Voters who want to request a ballot by mail for a pair of Sarasota County referendums in March have until this weekend to do so, the Sarasota supervisor of elections said.

Any registered voter may request a vote-by-mail ballot at SarasotaVotes.gov/VotebyMail or by calling 861-8618 by 5 p.m. Saturday, Feb. 26.

“This deadline ensures enough time for the voter to receive and mark the vote-by-mail ballot and return it so that it reaches the elections office in time to be counted,” Supervisor of Elections Ron Turner said in a statement. “Voted ballots may be returned by mail or in person but must be received in the elections office by 7 p.m. election night to be counted.”

The cost to return a ballot by mail for the March 8 referendums is one Forever stamp or 58-cent postage.

In-person early voting for the optional 1-mill property tax for Sarasota County Schools and a vote on single-member voting districts for the County Commission is underway. In-person election day voting is on March 8.

arasota County celebrated its 100th year in 2021, and to help people learn more about the region’s century of history, the county has created a geocaching program, Sarasota County Quest.

Sarasota County Quest, much like a scavenger hunt, provides GPS coordinates of a historical landmark for players to find.

Upon arrival at the location, players search for a hidden box where a log book and area-specific postcards are placed.

There are 21 geocache locations to explore in the program, all of which require the use of a smartphone and the geocaching app. The app is available in both the Apple Store and Google Play Store.

After downloading the app, players should reference the list of Sarasota County Quest locations listed on its website under the “Communications” tab.

Clicking on a location redirects players to the geocaching app to begin the search.

The geocaching app connects to smartphone GPS tools. After driving, biking or walking to the chosen location, players must search on foot and follow the app’s directions precisely.

For example, a geocache box has been hidden in Phillippi Estate Park. The app would lead players out of the parking lot and within a few feet of the box.

The county is encouraging players to share their findings using the hashtag #SRQCountyQuest.

An open house for the public to view concept designs for the 33-acre Quad parcels adjacent to Celery Fields is planned from 9 a.m. to 3 p.m. Saturday, Feb. 13, at the Sarasota Audubon Society’s Nature Center, 999 Center Road.

Members of the Audubon Society and the Conservation Foundation of the Gulf Coast will be present to explain plans for “re-wilding” the land.

In 2020, the Sarasota County Commission approved a publicprivate partnership with the organizations to preserve three of four county-owned parcels on the site in perpetuity. Among the concept plans are meadows, woodland areas, trails, picnic areas, high and low elevation points and more.

The Quad parcels are located at the intersection of Palmer Boulevard and Apex Road and buffer the western edge of the Celery Fields.

avement, park play areas and a pool are among the items ranked highly on Sarasota County’s list of projects that could be financed by revenue from an optional 1% sales tax if approved by voters in November.

About $2 billion is expected to be pulled in by the sales tax in its 15-year run from 2024 to 2039, with about $908.2 million designated for projects in unincorporated Sarasota County, based on population. The county’s municipalities will split an estimated $607.4 million, and Sarasota County Schools is expected to get about $505.2 million.

County leaders emphasize that this is not a new tax or a tax increase, but rather the third renewal of an optional 1% surtax above the county’s 6% sales tax that launched in 1989. They also explain that tourists and other visitors to the region pay about 20% of the total.

TOP-RANKED TRANSPORTATION PROJECTS

PRESENTING THE REPORT

On Feb. 8, the county’s Surtax Task Force presented its report to county commissioners on a broad list of projects suggested both by the public and county staff. Since last year, the task force has been holding public workshops, fielding electronic submissions, hearing from county staffers and prioritizing their ideas to present to the commission.

“This won’t be done until it’s done, but to get it today so that you all can do your process in vetting the projects,” said County Administrator Jonathan Lewis.

Between now and March 29, commissioners will work to adjust the task force’s list into a working slate of projects that matches the expected tax revenue; 50% of those items are required to be transportationrelated.

Surtax money typically must be used for capital projects or the purchase of things such as vehicles; it can’t be used for salaries or ongoing expenses.

“The purpose was to get a sense for how the general public feels about what ought to be on the list,” task force Chair Dan Bailey said. “The list is largely compiled by county staff because they are really in the know for what’s needed. But the public outreach was to make sure we’re not missing anything.”

One project on the list submitted by the public was a warm-up pool at Selby Aquatic Center on Potter Park Drive, which would offer additional capacity for the competitive swim organization based there.

The Sarasota Sharks requested

The playground at Newtown Estates Park could attract some upgrade money via the county’s surtax.

$300,000, but county commissioners suggest upping the request to more than $2.5 million for the entire second-pool project.

Commissioners Mike Moran and Christian Ziegler expressed support for using additional surtax dollars, above what was requested by the Sarasota Sharks, to make the pool project a reality.

“This board is very astute in knowing the difference between an expense and an investment,” Moran said, adding that Sarasota is often passed over for top swim meets because of a lack of such a facility.

“There would be huge ramifications for sales tax revenue.”

Ziegler noted that Sarasota’s Emma Wyant, a silver-medal swimmer in last summer’s Olympics in Tokyo, trained locally.

“I echo Commissioner Moran’s comments about Selby Aquatic Center,” he said. “We had a silver medalist at the Summer Olympics last year.

We set ourselves up to be one of the premier locations for aquatic training facilities in the country in terms of our successful athletes.”

Widening a Venice road was the top transportation priority in the task force report, followed closely by extending Legacy Trail into North Port from Venice.

Widening Proctor Road, which was an idea submitted by county

staff, was also a popular project among citizens.

Ranked highest on the non-transportation list, aside from an Englewood fire station, was an upgrade of the Newtown Estates Community Center. General Newtown Park improvements were also highly ranked on the list, and the park could benefit from a broad playground and shade structures program.

The three most popular first-priorities were environment, libraries and parks. South County sewer line replacement and the Water Quality Improvement Program (WQIP) were the highest-ranked projects on the list that could impact the environment.

“This isn’t my first time doing this.

I was on the last surtax task force as well,” Bailey said. “I was also on the other committee that reviews the projects, I believe quarterly, to make sure the projects are getting done once the money starts coming in.”

