TREASURE COAST — Opposition to the proposed All Aboard Florida is strong, if not more so a confederation of opponents than an organization of them. On Saturday, March 19, that loosely-organized group of protestors will

head to Florida East Coast Industries’ tracks at six locations from Palm Beach to Brevard counties for the “Move ‘Em West Rally at the Rails.” Move ‘Em West is a reference to compelling All Aboard Florida, which is owned by Florida East Coast Industries, to use CSX Corporation tracks that run near Lake Okeechobee. The company has nixed the idea.

Susan Mehiel, publisher of the e-newsletter Train Wreck Times, said the confederated rally was by popular demand. “A group of us along the Treasure Coast said we need to do something — we need to do a rally,” she said. “We didn’t want to do the standard rally where there’s a stage and people go and talk and talk and talk. We had people saying, ‘Come on, let’s

grab our signs and bullhorns and go to the train tracks.” For those who want to do more protesting, there’ll be the “Smart Change, Not Ramrod Trains!” rally and concert on Saturday, April 9, at Stuart’s Memorial Park, 100 S.E. Ocean Blvd. That rally will be from 10 a.m. to 1 p.m. and will include updates about ongoing le-

ST. LUCIE COUNTY — For John Wesley Davis, the Fort Pierce folk hero for whom Spoil Island 17 is unofficially named, the island may have been a refuge where he could escape his notoriety. For a local group of scientists and community organizers, Wesley’s Island is an opportunity to raise environmental awareness on the local level. A little over two years ago, Mark Music, a marine biology professor at Indian River State College adopted management rights of the 7 acre island, right in the middle of the Fort Pierce inlet. Since then, he and a myriad of collaborators have organized periodic cleanups with the hope of converting the island into an educational and recreational destination. “One thing people don’t know about Indian River Lagoon is it’s the most diverse estuary in the Northwest hemisphere,” says Music. “We have access to stuff in our back yard that people travel around the world to see. The island is in such a beautiful location and set up so nicely, it’s like a perfect outdoor classroom.”

See WESLEY page A18

Photo courtesy of James Burke The Friends of the Spoil Islands who have adopted some of the neighboring islands, have also been integral in the development of Wesley’s Island’s restoration. March 19, they will be leading a trip to the island for whomever is interested. FOSI and other groups have been working to remove exotic vegetation on the island with the intent of re-energizing its native flora. Mark Music of IRSC Pruitt Campus, St. Lucie West, spearheaded the island restoration.

ST. LUCIE COUNTY — Sheritta Davis Johnson is a familiar name around town, and she’s making her first run for elected office. “I’ve been looking at this for years,” she said. Johnson is a St. Lucie County native and graduate of Westwood High School. She did her college in the area, too, first at Indian River State College then Palm Beach Atlantic University. At the time, IRSC was still Indian River Community College. She works as the risk manager at the City of Fort Pierce. “For me the Supervisor of Elections office is a good fit for what I already do,” Johnson said. Johnson said as a risk manager her job is to consider everything could go wrong. “We look for what’s going to be a risk, what’s going to be a hindrance,” she said. That translates to the job as supervisor of elections, Johnson said, because elections bring challenges and unforeseen issues. For example, not enough voting machines at a precinct that’ll have an above-average turnout because of a candidate or issue. Or not enough accessible machines at a precinct with a nearby adult living facility that wasn’t around during previous elections. Johnson said supervisors must anticipate what can go wrong and make sure it doesn’t. Gertrude Walker has been the Supervisor of Elections since 1980 after the former Supervisor, James Brooks, died in the middle of an election. The Democratic

Party nominated Walker to be his election replacement. Most elections since then she’s been unopposed. Johnson said she admires Walker and leaders in her generation. Walker is 67; Johnson 47. “They have laid a beautiful, beautiful foundation,” Johnson said. “We’re progressing; we’re changing. The biggest Sheritta Davis thing is to be Johnson technically savvy to reach the younger generation.” She said the need for a change of guards at the Supervisor’s Office is a plus. “It think it’s time for change in St. Lucie County and that’s a good thing,” Johnson said. “It’s a positive thing.” Johnson moved to Orlando in the late 1990s and worked for the Florida League of Cities as an insurance underwriter. She moved back in 2010 to work for Fort Pierce. In addition to being the author of “Back to the Basics, Foundation for Living a Kingdom Life,” Johnson founded It’s All About You!, an organization helping girls and youths develop positive self-image with mentorship and seminars. She’s married to County Commissioner Kim Johnson. They have three adult children living out of the area. HOA woes plague St. Lucie West gated community Bruno Moore

