Atkins, Gannon enter City Commission race

T

he field of candidates for two at-large City Commission seats has expanded to six, as former Mayor Fredd Atkins and Planning Board member Patrick Gannon have filed to run in the March 14 municipal election.

Atkins, who lost a race for a seat on the County Commission in November, has served on the city board for 18 of the past 32 years. He’s touting his experience — which includes terms as mayor from 1987-88, 1991-92 and 2006-07 — as a leading reason why voters should bring him back to the commission.

“I’m a lifelong lover of the city of Sarasota,” Atkins said. “I believe — being not only born and raised here, but having lived here for almost all my life — that I am more than amply qualified to contribute greatly to the future of the city of Sarasota.”

In his previous time on the commission, Atkins was elected as the District 1 representative.

This time, he’s trying for a citywide at-large seat. After entering the race, Atkins highlighted several issues he hopes to address if he is elected to the board.

“We’ve got to figure out a way to work with the County Commission,” Atkins said. “We’ve got to address our homeless concerns.

Gannon, who also serves as president of the Downtown Sarasota Condo Association, is positioning himself as a moderate voice interested in achieving tangible growth. He said his decision came after other people encouraged him to run, citing a perceived need for a voice like his on the commission.

“The lack of transparency and effective solutions has been troubling to myself and to a lot of people,” Gannon said. “Through

their urging, they said, ‘We need people who can provide balanced leadership and practical solutions.’”

Gannon named growth, transportation, homelessness and the redevelopment of the bayfront as a few of the major issues he hoped to address if he were elected to the commission. Above all, he said he could provide a balanced perspective on city affairs.

“The key thing I bring to the table is a proven track record of working together with neighborhood residents, businesses and city staff,” Gannon said.

The cranes and cars aren’t going anywhere this season, but government officials will help shape the future of growth in the city and county in 2017.

From traffic to new development, concerns about growth in Sarasota are mounting — but will those concerns lead to change?

With those issues and more pressed to the forefront in 2017, what actions will local leaders take when it comes to development and traffic?

eaded into January, with the most intense part of season looming large, many of the biggest issues local officials are facing in 2017 are related to growth.

There’s traffic, of course. Each new year seems to coincide with residents eagerly pointing out that congestion is even worse than the previous year.

There’s also the impact of new development. In the downtown core, on Siesta Key and near the Interstate 75 corridor, people are raising concerns that Sarasota might be growing too much, too fast.

The city is revising its longterm transportation strategies.

It’s also developing a new formbased zoning code that will govern future development, providing residents and builders with opportunities to offer their input before the regulations are adopted this year.

Multi-acre projects — from Sarasota Bayside on the former Quay property to Siesta Promenade at Stickney Point Road and U.S. 41 — will reshape the landscape of the region if they earn the necessary approvals.

In 2016, a group of neighborhood leaders banded together to form the activist group STOP, which is focused on overhauling city regulations pertaining to those topics.

The group says it’s not antigrowth. It just wants the city to adopt policies that better account for the impacts of new development and allow more public input on proposed projects.

Specifically, it wants to eliminate the administrative review process for large developments downtown. Rather than letting city staff determine if a project meets the necessary zoning requirements, STOP members say developers should go through the three-part public review process that includes hearings in front of the Planning Board and City Commission.

“When you have administrative approval, you’re alienating people from the process,” STOP steering committee member Jennifer Ahearn-Koch said. “When citizens are excluded from that, the frustration is intolerable.”

Karin Murphy, who wrote the city’s forthcoming form-based zoning code, said administrative approval is a useful tool. She wants to incorporate the desires of residents into the zoning regulations, so developers and resi-

dents have greater predictability when it comes time to plan a new project.

Concerns regarding development have gained traction in the county, as well. As the county reviews Benderson Development Co.’s 24-acre Siesta Promenade project and a proposal for a new hotel on Siesta Key, residents are asking the county to consider the cumulative effect the construction might have on the area around the island.

“The county is not looking at the whole thing comprehensively,” Siesta Key resident Lourdes Ramirez said at a December workshop.

So far, there hasn’t been a significant opposing force from the development community attempting to stem the tide of growth-related fear. That opposition doesn’t appear likely to mobilize in the immediate future, said Andy Dorr, a senior vice president at Githler Development Inc. “There’s not much coordination going on,” Dorr said. “There probably should be more.”

Dorr has expressed some concern about the sentiment being stirred up by STOP, fearful tougher regulations might chill economic growth. He said the ire toward new development is misguided, because the issues many residents are concerned about have manifested while most new projects are still being built.

“It’s very complex,” Dorr said.

“The situation our city faces is based on 50 years of development — not only in our city, but in our region.”

rative is often inaccurate, highlighting areas of common interest.

Chief among them: addressing traffic and transportation issues.

