — there are people at drugstores right now buying bottles of blue-green algae. No, really. People love bluegreen algae. Folks use it for everything from getting more protein, B vitamins and iron to treating allergies and depression. There’s not a lot of scientific evidence backing most of the medicinal and health claims made by cyanobacteria cheerleaders, but no one disputes it has nutritional value. Granted, what folks are buying over the counter is, one hopes, lacking the microcystins, liver and neurologi-

cal toxins, worrying the Treasure Coast these days. There are also people putting blue-green algae into fuel tanks. Many researchers are excited that — unlike fossil fuels — cyanobacteria absorbs carbon dioxide and produces oxygen. As a fuel source, it could actually scrub the carbon dioxide produced by burning it. “It’s the only plant in the world you can make jet fuel out of,” Murray said. Some medical researchers are looking at tapping cyanobacteria to fight infections, among other

The Palm City man said there are technologies and industries out there making it feasible to clean the blue-green algae out of Lake Okeechobee, separate the toxins, and— “You have this commodity that helps pay for the operation,” he said. If the blue-green algae is removed from water, it’ll have mass. In other words, it’ll be like raking leaves off a lawn. The lawn stays the same size, but now some mass is removed, and has to be put somewhere. “It’s like recycling anything,” Murray said. “If you’re going to pay to send yard debris out and you could take it to a place that would pay you, you’d take it to a place that would pay (you).” Murray owns a company that removes bacteria from water and has experimented with some of his equipment. It was not very hard for him to do this. “I live on the (St. Lucie) River,” he said. He went out back and scooped up water samples. What Murray has seen is that electromagnetic fields can collapse the bacteria cells, which kills the cyanobacteria. The toxins are released in the process. He said, for example, an EM field could be put at the St. Lucie Lock and Dam to kill cyanobacteria before it enters the river system from the C-44. The trick would be to remove the dead blue-green algae without releasing the microcystins into the water or air. “You need to be very gentle on how to remove it,” Murray said. But, once that’s achieved, what’s left is a commodity people are willing, eager, to buy. Like any resource, Murray said, eventually Lake Okeechobee would be depleted of blue-green algae to harvest and sell. But, cyanobacteria

Of the four, Florida is the only apparent mustang. In the last two presidential elections, Florida went for Democrat Barack Obama. Before then it went Republican twice. Maybe. Remember that hotly-contested 2000 election in which 537 counted votes out of about six million cast in the state ultimately delivered the presidency to George W. Bush? In 1996 Florida went for then incumbent Democrat Bill Clinton. The election before, the state went for then incumbent Republican George H.W. Bush. California and New York reliably voted for the Democrats in all those races. Texas reliably voted for the Republicans. “Florida is a huge issue in the race and Florida will probably be a deciding issue,” Dzadovsky said. “It would bode well for the candidates to get familiar with our local issues.” Dzadovsky is a Democrat. Haddox is a Republican. Neither see partisan divides on the Treasure Coast over Lake Okeechobee discharges and other water-quality issues. Both said there’s no party affiliation when it comes to calls for the state to buy land north and south of the Big Lake to restore a southern water flow, nor when it comes to calls for the Army Corps of Engineers to reduce discharges into the St. Lucie River in the meantime. Haddox said others suggested change.org to him. The Treasure Coast has seen astonishing results from change.org and other social-media campaigns. In early 2014 few in Martin and St. Lucie counties had ever heard of the proposed high-speed passenger rail service All Aboard Florida. Palm City’s K.C. About 23,000 have signed her petition that gave life to an All Aboard Florida opposition group — Florida Not All Aboard, which Traylor cofounded. That group also circulated paper versions of the petition. It’s collected more than 60,000 signatures between the two. A couple months after posting the petition on change.org, Congressman Patrick Murphy — who’d previously written a letter supporting All Aboard Florida— stood at a Florida Not All Aboard rally addressing hundreds opposed to the train. By summer All Aboard Florida had become an issue in the 2014 gubernatorial campaign. By 2015 three counties — Martin, St. Lucie and Indian River — had created All Aboard Florida opposition funds. Also in 2014 a little-known local water advocate proposed and arranged a mock funeral for the Indian River Lagoon from start to hundreds attending in less than two weeks via Facebook. Dzadovsky and fellow St. Lucie Commissioner Tod Mowery said the St. Lucie Commission will likely get and review the Martin letter to the presidential candidates and add their signatures. “I’m sure we’d love to look at it and be a part of it,” Mowery said. Haddox said if the Martin Commission doesn’t sign off on posting its request for the candidates to visit the Treasure Coast online, that’s not the end of the story. “I’ll do a rendition of the (commission) letter and put it on change.org myself,” he said. Dzadovsky predicted it’ll be a race to see who can sign the online petition first. He’ll have his hand on the mouse ready to click “sign.”

