Laurel Park vs. Woman’s Exchange The Woman’s Exchange is attempting to proceed with plans for expansion, but Laurel Park residents are contesting city staff’s approval of a new loading area.

er an agreement between the Woman’s Exchange and the city of Sarasota, the consignment shop’s new loading zone would handle no more than 12 pickups and dropoffs each day.

Those 12 daily deliveries are a point of concern for the Laurel Park Neighborhood Association.

On Nov. 24, the group filed paperwork with the city appealing the decision to grant a building permit for the planned expansion.

The Woman’s Exchange plans to build a 3,524-square-foot structure at 526 Rawls Ave., just north of the existing building.

That project would also create a new dedicated loading area on Rawls for larger deliveries to and from the business.

That addition, proposed in early 2014, was met with strident opposition from Laurel Park. In a pair of community workshops, residents argued the street was too narrow and residential in nature to handle regular traffic from larger commercial vehicles.

Although residents pleaded with project representatives to consider a different configuration, both designers and Woman’s Exchange officials remained committed to the proposed layout. The Planning Board rejected proposed adjustments to the zoning code associated with a different aspect of the project, but the Woman’s Exchange proceeded with the Rawls Avenue segment.

“We understand our operation,” Woman’s Exchange CEO Karen Koblenz said at a February workshop. “If there was any other option that would work operationally for us, we would do it.”

The new building would serve as a storage facility for furniture at the Woman’s Exchange. Project representatives said that is a necessary step as the nonprofit grows. So, too, is the loading area, they argue, because the current setup leads to congestion in the parking lot along Orange Avenue.

A letter sent to the city on behalf of James and Helen Miller, owners of the nearby Spanish Oaks apartment complex, details much of the neighborhood argument against the proposal. With residents using Rawls for parking, trucks would have a hard time navigating the already narrow street, they argue.

Allowing the loading area

The Woman’s Exchange building permit comes with six conditions for approval:

would threaten the “livability and economic sustainability” of the apartments, the letter states.

The Woman’s Exchange is aware of the concern from residents. During the summer, City Manager Tom Barwin held a meeting for both sides to discuss the proposed loading zone.

According to Laurel Park resident Kate Lowman, neither side was able to find much basis for compromise.

Lowman said the neighborhood would likely support an alternative proposal even if it necessitated adjustments to the zoning code. But for the Woman’s Exchange, there were no other feasible options.

“They say they have explored other alternatives, and none of them were satisfactory from their point of view, and there was nothing else they could do,” Lowman said. “From our point of view, if this is the only thing they can do, then we can’t accept it.”

To obtain the building permit, the Woman’s Exchange agreed to a series of conditions. Those conditions regulate the size of the delivery vehicles, the frequency of deliveries and the responsibility of the business to monitor the conditions along Rawls Avenue, among other requirements.

Residents weren’t satisfied with those conditions, Lowman said. She submitted a letter to the city arguing that the conditions meant the neighborhood had to act as an enforcer if any problems arose. If a truck was too big, or a car turned the wrong way off of Rawls, or too many deliveries happened on one day, it seemed as if it would be incumbent upon

a resident to alert the city.

And that maximum number of daily deliveries — initially proposed as 16 but eventually scaled down to 12 — also didn’t sit well with Laurel Park. At the earlier community workshops, Woman’s Exchange representatives said they averaged about eight pickups and deliveries a day. If residents weren’t comfortable with that number, they certainly weren’t happy seeing a cap that was 50% higher.

“From a neighborhood point of view, it was more than they had ever mentioned, so we didn’t really view it as a compromise,” Lowman said. “It seemed like more than what had been asked for to start with.”

As the residents appeal city staff’s decision to approve the plans, they’re hoping to bypass a portion of the regulatory process. The Laurel Park Overlay District sends appealed cases to the Planning Board — but Laurel Park residents fear they won’t be able to get a fair hearing in front of that body.

Planning Board member Chris Gallagher has recused himself from votes relating to the Woman’s Exchange expansion because he has worked on the plans. Rob-

ert Lindsay was not required to recuse himself, but residents believe a family tie may preclude his impartiality. Lindsay is the son of Elizabeth Lindsay, co-founder of the Woman’s Exchange.

Because Lindsay does not stand to directly financially benefit from the project, he was allowed to participate in the board’s discussion of the proposal earlier this year. Lindsay was one of two votes in favor of allowing the requested adjustments to the code.

Another provision in the city code requires at least three affirmative votes before the Planning Board can take any action.

