ST. LUCIE WEST — Costco Treasure Coast is back at the roundtable. In April, the company resubmitted its application to build a 152,661-square-foot store and 16-pump gas station in Palm City. Martin County Growth Management is expected to respond with a staff report this week, and a joint staff workshop with Costco, open to the public, will be scheduled sometime this month. Though Costco’s proposed location has fomented community resistance in Palm City and has raised traffic, stormwater management and other concerns for the county, Costco has stuck to the spot like glue, despite being offered many alternatives. For some, including Port St. Lucie Mayor Gregory Oravec, the deal is not yet done, however. June 1, Oravec broadcasted an open call to Port St. Lucie residents on his Facebook page, urging them to send emails of interest to Costco executives. Already more than 12,400 Facebook members have seen the post, and 108 emails have been sent. “Where Costco is proposing to locate in Palm City will pull from Port St. Lucie and St. Lucie County,” says Oravec. “Why not have that site in Port St. Lucie, where Costco would probably have a better permitting experience, and then be able to pull from the Palm

ST. LUCIE WEST — Water rates in St. Lucie West will stay the same for another year, and possibly longer. At its last regular workshop — Monday, June 6 — the St. Lucie West Services District Board of Directors got
a look at the final proposed budget for the 2016-2017 fiscal year. The board was slated to approve the proposed final budget after press time. All told, the budget is $13.2 million with expected revenue coming up a little short. However, that’s because of proposed construction of a permanent office that’s expected to run
about $800,000. The district has about $6.6 million in the proverbial bank to draw from. Board member Wayne Smith, asked Dennis Pickle, manager and utilities director, what might come after this next fiscal year. “Are we still anticipating, (fiscal

James A. Monds Jr. is one of six candidates for the St. Lucie County Commission’s District 1 seat. “I’m an educator,” he said in a phone interview. “I’m an administrator. I’m an assistant principal.” Monds works for Charter Schools USA, which has Renaissance Charter School campuses in St. Lucie West and Tradition. “I was born and raised in District 1,” he said. That county commission district extends from Glades Cut Off Road north to St. Lucie Boulevard, encompassing Fort Pierce, along with Hutchinson Island south to Jensen Beach. St. Lucie West is in District 4. Tradition in District 5. However, commission elections are countywide. Candidates must live in their districts, but face all the county’s voters. In addition to Monds, District 1 candidates include the incumbent Chris Dzadovsky and challengers Sal. D. Anicito, Robin Bynoe, Wayne Ingram and Betty Jo Starke, the only Republican in the race. All others are Democrats. Monds is 31 and married. He has four children. He had many mentors growing up in St. Lucie County. He said the memory of what they’d done for him inspires him to run for office. “I want to give back to those individuals who’ve given me so much of what I have now,” Monds said. He didn’t wait for an election to give back. Monds — who has degrees in criminology, political science and educational leadership — started Give Back 2 Kids in 2013. Among other things the not-for-profit teaches children and youths about financial management. Monds is finishing work to get an urban community doctorate. He said the biggest issue facing St. Lucie County is economic development that reaches across all socio-economic strata. Having good employment available to a large number of folks, he said, is the cure to many social ills including crime. “I feel we need to do more to solicit manufacturing and distribution jobs to our area,” Monds said. For example, Monds is support-

Monds Jr. ing efforts to get Costco to locate its proposed new Treasure Coast store to St. Lucie County rather than Palm City where it’s stirring anger with a development order. “We should go to Costco and say, ‘You don’t need Palm City,’” Monds said. “Come here and we’ll take care of you.” Individuals who get high-paying jobs create a cycle of general prosperity, he said. “The individuals who have jobs pay taxes,” Monds said. “He’s going to buy a house, and pay property taxes. That’s going to fund our education.” And a cycle of generalized prosperity perpetuates itself, Monds said. His plan for working on economic development is open-ended. “I call myself a collaborator and that’s what I’d do if I’m elected as a county commissioner,” he said. “You collaborate with the other four commissioners, and you go and collaborate with others.” The Democratic primary will be on Aug. 30. That election will decide which of the five Democrats will face Republican Starke. Monds said he has a reason for wanting to be a good county commissioner, if elected. “Everybody I love lives here,” he said. “I have to try to change things not just for them, but the people around them.” More about Monds is at www. voteformonds.com.

