Height limits: Residents demand no exceptions The Planning & Zoning Board re-examines 30-foot height regulation for single-family homes.

Longboat Key’s Planning and Zoning Board took a measured approach on Tuesday to its reexamination of the town’s restrictions on the height of houses.

With nearly every seat in front of board members filled with residents who often applauded the phrase “no exceptions,’’ the board decided to seek new guidance on elevators and Florida’s Bert J. Harris Jr. Private Property Protection Act before taking any new action on the town’s 30-foot height limit.

At issue: construction of a home on Halyard Lane in Country Club Shores that prompted residents to get involved last year.

Lynn Larson, president of the homeowners association for Section 4 of Country Club Shores, presented the board with more than 100 signatures from residents of her neighborhood, petitioning to keep subsequent single-family homes at the town’s 30-foot height limit above elevation with no add-ons or exceptions.

“We’re getting signatures all over the place,” Larson said.

shaft and a stairwell. Many of the surrounding homes are singlestory, amplifying the difference.

Residents of the other sections of Country Club Shores, as well as Longbeach Village, provided the board with additional petitions, making for about 300 signatures.

“You can see by the people in this room that people do care,” Larson told the board.

In early March, the Town Commission considered amending the rules based on previous recommendations from the Planning and Zoning Board to minimize the impact these structures have on

neighboring properties. The recommendations included reducing the allowable square footage of these rooftop structures from 15% of the roof area to 10%, which is the minimum required by the Florida Building Code.

The recommendations also called for restricting the height of the structures to the “minimum required to provide the allowable uses,” and limiting stairwells to a single run.

After hearing the concerns of residents, the Town Commission sent the height-rules amendment back to the Planning and Zoning

Board for re-evaluation to explore the possibility of more stringent restrictions. Any new rules will advance again to the commission.

Among the potential courses of action considered: n Prohibiting additional structures over 30 feet in certain zoning districts, such as single-family neighborhoods like Country Club Shores, Longbeach Village and Emerald Harbor. n Implementing a special exception or waiver process for add-ons to single-family homes townwide. This option would require neighbors within 500 feet

of the property be notified of the proposed structure, and a subsequent public hearing in front of the Planning and Zoning Board.

Town Attorney Maggie Mooney-Portale emphasized the town must proceed with caution.

Should an amendment to the town code diminish a property owner’s investment-backed expectation, the town could be in violation of Florida’s Bert Harris Act. “Total prohibition is the most concerning option,” MooneyPortale said. “We run some risk, maybe some significant risk, because this has been in our code for quite some time.”

At the board’s May 16 meeting, the opinion of an expert on the legal minimum-required size of elevator shafts is expected, along with further information on the Bert Harris Act. B.J. Bishop, chairwoman of the Planning and Zoning Board, stressed the town should strive to ensure the legality of any potential amendments.

“My goal is to stay out of court because I am not a fan of sitting through depositions,” she said.

Longboat leaders hear from residents about what they like and what they want to see.

t’s hard to know what the residents of any town or city think without asking.

After Monday morning’s Goals and Objectives Workshop in Longboat Key’s Town Hall, consider that question asked and answered.

The town’s annual workshop gives residents the chance to offer suggestions in advance of the commission’s work on the 2017-2018 budget, which will be approved this summer.

And for about 75 minutes, commissioners heard nothing but their suggestions and discussed paths forward on some of them.

Among the topics discussed:

The midisland park is scheduled for completion in June, but the upgrades are already drawing raves.

“It’s going to be a real jewel,” said Gail Loefgren, president of the Longboat Key Chamber of Commerce.

The tennis and pickleball courts opened in March, and the new basketball courts and shuffleboard courts soon after.

The renovation is bringing $3.5 million worth of upgrades to the park.

Still to come are various amenities including a dog park, a children’s playground and a fishing pier.

TURTLE PROTECTION ARTS CENTER In various forms, several groups not only expressed their support for the construction of the Longboat Key Center for the Arts, Culture and Education, but also urged commissioners to find a way to accommodate artists and their works after the existing Arts Center closes in May. Among the suggestions: using the Bayfront Recreation Center for this purpose.

Commissioner Jim Brown said there have been discussions about using the Amore restaurant building as a temporary site after that operation moves to mainland Sarasota. At some point, the building will have to make way to allow construction of the new center to begin.

And, Longboat Education Center Executive Director Susan Goldfarb said her site could host some students and classes.

“The issue is the students and teachers,” said Anthony Rich of the Sleepy Lagoon Homeowners’ Association, speaking in support of an interim site for the art center. He said students likely would follow teachers to wherever they moved, ultimately making it difficult to reconstitute the organization when the Town Center is finished.

Longboat Key Turtle Watch hoped the town would consider educational programs for raising awareness and increasing compliance as the town rolls out its new regulations on shoreline lighting. The group also offered to help distribute a town pamphlet that delivers information on the new rules.

GULF OF MEXICO DRIVE The Longboat Key Garden Club said it supports the continued efforts to beautify and improve the Gulf of Mexico Drive corridor.

