It comes with greater specificity than other regulations — hence the concern for some architects.

“By being much more prescriptive about what you can and cannot do, the fear is that it’s not going to only restrict creativity — that’s probably the number one fear — but also that it’s going to create some level of same-ness,” said Jonathan Parks, an architect with Solstice Architects.

That fear might be fueled by the architectural standards present in Sarasota’s downtown zoning code, approved in 2004. Parks said architects worry prescriptive standards might encourage one style over another — and Georgiadis believes the downtown code includes some regulations favoring traditional structures.

He’s worked to address those issues, including provisions for multiple styles. Once Georgiadis leaves the city, the Gulf Coast chapter of the American Institute of Architects will work with the city to further develop the architectural standards.

Murphy believes Georgiadis’ draft needs a thorough community vetting. She recommended

a revision of those two chapters — the first of which deals with building form and the second with architectural standards.

“This would give us a reset, if you will, on that portion of the code,” Murphy wrote in an email to Gulf Coast AIA President Lisa Hess.

Murphy isn’t opposed to implementing architectural standards.

Still, she welcomes criticism from architects as the city works to develop crucial elements of that portion of the code.

Hess said she was appreciative of the effort to get the architectural community’s feedback.

She’s still waiting to see specifics regarding the architectural standards, but said the broader concern relates to establishing specifics in a subjective medium.

“What defines a better building?” Hess said. “What defines ‘good design?’”

“It’s why maybe she’s been a little more cautionary on some of these initiatives, because she’s probably lived through versions of some of this once or twice before,” Barwin said.

Barwin talks about architectural standards in a different way than Georgiadis, speaking philosophically about the need to inspire architects to create outstanding projects.

“It seems like a logical thing to do, with the environment that we’re blessed with in terms of what Mother Nature has provided,” Barwin said.

He’s been a leading advocate for the implementation of architectural standards, having worked in two communities that imposed similar regulations. In both places, Barwin said, the additional regulations led to improvements.

He, too, invites feedback from the architectural community over the next six months. He’s hopeful that Georgiadis’ work can be translated into architectural standards that help produce a higher overall quality of building in Sarasota, but he wants architects to rest assured that nothing is finalized yet.

“I’d say everybody keep their powder dry, and let’s go through the conversation,” Barwin said.

“We’re anxious to hear what it is the community can do, if anything, to have buildings contribute to the betterment of the community to as great a degree as possible.”

As he walks you through the thinking that’s guided his past five months of work, it’s clear Andrew Georgiadis knows the idea of establishing architectural standards is controversial in Sarasota.

“It’s not meant to limit architects and their craft,” Georgiadis said. “It’s a vehicle to get greater freedoms.”

Georgiadis, originally hired as a member of the city’s Urban Design Studio in 2013, has been focusing on these architectural standards under the supervision of city staff since June. The hope is to incorporate these standards in the forthcoming form-based zoning code, the new bible governing development in Sarasota.

He believes he’s crafted the blueprint for a reasonable document, working alongside local architects to determine what they like and don’t like about the existing code.

Still, he hasn’t been able to satisfy all the doubters. And so, he’s appealing to the architect community as he explains the standards he’s written. It’s a market-based solution, he says repeatedly. It allows architects to do things they’re not allowed to do currently, as long as they meet certain requirements in return.

“It would be oversimplifying the world to say, ‘We want all those other freedoms, and we don’t want a single sentence about the quality of the architecture,’” Georgiadis said.

He’s optimistic that skeptics can be won over, but the fate of the document he’s created is beyond his control. Georgiadis submitted his resignation to the city in September, with his final day set for Oct. 23. He’s worked apart from Karin Murphy, the director of the Urban Design Studio and his former partner in crafting the code.

“I don’t know how it will be grafted onto the work of others,” Georgiadis said of the standards.

As architects, city staff and Murphy prepare to examine Georgiadis’ work, the question of how the architectural standards will be incorporated into the code remains mostly unanswered.

County homeless consultant criticizes city’s strategy The city has embraced a ‘housing first’ approach for addressing homelessness issues — sparking a harsh rebuke of the policy’s efficacy from consultant Robert Marbut.

After the city ended a collaborative effort to construct a comeas-you-are homeless shelter with the county, it’s pursued a solution that seeks to place homeless individuals in permanent housing as quickly as possible.

As the county continues to work toward a come-as-you-are shelter, city officials have pointed to “housing first” as the favored program for addressing homeless nationally.

On Oct. 6, county Homeless Services Director Wayne Applebee shared consultant Robert Marbut’s opinions on the effectiveness of housing first. Marbut argues communities that have followed that model are still dealing with homelessness problems.

Marbut, who endorsed a centrally located, 250-bed shelter within the city, shared a number of stories from Salt Lake City, Los Angeles and Portland. Those communities have all adopted housing first programs but face lingering homelessness issues.

Marbut writes that “housing

first is not a magic elixir” and that it “has not sustainably dropped homelessness.” He also criticized the cost of creating the housing units and the program’s ability to reduce crime rates.