Please know that we have been all along. In fact, our staff has contacted Costco reps so many times that they have essentially said, “Don’t call us. We’ll call you.” However, in light of their continuing tri-
als and Anthony’s article, I thought we should look past these prior instances of unrequited love and up our game. Accordingly, I sent out a packet last week; and now, after talking to one of the leaders of the Palm City Resistance (Code Name Samantha), I am calling on you and all citizens wanting a Costco in PSL to let Costco know how you feel. This is your opportunity to take action and, hopefully, to make a
difference. If we don’t send 1,000 e-mails, PSL, how serious are we? By the way, if you get your geek on and check out the market analyses embedded in my Facebook post, you will see that once we compare market areas on a 10 minute drive time and beyond, the sites are very comparable. As it happens, summer is always a difficult time for us, since many of our members, volunteers, and the patrons who come out to enjoy live music and support the arts head to cooler climates for the steamy, summer months. And while we miss them and eagerly await their return with the changing of the leaf colors in autumn, we are no less committed to providing live music and supporting the arts for the thousands of individuals who call St. Lucie County home all year long. But in order to continue to provide the music you’ve come to love and expect all year long, we need a little help. Though African violets would certainly be a welcome gift to anyone, what we’re really hoping for is a few volunteers who wouldn’t mind making coffee and putting out trays of snacks that we provide at our weekly Jazz Jams at the Sunrise Black Box Theatre in historic downtown Fort Pierce and bi-weekly at Port St. Lucie Botanical Gardens. It’s not a hard job, but it’s hard for the musicians to take it on. After

If that changes dramatically there could be a rate increase for the ’17-’18 fiscal year. “The main factor would be fuel costs going back to $3.50, $4 a gallon,” Pickle said. “If your fuel costs go up, that drives up everything.” For example, the district buys a lot of chemicals in mass. Pickle said when fuel prices rise, delivery costs go up, too. In addition to benefiting from the happenstance of lower fuel costs, the district has many of its employees on four-day, 10hour shifts. That, too, is lower-
ing the district’s fuel costs. “They were able to be more efficient during the work week, and it saves you the fuel costs that fifth day,” Pickle said. A lurking variable is health insurance for the district’s about 55 employees. However, Pickle said he was skeptical that even a large increase in insurance rates would demand passing it on to water customers in 2018. Pickle said the district’s budget is benefiting in numerous smaller ways by employees offering cost-reducing ideas. Come the 2018-2019 fiscal year, which would start in September, there could be a rate increase after a nine-year run without any. “I would say not more than a 2.5 percent increase,” Pickle said. “We are in good financial shape.” The district is a Community Development District, which is a hybrid creation of the State Legislature. The districts operate as governmental bodies to deliver some municipal services, such as water and sewer. It doesn’t gain any revenue from property taxes, although some assessments to pay debt on certain projects are paid along with property taxes.

It is truly an honor to serve as your State Representative, as I am grateful for the opportunity to be your voice in Tallahassee. Here are a few of the bills I sponsored that passed this year’s legislative session:
District Office
This year I sponsored a bill that officially changes the name of Florida’s mail-in ballot program from “Absentee” to “Vote-by-Mail.” The name change reflects the long-standing rules that a voter does not have to be “absent” from the area on Election Day. I believe the new rule and official name change will make it easier for citizens to participate in elections, whether they are absent or not.
St. Lucie County Fire District We were able to pass a new law that allows the St. Lucie Fire District to purchase badly needed new fire trucks and equipment. While this new law will help keep St. Lucie County families, property owners, and first responders safer, it also protects St. Lucie County taxpayers by not allowing our taxes to be raised and helps our Fire District continue to be fiscally responsible.
Healthy Food Financing Initiative The Healthy Food Financing Initiative is a pilot program to find solutions to the problem of providing healthy food choices to poor neighborhoods. Under this program, the Florida Department of Agriculture and Consumer Services will provide financial assistance and incentives to qualified local nonprofits and community grocers to increase access to fresh produce and other nutritious food in underserved communities.