“Whenever something very tragic or other than routine, or there is a sense that the crime might be greater than the one we see, the FBI will join with local law enforcement to create a task force,” he said. “It doesn’t have to be a formal declaration and is at the supervisory level, with the FBI talking to their counterparts in the police department. The FBI might send a squad to a set of people trained in forensics or firearms, and they periodically meet and train with locals with similar credentials and share information. “In Orlando, I would expect it to be a lot more formalized because of terrorism. There are Joint Terrorism Task Forces. In Miami, we had them with state and local police. Now they have them formalized, sharing info and office space and developing intelligence. All local police in the Task Force have been ‘federalized’ and sworn in as federal agents to share information. We have the resources, but state and local agencies have resources, too. Sometimes, the FBI uses those. Whatever is most expedient is the rule.” Mazzella said that the FBI role in Orlando would be to broaden the scope of the investigation worldwide. “The gist of Orlando is who’s responsible other than the killer,” he said. “Did he receive help? Was there monetary assistance? How was he radicalized? They will look at texts, phone calls, bank accounts, Facebook, Twitter, his computer. I know they’ve executed search warrants on his home. I’m sure there’s evidence in there to piece together how and why it happened. My suspicion is that there are more involved. Who did it is just the beginning. It’s harder to investigate when the main antagonist is dead. You have to piece together a profile based in hundreds of witness interviews and reconstruct his life on a daily basis for the last several months, as if you’re watching him alive. You try to place him in a routine to see if there’s something more than the obvious. Mazzella said a similar situation applies in Dallas, where the shooter is also dead. “There are assumptions he was a lone gunman, but you have to find out if there are other people similarly bent on killing police,” he said. It’s important to know if someone is financially subsidizing it. It’s a spider’s web. The broader question is how it all happened without someone knowing.” In Orlando, the shooter had been looked at by the FBI. “My sense is that there are thousands of these people and you only have 8,000-10,000

When they investigated him, there was no direct evidence. “We’re a very accepting society. It’s bred into Americans not to make waves or point fingers. We have to be Americans and can’t regress into a totalitarian society. Guys can move around with ease and unchecked. Unless you have specific information to put on surveillance or wiretaps or informants that you need authority and a court order for, you need concrete info. “You look at other countries that are successful at anti-terrorism and they’ve given up a lot of their freedoms. We’re an open society, we have difficult times ahead and we have to make sure political leaders don’t use it to politicize their own positions. The greatest danger is if we allow instances to become political hot potatoes.” Finally, Mazzella addressed relations between police and local communities and the shooting of citizens by police. He is concerned that they too have become politicized. “My impression is that relations are much better,” he said. “There are millions of encounters on a daily basis. Police are more intelligent, better trained and better educated. Certifications are much more difficult to acquire. Professionalism throughout law enforcement is much greater than it’s ever been. It’s taken years to get to this point. A lot of what is being projected in the media I see as being an extreme projection of isolated incidences. “My understanding is that racial profiling is not allowed. If someone gets stopped, I don’t see it as racial profiling. If the police stop someone, it’s for some specific reason, like faulty equipment on a car, suspicious behavior or meeting the description of someone. Racial profiling is antiquated old speech. It doesn’t arise in police instruction and I’ve done a lot of police instruction. To say they were stopped because of racial profiling is wrong and dangerous.” Mazzella urged caution about coming to conclusions on police shootings before all the facts are in. “We need not to have a rush to judgment on shootings and let the investigations proceed to determine whether the shooting is justified,” he said. “You need to know the facts. All police shootings are investigated, whether they’re justified or criminal or other action. You need to do that in every case and give it time to resolve itself.”