FOR YOUR VOICE NEWS & VIEWS

info@YourVoiceWeekly.com

Homeowners Associations (HOAs) have long been contentious to many Florida homeowners. The moniker “condo commando” has come to refer to people who use their station as HOA board members to exercise undue constraints on homeowners within their communities, policing the neighborhoods for any slight infraction. Apparently drunk on their nominal power, they comb their communities to levy fines and report violations. According to residents in one St. Lucie West community, the condo commandos are alive and well,

wielding their power relentlessly. In an editorial piece written and emailed to Your Voice News & Views, Cascades resident Robert Pritchard, a college professor, spells out some of the main issues he says he and other residents are up against. “During 2015, HOA fees were increased from $853 per quarter to $900 — a 5.5-percent increase. In addition, the HOA board imposed a one-time fee of $250,” he said. While fee increases are nothing new for HOA organizations, Pritchard says the steady increase is debilitating to some seniors who live on a fixed income. What’s more, he says the increase affects property values as well.

“Many Treasure Coast HOA board members do not seem to understand they have a fiduciary responsibility to keep costs to the homeowners as low as possible while providing for quality services and property maintenance,” he wrote to Your Voice. Pritchard goes on to explain the effect increased fees has on the real estate value. “Ultimately seniors age, and must sell their homes. It is very important that the market values of their homes is not allowed to fall because of high HOA dues. Increasing HOA dues is like increasing property taxes: the higher they go, the more difficult it is to sell the properties.” Pritchard’s advice is to get involved in the board’s meetings

and help set practices and procedures for the board to follow. “Demand that your board provide notice of planned expenditures for the year. Demand accountability from your board. Institute board spending requirements. Carefully review the candidates for board positions. Once a person is elected to the board, you are trusting your money to that person,” he explained in the email. Former California prosecutor Robert Knoll looks at the HOA activity from a legal standpoint and doesn’t like what he sees. Referring to practices and procedures in place at Cascades, he says much of what the HOA does

Many of the original lyrics feature humorous but dated references to various figures of scandal and gossip in Depression-era society. Over the years the lyrics have been updated and

most modern versions omit them, replaced with generic examples of social upheaval. As I now am well into my senior years…I look Peter Perry back over the years and clearly see how much the world around us has changed. We now are witness to the dramatic degradation of the social and cultural values of yesteryear. I am sadly reminded of the wisdom of these Cole Porter lyrics and how the lyrics are so true 80 years after they were first scored. “In olden days, a glimpse of stocking…was looked at as something shocking…now heaven knows…Anything goes.” Look around you the next time you go out to the grocery. Think about it the next time you turn on the TV or listen to the radio. Times have really changed for sure when it comes to clothing and attire. Super short-shorts for the girls regardless of age or shape and pants below the buttocks with the fancy undergarments popping out for the boys. Are my values so obsolete or am I missing something? I think back to the time when we thought we were rolling out of the norm when we rolled up our tee shirt sleeves and pulled the collar up behind

our head just like in the movie “American Graffiti.” My generation lived through those happy times when hot rods and banana splits were the in-things along with Madras shirts and Cordovan Duck shoes. Those were the really cool shoes with high backs and it took hours of spit shining effort to bring them to a brilliant luster. And they only cost $14 dollars at the manufacturers’ outlet shoe store. I remember the time when you watched family shows such as “Leave It To Beaver” and “The Adventures of Ozzie and Harriet.” The latter show ran on television from October of 1952 through March of 1966 and was a real life American sitcom. I don’t know about you, but I wanted to be just like Rickie Nelson, he could be clean and cool without uttering any four-letter words. Back then Mom and Dad always went to bed in separate beds. They represented a true reflection of the American family and in my view deserve to be family of the year. Today, the family of the year is The Kardashians. For me, I am not so sure that they represent

ST. LUCIE WEST — It’s an election year at the St. Lucie West Services District. At its last regular meeting, the five-member Board of Supervisors approved running a legal ad letting folks know that two seats are up for election this year. Those are the seats now held by Everett Child and Charles Altwein. Any registered voter in the district can run for the seats. “The Board of Supervisors set the policies of the district,” Dennis Pickle, manager and utilities director, said in a phone interview. “They don’t handle the day-to-day operations of the district.” The district is a Community Development District, which is a hybrid creation of the State Legislature. The districts operate as governmental bodies to deliver some municipal services, such as water and sewer. They’re subject to most laws affecting local government, such as Florida’s Sunshine Law. The St. Lucie West Services District handles water, sewer and storm-water management for St. Lucie West’s residential and commercial areas. It has about 7,000 accounts with residential and commercial customers. The district hasn’t had a rate increase since 2010. However, as infrastructure ages and costs of doing business increase, it’s likely to have to consider rate increases in the coming fiscal years. Qualifying for the election will be at the Supervisor of Elections office at 4132 Okeechobee Road, Fort Pierce, from noon on June 20 to noon June on 24. However, candidates can file qualifying papers as early as June 6. The qualifying fee is $25, or 25 petition signatures from voters in the district. The two races are non-partisan. The winners of the two elections, which will be in the November general election, will have fouryear terms.

