MARTIN COUNTY — The primary is on Tuesday, Aug. 30, but voting is already underway. Supervisor of Elections Vicki Davis has a tip and warning for voters. County commission and school board races are countywide, but there’s a candidate on the ballot for the County Commission’s District 3 seat who’s dropped her bid. “A vote cast for Darlene Fuggetta will not count,” Davis said. “Don’t throw your vote away.” Fuggetta dropped her bid for

the county council in July and urged supporters to vote for Harold Jenkins. By that time the primary ballots were printed. Jenkins is challenging incumbent Anne Scott. Davis said some voters get confused that Martin County Commission and School Board races are countywide. Voters have sometimes approached poll workers concerned that their ballots had more than one of those races. Others have voted in only one. Candidates must live in the districts they’re running to represent, but face all

PALM CITY — Seven months at the drawing board seem not to have made much difference for Costco’s Palm City application. After a second submittal to build on nearly 28 acres of land at the intersection of Martin Highway and High Meadows Avenue, the big-box store is still met with nine non-compliances as opposed to the original 11, according to a county staff report issued July 28. The two infractions they were

able to resolve concerned street address discrepancies and American Disabilities Act compliance. Traffic, engineering, and waste-water management are still problematic for the store. “Contrary to what some people might believe, we feel we’ve made some progress since the last staff report. We don’t feel that there’s anything insurmountable in here,” said Bob Raynes with Gunster Law, Cosco’s legal representative, at an Aug. 4 meeting, where the applicant met with the

Palm City is in District 5 for both races. “(Voters) can vote on any county commission race, any school board race that’s on the ballot they receive when they go to vote,” Davis said. Voters thinking about skipping the primary will miss out on some races altogether. While write-in candidates have shown up for the county commission’s District 1 and District 3 races, the District 5 race will be decided in a universal primary at the end of this month. That race has former commissioners Ed Ciampi and Donna Melzer challenging incumbent John Haddox. All three are Republicans, but since no others are in the race all Martin voters can vote in that primary. Other races that’ll be decided in universal primaries are: Superintendent of Schools, which has Republicans Laurie J. Gaylord and Scot Charles King; Tax Collector, which has Republicans Ruth “Ski” Pietruszewski, Joe Sesta and Caroline Barca; and Public Defender, which as Thomas F. Burns and Diamond R. Litty. Gaylord, Pietruszewski and Litty are incumbents. A non-partisan race that’ll be decided in the primary is Circuit Judge, 19th Judicial Circuit Group 1. Beth Elaine Allen and James W. “Jim” McCann are the only candidates, so there’ll be no runoff in the general election except in the unlikely event they tie in the primary. McCann is the incumbent. The non-partisan School Board District 5 race could be decided in the primary if one of three candidates garners more than 50 percent of the votes. The other race that could be decided in the primary, if one of four candidates takes more than 50 percent of the vote, is the Circuit Judge, 19th Judicial Circuit Group 6. That race has Michael J. McNicholas, Robert “Bob” Meadows, Kieman Patrick Moylan, and Leonard Silvio Villafranco. There’s a statewide initiative on the primary ballot this year, which would extend some tax benefits to solar and renewable energy products if voters pass it. Davis said she’s concerned that voters whose precincts are the Peter & Julie Cummings Library, The Palm City Community Center at Charlie Leighton Park and, especially, Immanuel Lutheran Church — 2655 S.W. Immanuel Drive — might get delayed by road work on Martin Downs Boulevard on primary day and Election Day. She recommends that those voters use vote by mail ballots, which don’t have to be mailed to or by voters. “I would encourage voters to fill out their ballots and drop it off at our office if they have any level of discomfort putting it in the mail,” Davis said. While early voting will be Aug. 20 to 27 at the elections office — 135 S.E. Martin Luther King Blvd., Stuart — it’s kind of unofficially going on now. “We even have voter booths set up now,” Davis said. “We have in-office voting taking place.” Voters are welcomed to pick up the vote by mail ballots, fill them out and drop them off right away. We’ll continue to work through the process, and get to where we need to be. Today is a step in that direction, so we can get a good resubmittal in.” While the 150,000-square-foot wholesaler will be retaining the 16-pump gas station, they have nixed plans for an outparcel on the property intended for rental. Raynes said they may be interested in revisiting the outparcel idea in the future, but in an effort to expedite the current application, they have done away with it. Susan O’Rourke, traffic engineer, was introduced as an additional consultant to the discussion last Thursday. She endeavored to bargain with the county for a higher pass-by rate for the discount store, citing Institute of Transportation Engineers’ 37-percent standard, as opposed to the 20-percent required by the county. Either that or allow internal capture between the discount store and the gas station, she requested. She was reminded that the terms of the staff report were not under negotiation. Palm City man aims to steer school district STAFF WRITER

