MARTIN COUNTY — In another narrow vote, the County Commission gave the Business Development Board of Martin County a six-month “probation” rather than new contract. Commissioner John Haddox wondered aloud if there wasn’t so much questions about performance, but rather election-year politics going on. “This is at least the third item we’ve delayed by six months,” Haddox said at the meeting. He noted that making decisions about the future of the public Martin County Golf Course and possible move of the Martin County Fairgrounds were two things that the commission has kicked down the road. Both swirl in controversy, as does the Business Development Board, BDB. “There happens to be an important event in the middle of these six months,” he added. That, of course, is the upcoming election. Three commissioners are up for reelection — Anne Scott and Doug Smith, along with Haddox. The BDB, has a three-year contract that expires at the end of September, the end of the county’s fiscal year. The commission rejected a proposed contract for $272,000 a year starting on Oct. 1, opting instead to extend the existing contract for $260,000, along with matching funds for private

TREASURE COAST — Martin County will take its next swing at shutting down the private-activity bonds the U.S. Department of Transportation and the Florida Development Finance Corporation approved for All Aboard

Florida. “It was never their legal authority,” County Attorney Michael Durham said in a phone interview. On June 30 the county will be in a hearing at the District Court for the District of Columbia arguing that the county has legal standing to challenge the federal transportation department’s decision to give the hybrid bonds

the green light at the end of 2014. At best, Judge Christopher Cooper can agree and let the county move onto the next hearing. However, if the judge finds otherwise, the county can’t move to the next legal phase unless it wins an appeal. In other words, Cooper can

BDB from page 1 donations. “I would be willing to extend the contract by six months and only six months and have you come back and say, ‘This is what we’re going to do,’” Scott told Tim Dougher, executive director of the BDB, at the meeting. Commissioner Ed Fielding moved for the six-month contract extension. Commissioner Sarah Heard seconded. The motion passed 3-2 with Smith and Haddox dissenting. The commission has had a strained relationship with the BDB since 2012 when Scott and Haddox joined Fielding and Heard in what’s commonly called the “new commission majority,” an ideological shift toward stiffer development restrictions in the Martin County Growth Management Plan. Since 2012 Haddox has proven to be a reliable pro-business vote on items outside the growth management plan, such as supporting efforts to get a long-discussed U.S. Customs and Border Enforcement facility at Witham Field, Martin County Airport. He’s in a threeway race against former commissioner Ed Ciampi — who’s generally viewed as pro-business — and former commissioner Donna Melzer — who’s generally viewed as being pro-environment. It’s hazardous to draw fast political lines in Martin County where narrow differences are often greatly magnified. All three candidates are Republicans. Unless a Democrat or other makes a late entry into the race, it’ll be decided in a universal primary in August. A 2009 contract started the BDB at $625,000 a year. By 2013 it was up $643,000. But in early 2013, in a 3-2 vote, the commission suspended contractual payments to the board, and started a prickly contract renegotiation. Haddox opposed the payment suspensions, but supported a contract renegotiation. By December that year the county and board inked a new contract worth $430,000 the first year. That was to drop to $340,000 in the second and $260,000 in the third years.

Additionally, the new contract called for the BDB to develop private funding with matching funds for enticement. At the meeting, Tim Dougher, executive director, said the BDB has developed $40,000 a year in private funding, and he defended the public-private economic-development organization’s performance. Before the commission vote, several spoke in favor of giving the BDB the new contract, including Florida House of Representatives member Gayle Harrell. She said Florida has developed about a million private sector jobs since 2010, and some are in Martin County. “The Business Development Board is a key driver in assisting in doing that,” she told the commission. She said the BDB “helps create good, solid, clean jobs.” Additionally, Representative MaryLynn Magar spoke in support of the BDB, along with several business owners. Most surprisingly, Henry Copeland, who’s running against Smith, spoke in favor of the BDB. Copeland — a frequent public speaker at commission meetings — almost never agrees with Smith. “The BDB needs to be supported, and they need to know they’re supported,” he told the commission before the vote. Copeland added, “Job creation is a private sector thing. There may be some warts along the way, but it’s an essential organization.” The star power didn’t help. Scott led the charge in criticism “I think we’re still trolling for widget makers,” she said at the meeting. She added, “The private industry buy-in has been negligible.” Haddox said he found the criticism incomprehensible. “It’s like I’m in the twilight zone here,” he said. “It’s like none of you here exist,” he added, speaking to the BDB supporters. “The community is here and the community has spoken, but I guess there are only two people listening.”

