County approves $55 million upgrade for Tradition Field

Milestone fulfilled

ST. LUCIE WEST — The county commission was eager to play ball with the New York Mets to keep them around for 25 more years. The commission recently approved borrowing $60 million against bed taxes to upgrade Tradition Field, 525 N.W. Peacock Blvd. Part of that, $55 million, is for the upgrades. Another $5 million is for debt restructuring. Commissioners said in phone interviews that it makes sense to use tourism-generated dollars keep the New York Mets in town for spring training. Because of the Mets, they said, there’s a town to speak of. “The Mets have had a 28-year relationship in St. Lucie County,” Commissioner Chris Dzadovsky said in an interview after a special meeting. “Since then you can see all the development that has come in the St. Lucie West area.” Commissioner Tod Mowery echoed Dzadovsky. “The biggest thing, this is a relationship that began before the City of Port St. Luci was a city,” he said. “St. Lucie West didn’t exist.”

TREASURE COAST — Suspected blue-green algae appears to have made its way from Lake Okeechobee to the St. Lucie River. At press time, state agencies haven’t confirmed that tested

samples are cyanobacteria, commonly called blue-green algae. However, it’s likely. “It certainly looks like (bluegreen algae) to us,” Mark Perry, executive director of the Florida Oceanographic Society, said. The suspected blue-green algae has been spotted in the St. Lucie River’s South Fork between Palm City and the southern part of

Stuart as of press time. Renay Rouse, public information officer at the Martin County Health Department, said that people should take no chances while awaiting test results from the state. “We tell folks whenever you see

Now is the time to prepare for hurricanes Shelley Koppel STAFF WRITER

skoppel@YourVoiceWeekly.com

ST. LUCIE COUNTY — It’s that time of year. June 1 marks the beginning of hurricane season and it runs through November. We have already had the first hurricane of the season, one most of us don’t remember. Alex hit the northeastern Atlantic in January, so when the next one comes (and there will be a next one,) it will start with a “B.” Many of us remember Frances and Jeanne in 2004 and Wilma in 2005, but it has been a long time since we were hit and we all get a little complacent. There are also many new residents who have never had the pleasure of being here during a storm. The City of Port St. Lucie will present its free, 10th annual Hurricane Preparedness Expo June 4 from 10 a.m. - 2 p.m. at the Port St. Lucie Civic Center. Some 60 exhibitors and vendors will be on hand to explain how to keep yourself and your family safe, often in ways you haven’t even considered.

Katrina was the largest and 3rd strongest hurricane ever recorded to make landfall in the US. The deadly hurricane moved beyond Florida’s peninsula to the Gulf Coast. In New Orleans, the levees were designed for Category 3, but Katrina peaked at a Category 5 hurricane, with winds up to 175 mph. The final death toll was 1,836, primarily from Louisiana (1,577) and Mississippi (238).

Carmen Capezzuto is project manager for the City of Port St. Lucie. He said that the Expo will feature representatives from hardware companies, roofers, screen companies, shutter companies and home improvement companies like Lowe’s and Home Depot. There will also be exhibitors from governmental agencies and non-profit organizations. “People come to the Expo and are shocked at what they learn and what they don’t think of,” he said. “You can use solar lights during a power outage. You charge them during the day and bring them in to provide light. You can pick up ideas that are outside the box.” You can also learn some common sense rules of thumb. Butterfield’s Pharmacy from St. Lucie West will have a display. You might wonder why until you learn that the American Red Cross recommends having a seven-day supply of medications and medical items such as hearing aid batteries and syringes for insulin. Wear your awareness on your sleeve and more Dear Editor: “Children aren’t bulletproof, but we can make guns child-proof.” Origin unknown America as a free and just society by its very nature has allowed for way too long for its citizens to take laws to a level beyond its original intent. Case in point are laws that are getting folks killed on a daily basis, and a large percentage are accidental nature. Although it is not this writer’s intention to throw out a bunch of statistics, as of May 6 of this year, the number of children (ages birth to 11) killed or injured by guns 137, children (ages 1217) 968. Anyone else see a problem with those statistics? That said, that is not the most offensive statistic this writer found. As of May 9, toddlers have shot at least 23 people this year,

according to the Washington Post. A few examples cited include: On April 20, a 2-year-old boy in Indiana found the gun his mother left in her purse on the kitchen counter and fatally shot himself. On April 27, a Milwaukee toddler fatally shot his mother in the car. I have been fighting for awareness of gun violence since Columbine, and especially since Sandy Hook. But unfortunately, the list just continues — Tuscon, Aurora, Virginia Tech, Charleston, and on and on and on. So this is my opportunity to say, #enough. Then I found the Sandy Hook Promise and we just jelled. So I am writing to raise aware-

