Sheriff makes case for mental-health diversion program Patrick McCallister STAFF WRITER

MARTIN COUNTY — Sheriff William Snyder has lamented often that he runs the county’s largest mental-health program. Unfortunately, the county jail just isn’t a good place for treating the mentally ill. Indeed, jail often worsens mental-health issues the Sheriff said. “They get progressively worse when they come in, until they’re finally strapped down foaming at the mouth,” he told the county

commission. At its May 24 regular meeting, Martin’s top cop presented the commission with an initial plan to create a diversion program to help keep the mentally ill who’ve committed minor criminal offenses out of the county jail and get them into treatment. Snyder said that nationwide about one in five jail inmates has a serious enough mental illness to warrant some form of treatment. About 15 percent of people in state prisons do as well.

PALM CITY — Three county commission races with three candidates each are in full cry. They’ll all be decided in universal primaries in August unless candidates who are not Republicans join any of the races. All three of the races stand to change the dynamics of frequent 3-2 votes on the commission. “We’re going into the sprint,” John Haddox, candidate for reelection, said. The District 5 race, Palm City and Indiantown, comes with a twist. All three candidates are

one-term commissioners. Haddox is wrapping his freshman term. Challenger Donna Melzer held the seat for four years in the 1990s, and Ed Ciampi in the 2000s. None of the three have squared off against one another before. The three will be at the Economic Council of Martin County’s and Palm City Chamber of Commerce’s candidate forum on Thursday, June 9, taking questions from a moderator Sherry Plymale. PALM CITY — Students who go to Switzerland on spring break usually go to sightsee or ski. For Palm City’s Lauren Maunus, a rising sophomore at Brown University, spring break was the opportunity to be one of 300 college students from around the world chosen to attend the Thought for Food Global Summit in Zurich. There, she had the opportunity to meet with experts, entrepreneurs and other students concerned with innovative ways of delivering nourishing food to more people. This is not a new interest for Maunus, who has been involved in the Fair Food Movement for several years. Her first-year experience at Brown only focused her energies more. “The experience wouldn’t be the same without the friends I made,” she said. “There were diverse opinions and perspectives to the ones we came to Brown with. Some of my best friends are from different countries.” Maunus was accepted into the Social Innovation Fellowship, operated through the Center for

they’re worried as they’re watching the county to the north and county to the south fill up,” Melzer said. St. Lucie County is on Martin’s northern side. Palm Beach to its south. Melzer said Martin voters are concerned about invading growth affecting their quality of life. “They’re wanting to make sure their neighborhoods are protected and low taxes are protected and we don’t become like these other counties,” she said. The other two candidates concurred with Melzer on that. Ciampi said in Palm City much of that sense of looming growth is now symbolized by the proposed 153,000,000-square-foot Costco in at the intersection of Martin Highway and High Meadow Avenue. After 19 months and three pre-application meetings with the county, Costco moved forward with the proposed development request on the 28-acre parcel last October. Haddox will have to consider the development request in a quasi-judicial hearing, so he cannot offer anything that approaches an opinion. Ciampi said Costco is a reminder to people in Palm City that more talk about commercial development along Martin Highway is coming. “There are many properties in our community that will be developed in the years to come,” he said. “The Costco part, they’re talking about Costco, but are understanding that it’s the tip of the beginning.” Melzer, Haddox and Ciampi said the concern about growth has the Martin County Comprehensive Growth Management Plan, commonly called “the comp plan, front and center in this election. The comp plan has been through various modifications over the years, with people arguing the results of them. What’s agreed upon is that the comp plan is important to Martin County maintaining a high quality of life. Ciampi said a big issue he’s

hearing a lot about is the county’s infamous infrastructure backlog. County staff puts the backlog of needed maintenance and projects at more than $250 million. “You can speak to any resident in the county and they will have a project or a concern about something that needs to be repaired, replaced or constructed,” Ciampi said. Haddox, too, said he’s gotten an earful from voters on the infrastructure backlog. “‘Where do we stand on the infrastructure backlog?,’” he said voters are asking. “‘Where do you stand on it?’” However, Haddox said voters are concerned about the county’s backlog blinding commissioners to the fact folks have their household budgets, too. “Keeping taxes low,” he said people are broaching with him. “No more increases.” Ciampi, too, said taxes are a recurrent theme he’s hearing from voters. There are a few issues that the three candidates find little if any separation, but voters want them to know how important they are. All Aboard Florida and the St. Lucie River chief among them. All three candidates oppose All Aboard Florida, the proposed high-speed passenger service that’s aiming to take passengers through the Treasure Coast on a Miami-to-Orlando route 32 times a day. The St. Lucie is at risk from several dangers, chiefly continued discharges from Lake Okeechobee. “I think a big issue for Martin County is the river, especially for Palm City, because we have the South Fork there,” Melzer said. Haddox said recent sightings of suspected blue-green algae — which can be toxic to humans — has many voters thinking more broadly about the environment. Haddox said if there are any game-changing issues in this election year, they’re the Community Redevelopment Agency

