welve years after the city installed the mermaidadorned Good Heart Place fountain in Pineapple Park, the elements had taken a noticeable toll on the outdoor artwork.

So the city set about rehabilitating the statue. Working with the original artist, Nancy Goodheart Matthews, the city repaired the fountain and added more artwork around it.

Visitors on SIesta Key Beach took in a strange sight Wednesday morning — a wayward sailboat that washed up onto the public beach.

A roughly 30-foot sailboat named Anthem ran aground Sunday on Siesta Key Beach, creating a photo opportunity all week for island visitors and residents.

The owner of the vessel, which is based out of St.

Petersburg, told bystanders he was traveling home in the Gulf of Mexico when his navigation system crashed, sending the sailboat over a sandbar and onto the public beach.

“They need a towboat by sea and people on the sand to pull that sucker out of there.”

As the Florida Department of Transportation prepares to begin a drainage improvement project at Siesta Drive and San Remo Terrace, Siesta Key residents hope to avoid the traffic problems they encountered in January.

The severe congestion along Siesta Drive last month was linked to construction, but people in the area couldn’t figure out what the project was. Signs alerted motorists about a Florida Department of Transportation project set to begin Jan. 23, but lane closures began two weeks earlier.

The city was responsible for that preliminary work, which involved moving utilities to facilitate the FDOT project. The construction closed lanes during the day without prior warning.

Ann Frescura, executive director of the Siesta Key Chamber of Commerce, heard complaints about the traffic. She also experienced it first hand. On Jan. 10, it took her an hour to make a trip that typically takes 10 minutes.

“The struggle was real,” Frescura said.

Now, with a starting date of the FDOT project set for Feb. 6, all parties involved believe they’ve gotten to the bottom of the issue.

FDOT will limit any lane closures to the hours between 8 p.m. and 6 a.m. The $200,000 project is scheduled for completion in spring.

Frescura said Siesta Key is willing to bear the burden of a construction project if it has to — but solid communication is key.

“We have to find the best way to minimize any kinds of negative impact going onto and coming off of the key,” she said.

hree residents of the Essex House condominium were walking along the property Jan. 23 when an 8-foot-long piece of metal fell from the sky, landing just feet away.

The incident was not particularly unusual for the south Palm Avenue condo building. Next door, at 624 Palm Ave., construction crews are working on an 18-story, 17-unit condo development called Echelon on Palm.

Over the past couple of months, Essex House residents have been able to start a debris collection with material that has fallen off the Echelon construction site.

Resident Lottie Varano shared pictures with city officials of multiple pieces of wood and metal that allegedly fell onto the Essex House property. He’s pleading for an intervention.

“Our residents feel — rightly so — as if they are ducks in a shooting gallery,” Varano said in a Jan. 24 email to the city.

This is not a new complaint for residents neighboring a construction site. It’s not even a new complaint for Essex House, which sued Echelon developer The Ronto Group and contractor BCB Construction and alleged the work was impinging onto the Essex House property.

That case was settled, but the strife between the two properties was not. Varano said any effort to reach out to the contractor was met with lip service. He’s gravely concerned about the potential impact of the construction work.

“If Essex cannot be protected immediately from such dangerous fallout, I strongly suggest Echelon be closed until a visible protective barrier is installed before a resident gets maimed or killed,” Varano wrote.

Varano also said a rebar fragment from the construction shattered a window on the property. Last summer, a similar issue arose for a property neighboring the site of the Vue Sarasota Bay

development. Marcella Levin, a resident of the One Watergate condo building, said two pieces of debris from the Vue shattered windows in her building.

After the first incident, the contractor working on the Vue agreed to put up protective plastic on the side of the One Watergate building that faces the construction site. After the second, Levin reached out to the city for help.

City Commissioners Liz Alpert and Susan Chapman have passed their constituents’ concerns along to city officials. So far, the response has suggested these incidents are beyond the jurisdiction of city regulations.

When Levin sent a complaint to the city about the Vue, City Attorney Robert Fournier said it was an issue between two private property owners — a civil dispute, not one the city had any oversight regarding.

To obtain a building permit, a contractor must provide a staging plan for construction. The plan outlines where workers will park, when certain phases of con-

struction will take place and how the impact on residents will be mitigated, among other items. If the developer doesn’t meet strict requirements outlined during the permitting process, the city could intervene, Fournier said.

“If there’s conditions in the permit or standards they’re supposed to adhere to, those are project specific,” Fournier said.

“Failure to adhere to those could allow the city to revoke a permit, depending on how severe the violation is.”

But more general mistakes — like, say, allowing a piece of metal to fall off the construction site and onto a neighboring property — aren’t necessarily something the city is diligently watching.

“I think that’s a contractor’s responsibility — that’s what they’re supposed to know how to do professionally,” Fournier said.

Fournier said the zoning of the Echelon and Essex properties have contributed to the problems.

18-story building. It also requires the developer to have minimal setbacks from the property line.

