PALM CITY — More than a million dollars in state funding is currently available for low-income homeowners in Martin County. While the state sponsored SHIP program (State Housing Initiative Partnership) has allocated rehabilitation and down payment assistance funds to counties all over Florida for more than 30 years, there is no better time than now to take advantage, with purse strings severely tightened by the recession, and many residents in Palm City and Golden Gate dreading the burdensome cost of septic to sewer. “I do feel SHIP’s utilized, but there are still a lot of people in Martin County who are unaware of it,” says Dawn Cobb, Martin County housing program coordinator. “It’s always been around, and we help people all the time. I know there’s need out there. A lot of people are still struggling because of the recession, and because of aging and fixed incomes. There are still people out there who don’t know

Pryor takes shot at getting elected Sheriff Patrick McCallister STAFF WRITER

MARTIN COUNTY — Robert “Bob” L. Pryor was a lawman for almost three decades. He’s certainly a familiar face around town. “The Martin County Sheriff Office is the only agency I ever worked,” he said. Pryor wants to go back to work at the Sheriff’s Office, but this time as the county’s top cop. Pryor is one of three candidates for Sheriff, including the incumbent, William Snyder. Dennis Root is the other challenger. Pryor said he’s never run for any office, and won’t again. “I see the Sheriff’s Office as a law-enforcement office, not a political office,” Pryor said. Pryor started working at the agency back in the early ‘80s. Like many in law enforcement, he started as an auxiliary deputy. “I worked as many hours a week as an axillary deputy as I did as a fulltime deputy,” Pryor said. “I just loved it.” He worked through the ranks and retired as a major. He was the Sheriff’s Office’s director of

Pryor said officer morale has dropped at the Sheriff’s Office in recent years. While police work has been heavily scrutinized in the press and often criticized nationally during that time, Pryor attributes what he sees as dropping morale at the department to uncertain planning, among other things. “Some of its (officers) really don’t know what they’re doing,” he said. “They’re running by the seat of the pants half the time.” Pryor said, if elected, he’d promote honest communications with officers that includes helping each advance in his or her career as wished. “You have to make sure the dep-

If you have low morale with your people in the business, you’re not going to get optimal performance out of an employee.” Additionally, Pryor said, if elected, he’d seek to curtail the department’s annual budget requests to the Martin County Commission, which controls the budget. However, he said there’s a difference between running a department frugally and foolishly. “I would say I’m realistic,” Pryor said. “The nature of the beast is you’re going to spend money. But you spend money wisely and not put it on the back of the taxpay-

er.” One way to reduce costs, Pryor said, is to emulate success. The candidate said he’d take programs that are working for other departments with similar challenges and implement them in Martin County. “What worked 20 years ago doesn’t necessarily work today, unless you make changes,” Pryor said. Pryor said he’s talked with numerous community leaders, and thinks working with troubled neighborhoods through local churches is an approach proving itself elsewhere. The 57-year-old Jensen Beach resident has been married almost 30 years and has two adult children. He said running for Sheriff is something he approached with great care and considered it for almost a year. “I thought, I owe it to the deputies I worked with,” Pryor said. “I owe it to myself. I owe it to the county.” He added, “I’m not a professional politician. I’m a politician until Nov. 8, and then I’m back to being a cop again.” For more, visit www.Pryor4sheriff2016.com.

The Martin County Fair, however, is taking center stage in political wrangling. At the May 3 meeting of the Martin County Commission, Ed

All he’d say about it at a recent County Commission meeting is that it’s to land the county doesn’t now own. Commissioner John Haddox has hosted public meetings about a proposed fair move. County-owned land in Indiantown was the most likely candidate for the proposed relocation. Two commissioners have questioned whether the county should do anything to support the fair.

