TREASURE COAST — Sunday, July 10, was a sunny morning by the St. Lucie River. There were
few boats on the water. There was a light breeze, however. When it shifted westward, everyone groaned. A small bay nearby was covered in a thick blanket of cyanobacteria, blue-green algae. When the sun hit it right, the algae bloom looked like a solid, beautiful alien landscape one could walk on. It glimmered in rich, surreal colors. But —
“The smell speaks for itself,” Congressman Patrick Murphy said to about two dozen reporters and water activists gathered at Central Marine Stuart. Most wore painter masks. Those did little to hold back the stench. Murphy hosted the press conference after which he collected bottles of blue-green algae to take to Capitol Hill and the White House. Murphy recently sent a letter to
Rep. Kevin McCarthy, the House Majority Leader, urging a quick vote on the Water Resources Development Act. The bill includes Everglades restoration projects to help restore southern flows of water from Lake Okeechobee. Florida has dried Everglades land since the 1880s. Part of that

TREASURE COAST — As bluegreen algae blooms in area waterways, the Indian River Lagoon Council’s Science, Technology, Engineering and Modeling Committee will have its first meeting on Tuesday, July 26. The committee will meet at 10 a.m. at Up The Creek Farms in Valkaria. That meeting will be open to the public. At its last regular meeting — Tuesday, July 5 — The St. Lucie County Commission heard from Duane De Freese, executive director of the council. He said the Citizens Advisory Committee, which is being formed at press time, will have its first meeting in August. “We are in a moment of history that is at once scary and exciting.” De Freese said at the meeting. The council is a non-regulatory, non-taxing collaborative of four counties and 50 cities along the 156-mile Indian River Lagoon. Additionally, the St. Johns and South Florida Water Management districts are members. The counties, cities and districts pay to be in the council, which administers

the federal National Estuary Program for the Indian River Lagoon. The St. Johns Water Management District used to. The idea behind the council is to improve results of local, state and federal water-project dollars by coordinating efforts, along with members applying peer pressure on each other to do things such as get homes off septic tanks and onto central sewer systems. Septic tanks leak nutrients and bacteria into waterways through storm water. Additionally, the council aims to increase political clout for getting federal dollars for projects by unifying counties and cities along the Indian River Lagoon. It formed last year. Martin County was the first to dive into the Indian River Lagoon Council. In January last year, the county commission unanimously voted to pay $50,000 a year to join. St. Lucie, Brevard and Volusia counties followed. Indian River County opted not to join. Along with the counties, 50 cities joined, as did the Florida Department of Environmental Protection and

PALM CITY — Dan Bongino hasn’t lived in the 18th Congressional District that long, but he’s running for Congress — in the 19th Congressional District, Naples. Bongino is an author and radio personality. He moved with his family to Palm City last year. Many speculated he was aiming to make a run for the 18th Congressional District, which incumbent Patrick Murphy is vacating for a Senate run. “We have a bunch of conservatives in the 18th Congressional District running,” Bongino said. So he saw no reason to run on the Treasure Coast. He has a favorite congressional candidate. “One of the reasons I didn’t run in the 18th is because I’m supporting Brian Mast.” Bongino said. So, can he do that? Run for the House of Representatives he doesn’t live in? Bongino said it’s not entirely accurate to say he doesn’t live in Naples. He has a rental there, because he does a lot of his radio work at Fox News Radio 92.5 in Estero. “Florida has very complicated laws for homesteading and such,”
Bongino said. He plans, if he wins election, to buy a home in the district. Bongino said he doesn’t want to uproot his family so soon after moving to the Sunshine State. It doesn’t really matter whether or not he does move. A spokeswoman at the Florida Department of State previously told Your Voice News & Views there are no rules against running for Congress in a district one doesn’t reside in. “A state may not impose any further restrictions on qualifying for U.S. Representative than those found in the Constitution,” Brittany Lesser said in an emailed response to queries. “Thus, a person need not reside in the Congressional district in which they are running.” The Constitution requires that a Representative be a citizen of the United States for at least seven years, be at least 25, and reside in the state from which he or she is elected to the House. Bongino said the framers of the Constitution had a reason to leave out requirements for representatives to live in the districts they represent. That was a check against state legislatures from wrongly deciding political fates. “Their fear was that popular