Thrivent Action Team announces results from Trains for Teens ST. LUCIE COUNTY — A Thrivent Action Team in Port St. Lucie hosted an evening for a group of boys who are students at The Samaritan Center for Young Boys and Families, a local residential program that provides a Christian early intervention program for boys and families in trouble to visit The Railroad Club museum and learn more about what the Railroad Club enthusiasts do. The event took place on Monday, May 23 at 6 p.m. at the museum on Becker Road. Five young men and their teachers came out and met with 10 railroaders, ate dinner and dessert together and were educated on the history of the club and how to run the model trains. There were many discussions throughout the night on the boys’ plans for their futures and fun was had by all.
This event was hosted by a Thrivent Action Team, a local group led by a member of Thrivent Financial. Thrivent Action Teams allow members to quickly identify a need, receive resources and put a plan together to help others in their community. The mission of Thrivent is to serve members and society by guiding both to be wise with money and live generously. “This event not only helped the boys learn about a potential hobby for them to direct their talents and time towards in the future, but also gave me more faith in teens again,” said Rolland Ford, a member of Thrivent Financial and a Railroad Club enthusiast. “We’re proud to be able to serve our community and are grateful for Thrivent’s support.” Thrivent Action Teams are member-led projects — fundraisers, one-time service activities or educational events — that can be completed within 90 days.

ST. LUCIE WEST — Joe Mutter, owner of Mutter’s Precision Hearing Center, went on a successful mission to restore hearing to a local hero. The military can be hard on the ears on a good day. Army veteran Nicholas “Nick” Savasta had bad days, too. The Operation Iraqi Freedom veteran left a lot of his hearing back in a warzone. On Wednesday, June 1, Savasta got it back. His sixth-grade daughter was with Savasta. when Mutter asked her a simple question. “What school do you go to?” he asked. “Manatee Academy,” she answered. “What grade are you in,” Mutter asked. “Sixth grade,” she answered.
Savasta cried. “That’s the first time I’ve heard her voice,” he offered in explanation. Savasta didn’t have to explain. Shortly before Mutter met with Savasta to give him the hearing aids and adjust them, he spoke with Your Voice News & Views. “The more I knew about him, the more I wanted to do,” Mutter said. St. Lucie County Veteran Services refers clients to Mutter for hearing evaluations. That’s how he came to meet Savasta. “Bottom line, he doesn’t have hearing aids and I want him to,” Mutter said before Savasta showed up. Hearing Technologies, and told him about Savasta, the combat veteran twice hit by IEDs who’s not heard his children since returning. “He didn’t hesitate,” Mutter said. “He said, ‘Let’s help him.’” Help came in the form of the donated hearing aids and Mutter adjusting them to Savasta’s needs. Savasta sat in Mutter’s office with speakers behind him. At first Mutter showed him the mechanics of owning hearing aids. Changing batteries and cleaning them. Then, Mutter showed him how to put them on. Mutter returned to his computer. From the computer, he started the process of adjusting the hearing aids to Savasta.“I’m going to put them on, best guess, then we’ll adjust them,” Mutter told the veteran who was visibly tearing. Savasta seemed satisfied with that best guess, but better was to come. “You haven’t heard for a long time,” Mutter said. “A long, long time.” Mutter went through a series of sounds on the speakers and had Savasta’s daughter speak as he did. “It’s not like I’m reaching for the sound like I’m used to,” Savasta
said. Hearing loss comes for a variety of reasons, including acoustic trauma — exposure to loud sounds — common among veterans. The National Institutes of Health reports that about 15 percent of American adults report some trouble hearing. Disabling hearing loss gets more common in older ages. More common is tinnitus — ringing in the ears. While tinnitus can’t be cured, it can be treated with hearing aids that mask it. The institutes also reports, people resist hearing aids. Fewer than 30 percent of those ages 70 and older who could benefit from hearing aids use them. That percentage drops in younger ages. Only about 16 percent of those ages 20 to 69 who could benefit from hearing aids use them. Military veterans, according to the Department of Veteran Affairs, have higher-than-average occurrences of severe hearing loss. Savasta, who works at Bass Pro Shops in Port St. Lucie, visibly transformed as Mutter adjusted the hearing aids. “It’s really strange hearing my own voice,” he said, smiling.

