Council schedules public hearings

There were quite a few items on the Jamestown Town Council’s April 16 agenda but they were dealt with in a timely manner.

Annexation request

The owner of the Jamestown Equestrian Center has requested annexation for the property at 1903, 1905 and 1915 Guilford College Road. The Council instructed Katie Weiner, Town clerk, to investigate the petition.

The Planning Board denied a rezoning request for this property from Single-Family Residential (SFR) to Conditional ZoningMulti-Family residential (CZMFR) at its April 8 meeting but the matter will still go before the Town Council. However,

the annexation petition must be investigated prior to the rezoning public hearing and should be presented at the May Town Council meeting. The public hearing for both annexation and rezoning is set for June 25.

Rezoning

The Planning Board approved a rezoning request for property near 100 Lennox Square Drive (Parcel #160267) from Residential Main Street Transitional (RMST) to Conditional Zoning-Residential Main Street Transitional (CZRMST). The public hearing for this issue will be May 21.

CIP

The Council held a public input session for the Capital Improvement Plan (CIP) but no one spoke. The CIP is a five-year plan identifying the town’s capital outlay

Council hears Jamestown Park report

The nice weather has brought golfers out to Jamestown Park Golf Course. There were 200 more rounds played in March 2024 than the same month the previous year, 2,800 rounds to 2,600 rounds, according to Parks and Recreation Director Scott Coakley in his quarterly report to the Town Council. The weekend of April 13-14 alone saw 350 rounds played at the course.

“That’s a lot!” Coakley said. He added use of the driving range was also up.

However, there were several bad weather days in January and the greens were covered for protection four days, limiting playing days.

Some new stone steps have been installed on two holes on the course, replacing old rotten wooden ones. Tee boxes have been aerified and drainage issues addressed.

A new septic tank and water lines have been installed at the playground restrooms. Additionally, water lines to the future dog park are in place.

With the septic tank installed, the Parks and Recreation Department can get serious about the design of the new playground. Coakley and others have talked to several playground designers, which will be ADAcompatible.

There was a good turnout for the recent Flower Pots in the Park event to gain support for the Accessible Parks Grant for which the Town has applied. The grant will provide up to $500,000, with a $100,000 match from the Town to update the restrooms at the park. The Town has funds from a state-directed grant that has been earmarked as the match. Winners will be announced in August. Coakley is working with groups to get letters of

and improvement needs. As a long-range plan, the CIP reflects the town’s policy regarding future physical and economic development.

By providing a planned schedule of public improvements, the CIP outlines present and future public needs and priorities. A capital improvement is defined as any expenditure for equipment, buildings, infrastructure, land acquisition, plan or project in which the cost exceeds $5,000 and the estimated useful life is greater than one year.

Eagle project restores JES courtyard

Finding the right project to complete one’s Eagle Scout Award is a big decision. It is the culmination of what could be years of work — which includes moving through certain ranks of Scouting, obtaining a minimum of 21 merit badges, serving in a position of leadership for your troop and lots of paperwork detailing the project.

When Gerald Robert Mitchell III, known to his family and friends as Trip, was selecting an Eagle Scout project he knew he wanted it to be something impactful. His girlfriend’s mom is a teacher at Jamestown Elementary School and when looking around the school, Mitchell realized the courtyard between the school’s two main buildings desperately needed an overhaul.

“Bushes in a plant bed at one end were overgrown.” Mitchell said. “A tree and plantings in the center of the courtyard were so dense that teachers could not see the children as they played in the courtyard and the wooded frame around them caused a tripping problem.”

Community Day focuses on Jamestown area

Jamestown is — and has been — so much more than the little town between High Point and Greensboro. It developed with the foresight and insight of determined Quakers who believed in education and basic human rights for all.

at Mendenhall Homeplace. Billed as “a day for sharing the Jamestown community’s past and present,” This year’s Community Day is the second for the Historic Jamestown Society. Last year’s event was a great success. “We’re hosting this to bring the community together,” said Julia Ebel, past president of the Historic Jamestown Society. “We can learn from each other and, with broader awareness, we can become a stronger, more compassionate community. “Interesting facets of our community’s story remain unfamiliar to many residents.

Community Day is a chance to hear some of those stories and also to share our common memories. You may only cross paths with other communities or different backgrounds at the grocery story, but you usually do

not stop to talk. If you live in Forestdale, you may not know the folks who live in the Oakdale area or know the history of each community.”