PALM CITY — Raising awareness of the global water crisis is a lifelong cause for Adriana Mancini, a high school senior attending Clark Advanced Learning Center in Stuart. The seventeen year-old has fundraised over $38,000 for charity water, a non-profit organization that focuses on bringing clean water to people in developing countries. In 2015, Adriana also founded Students4H2O, a student-led campaign supporting the global water crisis, with two other Martin County High School students. Her group has participated in events aimed at fundraising and educating the public about the global water crisis. Adriana hopes that access to clean water and sanitation will help girls spend less time finding water and more time in school. On April 22, 2016 she was the winner of Seton Hall University’s United Nations Sustainable Development Goals Challenge. The United Nations set 17 sustainable development goals to help end poverty, fight inequality and injustice, and tackle climate change by 2030. This challenge engages high school students in focusing on the needs of society and the planet. Adriana focused on global goal #6, which pertains to clean water and sanitation, and described her efforts with charity water, Team Green Martin, and Students4H2O. Students4H2O joined the City of Stuart participating in their H2O
Expo Water Fest on April 30. For the April 22, 2017 initiative with the City of Stuart, Adriana Mancini will coordinate a community wide event at Stuart Memorial Park, involving all twelve Martin County elementary schools, especially their Team Green Martin/ recycling clubs, to educate the community on environmental issues and water conservation. She also wants to educate others about thinking globally and acting locally and the benefits of using social media for social good. Adriana’s other recent awards and recognition includes the City of Stuart’s Proclamation for April Water Conservation Month, USGBC Generation Green Apple Award Green Student Award 2016, Keep Martin Beautiful Staff Award 2016, and the Keep Florida Beautiful Outstanding Youth Award 2016. The Palm City resident launched her involvement with recycling as a founder and teen advisory for the Bessey Creek Elementary Team Green Recycling Program from 2010 to the present. This program is designed to empower and provide leadership opportunities for ESE students to work with their general-education peers through a common goal and become involved in the community through recycling efforts. In 2015, the Superintendent of the Martin County School District implemented Adriana’s recycling program into Hidden Oaks Middle School as part of a district-wide initiative. They are looking forward to having other schools in Martin County join their efforts.

United Way of Martin County announces $2.56 million investment in community Nancy McCarthy

MARTIN COUNTY — Families struggling to put food on the table will receive much needed relief, students in low-income households will get off to a good start in school, and at-risk youth will learn vocational and technical skills, thanks to $2.56 million that United Way of Martin County and its Foundation will invest in the community in 2016-2017. Each year, United Way raises funds through its annual campaign – this year the organization raised more than any other year in its 44-year history. These funds are invested in programs that assist individuals and families in Martin County who are struggling to meet basic needs in
the areas of education, financial stability and health. According to the ALICE Report, a recent study conducted by Rutgers University and United Way, 45 percent of Martin County households are struggling to make ends meet. ALICE (Asset Limited, Income Constrained, and Employed) is a population of residents who are employed, but due to high costs and factors beyond their control must live paycheck to paycheck, putting them one missed paycheck away from financial freefall. “Our commitment to this community and the ALICE population has never been stronger,” said Carol Hodnett, Vice President of Community Impact for United Way of Martin County. “The money raised in Martin County is invested right here in the com-
munity. Thanks to our generous donors, we are privileged to continue to make an impact in so many ways.” This year, United Way invested in 54 programs and initiatives that provide everything from early learning opportunities for at risk children to stocking shelves at local food pantries to Alzheimer’s caregiver support and more. One of the newest projects to receive funding is the Golden Gate Center for Enrichment. As part of a collaborative effort, the historic Golden Gate building will be transformed into a vibrant community hub for education, career training and resources for the economically struggling Golden Gate neighborhood. Collaborative partners include United Way of Martin County, House of Hope, Indian River State College, the