TREASURE COAST — At least seven of 13 candidates listed by the Florida Department of Elections for the 18th Congressional District will be at the candidate forum hosted by the K.C. Ingram Show on Monday, June 27. “On the Republican side, I have Brian Mast, Rick Kozell, Carl Domino, Rebecca Negron and Dr. (Mark) Freeman,” K.C. Ingram said. Palm City’s Ingram is also known as K.C. Traylor. She’s hosted the weekly local talk radio show for about two years. “On the Democratic side, I have Jonathan Chane, John Xuna and Randy Perkins is uncertain at this point. He has not said yes or no.” The forum will be at Blake Library, 2351 S.E. Monterey Road, Stuart. Democrats will kick off the evening at 4:05 p.m. They’ll have an hour. Republicans will follow at 5:30 p.m. They, too, will have an hour.

“It will be aired live on WSTU, AM 1450,” Ingram said. “Listen from the comfort of your home.” Additionally, the Stuart radio station will archive the forum for folks to listen at will. Ingram said this isn’t a debate “It’s is a forum,” Ingram said. “It’s set up so there will be nine to 12 questions.” Candidates will have two minutes to answer the questions. Ingram said the questions are a compilation of suggestions emailed to the show, and her talking to groups such as veterans organizations. Audience members won’t have the opportunity to ask or submit questions. There won’t be any free swipes at other candidates. “If a candidate’s name is mentioned (by another when answering questions), they’ll have a chance for rebuttal,” Ingram said. There’ll also be a round of quick questions. “These are for or against questions,” Ingram said. “They won’t have the opportunity to elaborate.” However — “Each candidate is

He’s the president of the Martin County Taxpayers Association, but will not be representing that organization at the forum. “I just think it’s a really good opportunity,” she said. “It’s an opportunity to get to know these candidates better. It’s free and open to the public. It’s going to be first-come first-served.”

The County is pleased to announce that just in time for summer; a bigger and better Bathtub Reef Beach reopened to the public on Saturday, June 18. The County and its contractor, Ferreira Construction, have completed the dredging and sand replenishment work. All equipment that had been staged on the beach has been removed in time to allow turtle nesting to begin. One hundred parking spaces were restored in the parking lot which had been lost over the last several years as the beach eroded and sand was piled up in the parking area. The restored parking lot, which includes 100 spaces, will be open when the

bviously there is no reckoning the tragedy of the Orlando massacre: the 49 innocent lives cut short in the midst of dance, the several tens of survivors still struggling for peace, the renewed pain of persecution the LGBTQ community must feel, the emotionally ransacked families and friends of the victims, and the millions of heart-bruised people across the world and right next door, shaken to their humanity by this symbol of abject hatred — the latest episode in an ongoing series of horror. As pundits and politicians are weighing on either side of the gun debate and the growing ISIS threat, as islamophobia and homophobia are brought to the surface of our national discourse, as we learn more about the particulars of this case, and the question whether anything could’ve been done is at the forefront our minds, it’s important to keep from confusing the issues. Omar Mateen was not ISIS. And

To date, the FBI hasn’t released more than a tenuous connection between Mateen and the organizations he has verbally linked himself to: Al-Qaeda, Hezbollah, and ISIS – consequently, all of these organizations are vicious enemies of one another, though Mateen says he was affiliated with them all.