With only four voting members, the neighborhood association believes it would be fighting an uphill battle to win its appeal at the Planning Board level.

City Attorney Robert Fournier said he would need more time to review the situation before he could reach a decision on whether the appeal could go directly to the City Commission.

Either way, Laurel Park residents are committed to fighting against the proposed loading area.

The neighborhood association paid $1,597 to appeal the decision, raising money from individuals who live or own property near the Rawls Avenue site.

Lowman wants to make clear that residents aren’t opposed to the Woman’s Exchange itself.

This disagreement doesn’t change the fact that the two have been good neighbors for a long time, she said.

“Nobody wants to see that end,” Lowman said. “But there has to be a little compromise, and compromise takes effort.”

Siesta Isles Association seeks to uproot county’s order The county giveth, and the county taketh away.

The Siesta Isles Association won two Neighborhood Initiative Program grants from Sarasota County to cover about half of the costs to remove eight trees and plant 10 royal palms and other Floridafriendly plants at two of its five entrances.

But the county told the association to stop work on the $40,000 project almost immediately after it began mid-September.

“The day we started,” Siesta Isles Association President Tony Romanus said, “it started to unravel.”

County ordinances only allow the removal of trees from public rights of way via a tree permit, granted only if trees are damaged, diseased or pose a navigational or safety hazard.

Now, the association is appealing to Sarasota County for the right to proceed with the project in the 298-lot subdivision nestled between Midnight Pass Road and Beach Road.

Neighborhood Initiative grant applications are typically reviewed by “numerous county staff” and the Sarasota County University of Florida, Institute of Food and Agricultural Sciences (UF/IFAS) extension for compli-

ance with Florida-friendly standards, according to a memo from Sarasota County Administrator Tom Harmer’s office.

Although the memo states the application wasn’t flagged for environmental review, it states the applicant agrees to be responsible for any required permits.

Romanus is hopeful commissioners, upon hearing the association’s appeal, will grant a tree permit or determine none is required at their Dec. 8 meeting.

If county commissioners do not grant the appeal, Romanus said, it will go back to planning stages.

Romanus said the project seemed to have energized his membership. Residents donated money and committed approximately 250 volunteer hours.

“All we’re trying to do is make this better and try to make it more Florida-friendly,” Romanus said.

A county spokesman did not return a phone call from the Sarasota Observer by press time.

PROJECT DETAILS The project involves removing and relocating two coconut palms and four black olive trees. A date palm, which is invasive, would not be replanted. The association also hoped to remove a cabbage palm in one of the medians. In all, it sought to replace those eight trees with 10 royal palms.

Mike Lasche has traveled a twolane Fruitville Road, and he doesn’t want to go down that road again.

In the late ’80s, resident outcry and the desire to create an arterial connection between I-75 and the barrier islands led to the widening of the roadway, he said.

That’s why, as the city ponders how to design a more pedestrianfriendly Fruitville Road between U.S. 301 and U.S. 41, Lasche is perplexed by the future project.

“It’s odd, to me, to start out with a residential road, turn it into a high-volume thoroughfare and then go back,” Lasche said.

“I think we should maybe think about what we want this road to be and the vital needs it serves.”

On Monday, the city held a fourth workshop to discuss the Fruitville Road improvement

project, which will be designed next year. Chief Planner Steve Stancel, who is overseeing the project, said there’s a major reason why the city is moving in a new direction on Fruitville Road: The street isn’t working well.

“You can see by going down that corridor whether it’s a successful corridor or not,” Stancel said. “And it’s not.”

The city hopes to achieve a few goals with this project. It wants to increase pedestrian comfort and the viability of new developments along Fruitville, two common criticisms of the street in its current state. It also wants to avoid decreasing the existing level of service for motor vehicles.

Monday’s workshop focused on visions, as city staff and a consulting firm attempted to gauge residents’ priorities from those in attendance. One of the most hotly contested topics was the potential narrowing of the roadway from

city approved for the previous owner in 2007. The mixed-use project, called Sarasota Bayside, would include up to 695 condominium units, 189,050 square feet of retail space, 20,000 square feet of office space and a 175-room hotel.

GreenPointe Communities, the Jacksonville-based company that purchased the land in December 2014, submitted a letter to the city Nov. 20, requesting a community workshop to discuss proposed use of a city right of way. The group should submit a revised development agreement early next year, according to GreenPointe Regional President Rick Harcrow.

As GreenPointe prepares to go through the city’s review process, Harcrow says the group believes the site offers the opportunity to connect to booming or burgeoning portions of the city. The land is in close proximity to two top redevelopment targets: the Rosemary District and 42 city-owned acres of land surrounding the Van Wezel Performing Arts Hall.