Mary Dougherty-Slapp, executive director of the Gulf Coast Builders Exchange, went so far as to say new development isn’t particularly troubling to most residents.

“They’re not really concerned about building,” DoughertySlapp said. “They’re concerned about traffic.”

In the first quarter of 2017, the city is expected to take a second try at rewriting the transportation chapter of its comprehensive plan. The commission rejected a version of that document in November, citing concerns regarding metrics measuring the impact of new development.

Commissioner Susan Chapman, one of three votes against the staff-recommended plan, said she wanted the city to take a new direction with its traffic policies. She said strategies have been focused on solutions that aren’t tailored to the behaviors of Sarasota residents.

This year, she said she wants to see more substantial evidence rationalizing any actions taken to address transportation issues.

“Let’s not play a game of ‘let’s pretend,’” Chapman said. “Let’s see what alternatives people are likely to use under certain circumstances.”

As the city embraces multimodal transportation options, what will encourage residents to get out of their cars and use other methods of transit? She also wants to identify a better eastwest road network in the city to ease congestion.

Between the city and county, developers and residents, traffic may be the most unifying issue in the region, which has led to optimism regarding the ability to make progress in 2017.

“I think where there is potential for collaboration, it is on transportation issues,” Chapman said.

“I think everybody wants our transportation system to work.”

There is also frustration, however, at the lack of tangible results achieved during the past few years. Dorr, like others, expressed a desire for local officials to take substantive action as quickly as possible to address the issue.

If everything goes according to plan, Sarasota residents will be using parking meters downtown as soon as next month.

Don’t panic — when the parking meters first hit the streets, it’ll just be for research purposes. The city is in the process of reviewing parking meter vendors. To avoid hardware issues, staff wants to let the public interact with the products before choosing a model.

Still, at some point in 2017, the city intends to implement a paid parking program in the downtown core. City Parking Manager Mark Lyons hopes to have meters installed by September.

“I think it’d be easier to do it in the summer when there’s a little less activity,” Lyons said. “It’s designed to be in the areas that are most impacted by heavy traffic anyway, which stay busy in the summer.”

Although city officials have given preliminary blessings to the return of paid parking, it’s not a certainty.

The Sarasota Downtown Merchants Association has begun organizing opposition to the meters. Ron Soto, president of the merchants group, said downtown businesses were exploring legal action against the city.

City Attorney Robert Fournier has dismissed that threat, but merchants will also work to lobby commissioners against paid parking. A SDMA survey of 132 businesses showed 84% oppose

“I do not understand how the City Commission can ignore the loud pleas, the wisdom, the thoughts and the previous experiences that have been shared,” said Chip Beeman, owner of Pastry Art Café and Main Bar Sandwich Shop.

That opposition is colored by the city’s last attempt to implement paid parking, a short-lived effort that saw meters installed in 2010 and removed by 2011.

Lyons said he is confident this paid parking program and will be more effective.

The city is also finalizing a contract with a contractor and architect for a 521-space parking garage on St. Armands Circle.

The City Commission will review those contracts later this month.

In 2017, work on that project includes producing designs and securing a bond. Construction is expected to begin in early 2018.

With just a few days remaining in 2016, Lido Key residents got some good news to take into the new year.

On Dec. 22, the Florida Department of Environmental Protection issued an important update on a project that has divided Sarasota residents for more than three years. The DEP announced its intent to issue a permit for the Lido shoreline renourishment project that would use sand dredged from Big Pass.

For Lido residents — and the U.S. Army Corps of Engineers and city of Sarasota, the two groups behind the proposal — the DEP’s announcement was a confirmation of a deeply held belief. Lido Key needs sand to reinforce its eroded shoreline, and Big Pass is the best place to get that sand.

For Siesta Key residents and other opponents of the project, the news was a setback. Groups such as Save our Siesta Sand 2 and the Siesta Key Association have questioned the impact the Big Pass dredge would have on Siesta’s shore, and they say they haven’t gotten satisfactory answers.

The DEP downplays those concerns in a document announcing the intent to issue a permit. The state agency said the Army Corps of Engineers application provides sufficient engineering data to demonstrate the project minimizes potential adverse impacts to Siesta Key. In the wake of the DEP announcement, neither side is content to sit back. Peter van Roekens, chairman of Save our Siesta Sand 2, is in the process of appealing the DEP decision.

Even if that effort is unsuccessful, there are several hurdles the project has left to clear that will offer more opportunities for protest.

“We’re certainly in this for the long haul,” van Roekens said. “It’s not something that will go away.”

Catherine Luckner, a Siesta Key Association board member, is taking a long-term view.

Although she said she believed there was sufficient evidence for the DEP to reject the application, she’s hopeful that evidence will make an impact as the project continues through the approval process.

“They have to do an environmental assessment that’s proper, get funding, finalize construction plans, get a permit to proceed,” Luckner said.