In tribute to Theodore ‘Ted’ Wilson

I

t’s an honor and privilege to pay tribute to Theodore “Ted” Wilson, a partner in Your Voice News & Views and publisher of Veteran Voice, having worked with him for more than two years. He passed away on April 28 after a valiant fight against cancer. He was more than just a boss. An accountant by profession, Ted called himself a “numbers cruncher,” but he had many talents. Together with his colleagues Sharon Elkins and Steve Erlanger, he took the plunge into publishing — and excelled. Your Voice News & Views (and later Veteran Voice) came to life in a time when print media was going into decline. But the idea behind it proved to be pure gold — a hyper-local weekly newspaper targeted to meet the unique needs of particular communities. Arriving directly into thousands of mailboxes, our newspapers give readers a wealth of information they can only find in our pages — county and city council decisions, health and safety alerts and the best places to eat and be entertained, among so much more. Ted hired me at a low point in my life — my husband had passed away only two months previously. From the beginning, Ted made it a job about which can truly be said: “You mean, I actually get paid to do this?” He was patient and kind, and encouraged me to always try harder, with his unique, dry sense of humor. Far from sitting in some ivory tower far away, Ted enjoyed “getting his hands dirty” at many, many events we attended to add new subscribers to the Veteran Voice

I’ll never forget “walking the flight line” at air shows with Ted handing out special complimentary copies of our paper, hour after hour. He’d make conversation with each person, getting veterans to share their stories, and he shook hundreds of hands. He was a real patriot, and it showed. He treated me and others on staff to many dinner meetings, allowing us to “vent” to our heart’s desire on just about anything. He brought me into the 21st century by buying me my first “smart phone.” When pondering the choices for a case for the new device, our director of operations, Phil Galdys, half-jokingly observed to Ted that he was “reckless” for not using a case at all. Ted winked at me, and said, “Safety isn’t all it’s cracked up to be.” A passionate cyclist, he saddled up for Riding for Heroes without hesitation. You’d never know he was past 70. Those of us many years younger are lucky to have half his energy. Others have their own memories of Ted, but I’ll always remember his twinkling eyes and infectious grin — his kindness and willingness to bend over backwards to help anyone who needed it — his quiet, quirky, understated leadership, that made working for him such a pleasure. Only a little over two years, for me — so short. So

special. Ted, we’re all so very proud of you. Proud to have known you — proud to have worked with you — proud of all the lives you’ve touched, though most don’t know it. I so wish you could have stayed with us longer. We sorely miss you. It was always your way to put other people first. But as you once said to me, we never know when it’s our time, and we have to make the most of things while we’re here. Wherever you are, keep an eye on us, won’t you? They just don’t make them like you anymore. Readers — we hope you have enjoyed, and keep on enjoying, your newspapers for many long years to come. It was Ted’s fondest wish that you do. He gave everything he had to give you the very best local source of news — and military news — that can be found anywhere. It’s you that Ted cared most about. And so do we. Last word: It became kind of a tradition between Ted, Sharon and me that at the end of each emailed report I’d send, I signed off with “Onward And Forward,” or OAF for short. Ted, you’ve gone onward. MARTIN COUNTY— Martin County School District’s Project SEARCH, a one-year, high school transition program that provides employment training and education for students with disabilities, will hold its 2016 graduation celebration on Friday, May 27. The event will take place in the conference center at Martin Medical Center North Conference Room in Stuart at 9 a.m. Nine students will be recognized for their completion of the program. Project SEARCH serves as a workforce alternative for students ages 18-21, in partnership with Martin Health System, Helping People Succeed, ARC of Martin County and Vocational Rehabilitation. Each student applies to the program and is accepted

through an interview process by a panel of committee members. Selection of new interns takes place at the end of each school year and applications for the 2016-17 program are now being accepted. More information on the entrance requirements can be found on the Project SEARCH web page. “The cornerstone of Project SEARCH is total immersion in a large business,” says Andrea von Stralendorff, Project SEARCH Teacher. “Students report to the host business and learn job-related skills in the classroom, while participating in three internships/experiences throughout the year. Martin County Attorney, Michael Durham, said don’t book passage quite yet — he’s read the FRA’s letter. “They’re trumpeting a win, but there’s certainly more work to do,” Durham said. A company official speaking on background said All Aboard Florida, which also goes by the name Brightline, has met with counties’ engineering staffs for about two years going over railroad crossings. The passenger rail proposes to go through urban areas much faster than freight trains now using the same tracks. The company has submitted engineering plans for increasing safety at the crossings to the FRA, the counties responded, and they’ve been modified. The official said counties and the Florida Department of Transportation get another chance to comment to the FRA about proposed crossing upgrades.