“Rather than sort of looking at the four corners of the property and working inwardly, we have to think beyond the property lines about what our site can do to complement the surroundings,” Harcrow said.

Harcrow said the group was taking a placemaking approach to its plans. The 2007 development agreement calls for the creation of two multi-use recreational trails, one on U.S. 41 and a scenic route along the water. Harcrow said the developer has embraced the trails, and other aspects of the project would be designed with pedestrian use in mind.

In addition to a central “meeting place” within the property, Harcrow said the group wants to offer a stronger connection to the land north of the site. Currently, the independent group Sarasota Bayfront 20:20 is plotting a potential redevelopment plan for that city-owned land.

“We would not only have U.S. 41, but we would create some sort of Main Street linkage to the property to the north,” Harcrow said. “We want to really be open and transparent about allowing pedestrian flow into the project.”

Under the ownership of Irish developer Patrick Kelly, the original 2007 plans for the site fell through following the recession. Builders have revived several projects halted by the real estate market crash, and new develop-

ments have been proposed.

Two blocks south of the Quay site, Vue Sarasota Bay will create 275 hotel rooms and 144 condo units. Just across the street, two other hotels are slated to add another 400 rooms. In October, the Vue developer revived plans for a mixed-use project on State Street with 157 condo units and 50,000 square feet of retail space.

That last project was scaled down from pre-recession plans, which called for 80,000 square feet of retail due to a strong existing retail market.

With Sarasota experiencing a boom, Harcrow said it’s a challenge to ascertain exactly how much additional demand the market can bear. Based on what it has found during the planning process, GreenPointe has not shied away from tackling a significant undertaking.

“We have to think beyond the property lines about what our site can do to complement the surroundings.

“Good developers are always trying to understand the fundamentals of the market, to understand the environment in which we’re developing,” Harcrow said.

“From what we see, the fundamentals are positive and they seem to be poised to be that way for the next several years.”

The eventual project will be constructed in phases, Harcrow said. He estimated it would likely be a five- to seven-year project.

If everything goes according to schedule, the revised development agreement should be submitted after the first of the year.

Harcrow anticipates the final stages of the approval process would take place in spring 2016.

Given the considerable interest surrounding the property over the past decade, Harcrow said GreenPointe has been carefully considering the best approach for the land over the past 12 months.

As the project continues to move ahead, he said that philosophy would continue to guide the developer’s decision-making.

“We take this challenge very seriously, and we’re very methodical in our approach,” Harcrow said. “We’re not going to jump in and make a hasty decision.”

“He was a great guy with a great heart,” said Francis Zamora, his friend of 10 years. “He always had my back and made sure that everyone felt special in their own way. There was not a bad bone in his body.”

Corbino told the Longboat Observer that none of his accomplishments would have been possible without his biggest fan and occasional riding buddy: his dad, whom he thanked after each of his races.

He shared a love of art and good food with his mother, Nikki Sedacca and had a close relationship with Taplinger, who is three years older than Corbino.

“My daughter, Annabelle, is 2, and he was Uncle Mikey to her,” Taplinger said. “He lit up her face, and she was mesmerized by him.”

Corbino’s proudest possession wasn’t a bike; it was his dog, Harley, who always joined him on adventures. He even paid Ball to drive the dog from Sarasota to California because she couldn’t fly.

“When he traveled back and forth across the country, if you look at his pictures, Harley was always in there with him,” Taplinger said. “They were the best of friends. Everybody who knows him knows about Harley.”

Corbino is survived by his father and stepmother, Michael and Carolyn Corbino; his mother and stepfather, Nikki and Jeff Sedacca; his sister and brother-in-law Montana and Irwin Taplinger; niece, Annabelle Taplinger; his beloved boxer, Harley; and his friends around the world.

“We’re all so heartbroken, but he was so loved,” Taplinger said.

She said she’s amazed by the hundreds of Facebook posts in her brother’s honor.

“I’m so proud he’s my brother,” she said.

“When he was old enough to be able to sit on a bike, he was,” Montana Taplinger, Corbino’s sister, said. “It started out as a fun sport and hobby, and Michael happened to be really good at it.

He decided to do that with his life, and that’s what he did.”

Corbino, who raced professionally from 2006 to 2013, died around 3 a.m. Sunday, after he lost control of his motorcycle and hit a tree while traveling northbound on South Tamiami Trail.

He was 27.