PALM CITY — Scott King headed to the area after educating himself about school districts. “I moved to Martin County back in 1999 for the high-performing school district,” he said. “I’m concerned about the direction the school system has taken in the last four years.” King is running to be the Superintendent of the Martin County School District. The superintended is not a voting member of the school board, but acts in an executive role. The supervisor advises the school board and implements its decisions, along with overseeing the day-to-day operations of the district. He threw his hat into the ring relatively late in the election cycle. King said he hoped that others would vie for the job now held by Laurie J. Gaylord. She was elected in 2012 and is running again. King said the district has lost footing in recent years. “We have got a situation now where we’ve not done a good job at the elementary level and that’s going to work its way through the system,” he said. He said the district has lost ground in reading and math at earlier grades. King said that’ll bedevil the district in coming school years as the children progress through grades. “Kids build their base knowledge by the third grade,” King said. The 50-year-old is a lawyer and member of the Bessey Creek Elementary School Advisory Council. Additionally, he’s a member of the county’s Comprehensive Economic Development Strategy Committee. Commissioner Anne Scott appointed him. King has three children, all of whom are in the Martin County public schools. To improve, King said the district needs to create ways of fostering greater communication from teachers to uncover and

spread effective curriculum and teaching approaches. “It’s too much of a top down thing in the district,” he said. “We’re not capturing what’s working and what’s not in the district. We’ve got to do a better job of capturing what’s working and what’s not.” King cautions against trying to make all teachers follow prescribed approaches just because they work in other classrooms. “Every school is unique,” he said. “One size does not fit all.” Teacher attraction and retention, King said, will be the biggest challenge facing the school district in the next four years. He said Martin is in an increasing competition with districts throughout Florida and the nation for teachers. He said there are a number of things that work into attracting and retaining teachers. One is pay. However, he said pay isn’t the only, or necessarily most important, motive for teachers. King said teachers, like all professionals, want to excel, believe they can advance in their workplaces, and be proud of their schools and district. “If you’re going to solve major problems, you have to have people in your organization onboard feeling they have a voice and are part of the solution.” Gaylord and King will square off in a universal primary this month, Aug. 30. Murphy (FL-18) is calling on the Social Security Administration to provide additional options for its new two-step authentication process to access the online “mySocialSecurity” account system. Amid growing concerns for cybersecurity in federal systems, the Social Security Administration adopted stronger identification verification systems to protect millions of beneficiaries’ personal information. However, limiting account holders to text message verification will leave those without cell phones or text message capability unable to access the online portal. PALM CITY — Oakmont is one of the most storied golf courses in the United States. Located at Oakmont Country Club in Pennsylvania, it is the first golf course to be recognized as a National Historic Landmark. It has hosted the U.S. Open nine times, most recently in June. There are still many questions regarding stormwater dispersal. According to Brandon Ulmer with Thomas Engineering, South Florida Water Management District has requested they not dump runoff to the south of the property, in the expectation of possible future development. Costco is currently exploring connecting to a NorthSouth pipe along High Meadows as part of their water evacuation plan. Walker asserts that this is not for retailers who employ extensive warehousing or wholesaling operations. As always, opponents say that the majority of them shop at Costco and generally uphold Costco as a responsible corporate citizen, but argue that this specific location is inappropriate due to safety and quality of life concerns. Costco has 90 days from the issue of the staff report to resubmit. The two topics have a direct impact on the more than 100 retirees who were in attendance at Sandhill, says Elmer Jacobs, who has lived there for about two and a half years. “We’re right on the cove, so we’ve seen the green algae make itself present; it’s right in our face,” says Jacobs. “It has a definitive odor to it that is not very pleasant. “Regarding All Aboard Florida, we have an aging community here, so there are ambulances coming out of here quite often, headed to Martin Memorial Hospital. It’s kind of frightening to know that we’re not going to have access to medical facilities on the other side of the railroad track if we have potentially 100-car trains passing through our town.” Candidates for the three commission seats up for election — Districts 1, 3, and 5 (Palm City) — as well as state candidates Mary Higgins (House District 82), Gayle Harrell (House District 83 incumbent), and Bruno Moore (Senate District 25) participated in the two-hour event, hosted by Dianne Pierce of the American Association of University Wom-