Beyond the seemingly inevitable legal challenges to the project, funding may be the biggest challenge the proposed dredging faces. City engineer Alex DavisShaw said work on the project could begin next winter — but

only if about $18 million in federal funding can be secured.

As for the concerns of Siesta residents, DavisShaw encouraged anyone with questions to speak up so representatives from the city or Army Corps can provide the information they’ve gathered in support of the project. City representatives have said the coastal system takes sand from Lido Key and transports it to Big Pass — so in essence, the project would just take back sand that was previously Lido’s.

“I think the more people understand what’s going on and why it does what it does, I think that will help people understand where the plans are coming from,” DavisShaw said.

She added that the city is working to create a more robust long-term monitoring system for the region’s coastlines. The city plans to reach out to the county and potentially Longboat Key to collaborate on that effort.

“The more information we get, the more we can see what’s going on now and into the future,” she said.

Lido Key residents, meanwhile, are evaluating their options for countering the legal challenge Siesta residents plan to mount.

Lido Key Residents Association President Carl Shoffstall continues to stress the urgent need for the proposal to move forward.

“We don’t want to get into a war with Siesta,” Shoffstall said. “But we’ve got to protect our assets out there.”

Issues to watch: Economic development Already singled out as a target of scrutiny, the spotlight will be focused on the Sarasota County Economic Development Corp. in 2017.

Although most of the business assistance activity at the Sarasota County Economic Development Corp. happens behind the scenes, its biggest misstep was a highly public spectacle.

That event — an attempt to land a corporate headquarters that went astray and alienated several longstanding area business leaders and companies — is likely to play a key role in shaping 2017 for the EDC. The EDC is a publicprivate partnership with a board of high-powered area executives that helps retain local businesses and recruit new ones, oftentimes with county-approved subsidies and incentives.

The incentives side is what concerns Sarasota County Commissioner Mike Moran, who was elected in November. Moran has spoken in board meetings and retreats about the county’s need to improve how it tracks its return on its investments. That includes a deeper dive into the data, done more frequently.

Another issue Moran will pay close attention to in 2017 is whether there is too much over-

lap between the county’s Office of Business and Economic Development, run by Jeff Maultsby, and the EDC. Moran, in a December letter to County Administrator Tom Harmer, says he’s been “watching the OBED and EDC as a resident and taxpayer of Sarasota County and my concerns have been growing over the years.”

“After meeting with Mr. Maultsby on multiple occasions, I am concerned that the vision for his department needs to be much more defined,” Moran wrote. “I feel his department needs to be held to MEASURABLE goals that leadership can easily monitor.”

Moran, in a December interview with the Sarasota Observer, also said he wants the county to “be extremely specific about the business we are trying to attract.”

That’s a reference to Project

Mulligan, the corporate headquarters endeavor that put the EDC in the spotlight.

That happened in May, when county commissioners, by a 4-1 vote, rejected a proposal to use at least $720,000 in state and local funds to lure a national roofing company headquarters to town.

That company, North American Roofing, ultimately agreed to move its corporate headquarters from Asheville, N.C., to Tampa.

The performance-based incentives package for North American Roofing was $900,000, with $180,000 from the city of Tampa and Hillsborough County. The company is required to hire up to 180 people to earn the incentive.

The fallout from the failed effort in Sarasota to land North American Roofing was swift and steep.

The area building and contracting community, led by several roofing companies, mobilized against the incentive package, saying it’s wrong to use taxpayer money to aid a competing business. The county lost a second time when officials were criticized in some site selection circles for missing an opportunity to land a headquarters.

Huey, looking back at the failed North American Roofing project, added that “my No. 1 priority for the year is to be aligned with the County Commission.”

he American newspaper industry lost one of its giants last week — Walter Mattson, former president and chief operating officer of the New York Times Co. and resident of Plymouth Harbor in Sarasota.

Mattson was the force behind the growth of the New York Times Co., back when the New York Times was regarded in the industry as the gold-standard in credibility. He was also responsible for the Times Co.’s acquisition of newspapers across the country, including the Sarasota Herald-Tribune and the Islander on Anna Maria in the early 1980s.

We had our first encounter with Mattson on April Fools’ Day around 2000. Mattson was retired from the NYT and a resident here with his wife.

My wife, Lisa, then executive editor of the Longboat Observer, answered her phone. It was Mattson.

He had just read our latest April Fools’ edition. He introduced himself and was polite and gentlemanly. He told Lisa how he enjoyed reading the Longboat Observer. But he said he was “concerned” — that was the word. He was concerned about our publishing fake news and what that could do to the credibility and readers’ trust of the Longboat Observer.

(Our chairman, by the way, David Beliles, Lisa’ father and another longtime newspaper publisher and editor, agreed with Mattson.)

We have since continued our April Fools’ tradition for 15 years, with the belief that, once a year, all of us should be able to laugh at ourselves.