His passenger, Jasmine Fraser, 22, of Bradenton, was transported to Sarasota Memorial Hospital with life-threatening injuries.

At press time, she was listed in critical condition. The crash remains under investigation.

Corbino grew up on Longboat Key and attended the Out-ofDoor Academy before moving to Mill Valley, Calif., and attending Tamalpais High School. He then went to Chico State University, in Chico, Calif.

“When he had something he wanted to do, he would go do it,” said Matthew Ball, a friend of Corbino’s since they were 14. “He lived right then and there, right in the moment.”

Corbino, who also managed properties in the Southgate area of Sarasota, first became a professional racer with Supermoto in 2006 and 2007. He was injured in 2008 and 2009, but in 2010, he joined the American Motorcyclist Association (AMA) Pro Road Racing. He also raced throughout Europe.

He took a break competitively from the sport in 2013, due in part to an injury, but told his family he planned to return.

“He was just always a really happy and full-of-life type of person,” said fellow racer Patricia Fernandez. “Even if he didn’t do well in a race, he’d always get off the track with a smile on his face.

He always saw the positive side of a situation no matter what.”

“Everybody wanted to be like Mike,” said Dex Honea, who knew Corbino through the Sarasota motorcycle community. “Here, everyone looked up to him, even the older guys. He was the hometown hero who made it to the AMA.” In 2012, Corbino told the Longboat Observer that his proudest accomplishment was placing third in a race at the AMA Pro Vance & Hines XR 1200 Series at the Red Bull Indianapolis Grand Prix.

When Corbino wasn’t riding his motorcycle, he was surfing.

“He spent some time in Malibu and just packed up all his belongings in a big van and lived out of it and surfed every day,” Taplinger said. “That’s just who he was. He was so adventurous and lived his life following his passions.”

Last year, Corbino traveled by himself to surf in Bali for several weeks.

Corbino’s travels through his motorcycle racing and surfing allowed him to make friends around the world.

“He was so open-minded to different people and different cultures,” Taplinger said. “He just accepted people for who they were. He was so welcoming to everybody.”

Refugee Rule of One Before you become part of the chorus of altruists chastising Florida Gov. Rick Scott for wanting a pause on Syrian refugees, you should apply Arthur Laffer’s Rule of One.

hen noted economist Arthur Laffer explains economics and the idiocy of subsidies and corporate welfare, he says the easiest way to understand the economics of subsidies is to apply the Rule of One. Here is Laffer’s Rule of One test on whether a subsidy makes economic sense: Let’s say the CEO of an out-ofstate corporation knocks on your front door. He says: “I want to move my company to Florida. Would you be willing to pay higher taxes so I can have lower taxes than I otherwise would without your subsidy and move my company here?”

Or how about this one: A wealthy Florida sugar farmer knocks on your door and says: “Dominican Republic sugar farmers want to sell their sugar to you. Their sugar costs less than mine. Are you OK with putting a tax on their sugar to make it more expensive than mine and paying me more for my sugar so I can stay in business?

That would help me a lot.”

Of course, you would say “no” and slam the door in both instances. Why would you want to pay more in taxes and more for products to help someone else prosper at your expense?

Now extrapolate that to all corporate relocation and expansion subsidies and to all farm subsidies. If the Laffer Rule of One shows the inequity and fallacy of a subsidy for one, the same applies in greater numbers.

Now recast Laffer’s Rule of One to Syrian refugees.

As we all know by now, the always petulant Barack Obama and Florida’s collectivist leftist daily newspaper editorialists went gonzo over Florida Gov. Rick Scott and other governors saying the federal government should take a pause before admitting 10,000 Syrian refugees into the country.

“Apparently they are scared of widows and orphans coming into the United States of America,” said Obama in his cutting, condescending tone. “To bar the door against Syrian refugees in their states represents a shameful, knee-jerk reaction to the

While the tragic event was a direct assault on the European Union’s refugee system, the potential for this situation to arise in the United States is escalated by information revealed by the Director of the Federal Bureau of Investigation, James Comey. In testimony before Congress, he admitted to certain inadequacies in the system that would prevent the thorough vetting of the 10,000 refugees your administration has pledged to admit into the United States.

As governors, we are charged with ensuring the safety and wellbeing of our citizens. In order to adequately fulfill this duty, we request that you immediately review the process by which you conduct

background checks on all individuals applying for refugee status and address the gaps acknowledged by your director of the FBI. In the wake of this recent tragedy, and until we can ensure the citizens of our states that an exhaustive review of all security measures has been completed and the necessary changes have been implemented, we respectfully request that you suspend all plans to resettle additional Syrian refugees.

immigration and terrorism crises in Europe,” said the Miami Herald.