City Commissioner Susan Chapman responded to Marbut’s criticism, saying the stories referenced do not speak to the efficacy of shelters as a solution.

“I read all of the articles,” Chapman wrote. “Not one supports Marbut’s plan.”

The city and county commissions are scheduled to discuss homelessness at a Nov. 6 meeting.

Doug Logan, the city’s homelessness director, said it’s ill-advised to paint one side’s approach as wrong in advance of the meeting.

“Both the county and the city are composed of people of good heart who are trying to solve a problem,” Logan said. “I think issuing this missive is less than constructive.”

Logan said neither housing first nor a come-as-you-are shelter is the ultimate solution for homelessness, and he hopes officials on both sides will be able to find common ground. Despite Marbut’s message, Logan’s faith in housing first isn’t wavering.

“There’s nothing that I’ve read — either from Dr. Marbut’s anecdotal editorializing or any of the articles that he’s quoted — that leads me to believe we aren’t following a correct and productive path,” Logan said.

“We’re still in the early stages of trying to develop some funding,” Lege said.

BID Co-Chairman Gavin Meshad raised one point of concern: As the special assessment district works to pay down any bond, the use of a property along the Circle could change. If a restaurant became a business that derived less benefit from the garage, how would it be assessed?

“It’s going to be what’s there at this point in time,” Rappaport said.

“And then you’re stuck with it?” Meshad asked.

Beyond that, however, the group expressed optimism regarding the project. With early cost estimates for the garage around $11.5 million, other funding sources beyond the special assessment are needed. Already, St. Armands stakeholders have indicated they’re willing to accept

the assistance of city staff, Rappaport now believes one funding source for the garage is nearly secured: a special assessment on property owners in the commercial tourist district.

On Monday, the City Commission will hear an update on the overall scope of the proposal, which would also include streetscape changes along John Ringling Boulevard at the request of residents.

At that meeting, and subsequently at a November meeting, the board will also consider two procedural items to create a special assessment district, pending the approval of the property owners in the area.

According to Rappaport, the assessment would not be a flat fee based on the size of each property, which is how special assessments have worked in the past. Instead, a consultant will work to review the value each property derives from the garage.

“The city had to have a study done about what percentage of the benefit each business gets from the parking garage,” Rappaport said. “Obviously, a restaurant or a real estate office is going to get a lot more benefit than, say, a trinket shop.”

City Finance Director John Lege explained that the 77 properties being evaluated would then pay a proportional share of the overall assessment. The exact criteria for making those evaluations has not yet been determined, Lege said, but business type, location and

the implementation of paid parking to contribute additional money to the project.

St. Armands property owners have shown a willingness to tax themselves in the past, particularly for extra parking. A 20-year special assessment to pay back a $1.8 million bond used to purchase a property on Fillmore Drive for parking will end next year. The St. Armands BID imposes a 2-mill property tax in the commercial tourist district, as well.

Rappaport hopes he and city staff can provide an update regarding the project to St. Armands landowners, merchants and residents later this year — including a detailed summation of how the funding will work.

“It’s going to be the merchants and the landowners that are going to have to accept a special assessment,” Rappaport “I think we’ve got support, and I think the city is certainly putting a lot of effort into making this happen.”

“I don’t think the merchants in downtown Sarasota are contributing to the cost of parking downtown, so why should we contribute to it on St. Armands? It’s one of those things — somebody has to pay for it.”

Siesta Key lot owners denied a third time A hotly contested construction proposal for a vacant Siesta Key lot may lead to litigation after county commissioners again denied the owners permission to build there.

Owners of a vacant lot at 162 Beach Road on Siesta Key came before Sarasota County commissioners for the third time Wednesday, seeking permission to build a single-family home. The vote came after mediation with the county attorney and staff that resulted in a recommendation for a public hearing on the proposed construction.

Commissioners denied the request despite a warning from attorney Bill Merrill, who represents owners Robert and Sania Allen, that the county has three options: approve the petition, buy the land or face litigation.

At the center of the issue is the Gulf beach setback line, a boundary set in 1978 by Sarasota County to prevent shoreline loss from construction and excavation. Seaward properties between the line and the water are subject to erosion and storm surge, according to the county.

The line runs approximately along Beach Road near the lot, and the Allens want to build a home entirely seaward of that line.

Though construction beyond the line is sometimes approved,

it is usually part of an existing structure, according to Peter van Roekens, a resident and representative of Terrace East condominiums who opposes the proposal.

The Allens’ property has always been vacant.

Several Siesta Key residents have historically opposed variance petitions out of concern that they would set precedent for allowing construction on similar parcels or more construction on the Allens’ parcel.

Van Roekens said the excavation that would accompany the proposed 2,779-square-foot home would put other properties at risk of flooding or damage.

He also worries construction might result in requests to build a seawall that could contribute to erosion on adjacent properties.

According to county staff’s analysis, the property is located near a critically eroded beach, though the beach itself has been gaining sand since 2009. During Tropical Storm Debby in 2012, the property flooded.