Without an agreement that allows the contractor to use portions of the private property, there’s little cushion for error during construction.

“It’s a function of the zero-setback lines under the downtown code for the downtown bayfront sites,” Fournier said. “If that had been left residential multifamily, this problem wouldn’t have come up.”

Anthony Solomon, an executive vice president with The Ronto Group, said the Echelon developer is trying to accommodate the Essex residents to the best of its ability. He, too, said the proximity of the two properties poses a challenge during construction.

“We’ve worked out our disputes with the neighbors,” Solomon said. “Obviously, when you’re building a building in such close quarters, it’s going to be difficult. We continue to take safety precautions.”

The construction of Echelon on Palm is scheduled for completion later this summer. Only one of the 17 condos remains unsold, with one two-story, $3.1 million unit still on the market.

Despite the issues surrounding the Echelon construction, Fournier said the city has heard relatively few complaints about the impact of new developments on neighboring properties. Considering the amount of building ongoing in the downtown area, he said that’s a good sign.

“We’re fortunate not to have had more incidents,” Fournier said.

Officials held a dedication ceremony to celebrate the improvements to the public park at Lemon and Pineapple avenues, dubbed “Good Heart Plaza.”

That was 2005. Twelve years later, the fountain is in worse condition than ever. In addition to the wear to the artwork, the infrastructure of the fountain is failing, too.

The water is no longer running.

Calcium has built up on the decorative tiles. The marcite that lines the pools on either side needs to be replaced.

“It’s been sadly neglected,” Matthews said.

Thanks to a push from residents, the city is once again embarking on an effort to restore the fountain. Pineapple Park has been a controversial topic during the past two years. The city’s decision to sell a piece of property adjacent to the park drew negative feedback from people who sought to preserve the land for public use.

— a developer plans to build a two-story commercial building on the former city property — the focus has shifted to improving Pineapple Park. That starts with the fountain.

City staff is working with Matthews and artist Danielle Glaysher-Cobian to restore the artwork.

Beyond refreshing the paint and repairing the cracks in the concrete, Matthews said the overhaul will make it a more complete piece than it’s ever been.

“The water’s going to be working the way it once was,” Matthews said. “The lights in both domes — which have never been on — are going to be on.”

with the city, said the project can be divided into two components.

The artwork restoration and the infrastructure improvements are separate endeavors, but they’re being undertaken at the same time so one portion doesn’t interfere with the other.

Smith and Matthews said the improvements are a daunting process. Smith used the example of removing calcium from the tiles to show how involved the restorations can be.

“Calcium is a base, so you’d need a 5% acidic solution to dissolve the calcium,” Smith said.

“Then, you’d take baking soda to neutralize the acid as part of the cleaning process. You’d use little wooden spoons to remove any flaking of the calcite off of there.

It’s a very intricate process — and that’s just on one tile.”

Still, the city and the artists are eager to see the fountain restored to its original state. The city is investing $147,391 into the improvements: $101,700 for the artwork and $45,691 for the infrastructure repairs. The city got $260,000 for the 5,049-squarefoot property adjacent to the park.

A private donation in 2005 set aside another $27,500 specifically for improvements to the fountain — although the city lost track of that money until 2015, which residents pointed to as a sign of the

neglect Pineapple Park has seen during the past 12 years.

The city is determined to do more than just refurbish the fountain. On Thursday, staff is holding a public workshop to get feedback regarding the future of Pineapple Park. Downtown residents such as Barbara Campo have advocated for significant improvements to the park, arguing that the core of the city is lacking engaging public spaces as the population increases.

The impending construction of the 11-story, 157-unit The Mark condominium project on State Street will likely add to the demand for a more vibrant Pineapple Park, Matthews said.

“That park is going to be more and more important,” Campo said. “People need a place where they can gather their thoughts, where they can rest, and where they can enjoy a beautiful, beautiful fountain.”

ager Todd Kucharski will lead the conversation regarding possible Pineapple Park improvements. He said the history of the park helps explain the condition it’s in today.

When it was established in 1992, the park was one larger, contiguous space. In the 2000s, however, the city rerouted Lemon Avenue, bisecting the park in the process.

Kucharski said the location of the fountain was chosen with the original footprint of the park in mind. Working with a consultant, the city intends to develop a new master plan for improvements.

“I think what we need to do is focus on that park alone,” Kucharski said. “What can we do to enhance this public space, create positive activities and energy in the park and create that connection for people in downtown?”

The city also intends to develop a plan for enhancing the streetscape along the portion of Lemon Avenue south of Main Street. Kucharski said the city is

considering extending the brickpaved Lemon Avenue mall south to Pineapple Avenue.

Ideally, Kucharski said, the city would finalize a master plan for the park before the budget process this summer, so staff can begin the process of securing funding for any improvements.

He’s not putting a hard timeline on it, though. Input from residents will drive the conversation surrounding Pineapple Park.