“This is a time for reason and altruism to carry the day, not the politics of bigotry or fear,” said the Tampa Bay Times.

Knee-jerk? Bigotry?

Fear? You bet.

REFUGEE OF ONE RULE

You saw almost in real time the terror that occurred in Paris and the subsequent news reports that identified at least one of the terrorists as a Syrian — one with a Syrian passport.

You saw the guns-loaded alarm and lockdown that swept over the city of Brussels. And over the past several months, you have seen the television news reports showing crowds of Syrian refugees — many of them males in their 20s, 30s, 40s — flooding into Europe. Common sense made you wonder how many are terrorists pretending to be refugees.

Now for the Refugee Rule of One: Say a male Syrian refugee in his early 30s knocks on your front door seeking shelter in your home. What would you do?

You would want to know who this person is, his background, his story — every detail. And you would be suspicious of taking his word. You would want evidence and corroboration, second and third trusted sources to verify that he is who he says he is.

You wouldn’t be hasty or impulsively trust this person on first meeting. You would want as much definitive assurance as possible.

And what is wrong with that? It’s common sense and for your own protection.

If that’s what you would do with one refugee — the Refugee Rule of One — then common sense says the same should be applied to 10,000.

GOVERNORS ASK FOR A PAUSE

And that’s why Gov. Scott and other Republican governors asked the president to halt temporarily the Syrian refugee program. They wanted assurances and reassurances.

After all, their top responsibility is to protect their states’ citizens from harm. If just one Syrian refugee enters their state and commits terrorism, the hounding would be merciless. Fingers pointing, raging flames of blame.

So given the events in Paris and the governors’ responsibilities, if you were governor, surely you would want assurances and would want to know the details of how the vetting process works. The buck stops with you.

But when Scott asked the president to take a pause with Syrian refugees in a conference call with Republican governors, the president declined to be transparent.

As Scott told Fox News the day after the call: “They’re not going to pause.

They couldn’t explain to me how the U.S. vetting process is any better than the French vetting process … They’re not going to give me or any of our law enforcement in Florida the background checks … That’s why what I ask is: Let’s take a pause.”

On Nov. 20, 27 Republican governors formally requested in a letter the president suspend the Syrian refugee program until the president could assure them of the vetting process.

On Monday, the White House finally acquiesced. Secretary of State John Kerry and Jeh Johnson, secretary of Homeland Security, issued a five-page letter detailing the federal government’s refugee vetting process.

The governors were not being bigots or knee-jerks. What they wanted was transparency and reassurance.

What they wanted was the common sense of the Rule of One.

Short-term violations are long-term problem

County statistics say it’s been an average year for short-term rental violations on Siesta Key. But residents say more rentals are breaking rules.

At almost every monthly Siesta Key Association meeting, the subject comes up, and President Michael Shay reminds members that the problem will never be completely eradicated: violations of Siesta Key’s short-term rental regulations.

are mounting as the economy and tourism rebound.

Mark Smith, chairman-elect of the Siesta Key Chamber of Commerce, believes there’s an increase and that it could be attributable to a rise in investor purchases combined with a limited code enforcement staff.

Charles Marchione, Sarasota County code enforcement supervisor, agrees that the issue will never completely go away.

But he said Siesta Key’s lone code enforcement officer is keeping up with complaints — which aren’t increasing.

Data provided by the county reveal 25 complaints in the last three years, though all but two were made in 2014 and 2015.

Marchione said the low volume of calls in 2013 was an anomaly.

He said the county gets about a dozen complaints about Siesta Key rental violations each year.

But many residents cite listings on rental websites like VRBO and Airbnb that appear to be in violation of codes.

“I looked on VRBO, and there were three houses listed in Sies-

If he or she doesn’t comply, an affidavit of violation is issued by code enforcement before a case can move to the Sarasota County Clerk of Court’s office for a hearing. The process can take three months to a year.

Typical fines paid by owners range from $250 to $500 and may carry an additional daily penalty of $25 to $50.

Proving a violation requires extensive evidence, which can be taken from neighbor testimony, rental agreements, and interviews with owners and tenants.

Based on his 10 years of experience as a code enforcement supervisor, Marchione said two or three rental cases a year, almost always from Siesta Key, will go to a hearing.

But many owners don’t know the rules, Marchione said, and comply when notified.

“The general response,” he said, “is that they’re not aware of the law.”