ness of gun safety on the Treasure Coast. June is Gun Violence Awareness Month, and June 2 is Wear Orange Day. I am inviting all residents to help turn the Treasure Coast orange. Why orange? According to the Wear Orange website, the color orange symbolizes the value of human life. In 2013 teens on the south side of Chicago asked classmates to honor the life of Hadya Pendelton, a 15-yearold high school student from the south side of Chicago. Ms. Pendelton marched in President Obama’s second inaugural parade. One week later, she was shot and killed on her way home from school. What started out as a local cel-

ebration quickly went viral into a call for action to help save lives from gunfire. June 2 is National Gun Violence Awareness Day, and 2016 is going to be the biggest year yet. Please residents and visitors alike join us on June 2 by wearing orange and remember, “voices are loud but orange is louder!” I am asking church groups, civic organizations, schools, the media and individuals to celebrate June 2, and let’s all do our part to save lives free from gun violence not only on June 2, but 365 days a year. I end with my favorite quote from former Congresswoman, Gabby Giffords (herself a survivor of a gunshot), “Mile by mile, it’s a trial, yard by yard, it’s hard, and inch by inch it’s a cinch.” Please refer to wearorange.org for further information. Cascade torrent continuing Dear Editor: Neither Dr. Pritchard nor I have ever suggested that The Cascades is not a nice place to live. In fact, we have both stated that it is. It seems, though, that if anyone criticizes anything that goes on in The Cascades, they need to sell out and move, because they hate it here. The Cascades is a community of

about 2,000 people with various activities, committees, boards, management and other organizations, activities … and problems. Do our critics really think this is a perfect utopia, and we should be banned for daring to criticize things that we believe need correcting? Do they really think that everything that is done in The Cascades is perfect, and no one should dare suggest otherwise?

OUR MISSION We are here to provide our readers with completely unbiased news coverage. Fun and entertaining features about the communities in which they live. For our advertising partners we pledge to provide the most complete consultative and marketing programs possible for the best return on their investments.

From the responses to us, that seems to be the case. There are solutions to the problem areas we have addressed, and we believe these are real problems that have real solutions. I wrote one letter about a month ago, addressing fining, and taking away residents’ rights and privileges to use the facilities in The Cascades. Clearly, Ken and Ginger neither know nor care about the difference between an allegation and factual material. They speak of “baseless claims and misinformation” but are unable to specify a single thing. Nor can anyone else. Talk about the “Donald Trump Playbook”; that’s it, on the money. Don’t specify anything, because you can’t. I quoted from the Noncompliance Enforcement Policy & Penalties document directly; nothing alleged. I cited specific Constitutional provisions and sections of federal law including U.S.C.A section 1983 of the Civil Rights Act, something Ken and Ginger are totally unfamiliar with and don’t care about. I specifically addressed free speech and pointed out the illegal prohibitions against free speech in the documents used in The Cascades. Hardly baseless allegations. Dr. Pritchard quoted

the entire e-mail written by Dave Caron. Another allegation? The Greensteins object to us going public; we should have gone to the board. An example of the board’s response follows: like Mr. Trump, the majority of the board does not care. After my complaint about free speech violations, Bill Lamm, a board member, was summoned for violating the “Abusive Language” provisions. Mr. Lamm’s offense was to reply to a resident of his district, who questioned the actions of First Service Manager Allison Waldman. Mr. Lamm said he did not think she was credible. Mr. Lamm has a fiduciary duty to Cascades residents to review and evaluate what is happening here. A split board voted to fine Mr. Lamm $100; whereupon, a First Service employee told the board that, additionally, Mr. Lamm should lose his Cascades privileges for 30 days. This means you pay your dues, but no club house, no golf, no tennis, and no residents’ gate access. All of this is public record from a board meeting, not from Mr. Lamm. This is the board you want me to go to? The real violators here are four board members preventing Mr. Lamm from doing his duty after

ST. LUCIE COUNTY — Property Appraiser Ken Pruitt has dropped his reelection bid, and Michelle Franklin has joined the race to replace him. She’s the third Democrat to file for the job. Pruitt announced his decision on the weekend of Saturday, May 21. Franklin moved quickly after that. “I made my decision on Sunday (May 22) afternoon, and filed (Monday, May 23),” she said. Franklin works at the appraiser’s office. She’s the director of administration. Franklin said she’s running to continue the gains made under Jeff Furst, who held office from 2000 to 2010, and Pruitt. “We have worked so hard to build these things up and I understand where we were going and I want to continue that,” she said. Franklin said the appraiser’s office has had fewer challenges to appraisals last year than any other. “Our motto is, ‘Superior service and trusted results,’” she said. “We take that seriously.” Pruitt told Sunshine State News that he was exiting the race in part because he saw no way to win reelection without a bitter campaign that he wanted no part of. Franklin has a Florida Department of Revenue designation of certified Florida evaluator. She’s married and has two children.