FINALIZING THE LIST

Bailey said with his task force’s submission of its list, the group’s work is done. Commissioners and staff over the next month or so will work to finalize the list, a process the county’s municipalities and school district also have been working through.

“They have put together a list and will formalize and finalize it in a couple weeks,” Bailey said. “Then there will be some public input on it during the public hearing on March 29.”

Six public meetings were held at locations throughout the county to discuss project ideas, but Bailey said the meetings were lightly attended. There was no shortage in ideas though, which citizens primarily submitted through the online portal.

“I think people really like the virtual environment and using the online portal,” Bailey said. “It keeps them from having to drive all around the county to have their ideas heard.”

City commissioners meeting in regular session on Tuesday are scheduled to vote on the second of three potential one-year contract extensions with the city’s red-light traffic camera provider.

Since 2018, 20 Sarasota intersections have been equipped with gear from Red Speed Florida LLC. The city pays Red Speed $3,500 a month for each of the installations, a total of $70,000 monthly or $840,000 annually.

In 2019, the city’s share of the ticket revenue from the cameras was $955,066. Revenue fell to less than half in the first year of the COVID-19 pandemic, to $408,751 in 2020 and $780,636 in 2021. According to a document from Sarasota Police, a similar figure is projected for 2022.

In a memo to City Manager Marlon Brown requesting the one-year extension, Acting Police Chief Rex Troche said fees for the service are offset by the revenue the devices generate, and the cameras are key to traffic safety.

“Photo enforcement of redlight violations improves safety by increasing compliance of drivers stopping at red lights, providing 24 hours a day, 365 days a year unbiased traffic enforcement, and produce a record of evidence that is not easily disputed,” he wrote.

The city originally agreed to a three-year deal in January 2018 with the option of three one-year extensions. The extension under consideration next week is the second and would expire in 2023.

According to Florida law, redlight camera photographs must be reviewed by a police officer before a citation can be issued. Red-light citations do not result in punative license points, but a fine is levied.

In fiscal year 2019, officers reviwed 30,764 photos and accepted 26,321

as violations (85.5%). In fiscal year 2020, officers reviewed 16,218 photos and accepted 15,196 (93.6%). In fiscal year 2021, officers reviewed 27.867 photos and accepted 26,622 (95.5%) The red-light camera renewal is part of the commission’s consent agenda, which typically is voted on without discussion.

Among other issues on the Feb. 22 agenda: Discussion of alterations to the city’s tree ordinance, as recommended by the city’s Tree Advisory Committee; Discussion of the city’s sidewalk cafe rules, including the addition of rules prohibiting the advertisement of alcoholic drinks in the outdoor area, and rules governing where outdoor space heaters can be placed.

There are 20 red-light cameras at 15 intersections citywide.

to go through this without any facts and any data and just say we’re now going to redo it.”

After city staff’s work, a March 7 meeting is planned to vote on a final resolution containing the city’s project priorities to deliver to the County Commission. From there, if approved at the county level, a referendum on renewing the 1% additional sales tax will be on ballots in November.

The panel began its work in May 2021, conducting public workshops and soliciting ideas via email from residents and city staff. The winnowing process began with 54 ideas, which were either included in the committee’s list, discarded or combined with similar notions.

The committee then added estimated costs and worked with those to reduce the fully funded total of $450 million to meet the $191 million

estimate of the tax’s 15-year revenue.

“At the end of the day, we pretty much had a consensus among all of the committee members on how we allocated the money,” said Carl Shoffstall, chair of the advisory board.

City Manager Marlon Brown reminded commissioners that the $191 million figure used as a target is an estimate and that the budgeting of the revenue is an annual process.

“Things can go up, things can go down,” he said. “We can add projects, we can remove projects.”

Both Mayor Erik Arroyo and Commissioner Hagen Brody urged a different approach to merely adjusting the advisory committee’s work.

Brody suggested using $50 million to pay for projects in the city’s 10-year, $300 million water and sewer system improvement pro-

gram, approved in 2019. As it stands, the city is two years into the project that calls for annual 3.5% increases in water and sewer rates between 2020 and 2030 to finance it. Brody said his suggestion was intended to cut into those rate increases.

Brody voted against those water and sewer rate increases in 2019, while current commissioners Jen Ahearn-Koch and Liz Alpert voted for them.

On Monday, Ahearn-Koch and Alpert voted with Vice Mayor Kyle Battie in rejecting Brody’s proposal.

“In my mind, my number is $50 million for water infrastructure … doesn’t have to be that,” he said. “It could be more, it could be less. But what I’m looking for is a significant chunk of this infrastructure surtax money going to our water infrastructure improvements.”

ity commissioners on Monday stuck with a list of projects in step with recommendations from a citizen advisory board on penny-surtax spending after rejecting a shorter list and bigger-ticket price points.

In a special meeting at City Hall, commissioners voted 4-1 to largely accept the Surtax IV Ad Hoc Committee’s list of 23 projects on which to spend an estimated $191 million between 2025 and 2039.

Eliminating a proposal to spend $900,000 to build public bathrooms in business and retail areas and adding back a proposal to spend a portion of the city’s penny-tax share on city-building renovations and upgrades, commissioners tasked city staff with rebalancing the item-byitem dollar allocations before final approval.

Commissioners also approved adding some funding for the eventual replacement of the Van Wezel Performing Arts Hall, though that project has yet to come before the City Commission for consideration.

In rejecting a deeper rework of the committee’s deliberations, Commissioner Liz Alpert said that budgetary oversight is a commission function, but she praised the committee’s work in setting surtaxspending priorities.

“Could some things be reworked a little? Obviously, they could,” she said. “We can have staff look at some ways because they’re the ones who understand what they need, what it’s going to cost. But if we want to sit and start doing that, then I think we should have a lot of special meetings, because I don’t think it should be off the top of our head we’re going

Brown told commissioners that the surtax dollars wouldn’t begin to flow to the city until 2025 and that the total would be spread across 15 years, watering down the effect on sewer rates.

“It’s not going to make an impact,” Brown said, though federal infrastructure financing is likely in the pipeline earlier than 2025 and could be applied to the same end.