Exercising in the morning is a great way to get your day started and check a very important ‘to do’ item off your list. Good luck with your new routine! Question: Whey protein powder seems to upset my stomach. Are there any other alternative protein powders that I can try? Answer: An upset stomach could be a sign that you have an allergy or sensitivity to whey protein. Try egg, pea, brown rice, or hemp protein, which are all excellent alternatives for whey. Lactose and gluten could also be culprits, so you might start by looking for
brands of whey protein labeled lactose-free or gluten-free. Of course, it could also be what you are combining with whey that is causing the issue. Instead of milk, try blending powders with kale juice, unsweetened almond milk or coconut milk to pack a double punch of protein and phytonutrients. You could also try sprinkling protein powder over fruit, in Greek yogurt or adding to recipes for an alternative protein boost. Question: I love listening to music while I work out, but I find myself fidgeting with the earbuds because they won’t stay put. Do you have any recommendations on other types of earphones? Answer: Too small, too big, won’t say put in your ears? All of these prevalent earbud issues can be frustrating and distracting while trying to work out. If you like the traditional earbud style, look for buds that are attached to a lightweight loop that fits around your ear to help secure the earbuds. Headphone style might be the way to go; you can choose from those that wrap around the back of your head with an adjustable cord to achieve your exact fit or the over the head fit. Finally, you could also try traditional earbuds with the ability to twistto-fit your earlobes or earbuds

Emergency preparedness gets creative with Pillowcase Project MARTIN COUNTY — With hurricane season well underway, the YMCA of the Treasure Coast has joined the Red Cross of Martin County to bring the Pillowcase Project to the community, teaching kids and families to prepare for emergencies — using everyday pillowcases. The Pillowcase Project was inspired by the sight of university students fleeing their dorms during Hurricane Katrina with all their possessions packed in pillowcases. Sponsored by Disney, the Red Cross program will teach YMCA summer campers from grades three to six how to create their own emergency supply kits with essential items packed in personalized pillowcases. “We are thrilled to offer The Pillowcase Project at our Y summer day camp,” said Elisha Stoecklin, executive branch director. “This project teaches emergency preparedness and safety in a way that is fun and interactive for our campers.”
While the lessons are creative and interactive, the program emphasizes the importance of developing an emergency communication plan, fire evacuation plan and emergency contact cards. “The Pillowcase Project will help our children feel confident and prepared to take action during an emergency,” Stoecklin said. “They’ll also have fun making some cool-looking pillowcases to take home.” The Red Cross is providing the pillowcases and will lead the emergency preparedness education that day. The project curriculum has three core principles: Learn, Practice, and Share. The camp kids will learn about hazards, how to prepare for emergencies and how to use coping skills to stay calm. “One of our focus areas is youth development,” Stoecklin said. “Once our kids learn and practice, they’ll be encouraged to share their knowledge with their friends and families.” The American Red Cross Pillowcase Project is conducted in partnership with Disney, the Centers

process was building the Herbert Hoover Dike around much of Lake Okeechobee. The Army Corps of Engineers is in charge of the dike. It releases water into the St. Lucie Canal, C-44, which makes its way to the St. Lucie and Indian rivers, to prevent a catastrophic breech. In May the South Florida Water Management District spotted a large algae bloom on Lake Okeechobee. It migrated with those water releases into the St. Lucie Canal, then River. Then it made its way to the Indian River, and even onto Martin County beaches. Many along the area waterways are enduring the stench. It’s not the smell, but what’s in it that Martin County Commission Chairwoman Anne Scott spoke about at the press conference. The variety of cyanobacteria fouling waterways on the Treasure Coast produce microsystins, neurotoxins. The microsystins are the bacteria’s defense against predation, according to Edie Widder, senior scientist and CEO at the Ocean Research & Conservation Association, Fort Pierce. While many are calling for the governor and president to tour the area, Scott urged otherwise to make a point. “Gov. (Rick) Scott,” the commissioner said. “President (Barack) Obama. Don’t come here. It’s way too dangerous.” The commissioner and governor are not related. Scott said she’d gotten her first heavy exposure to blue-green algae scent recently. “By the time I got home, I had a migraine headache and nausea,” she said. Widder said at the press conference that state funding for monitoring hazards in the Indian River Lagoon has been cut in recent years, hampering research into possible health consequences of the blue-green algae bloom. But, she offered a scientific guess. “I would say in this concentration it’s never safe,” Widder said. In an interview after the conference, Widder said there’s

