PALM CITY — When Interim Fire Chief Bill Schobel was a kid, his family regularly visited Stuart and he always loved the area. Never in his wildest dreams did he think he would relocate here from Pinellas County, let alone step into the head role of Martin County Fire Rescue (MCFR). In 2010, when the position of MCFR Bureau Chief of Training and Safety became available, Schobel, a firefighter of 26 years from the St. Petersburg area, applied. He was pleasantly surprised to get a call for an interview, and doubly so when he was offered the position. Now, after five years with the department, he is very humbled and honored to have the opportunity to lead his colleagues, he says. “I think this is the best fire department in the state of Florida,” Schobel remarks. “I believe that because of the people who are here, and their willingness to do whatever it takes to provide the level of service the citizens of Martin County deserve. I’ve never seen people work so hard.” Though Schobel was officially instated on May 16, he has been working with the staff and county for more than a month, going to meetings and debriefings, and developing a plan for the future of

of commerce. Since December the two have had a joint committee looking at getting engagement rings. Well, not engagement rings really. The committee is looking into a possible merger. Nick

PALM CITY — The Economic Council of Martin County and Palm City Chamber of Commerce are teamed up to present a candidate forum on Thursday, June 9. “I’m looking forward to it,” Carolyn Davi, executive director of the chamber, said. “It’s a whole different thing this time.” The chamber and economic council used to host candidate forums. The last was in July of 2010. Charles Gerardi, president and CEO of the council, said thoughts of reviving the forums have been around during the hiatus. “It’s something we wanted to do for a long time,” Gerardi said. “There was a discussion on the board (of directors) to bring this back in ‘16.” The chamber and council tapped Sherry Plymale to moderate the forum that’ll include

Three are running for district 5. Palm City is District 5 on the commission and school board. On the school board side, Larry Green and Joshua Ferraro are taking on incumbent Michael DiTerlizzi. Marsha Powers, the incumbent, is, so far, the only candidate running for the Martin County School Board’s District 2 seat. The school board is a non-partisan race. TREASURE COAST — Suspected blue-green algae appears to have made its way from Lake Okeechobee to the St. Lucie River. At press time, state agencies haven’t confirmed that tested samples are cyanobacteria, commonly called blue-green algae. However, it’s likely. “It certainly looks like (bluegreen algae) to us,” Mark Perry, executive director of the Florida Oceanographic Society, said. The suspected blue-green algae has been spotted in the St. Lucie River’s South Fork between Palm City and the southern part of Stuart as of press time. Renay Rouse, public information officer at the Martin County Health Department, said that people should take no chances while awaiting test results from the state. “We tell folks whenever you see it you need to call the (Florida) Department of Environmental Protection, so they can go out and test it,” she said. “We’re warning people to definitely stay away from it. If you see it, don’t

PALM CITY — Palm City resident Karolina Poderski had no intention of joining the armed forces when she was a student at the Pine School in Stuart. An accomplished swimmer, Poderski received a letter from the West Point during her junior year, inviting her to visit the iconic United States Military Academy to learn more about the swim team, and the Army. After visiting the campus with her father, a Palm City veterinarian, the petite blonde made a decision that changed her life. She began the grueling admissions process which includes a rigorous Candidate Fitness Assessment, nomination by a Senator or Congressman, and formal interview. Approximately 12 percent of applicants are accepted. Poderski was accepted, and after graduating the Pine School in 2012, she embarked upon and successfully completed Cadet Basic Training. On May 21, after four years of tremendously intense physical,
emotional and academic instruction, Poderski graduated West Point as part of the class of 2016. Her family, including her parents Drs. Karol and Robin Poderski attended the ceremony, where Vice President Joe Biden gave the commencement address. West Point began admitting women in 1976, and Poderski now joins the elite ranks of female United States Military Acad-