Arroyo said he preferred to “be bold” and recommended to allot: n $70 million to workforce housing n $40 million for a smart city, smart traffic initiative n $50 million for water quality and water infrastructure projects n $8 million for underground power lines n $5 million for the nature park at Bobby Jones golf course n $8 million for sidewalks n $5 million to The Bay Park project n $5 million to the extension of the Legacy Trail north from downtown to the Manatee County line.

“Seventy million of that goes to workforce housing; that would make a dent in the lives of hundreds, if not thousands of people,” he said.

Ahearn-Koch said items such as sidewalk repairs and street lighting, which are near the top of the advisory committee’s priorities, are things that benefit the entire city and help improve safety and quality of life.

“I don’t want to revisit what the committee did, what staff did,” she said. “This is a long-term plan. We have to think long term with this. I don’t mind being bold, and I don’t mind doing things for our citizens, but sometimes what they really want are safe sidewalks and lighting so their children can get home from school safely.”

Navy captain’s home demolished on Siesta Key

T

he former Siesta Key home of Capt. Ralph Styles, who survived the attack on Pearl Harbor in 1941, was demolished last week. Although the home is gone, the nightly flag ceremony nearby continues.

Styles retired and moved to Siesta Key in the early 1960s. After his lengthy career in the Navy, Styles found the home was a dream come true for him and his wife, according to his daughter, Annie Styles.

“My mother loved that house. It was the little cottage by the sea that they always dreamed of,” Annie said.

“Then the flag ceremony became a spontaneous neighborhood thing.

He’d put the flag up in the morning, down at night, and the neighbors starting joining him.”

The flag ceremony began as a simple symbol of appreciation for the armed forces and became more intricate over time. Ralph found a bugler and a retired Army drummer who also lived on Siesta Key, both of whom happily became part of the tradition.

The ceremony was halted after Ralph’s death at age 98 in 2008 but restarted near Beach Access 2 in 2017. Annie said she appreciates the ceremony but was sad to see the house and all that it represented get destroyed.

“At one point in time, our neighborhood was cohesive and very

pleasant. We all knew each other,” she said. “It was hard to see my dad’s house get destroyed. It sort of represented that cohesiveness in the community.”

The property on which the home stood at 99 Beach Road was first sold out of the family in 2009. There were efforts to preserve, relocate and renovate the home, but no agreement was made to do so. The owners, Holderness Enterprises LLC, purchased the property in 2021 for $3.5 million.

The property is zoned for multifamily use, according to public documents.

A plaque honoring Ralph’s service can be found at Ocean Drive and Canal Road. It outlines his career, accomplishments and significance, both on the Key and as a member of the military.

“There was a group on Siesta Key trying to preserve the house,” Annie said. “They thought it might be the oldest house on the Key. They were planning to move it to one of the beach accesses to use as a public building, but that was turned down.”

Originally from North Carolina, Ralph planned to become a lawyer.

He had not seen the ocean until he graduated from the Naval Academy in 1933, said Annie.

Ralph worked as a submarine engineer at the beginning of World War II, but he quickly moved up the ranks and captained the Sea Devil submarine, aboard which he achieved some of his most heroic accomplishments.

“He was the captain of the Sea Devil in the South Pacific. It was during that time his submarine damaged 12 Japanese ships so badly that they could no longer be used during the war,” Annie said.

Two Navy Crosses were awarded to Ralph. Ironically, his Siesta Key home was originally painted battleship gray before it was later repainted pale blue.

her father during the Pearl Harbor attacks, Annie said she only faintly remembers the day. Rather, she has viewed the war through family stories and a piece of a weapon that she has kept throughout her life.

“We have a little piece of bombshell that came through our window. I keep it framed in my house up north,” she said. “It took a while for them to understand what had happened at Pearl Harbor, and after that we didn’t see much of my father during the years of the war.”

Although she could not recall from personal memory, Annie described the bravery of her father during the Pearl Harbor attacks.

She said that because the Pearl Harbor channel was narrow, the Navy could not risk a ship sinking in it and was forced to keep vessels in place.

After the bombing seemed to cease, Ralph and his unit went to retaliate without knowing what had happened to their families. Despite the life-threatening situation, the Styles family was reunited and transitioned with the war.

“They were overlooking Pearl Harbor and saw little puffs of smoke.

They asked the main operator why the Navy was doing maneuvers on a Sunday,” Annie said. “But they were told they weren’t doing any maneu-

vers. They thought if there would be an attack anywhere it would be the Philippines. They never imagined it would be Hawaii.”

The family moved frequently while Ralph was in the war. Annie said she attended 10 schools during her childhood, which was not always an easy transition.

Now a resident of Siesta Key, Annie also has a home in Massachusetts.

She has three sons, one of whom lives in Tokyo.

“It’s very interesting because my husband’s father was one of the 42 original people on the Manhattan Project,” Annie said. “So my son has two grandpas involved with the Japanese in a different kind of way.”

The Manhattan Project was a World War II-era research project that helped create the first atomic bombs.

The flag ceremonies on Siesta Key are free and open for the public at 8 a.m. and sunset. Ceremonies include music, presentations and recognitions of military members.

“Seeing the flag ceremony back has been such a beautiful thing to see,” Annie said. “It also draws quite the crowd sometimes, especially during the high seasons.”

Insurance shocks continue Homeowners insurance will continue to skyrocket.

Lawmakers don’t have the guts to get out of the way.

ou can say we were guilty of media hyperbole and doomsdaying, but we’ll categorize it as a story that is still unfolding.

About this time last year, we wrote that “rising property insurance rates are on the verge of popping Florida’s housing bubble and the economy — all because of lawsuits.”

We quoted an insurance analyst who spent six months studying Florida’s property insurance industry, saying: “Florida’s P&C market is in a free-fall collapse. This market is going to fail.” We quoted a judge who tried thousands of insurance cases and told us: “The sky is falling. It is a financial crisis … .”

And we made a list of predictions of what would occur if Senate Bill 76 did not pass. We predicted: n “The real estate sales markets for residential and commercial properties will come to a halt. n “Property insurance rates — already rising between 20% and 50% in the past year — will double within three years. n “Florida-based private property insurers will go bankrupt. n “The national carriers will continue to avoid Florida. n “Taxpayer-owned Citizens Property Insurance Co. will be the only source of property insurance, making every Florida taxpayer liable to cover billions of dollars of losses in the event of a major hurricane. n “There will be no such thing as affordable housing, as insurance rates drive up the cost of housing.”