en. The commission races will be decided on Aug. 30, and the state offices will be voted on during the general election in November. While naturally no candidate spoke out in favor of toxic algae in their rivers or a speed-rail slashing through their community, the panelists were able to single themselves out in nuanced responses. For example, Anne Scott, campaigning to retain her seat as District 1 commissioner, harped on the toxic algae itself and expressed a resolution to hold higher officials accountable for testing the waters and advising the county during the health crisis. “We need to raise our voices loud and clear that we will not let our government expose us to this kind of danger,” she said. “It’s Flint, Michigan all over again, and probably worse.” Harold Jenkins, this year’s political newcomer who is seeking to depose Scott said, “Everybody up here is on the same page as to what needs to happen.” He, like others on the panel, reminded the audience how the waterway issues are a perennial problem that has been neglected for decades. The county needs to attack the problem as fiercely in January when the algae’s subsided, says Jenkins. In the last year, Gayle Harrell helped push forward Legacy

CANDIDATES from page 10 ing source, says Mary Higgins, who will go against Republican candidate MaryLynn Magar for Florida House District 82. “The bad thing about the bill,” Higgins continues, “is that most of the money will go to funding existing projects that need to be finished. None of those projects will stop the discharges from Lake Okeechobee. The only way this is going to happen is with the land purchase south of the lake.” Other solutions addressed during the discussion included water-farming, building storage facilities north of the lake, and returning the Kissimmee river to its natural meandering route. Jacki Thurlow-Lippisch, running against incumbent Doug Smith for the District 1 commission seat, compared All Aboard Florida (AAF) to the dredging of the St. Lucie Canal 100 years ago, which led to many of the river issues in Martin County. “If at that time, people had decided not to do it, we would not be in the [water management] situation we are in now,” she said. “We have to fight against All Aboard Florida, and we have to support the commission in these legal suits which are unfortunately expensive, but this is our only chance.” Though Doug Smith, District 1 incumbent, has expressed interest in the past over the possibility of a passenger rail, he is part of a unanimous commission that has opposed the AAF project with more than $2 million allocated over the last two years and a lawsuit against FDOT’s private activity bonds, which are subsidized by taxpayers. It’s really the junk bonds that are at the core of the fight against AAF, says Donna Melzer, District 5 challenger. “The most critical thing is the financial outcome of their bond sales and the litigation. We still have high hopes for the litigation, though they fade as time goes on. But it is so serious that I stand firm with everyone else and encourage citizens to reach out to their financial advisors, telling them not to buy these junk bonds.” This sentiment was an echo Harrell’s comments. Candidates were also asked to propose plans for Martin County to grow business while maintaining its unique quality of life and incentivizing a green economy. This is where the gloves came off for District 5. Incumbent John Haddox said, “If we’re serious about the environment and green business, we should offer new companies incentives if they’re willing to build green and reduce the carbon footprint. That would encourage them to come to Martin County, and it would show them we’re genuine about want-