Nancy McCarthy proven results, like providing support over summer break to prevent the learning loss known as the “summer slide.” Gertrude Walden Childcare Center in East Stuart witnessed a huge improvement in kindergarten readiness thanks to their summer slide prevention program funded by United Way. The majority of students enrolled at the school come from families living at or below the federal poverty level. Students were experiencing huge learning losses over the summer between Voluntary Pre-Kindergarten (VPK) graduation in the spring and entering kindergarten in the fall. “Through our testing we know

they mastered the skills needed to be successful in kindergarten once they graduated, but without reinforcing these skills over the summer they were losing them, and it was reflected in their readiness scores,” Gertrude Walden Childcare Center Director Thelma Washington said. With funding from United Way, Washington hired two certified teachers to reinforce reading and other pertinent skills over the summer. The results were astounding — 93 percent of students in the program were ready for kindergarten after the summer slide prevention program compared to 77 percent the previous year. “The incredible results at Gertrude Walden Childcare Center show that investing in summer slide prevention does work, which is why it is one of the key initiatives that emerged from our education taskforce at United Way,” United Way President/CEO Jim Vojcsik said. PALM CITY — On June 26, Dogs and Cats Forever no-kill shelter will be having a fundraiser dinner, “Corks & Collars,” at Ristorante Claretta in Palm City to help the animals. In 2016, nearly 1,000 homeless, lost and abused animals will be housed by Dogs and Cats Forever Inc. It is your Treasure Coast nokill animal rescue, and supported 100 percent by donations. With the local community support, Dogs and Cats Forever Inc. will be able to continue its mission: To provide safe shelter and sanctuary for the homeless animals, outreach in the community, medical services for needy animals, and strong adoption programs to ensure that every animal lives in a safe, loving and secure home. process for personal growth as well as a process towards creating a social venture.” Maunus applied for the program using the Food for Farmworkers mobile market in Salinas, California as a model. “We shifted the idea a bit,” Maunus said. “We were still focused on recovering surplus produce on farms, in order to improve food access. We focused on the goal of a mobile market and chose California because it has more diverse crops. Since I applied in January, I realized it’s not feasible because of the geographic distance and scale of the idea. “We shifted and focused on the same mission, but the route is unsure. We might create value-added food products made from surplus produce. It could be a fruit and vegetable bar that’s healthy, with carrots and apples.” Discovering ways to deliver food that has been saved is part of the challenge she will explore this summer as she stays in Rhode Island. “I’m completely immersed in the food scene of non-profits and policy-makers,” she said. “I’ve made a lot of contacts. My team could be making bars in a food incubator kitchen in Rhode Island and start there. I’m not sure of the logistics. Instead of focusing on creating bars, it’s about immersing oneself in food systems in Rhode Island

to see where there are gaps and to see where there is waste that is not being collected. I’m not focusing on one venture, but trying to see the flaws and the best point to create innovation and intervene in the system.” By the fall semester, Maunus is hoping to take what she’s learned and focus on one idea. “I have a team of three people,” she said. Other people have come up interested in joining the team. There is engagement and energy. In the fall, we’ll gather the energy and brains to develop a strong team to go forward with one idea.” Maunus said this work is the culmination of her experiences in high school and managing a food kitchen. “I saw the importance of fruits and vegetables,” she said. “As a community organizer in Immokalee, for each vegetable wasted, there was so much struggle and experience put into each vegetable. Someone who’s hungry deserves it.” Maunus is majoring in Environmental Students, with a focus on land, water and food security. That could take her to a non-government organization, the government, a start-up, a non-profit related to food justice and sustainability or even law school. “It’s really dynamic,” she said. “College gives a different perspective on change and if there are other routes with the potential to make change.”