Sarasota is nerdy, sexy, wealthy, dangerous and a great place to retire, according to the many lists it has made in recent years.

And of course, you can’t forget about Siesta Beach, ranked No. 1

by TripAdvisor.

But when Sarasota County makes a list, it’s typically a victory for local tourism officials — and the result of their efforts.

Some recent awards, such as TripAdvisor’s designation of Siesta Beach as No. 1 in its Traveler’s Choice top 10 beaches in the world, are compiled using algorithms.

But others, such as Coastal Living’s Happiest Seaside Towns or SportsEvents magazine’s SportsFriendliest Vacation Destinations, require more effort. Those awards were the result of voting contests, and Lynn Hobeck Bates, communications manager of Visit Sarasota County, said the agency gets involved however it can.

The agency used a concerted electronic campaign to make the Sports-Friendliest Vacation Destinations list.

“We really put some sweat equity into that one,” Bates said.

“We targeted sporting venues like IMG and Sarasota BMX, and event holders (who brought) soccer tournaments or rowing events.”

Visit Sarasota County set up a pep rally and photo booth in downtown Venice to help the city make Coastal Living’s Happiest Seaside Towns.

Visit Sarasota County is currently working to get local chefs

on a Food Network list and in USA Today in recognition of holiday decor at the Ca’ d’Zan Mansion.

Alana Tomasso, board chairwoman for the Siesta Key Chamber of Commerce and general manager at Midnight Cove, said the lists influence visitors.

“Tourism has increased tremendously since the TripAdvisor list came out,” Tomasso said.

Occasionally, the lists give Sarasota County bad press — like when Homesecurityshield.com named Sarasota as the 12th most dangerous city in Florida or when Moveto named it America’s No. 2 nerdiest small city. “‘Nerdiest Cities’ is not necessarily one we pushed for,” she said.

In 2010, Tim Weeks and the former Kim Perez both started working at Cat Depot. Weeks was a cat caregiver; Perez was a veterinary technician.

“He used to help me all the time when I had to pull blood from kitties,” Perez said. “He

He was a big help.”

The two would partner up to clean cages and feed cats but really got to know one another when they joined co-workers for a night out.

What follows is hiss-tory: The couple married Nov. 14, in a ceremony at Bella Luna Barn, in Palmetto.

Perez has since left Cat Depot for another position, and Weeks now works as the systems and finance manager. They share their home with three cats and four dogs but will always consider Cat Depot a special place.

“Obviously, it has a really, really special place in my heart,” Perez said. “He is the love of my life.”

Hailing from the North Pole, Officer Elf on the Shelf returned this year to help.

Officer Elf on the Shelf was sworn in by Chief Bernadette DiPino Nov. 30, in a ceremony at the SPD headquarters.

The tiny officer will report for duty immediately until the end of the month looking for naughty and nice children. He’s already been spotted helping out officers on patrol and even blaring the occasional siren.

THROWING STONES 8:35 a.m. — 1700 block of Main Street Dispute: A man reported that a woman was throwing papers in front of his workplace. The man said that he was planning to file a restraining order against the woman. The woman told an officer she was arguing with the man because he wasn’t seeing his family. The woman told the officer that she and the man were “over,” and she left the area without further incident.

BEARDED BANDIT 2:50 p.m. — 500 block of Payne Parkway Suspicion: A man reported that a subject was trespassing on the property and refusing to leave.

By the time an officer arrived, the man had left the area on his bicycle. The man said the subject has been a problem for the past two weeks. He said he has asked the subject to leave at least five times, and the subject just yells and is uncooperative. The man did not know the subject’s name, but said he was in his 50s and had a long beard. An officer instructed the man not to make contact with the subject the next time he is on the property and to call police instead.

CARTED OFF 6:04 p.m. — 2000 block of Bay Street Theft: A manager at a grocery store reported a man left the store with a shopping cart full of items for which he did not pay.

As he was leaving the store, the manager asked the man if he paid for the items, but the man ignored her and kept walking

SHORT LEASH 8 a.m. — 2900 block of Palmadelia Avenue Dispute: A man said his neighbors have been letting their dogs run free during both daytime and nighttime hours. On several occasions, he said, the dogs have gone into his yard and dug up his grass and plants. He said he has confronted the neighbors about this issue but has gotten no resolution. While officers were on scene with the man, one of the dogs went into the man’s yard and began walking up to the group. The dog quickly ran off after the man yelled at it. Officers instructed the man to call animal services to report his problem.