Nobody is looking to damage our comprehensive plan or change our way of life.” Melzer begs to differ: “Our comprehensive plan is there to protect all of us, and if we need to change it, it should be done slowly and orderly. Good business comes because we have good impact fees and because we have good quality of life here. We need to keep it that way.” Bill Holmberg, a Sandhill resident who helped organize the forum, said that most critical for him is “getting the county and surrounding areas working together cooperatively, to see how to best muster our resources, wherever — whether in somebody’s home, at a meeting around the block, or among government officials or political candidates. We need to team up and really go for what’s best for our county.” He says that this collaborative initiative was behind his involvement in helping putting together the event last week, which was sponsored by the Sandhill Residents’ Council and the resident Green Team. Echoing Smith, state senate candidate Bruno Moore stressed what he believes is the number one facilitator of change in local politics: “The one thing legislature is scared of more than lobbyists is losing votes. So you have to vote. Tell your neighbors, your kids and grandkids, and people in line to vote. Because in order for anything to change, we don’t only need the groundswell of 14,000 or so people we see in the activist groups, but a groundswell of people in the millions to come out in full force to let the current leadership to know that we’re not going to take it anymore.” In Martin County, around 36 percent of residents vote in the primary elections, according to Vicki Davis, supervisor of elections, which is much higher than the 2014 turnout on the state level, which was 18 percent. Martin County voter turnout for general elections is even higher, at nearly 79 percent. Martin County residents will be able to vote for all commission races on Aug. 30, regardless of their district. MARTIN COUNTY — Memory lapses can happen to anyone at any age. But persistent bouts of confusion may carry more serious health connotations. To help individuals and their loved ones better understand what lies behind their frequent forgetfulness, the Visiting Nurse Association of Florida is teaming with the Alzheimer’s Association to provide free memory screenings for anyone exhibiting early signs of Alzheimer’s or dementia. “The signs may be subtle, or they may be overt, but caregivers and family members are often the first to notice that something’s not quite right,” says Jennifer Crow, VNA’s director of marketing and communications. “But as with any serious illness, early intervention is key. These screenings might make a real difference for someone in getting help much sooner than they would otherwise.” Nicolette Christie, a nurse practitioner with extensive neurological experience who also staffs VNA’s mobile medical clinic The Florence Nightingale Express, will perform the free screenings. Each session will include a memory assessment using best-practice screening tools, followed with a questionnaire if the caregiver is present. Christie will make recommendations for any needed follow-ups. The Alzheimer’s Association will be

on hand to counsel families on the various local resources available to address their concerns. The first three screening dates and locations include: Grand Oaks of Palm City, 3550 S.W. PALM CITY — The Travis Manion Foundation’s 9/11 Heroes Run is back for the second year in Palm City. The run starts and ends at the World Trade Center 9/11 Memorial at the (Peter & Julie) Cummings Library, 2551 S.W. Matheson Ave. Kim Major, who retired from the Stuart Police Department, is the race director. “It starts and finishes under the beam,” she said. The memorial features a 22-foot steel beam from the World Trade Center erect on a pedestal aimed slightly north by northeast — toward New York City. The run will start at 7:30 a.m. on Labor Day, Monday, Sept. 5. Runners will run north on Matheson and head east southeast on Southwest Mapp Road. “It’ll take runners through (Lance Cpl. Justin Wilson Park, 2050 S.W. Mapp Road),” Major said. Wilson died in 2010 while serving in Operation Enduring Freedom in Helmand Province, Afghanistan. His family moved to Palm City shortly before he enlisted in the Marine Corps. He played racquet-