Smith said the repairs should be finished by early May. Although the project involves a series of complex variables, the artists and the city are determined to complete the second major restoration of Good Heart Place — and hopefully have a more lasting impact than the previous effort.

“This is a very high-priority project,” Smith said. “It’s very important to the city. Everything should be vibrant. It should be an amazing piece again. It should be a focal point for that park.”

City staff said Pineapple Park was originally designed with a different footprint in mind. Now, the city wants to develop a master plan for the park that reflects the present conditions.

“We’re one of the last remaining available properties with a view corridor, which seems to be a big asset,” Black said.

The condos at The Boulevard will sell for between $1.5 million and $5 million. Core hopes to begin marketing the project in March and break ground in September. Daves said construction would likely take 18 to 20 months, putting a targeted completion date in the second quarter of 2019.

“There’s a lot of reasons to like this one,” Daves said. “The location is what we consider to be a perfect one.”

Core purchased three of the parcels along U.S. 41 for $5.4 million in November. Daves said the ongoing development of the Quay and the opportunity to offer a view of the bay will make this an enticing project.

A developer has filed preliminary plans for a project that would add another 18-story condominium building near the bayfront in downtown Sarasota.

Core Development Inc. submitted information Jan. 27 to the city regarding a project called The Boulevard Sarasota. The proposed development is located on just more than 1 acre at 500 and 540 N. Tamiami Trail, 1224 Boulevard of the Arts and 1235 Fifth St. The plans include 51 residential units, 8,000 square feet of restaurant space and 8,300 square feet of retail-office space.

The developer plans to build an 18-story building along U.S. 41, spanning from Fifth Street to Boulevard of the Arts. The first phase of construction would involve 49 of the 51 units. A second phase would add two more residential units on Fifth Street.

Kevin Daves, president of Core Development Inc., said the company was excited to build near the bayfront and on the edge of the rapidly redeveloping Rosemary District. Although more

County leaders and the elusive quest for job growth

Using tax incentives to lure new business to Sarasota County is under scrutiny.

arasota County Commissioners have decided one of their priorities for 2017 is re-examining county programs intended to stimulate job growth. Under particular scrutiny is the county’s use of tax incentives to lure new businesses into the county.

That program erupted into controversy last year over “Project Mulligan,” a package of tax cuts offered to entice North American Roofing to move to Sarasota County. Not surprisingly, local roofing companies wondered why county leaders would make a deal for a new competitor to pay less taxes than long-standing Sarasota County roofing companies.

North American Roofing chose to go to Tampa, but the controversy raised by Project Mulligan remains, exposing two problems of the county economic development tax incentive program.

The first is the program is inherently unfair. Companies that already exist see their tax money going to tax cuts for new competition. Companies that locate in Sarasota County because it is a good place to do business see their tax money going to new competition. It is a process by which the government picks winners to get special treatment and pay less in taxes.

That is not just unfair, it is arbitrary. The accompanying chart shows what major occupational categories Sarasota has more or less jobs in compared to the state average: those categories with bars in the negative are where Sarasota has fewer jobs per 1,000 people than the state average. But figuring out from this information what jobs Sarasota “needs” that the county government should try to subsidize is virtually impossible.

Hundreds of market factors and many policy decisions feed into why some jobs tend to occur

in greater numbers in Sarasota.

A decentralized market process driven by consumer demand can take all those factors into account. People sitting in the county building looking at applications for tax breaks cannot.

Second, tax incentives are an ineffective way to create jobs.

Optimizing the location of a firm entails finding the place that has the right demographics and trends for customers and the workforce, the right kind of workers with the right skills, attractive and affordable homes for workers and management, accessibility to transportation, a favorable competitive landscape where synergies with complementary companies are possible, and where local policies are favorable to success.

Tax incentives are one part of the last of those factors. A company that chooses where to locate based on which government will pay it the biggest bribe in the form of tax cuts is not a company working toward longterm success. It likely will not create jobs at the rate of companies that chose Sarasota County because it is overall best for the success of their businesses.

Florida’s legislative leadership has killed the state tax incentive program for exactly these reasons: It has unfairly benefitted some business that move to the state at a cost to businesses already here. All too often, companies given incentives haven’t created the jobs they promised.

This year, Orlando ranked third in the nation for job growth among U.S. cities. Little if any of that growth can be attributed to tax incentives. Forbes magazine’s analysis of the Bureau of Labor Statistics data found that: Orlando’s resurgence has been driven by growth in professional business service jobs (up 26.8% since 2010), construction-related employment (up 11.5%) and by its largest sector, hospitality, up 22%. The metro area’s population has exploded from 1.2 million in 1990 to 2.3 million today. Much of this recent growth has come from domestic migration, which has accelerated two and half fold since the end of the recession.

This has fueled a modest resurgence in construction employment, which expanded 4.6% in the last year…

Sarasota County should follow the state’s lead and not use tax incentives. Instead, commissioners should focus on the basics that lead to a thriving local economy — like good schools and low crime. Others are maybe not so obvious.