The focus of Community Day is to build a stronger, more connected community by offering an opportunity for those who participate to become more aware of our shared history and heritage.

the school and verification of his project from the Scouting board, Mitchell began the task of making the courtyard not only a nice place to play, but a learning center as well.

Before he could begin any beautification of the area, Mitchell first had to remove deteriorating boards from the old plant beds, cut down the tree in the center of the yard and dig up the overgrown bushes.

He then researched the best plants to use that were safe for children to be around. He built a new L-shaped plant bed in one corner to create a perennial pollination garden. At the opposite end of the courtyard, he built a sensory garden with plant beds and pots containing herbs and plants that embodied the senses of taste, touch, sight and smell. There were also plants to attract birds and butterflies.

“I estimate that Trip put in well over 100 hours on his project,” said his mother Paulette, who serves as merit badge counselor for his troop. As a mom, she helped keep track of the time her son invested in his project. “We still need to add it all up.”

Part of any Eagle project includes getting others to help with it. Mitchell’s dad, Rob, who is also his Scoutmaster, was a major contributor in both labor and encouragement.

“I also would call my friends and other Scouts and see if they could volunteer on any given day we were working,” Mitchell said.

To finance the project, Mitchell used a Go Fund Me page. He also received donations from

employees where his mother works and from others. Everything received was put toward the courtyard restoration project.

In addition to all the plantings, Mitchell gifted a notebook filled with information about the plants and lesson plans teachers would use to enhance the children’s studies. The information was gathered with permission from Kidsgardening.org. Mitchell presented the book, gardening tools and birdseed to JES teachers and staff at a special ribbon cutting April 18 celebrating the completion of his project.

“I appreciate all the help everyone has given to the project in time and money,” Mitchell acknowledged.

Mitchell has been in Scouts for 12 years, starting as a Club. He is a member of Troop #8 that meets at Sedgefield Presbyterian Church. In addition to his dad providing leadership, Glen Cabel works with the group as assistant Scoutmaster.

Besides being fun, there are several other reasons that contributed to Mitchell’s continuing participation in Scouts.

“I like that we do not have to always wear a complete uniform,” he said. “We also have a small group and the size dictates the activities we do. Best of all are the trips we have taken and the friends I have made. During Covid we bonded over playing video games together.”

Members also gathered to play laser tag, which allowed them to interact but stay a good distance apart.

“Knowing each other outside of Scouts also strengthens our Scouting group,” Mitchell said. A senior at Ragsdale High School, Mitchell plans to attend Guilford Technical Community College for two years and transfer to the University of North Carolina – Greensboro for a degree in fashion design.

He enjoys purchasing outfits at thrift stores that he trades, sells or upcycles to create new looks.

As he continues to focus on the end of his high school career, he has one last activity to complete before receiving his Eagle award. He must go before a Scout review board. Compared to the long hours and hard work he has invested into obtaining 22 merit badges and completing his project, that should be easy.

Water Supply Plan Not to be confused with the Water Shortage Response Plan, the Local Water Supply Plan looks to the future.

The document is updated annually and must be adopted as a resolution every five years. Adoption was unanimous as part of the April 16 consent agenda.

North Carolina General Statute 143-355

(I) requires each local government that provides public water service to prepare a Local Water Plan. It will provide appropriate guidance for the future management of water supplies for the Town as well as provide useful information to the Department of Environmental Quality for the development of a state water supply plan.

Currently there are 44 miles of water distribution system lines in Jamestown with a water storage capacity of 0.3 million gallons.

www.jamestownnews.com measures to respond to drought or other water shortage conditions. The Water Shortage Response is a document that is updated every five years. It was last revised May 31, 2023, but was not adopted at that time. The Town Council unanimously adopted the 2024 version.

The Town of Jamestown purchases water from the Piedmont Triad Regional Water Authority and the cities of Greensboro and High Point. The water from PTRWA is routed through the distribution lines of Greensboro and High Point.

Other business

A public hearing will be held at the Council’s May 21 meeting for the 202425 budget. The vote on the budget will be June 25.

Russell Walker, Jr. was honored with a resolution noting his years of service to the Planning Board. Walker was appointed as an alternate in July 2016 and has been a full board member since January 2018. Walker resigned effective April 2024.