In 2013, the town began working with the Urban Land Institute, which recommended several projects to enhance GMD. Residents proposed a variety of projects to be completed after the underground utility project.

Country Club Shores homeowners were hoping for expedient completion of a 4,000-foot center turn lane on the road south of Longboat Club Road to the stretch in front of Dry Dock Waterfront Grill.

The aim is to tackle traffic issues along the southern portion of Country Club Shores, where traffic can bottleneck during rush hour.

Town Manager Dave Bullock said he has been in discussions with the Florida Department of Transportation and should be able to deliver a project update soon.

DEVELOPMENT LBK North hopes to see a solution to the lack of redevelopment along Gulf of Mexico Drive, from Whitney Plaza to the former gas station at Broadway Street.

Also, the group said it is concerned about the “reasonable redevelopment of the Colony and other tourism properties to retain the balance that has sustained Longboat Key. Containing density and height are implicit in this reasonable development.”

CELLPHONE SERVICE BOOST Several groups urged the commission to keep pushing forward with plans to bury utility cables throughout the island and to seek upgraded cell service throughout the key through installation of a system that relies on a series of small, hidden antennas rather than a high-rise antenna. The town this year will begin ramping up activities related to the $50 million project.

WHITNEY COTTAGE MOVE Art Tankersley of the Whitney Beach Conservancy sought help from the commission in preserving and moving an original cottage from the 1930s-era Whitney Resort. The cottage is in the path of redevelopment at the site of the town’s Center for the Arts, on the north end of the island. In February, Ringling College of Art and Design announced its plans to sell the arts center property to a home developer.

Tankersley said it would be a “disaster and shame” for the cottage to be demolished and proposed it be moved to GMD and Broadway, on the site of a former gas station, to serve as a gateway to town. He quoted estimates of about $45,000 to move the building and set it on a new foundation. City officials said the land is on the market for between $500,000 and

$600,000.

While generally receptive to the idea, town commissioners said the proposal has some logistical problems, the most pressing of which is time.

“It’s rather exciting, it’s really what Longboat is about,” said Commissioner Irwin Pastor of the possibility of saving a piece of history.

Town Manager Dave Bullock said for the town to buy the gas station property, about four to six months should be considered a minimum at “lightning speed.” Environmental considerations might extend that time.

Bullock said he would begin initial evaluations on the building itself, the property and other details, starting with an appraisal of the land.

But Commissioner Jim Brown warned the proposal might end up not making financial sense, given the work that would need to be done.

GREER ISLAND LBK North submitted its concern to preserve Greer Island from erosion both in the short term and over a longer period. The group’s presentation also urged commissioners to consider ways of keeping the cove-to-bay passage open.

pedestrians and cyclists while enhancing the aesthetic aspects of GMD. The proposals are the result of a $50,000 study by Urban Land Institute in 2013 that explored ideas to improve the GMD corridor. There was no cost estimate connected to the survey, nor was there a timeline.

Bullock noted that a challenge is balancing GMD’s role as a state route, managed by the Florida Department of Transportation, with its function as a “Main Street” for Longboat Key residents and visitors.

The simulation showed cars moving north and south on GMD using two-lane roundabouts, and trees and bushes shading walkers on the multiuse paths.

Flashing lights built into the crosswalks notified motorists of pedestrians crossing GMD. With these improvements, the speed limit will remain 45 mph.

The town is separately working to develop a dedicated turn lane on GMD for the Country Club Shores neighborhood, and

any of these additional proposed changes to the roadway can be integrated into that project, Hein said.

The assistant town manager said specific aspects of the plan still require consideration, such as ensuring there is enough space in the right of way to implement the changes, plus a stormwater analysis.

“We need to do a lot of work,” Hein said. “We’re in the very preliminary stage of this.”

The discussion comes as the town prepares a project to bury utility lines and hide from sight other utility equipment along GMD. Construction on the $50 million project is expected to begin next year.

Members of the Town Commission gave town management input, but were generally supportive of the enhancements.

Mayor Terry Gans suggested using rumble strips to separate the bicycle lanes from the driving lanes, while Vice Mayor Ed Zunz wondered if it could be possible

to entirely separate bicycle lanes from the roadway.

Commissioner Irwin Pastor raised concerns about ensuring the signal at Ken Thompson Parkway will coordinate with the south end roundabout, and Commissioner Randy Clair emphasized that the movement of emergency vehicles needs to be properly considered.

Gail Loefgren, president of the Longboat Key Chamber of Commerce, said her organization is excited by the potential “beautification” of GMD and is following these developments with interest.

Tom Freiwald, chairman of the Revitalization Task Force, said he is skeptical of the idea of landscaped medians because of maintenance issues, but he said his organization is supportive of the idea of the two roundabouts on GMD. “They could become entryways we could be proud of,” Freiwald said.

pedestrians and cyclists while enhancing the aesthetic aspects of GMD. The proposals are the result of recommendations made by the Urban Land Institute. In its 2013 study, ULI explored ideas to improve the GMD corridor. The town allocated $50,000 in the FY 2016-17 budget to create conceptual plans for GMD improvements, shown during the workshop.

