Three countries South Africans can move to without buying property.

R

esidence - and citizenshipby-investment (RBI and CBI) programmes are familiar to South Africans who don’t have ancestral ties to other countries but would like residency or citizenship in a European country, and access to visa-free travel anywhere in the EU. Unfortunately, these “golden visa” schemes are beyond the means of most South Africans.

However, there are now much more affordable residency options opening up around the world, according to Leana Nel, head of international sales and relocations for the Chas Everitt group.

South Africans who would like to acquire permanent residency by applying for a “retirement visa” are Mauritius, Portugal and Panama.

We look at the basic requirements for these countries in order to secure a retirement visa for permanent residency.

Mauritius offers a 10-year occupation or residence permit to so-called retired non-citizens over the age of 50 who are able to open a Mauritian bank account and make an initial deposit of $1,500, followed by $1,500 a month (or $18,000 a year) for the duration of the permit. Authorities require evidence of deposits every year.

“The most popular are those generally termed ‘retirement visas’, which are aimed at people who have a certified monthly pension or annuity income sufficient to live on in the country of their choice,” she says. “Applicants can continue to work remotely and, unlike the current RBI and CBI schemes, they don’t have to buy real estate.”

Considering the European Union Commission on Citizenship plans to phase out all CBI programmes by 2025, with stringent new rules in place for countries that continue to offer the RBI schemes, these retirement visas offer exciting options to people previously unable to consider such a move.

After three years, those who hold one of these occupation or residence permits can apply for a 20-year permanent residence permit. You don’t have to buy property to get the initial retired non-resident occupation permit, and the spouse, parents and dependent children under 24 of permit holders can be included.

Panama offers the “pensionado visa” to applicants who have a guaranteed income for life of at least $1,000 per month, to be deposited into a Panama bank account. This can be a State pension, or a certified annuity from a bank, business or insurance company that has been accepted by the Panama Consulate.

Retired non-citizen permit holders can also invest in a business in Mauritius although they cannot manage the business, be employed by it, or draw a salary. There is no restriction on remote work.

Spouses and dependent children can be included in this visa, at an additional monthly income requirement of $250 per person.

Children aged 18 to 25 need to be full-time students to qualify.

Portugal offers the D7 residency visa to retirees or income holders who want to live in Portugal and have sufficient passive foreign income to qualify.

The D7 visa grants non-habitual resident status, which includes exemption from tax on certain foreign income and access to Portugal’s public health system.

In addition, those with a D7 visa can, after five years, apply for citizenship or a Portuguese permanent residency permit valid for 10 years.

Once approved for a visa, applicants will immediately be issued with a temporary residence card and then, four to six months later, with a permanent residence card that is valid for life and gives them access to Panama’s public health system, as well as many other pensioners’ benefits.

Family re-unification can be carried out in terms of this visa, but requires an additional application and approval by authorities.

Applicants need to open a Portuguese bank account and be able to deposit a minimum of €8,460 per person per year or €12,690 per couple per year to qualify for the visa.

Although not required at first, applicants can buy property in Portugal if they want to, as long as they also have a rental agreement for at least 12 months. After this, their application will be considered by the Portuguese Consulate before they are granted a fourmonth visa to visit Portugal and finalise the residency process with the immigration authorities.

Joburg countryside estate booms Invest in a reserve in Tanzania According to Knight Frank’s Prime International Residential Index (PIRI 100), the average value of luxury residential property increased by 8.4% last year, with many wealthy buyers shifting their focus from urban real estate to larger homes with more outdoor space in different towns, provinces and often countries.

In spite of tough economic times due largely to the pandemic, global wealth grew during the preceding two years, resulting in a 10% increase in High-Net-Worth (HNW) individuals worth more than $30m and, along with it, a spike in the demand for luxury real estate.

“Initially, the pandemic stalled investment spending by these individuals, but since the easing of restrictions and the reopening of the property market, the uber-rich have been keen on investing,” says Grahame Diedericks, international liaison for Lew Geffen Sotheby’s International Realty and manager principal of the Midrand office.

The 2022 Douglas Elliman and Knight Frank Wealth Report reveals that a large share of private capital

is being put into property, with private investors increasing real estate investments by 52% in 2021.

“We are witnessing an increase in demand for homes that are not merely away from the hustle and bustle, but act as authentic retreats; remote properties where one can get away from it all, such as a unique development we are marketing in Tanzania at the moment,” says Diedericks.

Situated on a private reserve of about 4,046ha, the Osero Safari Club offers discerning investors an opportunity to build their own ultraluxurious hideaway in a pristine location, complete with luxury amenities and services.

The Henley & Partners Wealth Report 2022 recently reviewed the wealthiest cities in Africa by total private wealth. “Total private wealth” refers to the private wealth held by all the individuals living in each city, including all their assets (property, cash, equities and business interests) less any liabilities.

Africa’s two wealthiest cities are in South Africa with Johannesburg the wealthiest, with total private wealth of $239bn and Cape Town in second place with total private

wealth of $131bn. Africa’s most affluent cities are: Johannesburg: Most of the city’s HNWI wealth is concentrated in the suburbs of Sandhurst, Hyde Park and Westcliff. Major sectors in the city include financial services (banks) and professional services (law firms and consultancies).

Cape Town: The city is home to many of Africa’s most exclusive suburbs including Clifton, Bantry Bay, Fresnaye and Bishopscourt.

Home also to a number of topend lifestyle estates including Steenberg, Atlantic Beach and Silverhurst Estate. Major sectors include real estate and fund management.

Cairo: Located along the Nile River, Cairo is one of the world’s most important cities historically. It is also home to more billionaires than any other city in Africa. Major sectors include financial services, telecoms and tourism.

Umhlanga is especially affluent and is home to a large number of HNWIs. Nairobi: Nairobi is the economic hub of East Africa and one of the fastest growing cities in the world. Affluent parts of Nairobi include Runda Estate, Lavington, Kitisuru, Karen and Muthaiga. Major industries include financial services, real estate, tourism, media, clothing, textiles, processed foods, beverages and cigarettes.

The rise of lifestyle estates

According to the report, lifestyle estate living is on the rise in Africa, especially among the wealthy.

South Africa is a global pioneer in estate living and home to many of the world’s best lifestyle estates, including Val de Vie, Steyn City, Fancourt, Pezula and Steenberg.

Estate living is also popular in Mauritius, especially among wealthy expats. Notable top-end estates include Anahita Mauritius, Mont Choisy Le Parc and the One&Only Le Saint Géran Private Homes.

Thanks to recent strong growth, luxury estate apartments in Mauritius are now among the most valuable in Africa, with prime prices reaching as high as $5,000 per square metre, similar to prices in exclusive Clifton and Bantry Bay. Estate living is also starting to take off in several other African countries including Morocco and Egypt.

Affluent buyers in South Africa are increasingly moving towards estates

Many HNWIs have chosen to work remotely and live in smaller towns. For instance, a large number of South African HNWIs are now working remotely from affluent small towns such as Hermanus, Plettenberg Bay and Franschhoek. Lifestyle estates in these towns have benefited.

Based on the latest estimates (for June 2021), 48% of South African HNWIs either live in or have second homes on lifestyle estates.