But Merrill argued that approval would not set precedent because there are only two properties on Siesta Key with the same circumstances, the second of which is a lot adjacent to the property. Other vacant lots on the shoreline are owned by the county or nearby condominiums.

The property was first platted in 1926. The first petition for construction came in 1993, before the Allens purchased it and after the establishment of the Gulf setback line. The commission denied that petition to build a 5,200-square-

Explaining his decision at the meeting, Commissioner Alan Maio said, “It does matter to me a bit that it was purchased after it was denied once.”

The Allens purchased the property for $5.4 million in 2009.

The county denied two previous petitions to build a home there in 2011 and 2013.

Mediation between the Allens and the county led to a 10% reduction in the size of the house,

a 40% reduction in the size of the driveway and moved the structure 6 feet closer to the Gulf beach line.

The Allens did not respond to phone calls seeking comment.

Commissioners didn’t give specific direction to staff Wednesday. “(Approval) sets a precedent I’m not comfortable with,” said Commissioner Paul Caragiulo.

“Ultimately, maybe we do need a judge to tell us what to do in a very specific situation like this.”

SRQ Food Truck Alliance, a group of approximately 20 local vendors, has been working with the county to refine restrictions the commission passed in 2011, when it authorized food trucks to operate in unincorporated areas under temporary use permits.

Currently, vendors in Sarasota County must get notarized consent from owners of restaurants within 800 feet of a proposed site and can’t operate with 750 feet of one another.

Those proximity restrictions spurred conversations between vendors and the county after similar regulations were challenged as unconstitutional in other parts of the United States.

Phil Applebaum, an attorney at Institute for Justice, a national advocacy group representing the Alliance, said proximity restrictions conflict with the 14th Amendment, which prohibits

laws that protect some businesses from others.

Institute for Justice has negotiated similar changes on behalf of food trucks in New Orleans, New York and El Paso, Texas.

Proposed changes include the removal of proximity restrictions.

However, some vendors say those regulations are just part of the problem.

Vendors face long waits for temporary use permits and must obtain individual permits for each

property on which they hope to operate.

In that case, the county may have taken a step backward. A draft of the new temporary use permit obtained by the Sarasota Observer would require county commissioners to review new permits at a public hearing, potentially lengthening the process.

Lori Cortellini, who owns Da Vinci’s Coffee and Gelato, said she waited three-and-a-half months to obtain a temporary use

permit from the county and had to submit an eight-page application, photos of her truck and aerial photos of the site.

She won’t attempt further business in the county until things change, she said.

Vendors must also pay fees of $140 for each permit.

Applebaum said vendors should be able to operate under a single permit, but the county hasn’t indicated yet whether it will propose changes to streamline permitting.

Applebaum also proposes opening new zones to vendors, who would like to operate in office and industrial parks but are restricted to places like warehouse districts and work sites.

Jimmey Shelton, who owns Traveling Kitchen, a food truck, and TK’s Java Sweets, a brick and mortar establishment on Cortez Road in Bradenton, said he understands that food trucks don’t belong everywhere. Some places, such as Siesta Key, have unique rules, and Shelton doesn’t mind that there are no proposed changes to policies that prohibit food trucks outright on the Key. But he said vendors have a mutually beneficial relationship with nearby businesses.

“Allowing us in more commercial zones and simplifying permits benefits the employer and employees,” Shelton said.

“They ask us to come. If a business wants us there to provide a service for them, then we should have that option.”

Cortellini said there isn’t much overlap in customers between restaurants and food trucks.

“It’s a healthy competition, just like any other business,” she said.

“Where you eat just depends on what you want.”

Sarasota County Commissioner Paul Caragiulo said he supports changes that prevent government from protecting certain businesses over others.

“I think competition is healthy,” Caragiulo said. “We can figure out a way for everybody to coexist nicely.”

How to row to victory The Benderson Rowing Park is beginning to follow the usual script of public-private sports venues — a bad deal for taxpayers. There’s one man who can make it right.

ick a city. Any city. And we’ll bet you can find the same story, or close to the same story, everywhere: Private interests — usually community-minded, well-intentioned business leaders, community (cheer) leaders and a city or county commissioner or two — take an ambitious, starry-eyed plan to their city or county commissioners. It will be a boon to the local economy; it will attract thousands of tourists; it will create hundreds of jobs; and it will put the city “on the map,” nationally, perhaps even internationally.

And it will be a model of a public and private partnership.

The private group says: We just need X amount of public money to get it going, and the private sector will raise the rest. And once this project is completed or built, the multiplier effects from this public investment will more than justify the investment, and the revenues that flow from this Shiny New Pearl will more than pay for the money needed to keep this attraction from becoming a financial burden for local taxpayers.

Life will be great.

Pick your city. Pick your baseball stadium. Your hockey rink. Football stadium. Performing arts center.

Convention center. Pier. Park. Golf course. Trolley system. Mineral spring. Or rowing center.