Mateen was a mentally and socially diseased young man with a long history of maladjustment, who alienated his peers, beat his wife, and abused steroids. He dreamed of being a cop, probably because he felt helpless otherwise. He had most likely been manipulated by a toxic family environment for years, and in response sent up an embarrassing amount of red flags that went unheeded. He was most likely frustrated with his inability to truly express love, to find community. His beliefs were in conflict and opportunistic. He was scared of a life of total unimportance (though he had a wife and child). All of Mateen’s vulnerability played perfectly into the schemes of ISIS, who did not take him in so much as a foster-parent does an

orphan, but as a cannon accepts a cannonball. Mateen was the sort of broken human being that has come to be characterized as the “lone wolf.” He was not ISIS, but he was. He is a specimen of the new type of terrorist. No longer an Osama or Kazinsky, clutching a list of historical or ideological grievances, the new terrorist acts out of intense personal pain that has been calcified into hatred. The new terrorist is not part of any organization, any agenda, any operative besides their own self-obsessed vendetta. They act recklessly, unpredictably. These individuals have been so twisted in life, one twist more and they’re extremists. Many of them were raised in abusive environments, or otherwise lack support in their lives. Many have had difficulty with employment or schooling. Few of them are religious or ideological, or know anything more than what they read in Islam for Dummies

PALM CITY — Charity Navigator, America’s premier and largest independent charity evaluator, has announced that the Humane Society of the Treasure Coast (HSTC) has maintained its coveted 4-star rating — the highest rating possible — under a new rating system that utilizes an enhanced financial methodology. The new system uses seven financial health rating metrics, which are designed to help charitable givers make wise decisions in choosing the charities that are most worthy of their donations. No other animal-related charity on the Treasure Coast received a 4-star rating. The Humane Society’s overall ranking of four stars includes a four star ranking specifically in the areas of financial management and accountability and transparency. MARTIN COUNTY — The state of Florida is now home to the worst mass shooting in modern American history. The Pulse Nightclub attack in Orlando has, once again, brought the topics of access to firearms, immigration, and many other hot-button issues to the forefront. In the immediate aftermath of any public tragedy, media coverage is guaranteed. Everyone has an opinion. Emotions are high. In the weeks and months after, coverage wanes with the exception of trials and repeat incidents. In the years after, the public often only notices the date of a tragic incident on the anniversary. But, for those personally affected, the event will be with them every day for the rest of their lives. On July 28, 2006, a man who claimed to be “angry at Israel”

held a young girl at gunpoint and entered the Jewish Federation of Greater Seattle with two semi-automatic weapons, a knife, and extra ammunition. His shooting spree lasted 15 minutes, during which he held a pregnant woman hostage, murdered an employee fleeing down the stairs, and shot five others. On July 29, 2016, 10 years and one day after this tragic event, survivor Tammy Kaiser will speak during Shabbat Services at Temple Beit HaYam about surviving a shooting, PTSD, raising a family in the shadow of tragedy, and being part of a faith community. PALM CITY — They came bearing gifts, lots of gifts — 1,527 cans of cat food, 519 pounds of dry food, 325 pound of litter, and thousands of dollars in monetary donations and gift cards, More than 250 guests attended the recent Caring Fields Felines’ Kitten Shower, each with a present for the kittens and cats at the organization’s sanctuary. Volunteers and staff were blown away by the generosity and enthusiasm of this year’s attendees. Many of them were visiting the sanctuary for the first time. As some perused the auction, others took guided tours of the cage-free property, and still others spent time with the kittens and cats in the cattery. Twelve kittens and an adult Siamese-mix were adopted during the course of the afternoon. Despite the violent thunderstorm that swept through the sanctuary mid-party, guests retained their sunny attitudes when the party moved indoors. Another glass of punch? Don’t mind if I do. Perhaps some cookies or a piece of cake? Yes, please! This crowd wasn’t going to let a little rain ruin the party. By the time the festivities drew to a close, the rain had abated and the last of the guests hopped a ride to his car via golf cart. One of the highlights of the afternoon was a surprise donation by Joanne Matz from Help Us Help Them, made in honor of Virginia Sherlock. Martin County wishes to thank State Senator Joe Negron (R-Stuart) for securing nearly 40 percent of the total project cost through the Florida Department of Environmental Protection’s Beach Management Funding Assistance Program. Martin County and Sailfish Point each paid 50 percent of the remaining project cost. Senator Negron said, “Bathtub Beach is one of the jewels of our community, especially for families. I enjoyed working with Martin County and our legislative delegation to secure this important beach renourishment funding.” Martin County Commission Chair Anne Scott added, “Senator Negron’s support was pivotal. The project’s rapid completion, from turning dirt in January to returning the beach to the public in June, represents what can be accomplished with successful partnerships like this one.” Key features of the Bathtub Reef Beach/ Sailfish Point renourishment project include: * The addition of more than 325,000 cubic yards of sand to the beach * New restroom facilities (to be complete January 2017 or earlier) * Renovated pavilion * Restored parking lot with 100 spaces * New vegetated dunes “We look forward to reopening Bathtub Reef Beach just in time for local families and visitors to enjoy their summer and make some new memories at this popular Martin County beach,” said Martin County coastal engineer Kathy FitzPatrick. The restoration effort was performed in the most cost-efficient as well as the most environmentally sensitive manner. Sand was dredged from the flood shoals and the impoundment basin of the St. Lucie Inlet located immediately south of these beaches to help maintain the safety and navigability of the Inlet for local

