Executive Summary Introduction The YMCA of Northern Utah is privileged to present a proposal of partnership with the Marshall White Center to the City of Ogden. We have a strong vision of how we can contribute to the efforts of elevating the Ogden community through this partnership and offer the Ogden community a place where all members of the community can connect and engage, experience personal growth, develop stronger family connections, and become more connected with the community. Our intent is to create an environment which engages ALL aspects of the community and is in full alignment with its needs focused on youth development, healthy living, and social responsibility. We are looking both to and beyond the Marshall White Center for opportunities that increase both sustainability and accessibility while simultaneously enriching and elevating the entire community.

Recommendations Our YMCA is excited about a possible partnership with the City of Ogden and have two recommendations in moving forward.

Recommendation 1: A market/feasibility study be performed in order to test the assumptions built into the following financial models.

Recommendation 2: On-site tours at 1 or 2 YMCA facilities in cities with similar profiles to that of Ogden.

We are confident that these investments will allow us to better leverage tax payer dollars while engaging the Ogden community more fully. Our goal is to work hand-in-hand with the City of Ogden, using verified needs, to develop a partnership that will increase community engagement and provide high value programs and services.

Three (3) Proposed Financial Models This proposal provides three (3) different financial models. Each model illustrates a scenario with different levels of community engagement. and different levels of programs/services proposed by the YMCA, along with an estimate of the investment Ogden City is projected to provide over a five (5) year period. Additionally, the proposal presents the value proposition that the YMCA intends to provide (including the scope of programs and services) with explanations and the assumptions involved.

Financial Model 1: YMCA operation of the Marshall White Center under the current level of community use (based on information provided by the City of Ogden).

Financial Model 2*: Same level of operations/programs/service in Financial Model 1 with a conservative estimate of a YMCA Membership model based on expected community use (i.e. starting with a 2.5% penetration rate in year 1 growing to ~3% penetration in year 5).

Financial Model 3*: YMCA operation of the Marshall White Center with expanded operations and programs at a location that is designed to best suit a community center which would integrate other assets within the community (i.e. retail, schools, and hospitals) and align with community needs and best practices. These conditions warrant a stronger growth community engagement/utilization starting at 2.5% penetration growing to ~7% penetration in year 5. *Models 2 and 3 are based on a demographic profile report of Ogden City (Appendix F), using predominantly population, median income, and average household size. Using this profile of Ogden along with the assumptions of how a typical YMCA would operate in a community of comparable demographic profile, the YMCA should engage a certain volume of the community willing to pay for utilization at a certain rate (details of the assumptions explained within the model).

Proforma - Overview Within the proforma, you will find the following (details of the assumptions are explained in more detail within each financial model):

Summary (page 14-15) This summary offers a side-by-side comparison of the 3 financial models, referencing membership units, revenue, expenses, Ogden City subsidy, and net surplus/deficit cumulatively over a five (5) year period.

Financial Model 1 (Page 16-17) Financial Model 1 illustrates the income and expenses of the YMCA’s operation of the Marshall White Center with the current community usage and current level of programs and services.

We have only provided a one year analysis using Model 1. The intent of Model 1 is to show the operational structure based on the current level of engagement, though we believe there is capacity and demand for higher engagement (i.e. more people using the Marshall White Center).

Financial Model 2 (Page 18) Financial Model 2 illustrates the income and expenses of how the YMCA would operate the Marshall White Center (same level of hours, programs and services as in Model 1) and includes a level of expected community engagement. Model 2 is a conservative estimate of a YMCA Membership Model based on expected community use of a typical YMCA in a city with the demographic profile of Ogden (appendix F).

Model 2 shows a higher level of community engagement and, assuming our engagement estimates are accurate, is a “bottom line” scenario, meaning that a YMCA operating in a city such as Ogden should be able to operate at this level and better. These assumption need to be tested with a market/feasibility study.

We estimate that this model will have significant savings to the City of Ogden, but will still require ongoing support for the city indefinitely.

Financial Model 3 (Page 19-20) Financial Model 3 provides an overview as to how a YMCA would operate a facility specifically designed to host a level of expected community engagement and growth in membership (based off of growth for YMCA’s in similar communities).

Model 3 shows operational examples with extended hours and expanded programs and services implemented in order to meet and accommodate projected growth. This growth is expected to be serviced at a facility located in an accessible and desirable location, with a strong aesthetic appeal and design aligned with the needs of community and existing infrastructure.

We estimate that this model will provide significant savings to the City of Ogden and has the potential to eliminate city support within 3 to 5 years. Again, these assumptions need to be tested with a market/feasibility study.

Membership Growth Chart (Page 21) The growth chart illustrates the level of community engagement for the three models. We feel, if our assumptions are proven true, that the YMCA could operate the Marshall White Center with a performance range between models 2 and 3. And, a facility designed with the needs and demand of the community would perform at the level illustrated by model 3 and beyond.

YMCA Membership Defined What Does it Mean to Be a Member of the Y? No other single membership organization provides so many ways to exercise spirit, mind and body, through cause-driven programs, which helps members find balance in life.

When you join the Y, you become part of a family of members who support the Y's philosophy of healthy lifestyles, mutual respect, community spirit, youth leadership, and character development. The YMCA is open to all people, regardless of race, sex, age, religion, abilities, and financial circumstances. Programs embrace the diversity and reflect the needs and composition of the community.

Memberships entitle usage of all facility and outdoor rooms and equipment. Most classes are free to members, but specialized classes may have an additional fee attached.

Appendix E Example of YMCA Development Facility Development & Design Models, as Presented by Gro GRO has developed a special partnership with YMCA to work with communities around the country who have a desire for a YMCA. Gro provides professional services in the arenas of facility development, facility design and facility management consulting.

Gro provides a critical suite of services in development, leading to the right strategy whether for free-standing centers, partnerships, or mixed-use scenarios. The development services for the overall benefit of all YMCAs include research and analysis to identify best development practices and benchmarks and standards for facility programming and budgeting. Among its services for individual YMCA Associations, Gro offers the development of an Association-wide facility and real estate strategy so that resource decisions can be made in context and with a sense of priority vs. responding to what is the most urgent pressing short-term need or opportunity. When the decision is made to consider moving forward with a project, Gro develops an architectural program for each envisioned project which includes: 