She said it may mimic another molecule in the brain and exposure could result in increased risk of conditions such as Alzheimer’s and Parkinson’s diseases, along with amyotrophic lateral sclerosis, commonly called ALS. Widder said while much research is to be done to say for sure, there’s evidence that inhaling aerosolized microsystins from cyanobacteria blooms might be more dangerous than ingesting them. She said there’s little people can do to prevent that exposure, besides leaving the area or investing in and wearing gas masks. “Those painter masks might help with gag reflex, but they do nothing to reduce exposure to microsystins,” she said. The Florida Department of Environmental Protection reports that sampling results from the end of June show slightly elevated levels of toxins exceeding World Health Organization guidelines for “lowrisk level” at a few Martin County locations, including Sandsprit Park. The audience gathered at the press conference took no reassurance from the state’s environmental department’s reporting.
“The smell speaks for itself.” Congressman Patrick Murphy St. Lucie County Commissioner Chris Dzadovsky said others aren’t buying it either. “Our tourism revenue is off significantly,” he said at the press conference. Dzadovsky chairs St. Lucie’s Tourist Development Council. He echoed a common refrain on the Treasure Coast: until water in Lake Okeechobee stops coming to the Indian River Lagoon, there are going to be widespread ecological crises, such as blue-green algae blooms. “We know that attending to a severed artery is what comes first when the body is under distress,” he said. “That’s Lake Okeechobee.” After the press conference St. Lucie County Commission Chairman Kim Johnson and Dzadovsky helped Murphy collect bottles of blue-green algae water. Murphy is taking them to Capitol Hill and the White House to give other lawmakers and the president a stronger sense of what’s on the Treasure Coast.

In a telephone interview after the meeting, De Freese said the upstart council has big plans to build its projects priorities from the neighborhoods up. “The big driver for us over the next year will be to revise the Comprehensive Conservation Management Plan,” he said. De Freese added, “This is going to be our link to ecosystem restoration: people.” He said grand plans for restoring the 156-mile lagoon that stretches from Martin to Volusia counties mean little if the people living, working and playing along it aren’t the biggest part in making them. De Freese hopes that the citizens committee will do two things — take information from communities to the council and visa-versa. Right now, folks living along the lagoon are just angry. There’s the blue-green algae, cyanobacteria, in the southern end of the lagoon certainly coming from Lake Okeechobee discharges into the St. Lucie River. That bluegreen algae did something highly unusual and unheard of among local water experts and advocates. The freshwater bacteria migrated into the ocean to wash up on beaches. The migration was ap-
parently along freshwater streams pushed into the Atlantic by water volume driven by a heavy rain season in South Florida. Brevard County had a large fish die on the Banana River — which is part of the estuary — in March. The cause was another bacteria, aureoumbra lagunensis, commonly called brown tide. The brown tide was spotted in November, and started blooming in January. Some water experts are warning that conditions are ripe this summer for the blue-green algae to migrate to possibly Volusia to fill the entire lagoon. The council’s job isn’t to tackle today’s blue-green algae and brown tide. They’re battles, yes, but the council is in for the war. Frank Sakuma, chief operating officer, said more catastrophic events will come. It’s a matter of time. “This isn’t going to be the last (large algae bloom),” he said. “You can’t do so much (damage) to a system and expect it to bounce back immediately.” De Feese worked with Gov. Bob Martinez to introduce the National Estuary Program into Florida. He said attitudes have changed dramatically over the years, especially since 2013, and residents are increasingly driving the state and federal decisions.

MARTIN COUNTY — The Florida Department of Health in Martin County is asking for help to locate the person who dropped off a dog at the Humane Society outdoor kennel in Palm City on Thursday, June 23, due to concerns related to possible rabies exposure. The Humane Society contacted the Health Department on June 30 when the dog became highly aggressive and began foaming at the mouth. The shelter contacted Martin County Animal Control Services for guidance, where it was determined that the dog needed to be euthanized by the Humane Society. Samples for rabies testing were sent and the test results were not conclusive, the Health Department is asking anyone who came in contact with the dog, prior to its arrival at the Humane Society, to come forward. The dog is described as a 1-to 2-year-old, unspayed female, dark grey pit bull. No microchip was found on the dog. Rabies is a virus that is transmitted from the bite or scratch of a rabid animal. Any mammal can get rabies. The most common carriers of rabies are raccoons, skunks, bats, foxes and coyotes. Domestic mammals can also get rabies. Take the following precautions to