Already in that neighborhood, a new Keiser University is on the horizon, as well as a new Wawa, Panera Bread, and a sports themed sit-down restaurant, Recovery Sports Grill, developed by the same developers as Homewood Suites. Recently, Optimal Outcomes, which owns the Mann Research Center, signed a construction contract for a second medical office building to be completed early next
year. “In the last several months, there has been a lot of activity around that particular node,” said Daniel Holbrook, assistant city manager, earlier this year. Recently, Oravec says there has been a renewed outpouring of public interest in Costco; and considering the retail chain was experiencing some hurdles in Martin County, he figured he’d reach out to remind them of options in St. Lucie. “There are several sites within Port St. Lucie that are already entitled and would take less effort. If buzz is any indication, it seems there’s a concerted group of citizens in Palm City actively opposing the project, and there is a group of citizens in Port St. Lucie actively recruiting the project,” he said. Costco’s first application, officially filed in October of last year, was sent back with numerous non-compliances. The buildings were too tall, water management was potentially problematic for wetlands, and certain elements needed to be looked at to bring the proposal in line with Martin County’s urban design. TREASURE COAST — The Alliance of Pan American Round Tables (PART) is a movement established in San Antonio, Texas in 1916. Fostered on the initiative of Florence Terry Griswold, this organization currently has 218 tables or chapters in 18 countries plus Puerto Rico. This women’s organization, is non-profit, non-sectarian, non-political, and non-commercial. The challenge of the organization’s movement was to create an atmosphere of peace, through education. During the Mexican civil war, Griswold felt the need to help the women and children
refugees coming into Texas seeking sanctuary. Griswold received support from a group of women, who cooperated with her during that difficult time. Later, these same women embraced the idea and participated in the formalization of the Pan American Round Table organization. The mission is to educate, foster mutual knowledge and understanding of the varied cultures and customs, and to develop friendships with the people of the Western Hemisphere. Consequently, Griswold believed “unity” would no doubt ensue. PART stimulates the formation of new tables and guides all po-