As it turned out, much of SB 76 passed, and some of its provisions have had some positive effects, albeit not much. Sen. Jim Boyd, author of last year’s bill, says a few insurers have reported that the way legal fees are now regulated and

calculated has curtailed the filing of insurance lawsuits.

But for the most part, the condition of Florida’s homeowner insurance market continues to worsen.

Sen. Jeff Brandes, R-St. Petersburg, one of the Senate’s leading advocates for reforms that would create a rational insurance market, told us this week: “It won’t be long before Floridians’ annual insurance premiums will be more than their mortgage payments.”

Overall, the state of property insurance in Florida is much like the aftermath of a hurricane: a chaotic, costly mess.

A partner of one of the leading insurance agencies in Sarasota told a group of CEOs recently that last summer his firm received notice from one of the state’s property and casualty insurance carriers that it would not renew 2,000 of his agency’s customers’ homeowner policies. That triggered a mad scramble to notify and secure new policies — in the height of hurricane season. To make the news worse, the new rates were running 30% to 40% higher than what the customers were paying. And that was on top of 10% to 30% increases in 2020.

Insurance carriers, meanwhile, continue to lose massive amounts of money, largely because of lawsuitdriven insurance claims.

There hasn’t been a major hurricane in Florida since 2017. Nonetheless, the state’s 52 Florida-based insurers reported aggregate losses from 2017 to 2020 of $1.32 billion.

In 2020 and 2021, they will have lost nearly $2 billion, a record loss of more than $1 billion in 2021.

What’s driving the losses? The lawsuits. They’re expected to reach a record 100,000 for 2021, a 25% increase over 2020. For perspective on the scope of Florida’s insurance litigation problem, consider: In 2013, there were only 27,000 insurance-claim lawsuits. What’s more, while Florida accounts for 8% of P&C insurance claims nationally, it accounts for 76% of P&C lawsuits.

That tells you how out of whack the situation is.

Guy Fraker, founder and owner of Key West-based Build Any Future Advisory, who has tracked the state’s P&C industry for more than two years, describes Florida this way: “We don’t have an insurance market in Florida. We have a litigation market.”

In a 110-page report titled “The Dark Side of Insurance Innovation: Florida’s P&C Litigation Economy,” Fraker wrote: “Florida’s litigation economy has grown to an annual revenue stream exceeding $5 billion for the benefit of fewer than 100 people. The funds come through insurers, but not from insurers.

million Floridians on an involuntary basis.”

Contractors and trial lawyers essentially have been collaborating since 2018 in a scheme in which contractors comb neighborhoods affected by storms, advertising to inspect homeowners’ roofs for damage. If they find evidence of even a small leak or a few broken tiles, they’ll parlay that into an insurance claim and lawsuit that will result in insurers paying for the full replacement of roofs, plus substantial legal fees.

“The carriers are getting crushed with water damage suits in South Florida, roofs in Orlando and lead pipe damage in older homes all over Florida,” Brandes says.

And while SB 76 has provisions that help avoid lawsuits and bring rational calculations to the awarding of legal fees and thereby reduce the incentive to file lawsuits, Fraker told us some trial lawyers now have a new tactic to extract large amounts of money from insurers: condominiums.

“They found a replacement for what they lost from (the new) fee multipliers,” he said.

Fraker has researched multiple instances of lawyers filing insurance-claim lawsuits on behalf of condo associations. These suits are referred to as “supplemental condo association claims” — essentially reopening closed cases based on the discovery of previously undetermined damage.

Find one condo building in a large complex with evidence of damage or a leak, then leverage that into requiring the insurance carrier to replace roofs on the entire complex.

As you can imagine, the dollars involved are much greater than a

roof on one home.

Altogether, Florida’s dysfunctional property insurance market has costly consequences for Florida homeowners and all taxpayers.

For one, as the number of investor-owned, Florida-based insurance carriers shrinks and continues to weaken financially, the supply of property insurance will continue to shrink. As supply shrinks, the cost goes up.

“We’re in for a couple more years of paying more for property insurance,” Brandes says.

Which also means housing affordability — already a problem — will continue to grow increasingly worse. Apartment dwellers are seeing 30% increases driven by inflation and rising insurance rates.

A second adverse effect of Florida’s dysfunctional insurance market is how it affects Citizens Property Insurance Co., now the largest property insurer in the state.

If you can’t buy property insurance in the private market, Citizens is your last resort.

But there is a big catch that most Floridians don’t realize: The more policies Citizens takes on, the greater the risk for Floridians. If a Category 5 hurricane destroys much of South Florida, where Citizens insures 33% of the 1.5 million residential properties, and if Citizens doesn’t have enough surplus and reinsurance to cover the losses, all Floridians will be taxed to cover the difference.

In other words, it’s totally not in Floridians’ interest to see Citizens Property Insurance grow. It is in Floridians’ interests to see it shrink.

But that is not happening. In December, Jim Gilway, CEO of Citizens, told his board that because of the shrinking supply of insurers, their reluctance to renew and write new policies and the continuation of lawsuits, Citizens is taking on 5,000 new policies a week.

He projects Citizens will grow from 775,431 policyholders at the end of 2021 to 1,064,220 in 2022, a 37% increase.

Brandes is not optimistic that the Legislature has the will to fix Florida’s property insurance market. The trial bar exerts too much influence over the Legislature, and contractors have their own vested interests in the status quo.

“Because of the Legislature, insurers cannot write profitable business in Florida,” he says.

His fix would be dramatic: “a surplus lines market.” In essence, an unregulated, buyer-beware market that would not have Florida taxpayers serving as a backstop. Homeowners would have to become far more dependent on themselves and from whom they’re buying their policies and no longer rely on other taxpayers to bail them out.

That’s the way it should be.

A local power struggle in the Capitol While Florida’s property insurance market continues toward skyrocketing insurance premiums, a behind-the-scenes political power struggle is developing between two well-known Manatee County business leaders.

The battle pits homebuilder, Republican Party contributor and chair of the Citizens Property Insurance Board of Governors Carlos Beruff against rising Republican State Sen. Jim Boyd.

