TREASURE COAST — It’s the latest in a string of Indian River Lagoon victories for Sen. Joe Negron, and a big one for Representative Gayle Harrell, Stuart. “It’s a game-changer for the Treasure Coast and I’m looking forward to funding projects that make a difference,” Negron said in a telephone interview. Gov. Rick Scott recently signed House Bill 989 into law. Harrell filed the House version of the bill. The new law, which Negron sponsored in the Senate, affects implementation of the Water and Land Conservation Constitutional Amendment voters passed in 2014. Critics have charged that the State Legislature has subverted voters’ intentions and misappropriated much of the money. The bill requires that either 25 percent,

PALM CITY — The South Florida Shooting Club, in Palm City, was the setting for the American Cancer Society’s 15th Annual Cattle Baron’s Ball, where nearly 180 cowboys and cowgirls gathered to raise money in the fight to end cancer — the biggest crowd this event’s seen in years. Through sponsorships, attendance, auction and mission donations, the American Cancer Society raised just fewer than $100,000. During Cocktail Hour, guests enjoyed bidding on a large array of silent auction items and were entertained by local Country Starlet, Liddy Clark. Guests got the opportunity to win bottles of wine at the exclusive Wine Toss, and purchased tickets to win an inflatable cactus tree covered in gift cards. As guests entered the perfectly decorated outdoor tent, they were welcomed by the very talented Tom Jackson Band. A welcoming speech was provided by the night’s emcee, CBS 12 Meteorologist Jeff Berardelli, followed by a delicious buffet dinner provided

All Aboard Florida is not a done deal
W
e can all see and feel the tangible threat to our communities posed by the deterioration of our waterways. It will do little good to survive the environmental disaster if we are still standing in the path of highspeed passenger trains. I refer, of course, to the boondoggle known as All Aboard Florida (AAF) dba Brightline. There are many unjust and irregular aspects to this proposal, not the least of which is AAF’s casual and utter disregard for the safety of the communities it plans to bisect. Running hazardous materials side by side with bullet trains should leave us very concerned about our future. We should not be distracted by a debate about whether we should make sure the trains don’t blow their horns as they barrel through. AAF has spent massive amounts of money on public relations and lobbying to disseminate confus-

be fooled. Recent coverage about “quiet zones” is just plain wrong. Urging us to focus on “quiet zones” is not about safety. It is a strategy to distract. The difference between “quiet zones” and “sealed corridors.”
Anne Scott ing and conflicting information about safety measures and “quiet zones.” The chambers of commerce in Miami, Fort Lauderdale, Orlando and Palm Beach have scoffed at our efforts to demand safety and compliance with applicable laws and regulations. Don’t

Furthermore, AAF has conceded that maximum safety is not their highest concern. “Quiet zones” are about noise and warnings. “Sealed corridors,” on the other hand are about barriers and prevention. The Federal Railroad Administration (FRA) requires “sealed corridors” at crossings where train speeds exceed 80 mph.
AAF proposes trains reaching speeds of 110 mph travelling through Martin County. Federal law will therefore mandate “sealed corridors.” AAF has claimed it will install them at its expense. Remember, AAF may build the sealed corridor improvements, but local taxpayers will have to pay the bill to maintain them in perpetuity. When Martin County asked AAF to pay the increased maintenance costs it refused to even consider it. Will FRA require AAF to build sealed corridors in Martin County? We do not know. Nor do we know what commitments or understandings have been made between AAF and FRA. We have little reason to believe state and federal regulators will follow laws and apply them equally. From the outset of this ill-conceived project, state and federal agen-

hild abuse is a horrific, yet preventable problem in our community. In Florida, a child is abused every 11 minutes. One of the most powerful reminders of children lost due to abuse and neglect is CASTLE’s Memory Field that is erected each April to commemorate Child Abuse Prevention Month.
The display of blue and white flags travels among the Treasure Coast counties served by CASTLE in memory of the Florida children who died the previous year from abuse or neglect. This year, there are 145 flags, each with a name and an age of a child lost too soon. It’s an opportunity to remember the tragedies occurring behind the closed doors in our neighborhoods