mit a third time, says Nikki Van Vonno, Martin County Growth Management director. It is actually quite common for projects on this scale to entail three submittals, she says. After that, however, Costco will need to begin paying a fee. The big-box chain could be poising themselves for a new future along Martin Highway. Since January, four future land use (FLU) amendments have been proposed in Palm City, three of them hoping to convert the existing FLU of their properties from rural density to commercial general, and one of them represented by the same law firm representing Costco, Gunster Law in Palm City. Costco’s coveted property has been zoned for Light Industrial since 2005. With Martin Highway’s widening and resurfacing having been completed early last month, what was formerly a sleepy bedroom community for Stuart is headed toward a new destiny, one that was heralded in the 1980s by the advent of Martin Downs and a steady increase of commercialization since then. Whether Costco will commission a new traffic study to reflect Martin Highway’s recent 4-lane makeover — a move that opponents say would be necessary to accurately depict level of service impact — is yet to be known.
WWW.YOURVOICEWEEKLY.COM “When I moved to Palm City, 22 years ago, it was a very small family community, where everyone knew your name,” says Kelly Middleton, a teacher at Bessy Creek Elementary. “Now, we’re probably going to be having 8 to 10 thousand strangers here a day.” Middleton has been integrally involved with a campaign to oppose Costco’s proposed location in Palm City, and has been recruiting signatories for a petition to take to the Local Planning Agency (LPA) and Board of Commissioners, who would need to judge the case once it’s passed staff review. Stop Costco at 714 and High Meadow has been going strong since September of last year, showing up to regular County Commission and LPA meetings, sending letters to elected officials and Costco representatives, and rallying on the street corner of the proposed site. It’s possible that with PSL’s voice thrown in the ring, a synergy of interest might catch Costco’s hitherto impervious attention. If Costco is sent back to the drawing board they will have three months to resubmit, and a lot can happen in that time. On October 16 the parent Pan American Round Table, founded by Griswold in San Antonio, will celebrate its centennial. One hundred years of great accomplishments in the Western Hemisphere — growing as an organization to 218 chapters in 18 countries with over 6,000 members, supporting education with scholarships, opening libraries where non have existed, working with the communities supporting multiple causes, volunteers sharing and acquainting themselves with the varied cultures, and ultimately uniting and creating friendships. ST. LUCIE COUNTY — Neil Simon was so successful with “Plaza Suite” that he set another play in a hotel. “California Suite,” written several years after “Plaza Suite,” is set in Suite 203-4 of the Beverly Hills Hotels. It has four mini-plays about dysfunctional relationships, the kind Simon does best. In “Visitor from New York,” Hannah flies to Los Angles to get her teenaged daughter and take her back home. The daughter has left New York to go live with her screenwriter father, Billy. In “Visitor from Philadelphia,” a businessman, Marvin, finds himself in bed with an unconscious prostitute and his wife Millie on the way. “The Visitors from London” are Diana, a British actress up for an Oscar and her husband, Sidney, who has not yet come out as gay. Finally, “The Visitors from Chicago” are two couples: Stu and Gert and Mort and Beth, who are taking a vacation together until things start to go wrong. Kelly Fischer is the student director of “California Suite.” Catching her to talk is a bit of a challenge because she’s a student and a director who also works
at Chili’s in Jensen Beach. She’s directed before and is finding this year a bit different. “I directed last year,” she said. “It’s a different experience, working with some new students. They’re very respectful and taking it seriously. We’re having a lot of fun with it. I’ve got a great cast and I’m really excited.” The cast includes Tori Hallsten as Millie, Jerron Thomas as Marvin and Stu, Lindsey Mercado as Diana, Austin Peer as Sidney, Martin Fitzpatrick as Mort, Natalya Rodriguez as Gert, Hannah Knowles as Beth, Cristy Dill as Hannah and the prostitute and Shane O’Neil as Billy. Fischer noted that the summer season has fewer students, so there is some double casting. Fischer is graduating this summer with a degree in criminal justice. She chose it because she had to major in something and she thought it would be interesting. For the time being, she intends to keep it in reserve while she continues working and saving money as she travels to Miami and Orlando for auditions. Eventually, she hopes to move to New York and have a career in the theater. Still, she has found her major a source of inspiration for her directing. “I had a victimology class and

ST. LUCIE COUNTY — Hot summer afternoons and movies just seem to go together. The Sunrise Theatre has brought together free movies that are old favorites, relatively new movies you might have missed and just some plain good viewing. June 12 brings “A Good Year.” The 2006 British romantic comedy-drama is directed by Ridley Scott and stars Russell Crowe and Marion Cotillard. It tells the story of a workaholic, shady investment banker who travels to France to sell a vineyard inherited from his uncle. He falls in love with Provence and in Provence. The story is that Ridley Scott had a house in Provence and wanted to make a movie there. This is the result. On July 10, Diane Lane stars in “Under the Tuscan Sun,” the 2003 hit about a divorced wom-

an who buys a villa in Tuscany in an effort to change her life. The movie, which also stars Raoul Bova, Sandra Oh and Albert Finney, is based on the popular book by Frances Mayes. July 24 brings the Oscar-winning “Good Will Hunting,” A young Matt Damon and Ben Affleck won Oscars for the screenplay and Robin Williams won one for his portrayal of a therapist. The film was directed by Gus Van Sant. Unlike many wunderkinds who are one-hit wonders, Damon and Affleck went on to have pretty good careers. Aug. 7 brings the epic “Lincoln,” starring Daniel Day-Lewis and Sally Field. Day-Lewis won an Oscar for his role as the 16th president. The 2012 film, directed by Steven Spielberg, tells the story of Lincoln’s efforts in the last four months of his life to pass the Thirteenth Amendment while the Civil War raged on and