Board members are paid $200 a meeting to a maximum of $4,800 a year. The district has a regular monthly workshop and meeting, the first Monday and Tuesday of the month respectively. Sometimes there are special meetings. Gertrude Walker, Supervisor of Elections, said most Service District candidates don’t need to create campaign accounts, since few plan on spending any money on campaigns. However, those planning to raise donations or spend money on campaigns may need to create accounts and appoint treasurers. Pickle said folks considering a run for the seats will learn a lot about the district’s budget and operations at the workshops over the next three months. “We’ll have the first budget workshop on April 4,” he said. “We’ll be doing almost a line-byline review of the budget then. That’s the first, preliminary, budget. We’ll have another in May, and we’ll be adopting (the proposed budget) in June.” Those workshops are at the district’s office, 450 S.W. Utility Drive, Port St. Lucie, at 9 a.m. The district is considering creation of a passive-use park at the Lake Harvey Storm Water Project, at the intersection of St. Lucie West and Cashmere boulevards. Discussions are likely to continue past the election. Additionally, St. Lucie West is nearing its maximum build out, so the district won’t have many new accounts in coming years. It’s searching for other revenue sources, or cost reductions, to delay rate increases, such as allowing a cell tower on its property that could fetch about $20,000 a year. Perspective candidates can call Judy Durogene, candidate coordinator at the Supervisor of Elections office, for more information. Her number is (772) 462-1504. To learn more about the St. Lucie West Services District and its Board of Supervisors, visit www. slwsd.org.

TRAINS from page A1 gal actions Martin, St. Lucie and Indian River counties are taking to stop the proposed high-speed passenger rail that’ll cut a swath through the Treasure Coast. It’s a cut that critics say will bleed the local economy of marine-industry and other jobs, among other damages. In February, The Martin County Commission threw another $850,000 into its All Aboard Florida opposition fund to continue suits against federal and state agencies fully expecting it’ll have to put down more money in what it sees as a high-stakes hand that it can’t lose. Last year the commission unanimously approved creation of a $1.4 million fund to battle the proposed passenger service that’ll run on mostly existing tracks from Miami to Orlando. Indian River County created a $2.7 million opposition fund at the same time, and St. Lucie a $500,000 one a couple months later. Groups such as Florida Not All Aboard, Citizens Against Rail Expansion in Florida and Citizens Against the Train have urged and

supported counties’ legal and public-information campaigns against All Aboard Florida. The opposition groups loosely coordinate some efforts, and there are membership overlaps, too. However, the groups remain independent of each other. The March 19 rallies will be 11 a.m. One of the protests will be in Fort Pierce at Indian River and Seaway drives. Another will be in Stuart at Indian Street and Federal Highway. Mehiel said protests’ organizers plan for them to be about an hour. They’ll be on sidewalks about 100 feet from train tracks. She said protestors should wear comfortable clothes, along with taking sunscreen and water with them. There’s a good chance trains will pass during the protests. Parents whose young children will accompany them and people with sound sensitivities might want to take earplugs. “Some people are bringing comfortable chairs,” Mehiel said. More about the “Move ‘Em West” rally is at www.citizensagainstthetrain.com/content/move-emwest-rally. More about the “Smart Change” rally is at www.floridanotallaboard.net.

there raises some questions. “The (Noncompliance and Enforcement Policy and Penalties) document does not include even the most basic procedural or substantive due process defined in the Constitution of the United States. As a retired prosecutor, I have never seen a more poorly written document. It is stunning.” Knoll says the document is so shoddy that there is no clear definition of what constitutes a violation and the schedule of fines, he says, are vague as well. “Every category has nearly the same vague penalties. For many months, the Board was fining residents $200, in violation of State Law. To my knowledge, no effort was ever made to return these illegal fines.” The document outlines categories of infractions as follows: Immediate Danger, Major Violations/Infractions, Transient Violations/Infractions, Minor Violations/Infractions, Delinquent Owners, and Recurring Offender. Knoll said when pressed to explain each, board members could not. “An example of ‘immediate danger’ is walking a dog without a leash. Another example is ‘abusive language’. There is no definition of abusive language. When I attended a Penalty Committee meeting, I asked if anyone knew the definition of ‘abusive language’. The answer was ‘No’”. Knoll says he’s on to something regarding the HOA infractions, because he’s already been threatened with legal action. “First Service threatened to sue me for reporting misconduct and fraud,” he said. First Service Residential is the property management company that maintains Cascades in St. Lucie West. Knoll says he isn’t backing down from fighting for what he feels is nothing short of a violation of Civil Rights perpetrated by the Cascades HOA. Though the HOA has told him that constitutional law doesn’t apply to HOA organi-