Ken Pruitt

Michelle Franklin She’s never run for elected office. Franklin said keeping continuity at the appraiser’s office is important. “We’re an award winning office and I want to keep doing that,” she said.

CASCADES from page A6 he told them he was, in fact, performing his fiduciary duty. (Mr. Lamm had nothing to do with this letter.) Mr. Lamm went before the Sanctions Committee with his attorney and a court reporter. The committee, wanting nothing to do with having this on the record, adjourned the “hearing” to a later date. Too bad about your costs, Mr. Lamm. I contacted Jan Bravaman, president of CCFJ, a statewide organization set up to help homeowners in HOAs and condos. Quoting a portion

of his response: “They are nuts … Punishable offenses are listed in the governing docs — and I am sure abusive language isn’t listed.” He went on to say: “But in reality the fault is with the owners who allow such an abusive board to run the show.” So I would suggest, Mr. and Mrs. Greenstein, that the real problem in The Cascades, is owners like you that allow these abuses to continue, because it hasn’t happened to you. Who cares about your neighbor’s rights? Pete Knoll

The St. Lucie West Services District West Services District uses two robotic submarines to inspect, and sometimes help clear, its more than 30 miles of storm-water pipes. William “Bill” Hayden is the district’s assistant district manager and public works director.

1203 W. Midway Road, Ft. Pierce www.thefeatherednestllc.com

ST. LUCIE WEST — They’re yellow and their submarines. They’re also about 14 inches long, so no one will ever live on them. They’re VideoRay remotely operated underwater vehicles, and they’re saving the St. Lucie Services District money while helping to make sure storm water drains correctly. “It’s paid for itself over and over and over again,” Bill Hayden, the district’s assistant manager and public works director, said. Was a time when if storm water wasn’t draining right, the district sometimes called in a company that sent robotic submarines through the pipes to find problems. That was costing about $2,400 a day every time the district called. In 2006, the district figured it should just buy submersible robots. They cost about $35,000. Hayden figures the two miniature subs have spared the district from spending about $100,000.

Kelsey plays in the first violin section of the Treasure Coast Youth Orchestra, helps out at the Humane Society and with Big Brothers Big Sisters, has played a critical role in her school’s Beta Club, and is very active with her church. Last summer, while interning under Dr. Mito Ramgopal, an infectious disease specialist in Fort Pierce, and with all her other engagements, Kelsey still found time to initiate a supply drive for Renaissance Charter School where she used to be a student. Now, she is working on an anti-obesity program in Port St. Lucie that is aimed at inculcating children in healthy diets, lifestyle, and exercise. And all that’s just the tip of the iceberg. To crown it all, Kelsey just graduated magna cum laude from IRSC’s dual enrollment program,

even before graduating this past Saturday from Fort Pierce Central High School. In the fall, she will matriculate into FSU’s Undergraduate Research Opportunities Program, where she plans to study pediatric oncology, with a focus on stem-cell research and microbiology. “There’s no doubt in my mind, that she’ll end up in med school, and where she wants to be,” says Kim Jones, Kelsey’s guidance counselor at Fort Pierce Central. “People say that about a lot of kids, but she’ll actually do it. She has the follow-through and drive. She’s determined, and she tends to pick really good role models and mentors. You just know she’s going to do great things and make great things happen.” Ever since age 3, Kelsey had dreamed of being a professional musician, and has distinguished herself in this field. During her sophomore year, however, when her mother was diagnosed with cancer, Kelsey’s goals shifted, and she began to think more of her family and community. “My mother’s super healthy now,” says Kelsey, “and it’s changed all of our lives,” says Kelsey. “The experience has definitely inspired what I’m doing right now.”

Photo courtesy of Kelsey Tesalona Kelsey Tesalona displays her haul of school supplies from a drive for Renaissance Charter School of St. Lucie West last year. The profound impact Kelsey has had on her community has sometimes surprised her. Last summer, Kelsey appealed to the congregation of St. Bernadette Catholic Church in St. Lucie, where she volunteers regularly in the choir, asking for school supplies for her former elementary school Renaissance Charter. At first, she wasn’t sure the

project would work, but after two weeks, the whole lobby was so full of donations, parishioners had a difficult time entering the church. “Response from the school supply drive was more than I expected,” says Kelsey. “It was a lot easier than I thought it was going to be. I thought it was going to take more