The town has not yet explored cost estimates for the possible improvements, nor a timeline.

Bullock noted that a challenge is balancing GMD’s role as a state route, managed by the Florida Department of Transportation, with its function as a “Main Street” for Longboat Key. The simulation showed cars moving north and south on GMD using two-lane roundabouts, and trees and bushes shading walkers on the multiuse paths.

Flashing lights built into the crosswalks notified motorists of pedestrians crossing GMD. With these improvements, the

speed limit will remain 45 mph.

The town is separately working to develop a dedicated turn lane on GMD for the Country Club Shores neighborhood, and any of these additional proposed changes to the roadway can be integrated into that project, Hein said.

Hein said specific aspects of the plan still require consideration, such as ensuring there is enough space in the right of way to implement the changes, plus a stormwater analysis.

“We need to do a lot of work,” Hein said. “We’re in the very preliminary stage of this.”

The discussion comes as the town prepares a project to bury utilities and hide from sight other utility equipment along GMD. Construction on the $50 million project is expected to begin next year.

Members of the Town Commission gave town management input, but were generally supportive of the enhancements.

Mayor Terry Gans suggested using rumble strips to separate

the bicycle lanes from the driving lanes, while Vice Mayor Ed Zunz wondered if it could be possible to entirely separate bicycle lanes from the roadway.

Commissioner Irwin Pastor raised concerns about ensuring the signal at Ken Thompson Parkway will coordinate with the south end roundabout, and Commissioner Randy Clair emphasized that the movement of emergency vehicles needs to be properly considered.

Gail Loefgren, president of the Longboat Key Chamber of Commerce, said her organization is excited by the potential “beautification” of GMD and is following these developments with interest.

Tom Freiwald, chairman of the Revitalization Task Force, said he is skeptical of the idea of landscaped medians because of maintenance issues, but he said his organization is supportive of the idea of the two roundabouts on GMD. “They could become entryways we could be proud of,” Freiwald said.

Merrigan said only the officials she was addressing — the Town Commission — can do that.

Merrigan was one of about 50 Key residents, many from the north end, who attended Monday’s commission workshop meeting to voice concerns about the state of Greer Island. The meeting included a presentation from Cliff Truitt and Jenna Phillips of Taylor Engineering Inc., updating commissioners on

saltwater, killing the area’s mangroves, which thrive on brackish water, and subjecting residences to wave action.

The Greer Island Beneficial Use Project has an estimated dredge volume of 5,000 to 25,000 cubic yards. Construction is estimated to cost between $400,000 and $1 million, plus up to $150,000 for design and engineering fees.

In the end, the Town Commission advised town staff to move forward with both dredging projects. Funding scenarios for the townwide project, which includes treating Canal 1A as a regular canal, are expected to be presented this summer, with a construction timeframe slated for the summer and fall of 2018.

The Taylor representatives and town staff theorized the Greer Island Beneficial Use Project may take longer due to an increased need for permits. Town Manager Dave Bullock said this project will be in conjunction with the North End Shoreline Stabilization Project, which aims to enact both short-term and long-term solutions for addressing erosion at the Key’s north end.

Bullock ended the discussion with a statement he admitted is unpopular.

“While Greer Island hasn’t shown its highly fickle nature for a long time, it is an ephemeral place,” Bullock said.

“As much as we love it, it could wash away one day in a storm and be a small island again.”

As sand has built up on the island’s east side, nearly connecting it with the mainland, it has become more difficult for her to enter the lagoon on a watercraft.

She said that during low tide, she risks damaging her equipment.

She also noted there’s nothing she can do about it.

“If there is garbage on Greer Island, I can go out and pick it up.

If there’s a meeting to attend, I can attend the meeting,” Merrigan said. “But what I can’t do is

Some residents recalled the lagoon at Greer Island when it was a space frequented by manatees and dolphins, noting that the water no longer sees such animal activity. If the spit on the east side connects to the mainland, these residents said they worry the lagoon will become like a stagnant swamp, a breeding ground for mosquitos and other pests.

Truitt and Phillips identified 16 of the Key’s canals as “priority canals,” or those most in need of dredging. This list includes Canal 1A, which connects the lagoon of Greer Island to Sarasota Bay. The estimated dredge volume of the townwide project is 20,000 cubic yards. Construction is estimated to cost between $600,000 and $1 million, plus up to $200,000 for design and engineering fees.

The Taylor representatives also discussed a separate plan dubbed the Greer Island Beneficial Use Project, which proposes dredging a higher volume of sand from the east side of Greer, where the spit is nearly connecting with the mainland.

The sand from this dredge would then be used to deter erosion on Greer Island by reinforcing the sliver of land on the area’s west side, which separates Greer Island’s lagoon from the Gulf of Mexico. Concern has grown among residents that this sliver will be subject to a breach, potentially flooding the lagoon with

Leaders leery of Sarasota circle plans Presenters of a roundabout at U.S. 41 and Gulfstream make their case.

When it comes to a proposed roundabout for the intersection of Gulfstream Avenue and U.S. 41, Town Manager Dave Bullock is worried about “appropriate gaps” for traffic leaving the barrier islands.