Rare is the place where the reality has matched the dream or the pitch.

Taxpayers all over America are subsidizing these venues and the private interests using them — in perpetuity.

And that sticks in a lot of taxpayers’ craw.

Every time they drive by the stadium, or read the news story about the net worth of the local pro team’s owner, they chafe, snarl and resent.

That’s beginning to happen here with the Benderson Rowing Park.

It’s following the script.

State and local taxpayers have contributed between $20 million and $30 million to kick-start and build the venue’s infrastructure. But the private sector operator — the Suncoast Aquatic Nature Center Associates — is struggling to meet its $22 million share of the venture. So far, SANCA’s fundraising has been hovering around a quarter of what it needs from private sources. Prospects of a groundswell of local private support don’t look promising.

Meanwhile, there’s a big deadline looming. The World Rowing Federation is scheduled to hold its world championship competition at the Benderson Rowing Park in 2017. And when it arrives, it is expecting the

park to be a gleaming venue, complete with a first-class boathouse for 2,000, timing tower, public facilities, grandstands and other amenities.

Skeptics are talking. When Suncoast Aquatic asked the Legislature earlier this year for more money, state lawmakers turned it down. No more.

What’s next? Suncoast Aquatic going back to Sarasota and Manatee county commissions, pleading for more local taxpayer support to meet what it promised the rowing federation?

Here’s a harsh truth: There is little likelihood Sarasota- and Manateebased corporations will donate $15 million to $17 million to the rowing park. The depth of companies based here that can, and are willing, to make $1 million or more contributions is shallow. Ask every nonprofit in the area about the corporate donor pool; they’ll tell you their major support often comes from wealthy, individual benefactors who came here from elsewhere, not from the rooted, local private sector. And those benefactors typically prefer charities that help the disadvantaged and the arts, not rowers from Austria, England, Harvard or Yale.

To be sure, there is one person who is acutely aware of this rowing-park

A TREND: A PRO-BUSINESS COMMISSION? Someone slap us. And assure us it’s not a dream.

Two times now in the past two months the Sarasota City Commission has made decisions that favor less regulation and more flexibility for businesses and property owners.

First, it was Uber. Rather than follow the track of its predecessors, city commissioners voted unanimously — even Vice Mayor Susan Chapman — to relax all regulations for for-hire transportation businesses, permitting Uber and other ride-sharing businesses to operate in the city. It was stunning. Even exciting to witness such an unexpected turn.

And then, last week commis-

sioners again voted unanimously to approve a proposed settlement with Ringling Shopping Center owner Louis Doyle in their twoyear-old dispute over what Doyle could do with his property. Rather than demand a do-this-or-nothing taking of his property, the city has given Doyle three options to redevelop his property.

These are only two decisions, but we hope they’re strong signals of a new pro-business trend.

We may be convinced the tide has indeed reversed for the better if commissioners show the required resolve to approve and expedite the Harvey Vengroff apartment project.

dilemma and conundrum. Indeed, his family and late father’s name is associated with it. He is Randy Benderson, owner and chief executive officer of Benderson Development Co. The man whose company owns most of the property just north of the rowing park. The man whose company developed and owns the University Town Center Mall and virtually all of the retail buildings that have turned a once desolate interstate intersection into the region’s largest, thriving and growing retail hub.

Randy Benderson knows what is at stake. His family has made charitable contributions in the millions to Sarasota and Manatee nonprofits. And those organizations are and will be eternally grateful for the Bendersons’ extraordinary generosity. Likewise, look at what Benderson Development has done to contribute to the betterment of Sarasota and Manatee’s economy, investing hundreds of millions into shopping centers, office buildings and warehouse centers — adding value to the region’s economy and helping create thousands of jobs that feed the region’s families.

In spite of all that, however, if the Benderson Rowing Park becomes a taxpayer burden, sucking more and more money, here’s what the public will see: a struggling public rowing venue dwarfed by the shadows of Benderson’s thriving commercial developments next door. That’s all the public will remember; they’ll forget the other contributions. And you can hear the comments that will persist. When taxpayers drive by the park, they’ll huff: “He’s getting rich at taxpayers’ expense.”

Maybe one day, elected public officials will do what they should: Say no to subsidizing sporting venues and other public-private ventures that rarely pan out. But here and now, as the Benderson Rowing Park has the makings of becoming that proverbial tar baby for Randy Benderson, his company and the two counties’ commissioners, one way out of this sticky situation is this: Benderson Development should put up the capital to finish the park.

That would win favor forever.

Your saying that the “free market … certainly works better than government regulation” flies in the face of the illustration you later provide about dentistry.

You say that the display of the practitioner’s college and medical-school diplomas are certifications what give consumers assurance that the dentist knows that he or she is doing. In fact, such assurance is provided, not by framed artifacts on the wall, but by the Florida Dental Act, which provides that the person who wishes to practice dentistry must obtain a license, issued under Chapter 466 of the Florida Statutes. It requires each applicant to submit an application and fees (about $2,500, as well as other costs) to meet certain education requirements to be able to take the dental licensure examination and successfully complete the dental licensure examination requirements.