zations, he says he’ll fight on. In a letter to fellow residents he put it another way: “The whole thing stinks, and if you wish to bail out, I understand. I am not.” Diane Haseltine is Cascades HOA president, and says everything the HOA does, from fine assessments to HOA fees, is above board. We have only had three special assessments since 2003,” Haseltine explained. She says the $250 special assessment Pritchard referred to was a necessary evil to eliminate a mold problem in the clubhouse restrooms. Assessments, board member Barry Krazner says, are anything but arbitrary. “It’s not like the HOA board meets and says ‘we think we want to make an assessment’, and they do this. All the residents have weighed in on this in one way, shape or form.” As far as Pritchard claiming HOA increases affect property values, Krazner says not fixing the problems special assessments are used for is even more costly. “Could you imagine what it does to your property values if you come in here and have a gym that’s shut down completely because nobody wants to fix them?” Haseltine says the claims that the HOA rules and regulations don’t align with the Constitution and state law are simply incorrect. “We abide by exactly how the statute is written. We have a violation committee so we do have protocol. We do not go off and do our own thing. HOAs throughout the state of Florida must be in conformance with the statute.” In the end, both Krazner and Haseltine say they expect that not every resident will agree with the handling of the HOA. But Krasner says Mr. Pritchard is right about being involved. “I do agree with Mr. Pritchard’s statement. People should be involved. They should call their board members and committee members to the carpet because that’s what activism is.”

any real form of a family. Entertainment today does go through progressions but does it have to be loaded with pornography. But then again, anything goes. Am I missing something or am I just an old codger who will not accept the new values impressed upon us through television, the movies, social media and the Internet? Admittedly the modern world has given us so many positive things and we accomplished much…but have we all gone over the line? “Good authors too who once knew better words…now only use four letter words…writing prose….’Anything Goes’.” What happened to our music? What happened to our language? Regardless of the TV show, movie, song, Internet blog or street corner gathering. The four letter word is no longer considered an expletive. It’s a normal and accepted expression that has become a part of our everyday language. It is no wonder that there are so many acts of violence being committed across the country in our schools and in our places of worship when we see what our young people are being exposed through modern media. “The Walking Dead” is an American horror drama and is now in its sixth season. Its main story line is about a zombie apocalypse in which dead people have come back to life and overrun the world. It is not only violent, it is constant and extreme acts of sadistic killing in the most gruesome fashion imaginable. This show has some of the highest Neilson ratings on television. Anything goes. “The world has gone mad today…and good’s bad today…and blacks white today…and days night today.” The question we need to ask is, “Are we seeing a decline in American values?” With each new sunrise we see policeman murdered, guns in the class room, terrorist attacks, politicians lying and journalists misleading us all. We recognize that the world around us is constantly changing and what was once yesterday’s taboo, has now become the norm. Anything Goes. Americans now claim to be more open minded yet 70 percent say that people’s values have been getting worse in America. Among the issues that rate more morally acceptable today than a decade ago include; homosexuality, human cloning, pre-marital sex, and having a child out-of-wedlock. At the same time, half believe that the economic system is unfair to middleand-working-class Americans,

Businessman seeks St. Lucie County School Board seat

Public comment opportunities are provided for the draft FY 2016/17– FY 2017/18 Unified Planning Work Program (UPWP) of the St. Lucie Transportation Planning Organization (TPO). The UPWP identifies the transportation planning budget, the priorities to be carried out, and the activities to be undertaken by the St. Lucie TPO in fiscal years 2016/17 and 2017/18.