But on more than one occasion, Mattson has been right about his concern for our publishing “fake news” — even if it is in the spirit of fun and laughter. As our company has expanded into the Orlando area and the east coast of Florida, we’ve introduced April Fools’ editions to those Observers. We have had some backlash. Last year, an advertiser in Winter Garden pulled its ads and threatened lawsuits.

Fake news has consequences.

And now, thanks to Fakebook, er, Facebook, Google, Twitter, Insta-

gram, et al, fake news is proliferating.

It’s everywhere.

Year-end national TV and radiotalk shows were teeming with discussions about fake news and mainstream media bias during the presidential election. Unvarnished truth from either side was rare during the campaign.

One of the most notorious fake news incidents recently was when the owner of Comet Ping Pong pizzeria in Washington, D.C., and his employees started receiving menacing, abusive, life-threatening emails and text messages before the presidential election. The cause: Dozens of fake news articles on different websites and Facebook about Hillary Clinton and her aides running a child-trafficking ring in the restaurant’s back rooms.

The fake articles also prompted a man with a gun to visit the pizza shop to investigate for himself.

Likewise, you receive forwarded emails all the time from your friends — seemingly legitimate reports that have been forwarded multiple times, the articles often reporting information that reads to be plausible and true but is also intended to trigger outrage or strong endorsement.

How do you know they are true?

Often times you would have to venture down online rabbit trails for minutes or hours to find the source and the truth. Who has time for or wants to do that?

You read of hackers easily posing on Twitter as Donald Trump or other celebrities. If you spend 10 minutes with our company’s IT development manager talking online security, he would show how easy it is to hack into the cyber world. You would walk away from him essentially convinced you should never buy another item online with your credit card. Or, at least never open an email from a name you don’t recognize. But even then, we have found out, you can’t always trust those emails. Addresses are being hacked into by the hour.

To make the trust issue worse, everyone today is a journalist, or many of the bloggers and other commenters think they are. They’re writing their opinions, sometimes interspersed with facts, often sources unknown.

All of this is coming at you so fast you almost want to withdraw. You don’t know whom to trust.

That’s where the Observer and YourObserver.com come in. The pendulum will continue to swing our way.

We have been here before. Today’s onslaught of fake news is not a new worldly phenomenon. Jacob Soll, a historian at Rutgers Univer-

sity, reported last month in Editor & Publisher, a trade magazine for the newspaper industry, that fake news has been a part of every century and culture around the world ever since Johannes Gutenberg invented the printing press in 1439.

In the United States, fake news reached a nadir during the yellow journalism days in the 1800s — the time when sensationalism was truly a marketing tool for the newspaper industry (see box below).

But as physics dictates, for every action there is an equal and opposite reaction. In the 20th century, the journalism pendulum swung away from Hearst and Pulitzer’s fake-news brand of journalism toward accuracy and credibility. Soll reported how American papers hired reporters to cover local beats and local governments, “building a chain of trust between local, state and national reporters and the public … [O]bjective journalism did become a successful business model — and also, until recently, the dominant one.”

This deluge of fake news will run its course. And consumers of news — as they do now — eventually will sort out the believable from the unbelievable.

And they will gravitate toward those sources they believe they can trust because of the accuracy and credibility of their information.

There’s an old saying in our business: Our most prized asset is our credibility. We take that to heart at the Observers. And we continue to believe, that in spite of what you hear and read about the future of newspapers, we believe there is a strong future for local newspapers like ours.

There will always be a need and a desire in every community for credible, trusted local news and information. And in the communities we serve, we at the Observers intend to be that source — in print and online — and will work every day to win and maintain that trust.

You may not always agree with our opinions on the Opinion page. And sure, we will make mistakes in accuracy (hopefully, rarely). We’re human.

And when we do err, we will fess up and correct our mistakes.

But we will never mislead or report inaccurate information deliberately — with one exception. That will occur only on April Fools’ Day. A couple months before Walter Mattson died, my wife and I chatted with him at Plymouth Harbor.

Lisa recalled that conversation about credibility that occurred many years ago. Mattson remembered it. But he also confessed: He had become our April Fools’ edition’s biggest fan.

1800S: GUILDED AGE OF FAKE NEWS From Jacob Soll’s “The Long and Brutal History of Fake News” in the Dec. 16 edition of Editor & Publisher: The New York Sun’s “Great Moon Hoax” of 1835 claimed that there was an alien civilization on the moon, and established the Sun as a leading, profitable newspaper.

In 1844, anti-Catholic newspapers in Philadelphia falsely claimed that Irishmen were stealing Bibles from public schools, leading to violent riots and attacks on Catholic churches.

During the Gilded Age, yellow journalism flourished, using fake interviews, false experts and bogus stories to spark sympathy and rage as desired.