Your reliance on the free market, as Pope Francis says, “… expresses a crude and naïve trust in the goodness of those wielding economic power and in the sacralized workings of the prevailing economic system.”

the unregulated free market had miserably failed to protect the public.

Self-regulation won’t work for pet industry Regarding your editorial in the Oct. 1 Longboat Observer: We are surprised at your uniformed name-calling aimed toward citizens you seem to know little about.

Using derogatory terms such as “mob” and “outspoken agitators” is not only untrue but immature. Though you fear at the next meeting there will be “dozens and dozens of representatives from the Humane Society and People for the Ethical Treatment of Animals,” funny — none attended the past meeting, nor will most likely be at the next.

Who was there? Sarasota residents tired of their tax dollars going to the care and euthanization of homeless dogs and cats, while pet stores traffic in hundreds and hundreds into Sarasota County from Midwest breeders. Oh yeah — Sarasota in Defense of Animals spoke — they are a nonprofit sanctuary that houses hundreds of unwanted animals that otherwise would

end up at Sarasota Animal Services. Perhaps they have a problem with the importation of hundreds of dogs and cat from other states. At the Sarasota commission meeting on Sept. 21, those opposing the ordinance outnumbered those in favor. Furthermore, most of them were from other cities and even other states and were much “louder” (to quote you) than the side in favor.

The retailers that will be “punished” are those pet stores that continually mislead the consumer, promising they don’t buy from puppy mills, and stating the puppies are healthy when they are not. One example, Sarasota Petland buys from a breeder in Iowa that harbors over 1,400 dogs and had five violations at the last inspection this past August (inspections occur once a year, if that).

Through pet stores, refunds for a sick or dead puppy are almost impossible to obtain, though Florida pet law states otherwise.

And if a store offers to exchange the puppy for another one — often because the buyer’s veterinarian deems it too sick to recover, let me ask you this: How many

people do you think want to trade in their sick puppy they have fallen in love with for a “replacement,” knowing that the sick puppy will certainly meets its doom?

There can be no “buyer beware” if buyers are not given the facts and if the pet stores do not abide by Florida pet law, which they do not. Nor does your “free market” concept work in this instance. Almost 100% of the time, puppy purchases are an impulse buy.

They feel sorry for the puppy in a small cage with grate flooring, no toys and no bed.

It is not like buying a toaster, though the puppies are treated as such by the breeders and retailers.

As for “industry self-regulation” — there are minimal USDA regulations in place that are virtually ignored by the mass dog breeders and are impossible to enforce.

Retailers continue to knowingly purchase from these breeders because those are the only places to buy cheap, mass produced puppies.

And to equate this to going to the dentist only shows that the author of this piece knows little or nothing about the pet industry.

There are no certifications that can prevent the animal abuse and consumer fraud that runs rampant in the puppy industry.

You mention “ethical breeders.” No ethical breeder sells to a pet store. Petland’s puppies come from the Midwest, most often from puppy brokers there that ship the puppies in wire cages in a semi-truck from Missouri to Sarasota. No ethical breeder would hand over their puppies, which are purchased for a minimal amount by the way, to such a truck.

If there were a valid compromise we would be all for it, as would most likely have the 77 communities in this country that have passed this ordinance, 36 of them in Florida.

The proposed ordinance is the only way to help stop the horrific animal abuse and protect the consumer. That is why we have spent our own time and money on this issue. And that is why anyone who wants to take sides on this issue needs to be educated on it before they voice their opinion.

Adoption is the ethical choice It’s inhumane and irresponsible to buy an animal from a pet store or breeder when millions of healthy, loving animals in shelters are being killed simply because there aren’t enough homes for them all. If people have the time, resources and patience it takes to care for a dog or a cat, they should adopt one from a shelter or a breed rescue group and make sure she or he is spayed or neutered.

I understand your Observer audience is conservative. I understand that the majority of Sarasota is conservative to a terrifying degree. However, if you would like a paper that actually has some kind of standards and isn’t just a joke, then I would refrain from writing pieces on Sen. Bernie Sanders.

Your Opinion Oct. 8 stated many facts about his campaign that were all incredible and rewarding for all Americans.

Maybe the wealthy folks that want to hold onto their money until they die are a little scared of an actual true reality heading their way: They might have to understand what the word

“fair” means and erase the words scam and fraud from their vocabulary.

Your sarcasm is a childish tactic. If you don’t like a nominee, then write about someone for whom you are rooting.

We all learned this in elementary school (obviously the people with fraud, scheme and scam in their vocabulary have forgotten it): If you have nothing nice to say about someone, don’t say it at all.

Or try writing a legitimate political piece, not a sarcastic, unknowing opinion piece.

oming from a military family, Nancy Parrish strives to remain civically engaged. Parrish has worked with President Jimmy and Rosalynn Carter in international humanitarian work at the Carter Center. Now, as the founder and pro bono CEO for Protect Our Defenders, Parrish fights for policy changes on behalf of survivors of military sexual trauma.