One of the programs that we support, CASTLE’s Safe Families program, provides resources on the Treasure Coast that help families and prevent child abuse and neglect. The Safe Families program serves families who are at-risk for abusing or neglecting their children, and families who have had a reported incident of abuse or neglect, but who, with support

and education, can build a safe and stable home for their children. Through in-home counseling that focuses on teaching alternative parenting methods, the program has achieved an astounding 98 percent success rate. The Safe Families program deals with the problem directly by working one-on-one with parents to change harmful or negligent patterns and replace them with positive approaches to raising and disciplining children. Parent educators stay with the family until the job is complete – which may mean weekly sessions for up to one year. As a result, parents learn the skills necessary to become strong parents, leading to safe children and long-term stability for families. “Safe Families and other programs that United Way supports to strengthen families in our community are doing more than changing lives, in some cases the programs are saving lives,” said Jim Vojcsik, president and CEO of United Way. “The goal is to give parents the support that they need

The various chambers of commerce to the south and north have one mission — advancing the interests of their member businesses. We have no quarrel with that. There is profit to be made from development activity and freight business that will follow. We do, however, object to their patronizing and disingenuous statements about the passion and dedication of tens of thousands of local residents who are trying to protect our communities and our way of life. AAF does not, as they would have you believe, provide a solution to a real and demonstrable statewide transportation problem. This is really about a hedge fund that manages tens of billions of dollars that has a poor investment on its hands and is looking for a government bailout. It turns out that being the county’s top cop doesn’t shield him from keyboard criminals. “I’ve had my own credit card compromised three times in the last six years,” he said Not long ago one of Snyder’s family members — who he wished to keep anonymous — was a victim of an account hijacking. “Every penny in their account was taken,” he said. Florida has long been an apparent hotbed for identity theft and financial fraud. According to the Federal Trade Commission the Sunshine State has the highest per capita rate of reported fraud, and is in the top three states for reported identity theft. There are about 44,000 identity-theft victims a year in Florida recently. That’s down from 2012, which was the worst year on record. The largest portion of the identity theft is for wrongfully obtaining government documents and benefits. Credit card fraud is the second largest identity-theft crime. The Sheriff said awareness is the most effective tool against credit-card fraud. “You should have one primary credit card and only one that you

The event is the brainchild of Eileen Walentin, choral director at the high school. She and her son, Julian, who served as president of South Fork’s Artists for a Cause before he graduated, heard about Hope for Freedom in church. Walentin had her students research human trafficking and they decided to make it their cause. Students liked the idea that the money benefitted victims in Florida. While the subject matter is serious, the evening will feature an exciting mix of performers. Dance groups like the Preston Contemporary Dance Theatre and the Atlantic East Coast Dance Theatre will perform, as will south Florida-based bands Rocket to Anywhere and The Calm. The event will feature students from South Fork’s Artists for a Cause, the South Fork High School Chamber Choir, and, this year, students from Martin County High School’s chapter, as well. As always, it will end with a Grand Finale performance of Coldplay’s “Fix You.” In addition to the concert, the
audience will have the opportunity to participate in a silent auction of artwork. All of the proceeds and donations go to Hope for Freedom. Walentin hopes to top last year’s take of nearly $1700. They would love to raise $3000 this year. Kerstin Brown of Palm City, a senior at South Fork, is president of the Artists for a Cause South Fork chapter. She said that this event has affected her life. “I first saw the Hope for Freedom Benefit Concert my freshman year and is has honestly changed me as a person. I even wrote an extended essay for the International Baccalaureate program about human trafficking because of it. It’s such an important cause and people don’t realize how much of an issue it actually is. I hope that when people come to the concert, they not only have a great time, but they have a new understanding of human trafficking and that it can happen anywhere.” The 4th annual Hope for Freedom Benefit will take place in the South Fork High School auditorium, located at 10000 S.W. way of life is linked directly to the health of our rivers, the Indian River Lagoon, Lake Okeechobee and the Everglades.” Negron echoed Harrell, and added: “This is a historic commitment by the Florida Legislature to our environment,” Negron said in the interview. “It provides us with a dedicated funding source to reduce the need for Lake Okeechobee discharges into our community.” That would be by speeding projects to restore the natural flow of waters from Lake Okeechobee southward. As it is, the Army Corps of Engineers discharges water east and west to reduce pressure against a dike that rings much of the lake. The discharges into the C-44, along with basin runoff along the canal’s route, head into the St. Lucie River and ultimately to the Indian River Lagoon. The nutrient-rich water causes numerous problems in the estuary. The crown jewel of Negron’s local popularity is the Indian River Lagoon and his battle against the discharges waters that further foul the withering waterway. Negron headed up the Florida Senate Select Committee on Indian River Lagoon and Lake Okeechobee in 2013. The