it you need to call the (Florida) Department of Environmental Protection, so they can go out and test it,” she said. “We’re warning people to definitely stay away from it. If you see it, don’t touch it. Keep your pets away from it and call DEP.” The suspected blue-green algae, so far, has not been reported in the St. Lucie’s North Fork — along Port St. Lucie, Jensen Beach and the northern side of Stuart. “We have not had any sightings of blue green algae,” Arlease Hall, public information officer at the St. Lucie County Health Department, said. However, the St. Lucie health department issued an unrelated health advisory about bacteria levels in the North Fork on May 20. “Testing revealed higher than normal levels of enteric bacteria at River Park Marina, Veterans Park, and Sandpiper Bay Canoe Launch,” the department said in a health advisory. “Swimming in the waters is not recommended due to an increased risk of illness at this time.” Blue-green algae is generally waterborne, although it can survive on land. Enteric bacteria is found in intestinal tracts. It gets into waterways through fecal pollution that often migrates in storm water. Enteric bacteria can usually only be toxic enough to cause nausea and diarrhea along with skin and

eye irritation and possibly rashes. However, that can be an extreme health hazard to the very old, very young and seriously ill people. Blue-green algae blooms can generate more generally hazardous neurotoxins and hepatotoxins, poisons affecting the nervous system and liver. Blue-green algae blooms often cause largescale aquatic die-offs. “We’re not sure of the toxicity until we get tests back,” Perry said. Perry said that the South Florida Water Management District identified blue-green algae in Lake Okeechobee in the early part of May. He said it was covering about 33 square miles of the lake. It quickly migrated to Port Myaka, just east of Lake Okeechobee. That’s where the C44, the St. Lucie Canal, starts. Perry said that by May 13, folks from the institute found samples of likely blue-green algae at the St. Lucie Lock and Dam, 2200 S.W. Canal St., Stuart. That’s where water from the C44 enters the St. Lucie River. Two days later, the institute found suspected blue-green algae at the Palm City Bridge, about six miles north of the lock. Then others started spotting it. “Since then, we’ve been hearing reports here and there of it in the South Fork of the St. Lucie Estuary.” The blue-green algae, while worrisome, isn’t odd for Lake Okeechobee, St. Lucie Canal, and St. Lucie River. “Since 2004, we’ve had six differ-

ent events coming from the lake into the St. Lucie Estuary,” Perry said. The last “significant” bloom, Perry said, was the infamous Lost Summer, 2013. That year hastily-arranged protests against continued pollution of the St. Lucie from Lake Okeechobee discharges drew thousands and hit a pitch that resonated to Tallahassee and Washington D.C. That led to the creation of the Florida Senate Select Committee on the Indian River Lagoon and Lake Okeechobee, headed up by Sen. Joe Negron. Due to the committee’s recommendations, during the 2014 session, the Florida Legislature appropriated $232 million to help with Everglades and Indian River Lagoon restoration. Perry said that while some with the power to help have noticed the blue-green algae and acted there’s still a lot of science denial. “These (repeated algae blooms) are troubling, because people in the agencies say they come and go and seem to be naturally occurring and we don’t need to worry about them,” he said. The health departments are encouraging people to avoid contact with the St. Lucie River, and to keep pets from it as well. “You don’t want your pets tramping through that water,” she said. “They get it in their fur and track it in.” Suspected algae bloom sightings should be reported to the Florida Department of Environmental Protection at (772) 467-5572.

Mowery added, “This city has now grown to being the third largest city in South Florida.” He attributes that largely to the Mets spring training times attracting folks from all over the country, some of whom decide to relocated. Tradition Field, formally called the Thomas J. White Stadium, was opened in 1988. White was the developer who created St. Lucie West. He footed the $11 million cost of building the stadium. The Mets moved spring training from St. Petersburg to the then new facility. It holds about 7,100 spectators. The 55 million for work includes adding a practice field, player housing, a cafeteria and some

new training facilities. Dzadovsky said the Mets, too, will be adding dollars to renovate Tradition Field’s facilities. “There’s been a significant contribution by the Mets,” he said. The county is awaiting word on $20 million from the state to wrap the deal. The county has an agreement with the Mets that goes to 2023, because of a recent five-year extension. Along with the Mets’ share in upgrades and renovation, the county will get assurances of another quarter century of professional spring training and the economic advantages that come with it. “You can see the synergy from the 1980s when St Lucie West was created to today,” Dzadovsky said.