What is the mission of Protect Our Defenders?

We support and give voice to survivors of sexual assault in the military — service members, veterans, affected civilians. We provide casework and pro bono legal assistance to prevent and overturn discharges and protect victims’ privacy rights.

Why did you start Protect Our Defenders?

We Americans are fair-minded people. When we witness injustice and suffering, we stand on the side of fairness. Sexual assault in the military is devastating our troops. It’s a greater risk factor for post-traumatic stress disorder than combat. It’s costing our country $3.7 billion a year. So there was no attention to this issue in 2011, and I wanted to help.

Why are you so passionate about the issue?

When I first heard about it from a veteran, it was a horrific story. After I had that conversation, I was determined to learn more about it. During a period in the early 1990s, I would see scandal break out from time to

time about sexual assault in the military. In the ’90s, Tailhook ... was the first public conversation about sexual assault in the military.

Who is impacted most by military sexual trauma?

One of the reasons why I felt it so important to be involved is it has such wide-ranging effects in our communities. The VA reported in 2013 there were more than 1 million visits to the VA health facilities around this country for military sexual trauma-related care. Forty percent of our female homeless veterans suffer from MST. I knew that it needed attention, and I wanted to be a part of that.

How has military sexual trauma changed in the last 20 years?

From the ’90s to now there really has been no improvement. Part of what we do in addition to providing support is we work on policy reform to change the system.

It’s an epidemic, according to the Pentagon. They do an anonymous survey every other year. According to their surveys,

20,000 victims were sexually assaulted at least 47,000 times in 2013. Of those, only 15% report.

The reasons that they don’t report, according to the survey, are because 62% are retaliated against for coming forward.

your home, it’s your workplace, and it’s your social life. Unlike in civilian life, it’s illegal not to report back to duty even if you’re reporting back to your rapist. It’s a real challenge for our troops who are sexually assaulted. I think it’s why the problem has been exacerbated over time.

Is there still a stigma to sexual abuse in the armed forces?

Oh yes. It’s still a thorny issue, as it is really in all of society. But in the military, it’s especially pernicious because the military is

Thunder rolls despite Palm Avenue protest Thunder By the Bay draws a crowd to the heart of the city, but it doesn’t mean booming business for many downtown merchants.

“I remember last year, when I was coming into work, I heard on a local radio station, ‘Do not come to downtown Sarasota — they’re having Thunder by the Bay,’” King said. “Well, that’s going to discourage a lot of shoppers.”

The city requires 66% of businesses to approve a street closure for a special event. Last year, 74% of the businesses approved Thunder by the Bay’s request, which allowed the city to close several downtown blocks over the weekend.

Just 54% of the merchants on Palm Avenue approved the closure, however. On South Palm Avenue specifically, only 44% of the businesses on the block agreed to the closure.

Given that breakdown, Gourley believes the street closure is being forced upon Palm Avenue businesses.

“I feel a little bit as though we’ve been gerrymandered against the wishes of the merchants on the street,” Gourley said. “It doesn’t matter what the Palm Avenue merchants think anymore.”

Toni Welicki, city administrative assistant event coordinator, said the city considers the overall balance of merchant response to ensure the special event closure area remains contiguous.

“You can’t have one block open and the next one closed,” Welicki said. “This is an old story with Palm Avenue that’s been going on for years and years.”

Although there is no sign that Palm Avenue merchants will be able to affect changes before the next Thunder by the Bay, they’re still trying to get the message out that the event hurts business during a crucial part of the year.

“Yeah, it is just one day,” Gourley said. “But it’s a really important day, in season.”

For the past two years, Doug Gourley has kept his Palm Avenue store, As Good As It Gets, open during Thunder by the Bay. Despite the influx of visitors to the downtown area for the threeday motorcycle event, Gourley’s store isn’t going to be open again when Thunder by the Bay rolls around in January. He said his store only saw one type of visitor during that weekend — and they weren’t interested in making a purchase.

“We didn’t have a single customer in either of the past two years,” Gourley said. “We were basically just a public restroom.”

Although the City Commission declined to modify a moratorium on Main Street closures to remove an exception for Thunder by the Bay in September, a group of Palm Avenue merchants are still upset by the event’s impact on their block. At the Sept. 21 commission meeting, Gourley and Palm Avenue Merchant Association President Jerry King spoke about those adverse effects.

NO TIME TO WASTE 4:05 p.m. — 1500 block of First Street Dispute: A man alerted officers that while he was waiting at the bus station, another passenger approached him, asking for the time. Although the man said he wanted to be left alone, the other passenger kept asking for the time. The man said the other passenger looked at him like he wanted to fight, but he got onto a bus a minute later. The man said he wanted the situation documented in case he had to defend himself later. The other passenger said he asked the man for the time, and the man began to yell at him. The other passenger said he didn’t want any trouble, so when the bus arrived, he got on it.