“I’m concerned that the underlying data presents a highly optimistic setting, versus one that some of us experience year after year after year,” Bullock told presenters of potential plans for the intersection.

Florida Department of Transportation representative Joshua Jester, as well as Kimley-Horn consultants Michael Garau and Gary Nadeau, presented the Town Commission with two options for the intersection on Monday.

One option involves increasing the number of left turn lanes for northbound traffic on U.S. 41 to connect with westbound traffic on Gulfstream Avenue. The alternative is adding a two-lane roundabout.

Bullock, who acknowledged he’s not an expert in the field, is not convinced a roundabout at the intersection will improve the flow of traffic, especially when a high volume of traffic is moving

southbound on U.S. 41., potentially preventing those traveling eastbound on Gulfstream to enter the roundabout.

The town manager urged FDOT to have someone with the proper technical skill review the underlying data.

“The one thing we don’t want from this intersection is that it operate worse than it does today,” Bullock said.

According to FDOT’s traffic projections for 2040, the roundabout concept will improve the flow of traffic by 72% more than the increased-lane concept during peak morning traffic, and 14% more during afternoon peak traffic.

Traffic counts for the project were collected in season: November 2014, January 2015, February 2017 and March.

Like Bullock, Commissioner Jim Brown was skeptical of the roundabout concept.

“I challenge you to come to Longboat Key any day,” Brown told the presenters. “Park yourselves somewhere near an intersection and look at what a gap is for people on Longboat Key, with an average age of 73.4 years.”

Brown knows firsthand what it can be like sitting behind Key drivers at intersections, noting that “some people will sit and wait until they get a printed invitation” to make a turn.

“If that happens at the intersection that we’re talking about, then we have a problem,” Brown said.

abouts are in various phases of planning at 14th Street, 10th Street and Fruitville Road, as well as where U.S. 41 intersects with Main Street and Ringling Boulevard.

The presenters said they hope to finalize a plan for the U.S. 41 and Gulfstream intersection by December, adding that construction of the roundabout could take about a year.

Bullock requested the presenters identify a roundabout already in operation that handles a similar

volume of traffic as is expected to flow through the one proposed for U.S. 41 and Gulfstream Avenue.

Bullock said town staff would benefit from corresponding with that roundabout’s surrounding communities regarding how it is working.

Nadeau assured Bullock his firm could provide the town with a list of such roundabouts.

“We’d hate to be the guinea pig and find out we should have done something different,” Bullock said.

Give this bill an ‘F’ Florida lawmakers can’t help themselves. They love to meddle (too much) in public education.

The latest idea — ‘Schools of Hope’ — doesn’t offer much hope. It’s bureaucracy at its worst.

I

t had to be one of her funnier comments of sarcasm and cynicism — as only former state Sen. Nancy Detert of Sarasota can deliver.

In an interview soon after she completed her final legislative session in early 2016, Detert reflected with us on her 16 years in the Florida House and Senate. She was lamenting about the (declining) quality of freshmen lawmakers elected in recent years, noting — and this was the line — “how they all want to reform the state education system in their first year.”

That comment came to mind this week when we started examining one of the hot education topics in the Legislature this spring: “Schools of Hope.”

They do that in the Legislature and Congress. They make up what they think are catchy names, rather than refer to their bills by number. It sounds much more magnanimous and dramatic to argue on the House and Senate floors how your “Schools of Hope” bill is going to save public education than it is to argue how HB 5105 will save the education world.

Pardon our cynicism here, but it’s deserved, especially when you wade through HB 5105, dubbed the “Education Improvement” bill. The “Schools of Hope” are a substantial part of the bill.

When you read the staff analysis of that bill, it would take you only a few minutes to conclude this is the quintessential, colossal example of how legislators and the state centralized Department of Education bureaucracy always attempt to micromanage how schools are operated at the local level.

And we all know that micromanaging public schools from the state capital is one of the chief inhibitors to having a superior public education system.

Let’s see if we can crystallize what they’re attempting to do: The problem lawmakers are hoping to solve is how to turn Florida’s 103 D- and F-rated public schools (out of the state’s 4,200 public schools) into C or better schools; and how to give the students in those failing schools options to attend better schools.

The House budget, at this point, is allocating $200 million for what are being called “Schools of Hope” — a new type of state-approved charter schools.

Bear with us here. To make the point of this bill’s ridiculousness, read the following requirements the state would impose for a “hope operator,” to be granted permission to operate a School of Hope: First, a “hope operator” must be a nonprofit organization that operates three or more charter schools with a record of serving students from lowincome families. The past performance of this organization would then have to meet or exceed these addi-

The following is from a staff analysis of House Bill 5105: The State Board of Education must adopt a differentiated matrix of intervention and support strategies for assisting failing public schools — schools that are rated D or F. The intervention must address student performance and may include improvement planning, leadership quality improvement, educator quality improvement, professional development, curriculum alignment and continuous improvement and monitoring plans and processes.

In addition, the State Board of Education may prescribe reporting requirements to review and monitor the progress of the schools.