As I wrote in January, housing supply and transportation are key, and Sarasota County could do more. Local laws that artificially restrict the housing supply, particularly of apartments, condos and rentals, and raise the cost of living near downtown restrict workforce accessibility crucial to the success of startups or businesses moving into the area. Millennials are the future workforce, and Sarasota must allow the kind of growth in housing and the types of projects that accommodate millennial working and living habits.

As well, congestion and lack of mobility strangle economic growth, hurt business and repel a talented potential workforce.

The transportation network must keep up with growth, must be operated for improved flow of traffic, and must provide reasonable travel times throughout the metro areas.

The county can take positive steps to encourage startups. “Innovation districts” are specially approved districts near downtown areas that allow for and create conditions amenable to encourage high concentrations of educational institutions, residential development, public space, entrepreneurs and local business. Our knowledge-driven economy has shifted productivity to innovation — meaning the combination of knowledge and capital produces more firms.

Since growth, traffic congestion and economic development are all on county leaders’ priority lists, there are some great overlaps. Rather than trying to bribe new companies, the county has an opportunity to focus on policies that allow for housing supply to meet demand, invest in adequate transportation infrastructure and foster a culture of innovation and startups.

I take exception to statements made in the Siesta Key Observer editorial and City Manager Tom Barwin’s op-ed of Jan. 26.

The Siesta Key Observer quoted Mr. Barwin’s statement that the city “has repeatedly offered to meet with those challenging the permit.”

On Sunday, Jan. 22, I sent Deputy Managing Editor David Conway Siesta Key Association’s press release regarding our most recent legal action, a draft copy of the complaint and our transmittal letter to the city and the other defendants.

The transmittal letter contains a specific request to meet with the various parties, including the city.

The Siesta Key Observer had that letter in hand when the editorial was written, yet it was ignored. Mr. Barwin also had our letter before he wrote his op-ed piece.

On Wednesday, our counsel contacted the city to follow up to make sure the city had received the documents and received no response.

Another follow-up letter was sent to Mr. Barwin on Friday by counsel. Over the last three years, SKA directors have met with city personnel and the U.S. Army Corps of Engineers on several occasions, but our

attempts to meet with Mr. Barwin have not been successful.

The Siesta Key Observer has referred to Mr. Barwin’s op-ed piece as “…showing the kind of leadership that is needed to help resolve this dispute…”

I beg to differ. SKA has been extending its hands to resolve this matter for quite some time. For the city to ignore this overture and then claim to the public that SKA refuses to meet is surprising to say the least.

Shame on us: One hand did not know the other. Yes, David Conway had a copy of the letter at the time our editorial was written. Yours truly did not know of it. Apparently, then, what should have been said is both sides are showing the kind of leadership needed by reaching out to each other. And yet, if both sides are extending offers to meet, and you haven’t met, there is clearly a chasm.

We’ll stick to our urging: that at least one of our elected leaders brings the two sides into the same room at the same time.

City manager understates the risks City Manager Tom Barwin’s comments promoting the proposed Big Pass dredging in the Sarasota Observer on Jan. 26 are upsetting and sound like he is lobbying for the Army Corps of Engineers.

There is much to identify as possible risks to the shoreline of our treasured Siesta Key Beach in the “Sophisticated Modeling” design of their proposal to dredge the never-before-touched Big Pass shoals. Mother Nature has created problems across America, especially shorelines, and everyone knows that you should not fool with Mother Nature. She will take sand away from our barrier islands, and she will bring it back, all in due time.

Barwin mentioned that the public has had opportunities for input and that the study, analysis and planning process and the Corps’ computer modeling have all resulted in a wellthought out and environmentally smart plan. Yet he failed to note that many experts in this subject area, independent of the Corps, have said that the Corps has not exhibited efficient due diligence.

The statement has been made that the proposed project

can only, at best, result in no change to Siesta Beach. That lone possible neutral outcome, however, is dwarfed by the many more possible outcomes that will result in irreparable damage to the shoreline of the nation’s No. 1 rated beach, a huge money generator for our county and tourist attraction.

Other opinions have simply been brushed aside, turning what should be an open fact-finding discussion into a one-sided single version.

If replenishment is so critically necessary, is Lido so envious of the “fine quality” of the sand in the Big Pass shoals that they refuse to accept sand from somewhere else that would have no effect on our Siesta Beach yet would still save their properties from damage?

Recently, Turtle Beach found sand and was renourished efficiently. If Lido is in “dire straits,” I suggest trucking it in or going way out in the gulf to get gray sand ASAP. Sand from out in the gulf will hold up better as far as resisting wave action and protecting the houses and condos and hotels that need help.

Siesta sand is finer-grained and could wash out to sea much sooner.