TREASURE COAST — Phil Galdys has been at Veteran Voice in the background quietly helping to make others shine since its start. The 1990-1993 Army veteran is the new publisher. “I think we’ve gotten quite a bit accomplished over the last several years,” he said. “It really has taken a life of its own.” Veteran Voice started in 2012 with Ted Wilson as publisher. He died earlier this year. Galdys lives in Stuart. He moved to the Treasure Coast as a child in the early ’70s and attended Indian River State College. “For the most part, I’m a local boy,” he said. His father was a Vietnam-era veteran. Galdys’ brother served in the Marine Corps about the same time he was in the Army handling classified information. “I was involved in communications,” Galdys said. “I held a coveted (top secret, sensitive compartmented information) clearance.” Which he makes remarkably little of. “We operated as the AT&T of the unit, company or battalion where we were stationed,” Galdys said. AT&T with cutting edge cryptographic equipment keeping information flowing, but out of unfriendly hands. That military experience got Galdys started in communications and information technology. Not long after returning to the area from the military he put that background to use. “For over 20 years I’ve been involved in starting and running operations for newspapers,” Galdys said.

He’s the vice president of Your Voice News & Views, a mainstream sister publication to Veteran Voice. Galdys said working for Veteran Voice and volunteering as the staff photographer for Southeast Florida Honor Flight have helped him reconnect with his family’s and his military experience, giving him a deep appreciation for what the publication can do for veterans. “It really amplified how much (military experience) was a part of my life and I was not realizing it,” he said. STEPHENS from page 8 when he joined Oakmont. He was in the refractory business, dealing with anything that took high temperatures, such as bricks, plastics and mortars. The steel business was the primary customer at a time when Pittsburgh had U.S Steel, Allenby Ludlum and Jones & Laughlin all producing steel. Stephens began playing golf when he was 8. “I got on a public golf course right across the street,” he said, “I started myself and never took a lesson. I played in high school and was captain of the Penn State golf team. I was shooting in the low 70s. I started in 1941 and played in ’41, ’42 and’43. Then I was in the Navy and didn’t play for 3 ½ years.” When he returned from the service, he joined Aronimink Golf Club outside Philadelphia, He is still a member there. When he was transferred to Pittsburgh, he joined Oakmont. He only played there for 10 years, before returning to Philadelphia, but he made his mark with the championships. “It was a well-known course,” he said. “It was known all over the world and had a good reputation. I was very fortunate to be able to play there for 10 years. For the prize, they asked me each year what I wanted. It was a couple of hundred dollars. It was an ama-

He played at Lost Lake in Hobe Sound for 16 years before moving to Sandhill Cove and only stopped playing two years ago. Stephens said a lot has changed in the game since he began with the clubs, the balls and the equipment. “It’s much easier to play today, hit the ball farther and (there are) a lot more chances to score better,” he said. They’re making them with a little more whip on them for more distance.” Stephens was an admirer of golfing great Bobby Jones and also had the chance to play with two other legends, Arnold Palmer and Jack Nicklaus. “I played with Palmer in his course at Latrobe,” Stephens said. “I played in a tournament with Nicklaus when he was an amateur. They were regular guys. They treated you nicely. I was very fortunate to have that opportunity.” What does he think of Martin County resident Tiger Woods? “He was a great golfer who couldn’t be beaten,” he said, “I don’t know if he’ll be playing again.” For Dick Stephens, whose amateur golf playing spanned nearly eight decades, that would have been a real loss because he loved the game so much.

After going through Justin Wilson Park, they’ll continue on Mapp Road to Southwest Martin Downs Boulevard and head west back to the Peter & Julie Cummings Library. There will be ongoing road work on Martin Downs, but Major said the Florida Department of Transportation reports the sidewalk will be open for the run. Major said the timed run was in Jensen Beach for a couple years, and then took a hiatus in 2014. She revived it last year and moved it to Palm City, where the 9/11 Memorial had recently been opened. She said last year’s event was put together quickly, but was successful. “We had, I want to say, around 150 people,” Major said. “It may have been fewer, but definitely more than 100.” Members of different service branches participated, as did folks from Martin County’s Operation 300, the foundation created by the family of SEAL Aaron Vaughn after his death. Vaughn was among 17 SEALs who died in the August 2011 shooting of a Chinook helicopter in Afghanistan. In all 38 died in the shooting, including five members of the Navy Special Warfare support personnel, three Army Rangers, two members of the Colorado National Guard, two members of the Air Force Pararescue,