Talk to your adult children about smart financial moves
I
f you have children who are finishing college or embarking on their first full-time job, you obviously want them to get off to a good start in their adult and working lives. And by virtue of your years of experience, you probably have some good advice to offer – especially when it comes to making smart financial moves. Of course, you can find a broad array of financial topics to discuss. But if you want to concentrate on just a few, you might consider these for starters: •Investing for the future – When young people are paying off student loans, they may not think they can also afford to invest for the future. Indeed, this can be challenging – but it’s not impossible. So, if your children go to work for an employer that offers a retirement plan, such as a 401(k), you may want to point out that they can have money automatically invested – and since they never really “had” this money in the first place, they are less likely to miss it. They can start by deferring small amounts; when their earnings rise, they can in-

Of course, if your children truly are starting out in the working world, it will likely take them a few years to save up enough for a down payment. But even after

If they do buy a house, though, and their incomes go up as their careers progress, they may wonder if they should pay down their mortgage quicker. For one thing, if your children were to lose their jobs, and they needed cash to tide them over until they were once again employed, they’d likely find it much harder to get money out of their homes than their investment accounts. Stress fractures can heal within a few weeks with active rest. Swim or ride a stationary bike and avoid any weight bearing and jumping activities in order to speed up the healing process. TREASURE COAST — While Memorial Day means barbeques and sales for some, for others it’s among the most sacred of our civil holidays. It’s the day when we honor those who’ve died in service to our nation. How’d it get started? That’s a more complex question than it might seem. Back in the ‘60s, President Lyndon Johnson signed a proclamation declaring Waterloo, N.Y., the birthplace of Memorial Day on May 30, 1866. The National Memorial Day Museum is even in the village. Done deal — Decoration Day, now Memorial Day, started in the Finger Lakes region of New York. Not so fast. “Probably the very first commemoration of Memorial Day was May 1, 1865, right here in Charleston (S.C.),” Simon Lewis, a professor at the College of

Charleston, said in a previous interview. There was a Confederate POW camp at what is now Hampton Park. Before then, it was a horse racetrack. “The conditions, as you can imagine, were terrible,” Lewis said. “About 250 black Union POWs died and were chucked into a mass grave.” The status of blacks, particularly former slaves, was a prickly issue during the Civil War for the Union and Confederacy. Jefferson Davis, president of the Confederate States, issued a proclamation declaring black union soldiers “armed slaves in insurrection against the authorities of the different States of this Confederacy.” In other words, black Union soldiers weren’t regarded as prisoners of war afforded any protections of that status. Lewis said that as the Union pushed into South Carolina, many fled Charleston. Except for blacks. They were eager to see the boys in blue arrive. “With this now massively African-American majority in town, they disinterred and reburied (the dead Union soldiers),” Lewis said. “They built a fence around them and put up a gate.”
Lewis said almost all who remained in Charleston showed up to dedicate the mass grave to the “Martyrs of the Race Course.” “It was an amazing event and obviously it got kind of lost once the war was over and Reconstruction collapsed,” Lewis said. Well, it might have been forgotten. The predecessor of modern veterans’ service organizations, the Grand Army of the Republic, might have been inspired by stories of the Charleston commemoration. In May, 1868, the organization’s commander, Gen. John Logan, issued a proclamation calling for Decoration Day on May 30. Historians believe that about 180 ceremonies happened in 27 states that year. Some historians believe the Grand Army of the Republic, which accepted Union soldiers, sailors and Marines, might also have been inspired by the Confederate Memorial Day, which likely started in 1866 around Columbus, Ga. While Memorial Day started as a commemoration for those lost in the Civil War, by the 20th century, it broadened to include all others. The name Decoration Day

Jenkins challenging incumbent Anne Scott. Any one of the three county commission races could change the dynamics of frequent 3-2 votes on several issues including the Community Redevelopment Agency. Gerardi said that the forum will give candidates a chance to make stands and explain them. “We have two different forums of questions,” he said. “One is a simple support, don’t support. We’re also going to have some more open-ended questions that the candidates will have a chance to speak.”