The issue is a five-word clause in a bill Boyd sponsored and filed, Senate Bill 1728.

The bill is primarily a compendium of adjustments to laws regulating Citizens Property Insurance Co., the taxpayer-owned property insurer in Florida, along with some language to adjust legislation adopted last year.

The five words address who could qualify to serve as chair of Citizens Property Insurance. The proposed words are italicized: “The Chief Financial Officer shall designate one of the appointees with demonstrated expertise in insurance as chair.”

If approved, that would disqualify Beruff from serving a second term as chair (he became the chair last

month). And it would preclude anyone who has not been in the insurance industry , no matter how smart, accomplished or qualified.

To which Beruff says, “So this means you wouldn’t want to allow someone like Elon Musk, Bill Gates, Ron DeSantis to be the chair? If you do that – only allowing insurance people – isn’t that like letting the fox run the henhouse?”

Responds Boyd, “It is my opinion that the chairman and CEO ought to have some degree of insurance experience. They are in charge of a $2 billion property insurance company that ultimately the policyholders of Florida are on the hook for. Half the board should have this experience, and the chair and CEO the same.”

Asked whether the provision was

his idea or that of the Florida Association of Insurance Agents, Boyd, a longtime owner of a Bradenton insurance agency himself, said, “It was a concern of their 20,000 agents in the state, and I share their concern.”

Ah, politics.

When it comes to legislation in Tallahassee, if you peel back the wording of most bills, there typically is a backstory of conflict. That’s the nature of lawmaking: one group trying to use the law to its advantage over another, to protect its advantage, or to punish another.

Knowing what we know about Beruff’s past, you can see how insurance agents who place homeowners’ policies with Citizens and brokers who place Citizens reinsurance policies with reinsurers could see Beruff as a threat.

Beruff has a record of disrupting public agencies, mostly in how he targets ways to save taxpayers money.

When he served as chair of the Southwest Florida Water Management District, the board cut its operating expenses from $112 million to $68 million a year and later reduced the water board’s millage rate 42%.

Beruff said he wants to take a similar approach to Citizens.

Reason: Citizens has reported three consecutive years of annual operating losses since 2018 totaling $476 million. Its net underwriting losses for 2021 are projected to be another $130 million.

Beruff said one of his interests as a Citizens board member is to help figure out how to make an operating profit.

Attaining an operating profit typically means increasing revenues (e.g., selling more policies and increasing prices charged) while cutting expenses.

However, in the case of Citizens, one of its goals is to sell fewer policies and take on less exposure. The smaller it is, the less exposure there is for Florida taxpayers.

That leaves cutting expenses as a prime target for operating profitably. One source of expense: commissions paid to insurance agents and brokers.

Asked whether the language in his bill to require the Citizens board chair to have insurance expertise was directed at Beruff, Boyd said, “This is not aimed at Carlos at all.”

The Church of the Redeemer is a parish in the Episcopal Diocese of Southwest Florida and a member of the worldwide Anglican Communion.

Redeemer is a parish in downtown Sarasota with more than 2,500 members. The parish is known for its focus on worship, preaching, music, faith formation, youth and families, and community outreach.

In 2021, Redeemer gave more than $500,000 to nonprofits in Sarasota and throughout the world.

Pair of $2,000 grants on the line for seniors The Suncoast Credit Union Foundation is teaming up with the Education Foundation of Sarasota County

to offer two $2,000 scholarship awards to high school graduates in the class of 2022. Class of 2022 high school graduates in Suncoast Credit Union’s 21-county service territory have the opportunity to apply for financial support to continue their education, thanks to a $116,000 investment in scholarships by the credit union’s foundation.

Applications are open until March 1 and available at EdFoundationSRQ. org/SCUScholarship.

This year’s Suncoast Credit Union Scholars program represents a continued philosophy of the foundation to support education initiatives and the well-being and potential of children. Since its inception in 1990, the foundation has contributed more than $33 million, including more than $2.4 million in scholarships.

“We believe the best way we can build better communities is by investing in education and healthrelated initiatives for children,” said Cindy Helton, executive director of the Suncoast Credit Union Foundation.

“Through the Suncoast Credit Union Scholars program, we have the opportunity to invest in individual human potential, which is particularly rewarding.”

ere we are on the heels of another attack on our Jewish community. Just in recent memory, we’ve seen horrible graffiti defacing our places of worship, attention-craving Holocaust deniers parading around our farmers market, and most recently, out-of-town anti-Semites leaving despicable leaflets in our residential neighborhoods attempting to stoke hate and intimidate our Jewish friends and neighbors.

To be clear, this is not who we are.

We are not intimidated. And in the strongest possible terms, we reject these sentiments in their entirety and stand in solidarity with our Jewish community against these cowardly acts of prejudice.

In my view, the core of public and community service is the responsibility to ensure everyone regardless of age, gender, race, sexual orientation, or religion feels welcome, safe and appreciated in our community.

Why? Because those are simply attributes of the public we serve

and the makeup of the community in which we live.

However, we must do more than simply assume we are welcoming and inclusive. We must show it to offset these seldom but deeply disturbing instances of hate with overwhelming displays of compassion, tolerance and acceptance.

We are a better community and country because of our diversity, and we value all walks of life here in Sarasota.

Most of us would like to believe we are past intolerance. I wish we were. But the reality is we are not.

This is why we march and demonstrate. This is why we call out not just the overt but also the covert attempts to single out, fear monger, scapegoat and divide. This is why we must counter these instances of hate with gestures of support.

Last summer, we lit the Ringling bridge to symbolize our acceptance and appreciation for our LGBTQ community. For similar reasons last year, we attempted to light eight pillars of the same bridge, celebrating each night of Hannukah. Even with broad support from our Jewish leaders that request was rejected by our regional transportation secretary. I can tell you that symbolism is important, and in consideration of recent events we cannot not fail again this year.

We must unequivocally and publicly stand together against these heinous acts and do what we can to show our support for the diverse membership of our community. Join us at 1 p.m. Sunday at Bayfront Park in a rally coordinated by the Jewish Federation to rally in solidarity, where with one voice we will condemn hate and intolerance and celebrate Sarasota in all of its splendor.