The State Board of Education must apply the most intense intervention and support strategies to schools earning an F. Within a year after receiving the first F, the school district must implement a matrix of intervention and support strategies, select a turnaround option and submit a plan for implementing the turnaround option to the Department of

tional criteria: n Student achievement results at all of its existing schools must exceed the state averages and district averages in which it is to operate. n College attendance rates at all schools currently operated by the entity must exceed 80%. n More than 70% of the students at all of the hope operators’ schools must be eligible for free or reduced-price lunch. n The hope operator must be in good standing with the authorizer in each state in which it operates. n The audited financial statements of the operator must be clean; no signs of financial weakness. n And the State Board of Education can decide whether to impose other requirements and standards.

Wow. Talk about a plan that’s highly unlikely to succeed. This is it.

Good luck finding a not-for-profit, charter school operator that can thread all of those needles. Talk about limiting your options of finding the

Upon approval, the turnaround option must be implemented in the following school year.

A school that earns a grade of “D” for three consecutive years must implement the district-managed turnaround option.

Turnaround options include: • Converting the school to a district-managed turnaround school; • Reassigning students to another school and monitor the progress of each reassigned student; •Closing the school and reopening the school as one or more charter schools, each with a governing board that has a demonstrated record of effectiveness; • Contracting with an outside entity that has a demonstrated record of effectiveness to operate the school; or • Implementing a hybrid of the above turnaround options or other turnaround models that have a demonstrated record of effectiveness.

A school earning a grade of F or three consecutive grades of D must have a planning year followed by two full school years to implement the initial turnaround. Implementation of the turnaround option is no longer required if the school improves by at least one letter grade during the planning year.

And, of course, you can see the obvious bias here against for-profit school operators. What’s the difference between contracting with a not-forprofit school operator and contracting with private group that wants to be paid and make a profit for operating an effective school if the private operator does so for the same cost and price as the nonprofit operator?

At this point in the legislative session, no one can say whether “Schools of Hope” will become law. But this particular effort, especially when you examine what happens when there is a failing public school, reveals one of the fatal flaws of managing schools from the capital: the extraordinary bureaucratic process involved.

If a business unit of a large corporation is failing, the responsibility typically falls on the unit’s leader. To turn the operation around, you start there.

You don’t take three years to implement a plan.

This idea doesn’t offer much hope.

MYTH OF SARASOTA: THAT IT IS A BOOM TOWN, HOT BED OF GROWTH If you look at the construction cranes and new apartments, hotels and condominiums in downtown Sarasota, you easily could reach the conclusion Sarasota is a boom town.

But let’s put things in historical perspective.

Take a look at the accompanying population data. On a 40-year timeline, Sarasota County, the city of Sarasota and Longboat Key have been the slowest growing places on the Gulf Coast of Florida south of Tampa Bay. While Florida has added a net increase of 12.7 million people, the city of Sarasota’s population has increased by only 2,842 — a meager 5% growth rate over 40 years. Longboat Key actually has declined in population. And Sarasota County as a whole has lagged behind all of its neighboring counties in terms of percentage growth. Moral of the story: Regulatory policies matter.

Daly donates campaign cash to local charities Town Commissioner Jack Daly has donated $5,000 of unused campaign contributions to Longboat Key charities.

In March, Daly was re-elected to his District 4 seat, defeating opponent Larry Grossman with 67% of the vote.

The commissioner said his campaign had received more financial support than he had expected, as he had asked for only “modest contributions.”

In the end, he received about $9,600. “Quite frankly, I got a lot more than I had anticipated,” he said.

Daly used about $4,600 to place newspaper advertisements and signs up and down the Key. To the Friends of Tennis, a private organization that supports the Longboat Key Tennis Center, Daly gave $1,250. He contributed $1,000 to the Garden Club’s scholarship fund.

Shuttle bus serves Key’s northern half The Longboat Key Shuttle is running. The on-demand service will replace MCAT’s Longboat Key Trolley between Bay Isles Road and Coquina Beach to the north.

Residents and visitors can access the curb-to-curb service on local streets or at existing bus stops along the Gulf Drive-Gulf of Mexico Drive corridor. To use the service, passengers must reserve a trip by 5 p.m. the day before they travel. To reserve a trip, call 941-745-2317.

Shuttle fare is $1.50.

SCAT will continue to operate Route 18, though the route now runs from Bay Isles Road to downtown Sarasota.

A subscription service is available for passengers who want to schedule multiple trips. A prepaid fare option is also available.

Longboat Key Foundation, the organization that has spearheaded efforts to make the Longboat Key Center for the Arts, Culture and Education a reality at the Town Center. For the town’s library, a volunteer organization, he donated $1,000.

Daly contributed the last $500 to a picnic event, hosted by the Rotary Club, which is being held in May to recognize the town’s fire and emergency rescue personnel.

A restaurateur behind such eateries as Veronica’s Fish and Oyster Bar, Caragiulo’s and Owen’s Fish Camp has parted ways with The Shore restaurant brand.

Caragiulo was bought out by former partner Tom Leonard on Thursday, April 13.

Caragiulo had no comment on his departure from The Shore, though he said he enjoyed working with the staff.