READING THE SYMBOLS 7:30 p.m. — 1200 block of Highland Street Suspicion: A woman alerted officers that her car had been vandalized. NO. 1 SUSPECT 3:44 p.m. — 2600 block of 17th Street Theft: An employee at a store reported she suspected a woman of shoplifting a pair of pants she was wearing and several other items in a shopping cart. After reviewing surveillance footage, the woman could be seen filling a shopping cart with four packages of socks and other clothes. The woman then picked up a robe, threw it onto the floor and began urinating through her clothes onto the floor. She used the robe to mop up the floor and tossed the robe onto some clothing racks. The woman then removed her shorts, throwing them onto a rack of pants, before putting on a pair of black pants that had been in her shopping cart. The woman then walked out of the store without paying for the items.

OCT. 13, 1988 A search for answers began in 1988, when a trailer for a joint recycling project between the Siesta Key Association and Siesta Village Merchants Association was burned. A witness reported seeing a white male enter the trailer shortly before the fire; arson was suspected to be the cause. A $300 reward was offered to help solve the crime that, along with burning recyclables, also destroyed fundraising hope for the project. At the time of the fire, the trailer was two-thirds full with recyclables.

“Why do you do anything?” says Weintraub, a senior at

Sarasota Military Academy. “We do it because it’s fun. Some days, I can’t tell if I’m 17 or 77, but it’s all worth it.”

Weintraub and Brazil have been trained together at Red Tiger Martial Arts, in Sarasota, for the past seven years. Each followed his own path in learning the sport, but since then Weintraub and Brazil have both garnered national attention after winning multiple elite-level competitions.

“When you’re young, there’s not a lot of pressure to do well,” Brazil says. “It was easier then, even though I’m better now, because now I’m expected to win every fight.”

On Sept. 26, Weintraub and Brazil both won their respective weight classes while competing in the senior division of the Taekwondo Grand Prix VIII. Most recently, on Oct. 10 and Oct. 11, Weintraub traveled to Trinidad and Tobago for the Trinidad Open. Weintraub qualified for the international tournament after winning his division at the 2015 American Taekwondo Union National Championship in June.

ATU National Team in the under58-kilogram weight class, lost his opening round match in overtime to a member of the U.S. National Team, whom he fought two years ago.

“It was another experience to learn and grow,” Weintraub says.

“It wasn’t so much about medaling. The experience of being there and competing was a lot better than a medal in my opinion.”

Weintraub will return to the ring Oct. 17, in the New York Open Taekwondo Championships before returning home to Sarasota to continue training with Brazil, who is preparing for the 2016 U.S. Olympic Team Trials.

Brazil became the first Red Tiger Martial Arts fighter to advance to the U.S. Olympic Team Trials in the senior division after winning the under-63-kilogram weight class at the 2015 USAT National Championships this past July.

If Brazil wins his weight class at the U.S. Olympic Team Trials, he’ll then move on to the Pan American Games with the hopes of qualifying for the 2020 Olympics.

“Seeing all the hype surrounding it, I want to be there,” Brazil says.

Rams celebrate Homecoming with win

he Riverview High football team notched its second win of the season with a 40-16 victory versus Hillsborough Riverview in Class 8A-District 6 action Oct. 9.

The host Rams took a 7-0 lead in the first quarter on a 10-yard run by Areon Green.

Sarasota Riverview extended its lead in the second quarter when quarterback Dominic Caldwell connected with Riley Matthews for an 8-yard touchdown.

Hillsborough Riverview made a 25-yard field goal late in the second quarter for its first points of the game.

The Rams responded on their ensuing possession when running back Ali Boyce scored from 7 yards out to give Sarasota Riverview a 21-3 halftime lead.

Sarasota Riverview scored three touchdowns in the third quarter to take a 40-3 lead.

Caldwell connected with Vince Sellers Jr. for a 44-yard strike.

O’Shea Grant then added a 7-yard touchdown run. Chris Mercandetti recovered a fumble on the ensuing kickoff and returned it 33 yards for a score.

With the win, Sarasota Riverview improved to 2-1 in the district.

arasota Military Academy Cyber Patriots captain Ryan Christian’s first interaction with computers came when he was 7, playing games. Since then, the sophomore’s interests have expanded to include the interworkings of the Internet.

“I’ve always been interested in how things work,” he said. “Not only do I know how to use the Internet, I know how the Internet works.”

Christian is one of 35 cadets at SMA who participate in Cyber Patriots, a team that competes at events designed to teach middle and high school students how to strengthen cyber security.

Cyber Patriots is a national youth education program and competition created by the Air Force Association to encourage students to become more engaged in STEM (science, technology engineering and mathematics) fields in school and consider careers in cyber security.

Christian compares what Cyber Patriots do to using a front door lock to a home: You know how to lock your door. But do you know how the lock works? Do you know how to make it stronger?

Although asking the same questions of the Internet yields more complex answers, cadets apply the same concepts to Cyber Patriots training and competitions.