grip that is too tight creates unwanted tension and prevents you from feeling the weight of the club head and from swinging freely. It also places the wrists in a non-pliable state preventing the proper cocking that is so paramount in playing good golf. You have heard it said the proper amount of grip pressure is like holding a bird or squeezing a tube of toothpaste. These descriptions can sometimes not be as practical and as specific as needed. The following exercise will show, very clearly, how to determine proper full swing grip pressure: Take your normal grip and hold a club waist-high, so the shaft is parallel to the ground. Relax your grip so the club head drops towards the ground. Gradually increase your grip pressure to bring the shaft back to its original horizontal position. The amount of grip pressure

As a former judge surely Anne Scott understands the implications of this. Anne Scott’s subjective application of the ‘Comprehensive Growth Management Plan’ against those who seek to create employment and business development projects, has brought on a plethora of similar law suits. County spending has increased by $55 million dollars during her term, while at the same time tax increases, including a 15.2 percent increase in property taxes and a new 6 percent tax on our electric bills, are taking more and more out of resident’s pockets. MARTIN COUNTY — Stuart singer JessLee is again joining with the Combat Veterans Motorcycle Association to raise money for vets. She and her band will give a concert July 23 at Terra Fermata in Stuart that will also include food, raffles and a live auction. Military vehicles from the Road to Victory Military Museum and historical motorcycles will be on display. Todd Harris’s Crown Car Care will display modern bikes. JessLee has deep roots in the area. Her grandparents, Sal and Roger Rossi, live in Palm City and the young singer is a Martin County High School graduate. She has been dividing her time between Nashville and Stuart as she pursues her musical career. She also has a long-standing relationship with the Combat Veterans Motorcycle Association, many of whose members come from the Treasure Coast. The singer was recently in Nashville recording her newest single, “Girl Code,” which is available on iTunes and other services. Right after the release, she went on a Florida tour to promote the song. She is also working on a music video. “I’ve recorded some other music and we’re creating a music video,” she said. “It’s a Kickstarter project. We’ve reached and surpassed our goal of $5,000. It’s really great. We’re going to start filming at the end of this year and release it next year. It’s a really cool video and a really great opportunity to get my town involved. There will be a lot of people and we’ll need a crowd. We’ll be bringing in people from

The singer is also a fitness fanatic and recently competetd against more than 600 others in a fitness competition, finishing fourth. MARTIN COUNTY — At its general membership meeting on Sunday, June 19, members of The Barn Theatre elected a new board of directors and board officers. The officers and board members were officially installed at the Annual Barnie Member and Volunteer Appreciation Dinner held at the Dolphin Barn and Shrimp House in Stuart on June 25. Francine Beckstead, a philanthropist and Rotarian, was elected the new president. Rounding out the slate of officers are Administrative Vice President Robert A Jennings, attorney at law; Theatrical Vice President Jeanette Mazzella, a philanthropist; Marketing Vice President Chris Mazzella, former FBI official and Inspector General of Miami-Dade County; Volunteer Vice President Teresa Hartman, philanthropist; Secretary Kathleen Weaver, Mental Health Association of Palm Beach County; and Treasurer J. Pat Montgomery, retired engineer. The Barn also welcomed two new board members Marsha Molinari and Mary Kay Vettel, and Bryan Childe. All have vast theatrical experience.
At the installation dinner, Beckstead said, “We will insure that The Barn Theatre continues to present only the finest main stage productions, those kinds of shows that made this past year so memorable setting box office records. She also said, “We also must come to terms with the fact that The Barn Theatre, now entering its 46th season, needs to invest substantially in capital improvements.” Beckstead announced that The Barn has undertaken a fund-raising drive to raise money to repave its parking lot and to purchase new air conditioners for the theater, noting that the air conditioners are more than 20 years old. Several distinguished awards were presented for unique achievements. The Ambassador Award was presented to Susan Rivera. She is a volunteer member who travels around the community promoting The Barn Theatre. Upon receiving this award, she said, “Everyplace I go I am welcomed.