Joseph Pulitzer’s New York World published exaggerated crime dramas to sell papers. In the 1890s, plutocrats like William Randolph Hearst and his Morning Journal used exaggeration to help spark the SpanishAmerican War.

Once the owner pulled the dog off me, I was covered in dirt and scratches. The owner was laughing. I immediately left the park, with my dog and me scared.

Dog owners like this have ruined the option of allowing our dogs to run free in areas.

A recent Sarasota Observer article described a proposal by the Downtown Improvement District for “Downtown Sarasota” gateway signs on Main Street and Lemon Avenue.

I strongly oppose installing these signs at these locations and hope to make the case against them.

First, think of the most memorable urban spaces of our nation: Back Bay or the North End in Boston, Dupont Circle in D.C., the delightful historic cores of Charleston and Savannah, the French Quarter in New Orleans or West Village in New York City. All are authentic, wonderfully built spaces that integrate so well into their surroundings that marking an artificial gateway would do a disservice to these neighborhoods. Robert Venturi, an influential architect and architectural theorist, observed that a built environment can be expressive and legible on its own visual and experiential terms without superimposing language-based signs. I argue that this is the standard Sarasota should strive to achieve, especially since our downtown is already approaching this caliber. We should therefore not create artificial boundaries with gateway signs which – as the ever-struggling downtown in Rochester, N.Y. plainly illustrates – provide no tangible economic development benefits.

Second, the proposed gateway signs would be a branding mistake. Downtown is far more than just Main Street and the Lemon Avenue mall; it also includes the Rosemary District (though not in the DID, it is still in the Downtown Community Redevelopment Area), Burns Court, Payne Park and the courtyard district, Golden Gate Point, the Bayfront and future Quay and the downtown edge west of Laurel Park.

Downtown therefore has multiple entry points and neighborhood connections which we should not represent using only Main Street as metonymy.

In a worst-case scenario, community groups opposing urban growth beyond the downtown core may yield these signs as a policy lever, claiming that they indicate where downtown begins and ends, and therefore where walkable urbanism “belongs.”

In 2016, Sarasota County completed the arduous task of developing a master plan for thousands of acres of parkland and natural reserves. Now, there’s just the small matter of implementing that plan.

The master plan outlines a 20-year vision for the county parks system, but staff has identified short-term priorities it wants to act on in 2017.

“The people of the community voiced their desire for additional pickleball courts, additional dog parks, access to more trails and preserves,” said Carolyn Brown, director of the county parks department.

Another priority is shifting to a new model for the county’s Division of Parks, Recreation and Natural Resources — one that focuses primarily on large, regional facilities.

Brown said her department would continue to oversee smaller parks in the unincorporated county. But the county will ask cities such as Sarasota to do more work to manage neighborhood parks as staff dedicates its attention the region’s beaches, athletics facilities and natural reserves.

The city and county have recently butted heads over funding for city parks facilities. In July, the county rejected the city’s request for nearly $1 million to support the operations of the Robert L. Taylor Community Complex. At that time, both sides clashed over the definition of a “regional” facility.

Now, city and county staff see an opportunity for synergy. The city is exploring changes to its parks system, as well. This year, city staff will be working with the Parks, Recreation and Environmental Protection Advisory Board to consider the possibility of implementing a dedicated taxing district to fund park services.

Jerry Fogle, hired last year to lead the newly created city parks department, said the city could benefit if it assumes control of some neighborhood parks the county operates. He wants to lead his own master-planning process for city parks, and said city officials can be more responsive to the needs of residents than the county has been.

“The county is very large, so they have a lot of responsibilities and may not be able to get to certain things as quickly as we can,” Fogle said. “We want to make sure we’re able to provide that customer service our residents need and deserve.”

The increased emphasis on parks services within city government will continue into 2017.

In addition to the park district and Fogle’s budget request for a

master plan, city staff continues to work with residents on implementing policies focused on preserving trees and other green space.

That work is particularly important in the rapidly developing Rosemary District, which is set to get more than 1,000 new residential units but lacks a neighborhood park.

Property owners and other Rosemary District stakeholders are discussing plans to address the needs of the growing neighborhood.

Beyond the shift to a new philosophy, county staff also is preparing for a major event in 2017: the World Rowing Championships at Nathan Benderson Park.

Brown called events like the rowing championships an opportunity to help get Sarasota residents interested in using county facilities in the years to come.

“We’re always looking to engage our local community in those types of things,” Brown said. “We want to grow the rowers in our community, to grow those that are interested in BMX so there is continued support and interest in doing those things.”

Issues to watch: Homelessness Residents and businesses are frustrated with a lack of progress, but city and county officials are optimistic about their ability to address homelessness.

In 2013, the city and county embarked on a joint effort to combat regional homelessness, hiring a consultant to help address a top issue.

That led to contentious policy disagreements between the city and county commissions, a failed effort to build a come-as-you-are homeless shelter and an agreement to pursue different paths for mitigating homelessness issues.