A SACRED PLANT 1:05 p.m., 800 block of Osprey Avenue Civil dispute: A woman called the police to accuse her neighbor of stealing her house plant.

She claimed that she allowed her neighbor to watch the house plant until she found a place to put it, because her apartment complex had informed her that it was a fire hazard. But the neighbor claimed the house plant was given to her as a gift. Police were unable to resolve the issue and told the two neighbors they must file a civil case for a legal decision on who owns the plant.

BIG JOHN 8:45 a.m., 1300 block of Lockwood Ridge Stalking: A woman was transporting belongings from her car to her apartment when a man approached her saying he was “Big John.” She had never met the man before and said he was not trying to hurt her.

He told his friends to enter her car, which she quickly said she did not want. The woman also received a call from her apartment manager, saying a man who fit the description of “Big John” was trying to visit her apartment. The man and his friends left before police arrived.

THURSDAY, FEB. 10

TALKED HIM OUT OF IT 9:15 a.m., 200 block of Oakwood Boulevard Family disturbance: Police responded to the same home for a third time in response to a claim that a man had barricaded himself inside. The man claimed to have a knife and threatened to harm himself if police arrived. After surrounding the home, police got in touch with the man via phone and persuaded him to come out of the house. The man was issued a trespassing warning and taken to a protective facility.

CLAIMING COLLUSION 6:50 a.m., 100 block of Lime Avenue Civil dispute: Police responded to a call about a woman making suspicious claims to her boyfriend.

The boyfriend told police that she had a mental health issue and had not been taking her medication.

He told police that she believed the Russians were threatening her and implanting things in her body. When police interviewed the woman, she denied all of the claims and appeared to be fine. The police did not find any issues during their medical evaluation.

A few hours later he returned to his room and found that many of his belongings were gone. He remembered a suspicious woman who checked in a few nights earlier and visited her room to offer room service. When she opened the door, the worker noticed many of his belongings inside the room. Police were able to return most of his stolen belongings.

ast County’s David and Colleen Anderson had attended Circus Sarasota once before.

They enjoyed it so much, they were in the crowd Feb. 12 as Circus Sarasota began another run at at Nathan Benderson Park. This time, they brought their grandsons, 4-year-old Logan Anderson and 2-year-old Luke Anderson.

“They’re loving it,” Colleen Anderson said.

The Andersons’ favorite act was the Alexis Brothers, who stunned the crowd with their hand-balancing act.

“The things they’re doing are impossible to do with muscles you usually use,” David Anderson said.

Venice’s Malcolm Heslop and Magdalena Dooley loved seeing Sarasota’s Bello Nock perform daredevil stunts with a comedic twist.

When Heslop first saw Nock perform at Circus Sarasota four years ago, he thought Nock was just a clown, then he realized Nock also was the man performing on the Wheel of Destiny.

Bello Nock provides some comedy to the show by trying to move a suitcase that won’t budge.

Developers of a 65-unit luxury condominium expected to open on Lido Key in 2025 released the first image of the planned structure and said the price of individual units starts in the high $5 millions.

Rosewood Residences Lido Key is Rosewood Hotels and Resort’s first stand-alone residential project, to be built at 930 Benjamin Franklin Drive and the adjoining parcel at 1008 Benjamin Franklin Drive. The land is the site of the former Gulf Beach Resort Motel and the Coquina on the Beach resort.

The project will be spearheaded

by Naples-based luxury real estate developer The Ronto Group and real estate investment firm Wheelock

Street Capital, according to a statement. Sales reservations launched in December 2021.

Donna DeLoach and Julia DeCastro are the project’s sales team.

Rosewood Residences Lido Key will occupy 3.5 acres of beachfront real estate designed by Miami-based Swedroe Architecture, with interiors spearheaded by New York-based Lillian Wu Studio.

The residences will average approximately 4,200 square feet in size. or Cardinal Mooney High freshman Kali Barrett, recognition of the girls basketball team’s talent wasn’t based on watching but rather a certain level of athletic intuition.

“I knew it the second I walked in the gym (in the fall),” Barrett said.

“Our chemistry came together so quickly. We got along well, and I knew we would be good.”

It’s not surprising to Barrett that the Cougars have reached the Florida High School Athletic Association Class 3A regional finals (Elite Eight).

The Cougars did it last year, after all, on their way to a state championship game appearance. Despite Coach Rico Antonio’s insistence that last year no longer matters, the players came into the 2021-2022 season with expectations of grandeur. As Barrett suspected, those expectations are being met.

Mooney’s (17-6) latest feat was a 62-56 home victory over Fort Myers’ Evangelical Christian (24-4) on Tuesday. The game had distinct ebbs and flows. Mooney went on a 14-2 run to begin the game and led by as many as 18 in the second quarter.

But at halftime, the Cougars’ lead was 31-28. A combination of loose Mooney defense and tightly

called fouls let Evangelical back into the game. The Sentinels fans in the building were out-cheering the Cougars fans at the half. But the team itself never panicked; the squad prepared for something like that and were ready when it happened.

“Basketball is a game of runs,” Antonio said. “We talk about it all the time. It’s a four-quarter game.

We’re going to run, and they’re going to run, no matter who you are playing. You just try to limit it, whether that means six, eight, 10 or 12 points.

And they certainly made runs. They came in 24-3 for a reason. They’re good, and they play hard.”

The Cougars rebounded in the third quarter, getting the lead back to 10, and had it up to 16 in the fourth before Evangelical made another run. This one never got quite as close, however, with the final score being as close as the Sentinels got. Again, fouls played a large part in the comeback. Mooney junior Jordyn Byrd and sophomore Kennedy McClain fouled out of the game, and senior Natalie Mercadante had her first-half minutes cut because of foul trouble.

The foul situation meant other players had to step into large roles. Two freshmen — Barrett and Sy’monique Simon — answered the call. Barrett scored 22 points to lead the team, and Simon scored 13 points, tied with junior Olivia Davis for second-most. As young as Barrett and Simon are, Antonio said he has no qualms about using them in important situations and has done so throughout the season.