Leonard, who now shares ownership with John Mays, said Caragiulo “had other things he was focused on.”

“I’m 100% focused on The Shore concept,” Leonard said.

“I have great respect for Mark Caragiulo and his family,” Leonard added. “Great family.

Great people.”

Along with the location that operates at St. Armands Circle, a new branch of the restaurant is being constructed on Longboat Key. The site at 800 Broadway St. is the former location of Moore’s Stone Crab Restaurant. It was purchased in June 2015 by Leonard and Caragiulo.

Mays signed on as a partner later.

The Shore, a $4 million project, is expected to have 185 seats in the 7,000-square-foot facility.

Construction of the Longboat location ceased in mid-

February because of design and structural changes, according to Leonard.

Leonard plans to submit the changes for the town’s consideration next week. He hopes construction of the restaurant will resume by the end of April.

The restaurant was once planned to open in June. Now, Leonard expects it will open between late October and early November, though he noted that date may change as the project moves forward.

Police arrested a Sarasota man in connection with a Longboat Key traffic collision that sent a Nova Scotia cyclist to the hospital.

Officers of the Longboat Key Police Department and Sarasota County Sheriff’s Office arrested 28-year-old Michael James Rowe, Jr. around 6 p.m.

Friday, April 14, on charges of leaving the scene of a traffic crash with great bodily injuries and driving with a suspended license, said Longboat Key Police Chief Pete Cumming.

Rowe was also arrested on two warrants, which are unrelated to the hit-and-run investigation. Additional charges are possible in the Longboat case, Cumming said.

The incident took place just before 2 p.m. on Sunday April 2 in the 4900 block of Gulf of Mexico Drive.

Cyclist Mike MacCormick was injured while riding south on GMD. A witness reported hearing a thump as a white pickup truck was passing MacCormick, then the witness reported seeing the cyclist on the ground.

Longboat Key Police Sgt. Robert Borque, who headed the investigation, scoured Key video footage to identify a suspect vehicle, which he connected to Rowe. The suspect and truck, which had front-end damage, were found in the 4000 block of McIntosh Road in Sarasota.

The truck was seized as evidence, and Rowe was arrested and transported to the Sarasota County Jail.

MacCormick remains at Blake Medical Center, where his wife Brenda Ryan said he is “recovering quite well.”

Longboat neighbors team up on Twin Shores garden work A volunteer committee spends time planting and watering various flowers and greenery each year.

When the volunteer committee of Twin Shores Beach and Marina gathered for an appreciation lunch, Nancy Martin told them they should be called the Dirt Devils.

Not because they’re grimy or mean, but because they took dirt and made it into a colorful mosa-

ic around their property at 3740 Gulf of Mexico Drive.

The front is lined with large pots of pink wave petunias, and the center of the property sports a compact garden, carefully adorned with pastel Easter decorations. Another garden decorates the area near the docks, and along the clubhouse patio, pots of red geraniums and other flowers contrast against the sparkling

blue water.

For the last 13 or so years, Nancy Martin and a volunteer committee have worked to landscape Twin Shores. She works alongside 10 or 12 neighbors who share the same goal of making their home beautiful.

“I was sort of brought up around it,” she said. “I found an interest, and they needed help when we moved here.”

Each year, the committee shares the duties of landscaping the property. From spreading mulch, to planting flowers and bushes, to watering the plants throughout

the year, the landscape around Twin Shores is a team effort.

Before the work of Martin and the rest of the committee, there wasn’t much gardening being done. Martin knows the residents had the best of intentions, though.

“Initially, there wasn’t a lot, but the women who were here did the best they could,” she said. “There weren’t even really gardens down in that center area, and we added the gardens up front and a lot of landscaping by the condos. So everybody has worked very hard, and you can see each year how people are sort of trying to add to their mobiles.”

Martin’s favorite part about sprucing up the property is the camaraderie between the volunteers. Al and Dottye Van Iten, who take responsibility for the large pots at the front entrance of the community, shared similar ideas to Martin and said they wanted to help make Twin Shores an asset to the rest of the island. They didn’t want an asphalt yard.

“We have found it’s like a small neighborhood,” Al Van Iten said.

“We wanted to do our part.”

Several neighbors and other friends — some who had never attended a Seder before — came together at the couple’s Bay Isles Bayou residence to celebrate the first night of Passover.

Guests enjoyed cocktails made by bartender/host Larry Straff, munched on appetizers and mingled by the pool before gathering around the Seder table for what the front of their packets called “A 30-Minute Seder: The Haggadah that Blends Brevity with Tradition.”

The shortened service was led by self-proclaimed stand-in rabbi Susan Master and assisted by Elliot Salenger. They said the motzi blessing, shared the story of Passover and explained the meanings behind the various herbs and other symbolic items on the Seder plate before

The caller said he knows the fisherman and was surprised he behaved in such a way. The caller wanted to make sure the police knew because the fisherman fishes there all the time.

Dunio leaves legacy with Aging in Paradise as she retires Executive director’s last day was April 13, but don’t be surprised to see her try something new.

so anything I can do to help them achieve their goals, plans and dreams.”