Hope Inge and Darlene Feta were appointed to serve in Walker’s position as well as that of Ed Stafford, who has also resigned. Brant Gomez was appointed an alternate.

Rebecca Ashby expects to soon receive support from the Jamestown Rotary and Haynes-Inman Education Center.

Ashby said there was good feedback from the Flower Pots in the Park event.

“One woman had a child with Down syndrome and

she mentioned how important it was to have adult changing tables in the restrooms, especially as he ages, it’s harder for her if she’s by herself to get the child on the table,” Ashby said. “They came from Greensboro because our park is one of the only parks that has a swing he can still use.

“That was good to hear and it made us realize there are certain things we need to make sure we keep in the planning of the new equipment.”

Heritage Research Center will be present to offer guidance on researching genealogy, deed history and other records of our past.

Cedarwood Garden Club members will share information about the herb garden they have maintained for many years next to the Madison Lindsay House. The herbs included are well researched and appropriately chosen for the period of the structures on the site, including the Madison Lindsay House and medical school it housed.

Expect to learn more about the Oakdale community and the mill experience … about earlier education for all within the area communities. Meet descendants of persons who worked with the Mendenhalls and even some Mendenhall descendants. Reminisce with friends from within the community.

As a new feature this year, guests will be invited to

share a Jamestown memory in writing to be placed in a notebook. Memories may be shared in a few words or longer, written either ahead or at the event.

Jamestown will grow if we learn from the past.

“As we reflect and share, our goal is to grow in mutual understanding and awareness as we recognize the power of the past to shape our present,” Ebel said. “We are here because of the past.”

Viewers can follow along this tiger family’s journey toward survival in a challenging environment that is chock-full of “mysteries, surprises and dangers.” Indian actress Priyanka Chopra Jonas lends her soothing voice to serve as the narrator for Tiger The film is out now for all animal admirers to enjoy! Brandy Hellville & the Cult of Fashion (TV-MA) — It’s quite the week for documentaries! The final selection for this week is an

eye-opening, original documentary from HBO that explores the fast-fashion brand Brandy Melville. The clothing company took off thanks to the help of social media sites like Instagram and Tumblr, where thousands of teens would post pictures in Brandy Melville’s clothes and instantly garner lots of attention from other teens worldwide. However, the company’s practices are put under the microscope in this doc, due to allegations of discrimination and inappropriate behavior with minors that track back to the brand’s founder and CEO Stephan Marsan. As spring blooms around us and Passover is upon us, it’s time to savor the simple pleasures of the season with a classic treat: coconut macaroons.

With just a handful of pantry staples — coconut, sweetened condensed milk, egg whites and a splash of vanilla — you can whip up a batch of these coconut macaroons in no time, all without breaking the bank. There can be confusion between macaroons and macarons. While they share a similar name, they are distinct desserts with different characteristics.

Macaroons are dense, chewy coconutbased cookies, while macarons are almond meringue sandwich cookies with a smooth exterior, and a wide range of colors and flavors, often filled with ganache, buttercream or jam. Both desserts offer unique and delicious experiences for dessert lov-

eASY COCONUT MACAROONS

Yield: 14 to 18 cookies

Total Time: 35-40 minutes

14 ounces sweetened shredded coconut

14 ounces sweetened condensed milk

1 teaspoon vanilla extract

3 egg whites, at room temperature

1/4 teaspoon kosher salt

Optional: 1/2 cup chocolate chips for dipping

Preheat the oven to 325 F. Line a baking sheet with parchment paper.

In a large bowl, combine the coconut, condensed milk and vanilla. In a separate bowl, whip the egg whites and salt until they form firm peaks using a stand mixer or hand mixer on high speed. To ensure a light and airy texture, carefully fold the whipped egg whites into the coconut mixture in three stages, using a gentle hand with a wooden spoon. This step is crucial for maintaining

For extra fun, add a half cup of finely chopped nuts. I’m partial to macadamias, but pecans and almonds are spectacular. Toast the coconut first for golden crunchy macaroons. Shape like bird’s nests and fill the indent with jam, chocolate or Nutella.

To make larger or smaller macaroons, don’t change the recipe but adjust the baking time to match (longer for big macaroons; shorter for small macaroons). I love to dip tiny ones completely in dark chocolate for little pop-in-your-mouth goodness. This recipe also makes a delectable pie crust.