committee put forward an ambitious wish list, and got more they it asked for. During the 2014 session the Florida Legislature appropriated $232 million to help with Everglades and Indian River Lagoon restoration. Negron will be the Florida Senate’s president next session if he wins reelection in now-redrawn district. Negron has represented the 32nd District. That’s now becoming the 25th. The new district includes much of what is now 32, but will also include parts of Port St. Lucie now in District 21, Sen. Denise Grimsley’s district. That’ll include St. Lucie West and Tradition. The West Pam Beach native has been in state politics for 13 years. He was elected to the Florida House of Representatives in 2000 and represented the 82nd District until 2006. Negron headed to the Florida Senate in 2009 after a special election in the 28th District, which at the time included eastern Indian River and Martin counties, along with the southern end of St. Lucie and northern side of Palm Beach counties. Reapportionment after the 2010 census put Negron into the 32nd District. He won an election for that seat in 2012. That reapportionment was challenged, and new lines were drawn, putting Negron in what will be the 25th District.

ments, Martin County fire department operates on a 12-step plan which the county believes may be too rigid. The commission has suggested an alternative range structure instead, looking at the possibility of bringing the department’s salary plan more in line with other civic departments in the county, says county administrator Taryn Kryzda. With the 12-step plan, a certain percentage increase is more or less assured for a firefighter every year by contract. With a more flexible plan, the county could award firefighters who represent individual values to the company at different intervals and different percentages. “The 12-step plan is common within the fire structure,” Kryzda says, “but at the same time we can point to some entities who have migrated to the pay range and different pay structures for time off.” Recently, Stuart fire rescue moved over to a range plan, and Kryzda also cites Palm Beach Gardens fire rescue as having adopted the format. Bryan Richardson, vice president of the union, says that the range proposal lessens the incentive for young firefighters to stay with the department, lengthens the process of moving up in the scale, and lowers the uppermost threshold by an increment.
A critical issue for the community, Richardson says, is the amount of experienced firefighters who are leaving in the prime of their career. According to documents from the union, already at least seven firefighters have left in 2016, more than half of them with 5 or more years of experience, and nearly all of them relocating to Palm Beach Fire Department, where the vertical mobility seems more promising. The fire department, however, is not the only department to lose employees to neighboring counties during the economic crisis, says Kryzda. “The union’s concern is that they’re losing years of experience, that there’s an investment they’ve made in these individuals, and they’re absolutely correct. But that’s with any position. We’ve had it in our IT department, our engineering department, and our planning department. Veteran employees are obviously more valuable, but I can’t stop them from pursuing other opportunities.”
Since January of 2014, around 30 employees have left the fire department of their own volition, 17 of them with 5 or more years of experience, but that still only constitutes an average of 13 per year, which is less than 4 percent of the 352 firefighters currently on the books in the county, not an uncommon attrition figure. Tim Cook, a Palm City resident with nearly 30 years with Palm Beach fire rescue under his belt, says that for a while his department saw a similar turnover, spending thousands of dollars to train new firefighters who would just leave for other positions. “The fire department is so much about learning on the job,” he says. “There’s an experience factor: You learn your job from someone who’s done it. And it’s those people who are leaving. The other layer is that the people they are getting are