Jay Meisel

FOR YOUR VOICE NEWS & VIEWS

info@YourVoiceWeekly.com

ST. LUCIE WEST — A Port St. Lucie man said he wants the St. Lucie County School system to put more emphasis on the basics. That’s part of the reason, James “Jamey” Capers, 41, said he is seeking the District 4 seat on the St. Lucie County School Board. Capers, who is seeking an elected position for the first time, will oppose Kathryn Hensley, a longtime incumbent on the school board. The District 2 and District 4 seats are the only two seats up for election this year. They hold the two longest-tenured school board members, Carol Hilson and Hensley. Hilson has filed for re-election to the District 2 seat. As of March 4, no opponents had filed for that seat. The school board non-partisan election will be held Aug. 30 during the statewide primary election. If a run-off is required, that would be during the general election on Nov. 8. The new term will begin on the second Tuesday after the general election, which will be Nov. 22. According to the St. Lucie County Supervisor of Elections Office web site, qualifying will be from June 20 at noon to noon June 24, 2016. Qualifying papers cannot be filed prior to June 6. People wanting to qualify can do so by submitting a qualifying fee, a petition or run as a write-in candidate. The qualifying fee is 4 percent of the salary for the position and the petition requirement is 1,823. Capers, currently works as a program manager. Previously, he worked in the hospitality industry. Capers said he doesn’t want to disclose his former or current employer at this time. In seeking election to the school board, he said, “I want the school system to get back to the basics.” One his concerns, Capers said, is that the way they teach mathematics is too sophisticated for the age of the students. Capers said he believes in teaching basic math skills, as they have been taught in the past. Another priority is to reduce the emphasis on standardized testing, he said. Teachers end up teaching to the test, he added.

To Provide Comments on the Draft UPWP

James Capers Although the system denies that’s the case, Capers said, that he discovered students are being taught at a young age how to fill out “bubbles.” And that’s how the students answer questions on the tests, by filling out bubbles, he said. Capers believes the school system needs to provide more support for teachers. Including supporting the teachers with issues in Tallahassee, he said. “There needs to be more of an uphill stream of support from the district to Tallahassee,” he said. Capers is studying the funding system for the School District and believes it’s underfunded. One of his goals is to find the source of the underfunding and correct it. As for charter schools, Capers said, he wants to study them more. He wants to make sure that adequate oversight exists for these schools. Capers favors vocational school programs for students not heading to college. “I think all options need to be on the table for students,” he said. Capers also stated that school board members should be more visible in the community. They have lived in St. Lucie County since 2007. Capers family moved to Florida —– first to Melbourne — from Mississippi for economic activities. Capers is a family man, who is married to Jennifer Capers, a marine biology instructor at Indian River State College. They have a 6-year-old boy and a 7-year-old girl.

MEDICAL WARNING

WESLEY from page A3 March 19, the wider community is invited to a guided tour of the island led by the Friends of the Spoil Islands, joined by Music who will give a short talk. Afterward there will be a pig roast at Sailfish Brewery in Fort Pierce, where several booths will be set up to raise funds for the habitation. The first phase of the Wesley Island project is to remove exotic vegetation and replace it with native flora. That will still take anywhere up to four years, says Music. The funds from the roast will go toward equipment and supplies, as well as the purchase of new plants. But the event is also just a fun way to get the word out, he says. “The whole idea is we’re going to enjoy ourselves and have a good time, and also raise environmental awareness. Truth of the matter is, people know about the environment, but like anything else you kind of take for granted what you have.” Al Beltran, head brewer at Sailfish, will be roasting a pig at the event. Numerous local organizations like Costa Seafood, MycoTea, and Hodge Podge Trees in Vero Beach will also vie for donations to the island with a community cook-off. The free event is expected to bring out at least 500 people, says Beltran. There will be live music, games, and raffled prizes,

WWW.YOURVOICEWEEKLY.COM and it will also be a way to teach the public about environmental advocacy in the area. Citizens 4 Clean Water will be there, as well as Dewey Mister Inc. Aeroponics in Fort Pierce who will be displaying a full aeroponic growing system at the event. “A big part of our business is the environment,” says Beltran. “We do anything we can to help raise awareness and have people join the team to help keep these areas beautiful. Wesley’s Island is a great thing to bring people together for the cause. At the end of the day that’s what it’s all about.” In 2014, the brewery organized Reggae for the River, all the proceeds of which were donated to the Oyster Reef Volunteers, and they have also been closely involved with the Billfish Foundation. The idea for the pig roast came from Davis himself. This modern Diogenes, who was reportedly fond of riding around on his motorbike naked and diving off second story hotel balconies, was so familiar with the local police that he was effectively banned from St. Lucie County in the ‘60’s. One story has it that he was arrested while accompanied by his pet pig. He showed up to court with the pig as the sole witness of his innocence, and later that night ate him. is being done in all earnestness. Already the Wesley Island project has attracted support and participation from notable groups in the community such as the Friends of the Spoil Islands (FOSI), Indian River Lagoon Aquatic Preserve and National Estuary Council, and the local Florida Department of Environmental Protection (FDEP), as well as a handful of students and other volunteers who have been inspired by the program. Stella Maris Environmental Research in Melbourne has expressed interest in conducting shark research around the island, and affiliates with the Manatee Center and the Smithsonian Marine Ecosystems Exhibit have also shown enthusiasm. Once the upland habitat is in good shape, cleaning up the water will be next on the agenda, which will include building oyster reefs and looking into long-term solutions for over-nutrified water, says Music. He and his collaborators hope that as the efforts gain steam and public awareness grows, the island will be made available for a number of different uses. Christa Stone, a local DJ who is involved with the Fort Pierce Boys and Girls Club is helping spearhead a campaign that will bring in educational programs from the community. “Once it becomes an educational island, we’ll be able to use that to gain so much more for