MARTIN COUNTY — A raccoon that came in contact with a Martin County resident has tested positive for rabies. The incident occurred on Friday, July 22 near the intersection of U.S. 1 and Pettway Street in Hobe Sound. The resident is receiving post-exposure rabies treatment. This is the second confirmed case of rabies in an animal in Martin County this year. Rabies is a virus that is transmitted from the bite or scratch of a rabid animal. Any mammal can get rabies. The most common carriers of rabies are raccoons, skunks, bats, foxes and coyotes. Domestic mammals can also get rabies. Take the following precautions to prevent rabies: · Make sure your pets are up to date

with their rabies vaccinations. · Do not feed or handle wild animals. · If you see an animal acting strangely, call Martin County Animal Control at (772) 463-3211. · If you get bitten by an animal, wash the wound with soap and water for at least 5 minutes and see a doctor. · Do not touch dead animals. PALM CITY — Ruth “Ski” Pietruszewski is a familiar face around town. She’s been Martin County’s tax collector since winning election in 2008. “I’m a workaholic,” she said. “I love what I do. I love Martin County. I can make a difference in this position, and I do.” Pietruszewski is in a three-way race against fellow Republicans Caroline Barca and John Sesta. There are no Democrats or others vying for the position. That creates a universal primary, so the election will be decided on Aug. 30. Early voting will start on Aug. 20 and continue until Aug. 27. The only early voting site in the county is the Supervisor of Elections office at 135 S.E. Martin Luther King Jr. Blvd., Stuart. In 2008 Pietruszewski beat three other Republicans with 30 percent of about 17,000 ballots cast. Then she easily trounced a write-in candidate in the general election. No one ran against Pietruszewski in 2012. Her husband, John Pietruszewski, ran for Sheriff that year. William Snyder won that election. John, a former major at the Martin County Sheriff’s Office, died on New Year’s Eve in 2013. He had cancer. The Martin County Sheriff’s Office’s firearms training range at 8355 S.W. Busch St., Palm City, was named the Martin County Sheriff’s Office Major John “Ski” Pietruszewski Firearms Range to honor him. The tax collector’s office does much more than collect taxes. In addition to collecting property taxes, the office handles driver licenses, motor vehicle tags and titles, hunting and fishing licenses, along with concealed-weapon and pet licenses and more. Unlike other constitutional offices, the tax collector generates its operating budget from a portion of fees, rather than from the county’s budget. When the tax collector’s office has collected more than it spends, it can give that portion to the county. Pietruszewski said the tax collector’s office has been able to give about $22 million to the county she’s taken the helm. “That revenue is distributed to the taxing authorities, so it goes back to the taxpayers,” she said. Pietruszewski doesn’t believe in making big changes to reduce expenses. “We’ve controlled spending and we streamlined,” she said. “I be-

She’s a member of the United Way of Martin County’s and Floridians Fighting Falls’ boards of directors. The professional accomplishment of which she’s most proud is shielding property owners from email scams. She said when the state was rolling out electronic tax billing she worried that scammers would get email addresses connected to parcel numbers and send fraudulent tax bills. Not long after she thought that someone could do that, someone might have tried. “I was the first tax collector who got that public-records request for the parcel number and email,” Pietruszewski said. She delayed fulfilling the request and got other tax collectors to help her push the Florida Legislature to solve the problem before it became one. “We crafted some legislation,” she said. “We passed legislation.” Pietruszewski said whoever is elected this August will have the challenge of communicating and working with taxpayers with widely varying aptitudes and preferences with technology. “We’re going into a digital world,” she said. “It’s moving very quickly, but you have people who still want to use paper. You have to take care of all the people.”