boaters. The sand was then piped to the beach and distributed from that point across 4,900 feet of coastline, from just north of Bathtub Reef Beach and extending south into Sailfish Point. This approach created a high quality recreational beach, increased storm protection and is designed to protect the integrity of the fragile Sabellariid worm reef that serves as both a critical marine habitat and protective barrier at Bathtub Reef Beach. Martin County’s Atlantic beaches span nearly 22 miles along our coast and include Jensen Beach, Stuart Beach, Sailfish Point, St. Lucie Inlet State Preserve, Hobe Sound National Wildlife Refuge, and the Town of Jupiter Island. These beaches are an integral part of the quality of life in Martin County, generate considerable revenue to the economy of Martin County, and support homes, businesses and related infrastructure (roads, utilities) for many residents and visitors. Bathtub Reef is located just offshore at Bathtub Beach Park and is a popular spot for snorkelers due to the large numbers of marine creatures and fish that congregate there. Its presence is also a key factor in creating the “bathtub effect” of very shallow waters during low tide that make it such a favorite swimming location for families with young children. Bathtub Reef is a fascinating reef system, created by tiny tube-building Sabellariid sea worms. It is not only an incredibly unique system, but also an extremely fragile one. The worms cement sand grains together, creating a vast network of tube dwellings. Colonies build on top of one another over time and create a reef system that helps break waves and reduce beach erosion. This habitat is used by more than 500 marine species including endangered sea turtles that forage on and around the reef.

The Florida Development Finance Corporation’s, FDFC, board gave All Aboard Florida the nod last August to issue up to $1.75 billion in hybrid tax-exempt bonds — called private activity bonds — to build its proposed high-speed rail service from Miami to Orlando. Martin isn’t the only county challenging the bonds. Indian River is as well. However, a Leon County state judge recently ruled against Indian River County is a similar case against the FDFC that Martin is taking to the federal court against the federal transportation department later this month. Durham said complicating legal issues is the unusual nature of the proposed highspeed passenger rail that would pass though the Treasure Coast 32 times a day. It’s proposed to be a large piece of non-traditional transportation infrastructure that’s privately owned, but financed in part with government loans and the hybrid bonds. The closest analogy is the National Railroad Passenger Corporation, better known as Amtrak. That’s a not-for-profit company created by legislation in 1970 operating partly with government funding. Amtrak started