ALGAE from page 3 normal levels of enteric bacteria at River Park Marina, Veterans Park, and Sandpiper Bay Canoe Launch,” the department said in a health advisory. “Swimming in the waters is not recommended due to an increased risk of illness at this time.” Blue-green algae is generally waterborne, although it can survive on land. Enteric bacteria is found in intestinal tracts. It gets into waterways through fecal pollution that often migrates in storm water. Enteric bacteria can usually only be toxic enough to cause nausea and diarrhea along with skin and eye irritation and possibly rashes. However, that can be an extreme health hazard to the very old, very young and seriously ill people. Blue-green algae blooms can generate more generally hazardous neurotoxins and hepatotoxins, poisons affecting the nervous system and liver. Blue-green algae blooms often cause largescale aquatic die-offs. “We’re not sure of the toxicity until we get tests back,” Perry said. Perry said that the South Florida Water Management District identified blue-green algae in Lake Okeechobee in the early part of May. He said it was covering about 33 square miles of the lake.
It quickly migrated to Port Myaka, just east of Lake Okeechobee. That’s where the C44, the St. Lucie Canal, starts. Perry said that by May 13, folks from the institute found samples of likely blue-green algae at the St. Lucie Lock and Dam, 2200 S.W. Canal St., Stuart. That’s where water from the C44 enters the St. Lucie River. Two days later, the institute found suspected blue-green algae at the Palm City Bridge, about six miles north of the lock. Then others started spotting it. “Since then, we’ve been hearing reports here and there of it in the South Fork of the St. Lucie Estuary.” The blue-green algae, while worrisome, isn’t odd for Lake Okeechobee, St. Lucie Canal, and St. Lucie River. “Since 2004, we’ve had six different events coming from the lake into the St. Lucie Estuary,” Perry said. The last “significant” bloom, Perry said, was the infamous Lost Summer, 2013. That year hastily-arranged protests against continued pollution of the St. Lucie from Lake Okeechobee discharges drew thousands and hit a pitch that resonated to Tallahassee and Washington D.C. That led to the creation of the Florida Senate Select Committee on the Indian River Lagoon and Lake Okeechobee,

Perry said that while some with the power to help have noticed the blue-green algae and acted there’s still a lot of science denial. “These (repeated algae blooms) are troubling, because people in the agencies say they come and go and seem to be naturally
occurring and we don’t need to worry about them,” he said. The health departments are encouraging people to avoid contact with the St. Lucie River, and to keep pets from it as well. “You don’t want your pets tramping through that water,” she said. “They get it in their fur and track it in.” Suspected algae bloom sightings should be reported to the Florida Department of Environmental Protection at (772) 467-5572.

The presenters will cover the State Information Data Exchange System, SIDES, which employers can use to respond to information requests about unemployment insurance, what’s now called the Reemployment Assistance Program. Additionally, the town hall will cover CONNECT, which is also used in the Reemployment Assistance Program. “They also will be talking about unemployment insurance and reemployment assistance on the employer size,” Gorman said. Importantly, too, Gorman said, the folks from the department will discuss short-term compensation, a handy tool for businesses with varying cycles. “Employers can offer short-term compensation (rather than layoffs),” Gorman said. “That way they’re kind of keeping that staff on and not having to go through the cost of reduction of the workforce and rehiring and reorganizing.” Best of all, Gorman said, attendees will get something every business wants: insiders. “One of the big things that stuck out to me is they’re going to give them personal contacts in the (Department of Economic Opportunity) if they have questions,” she said. Gorman said CareerSource will tell businesses about many of its offerings, too.