More than three years later, the public continues to express concern about the lack of progress. Headed into 2017, however, there is a feeling from the city and county that Sarasota is poised to take meaningful steps toward treating and housing homeless individuals.

There’s also a belief that both governments are better aligned than they have been in the past and positioned to work collaboratively to address homelessness.

“I think in 2017, we need to work through and get beyond this perception that the city and county are in a fundamental state of disagreement,” City Manager

Tom Barwin said. “I just don’t think it’s true anymore.”

Wayne Applebee, the county’s homeless services director, said a change occurred in the final quarter of 2016. The county engaged with representatives from the Kearney Center in Tallahassee, a facility that offers comprehensive emergency services for the homeless.

Soon after, the city held its own meeting with Kearney Center

representatives — and both sides found common ground.

“Even if we don’t implement what the Kearney Center does as a model, at this point, I’m optimistic it’s regenerated the conversation and found the city and county have a lot of shared goals,” Applebee said.

Applebee and Barwin expressed a desire to expand the collaborative effort to combat homelessness, including better engage-

ment between non-governmental service providers. The city is working with Susan Pourciau, director of homeless training and technical assistance for the Florida Housing Coalition, to discuss the best way to align the community toward the same goal.

“We have gotten very close to a consensus in terms of getting behind at least a strategy, an approach that has been proven effective both here and in many jurisdictions around the county,” Barwin said.

Applebee said the county was interested in enhancing its Sheriff’s Housing Initiative Facilitating Transient Services program.

The initiative, called SHIFTS for short, provides 90 days of housing and support services to help individuals find a stable housing situation. In its first year, 45 of the 63 people to go through the system remained housed.

The county doubled the number of beds available for that program from 10 to 20 in 2016. Officials were excited to find a way to successfully treat individuals with high incidences of mental health issues and criminal records.

“We were actually surprised, for such a difficult population, that we were running such high numbers remaining in housing,” Applebee said.

Although SHIFTS is not a housing program, its results dovetail with the city’s philosophy on addressing homelessness.

The city continues to focus on a Housing First model, which aims to place individuals in homes as quickly as possible.

The city is hopeful the philanthropic community will step forward to help overcome the challenge of locating affordable housing in the region. One

resident, Jim Doyle, has given $1 million to the Sarasota County Community Foundation for homelessness support. If the funding comes into place, Barwin is confident the city’s model can work.

Barwin said the dispute over the come-as-you-are shelter, which came at the recommendation of consultant Robert Marbut, is behind the city and county. But Applebee said the County Commission likely will remain interested in having a jail diversion program for chronically homeless individuals who don’t take to treatment.

“The ability to address people in the community who may be unable or unwilling to enter services is an important component for the elected officials moving forward,” Applebee said. “I don’t think that will change.”

Barwin said the county was free to pursue its own priorities, and the city and county could find other areas for collaboration. And Applebee suggested the county might look for other, more broadly acceptable models for getting homeless individuals off the street.

“Is the come-as-you-are shelter the only way to meet that legal standard in the future?” Applebee asked. “Or is there an opportunity to provide the legal threshold needed and have a system that’s still supported by the community?”

The employee did not see anyone damage the door, which was cracked from top to bottom, and did not hear the glass break. Several other skaters reported seeing a person walking around with a BB gun that afternoon.

When Dumaka Atkins took over the Booker football team on an interim basis, the Tornadoes were 0-2 and had lost the two games by a combined score of 100-26.

With one game to go in the regular season, the Tornadoes were a win away from just their fourth playoff berth in a decade.

Atkins jump-started the turnaround. Booker Athletic Director Philip Helmuth said accountability and discipline is a big difference between Atkins’ program and Booker programs of the past few years.

Booker ended up missing the playoffs, but Atkins was given the head coaching job full time after the season. With a full offseason to prepare and implement his system, 2016’s dramatic turnaround could be the beginning of something much bigger.

Nikki Yanez, of Sarasota, is just 13 years old, but is taking the tennis world by storm.

Yanez was the U.S. representative in the 2016 Longines Future Tennis Aces Tournament, held in Paris. Sixteen countries, one player from each, were represented.

Yanez also won the United States Tennis Association Girls’ 18 championship July 4 in Orlando, and won the Girls’ 12 doubles title July 24 at the National Clay Court Championships with Maria Drobotova.

She is the seventh-ranked player in the country for her age and the top-ranked player in Florida.

ALI BOYCE, RIVERVIEW

Riverview’s Ali Boyce had a great sophomore season. He and senior quarterback Mike Welcer led the Rams to their first playoff win since 2004. With Welcer graduating, more of the burden will fall on the 5-foot 6-inch, 175-pound wrecking ball.

He’ll be ready.