TREASURE COAST — The Fort Pierce Combat Veterans Motorcycle Association (CVMA) is challenging local singer, songwriter, recording artist and fitness enthusiast JessLee to the Navy SEAL Museum and Obstacle Course on June 4. The CVMA Combat Veterans Motorcycle Association will be riding to the Navy SEAL Museum on that day. Not only did they invite JessLee, who supports our military organizations through her performances and album sales, on the ride, but because of her extreme training, they have also challenged her to the Navy SEAL Obstacle course that day. The museum welcomes the public to come out during museum hours, but especially on June 4. The challenge is meant for pure fun and camaraderie. However, this obstacle course is one of the toughest, and will definitely be difficult for JessLee. “She’s a strong woman who rarely turns down a fitness challenge,” says Rich Gomes, who trains daily with JessLee. “But especially one that involves her favorite people: veterans.” JessLee said, “I am so stoked to run the course with and against some of our country’s finest. I am currently in top physical condition, so it is good timing the challenge came when it did. Hopefully I won’t pass out.” JessLee is a nationally qualified Women’s Figure

than a month to collect what I did and it only took about two weeks. It really opened my eyes to how much people are willing to give. If it’s that easy, why not do more of it?” The idea for the drive came from Kelsey’s involvement with the Beta Club at her school. While nationally Beta — an honor society that focuses on leadership, character, community service, and college readiness — has been around for more than 80 years, the chapter at Fort Pierce Central was founded a little over two years ago. Kelsey has played a huge role in recruiting new members, and in just one year, the club has grown from 6 to more than 40 members, and has been invited to national competitions two years in a row. Besides serving as a social and networking resource for the students, the Beta Club has been involved with numerous community outreach programs such as 5Ks and canned food drives. Through the Beta Club and other community outreach platforms, Kelsey has racked up an impressive 800 hours of volunteer service (in comparison to the typical 125), and Jones says, this has demonstrably inspired her peers to do more in their own lives. While Kelsey has put her anti-obesity program on hold for the time being to focus on school and other activities, it’s still a project she keeps close to her heart. She is looking forward to exploring new opportunities for her outreach at FSU. “At FSU, there a lot of volunteer opportunities, and I’m definitely planning on doing a lot more when I’m in college,” she says. Kelsey was accepted into a learning / living environment, where she will share a dorm with several other young women interested in STEM (science, technology, engineering and mathematics) curricula, and she looks forward to connecting with others who share her vision and diligence. Dr. Giraldo Cepeda, Kelsey’s family physician who has known her since she was born, and last

summer mentored her at his pediatric office in Fort Pierce, says there is nothing he believes Kelsey can’t do, given her strong motivation and talents. “Kelsey is truly a special individual,” he says. “First of all, she’s very gifted when it comes to music. She just lays her hand on something and it makes unbelievable music. On top of that, she’s truly exceptional with her studies. She’s very motivated and always doing things for the community. This is somebody who sets her mind to do something, and it gets done. It’s truly an amazing thing to see in somebody her age.” Her goals in medicine won’t interfere with her love for music, Kelsey says. “Music has always been a big part of my life. I thank music for a lot of my achievements. It has taught me to be very responsible. There’s a maturity level in what I did as a musician. It’s been with me all my life, and I will definitely continue it at FSU.” This year, Kelsey was awarded conductor’s choice by the Treasure Coast Youth Orchestra, for her talents and long-standing devotion to the orchestra. John Enyart, the director of the orchestra who has known her since kindergarten, says, “She has been very diligent and a fine student. If Kelsey sees a challenge, she’ll grab it and go with it. She’s that kind of a person. She can do anything in the world she wants. She has the ability to do it.” This little “sparkplug,” as Enyart calls her, says that everything she has done has helped inform the bright future that awaits her. Even down to her involvement with Big Brothers Big Sisters. “Everything I’m doing right now is a stepping stone for my career,” she says. “I’m really thankful for Big Brothers Big Sisters, because it has taught me how to relate to another child. It’s really opened my eyes to what I could be doing later.” With open eyes and a huge heart, she is now embarking on the next phase of her journey. This is not the last time we’ll hear of Kelsey Tesalona.