“We have a de facto criminalization of mental illness,” Snyder said. Much of that, he explained, is because when deputies encounter mentally ill individuals who’ve committed low-level offenses and don’t qualify for the Baker Act, they have to take them somewhere. For now the only somewhere is the county’s jail. Baker Act is shorthand for the Florida Mental Health Act of 1971 which permits law-enforcement officers to transport subjects they feel could be a threat to themselves or others to designated mental-health facilities for evaluation and possible reference to civil court for involuntary treatment. The county jail averages about 525 inmates a day. The Sheriff said, based on accepted statistics, about 100 inmates at any time in Martin have mental illnesses. In addition to the about $105 a day it costs to incarcerate them, some inmates with diagnosed mental illnesses require medication. The county pays that cost while they’re incarcerated. Some also need the constant supervision of suicide watch. The suicide watches are done by a private company for $18 an hour on top of the regular incarceration costs. Snyder told the commission that it’s costing the county about $4.5 million a year to incarcerate mentally ill people who could go to less costly treatment programs and get their problems resolved, rather than exasperated by unnecessary criminal records. “That number — that’s it,” Snyder said. “There’s no jiggling the numbers.” Snyder proposed creating a multi-faceted mental-health diversion program that would start with cops and include judges working along with mental-health and social-service professionals. He said the program would need a secure facility that is more akin to a hospital than a jail. He sees the possibility of one already built next to the jail — what’s now the Martin County Girl’s Academy. The 30-bed facility is operated by a private company contracted by the state’s Florida Department of Juvenile Justice. That program is controversial with intermittent allegations in the press of the company failing to prevent violence among the girls in its care. The state’s lease comes up next year. “I think this is the right fit,” the county’s top cop said. He added, “It’ll take some retrofitting.” Snyder said the facility was originally built for fitting 70 inmates. He said he’ll talk to county staff and commissioners about the facility. “I don’t think there’s an appetite to build a new facility,” Snyder said.

How we treat our most vulnerable is how we’ll be judged by history.” William Snyder If the county allows the Sheriff’s Office to have the building, Snyder said he’d want it redesigned for caring as well as incarcerating. “How can I make something that’s secure and safe and warm and inviting at the same time?” he said. For that, Snyder said in the interview, he’ll bring in mental-health experts to work with retrofit designers. Snyder warned the commission against thinking that moving mentally-ill inmates from the jail is necessarily going to reduce its average daily population. “If I got 20, 30, 40 people out of my jail today, somebody would figure out a way to get in it,” Snyder said. However, the Sheriff said that there could be state and federal grants to help fund such a diversion treatment program to reduce the county’s costs in running it. Snyder proposed that the commission give him the green light to take the general idea and turn it into plans to offer for grants to fund them. “I think we have enough friends in the Florida Legislature — I’d like to get going now,” he said. Commissioner John Haddox, who used to visit inmates when he was a veterans service officer, commended on Snyder’s idea. “It’s something we need to get done as a community,” Haddox said. Other commissioners echoed him. “I think we must do it,” Commissioner Sarah Heard said. “I think we must try.” The sheriff stated that Martin County stands to be the tip of a law-enforcement wave for dealing with mental health and criminal justice.

And people who may have never stepped foot on a ranch before have had their eyes opened to a whole new Florida.” Photograph submissions should depict the essence of ranch life, including cattle, horses, people working, scenic views and/or wildlife. They should convey a theme of heritage, legacy, environmental stewardship or the simple beauty of the land and water on the ranch. The image should help tell the story of the critical role Florida cattle ranches play in preserving Florida’s agricultural and cultural heritage. Quality of light is very important and the photographs must be authentic with Photoshop or editing software only used for minor adjustments. Please submit only horizontal, color photos. There will be only one winner selected per ranch. The submission period began on May 20 and will close on July 20. The submissions will be open to a public vote from July 21 – August 4. During that time, the entries will also be reviewed by a panel of judges. Results are expected to be announced in August. Based on the discretion of the judges, there will be one Public Choice winner

and three more determined by the panel. PALM CITY — For six years, Florida’s Seminole Region of the Club Managers Association of America (CMAA) has organized rounds of Marathon Golf, where donators contribute per hole and golfers play nonstop, completing as many holes as possible. Ten area country clubs are hosting the marathoners in their quest to beat last year’s record numbers. To increase awarenessand donations- clubs are engaging in friendly interclub banter; for example, Harbour Ridge Yacht & Country Club is firing up their ongoing rivalry with their buddies at Loxahatchee Country Club by posting another Marathon Golf video challenge online. Marathon Golf draws in local celebs and golfaholics, and this year is no exception. At Jupiter Country Club, the tournament’s dynamic duo- Special Olympics Gold Medalist Jonathan Doring and Special Olympics Director Richard Fleming- recently finished an impressive 100 holes. Always the competitor, Gary Collins, partner at Master Club

Advisors and Florida CMAA member, was confident he would beat his 2015 personal best of 146 holes played and $28,000 raised. He did not disappoint, completing a whirlwind 150 holes. “It’s a feel-good accomplishment, so gratifying,” exclaimed Collins. “Everyone involved shares a passion to help children’s charities. It keeps us all motivated to break records.” The George Snow Scholarship Fund, Place of Hope, The First Tee of the Palm Beaches, Florence Fuller Child Development Centers, Unicorn Village Academy, Palm Beach County Toys for Tots, 4ForKids, SOS Children’s Villages and Special Olympics Florida– Palm Beach County are the beneficiaries of all donations. Marathon Golf play stretches through June, culminating with the CMAA Seminole Region’s 26th Annual Charity Gala on Sunday, June 12th and the Best Ball Golf Tournament June 13th, both held at Boca West Country Club. Last year, the events raised approximately $600,000 in total with over $155,000 donated by Marathon Golf.