the department. The department Schobel is inheriting is not without its difficulties. In April of last year, the county hired Fitch Consultants and Associates to assess the benefit of consolidation of MCFR and City of Stuart Fire Rescue (SFR) into a unified district. The report, which was unveiled last month, projected that up to $5.4 million could be saved by consolidation, without deleteriously affecting level of service. For years, MCFR has partnered with SFR in a mutual aid agreement in which the county and city boundaries are virtually nonexistent, according to Schobel. Because of this, he does not see the advent of an official consolidation as changing very much operationally. He is concerned, however, that some of the data in the report could be misleading. In particular, the turn-out times in the report do not take into consideration incidental time lags due to dispatch delays and truck staffing. Currently, not every station in the county staffs all their trucks at any given time, so there is a necessary stall due to staff reassignment. “We pride ourselves on the fact that we can run medical, fire, wildland, and hazmat calls, because we have all
Bill Schobel this equipment, but we do it with only five people in the station,” says Schobel. “In an urban department, they’ll have every truck staffed. In our department we can’t do that. We have to be fiscally responsible and do the most with what’s given to us.” Schobel believes that much of the data discrepancy will be resolved with the current implementation of mobile data terminals in many of the trucks, allow-

CHIEF from page 20 ing the firefighters to merely push a button in order to respond to a dispatch. The expression of the data in the report is also problematic, Schobel says. The data is evaluated at the 90th percentile instead of at the average, a national industry standard among fire rescue. This means that when the report describes 2.9 minute turn-out times at the 90th percentile, it’s saying that nine times out of ten, the turn-out time will be 2.9 minutes or better. The average turn-out time is 2 minutes or less, meaning 50 percent of the time, you can expect a turn-out time of no greater than 2 minutes. This can be confusing for the public, Schobel points out. Regarding fire consolidation in general, Schobel says, “I think we operate together very efficiently, running calls together every day. It is really a good working relationship on the streets. We see it’s healthy, so I would certainly support it. It wouldn’t be too much of a change, because the only real difference is the color of our trucks right now.” It’s still too early to tell how the county and its municipalities will choose to implement the recommendations in the report, or even if they will. Another worry among the ranks
is that MCFR seems to be rapidly losing experienced staff due to several years of flat budget and little to no pay increases. In the last six months, the department has taken on 35 new hires to fill vacancies left by attrition, as well as retirement and termination. While Schobel is concerned with the loss of experienced firefighters, and is endeavoring with county administration to resolve the issue, he feels confident that they are not yet at a critical stage. “I think, even though we’ve had a decrease in the ranks, we’ve had some really good quality coming in through the door, so it’s not a critical issue at this point,” he says. “I’m not going to say it doesn’t concern me, because it does. But I really don’t know exactly what’s going to fix it completely. We do the most with what we have, and our group is certainly capable of doing that, with their training and also their outstanding attitude.” In the future, Schobel is interested in conducting an internal risk evaluation of the department at no cost to Martin County residents. “I want to see where our areas of concern are, and if there’s anything we should be shoring up,” he says. He’s also a big proponent of public education and fire prevention programs, and would like to see more of that in the months to come.
Additionally, Schobel is exploring the possibility of community paramedicine, in which MCFR could team up with Martin Health to monitor and administer medications without having to transport citizens to the emergency room. On May 16, the same day Schobel was instated as interim chief, the Martin County Firefighters union met once again with the county to continue their contract negotiations. Already the two parties have been engaged in a collective bargaining agreement that’s lasted two years, and there seems to be no indication that the conversation will resolve anytime soon. In December, the parties declared an impasse and are currently striving to overcome it. If they are unable to, a special magistrate from the state will be called in. Schobel says, “I know unions can often give off a negative vibe to the public. Unfortunately, I think sometimes we forget why unions were created in the first place. They were created for the safety of the members. That’s right up my alley, because their safety is my ultimate responsibility. My goal is to work with the union in every way, shape, and form to provide the safest environment to work in, and then deliver the best possible service with what we have.”