Darwin mentioned the concerns raised by “several individuals on Siesta Key.’’ That statement in no way accurately

describes the unified large body of members of the Siesta Key Association, SOSS2, Siesta Key Condo Council, and many others who are speaking out, seeking legal relief in defense of a treasured beach.

Local beach damage has happened before, and it is not a question of if but of when it will happen again.

Siesta Key, a small but world-recognized portion of the Gulf Coast, has indeed been lucky for many years and has not incurred much damage, while Lido and Longboat keys have suffered heavily.

Why put Siesta Key at risk?

In the meantime, many Sarasota County residents would like to continue their enjoyment of Sarasota’s greatest beach, expanded parking and amenities, the 13 Siesta Beach accesses, for free, the features that led many of us to buy in Sarasota County.

These taxpaying voters do not want the inept Florida Department of Environmental Protection, city government and the Corps of Engineers to take it away from them.

My many contacts not only “several concerned residents” of Siesta Key, strongly refuse your entreaty to “reconsider and work with you.”

Sarasota explores short-term sand options on Lido Key Siesta residents continue to oppose the dredging of Big Pass, so city officials are considering other options to bolster the shrinking Lido Key shoreline.

Even if the city of Sarasota’s plan to renourish Lido Key with sand dredged from Big Pass moves forward as quickly as possible — despite Siesta Key residents working to block the proposal — the project won’t begin until next winter at the earliest.

That’s a source of concern for Lido residents, who say the shoreline continues to recede.

“About two years ago, we had a beach renourishment, and the sand was probably about 50

yards out,” said Bill Perrine, board president of the First Lido Condominiums at 1900 Ben Franklin Drive. “It’s eroded about that much in two years — even at low tide, water’s hitting the seawall.”

The seawall typically helps prevent any issues. On Jan. 22, however, high winds sent waves crashing over the wall. Perrine said storm conditions can lead to flooding and water damage on the lower levels of the condo.

Beyond moving furniture around, the condos have few options to limit the damage. Perrine, like many Lido residents, is

counting on the Big Pass dredging project for some relief.

“That’s a multimillion-dollar project, and we’re 56 units here,” he said. “We are pretty much at the mercy of what the city, county and U.S. Army Corps of Engineers decides to do.”

City officials, increasingly concerned about the issue, are considering other options for protecting Lido Key properties. Sarasota City Manager Tom Barwin said staff is exploring its options for smaller renourishment efforts.

The state would allow the city to do a hot-spot renourishment project, but that would only permit the addition of 6,000 cubic yards of sand. The city could also seek state approval to use sand from New Pass to offset the damage of Hurricane Hermine. That could add 50,000 cubic yards to the shore, though the cost of the dredging would likely top $1 million.

The city is also investigating the possibility of working with private properties to place barriers and sandbags near the shore as a protective measure.

Barwin said the Lido shoreline is in its most vulnerable state in the past two decades, stressing the need for a long-term plan. He criticized Siesta’s opposition to the Big Pass project, stating it will complicate the critical process of strengthening Lido beach.

If the state does not approve the project, Barwin and other officials fear even localized storms can have a significant impact on Lido properties.

“It’s just a matter of hoping and praying that we’re lucky,” Barwin said. “We’re not talking about hurricanes; we’re not even talking about tropical storms.”

Legislators are in the process of evaluating state Sen. Greg Steube’s proposal to cap local business taxes, but city officials have already rendered their verdict on the regulations. “It would be very detrimental if this bill passes,� said Tim Litchet, Sarasota’s director of neighborhood and development services.

On Jan. 10, Steube filed State Bill 330, which would prohibit cities from charging businesses more than $25 annually in local business taxes. In 2016, the city collected $939,598 in local business taxes. If the $25 limit were in place, the city would have collected $145,800 — a decrease of $793,798.

City staff said the typical business tax bill is about $75, but the cost can range from $15 to $1,500 depending on the size of the business. The money goes toward the city’s general fund, but Litchet said the information gathered also helps the city keep track of the businesses operating within

its boundaries. “That’s where we make sure they have a lot of the licensing they need,� he said. “I think it gives the city and everybody a lot of good information.�

Steube’s proposal received negative feedback at a January meeting of the ManaSota League of Cities. Officials on Longboat Key have also expressed concern about the potential effect of the bill. In Sarasota County, local business tax funds are used for economic development, with some of the money steered toward the Economic Development Corp. of Sarasota County.

Steube, who was elected to the District 23 seat in the state Senate after serving six years in the state House of Representatives, did not respond to requests for comment.

Litchet said similar efforts to cap the local business tax have been raised in the Legislature in the past. Already, the state limits the rate at which municipalities are allowed to raise the business tax rate. Litchet said it’s likely the ManaSota League of Cities will handle lobbying efforts against the proposed bill.

Although the proposal would lighten the financial burden on business owners in Sarasota, Litchet said he hasn’t heard much pushback to the business tax on a local level. “I’ll be honest — in my opinion, it’s one of the least controversial things I do,� Litchet said.