and an Air Force combat controller. Additionally, seven members of the Afghan National Army commandos and an interpreter died, as did a military working dog. Operation 300 will be back this year. Proceeds from the run benefit the Travis Manion Foundation. The foundation honors Lt. Travis Manion, a Marine killed in Iraq in 2007. It assists veterans and Gold Star families. Major said the Stuart and Port St. Lucie police departments and other first responders will be at the run. “I’m hoping it’ll be an event where people can meet with police from different districts and see some of the equipment,” Major said. She said fundraising to benefit veterans and promoting health aren’t the only reasons for staging the annual run locally. There are about 50 others across the nation. “I want to make sure people remember (Sept. 11),” she said. “We’re still fighting that war. We’re still training people to fight. We’re still dealing with terrorists.” At press time Major is still seeking sponsors. PALM CITY — The play “Rhinoceros,” by Eugene Ionesco, is considered one of the leading absurdist plays of the 20th century. The avant-garde play deals with issues of conformity, mob mentality and morality, all in the setting of a French town besieged by a rhinoceros. If this is sounds like heavy lifting, consider that it will be presented by local middle and high school students spending the summer at the Maltz Jupiter Theatre’s Young Artists’ Chair program. Students are matched with theater professionals for one-on-one mentoring. They will present the challenging play at theater Aug. 13. Madeline Gilbert of Palm City, who just graduated from South Fork High School, is props master for the production. Gilbert was active in South Fork’s drama program and sent the press releases about productions for several years. She will enter Baldwin-Wallace University in Ohio this fall with a major in theater and a minor in dance. She is excited about the program, which has internships programs in Cleveland and is close to many regional theaters. When Gilbert went into the meeting with Julie Rowe, the the-

“I said I’d love to be props master. It’s an active role. I wanted to do something hands-on and creative.” Madeline Gilbert ater’s director of education, she knew what she wanted. “You can put out your own vision into a bigger part of the theater. I love research. The show is from 1959. It has to be time-period appropriate. I’ve had to delve into the 1950s, with phone, pens, newspapers. We are making some of the newspapers. I found out that they were a lot bigger then. It needs to fit exactly what our director wants.” The creative team began reading the play in June and shared ideas about what it meant. “I felt like ‘Rhinoceros’ has a strong message about not conforming and being an individual,” Gilbert said. “The message is good for a younger population about not conforming.” Gilbert has been involved with other Youth Artists’ Chair productions, including portraying Amanda in “The Glass Menagerie,” and working as stage manager for “The Crucible.” She enjoys being on stage and working behind-the-scenes.

He has vast stage experience, including stints with regional and a national touring group. He will be challenged right out of the box. The Barn’s first production is the critically acclaimed suspense thriller, “The Haunting of Hill House.” That show runs from September 23 to October 9. Its directors, Althea Wilson and Jeanette Mazzella, are already working with Childe on enhancing special visual images and sound effects that will most assuredly draw the audience into the chilling and mystifying secrets of Hill House. MARTIN COUNTY — On Tuesday, Aug. 2, the Children’s Museum of the Treasure Coast turned 8. The party started as soon as the doors opened. Guests were able to enjoy all of the exhibits’ birthday style. Kids of all ages enjoyed jumping in the bounce houses and decorating delicious cupcakes with icing and an array of colorful sprinkles. Everyone created colorful party hats to wear and built special mini-Piñatas filled to the brim with

candy. Guests were even challenged to a photo contest via the Museum’s new app, and several lucky visitors won awesome prizes for their super-cool photo submissions.