MERGE from page 1 voice for the small businesses.” Indiantown and Palm City are separated by 21 miles of Southwest Citrus Boulevard, but share a lot in common. Agriculture, for one. Palm City’s western side is agriculture, as is Indiantown’s eastern side. The marine industry for another. Indiantown is on the St. Lucie Canal, C44, which lets out into the St. Lucie River at Palm City’s southeastern side. “Just in numbers — right now the Indiantown chamber has about 140 members,” Blount said. “Palm City has about 410 members. They’re not large chambers. Combining those two would give us well over 500 members. That’s a significant sized chamber.” There are about 40 to 50 crossover members, Blount said Blount said that while Indiantown and Palm City have much in common, they also have separate identities. So do their chambers of commerce. He said there are merger concerns in the chambers that five subcommittees are looking at. For example, a combined chamber would need new bylaws. There’s a committee looking at that. Additionally, there’s marketing. “(The) Indiantown chamber has put a lot of effort into creating an identity, what they call iTown,” Blount said. There’s a committee looking at that. Another thing the chambers have to look at is membership
pricing. Blount said between the two there are about 20 membership categories. Some are similar, but others different. He said the committee looking at membership pricing is considering cutting that to 10 or so in a merged chamber. Chambers of commerce are often information centers for visitors and folks looking to relocate, especially in unincorporated areas. “Indiantown in particular wanted to make sure that if the merger went through that we did not close the office in Indiantown,” Blount said. “They get a lot of walk-in business. We assured both boards (of directors) we’d keep both offices open.” At press time members of both chambers are taking online surveys. Blount hadn’t seen any of the results yet. However, he said they’ll likely be overwhelmingly positive with moving forward with merging. “It’s been positive, the feedback we’ve gotten from members, unofficially, has been positive,” he said. There’s an apparent growing trends among chambers of commerce to merge. Blount said strengthening membership numbers is a huge factor. He said there’s long been talk in Martin County about merging the five chambers, including Palm City’s and Indiantown’s. “I’ve had conversations with the Florida Chamber (of Commerce),” Blount said. “This is not unusual. In fact, you can find examples all over the country of chambers combining.”

Vojcsik will be retiring this summer. Each year, The Tobacco Free Partnership recognizes key leaders from the Students Working Against Tobacco (SWAT) Program. This year, outstanding leaders that were recognized included Carlos Garcia from South Fork High School, Quincy Clark from Murray Middle School and Amy Hiltibidal from Stuart Middle School. Yadira Lopez-Morales, a student at Anderson Middle School, was named 2016 SWAT Youth of the Year. Lopez-Morales was a key leader at her school’s club, spearheading several club projects and encouraging and motivating her peers at Anderson Middle School. Heather Greenwood, the SWAT Advisor from Stuart Middle School, was named 2016 SWAT Advisor of the Year. Ms. Greenwood has one of the most active Middle School SWAT Clubs in
Martin County. Her students promote several anti-tobacco events and observances campus wide throughout the year, and several of her students created an anti-tobacco public service announcement that took Second Place in a local Radio PSA Contest and First Place in the Video PSA Contest. The Murray Middle School SWAT Club, led by Ms. Cynthia Bishop, was named the 2016 SWAT Club of the Year. Their Club participated in outreach efforts throughout Martin County this year, walking in the Hobe Sound Christmas Parade and working with local elementary school students, in addition to raising awareness of anti-tobacco social norms among Murray Middle School students with several educational projects throughout their campus. The work of the Tobacco Free Partnership would not be possible without the support and the effort of all of its members. PALM CITY – Kevin Paul and Spencer Ballantyne of Palm City have known each other forever. The two went to the Pine School together, performed in shows at StarStruck and are best friends. Now Paul, who just finished his second year at Carnegie Mellon’s theater program, and Ballantyne, a rising junior studying English and creative writing at Davidson College in North Carolina, are taking a road trip to Hollywood for the summer. They plan to take classes and collaborate creatively. Ballantyne will try his hand at stand-up and Paul will study auditioning and performing on camera. They will also make time for fun. Paul sat down to talk about his last year at school and plans. Ballantyne, who had arrived home late after finishing finals, met up with me a few days later. Paul said that this year was a big one for personal growth, especially for why he is doing what he’s doing, why he’s planning a performing life. What led him to his summer plans was a side assignment. “The teacher said to write a manifesto about why we’re doing theater,” he said. “He didn’t accept the answer that it’s fun or I’m good. It had to be filled with
reasons and dialogue. He said it would be ever-changing and to save it and update it. It threw everything into focus for me. I’d been thinking about it and he made me articulate it and pushed me to search for more answers.” Paul realized that he had found some of his voice. “I’m going to school to be a storyteller,” he said. “I’m learning to tell other people’s stories. My job is to tell stories in as truthful and effective way as possible and to be a voice for the voiceless. That’s what artists are doing, to tell stories because some people can’t tell their own. This is such an important time to be part of a group of people who can bring light to a situation in a creative, artistic, effective way.” But what about that trip? “I was talking to Spencer on the phone and mentioned that I’d been planning this for a while with my yearning to get more film technique,” Paul said. Ballantyne came on board and Paul was delighted. “I’d do it with my best buddy from home for a summer of creativity, artistry, discovery and relaxation,” he said. “We’re making a playlist, getting into Spencer’s red Monte Carlo, throwing in two or three suitcases and a guitar. We’re trying to fit in a keyboard.” The guys will drive across coun-