CUTTING TIES 8 p.m. — 500 block of Gillespie Avenue Suspicion: A man reported that someone removed the electric meter and cut the power lines to a home he owns. The man said a family friend was responsible for the incident. The man rents the home to a family, and they had not had power since the incident occurred a week earlier. An officer made contact with the utility company, which agreed to assist the family renting the house.

CAR PROBLEMS 12:25 a.m. — 1600 block of Laurel Street Property damage: A man reported that another male was screaming in the middle of the roadway. The male had an object in his hand and appeared to be damaging a neighbor’s vehicle.

The man yelled that he was going to call the police. The male, who appeared intoxicated, yelled back the intersection at which he lived and said “tell them to come and get me.” The male then fled the area.

The owner of the car came out and saw the damage. The car owner believed the person who damaged the vehicle was his ex-girlfriend’s boyfriend. The car owner said his ex-girlfriend recently had her tires slashed, and the current boyfriend believes the car owner is responsible. The car owner denied damaging his ex-girlfriend’s vehicle.

SMASH & JAB 12:25 a.m. — 1400 block of Main Street Property damage: A man reported that a customer started a fight at a bar and broke one of the business’ signs. The man said a bouncer kicked the customer out after he started a disturbance. The bouncer said the customer returned, enraged. The customer grabbed a display sign near the front door and smashed it on the ground. The bouncer ran outside and confronted the customer, who proceeded to punch the bouncer in the face.

The customer then got into a truck and fled the area. Staff at the bar reviewed security footage from the incident, but was unable to find an angle that showed the customer’s face.

PACKING HEAT 8:44 a.m. — 3400 block of Fruitville Road Lost and found property: The manager of a hotel reported that a customer left a gun, magazine, holster and 12 rounds of ammunition in his room after checking out. ormer Riverview High School band director Andrew “Jack” Crew spent his musical career chasing a sound.

For Crew, music was about a sound that started in “the bottom of your feet and worked its way up to your soul,” as Riverview alum Vince Vance put it Jan. 27 during the dedication of the Andrew J. Crew Band Shell at Riverview High School.

The shell was installed in Riverview’s auditorium to enhance the sound of band performances.

Crew was band director from 1968 to 1983.

He died in 2014. His wife, sister and daughters attended the event.

Footage from an interview Crew granted before his death was shown between songs.

“I remember thinking ‘There just can’t be anything in life better than this,’” Crew said.

For those who knew Crew, the band shell is a tribute to a man dedicated to a sound.

“You’ve come full circle,” Vance said. “We welcome you back home.”

ooker High sophomore Johnnie Williams IV was forced to be his own father at age 8.

He was in his grandmother Margaret Jackson’s house on Sept. 8, 2008, walking from the living room to the kitchen, when she reluctantly gave him the news. His father, Johnnie Williams III, had been shot dead.

Detectives at the time said a 17-year-old had approached Williams III while he was on his cousins’ porch and asked about a necklace. A tussle ensued, and the 17-year-old pulled a gun. Williams III was 31 years old.

“I didn’t take the news that seriously at the time,” Williams IV said. “I just thought he was going away for while, but would come back. It wasn’t until I got older that I realized he wasn’t coming back, and it started to really hurt.

“It still does.”

Williams IV now lives with Jackson, his mother, Tangala Dawson, and his 5-year-old brother, Austin Guidry. He has been forced to grow up quicker than years usually allow. That includes taking care of Guidry. He knows how hard it is to be young and without a father, and he has pledged to be that figure for his “baby bro.”

Williams IV admits that he tries to always appear like he is doing fine in front of his Booker basketball teammates and coaches, but he still feels the stinging loss, especially after games.

“There’s no one to tell me ‘good job’ or even what I did wrong,” Williams IV said.

No one can reverse what happened, but Williams IV has a chance to escape his memories on the basketball court, where he is thriving. The 6-foot-3 sophomore is already rated a two-star prospect by Verbal Commits, and has a scholarship offer from Division I Southeastern Louisiana. He got a text message about the offer while at a friend’s house, and was shocked, feeling like it “came out of nowhere.”

Williams IV said getting to attend college for free while playing basketball would be a dream come true. All he wants to do is make people happy, he said, and bringing home success would make his family happy.

He can expect to get more offers after his play this season. Williams IV is lighting up both ends

of the floor, playing forward out of necessity even though he feels most comfortable at guard. He’s shown the ability to score from the outside and inside, but said his priority is actually defense.

He is the team’s premier shotblocker, and disrupts a lot of the shots he does not block. Against North Port on Dec. 29, he posted a triple-double of 14 points, 11 blocks and 10 rebounds. In Booker’s game against Southeast on Jan. 30, he had 18 points and a massive block late in the game, almost palming the ball out of his opponent’s hands, to prevent Southeast from sniffing a possible comeback. His through-the-legs dunk at the buzzer was the exclamation mark on an 81-73 victory.