She isn’t crossing the idea of volunteering at Aging in Paradise off her list either, but she said it won’t be for at least another year.

She wants whoever takes over to be able to own it. Right now, there are two eligible candidates.

“The reality is I want whoever comes in to 100% have the respect, and the ownership and the independence to be all they can be,” she said.

“I want them to feel this is their ship. They’re going to bring a whole other set of gifts and talents.”

What Dunio is excited about is where this new beginning might take her. For all she knows, it could lead her back to her passion of making a difference in the life of seniors.

“There’s endless aha moments in life,” she said. “They never stop, and the second you stop learning, it’s the second you stop living because that’s what makes life interesting.”

Dunio is both sad and excited about her “new beginning.” To her, Aging in Paradise is at a good crossroads right now, and she hopes someone out there will help take it to the next level.

“And that’s what I hope I’ve done, is left a small legacy for local seniors,” she said. “That was my goal, and it’ll always be my goal. I’m not retiring from that.”

Letting go of responsibility isn’t something Donna Dunio likes to do.

For the past three-and-a-half years, Dunio, the executive director of Aging in Paradise, worked 70-plus hours each week building up the resource center and following her passion of making a difference in the lives of seniors.

So when Mary Ann Brady, the Aging in Paradise executive assistant, came into Dunio’s office telling her it was time to introduce a speaker, it was surprising to hear Dunio ask Brady to do it.

“It’s time,” she said to Brady.

On April 13, Dunio, 70, organized schedules, booked speakers and mingled with clients for a final time. She prefers not to use the term retirement, though. She likes to think of her next steps as a new beginning.

Since babysitting at 13 to now, Dunio let duty drive her life, but now, she wants to be off-duty.

She hoped to continue the job as long as she had the energy, but she can’t put the amount of hours in that she wants and that leaves her frustrated. She can’t do anything in life “a little bit.”

Donna Dunio said everyone is born with a different nature, and hers has been to be on duty. But now, she's entering retirement looking forward to learning more about herself and her family.

“I can’t help but feel this was the best, most rewarding experience I’ve ever had professionally, and to a large extent, it was was very personal because this is an environment without the guard up,” she said.

Aging in Paradise’s mission is to enhance the quality of life for local seniors, and Dunio took that job seriously. The center offers more than 300 workshops and programs throughout the year, which is an increase over the last three years. But what Dunio is

most proud of is starting Transportation Awareness Day. After last year’s presentation, MCAT started its curb-to-curb service, which Dunio said is a direct result of the first Transportation Awareness Day. Throughout her time at Aging in Paradise, Dunio built a foundation that will remain even after she leaves, Brady said.

“She laid the groundwork,” Suzy Brenner, the communications specialist for Aging in Paradise, said. “I think a lot has been

put in place that will enable us to keep doing what we’ve been doing and add to it without much interruption.”

Dunio said this role challenged her, and what she’ll take away from it is how she enhanced everything she learned in previous roles, from respect and teamwork to growing a program and creating unending friendships.

“I will never lose my sense of being a part of this team, this family of Aging in Paradise,” she said. “That’s what they are to me,

Mote interns and volunteers clean up City Island

I

nstead of sleeping in, like most teenagers on a weekend, Mote Marine Laboratory and Aquarium high school interns and volunteers gathered at Mote’s chickee hut at 8:30 a.m. on April 15.

Despite the early hour, the chickee was buzzing with chatter and laughter.

The teenagers were preparing to break off into various groups and clean up City Island. Kasey Gaylord-Opalewski, senior coordinator of Mote’s digital programs, said the high school interns do three cleanups each year. The first one is more of a team-building exercise for the Mote interns, and the following two are open to public volunteers. This was the final one of the year.

After cleaning up, the groups gathered back at the chickee and compiled their efforts. They weighed the trash, and students received prizes for the weirdest pieces found. Gaylord-Opalewski said the interns talked about traveling off City Island for the cleanup, but at the end of the day, they felt most connected to City Island, which she calls their second home.

Phineas Alpers, 94, of Longboat Key, died April 7.

He was the second youngest of seven children born to Sarah Sushelsky Alpers and Isadore Alpers. He thrived in academics and baseball as a youth in Salem, Mass.

After serving in World War II with the Army’s Radio Corps in India, he attended the University of California, Los Angeles and the University of Michigan, where he met Carol Tannenbaum. The red coat he first saw her wear that day in 1952 stayed in his memory forever.

Phineas and Carol married in 1954, and he dedicated his thesis to her upon earning his

Richard Hershatter, 93, of Longboat Key and formerly West Haven, Branford and Clinton, Conn., died April 10.

He was born in New Haven on Sept. 20, 1923, to the late Alexander C. Hershatter and Belle Blenner Hershatter. He was a 1942 graduate of Hopkins Schools.

Following the outbreak of

World War II, he enlisted in the U.S. Army Air Corps at 19 and later transferred to the infantry where he became a commissioned officer. He was awarded the American Campaign medal and the World War II Victory Medal. He spent 3 1/2 years with the A.E.S., Korea Base Command.