“A lot of people do not realize this, but they (Barrett and Simon) always guard the other team’s best players,” Antonio said. “Kali starts, so she’s on the best player, and ‘Sy’ comes off the bench, so when Kali comes out, she (Simon) rotates to the best player. They’re asked to guard, score and rebound. I would not ask them if I did not think they could handle it. They can. What has impressed me with those two is they are extremely coachable. They take criticism well, and they play defense, which is so important.”

The team’s schedule also came up clutch. The Cougars had the toughest schedule of any school in Class 3A, according to MaxPreps. That was no accident. Antonio said it was important that the team got challenged early and often after the success of last season. Just as every team goes on runs in an individual game, every team goes on a streak of less than A-grade play at some point during the season. The Cougars set up their schedule to get those subpar performances out of the way in December

and January, allowing them to play their strongest basketball now.

Barrett was humble when asked about her scoring explosion against Evangelical, though she admitted that she saw weaknesses in the Sentinels’ transition defense and took advantage of that. Barrett said her teammates give her the confidence to play her game and not hold back. The Cougars always believed they would win the game, Barrett said, because they believe in one another’s abilities.

Up next for the Cougars is a home game against Tampa’s Carrollwood Day (20-9) on Friday, with a spot in the state Final Four up for grabs.

Carrollwood Day defeated Brooks DeBartolo Collegiate High 31-30 on Tuesday to get to this point, which could be a break for the Cougars.

Brooks DeBartolo (20-5) was ranked the No. 1 team in Class 3A by MaxPreps. Mooney is ranked second, while Carrollwood Day is sixth. On Jan. 28, Mooney beat Carrollwood Day 63-46 at home, a good sign for the team’s chances on Friday, though Antonio knows that no game at this stage of the playoffs is an easy win.

“It will take a good effort and a little luck,” Antonio said. “You always need some luck at this time of year.

We have to come out and defend and rebound, and we’ll see what happens.”

The star freshman was slightly more direct.

“We’re not done,” Barrett said.

Spring has sprung The area should have contenders in every spring sport in 2022.

T

he high school winter sports playoffs are still going on, but spring sports are right around the corner.

Actually, you can scratch that — the spring sports are here. Lacrosse games, tennis matches and beach volleyball battles began this week, and baseball and softball start next week, as does track and field. It’s the most jampacked season there is, and I can’t talk about it all in one column. but with the depth of the spring season talent in this area, I wanted to preview as much of it as I can so you know what to watch over the next few months. If your team or athlete is left out, I promise I’ll get to them at some point this season – it just might take some time.

BASEBALL

Riverview High’s baseball team went 19-10 and reached the Florida High School Athletic Association Class 7A regional semifinals before being blanked 7-0 by Durant High, an eventual state semifinalist. In order to get back there, the team will have to overcome the loss of now-Miami freshman Karson Ligon (1.90 ERA and 61 strikeouts in 57 2/3 innings) to graduation. The Rams will likely turn to Christopher “Pip” Smalley to fill the void; Smalley went 5-1 with a 0.32 ERA in 47 1/3 innings. Smalley was also one of the team’s top hitters, recording a .415 average and 18 RBI. Senior Clay Russin will be another key cog in the lineup after hitting .417 with 22 RBI as a junior. With those two anchoring things, the Rams should be in line for another strong season.

At Sarasota High, the Sailors lost seven players to graduation, including Florida State freshman Connor

Whittaker, a pitcher, and Air Force freshman Jaxson Crump, a pitcher/ outfielder. But the Sailors, ever a threat under legendary Coach Clyde Metcalf, should still put together a competitive squad. Senior Bradley Ramsden is solid on the mound and at the plate; he hit for a .292 average with 13 RBI and held a 3.00 ERA. Ramsden is the only returning varsity player with experience pitching, however, so the Sailors will have to find an arm or two.

Cardinal Mooney should also make noise in Class 3A. The Cougars got off to a fantastic start under coach Mike Mercurio, downing Bradenton Christian 8-0 at home on Tuesday. The Cougars lost two key seniors to graduation in Todd Velotta and Aidan Troy, and pitcher Jaden Stockton, a Florida State commit, transferred to IMG Academy, but Mooney has other players who can get them back to the postseason. Drew Marra, a senior, threw five innings in the Bradenton Christian win and struck out 10 while allowing zero hits and one walk. Three Cougars recorded extra-base hits, and freshman Eddie Zaun and senior Will Zerega had two RBI each.

The Cougars are deep.

SOFTBALL

On the softball side, Riverview is coming off a 16-9 season. The Rams are led, statistically and emotionally, by catcher Michelle “Shelli” DiPuma, a Central Florida commit who hit .400 with four home runs and 16 RBI as a junior. The Rams will likely lean on pitcher Ava Johnson, who went 4-1 with a 2.15 ERA last season in 11 appearances. They might also have a secret weapon in sophomore Isabella Thompson, who played in just nine games as a freshman but hit .409 with four extra-base hits and eight RBI.

LACROSSE

The diamond sports might be the headliner, but in this area of Florida, lacrosse is just as strong.

There should be a number of good teams again this spring. The Riverview boys team got off to a typically successful start with a 12-7 win over Lakewood Ranch High on Tuesday. Senior midfielder Andrew DiRocco led the way with a hat trick, and three others — seniors Justin Dorociak, Kenneth Kaiser and Dylan Alexander — added two goals each. That type of spread will be beneficial to the Rams, who lost

two of their top three scorers to graduation (Blake Quigley and Will Evans). Kaiser, the other top scorer, had 36 last year and should be able to build on that number this season.

The Rams went 14-4 in 2021 and reached the FHSAA Class 2 regional semifinals; can they go deeper?

Cardinal Mooney, the other boys team to watch every year, has yet to play a game; the team will face Riverview on Friday. The Cougars went 10-5 a year ago and lost in the Class 1A District 11 finals 10-9 to Canterbury High. They return basically everyone this season, including senior attacker Patrick McGrath, who has signed with Assumption College. They are also young, with just three juniors and five seniors on the varsity roster. The opener against Riverview should be a good measuring stick for Mooney going forward, as the Cougars will be challenged by their schedule — always the case under Coach Derek Wagner.

I will also be keeping a close eye on the Sarasota High boys and girls lacrosse programs. 2021 was both programs’ first real seasons after playing a handful of games in the pandemic-shortened 2020 season.