Mangan said so far about six teams have registered for the race. “We’d like 10 to 15 the first year,” Mangan said. “We hope a lot of people come through.” The deadline for registering? “We’re going to take them all the way up to the day of the event,” Mangan said There’ll be rescue crews on the lake during the race. A wildlife expert will inspect and, if needed, clear dangerous creatures from the lake before racers head out. Rules for raft construction are online. TREASURE COAST — A tradition is coming to Tradition. Handmade raft racing is launching at Tradition Square on Sunday, July 3. It’s a return to a Port St. Lucie tradition — the Treasure Coast Raft Race. John Mangan, co-owner of South Florida Event Management, said the entertainment company was looking to make a splash on the Treasure Coast. “I said, ‘What’s better than racing on a homemade raft?,’” he said. “We’re bringing back one of the great events of Port St. Lucie.” Was a time ‘round the ‘70s to ‘90s that folks got together for raft races on the St. Lucie River near St. Lucie West. Indeed— “I raced back in the mid-‘90s,” Mangan said. His performance in those races? “Awful,” Mangan said. But, he had fun, and so did a lot of other folks. The event will be on Lake Tradition near the Tradition Town Hall, 10799 S.W. Civic Lane. Gates will open at noon and racing will launch at 2 p.m. “The race could take two to three hours,” Mangan said. Admission is $5. Some of the proceeds will benefit the Treasure Coast Food Bank. “Besides the race, there’s going to be an all-day festival,” Mangan said. average bond issuance from 2009 to 2014 was $29.6 million. The Martin County Commission filed the federal suit against the transportation department in April last year. It tapped a $1.4 million opposition fund it created — and later expanded — to file the suit against the Department of Transportation. Indian River County set up a $2.7 million fund to oppose All Aboard Florida and filed separate lawsuits. “The question is, if Martin County doesn’t have legal standing (to challenge the private-activity bonds) who does?,” Durham said. “Or do you have a federal agency that has the authority to do what it does without accountability.” In addition to the private-activity bonds, All Aboard Florida has sought up to $1.5 billion in a Railroad Rehabilitation & Improvement Financing loan from the federal government. That would come through the Federal Railway Administration, which is part of the transportation department. Last August railway administration issued the final environmental impact statement for the proposed passenger train. TREASURE COAST — In May, the Treasure Coast Wildlife Center held their inaugural Get Wild 4K Poker Walk/Run fundraiser. As participants walked, ran and hiked newly opened nature trails, they passed check-points where they were given poker cards. At the end of the event, those with the best hand won a rare opportunity to release a rehabilitated animal back into the wild. The winners were Brad Love in the Adult division and Delaney Foster in the Junior division. In addition to providing public access to the Center’s nature trails for the first time, the event raised nearly $4,000 for the wildlife hospital, allowing them to continue to rehabilitate and house sick, injured and orphaned wild animals. “We were thrilled to unveil the Center’s newly acquired trails to the public and we couldn’t have envisioned the genuine excitement and gratitude from the participants”, said Treasure Coast Wildlife Center Executive Director, Dan Martinelli. “As our vision of expanding the Center is becoming a reality, we look forward to growing this event and developing similar events in the future.” Winners Brad Love, owner of Ampersand Graphics and Delaney Foster, student at Anderson Middle School were each awarded the opportunity to release a rehabilitated Red Shouldered Hawk back into the wild. Anglers, be aware – tagged cobia in Florida FOR YOUR VOICE NEWS & VIEWS

TREASURE COAST — A cobia tagging project is underway along Florida’s east coast. Scientists with the Fish and Wildlife Conservation Commission’s (FWC) Fish and Wildlife Research Institute are tagging cobia in order to track movement of the fish to learn more about the migration of the Gulf and Atlantic stocks. Researchers are using conventional dart tags and implanted acoustic transmitters to track mature fish. An array of acoustic receivers along the coast can detect the individual fish when they swim nearby. The movement patterns will provide more information to management to make informed decisions on the stocks and to provide a geographical location of the biological stock boundary. In addition, scientists are collecting genetic samples from tagged fish. A total of 150 transmitters (50 each in Florida, Georgia and South Carolina) will be used for the one-year study. “The transmitters, however, will last for up to four years allowing researchers to continue collecting information after the initial report