Boyce got stronger as the season went on, rushing for 173 yards and two touchdowns against rival Sarasota in the final week of the regular season. With another offseason under his belt, Boyce will be ready to take the reins all by himself.

Sophomore Sarasota swimmer Isabel Traba finished in the top 10 in the 100-yard butterfly and the 200-yard individual medley at the Class 4A state championships last year.

She is also an integral part of the Sailors’ 200-yard and 400yard relay teams, which took first place at the 2016 Tri-County meet.

With another summer of experience swimming with the Sarasota YMCA Sharks, Traba has a chance to compete for a title in both of her individual events in 2017.

Chad Sutton is determined to turn Cardinal Mooney into a volleyball mecca.

The girls volleyball coach says adding a boys volleyball program to the school is one of his shortterm goals. As for long term? Sutton wants to add beach volleyball courts to the campus.

Cardinal Mooney sophomore lacrosse attacker MJ McMahon is drawing attention from some of the top programs in the country, including Syracuse.

He demonstrated his scoring prowess against Riverview on April 1, scoring six goals and assisting on four more in a 16-11 Cougars victory.

McMahon actually led the varsity team with 130 scores in his freshman campaign.

His sophomore season promises to be even more impressive.

What I’m personally looking forward to in 2017 I

’m not much of a New Year’s resolutions guy.

I believe people should make changes in their lives if and when they are ready to make them, not on an arbitrary date on the calendar. The changes are more likely to stick if you’re making them for yourself, and not because it’s a socially cool thing to do for the month of January before dropping them.

At this time of year, instead of resolutions, I get excited about looking ahead in my life.

The past 12 months have flipped the script on my life, mostly in a positive way. If the next 12 are anything similar, I can’t wait to find out what is in store for me. There are a few things in particular that I’m interested to experience in the new year.

The biggest thing? Orioles spring-training baseball at Ed Smith Stadium.

I mentioned in my debut column that I grew up an Orioles fan in Maryland. I’ve taken in hundreds of O’s games at Oriole Park at Camden Yards and elsewhere around the United States.

The one thing I always wanted to do growing up was travel to Sarasota for a week or two and take in spring training.

I imagined myself as Jimmy Fallon’s character from the 2005 movie “Fever Pitch,” in which he plays an obsessed Boston Red Sox fan who travels to spring

training every season. He and his friends don’t just watch the games, they scout the players, just in case management ever asks for their opinion.

I may not be scouting players this year, but I will get to live out a childhood fantasy, and that’s pretty cool.

Riverview football will have my eye in 2017 as well. The Rams surpassed all expectations last year, winning their first playoff game since 2004. They lose senior quarterback Mike Welcer

to graduation, though, and he was a large part of their success.

Riverview beat teams on the ground, and Welcer’s legs were enough of a threat to open up the offense on option plays. They’ll need to develop someone who can replace that production.

On the plus side, running back Ali Boyce will be a junior, and the team can lean on him when it needs tough yards. The defense should be stout. They lose the do-it-all Vince Sellers and hardhitting linebacker A.J. Franco,

but the Rams rotated 20 players on defense, so they should have enough depth to be OK. If they make the playoffs again in 2017, the school deserves credit for sticking with head coach Todd Johnson through some down seasons. He looks to have the program on the rise.

I’m also excited for the World Rowing Championships, coming Sept. 23 to Nathan Benderson Park. I’ll be honest, though. I’m more excited for the spectacle than the actual rowing. Fans

from across the globe will be in attendance, bringing their culture with them. Learning about different cultures through observation, watching people cheer on their friends and family, is something I find fascinating.

My goal is to talk to one person from each country represented at the championships.

Mostly, though, I’m excited about meeting more of you all. I started at the Observer on Sept.

22, and my readers have been nothing but supportive. All the area schools have been a dream to work with, a welcome change from the team I covered at my last stop. Anyone who sends me stats and scores, you’re more helpful than you know. The people of Sarasota who I’ve met have all been affable, and I’ve genuinely enjoyed getting to know the community.

It’ll get a bit colder though, right? I’m still a Maryland man at heart. I need my winters to feel like winter.

Oh, well. Maybe I will make one resolution — take advantage of pools being open all year.

That’s not a bad trade-off with the weather.

Malachi Wideman is making waves at Riverview during his freshman year. He showed off his skills first on the football field as a wide receiver, making more and more athletic touchdown catches as the year progressed.

He then transitioned to the hardwood, where Wideman has continued to impress. He scored the first six points of Riverview’s 66-47 win over Charlotte on Dec. 14, and finished with 13. He also finished third in the Sunshine Series dunk contest Dec. 21 at Florida SouthWestern State College.

With future collegiate players Brion Whitley and AJ Caldwell graduating in the spring, Wideman will have a chance to take over their prominent scoring roles, and he’s already proved himself on the gridiron.

Here are seven events to help you do just that.