There are five lines, which you must be aware of: 1. Target Line — is an imaginary line drawn from slightly behind the ball and to the flagstick or intended target. This line is used to position your clubface directly at your target. Enhance the target line by using an intermediate target, which is a distinctive mark that lies on the line no further away than a club length in front of the ball. 2. Ball Line — In driving and putting or if you are playing preferred lies, with a sharpie pen you can highlight the line on the ball and position the line on your ball parallel to your target line. 3. Club Head Lines — the “sight line” lines are different for woods and irons. The sight lines for irons are the two vertical lines position just outside the sweet spot on the clubface. The sight line for most woods is the design on top of the wood, usually an arrow or the name of the club. 4. The Body Line — is used to position your feet, knees, hips, forearms, shoulders and eyes. The bodyline must be positioned parallel to your target line, just like a set of railroad tracks. The target line is one rail line and the

MARTIN COUNTY — When comedian Rita Rudner came to New York at the age of 15, she wanted to be a dancer. She appeared in several Broadway shows, including Stephen Sondheim’s “Follies,” and she kept dancing for nearly a decade. Then she stopped. She’s still not sure why. “I really don’t know,” she said. “I noticed there weren’t too many female comedians and loads of dancer. You gotta pioneer it. It’s a position of power. You’re controlling people’s emotions, making people laugh.” Rudner brings her comedy to the Lyric Theatre Aug. 19 for two shows. Becoming a comedian took a lot of preparation, including research on comedy at the Museum of Broadcasting, where she came to admire Jack Benny. “He would just stand there and deliver it as if it wouldn’t be funny,” she said. “He would just look at the audience and didn’t have to say anything, That’s professional.” Rudner also admired Woody Allen’s writing and watched many of his specials. She found his persona too intense for her personality. Benny was a more laid-back presence. “Jack Benny was so understat-

ed and Woody Allen was the best joke writer,” she said. “I listened to (both) a lot and did a combo: Woodybenny or BennyAllen. Rudner knew both Phyllis Diller and Joan Rivers, two of the very few female comedians around at the time. “I was friends with Phyllis Diller and Joan Rivers,” she said, “They were such wonderfully smart women with very aggressive personalities. I didn’t (have an aggressive personality.) I tried to do it the way I am, instead of imitating. “ Like Diller, Rudner is known for finding humor in herself and her family, especially her husband, producer Martin Bergman and their life together. “Joan Rivers found a way to stay current by going after people in the news,” she said. “Her career was first and foremost. I love my career but I also like to walk my dog. (My comedy) is just about my life. It’s about being married 28 years, being a mother and not knowing anything about technology. I just bought a new car and it might as well say, ‘Stupid, you pushed the wrong button.’ I don’t like to talk about things unrelated to what I’ve experienced.” Rudner and I share the experience of having English husbands

and we talked about the difference in humor in both countries. “I started to speak with an accent.” Rudner said. “No matter what he says, even if he’s being disparaging, he sounds good. His voice is soft and sometimes they think he’s a woman on the phone and ask for the husband. He says he is the husband. I was just in England doing a lecture at Cambridge. They’re a bit more reserved but also snarkier than our humor. They’re less restrained in their rhetoric and more restrained in their response. It’s a dilemma. There are differences in so many things. I have to tread carefully.” Rudner has had a lengthy residence in Las Vegas and her daughter, Molly, a musician, opened for her doing a show. Rudner, whose own mother died when she was 13, came to motherhood with a lot of anxiety. “I was very apprehensive,” she said. “We decided very late and we decided to adopt a baby. I was 49. I had already done a lot of traveling and was ready to change my life. We adopted the best little girl in the world. I want my child to follow her passion. She tried ballet and basketball. Tennis stuck and she had piano lessons and was immediately good and wanted a guitar. She

has a natural ability. I think we should encourage the passion and fan the flame or flicker.” Rudner performed several years ago for President Obama with Bette Midler and Sheryl Crow. “It was horrifyingly tense,” she said, “I don’t normally do anything politically related. I knew who I was speaking to and knew their points of view but it was still frightening. You have to do things that scare you. Scary things are the most rewarding. I just did a two-person play with pages of dialogue. It was one of the most rewarding things. You have to go off and scare yourself.” Rudner has said that she writes on torn pieces of paper with coffee stains, but the reality is that she is very organized when she performs. “I have to know exactly what I’m going to do,” she said. You don’t go into a heart operation unprepared. If something happens, I have to respond. In a show, I was attacked by a moth. I had to do something. I always leave space at the end for questions and answers for spontaneity.” Rudner said she is looking forward to appearing at the intimate Lyric and enjoys a mature audience. “I like the intimacy of looking at people’s faces,” she said. “I want to appeal to people over 45.