the community and the kids,” she says. “It will be a great platform for others in the community to see what can be done.” The overall goal is to balance the island’s various uses, says Jim Oppenborn, Coastal Resources Supervisor for the county who helps oversee the management of the island. “It’s always going to be a bird conservation island,” he says. “But it’s also used heavily for recreation. We don’t want to take away the recreation. We want to passively manage the island so that people can get the recreation in without disturbing the bird populations.” Students from Plymouth State University in New Hampshire went to the island this week to work with Music and Oppenborn. Last year, they helped cut out walking trails for the island. Stone says that this is part of the eventual horizon that she and her colleagues are trying to achieve: to turn parts of the island into a recreational site for the community. For more information on the guided tour, please contact the Friends of the Spoil Islands directly through their website: www.friendsofspoilislands.org or call James Burke at (631) 848-3199.For details on the pig roast, please contact Al Beltran with Sailfish Brewery at (772) 8286105. Mark Music can answer any general inquiries about the island. He can be reached at (772) 4859178.

TREASURE COAST — House Financial Services Committee unanimously passed the Flood Insurance Market Parity and Modernization Act introduced by U.S. Representatives Dennis Ross (FL-15) and Patrick E. Murphy (FL-18), both members of the committee. This bipartisan bill would encourage the development of a robust private flood insurance market that will provide homeowners more coverage options and lower costs. Having been ordered out of the committee with broad bipartisan support, the bill now is in line for consideration by the full House of Representatives. “Floridians and all Americans across the country would greatly benefit from more choices when it comes to flood insurance policies, and private competition in this market will lead to greater innovation and more affordable and comprehensive policies for consumers in flood prone areas,” said Congressman Ross. “The Flood Insurance Market Parity and Modernization Act will re-

move unnecessary federal regulatory barriers that are hindering consumer’s flood insurance options. I am proud this legislation is moving forward with strong, bipartisan support.” “This bill is a win-win for Florida families, giving them more options for flood insurance coverage, using new competition to drive down the price of plans,” said Congressman Murphy. “I thank my colleagues on the Financial Services Committee for moving this common-sense measure forward, and now call for its swift passage by the full House and Senate to empower Florida homeowners.” Currently, many Florida homeowners face unaffordable premiums and a lack of coverage options. Reps. Ross and Murphy put forward this common-sense plan to allow private insurers to come into the flood insurance market, creating competition and choice in policies and pricing to benefit homeowners. Giving consumers options will ultimately hold the National Flood Insurance Program (NFIP) accountable for affordability, quality flood maps, and service.

Local artist shows her colors FOR YOUR VOICE NEWS & VIEWS

ST. LUCIE WEST — St. Lucie West artist Judy Mercer has been painting in watercolors since 1995. After taking an introductory watercolor class in New Jersey, she learned by “doing” and from books. She and her husband retired and moved to St. Lucie West in 1998 and she has since taken workshops and lessons with several highly respected and nationally-known watercolor artists. Her work has been accepted into many juried shows, and has won many awards. Mercer has attained signature membership status in the Florida Watercolor Society, the Pennsylvania Watercolor Society, and the Southern Watercolor Society. She enjoys doing occasional demo’s for local art clubs. Mercer’s own photographs of

local scenes and florals are the basis of most of her paintings, which are filled with rich color and an underlying glow. She prefers to work inside in her home studio rather than the outdoors. Her method of painting is to let the colors combine and mix on the paper, rather than pre-mixing on the palette. Mercer is long time and active member of the Vero Beach Art Club, currently serving as Secretary, and she is also an artist member of the Artists Guild Gallery, a co-op art gallery in Vero Beach. Mercer continues to strive to reach greater heights in her pursuit of the fine art of watercolors. She just showed in the Under the Oaks Fine Art and Craft show in Vero Beach. She also is involved with the Urban Floats, a group that holds poetry nights, although she said that she is not a poet. She also has a part-time job at Taco Bell, which doesn’t leave her much time for going to the beach or skating, both of which she enjoys. Monica takes her upcoming role as a college student very seriously. “My area is school,” she said. “My parents didn’t go to college. I want to do better. The Boys and Girls Clubs played big part. They showed me that hard work will get you far.” Monica also takes her family responsibility as a role model seriously. She has a younger sister, 11, who likes to imitate what big sister does. Monica wants to make sure that she sets the right example. She cites the example of her own godmother. “She had a big impact,” Monica said. “She’s been there for me the whole way and pushes me to do