During competitions, teams of five cadets with one alternate are given a scenario or virtual image of an operating system.

They’re tasked with finding vulnerabilities and earn a point

for each one they find. The first scored round for the competition will take place Nov. 13. But this Friday, the team will have an unscored round to prepare. They will have six hours to solve the scenario.

Teams in the state and region compete against one another. The top teams travel to Baltimore for the National Finals Competition, where they can win national recognition and scholarships.

Six of the team’s members are girls. Among them is former captain Kylee Eubanks. The junior hopes to transition the skills she learned through Cyber Patriots to a career in computer science or network security. She even started an all-girls team her freshman year.

“I try to encourage more [girls] to come,” Eubanks said. “It’s something that girls are generally not encouraged to do.”

Like athletic teams, the Cyber Patriots have a coach: SMA instructor Frederick Farmer, who leads cadets through real-world scenarios.

“Quite frankly, we get to access a lot of the tools that the bad guys have,” Farmer said. “When you’re giving people powerful tools, they need to understand what they’re getting.”

Now in his fourth year as coach, Farmer has seen students graduate with certifications that have led them to careers everywhere from IT departments to the military.

“We’re getting away from infantry and going into cyber,” Farmer said. “We have huge wars going on right now based on countries stealing our industrial secrets and using it to develop products.”

Feathers fly at ODA wildlife presentation

T

he situation was slithery Oct. 2, at the Out-of-Door Academy Lower Campus.

A presentation by Matthews Wildlife Rescue Inc. included an appearance by a Burmese python named Axl Rose.

Students scooted from the front row in awe of the python who was rescued by the Sarasota County Sheriff’s Office and given to Matthews Wildlife Rescue Inc. to be used as a learning tool.

Students eagerly volunteered their teachers to hold the snake who required six adults to stretch out its full body length.

The presentation gave students the chance to see firsthand the importance of environmental conservation. Other animals on display included a tortoise that was the victim of animal cruelty, an iguana named Causeway, who was found near the road during a cold winter, a great horned owl and a screech owl.

After the presentation, handler Justin Matthews took questions from students, who asked about everything from what the python eats to why Matthews isn’t scared of any of the animals.

"I'm not scared of anything,” Matthews said. “The only thing I’m scared of is my wife.”

Stewart attends Pennsylvania State University. She received more than $100,000 in scholarships, a new Toyota, Disney trip, an interview on Good Morning America and a visit to the White House as part of the award.

St. Martha’s breaks ground on facility Bishop Frank Dewane, the Rev. Fausto Stampiglia, Louis Zazarino, St. Martha Catholic

School Principal Siobhan Young and others celebrated the groundbreaking of the new Zazarino Center for Athletics & Arts Oct. 2.

The facility is named for Zazarino, whose contribution helped ensure the success of the project.

The Zazarino Center will have approximately 26,000 square feet and feature a gymnasium with bleachers, basketball and volleyball courts, additional classrooms, locker rooms, a concession area, performance and event hall, stage and backstage area, community and music rooms, physical education office and additional storage space.

“For the last 12 years, since the new St. Martha Catholic School opened, the school has achieved great success and is a Blue Ribbon School,” Fausto said in a news release. “Even with this success, we were never able to complete our plans for an enrichment center

Temple Emanu-El learns fire safety In honor of Fire Prevention Week, which ran from Oct. 4 through Oct. 10, preschoolers at Temple Emanu-El Early Learning Center welcomed local firefighters, who gave them a safety lesson.

After visiting with firefighters, examining their uniforms and learning how to “stop, drop and roll!” in case of catching fire, students had the opportunity to explore a real fire truck.

The preschoolers looked at the hoses and other fire equipment, then took turns climbing in the truck and pretending to drive.

“We are so grateful to the Sarasota County Fire Department for coming to visit with our students,” Temple Emanu-El Early Learning Center Director Elaine Sharrock said in a news release. “The children look forward to Fire Prevention Week and to interacting with these local heroes. Safety and

ODA accepts Cardboard Challenge For the third year in a row, the Out-of-Door Academy participated in the Global Cardboard Challenge on its Siesta Key Campus Oct. 10.

The Cardboard Challenge was created four years ago

by Imagination Foundation founder Nirvan Mullick, after he met a young boy who built an arcade out of cardboard boxes.

All elementary-age children in the community were invited to build arcade games using cardboard and recycled materials.

Participants spent hours building onsite arcade games from their imaginations.

ODA fourth and fifth grade students voted on a nature theme for the challenge.

All proceeds from the event will benefit local charities focused on human potential.

Grant levels the tablet for Wilkinson teacher Wilkinson Elementary second grade teacher Ashley Najjar received a grant from Cool Today/Plumbing Today to purchase tablet cases.

Najjar was one of 24 teachers who received Microsoft Surface 3 tablets for their classrooms through the Sarasota County School District Trailblazer Program.

The tablets didn’t come with cases, which would have cost more than $1,000 out of pocket to purchase, so Najjar reached out to local businesses for sponsorships.