The manager could not remember all the items in the cart, but did notice a 12-pack of beer and some beef jerky. She estimated the total value of the items left in the cart was $125.

In March 2001, as U.S. Air Force veteran C.J. Bannister ended her military service, she felt lost.

Then 25 years old, the former military paralegal struggled with the transition from a staff sergeant to a civilian.

“People gave me automatic respect,” Bannister said of her time in the military. “When you get out, nobody looks at you that way.”

Bannister understood that her military experience could translate to a career in the civilian world. But she didn’t understand how until she got a helpful call. Bannister received a callback about a position that she had applied for with a law firm.

The position had been filled, but the employer — a veteran who was a judge advocate general — wanted to help her decode her resume to make her military experience relatable.

HONOREES

County Veterans Commission honored Bannister with its Woman Veteran of the Year award. The awards are based on nominations that are then selected by a committee.

“She was very instrumental in the SERV (Special Emergency Resource for Veterans) program through Goodwill Manasota,” said Ted Smith, president of the Sarasota County Veterans Commission.

SERV pledges that 100% of funds benefit veterans in need of assistance.

“She was really important in forming the SERV fund because veterans were coming in with immediate needs that couldn’t wait,” said Kelly Davis, marketing and PR coordinator of Goodwill Manasota.

Bannister recalls local veterans who have come for help at her office: Around eight months ago, a Marine walked into her office at 4:50 p.m. on a Friday. He had served six tours in Iraq and was 80% disabled. He hadn’t received a payment check from the U.S. Department of Veterans Affairs and needed to pay the power bill for his family. With SERV, his bills were paid.

“The more our community knows about our program, the more veterans we can help,” Bannister said.

SARASOTA — Booker High senior Senia Gibbons, known around school as Nia, has two places where she feels entirely free to be herself: the basketball court and inside the confines of the school’s junior ROTC program.

Whether she’s dribbling across the court or leading 240 cadets through a Raiders practice, Gibbons is entirely at ease. A smile spreads across her face at the mere mention of her two passions.

“Nia lays it all out on the floor each and every day,” Booker coach Hollie Nelson said. “She hustles, and she pushes her teammates to do the same. Nia understands hard work is a requirement to get what you want or to where you want to be.”

Gibbons embraces her roles as both team captain for the Lady Tornadoes and battalion commander for junior ROTC. For two years, she attended Southeast High, where she played basketball and was a part of the Seminoles’ junior ROTC program before a move to Sarasota landed her at Booker last season.

After quickly identifying herself as a leader last season, Gibbons was named Lady Tornadoes team captain prior to the start of

this season.

“Nia has faith and trusts her coaches,” Nelson said. “Regardless of what Nia’s asked to do, she trusts that there’s a reason, and she does it. Nia listens. She doesn’t just hear what you say.

She is a coach’s dream.”

Gibbons has since led Booker to a 1-0 Class 6A-District 10 record after scoring 10 points and hauling in five rebounds in the Lady Tornadoes’ 37-20 victory against Lake Wales Dec. 1.

“It means a lot,” Gibbons said of playing for Booker. “This is home.

The basketball court is where I can let it all out. It’s like a sacred place.”

Gibbons began playing basketball while attending Harlee Middle School, in Bradenton, after finally working up the courage to try out. There, Gibbons also discovered junior ROTC when Southeast High’s program came to Harlee.

“I thought, why not give it a try?” Gibbons said. “I fell in love with the program. I just enjoy it and enjoy being able to express myself.”

In just her second year with Booker’s junior ROTC, Gibbons was awarded the program’s highest position after identifying herself as a motivated, determined and effective leader. She also happens to be Booker’s top female Raider and often is recognized for her fitness level.

“She is more capable than most of the males on the Raider team,” Booker junior ROTC instructor John Ledbetter said. “Everyone that she has contact with wants to support her. She is a very strong shining light. I am proud to have her interest in our program.”

As battalion commander, Gibbons is in charge of the entire junior ROTC program, which features 240 cadets this year.

“All of the success or failure in JROTC all comes down on me,” Gibbons said. “Cadets will come up to me and say, ‘I want to be just like you.’ It makes me happy to know that people are watching and that I’m a good role model.”

Gibbons trains with her Raiders team four days a week for close to two hours and also attends a staff meeting. After a quick hour break in between, Gibbons heads to basketball practice for two SEE PAGE 19A

The Sarasota High girls basketball team went 2-0 in the Lady Sailors Thanksgiving Shootout Nov. 27 and Nov. 28.

The host Lady Sailors opened the tournament with a 56-13 victory versus Cardinal Mooney Nov. 27.