They showed me that hard work will get you far.” Monica Smith my best.” In the nominating letter for the Youth of the Year Award, officials at the Ken Pruitt Unit spoke of her as “goal-driven,” hard-working,” focused” and “motivated.” It’s clear, as she speaks that she is a young woman willing to put aside fun because she knows what she wants to achieve and what she has to do to get there. She wonders if she is a good role model, but there doesn’t seem to be much doubt of that. We are often quick to talk about youngsters as if everything they do is bad and a cause for despair. There are other outstanding young people like Monica Smith. If you know of one, please let me know. Each story deserves to be told.

and only 17 percent believe Wall Street executives share fundamental American values. We are desperate to make a difference. We are more desperate to see a return of civility…a return to normal family values…and a return to the practice of the golden rule. We are living during a complex time in a complex society and we see things both good and bad happening all around us. Our life has become increasingly more confusing and drawing a line between what is right and what is wrong…what is good and what is evil perhaps has become increasingly more difficult. However that is not a good excuse…I

Live show recreates studio magic Shelley Koppel STAFF WRITER

skoppel@YourVoiceWeekly.com

ST. LUCIE COUNTY — What if Elvis Presley, Jerry Lee Lewis, Carl Perkins and Johnny Cash got together to sing? It would be heaven for music fans. It actually happened Dec. 4, 1956 at the Sun Record Studios in Memphis and was a jam session like no other. The result was eventually released as a record called “The Million Dollar Quartet.” In 2007, Colin Escott and Floyd Multux dramatized the dream jam session in a musical entitled, “Million Dollar Quartet.” It made its way to Broadway in 2010 and received three Tony nominations, winning one. It featured songs that included “Love Me Tender,” “Don’t Be Cruel,” “Folsom Prison Blues,” “I Walk the Line,” “Great Balls of Fire,” “Blue Suede Shoes” and “See You Later, Alligator.” The national touring company of “Million Dollar Quartet” comes to the Sunrise Theatre March 25. Jackey Good, who plays Dyanne, a character based on Elvis’ girlfriend, Marilyn Evans, who was at the session, spoke from the tour about the show. “Elvis Presley met Marilyn Evans in Vegas,” she said. “She was a dancer and they struck up a relationship. He took her home to Memphis to meet his mother.” Marilyn Evans didn’t have a big role during the recording session and Good said that her role has been expanded in the show. She sings “Fever” and “I Hear You Knocking” and also sings back up. The Pennsylvania native moved to New York City to attend N.Y.U’s Steinhardt School

A little English, a little German FOR YOUR VOICE NEWS & VIEWS

The Treasure Coast Community Singers Classical Chorus will be performing Brahms: A Little English, A Little German; Liebeslieder Waltz Opus 52 and Neue Liebeslieder Waltz Opus 65 under the direction of guest conductor Thomas Bold. The concerts will be held on Saturday April 9 at 7 p.m. and Sunday April 10 at 3 p.m. at the North Stuart Baptist Church, 1950 NW Federal Highway. The Liebeslieder waltzes are a collection of love songs which have survived the test of time. They are frequently performed today as standard choral repertoire. An accomplished pianist, Brahms is considered to be one of the greatest composers of the 19th century. He is grouped with Bach (18th century) and Beethoven (19th century). His compositions include works for piano, chamber ensemble, symphony orchestra, voice and chorus. TCCS is a Non-profit 501(c)3 organization and complies with ADA. QUARTET from page B1 of Music. She received a bachelor’s degree in vocal production. She was familiar with this show, but didn’t realize there was a role for a woman. “A friend in a previous tour of it said there was a girl,” Good said. “I’m a fan of ‘50s music. I did ‘All Shook Up’ in 2013 and am drawn to the ‘50s musical genre. My grandmother was a huge Elvis fan.” Good said that the goal of the show is not to imitate each of the performers as if it were a tribute. “The aim is to make them as real as possible,” she said. “They’re not imitating or caricatures. They’re real people with real emotions. They’ve studied the vocalism, but there’s a little bit of themselves in it, too. “The primary conflict is between Elvis and Perkins, who wrote ‘Blue Suede Shoes.’ In real life, the conflict was not so huge. In our show, you see some disagreements, over the promotion of Perkins’ career. Elvis had to leave Sun and went to RCA when his contract was sold. They were at different levels of their career. Jerry Lee had just released his first album. He was a nobody who was just there to play piano. It’s kind of cool. You think of all of them at their peak, but rarely do