Following the war, he majored in English at Yale University and graduated with a bachelor’s degree in 1948.

After graduating from the University of Michigan Law School in 1951, he maintained offices for the general practice of law in New Haven and later Clinton for the next 48 years.

Hershatter was the author of five mystery and suspense novels including “The Spy Who Hated Licorice” and “The Spy Who Hated Caramel.”

At the time of his death, he was an active member of the Mystery Writers of America.

He was a recognized authority on municipal law and public sector labor law and served as town counsel for the towns of Branford and East Haven and as attorney for the East Haven Board of Education for more than 20 years.

In 1982, he moved his offices to Clinton, where they remained until 1998, when he opened a satellite office in the town of Killingworth.

A member of the panel of arbitrators of the American Arbitration Association, he was appointed by four chief justices of the Connecticut Supreme Court as attorney state trial referee, arbitrator and fact finder.

He was active in civic matters and served as president of the West Haven Chamber of Commerce in 1956 and was elected to the Branford Board of Education in 1963 and continued there until 1971.

For a number of years, he was a biographee in “Who’s Who in American Law,” “Who’s Who in the East” and “Who’s Who in America.” In 1999, he retired from the active practice of law.

Hershatter served as a weekly columnist for Longboat Key News following his move to Longboat Key. He was preceded in death by his brother, Milton. Richard is survived by his wife, Mary Jane McNulty Hershatter; four children, Gail Hershatter, Nancy Hershatter, Bruce Hershatter and Kimberly Kleiman; their partners; seven grandchildren; one great granddaughter; and his sister Beverly Brody.

She was born in Chicago on Sept. 22, 1921, to the late Walter and Lucille Verdich.

After business school, Evelyn enlisted in the Women’s Air Corps in 1942 and became one of the first women to set foot on “foreign soil” in Hawaii.

In Hawaii, she was secretary to the general of Hickam Air Force Base, where she met her husband, Donald E. Fresch.

Both were master sergeants, and they returned in 1946 to the mainland, where they married in Chicago. They moved to Indianapolis and raised their family there until retiring and moving to Raccoon Lake, Rockville, Ind., and Longboat Key. Evelyn was a devoted wife and mother, a member of the Easter Star Millersville Lodge in Indianapolis, Otterbein Methodist Church in Belmore, Ind., and Longboat Island Chapel. She enjoyed her home, family, pets, antiques and reading. For the last few years, she was honored as a World War II veteran alongside other veterans in the annual rotary Club of Longboat Key Veteran’s Day Parade.

She was preceded in death by her husband, Donald, and brother Walter W. Verdich. She

master’s degree in architecture from the Massachusetts Institute of Technology. His Boston-based architectural firm gave New England and beyond many commercial and municipal buildings and residences during its nearly 40 years of business.

Phineas and Carol shared passions for travel and golf, and often combined the two.

He enjoyed their long summer weekend days at Chestnut Hill Country Club in Newton, Mass., Thorny Lea Golf Course in Brockton Mass., and The Longboat Key Club.

During his retirement, he offered his expertise in architecture to various community organizations including the Longboat Key Planning and Zoning Board. He was also the president of the Board of Directors of Bayport Beach and Tennis Club.

Phineas will be remembered for his devotion to his family.

He is survived by his wife of 64 years, Carol; children Robert Lichtman, Jane Alpers and James Alpers; four grandsons; sister Harriet Strogoff; daughter-in-law Carol Jannetta; brother-in-law Daniel Tannenbaum; and many nieces and nephews.

uests of The Resort at Longboat Key Club hopped right into the Easter spirit April 16.

The Links on Longboat was filled with bright balloons, bubbles and kids running in every direction as to not miss one possible activity.

The Longboat Key Club hosted its annual Easter egg hunt on Easter Sunday, complete with sack races, face painting, balloon animals, cookie decorating and crafts.

Despite having a busy schedule of delivering Easter baskets overnight, the Easter Bunny managed to make a special appearance and take photos with eager kids, too.

At 10 a.m., it was time for the much-anticipated Easter egg hunt.

Participants were placed in three age groups and impatiently waited in front of three large piles of hay.

As hay flew in the air, children

filled their baskets with blue, pink, purple, yellow and other colored eggs.

As kids dashed between all of the activities, it looked like they might have a hard time choosing which part of the morning was their favorite. Ten-year-old Alexa Gettel seemed to like it all.

“My favorite part was finding the eggs and making bunny ears,” she said.

Then her friend, Martha Laurence, reminded her about the sack races, but Gettel picked out another favorite part. “..and also having fun with my friends,” she said.

Sand Cay hops into Easter weekend

y 9:15 a.m. on April 14, the lawn of Sand Cay Beach Resort was bustling.

Kids ran between the bouncy house and the inflatable slide before they darted across the property searching for colorful eggs.

To begin the Easter weekend, Sand Cay hosted its annual Easter Egg Hunt. The egg hunt began at 9:30 a.m. sharp, and about seven minutes later, the lawn was cleared of eggs. To celebrate their success in the egg hunt, children got an Easter basket and a chance to meet the Easter Bunny.