In Los Angeles, they will stay at housing that is part of the USC campus. “There’s a house that used to be a mansion,” Paul said. “There will be six other people we don’t know. One is a composing major at USC.” The house came about because Paul’s mom, Jennifer Jones of Star Struck Academy and Theatre, had a student who went to USC and was willing to sublet the house for two months. While there, the two hope to meld Ballantyne’s love for writing and Paul’s for composing and performing. They also will work separately on their other interests and network. Ballantyne will try stand-up and Paul will take classes in on-camera improvisation techniques. “It’s effective for auditioning technique and acting for the camera,” Paul said. “I want a strong core d on-camera technique. My teachers thought it was a great idea because camera work will be a part of my career. As confident as I am in the program (at CMU,) I want to get as much experience as I can and come out of school with as many tools in my wheelhouse as I can.” Paul said this is one of his final summer vacations. “The summer after senior year, there are showcases in L.A and New York,” he said, “Hopefully I’ll jet set into working, Next summer will be a lot of preparation for senior year. (This summer,) I’m going to enjoy writing music in a coffee shop or rehearsing for a class. I have to remind myself to soak in everything about me.” When I caught up with Ballantyne, he was just as excited about the venture. He is a playwright and has had two short plays produced at Davidson. With his interest in stand-up, he also enjoys writing jokes and stories. He has gone to some open mic nights and Comedy Clubs in Charlotte.
“It’s been fun for me,” he said “It can be very intimidating. I’m looking forward to grinding it out for two months in L.A. and looking at the big leagues.” Of the trip, Ballantyne said that he is the keeper of the playlist and hopes that he and Paul will have time to stop at some national parks. “I’ve done some hiking and day trip and I love nature,” he said. The arts are great but nature can be truly enough.’ In California, Ballantyne hopes to sign up for classes at the Upright Citizens Brigade, a wellknown comedy group that offers classes in sketch comedy and improv. He also hopes to spend a lot of time collaborating with Paul. “I’m looking at this almost like a job opportunity,” he said. “I want to put myself in the best place possible, remove a lot of distractions and let the mind flow.” Ballantyne is also an actor, and he is still trying to figure out where performing and writing fit in together. He has taken acting classes at Davison and appeared in several shows. “(Acting) is also in my radar,” he said. “I wanted this summer to throw myself out there to see if it’s something I can see myself coming into. This past year, I jumped in head first and it’s been successful and I want to take it as far as I can.” Ballantyne knows that for him, as well as for his buddy, figuring out what they’ll do after graduation is part of the process. “I’m keeping myself open and understanding that the only constant in life is change,” he said. “It’s being open to that change and giving everything 120 percent. There are a lot of unanswered questions for me and hopefully I’ll begin gaining answers,” he said. “I want to walk away (this summer) having done creative work. Me and Kevin are quite the dynamic duo. I’m sure we’ll get into lots of mischief along the way.”