you delve into their origins, the young versions of those guys.” Good said that she is enjoying her status as the woman in the group. “I enjoy being the chill, cool girl amongst all these men,” she said. “In rehearsal, it was a challenge to stand among these powerful, talented guys. It’s been a fun challenge to create a woman who can stand among them and be strong and have a personality of her own.” Of course, at the root of the show is the music, those wonderful songs. “It’s good music and a great story,” she said. “That’s all you can ask for.” “Well, maybe not all. Good has another pursuit on the tour.” “I’m a foodie,” she said. “I’m eating and drinking as much local fare and local flavor. We’re in a new city every night.” The Sunrise Theatre, 117 S. Nashville-based sculptor Herb Williams produces sculpture on a grand scale, utilizing tens of thousands of Crayola Crayons. He orders each color individually packed, 3,000 to a case, and cuts the sticks down to the desired length. He then bonds the crayon—not the wax—to a form he has carved or cast, completely enveloping it in crayons.

FOR YOUR VOICE NEWS & VIEWS

ST. LUCIE COUNTY — Brandi is a 26 year-old, single mother, working as a waitress at a local restaurant. Recently she had to decide whether to see a doctor about a lump she found on her breast or to pay her rent – she chose her rent. But after learning about HANDS of St. Lucie County, she is now receiving quality care by our volunteer physicians, and because of the many partnerships engaged by HANDS, she is also being treated at the Moffitt Cancer Center. Brandi is not an isolated case, but it was stories like hers which helped the Dyer Difference Award Committee select HANDS of St. Lucie as February’s Dyer Difference Award recipient. In addition to a plaque or recognition, the organization received a $3,000 donation from Dyer Chevrolet in Fort Pierce. According to HANDS Executive Director, Dr. Passeri, thousands of St. Lucie County residents who go to work every day are struggling because they cannot afford basic medical care. HANDS of St. Lucie County is working to change that. The free clinic located on US1 in Fort Pierce, north of Midway Road, was created to provide uninsured St. Lucie County residents access to quality health care. A Volunteers in Medicine

Clinic, HANDS of St. Lucie provides free medical, dental, vision, gynecological, and mental health services to thousands of residents either on-site in their clinic staffed by area professionals who donate their time and talent, or at dozens of cooperating professional partnerships. Every dollar donated to the clinic helps provide the equivalent of nearly twelve times its own value in treatment for uninsured St. Lucie County residents. For the Dyer Difference Committee, that translates to a healthier, more productive community in which to live, work, and do business. Since relocating to the area in 2008, each month, members of the Dyer Chevrolet Fort Pierce staff meet to review the applications which have been submitted and select one non-profit organization to receive that month’s recognition and $3,000 award. For the Dyer family and the members of the Dyer Chevrolet Fort Pierce staff, it’s all about helping to make a positive difference in the community. For the recipients, it’s an acknowledgement of their tireless efforts to do the same and a much-needed financial boost to help further their missions. If you’d like to nominate a non-profit organization for the Dyer Difference Award, please visit www.dyerdifference.org or find Dyer Difference on Facebook.

“Peggy cared for our mom at home during a long illness so Mom could be with the family she loved. But in the final months when Mom’s condition got worse, her doctor recommended Treasure Coast Hospice. They provided expert care for Mom, supported our caregiving and guided the whole family. This was the relief we needed to enjoy time with Mom.”

ST. LUCIE COUNTY — In a report of information compiled annually by the Florida Department of Education (FLDOE), St. Lucie Public Schools (SLPS) once again moves closer to the head of the class in regard to top efficiency ratings for cost per capital outlay. In 2014-2015, the District was ranked 11 out of 67 school districts by reducing costs from $201.00 to $197.00. This compares to a ranking of 15 for the 2013-2014 academic year. This information is compiled annually from the financial data provided by school districts to the FLDOE. According to a memo from the FLDOE, this data is impacted by energy costs and other factors that impact energy expenditures.

Executive Director of Facilities Marty Sanders explained that the cost of utilities may vary for each District, nonetheless, this information is helpful in identifying movement relative to others as Districts continue to strive for greater efficiency. He commended the facilities team by saying, “Great work by all in keeping the power usage under control. The continued diligence in building automation, HVAC maintenance, and facility use team continues to make improvements.” This infrastructure allows for proactive measures that equate to sustainable savings regarding the quality and maintenance of our equipment. Of great support is the facilities automation team that sets automatic controls for turning on and off energy consuming devices such as lights, air conditioning, etc.