After sharing the stage with top competitors, including several armed forces competitors (there is a separate award for top male and female of the armed forces), JessLee opened the evening ceremony by singing the national anthem. JessLee said, “It was tough, because as a vocalist, I need to stay hydrated to preserve my voice but as a figure competitor, several days leading up to the competition, I must begin to deplete my body of water to show my muscle striations. “But I couldn’t say no when asked to sing the anthem. I love my country, and I am always honored to sing the national anthem. Plus, I got to put my “music and muscles” mantra in full motion.” Since Oct. 5, 2015, when JessLee announced her fundraising campaign to donate $2 from every sold album, “JessLee: Just a Kiss,” to the CVMA, she and several chapters of the organization have been combining forces to raise money and attention for veterans and their families. The CVMA motto is “Veterans Helping Veterans.” Members enjoy coming up with ways to help other veterans and their families who are in need by raising money and volunteering time. They do things like mow a veteran’s yard, give a veteran a ride, or spend time to sit and be a companion to a veteran. They even show up in huge numbers to support and honor fellow veterans from past wars and welcome-home ceremonies. JessLee chose CVMA because she wanted to support an organization for veterans that didn’t have a big overhead or salaries to pay. “These men and women served. They already proved that they take care of their own. You can’t get much closer to a ‘from hand to hand charity’ than this,” she said. “They are just selfless people. As if they didn’t do enough for our country by serving in combat and then they come home and serve their fellow veterans and families some more. Now that’s love!” The Navy SEAL Museum is located at 3300 N. U.S. Highway A1A, Fort Pierce. For more information, visit www.navysealmuseum. MARTIN COUNTY — Martin County School District’s Project SEARCH, a one-year, high school transition program that provides employment training and education for students with disabilities, will hold its 2016 graduation celebration on Friday, May 27. The event will take place in the conference center at Martin Medical Center North Conference Room in Stuart at 9 a.m. Nine students will be recognized for their completion of the program. Project SEARCH serves as a workforce alternative for students ages 18-21, in partnership with Martin Health System, Helping People Succeed, ARC of Martin County and Vocational Rehabilitation. Each student applies to the program and is accepted

through an interview process by a panel of committee members. Selection of new interns takes place at the end of each school year and applications for the 2016-17 program are now being accepted. More information on the entrance requirements can be found on the Project SEARCH web page. “The cornerstone of Project SEARCH is total immersion in a large business,” says Andrea von Stralendorff, Project SEARCH Teacher. “Students report to the host business and learn job-related skills in the classroom, while participating in three internships/experiences throughout the year. This provides students an opportunity to establish their career goals and take steps to achieve them.” For additional information about Project SEARCH and the application process, please contact Andrea von Stralendorff, Project SEARCH Teacher, at 772-2235945 x1452 or vonstra@martin. k12.fl.us.

Memorial Day then and now imagine, were terrible,” Lewis said. “About 250 black Union POWs died and were chucked into a mass Patrick McAllister grave.” The status of blacks, particularly former slaves, was a prickly issue during the Civil War for the Union and Confederacy. Jefferson Davis, president of the Confederate States, issued a proclamation declaring black union soldiers “armed slaves in insurrection against the authorities of the different States of this Confederacy.” In other words, black Union soldiers weren’t regarded as prisoners of war afforded any protections of that status. Lewis said that as the Union pushed into South Carolina,

hile Memorial Day means barbeques and sales for some, for others it’s among the most sacred of our civil holidays. It’s the day when we honor those who’ve died in service to our nation. How’d it get started? That’s a more complex question than it might seem. Back in the ‘60s, President Lyndon Johnson signed a proclamation declaring Waterloo, N.Y., the birthplace of Memorial Day on May 30, 1866. The National Memorial Day Museum is even in the village. Done deal — Decoration Day, now Memorial Day, started in the Finger Lakes region of New York. Not so fast. “Probably the very first commemoration of Memorial Day was May 1, 1865, right here in Charleston (S.C.),” Simon Lewis, a professor at the College of Charleston, said. There was a Confederate POW camp at what is now Hampton Park. Before then, it was a horse racetrack. “The conditions, as you can

A FULL SERVICE VETERINARIAN CLINIC We at Kelly’s Animal Hospital are the one-stop practice for all your best friend’s needs:

In St. Lucie West, storm water goes from the west to the east heading toward the St. Lucie River. Along the way it passes through 128 storm-water retention ponds with about 650 acres of surface water. Some of the water heads through 33.25 miles of pipes. Water, of course, isn’t the only thing that gets into the ponds and pipes. Sometimes branches and other debris get into pipes and block them. Water on the inflow side builds up. The robotic subs that operate on 250-foot buoyant tethers go into those pipes beaming back lighted video operators see on a screen above. One of the subs has a claw. “Sometimes we’ll get wood and branches and can actually grab them and pull them out,” Hayden said. But usually the subs are on routine patrols looking for pipes that need to be jet cleaned to remove sediment. When the rainy season hits, spring and summer, a lot of storm water means a lot of sediment. Some’s natural sediment. Some’s manmade. “When we start inspecting, (the robotic subs) are out four days a week for six months,” Hayden

said. Workers have never come across any lost treasures loosened by flowing water, Hayden said. Although, they’ve seen some interesting things in the pipes. “We’ve seen alligators,” Hayden said. “Catfish, bass. You’d be surprised what we see” Don’t bother calling the district to find out where those bass are. It doesn’t allow any trespassing on the storm water retention ponds, many of which are in neighborhoods. A line in the water is trespassing. The board of directors has occasionally looked at the possibility of opening some of its ponds to passive use and perhaps fishing. If the district employees do ever come across ancient Spanish treasure in the pipes and ponds, they’ve developed some skills to retrieve it. “A lot of times my people have dropped sunglasses (into the water) and used the claw to get them,” Hayden said. The services district has used the subs to help Port St. Lucie public works out of a few pinches. Hayden said local law enforcement has never called for help looking in area lakes and