Madison Pack and Imani Jones both finished in double figures for Sarasota with 14 and 12 points, respectively. Freshman Hailey Rosenhaus added nine points, going 3-for-5 from behind the arc.

Sarasota followed up its win with a 55-24 victory versus Lake Wales Nov. 28.

Pack led the way with 14 points and five rebounds. Ja’da Bennett added 13 points and four rebounds.

The Lady Sailors return to action at 7:30 p.m. Dec. 3, at district rival Lakewood Ranch.

Blazers post victory The Sarasota Christian boys basketball team breezed to a 7944 victory versus the Gulf Coast HEAT Dec. 1.

Brandon Bontrager finished with 14 points to lead the way for the Blazers. Jordan Litwiller and Kyle Lantz added 11 points each.

With the win, Sarasota Christian improved to 4-1 for the season.

The Baltimore Orioles will hold the sixth annual OriolesREACH Birdland Golf Classic Feb. 22, at The Founders Club, in Sarasota.

Registration for the event, which will tee off with a shotgun start at 12:30 p.m., is now open.

This year’s classic will feature lunch, a silent auction and the opportunity to play a round of golf with current and former Orioles players and coaches.

Several levels of sponsorship opportunities also are available, including MVP sponsor packages, which include a foursome with the opportunity to select your Orioles playing partner, four infield box seats to a 2016 Orioles Spring Training game and more.

Proceeds from the event will benefit the Miracle League of Manasota, an organization that provides an opportunity for everyone to play baseball, regardless of his or her ability.

Since its inception, the Birdland Golf Classic has raised more than $150,000 for the Miracle League of Manasota.

It’s a struggle at times finding the necessary balance between school, practices, games and other junior ROTC commitments, but Gibbons knows her teammates and cadets are counting on her to make an impact. She wants to be the one responsible for turning both programs around.

She eventually wants to go into the Navy, following in the path of

her father, Michael. It’s the one career path that will allow her to carry on the knowledge and skill set she’s acquired during her four years in junior ROTC. Gibbons credits junior ROTC with changing her life, taking her from an unmotivated middle school student to a leader guided by trust, honor, integrity and courage.

“I keep pushing because I want to be successful in life,” Gibbons said. “I can’t just quit because if you don’t do it, then someone else will. I want to be a good role model and set an example for everyone under me.”

xcitement was in the air as children waited for Santa Claus to arrive at Light Up the Village Saturday night on Siesta Key. The annual parade traveled down Ocean Boulevard in Siesta Key Village with participants traveling on floats and handing out candy canes and other treats. The parade ended at Siesta Center, where Santa’s Village featured clowns crafting balloon animals, a demonstration by Red Tiger Martial Arts and a first for many Florida children: snow.

Just before Santa Claus made his way down Ocean Boulevard during the Light Up The Village parade, disaster nearly struck: The antique engine carrying members of the Siesta Key Association and Sarasota County Commissioner Alan Maio broke down. The engine was the vehicle just in front of Santa.

Without hesitation, paradegoers emerged to help push the engine to the side of the road.

Some volunteers who helped push the engine to the side were members of SRQ Veterans. The engine got a jolt of electricity from a Sarasota County Sheriff’s patrol vehicle and was moved from Ocean Boulevard safely.

“That just shows you the spirit of our Village and the people,” said Catherine Luckner, SKA second vice president.

Santa made his way to his chair set up at Siesta Center just in time to hear children’s wish lists.

The third annual festival brings art lovers to the bay.

esidents at Pines of Sarasota shared a Thanksgiving luncheon with special visitors Nov. 24: the children who attend the on-campus Child Care & Learning Center.

Children dressed as Pilgrims in bonnets and hats and joined their parents for a feast with the residents they have come to call Grandma and Grandpa.

The meal was a traditional Thanksgiving feast of turkey, mashed potatoes and stuffing.

Children prepared additional sides dishes, including sweet potatoes, green beans and corn.

“They mixed and dumped the ingredients as best as they could,” said Connie Snyder, director of child care. “It’s a family participation and, of course, it’s a big part of our Intergenerational Program.”

Holiday season blooms for GFA students

T

he Florida weather wasn’t exactly frightful, but students at Goldie Feldman Academy enjoyed an early holiday celebration that was delightful Nov. 30, at the Sarasota Children’s Garden.

Parents, grandparents, other family members and friends spent the day with students from all grade levels.

Children explored the gardens and played dress-up incostumes.

Activities included making handwritten holiday cards and performances by students on the harp.