It was a rough first go; both teams

went 1-11. But there seems to have been improvement: The boys beat Manatee High 10-7 on the road in their season opener, and the girls smoked Cape Coral High 16-1. They probably won’t be district title contenders this season (though I’ve seen weirder things happen).

TRACK AND FIELD

As far as track and field goes, I’ll be watching Booker High sophomores Jakai Peterson (playing girls basketball) and Terrietta Smith, who were part of the Tornadoes’ silver medal 4x100 relay team at the 2021 Class 2A state championships. They also each reached state in individual events. Watching Cardinal Mooney junior Madeline Carson climb the ranks in the discus after a 10thplace Class 2A state finish in 2021 should also be fun.

Stats do not tell the whole story of the Tornadoes (197) — not on a season level and not in their 53-49 win over Lakewood High (16-10) to reach the Florida High School Athletic Association Class 4A regional finals (Elite Eight) for the second time in program history.

Stats tell part of the story, though.

Booker was led by 19 points from junior Chariot Johnson, who hit three big free throws late in the game to seal the win. Junior Jaida Cunningham also added 10 points. But it was the little things, like senior Jaydn Lattimore’s ability to set screens, opening lanes for Johnson to get to the rim, and especially the defensive efforts by Lattimore and others that made Bryant most proud.

“We were changing our defense a lot in the second half,” Bryant said.

“We got them out of rhythm and forced turnovers, and that helped us.

We did it as a team.”

It was the Tornadoes’ second win over Lakewood this month; they beat the Spartans 51-48 at home Feb. 4.

That win, as well as a 57-51 loss to Cardinal Mooney – who has reached the Elite Eight in Class 3A – got the Tornadoes ready for this run, Bryany says.

Booker now hosts Port Charlotte High (20-8) at 7 p.m. Friday for a ticket to the Final Four. The Tornadoes are ranked sixth in Class 4A, while Port Charlotte is ranked 10th, according to MaxPreps. Against common opponents, Booker is 6-1, while Port Charlotte is 3-4.

ohn and Roberta Montelione have been married for more than 30 years, with all the good and not-so good that comes with the years. One constant has been the annual vow renewal on Siesta Key. John and Roberta, who have lived in Sarasota for years, make the trip to Siesta Key every Valentine’s Day to renew their love.

It’s a reassuring touchstone. Every year the Monteliones dance on the sand, laugh at inside jokes and sometimes fight back happy tears — not always successfully.

“It’s my singing that gets John (tearing up),” Roberta said with a laugh.

It’s a story all their own but far from the only one on the beach. The event has been officiated by Judge Debra Johnes Riva for the past few years.

Couples register for the ceremony, meet at the beach early and receive flowers and gifts from volunteers before posing for photos at various romantic stations on the sand.

It’s been a tradition that Siesta Key beach events coordinator Catherine Wunderlich sorely missed last year.

“This is one of my favorite events for Siesta Key,” she said. “Everyone is happy, there’s a romantic vibe, and it’s just a beautiful evening.”

Every year for the past 20, Jim and Kathy Kent of Ohio have come to Siesta Key to stay for a few months.

Jim joked that they show up to pump some money into the local economy and then head back.

The high school sweethearts renewed their vows for their 50th anniversary and are now celebrating their 60th. Kathy admires her husband’s constant support, even through her health troubles, and Jim loves his wife’s empathy and compassion for everyone she meets.

“We don’t know a whole lot of people who have been married 60 years,” Kathy Kent said. “We feel blessed to be here for the ceremony.”

“We see people put a lot of effort into (the ceremony),” Luz Hereth said. “I thought, ‘This is fun.’”

Many participants have come to the ceremony for years and happily ended it reciting their vows and embracing as the sun set.

First-time participants Kevin and Tia Olson think they’ve found a new tradition. The pair visited Siesta Key on vacation and checked out the ceremony somewhat on a lark. They’d never done a vow renewal in their 29 years of marriage but are thinking it’s a good time to start.

“We’re wondering when we can come back (to do it again),” Tia Olson said.

New senior day center evokes 1950s memories

ichael Finn has been digging through the past.

Over the past year, Finn and his wife have jumped into their car and searched around Sarasota at various flea markets, yard sales and other second-hand locations for a specific type of memorabilia — 1950s keepsakes and collectibles.

They’ve found old records, vintage wall art, and plenty of Life magazines.

It’s been a fun hobby, but there’s purpose to their search. The best pieces — the ones that feel truly authentic — are added to the Town Square Sarasota senior day center, a newly opened space with a specific visual style. The center holds 10 shops and businesses all styled like authentic 1950s businesses, including a malt shop, a movie theater and a general store.

The heightened environment serves a specific purpose — helping seniors living with dementia become more comfortable in a setting that evokes their past.The Town Square center officially opened a few weeks ago and has catered to senior citizens day in and day out.

It’s a relief for the new owner, to say the least.

“Going out and finding all this (memorabilia) was the fun part,” Finna said. “Going through a construction project during COVID was less fun.”

Finn fell into the senior care industry after decades of working in New York’s advertising industry. Finn and his wife decided on pursuing a business that would have a community impact.

When they were pitched the idea of a senior center that emphasized reminiscence therapy, it reminded Finn of when his mother volunteered at Alzheimer’s centers by singing to the residents.

“When she sang the old songs, people with Alzheimer’s remembered the lyrics,” Finn said. “(Reminiscence therapy) made sense to me when it was pitched.”

The senior center is designed like a 1950s Main Street with themed storefronts that hold activities and programs for visitors. Each room can hold around eight seniors who

The library holds classic books, the diner boasts a working jukebox with throwback hits and the center even has a room paying tribute to veterans. It’s Finn’s hope that the many small details he and staff have accumulated over the months will make visiting seniors feel more at ease.

The original plan was to build the center in Missouri but Finn’s business partner Wendy Rickenbach invited him to establish a location in Sarasota. Town Square is a franchise with a location in New Jersey with more centers planned in other states.

Now that the center has opened, Finn is looking at starting another location in Sarasota and eventually one in Bradenton as well. It’ll be some work to get started again, but Finn is excited to look for vintage items once more.

“We’re going to have to start all over again,” Finn said. “At least we know the places to go to now.”