ponds for anything. He said if any did the district would happily help any search efforts. Hayden said the St. Lucie Sheriff’s Office did get at least one after the district got its robotic subs. The micro-submersibles are used for a number of applications throughout the world. The company reports at its web site that one agency, the Tennessee Wildlife Resources Agency, has used its VideoRay to find and help recover 25 bodies from waterways over the last three years. Hayden said he’s certain the St. Lucie West Services District is the first governmental public works department to get its own subs. “I think we’re the first government agency to use it for this application,” he said. “I know first in the state.” The subs can dive about 1,000 feet assuming there’s enough tether. They operate on 120-volt

generators. They’re about 13 pounds. Hayden has a scenic idea for the district’s subs. “It’d love to take this thing out to the ocean to a reef or something,” he said. “We can’t do that.” But there is something that the district would and could do with pleasure. Take them to area schools if they’d call. “I’d love to do that,” Hayden said. “My guys like talking about this stuff.” The district is a Community Development District, which is a hybrid creation of the State Legislature. The districts operate as governmental bodies to deliver some municipal services, such as water and sewer. It doesn’t gain any revenue from property taxes, although some assessments to pay debt on certain projects are paid along with property taxes. The St. Lucie West Services District handles water, sewer and storm-water management for St. Lucie West’s residential and commercial areas.

many fled Charleston. Except for blacks. They were eager to see the boys in blue arrive. “With this now massively African-American majority in town, they disinterred and reburied (the dead Union soldiers),” Lewis said. “They built a fence around them and put up a gate.” Lewis said almost all who remained in Charleston showed up to dedicate the mass grave to the “Martyrs of the Race Course.” “It was an amazing event and obviously it got kind of lost once the war was over and Reconstruction collapsed,” Lewis said. Well, it might have been forgotten. The predecessor of modern veterans’ service organizations, the Grand Army of the Republic, might have been inspired by stories of the Charleston commemoration. In May, 1868, the organization’s commander, Gen. John Logan, issued a proclamation calling for Decoration Day on May 30. Historians believe that about 180 ceremonies happened in 27 states that year. Some historians believe the Grand Army of the Republic, which accepted Union

soldiers, sailors and Marines, might also have been inspired by the Confederate Memorial Day, which likely started in 1866 around Columbus, Ga. While Memorial Day started as a commemoration for those lost in the Civil War, by the 20th century, it broadened to include all others. The name Decoration Day — a reference to decorating the fallen service members’ graves — slowly gave way to Memorial Day. In 1967, Congress declared it to be the official name of the holiday. A year later, Congress moved it from May 30 — a date selected because no major Civil War battles happened on it and flowers were in bloom — to the last Monday of the

month. That decision remains controversial to many. Sen. Daniel Inouye of Hawaii, a World War II veteran, introduced bills in Congress to return Memorial Day to May 30 every year from 1987 until his death in 2012. Memorial Day Events Port St. Lucie will have its annual Memorial Day commemoration at Veterans Memorial Park, 2100 S.E. Veterans Memorial Parkway, starting at 10 a.m. For more about it, call the city’s park department, (772) 878-2287. In Fort Pierce, there’ll be a Memorial Day service at Indian River Memorial Park (Veterans), 600 N. Indian River Drive. That’ll start at 11 a.m. Additionally, the National Navy UDT-SEAL Museum will have a service at 10 a.m. The museum is at 3300 N. Highway A1A, North Hutchinson Island, Fort Pierce, visit www.navysealmuseum.org. Stuart will have its annual Memorial Day Parade 10 a.m. to noon. The parade will be on East Ocean Avenue starting at Southeast Illinois Avenue. The parade will head westward to Memorial Park, 100 E. Ocean Ave. For more visit www. StuartParades.com.

ST. LUCIE WEST — Pueblo Viejo on Peacock Boulevard introduces a rare taste of Jalisco to St. Lucie West. Start with some chips and a bowl of fresh-made guacamole with chunks of succulent avocado, the ripest tomatoes, onions, cilantro, and a pinch of lime juice, mixed right at your table. At Pueblo Viejo, the guac settles you right into the border-chic and tranquil cantina atmosphere, and goes perfectly with a refreshing margarita. If you really want to treat yourself, order a horchata (a traditional non-alcoholic Mexican drink made from flavored rice milk). The restaurant is one of six on the Treasure Coast, all of which are managed by brothers from Seattle. In 1999, their first store opened on Bayshore Boulevard, and about 10 years later, the Peacock Boulevard location opened its doors. The brothers’ dynasty and many of their recipes trace back to a couple of uncles who opened their first shop years ago in Los Angeles, and has since spread the brand to Oregon, Wyoming, Colorado and Florida. Their combo plates leave very little to be desired. A flavorful carne asada skirtsteak is paired