local run. Durham said one of the lingering issues All Aboard Florida has to deal with is crossings with adjacent sidewalks. The FRA is requiring All Aboard to pay for sealing those crossings. Durham said a remaining sticking point is who’ll pay for maintaining the new safety

likely strife. The reference to Indiantown signaled that Fielding opposes an informal plan that’s been evolving in recent months. Commissioner John Haddox — who’s in a reelection campaign — has in recent years led efforts at relocating the fairgrounds from its 12-acre site on South Dixie Highway in Stuart. He’s hosted two roundtables to discuss possible locations. The last meeting, earlier this year, was advertised and had public attendees. Three other commissioners attended that meeting, including Fielding. Hilary Mckeich, executive director of the Indiantown Chamber of Commerce, went to that meeting with the town’s pitch for getting the fairgrounds. She urged commissioners to consider putting the fair on about 100 acres the county owns on Citrus Boulevard near Timer Powers Park. There is a rub, however. That parcel sits just outside the county’s urban service boundary by about 100 yards. Jay Spicer, fair manager, said there’s no visible property that would fit the Martin County Fair Association’s major wishes in the county’s urban service boundaries. “(The Indiantown property) is as close to one as you can get,” he

said. The fair association’s major wish is elbow room and an expo center. Spicer said the fair needs about 100 acres. At the recent commission meeting, two commissioners questioned whether there’s a reason to move the fairgrounds, and whether the county should be supporting the fair at all. “We need to step back and say what are we doing here and why are we doing it?” Chairwoman Anne Scott said. She added, “We need to as a board address the serious policy issue of what part the county should play in the holding of these events. We have a lease and I think it’s been broken more than observed, but that’s yet to be seen.” Commissioner Sarah Heard agreed with Scott that the commission needed policy discussion about the fair. Commissioner Doug Smith questioned Fielding asking for the commission’s nod to move forward with checking on another proposed parcel when Haddox was absent. Smith noted that Haddox has worked on possible relocation of the fair for several months. Fielding defended the request for a commission nod saying that he’s worked on

The Martin County Property Appraiser’s Office figures the land the fair now occupies is worth about $2 million. Property values are rising, and sale prices are usually higher than appraised values. Additionally, if the county sells the land, it can add it to the tax roll, too. Fielding said at the least the county should move forward with platting and rezoning the land for sale. The fair association now has a lease to 2026. One of Haddox’s election challengers, Donna Melzer, has questioned efforts at relocating the fair. “The money’s not there,” she said in a previous interview. “We don’t have it, and I don’t think

we’ve engaged all the community that needs to be engaged to serve our community.” In a telephone interview, Haddox said he’s not interested in where the fairgrounds goes to, so long as the fair association, its regular customers and future neighbors are happy with the relocation. “I don’t know where we’re going to go on the fair right now,” he said in the interview. “I’m still a very strong proponent to relocating the fair to a location that allows the fair to be successful.” However, Haddox said so far the proposed Indiantown relocation is the one with the most public input. “I have conducted meetings all in the sunshine, all transparent,” he said. “I’ve included all community stakeholders and will continue to do so.” Spicer said he’s had discussions with all the commissioners about the fair and is optimistic none will try to kill it, or let it die at the end of the current lease. The county paid $10,000 for a fair study last year. Spicer said he has no insights on what Fielding aims to do. “All I know from Mr. Fielding is he has a plan all worked out and he hasn’t told us what it is,” Spicer said. The commission will discuss the fair as an agenda item in June.