I know all this, because we went through it.” For many of these firefighters, the writing’s been on the wall for years. During the economic hardship leading to the great recession, while other Martin County employees were taking furlough (unpaid leave), the fire department was not able to; instead they conceded some of their pay increases to help close the local deficit. Since then, apart from a 3 percent increase one year for senior officers and a 2 percent increase the next, few other changes have been made to pay scale, including cost of living adjustments or merit increases. One way the union has proposed to retain their staff while maintaining the current budget was to redistribute existing funds. The department has a large senior level constituency, many of whom will be eligible for retirement soon. When they retire, the difference between their paygrade and that of their less experienced replacements would free up funds that could then be used to bolster 10year salaries. “Were the county to have taken a look at the merits of that, I think
they could have saved a lot of the people who had left,” said Richardson. District 5 commissioner John Haddox said that while he doesn’t feel the attrition has reached the stage of crisis, it is of significant concern to him. “Excessive turnover in public safety results in additional cost to train new personnel and degradation in the quality of service,” he remarked. Having years of experience in firefighting training with the navy, he distinctly understands the value of an experienced rescue team. “Law enforcement and fire rescue are the top priority regarding quality of life,” Haddox said via email. “Before all else we must feel safe in our homes and community, and must be confident in the case of an accident or medical emergency that the response will be quick and professional.” Few governmental officials dispute this, but accountability to taxpayers and other civic servants also figure into the equation. The increase structure is not the only concern for the county regarding the contract. Currently the contract also allows for separate sick and vacation times, which Kryzda says is not equal with other county departments and obligates the county to a possibly unsustainable model. PALM CITY — On April 5, 90 ladies of ELGA (Evergreen Ladies Golf Association) and their guests enjoyed a wonderful day of golf, fun and a chance to raise much-needed funds to support Tykes and Teens. On the beautiful Evergreen course, the ladies enjoyed the opportunity to purchase a drive on two holes provided by local professional golfers Jerry Impellittiere and Al Stewart, both of The Evergreen Club. Every hole on the course was generously sponsored by two or more local businesses and families. Off the course, participants purchased chances to win one of 60 beautiful raffle baskets donated by ELGA and Evergreen members as well as local businesses. The amount raised overall was put “over the top” by a silent auction with items ranging from a onehour, in-home massage to golf for four at exclusive golf courses in
the area. The day was most special because funds raised are going directly to help children and families in Martin County. Jeff Shearer, executive director of Tykes and Teens, was the sole male participant in the golf event and during lunch shared how this generosity makes a difference. She kept the diagnosis to herself, with the exception of her husband, Hal and daughter, Kim. Between physicians and treatment choices, she decided to tune into her own instincts. While on a trip, she did an Internet search and found Dr. Bryan Czerniecki, an oncology physician. Under his care, she received a new cancer treatment free of radiation and chemotherapy using an individual’s own white blood cells to create a vaccine. For Dodt, remaining centered was something she had to learn, and something she feels compelled to teach others how to do. “There’s a deficit in our medical system,” she says. “You receive a diagnosis, and but the emotional support falls off there.” Using her background in health care, Dodt is now a cancer coach and cure advocate, while maintaining the role of Florida director for a non-profit organization based out of Pennsylvania, Pennies in Action. To date, the organization has raised more than $3 million for cancer research. Dodt, along with Khoury are partnership-, friendship- and awareness-oriented women who believe in sharing to empower others. In fact, the location is a symbol of sharing and empowerment.

Tragedy through the death and loss of a close family member created a need for refocus and centering. She began searching and attending mindfulness seminars across the country. As the women reconnected, they would discuss their lives, and a realization struck. Khoury discovered that seminar opportunities were available only outside of Florida. Dodt asked Khoury about a house in her family that was not being used at the time as a possible location to start opening doors. Khoury made a phone call, and shortly thereafter, pulled their personalities, skills, and resources together to filling the need to provide mindfulness education in Florida. To date, the organization has brought mindfulness experts and speakers from around the country to provide learning sessions for guests. Events are scheduled on a weekly and monthly basis and opened to the public. “We are dedicated to helping others on this journey, “Khoury says. “Without it, we miss out on so much.” The Mindful Path is located at 508 S.E. STUART — The Stuart Community Concert Band is as old as the city itself. It was founded in 1914 and there is a picture of the group in the Stuart Heritage Museum. The all-volunteer group is open to anyone who likes to play music and is willing to come to regular rehearsals. The band will present a concert entitled “Dancing to the Big Bands,” April 24 at the Kane Center in Stuart. Patty Beonde, the group’s president, spoke about the concert and about the ensemble she joined in 1984. “There’s a lot of Big Band music,” she said. “As we’re getting ready, we practice and make a final decision.” Among the selections that are likely to be heard are works by Benny Goodman and Glenn Miller, “The Big Band Polka,” “Crooner’s Serenade,” a selection of Gershwin pieces, “Stardust,” Dixieland Jam” and “The Big Band Bash.” There may be some surprises, as well. Beonde and her husband, Tony, came to Florida to visit in 1980 and liked the climate. They settled here in 1982, having lived in Idaho, American Samoa, where they were teachers with the Department of the Interior,