with a chile relleno oozing with taste, spanish rice, beans and a salad. You will not go hungry at Pueblo Viejo. Many of the entrees are the biggest bang for your peso this side of Sonora, like the Tres Amigos which combines chicken, steak and garlic shrimp on a huge platter. For a special Puerto Vallarta taste, get the Mojarra Frita, a fried seasoned tilapia that comes with pico de gallo and avocado. Cap it all off with a homemade flan that will send your taste-buds galloping. The ambience of the place provides for any occasion, whether it’s a large family party (a communal table stretches through the center of the restaurant) or a nice cool michelada after a long day’s work, The excellent staff of Pueblo Viejo serve out great fare for a reasonable price. Recently, the restaurant remodeled an annex of the main dining room to accommodate a full liquor bar, modeled after a Tijuana watering-hole. Between 2 and 5 on Monday through Friday, bar patrons are treated to $1.99 draft beers and $3 margaritas and sangrias, though the drinks are always cheap. Appetizers also are half-price at the bar, and tacos are just $1.25. Visit Pueblo Viejo’s website at www.puebloviejofl.com or call at (772) 807-5550 for information on their cuisine and hours. They also do deliveries.

TREASURE COAST — We’re on the hunt and calling all divers and boat captains for the fourth annual Treasure Coast Lionfish Safari which will be held Saturday and Sunday, June 11 and 12. The lionfish hunt is hosted by One Florida Foundation, the event is part of the network of hunts for Lionfish that have invaded the eastern coastal waterways. At sunrise on Saturday, teams of divers and the boating community will advance the eradication of this voracious invasive species. The event includes education booths, a community art area with a student art contest (K – 12), a chef’s challenge with ‘celebrity’ judges and the lionfish weigh-in competition. Samplings of lionfish will be introduced to raise awareness that these predators are becoming the next platefuls at local eateries. Look for lionfish ceviche and tacos to be on the menu. A new industry is being borne of this destructive creature. Related vendors will be on site as well as the specialty Marine Art area that expands each year. Be the first in your circle to own lionfish jewelry. Bring the family for two days of

Lionfish as a meal old Florida fun in the sun with music, food and education. Learn about isotope analysis and the intricacies of filleting a lionfish. The official weigh-in is always a crowd-pleaser. Participating partners include FAU Harbor Branch Oceanographic Institute and Ocean Discovery Center, FWC, Smithsonian Marine Station, St. Lucie County Aquarium and many more. The public can support the cause by purchasing a t-shirt. Custom, promotional art by Guy Harvey is available on flags and event shirts. The event will be held at the Fort Pierce Marina Circle — Indian River Drive and Avenue A, at the waterfront in historic downtown Fort Pierce. Knapp lowered his season ERA to 1.96 while improving to 4-2. It only took 58 pitches for Knapp to get through the first six innings. He stranded the bases loaded in the seventh to end the game. ST. LUCIE COUNTY — Sheriff Ken Mascara announces that the St. Lucie County Sheriff’s Office annual golf tournament to benefit the Florida Sheriffs Youth Ranches surpassed the $1 million fundraising mark at the Saturday, May 7 event. Established in 1957 by a small group of Florida Sheriffs, the Florida Sheriffs Youth Ranches works to prevent delinquency and develop lawful, resilient and productive citizens through integrity, quality, stewardship and character. There are six youth ranch locations around Florida. According to Sheriff Mascara, the St. Lucie County Sheriff’s Office has been hosting a golf tournament fundraiser for the organization since 1987. This year, the agency’s total fundraising efforts exceeded $1 million, making them one of only four organizations in Florida to do so. “The Florida Sheriffs Youth Ranches strive each and every day to make a life-changing difference for many young men and women who might otherwise turn to a life of crime or despair,” said Sheriff Mascara. “The dedication of our

Sheriff’s Office employees, members of the community and local fundraising partners over the last 29 years to financially support this organization through our golf tournament is a testament to the important work they provide.” “We were so excited to present the St. Lucie County Sheriff’s Office with the Diamond Award for their generous giving,” said Florida Sheriffs Youth Ranches President Bill Frye. “As a donor funded organization we rely on gifts from the public to support our programs. It is a testament to the commitment of Sheriff Mascara and his team to continue the dream of our founding Sheriffs to provide a warm, stable home as we redirect young lives.” This year’s tournament at the Legacy Golf & Tennis Club raised a total of $70,000 with 116 golfers filling the field.