where to go.” Commissioner John Haddox believes that SHIP may make septic-to-sewer costs less burdensome to homeowners. “We need to start looking at SHIP now and start getting the information out to Old Palm City and Golden Gate residents, so they’re aware of the program,” he says. “Should they need improvements now, it might be good for them to use SHIP, and that could possibly help save money and defer some of the cost of septic to sewer.” Families of three who collectively make less than $60,840 and are either first-time homeowners, haven’t owned a house in three years, or require health and safety updates to their homes, can qualify for the program. Applicants are able to request up to $25,000 to fund window repair, hurricane bolstering, roof work, air conditioning installation, or anything that entails a safety or health need. For every $1,000 they request, a 1-year lien will be applied to their account (so for $20,000, the term would be 20 years). For every year the applicant remains the primary resident, $1,000 is deducted from the loan. If a resident stays the entire length of the lien, the loan is forgiven. While the down-payment assistance, which could be as much as $50,000 depending on income, doesn’t pro-rate, if a family remains in the house for the required term of 30 years, the loan is forgiven. Another component of SHIP which would have a direct effect on septic-to-sewer cost is a sewer and drinking water hook up grant of $3,500 that families who make $40,550 or less could qualify for. Since this is a grant, it would not need to be paid back. With the current assessment for septic-to-sewer conversion estimated at $8,550 per home, in addition to a $2,100 capital facility impact fee and a $2,500 connection fee, many are concerned that low-income residents may not be able to afford it. What’s more is these costs do not yet reflect potable water improvements that

Out of the $13 million or so that the project will cost overall, about $4 million will be bought down by engineering department grants, and about $2.2 million will be offset by TIF funding (Tax Increment Financing) over the next four years. Recently, the housing department was allocated $900,000 for SHIP, and this, combined with residual funds from previous years amounts to approximately $1.5 million currently available. The department is currently waiting on several community development block grants that could also help residents fix up their homes, and will be applying for wind mitigation funding in the near future, says Cobb. While Haddox recognizes that septic to sewer will be a costly project, especially to low-income families, he sees the importance of it as well. “I think working with the counties to the south and north, it appears everyone wants to get rid of septics. At some point of time, I think the federal government and the state should share some of the burden.” The full extent of septic-to-sewer cost won’t be known until after the summer, when the engineering department has had a chance to meet once more with commissioners and finalize the numbers. Sometime in the next few months, engineering will also have more accurate estimates of the potable water improvements. Students at the Academy present three major performances, including an annual production of the “Nutcracker Ballet” and a presentation at the Lyric Theatre. Play by the ‘other’ Simon a family comedy STUART — The Simons of Brooklyn knew how to raise funny sons. Younger son Neil became one of Broadway’s most beloved writer comedic playwrights. Older son Danny, who was said to be a part of the inspiration for his brother’s “The Odd Couple,” was a respected writer for Sid Caesar, Carol Burnett, Phil Silvers and Danny Thomas. He was also one of the best-known teachers of comedy writing. Danny Simon’s play, “The Convertible Girl,” will be presented at the Barn Theatre May 27-June 12. It tells the story of Ron, a Jewish man who has been living with his non-Jewish, much younger girlfriend. He uses his mother’s purported disapproval as an excuse to avoid commitment. The young lady decides to convert to Judaism and, as is often the case with converts, she becomes a more observant Jew than Ron. In the end, it doesn’t really matter, because mom announces she’s eloping to Las Vegas and isn’t very Jewish after all. Beckstead said she wanted to direct the play for several reasons. “The play was suggested by the play reading committee and it really intrigued me,” she said. “It was written by Danny Simon, who is Neil’s brother. Danny Simon was a writer for sitcoms and the dialogue is very quick. I also was intrigued by the Jewish subject matter, I’m not Jewish, but we have a large Jewish community. There are not a lot of plays that speak to them.” Beckstead said that the play has several things going on at one time. Ron loves his lady love, but he fears commitment and is already paying alimony to his exwife. The young lady loves Ron, who has two young sons, and thinks he’s a wonderful father. There is a rabbi who is teaching the young lady about Judaism as she tries to observe the Orthodox Jewish rules. The comic possibilities, as they say, are endless. Humor is a wonderful way to let people see some of the customs and traditions a religion or ethnic group hold dear. Enjoy this play as a funny time at the theater, written by a master of comic writing. It’s a comedy, not a documentary, with farce and exaggeration. You don’t have to be Jewish to identify with these family dy-