SARASOTA MUSIC HALF MARATHON If your New Year’s goals involve getting active, this race should strike a chord.

The there-and-back course features 21 bands. Although that is only one more band than last year’s lineup, event organizer John Korff said it’s not the number of bands that counts, it’s their positioning.

“We finally figured out where to place the bands so we don’t blow the neighbors apart, and the runners get to hear the music as much as possible,” Korff said.

A band will be positioned about every half-mile.

“Runners pass the bands a total of 40 times, so it’s like a wall of music,” said Korff, who is confident the event will sell out.

“Good Morning America” co-anchor Robin Roberts was the featured speaker for the March 7, 2016, Ringling College Library Association Town Hall Lecture Series.

RINGLING TOWN HALL LECTURES Ringling College Library Association’s largest annual fundraiser, the Ringling Town Hall Lectures, brings together politicians, artists and social commentators.

Former Vice President Dick Cheney will open the lecture series on Jan. 23, followed by actress and advocate Geena Davis on Feb. 13.

The roster also includes Jared Cohen, founder of the think tank Google Ideas and former adviser to Condoleeza Rice and Hillary Clinton, who will appear Feb. 20. Nature photographer James Balog will speak March 6, and former United Nations SecretaryGeneral Kofi Annan appears March 22. All lectures will be held at the Van Wezel Center for Performing Arts.

The former Southside Village block party stretched its legs in 2016. After city officials declined to close Hillview Street, event chairman Peter Anderson moved the event to the Van Wezel Performing Arts Center. Anderson said he is content with the event’s new home and has no plans to move it back to the village.

However, 2017’s event will not be without change. The music festival is scheduled for a Saturday — Oct. 28 — instead of its typical Sunday. “That will be a substantial change from the 20 previous years,” Anderson said.

Additionally, Anderson said he is working to secure a national headliner, though negotiations are not complete.

SIESTA KEY EASTER EGG HUNT The annual Easter Egg Hunt and Children’s Easter Party is scheduled for April 15 at Siesta Key Beach Access 5. Previously organized by the Siesta Key Village Association, the event is now spearheaded by the Siesta Key Chamber of Commerce after the groups recent merger. For information, call the chamber at 349-3800.

SIESTA KEY FIREWORKS If you really want to have a blast, consider another Siesta Key staple — the fireworks show on July 4 at Siesta Key Public Beach.

The fun gets going at dusk.

The Siesta Key Chamber of Commerce is discussing how to fund this year’s fireworks show after a kerfuffle arose last year about the VIP party, which was a major funder of the show. Last year, the Chamber said it would be too expensive to host the VIP party after renovations to the public beach, but it is confident this year’s fireworks show will go on as planned.

CRYSTAL CLASSIC

The Crystal Classic has made itself just that — a classic. The sand sculpting event is scheduled for Nov. 10-14 on Siesta Key Public Beach.

Event founder Brian Wigelsworth said the challenge is to make each festival different from the year prior without disrupting the foot traffic around the sculptures.

However, Wigelsworth said in November that he does hope to bring back the fashion show, which has been incorporated into the event in previous years.

SARASOTA HOLIDAY PARADE You might be ready to decompress after the holidays, but Sarasota Holiday Parade organizer Danny Bilyeu is already preparing for this year’s holiday season.

The parade is scheduled for Dec. 2. All in all, Bilyeu said he was thrilled with 2016’s parade performance, but is hoping to step it up a notch in 2017. There is talk of possibly starting the parade earlier or including street vendors throughout the day leading up to the parade. “We’ve got a lot of things to work and make it better,” Bilyeu said.

owntown Sarasota buzzed with excitement to welcome the new year with the annual Pineapple Drop.

While most Americans wait for the ball to drop in New York City’s Times Square, Sarasota residents prefer a tropical twist on the tradition and count down to the Pineapple Drop at the intersection of Main Street and Lemon Avenue.

Families filled Main Street to enjoy carnival rides and the chance to win prizes with games on New Year’s Eve. The event started during the day with games and picked up in the evening with live music.

Runners get set for Andrew Monroe 5K ANNA BRUGMANN

Harbour Isle Beach Club

Seventy-three-year-old Dee Nelson has run 1,714 races in 39 years — about 44 races a year.

But one stands out — the annual Andrew Monroe Memorial 5K. The race, now entering its fourth year, honors former Riverview High School soccer player Andrew Monroe, who died in 2011 in a car crash. Two years after his death, Andrew’s mother, Stacey Monroe, organized the race to honor her son’s memory and establish his legacy.

“The camaraderie, loads of walkers, just everybody seems so excited to participate ... ” Nelson said. “I’m just looking forward to participating in such an awesome race.”

Most of the proceeds benefit the Andrew Monroe Memorial Fund through the Sarasota County Community Fund, which offers scholarships to Sarasota County soccer players. Another portion is set aside for Riverview students.