is complete,” said Jim Whittington, FWRI Assistant Research Scientist. The research will employ charter boat captains and recreational fishermen to assist with cobia capture, acoustic tag implantation and genetic sample collection. Researchers from NASA/ Kennedy Space Center Ecological Program, the Georgia Department of Natural Resources and the South Carolina Department of Natural Resources are assisting in the project. Cobia is a popular saltwater recreational fishery in the southeastern United States due to its ease of access, brute fighting strength and excellent culinary qualities. Although it is not illegal, scientists discourage the harvest of tagged cobia. If you catch a tagged cobia (two plastic tags should be visible on the back of the fish, one on each side) record the tag number, fork length, date and general location of the catch. f you’re an older member of Generation X – that is, if you were born in the early- tomid-1960s – you may have a lot of “balls in the air.” You are saving for your own retirement – which might not be that far away – while at the same time possibly wanting to help pay for your children’s college education. And you may also be assisting your aging parents in some ways. How can you manage this juggling act? To begin with, you need to emphasize your retirement. Now that you are likely in, or near, your peak earning years, you should contribute as much as you can afford to your 401(k) or other employer-sponsored retirement plan. Your plan likely offers you a range of investment options, so you can create a portfolio that’s appropriate for your needs. The money in your 401(k) or similar plan can grow on a tax-deferred basis, and your contributions are typically made with pretax dollars. So, the more you put in, the lower your annual taxable income. You won’t have to pay taxes until you take withdrawals, but if you do withdraw money before you reach 59½, the withdrawals may be subject to a 10 percent IRS penalty. Even if you’re contributing to a 401(k) or similar plan, you’re probably still eligible to contribute to an IRA. Like a 401(k), a traditional IRA offers tax-deferred growth potential, while a Roth IRA can provide tax-free earnings distributions if you’ve had your account at least five years and don’t take withdrawals until you’re at least 59½. If you devote most of your investable income to your retirement plans, you may not have much left to help pay for your children’s college education. But that may not be a disaster – after all, they could get scholarships and financial aid. And even if they need to take out student loans, they have a lot more years to pay them back than you have until your retirement. If you can afford to help your children, choose a smart college-savings vehicle, such as a 529 plan, which offers tax-free earnings distributions as long as the money is used exclusively for qualified higher education expenses. (If it’s used for other purposes, you’ll be taxed on it and also could face a penalty.) How about your elderly parents? How can you best help them? Hopefully, they will not require any outright financial assistance from you – but that doesn’t mean you can’t assist them in other

On July 22, William Cintron will perform “Oh What a Night,” a tribute to Frankie Valli. He will sing songs you love like “Can’t Take My Eyes off of You,” ‘Big Girls Don’t Cry,” “Sherry,” and “Walk Like a Man.” Cintron is originally from Brooklyn and now lives in Orlando, where he is semi-retired as a bus driver for Orlando Transit. He does tributes to Valli, Dean Martin and Engelbert Humperdinck and also sings Doo Wop. Cintron decided on Valli because he saw a lot of tribute artists. Many were very good and he wondered what he could do that not many other guys could. “There’s a lot of Elvis, but not much Frankie Valli,” he said. “I’ve been doing it since the 1970s. It’s both a tribute and impersonation. I assume the character. Dean Martin, I impersonate. Valli and Engelbert, I put my own voice in there. Frankie Valli and I have very similar voices, the same kind of high range. Not many guys can hit that range.” Cintron said that he tells some stories about the songs, songs

that most of the audience know well. “I go back into the ‘50s, when they were the Four Lovers,” he said. “When I hit one or two of the songs, they say they haven’t heard them in 50 or 60 years.” Cintron drove a bus in Orlando for 19 years and had one more until retirement. The music picked up so well that I was able to leave,” he said. “My wife advised me to go parttime. It’s not too bad. I only work Tuesday-Thursday for 16 hours. A shadow cast show means the film will be shown and anyone wanting to participate just shows up. Jeanette Mazzella, theatrical vice president for the Barn, said that they have been working hard to make the Barn a place that people feel is a real community theater. They are raising funds to improve the parking lot, to make it easier for patrons coming to see shows.