He’s big on dunking: His favorite basketball memory, he said, was his first-ever dunk, in a junior varsity game last year against Cardinal Mooney. He took a Euro step left and slammed it home. Everyone went crazy, he said, including himself. That is no surprise. Williams IV is an emotional player, getting visibly fired up when his team needs a spark.

That way, whatever future success Williams IV finds, he will always carry his dad in his heart, and on his back.

Cardinal Mooney alumnus shows off shooting skills at Louisville

I

f you were watching the Jan. 21 men’s college basketball game between then-10th ranked University of Louisville and then-12th ranked Florida State University on ESPN, you might have seen a familiar face.

Ryan McMahon, the former Cardinal Mooney basketball standout, is a redshirt freshman at Louisville, where he plays under Hall of Fame coach Rick Pitino. He only got four minutes of playing time in that game, but in the Cardinals’ next game, against the University of Pittsburgh, McMahon got 15 minutes on the court, and was second on the team with 15 points in a big win, hitting five of seven shots beyond the arc. On Jan. 29, against North Carolina State University, McMahon got in the game early and played 11 minutes total despite some foul trouble.

It’s remarkable that the 6-foot freshman from our area is getting real playing time for a team now ranked sixth in the nation.

I originally wanted to talk to McMahon and ask him what his experience has been like. But red tape made that impossible on deadline, so instead, I talked to three people with varying perspectives and knowledge of McMahon’s career: an analyst, a coach and a father.

“I was so intrigued with him,” Vitale said. “I went to see him one time in a big game against a team that had a former player visiting, Antonio Blakeney (now at Louisiana State University).

I wanted to see Blakeney more than I wanted to see McMahon, but I went to see the game and I was blown away by his (McMahon’s) shooting ability. So much so was I intrigued that I went to see him a second time, then again a third time.”

Paraphrasing, Vitale said Pitino believes McMahon has a chance to be a good player for the program down the road, not just a spot-filler. He’s transitioning from a catch-and-shoot two guard into a legitimate point guard, and that transition takes time, but the school is enamored with his skills that cannot be taught: his outside shot, and his willingness to work hard.

That determination to get better stems from McMahon’s time playing for the Bay City Ballers, a youth travel team coached by

John Jones. Jones concedes he’s a demanding coach, and said McMahon’s style didn’t mesh with his philosophy when the guard initially joined the Ballers.

“He was a little more flashy than I would like my players,” Jones said. “Ryan (McMahon) and I would do battle over that, because he would turn the ball over, and I would pull him out, and he would get so upset with me. He had come from a program where he was playing the entire game. When he joined my team, he wasn’t playing as much as he was used to. But you know, Ryan never quit. He never quit. He just dealt with it and he continued to work hard. The second season that he came back, Ryan was a team leader. He was a totally different kid. He set out to show me that, ‘I can do it, coach.’

“I’ve had nothing but the utmost respect for that young man. Ryan answered everything I could ever ask for.”

There are two people McMahon lists on his Louisville profile when asked about who has had the greatest influence on his athletic career. One is Jones.

The other is his father, Dave McMahon, an assistant coach at Cardinal Mooney.

Dave McMahon understandably did not want to speak for his son, but said that “his experience (at Louisville) has been a very good one,” and that he has been extremely happy playing

basketball there.

“Anybody at any level, whether it’s D-II or D-I, they will learn that the next level is a tough level,” McMahon said.

“But when you’re talking about one of the toughest leagues in the country, one of the storied programs in the country and a demanding teacher and you love what you do, it’s pretty cool.”

Dave McMahon believes that year coming off the bench for Jones’ team helped prepare his son for what he is experiencing at Louisville, calling it “a very difficult path to go through, but a necessary one,” and actually noting that time as his favorite memory of Ryan McMahon’s career (thus far).

All three men voiced similar thoughts on Ryan McMahon’s future. With time and continued hard work, he can become a very good player at Louisville, and it appears the coaching staff feels the same away.

Personally, though, I think Vitale said it best.

“He. Can. Flat. Out. Shoot.

The. Rock,” he said.

How long have you been wrestling?

Six years. I met one of my dad’s (Michael Bush) old high school coaches (Kevin Hayward) at McIntosh when I was in fifth grade.

They started talking about wrestling, and I was kind of interested in it. I came to a practice I think the next week, and liked it.

What is your best skill as a wrestler?

I’m really good at cradles.

What is your favorite wrestling memory?

Last year, I was wrestling a really tough kid that I actually had lost to before. I think I was up by one point in the third period, he shot and I dumped him onto his back and ended up pinning him. That secured me placing at states last year. It was a really good feeling.

What are your hobbies outside of wrestling?

I like going fishing. I like to cook stuff at my house. My dad is a really good cook, so I like to help him out.

In the midst of crippling memory loss, a local hospice finds hope in the musical high notes.

t began as a pipe dream.