MARTIN COUNTY — Summer and the movies seem to go together. What could be better on a hot Sunday afternoon than a movie and a cold drink? StarStruck Academy and Theatre will present four movie musicals this summer that are ideal for the entire family. They call it “Musical Matinées.” The season opens with a timely musical, “Yankee Doodle Dandy.” The 1942 movie, on June 5, stars James Cagney as George M. Cohan, the composer and entertainer known during his life as “The Man Who Owns Broadway.” Cagney won an Oscar for his portrayal of Cohan, who wrote “You’re a Grand Old Flag,” “Give My Regards to Broadway,” “Over There,” and, of course, “The Yankee Doodle Boy.” He was also the subject of the Broadway musical, “George M!” “Grease” is the word June 12 when Olivia Newton-John and John Travolta light up the screen in the 1978 film. With songs like “You’re the One that I Want” (woo, hoo, hoo), “Summer Nights,” and “Hopelessly Devoted to You,” the musical is the perfect film for a summer afternoon. It’s a “Beauty and the Beast” summer at StarStruck with the summer presentation of “Beauty and the Beast Jr.” live June 23-26 and the film version on June 19. The animated “tale as old as time” was voiced by Robby Benson as the Beast and Paige O’Hara as Belle and featured the voices of Jerry

Orbach, David Ogden Stiers and Angela Lansbury as Mrs. Potts. Everyone will leave the theater singing “Be Our Guest” and “Beauty and the Beast.” “Fiddler on the Roof” is the perfect musical for the Fourth of July weekend. The movie, shown July 6, is the story of immigrants, of hope, of despair and of seeking a new life without persecution for one’s religious beliefs. The 1964 film of the Bock-Harnick musical features some of the best of Broadway songs, including “Matchmaker, Matchmaker,” “If I Were a Rich Man,” “To Life!” and “Sunrise Sunset.” For StarStruck’s Jennifer Jones, showing the movies is an extension of their mission.

PALM CITY – The “season” may be over, but the Cummings Library has plans for adults and children to keep busy and cool this summer. Carolyn Smith, the branch manager, has her eyes on the piano in the Donahue Room. “We have a beautiful grand piano that sits dormant after the (Elisabeth) Lahti Concert Series ends,” she said. “We’re trying something new, having conversations about jazz using the piano. It will be more informal and the pianist will interact with the audience. We’ll see how this format works.” Smith has been manager of the branch since 2013. The Toledo, Ohio native tried to get a parttime job at the library in 2002, but was told she lacked experience. Her kids were grown, she had volunteered at the Center for the Arts and the Lyric Theatre, where she served on the board. A library lover, she began volunteering and was advised by a librarian to go to library school. Smith applied online to the University of South Florida and in 2003, Martin County hired her as a part-time on call library assistant. She received her master’s degree in library science in 2005 and was promoted to assistant branch manager at the Cummings. She spent some time as head of circulation at the Blake Library and then moved to the Cummings as branch manager. Smith is dedicated to the idea of the library as a community resource. “The Donahue Room lends itself to local programs and we like to use it for local people,” she said. “On the first and third Saturdays we have the Write Club, led by June O’Brien. On July 14, there will be a program, “Genealogy as a Hobby,” in partnership with the Genealogy Society of Martin County and the Family History Center in Palm City, run by the Church of Jesus Christ of Latter-day Saints. It will be an introduction to genealogy as a hobby and provide help in getting started. A later program, about scanning and editing photographs, will help budding genealogists compile their histories. On July 29, Dr. George Rogers, professor of horticulture and botany at Palm Beach State College, will explore the wetlands behind the library. He will present a lecture on “What’s in our Wetlands,” and at 11:15 a.m., weather-permitting, the public will be invited to wade in a bit. The library is a good place to meet people. Every Friday, yearround, Janet Ryerson leads senior Wii bowling.

“It’s a good way for newcomers to meet people,” she said. “Volunteering is also a good way to meet people.” The third Wednesday of each month is Crafternoon. This is an adult arts and crafts program with coloring and a different craft each month. Technology classes, available during the year, are also available during the summer. The library is a wonderful place for children, teens and families during the summer. Susan Hellenschmidt, the assistant for children’s and youth services, said that the only day with nothing on the schedule for kids or teens is July 14. “It’s always exciting in the summer,” she said. “There are things for everyone. We want to bring in all ages with fun programs. We want to get kids excited about the library. We do fun things that bring them in and they see the great books. We want to keep them reading during the summer. It’s really important, keeping their minds going and having fun. My calendar is full.” Hellenschmidt noted that reading logs for the summer reading program will be available June 4 and prizes for reading will again be offered. Children need to have 30 days of reading to qualify for