While viewing the documentary “Alive Inside,” Tidewell Hospice volunteer Chuck Cobb watched in awe as chords became catalysts. The film depicts patients with late-stage Alzheimer’s and dementia. They had withdrawn to recesses of their minds, and words couldn’t bring them back.

But music could.

By introducing the Music and Memory program, which was created in 2008 and uses music to access memory, patients were able to regain their identities.

Cobb saw the program’s potential and vowed to start it at Tidewell.

“We just sort of laughed, because we’re a nonprofit agency,” Tidewell Director of Volunteer Services Stacy Groff said.

“New programs are not easy to just find funding to start when you’re trying to exist on Medicare dollars.”

A musician himself, Cobb was determined to see Music and Memory work at Tidewell, but he didn’t live to see it come to fruition. He died in June 2015.

“We knew that flowers or a sappy memorial service … wouldn’t be what he wanted,” Groff said.

Using money collected in his honor, Tidewell became a registered Music and Memory hospice in late 2015. The hospice unveiled the program to its patients in June 2016.

Equipped with 10 iPods, an inhouse music library built from CDs and iTunes gift cards, nine volunteers are serving 23 patients in Sarasota and Charlotte counties. That’s just a fraction of Tidewell’s 1,000 patients. Although the numerical significance of the program is small, the emotional influence on the patients it serves is incalculable.

Diane McGaha has been a volunteer with Tidewell for two years. She decided to get involved with the Music and Memory program after seeing the impact of music on her previous patients.

One of her patients, a dancer in her youth, was wheelchair bound.

Although she was relatively sedentary, Glenn Miller and his big band beats would make a connction “When she hears a song she used to dance to … that gets her going,” McGaha said. “She sits in her wheelchair and she starts moving her feet ... like she is dancing with a partner.”

music will resonate with patients.

Usually with older women, she defaults to the crooners, but trial and error has taught her that guidance is essential when trying to predict how people will react.

She once played Frank Sinatra on a visit with a woman.

Usually it was difficult to determine whether the patient was lucid, but this time McGaha could tell she was alert. In fact, she was visibly agitated.

“Her caregiver comes sprinting in from the back side of the building saying, ‘No! No! Not Frank Sinatra! She used to date him in the 1940s in California,’” McGaha remembered with a laugh.

Situations like that are why McGaha says the Music and Memory program is unique. It requires a caregiver or family member to fill out a questionnaire to give program administrators an idea of what musical era, genre and artist patients like.

McGaha has one patient in the Music and Memory program, but

what she has seen in her visits has convinced her of the program’s power and potential.

The patient’s son said she loved Dean Martin because the Rat Packer bought her a drink in New York when she was young.

After an initial visit, McGaha came back with a playlist laden with songs from the King of Cool.

“I didn’t think it was going to be a good day,” McGaha said. “A lot of times she is just there with her head leaned over and her eyes closed. She is certainly not interactive.”

But by the 10th bar of Martin’s “That’s Amore,” McGaha’s patient wasn’t just awake, she was singing.

Sessions typically last between 15 and 20 minutes. The therapy isn’t restorative. There is no cure for late-stage neurological diseases. Yet, for those brief minutes while the music waxes and wanes, patients are transported — every downbeat a memory, every crescendo a reminder of their former self.

“It’s fascinating,” McGaha said.

“Somewhere in the recesses of her brain it reaches a time in her life that she connects with still.”

Although the moments are fleeting, McGaha counts herself lucky to be present for them, and she hopes that as awareness of the program grows so will its resources.

For now, Tidewell’s small army of volunteers is using the resources they have to bring hope, one song at a time.

“For me, it’s just a privilege,” McGaha said.

Many in attendance on Jan. 25 said they had already seen that potential come to fruition. “(In) every nook and cranny, we had students. It was so great, and you could tell they were so proud,” said Jan Schmidt, a member of the Ringling College Library Foundation Board of Trustees.

were working during the event, and they said the building lives up to the hype.

“I’ve already spent a lot of time in here,” March said.

And that’s the point. For members of the library foundation, the hope is the library’s legacy will be manifested in the minds that benefit from it.

“It’s an entity all to itself,” Schmidt said. “It’s as if it’s a building waiting with open arms for the students to use and enjoy it.”

Healthy Start trades ball gowns for baby bjorns

T

here were no ball gowns or bow ties on guests who weaved their way through the labyrinth of dressers, doors and tables during Healthy Start Coalition of Sarasota County Inc.’s annual fundraiser Jan. 26 at Sarasota Architectural Salvage.

It was the eighth year the organization has held the event at Sarasota Architectural Salvage.

Healthy Start Executive Director Shon Ewens admits it’s not a normal

location for a fundraiser, but that’s the point.

“This is our biggest one of the year. I think it’s completely different than what anyone does in Sarasota,” Ewens said.

The organization advocates for the health of infants and mothers. It’s mission was evident in the attendee’s choice of accessory.

“If you can wear your babies you bring them,” Ewens said. “They’re here because that’s our mission.”
