The Civic Center at Town Hall was nearly full June 24 when the Town Council held its monthly meeting. Rezoning and Annexation The rezoning and annexation of 5125 R1 Atwater Drive took up the majority of the meeting, nearly one hour of the two-plus hour meeting. The applicant requested the 18.02-acre property be rezoned from Agricultural (A) to Conditional Zoning Single Family residential (CZ-SFT). This property is off Mackay Road at Adams Farm Parkway and backs up to the D.R.
Horton development. On April 14, the Planning Board voted 6-2 to approve the rezoning, with Peggy Levi and Sherrie Richmond, both Extra-Territorial Jurisdiction (ETJ) representatives, against. Since that time, the applicant voluntarily reduced the number of detached units from 73 to 68 and added a small park area. Jeff Guernier, of True Homes, LLC, the developer, said the one- or twocar homes would be available in several designs from which the purchaser may choose. These are not spec homes. They will not be constructed until a buyer selects a design. He said the majority of the homes would be pre-sold
with prices ranging from $310,000-$375,000. Pinetuck Road will be extended into a loop with houses facing the road. As at the Planning Board meeting, there was much discussion about congestion with cars parking on streets, making it unsafe for children walking to the school bus. However, Guernier said their studies show traffic was not really that significant. During the public hearing part of the rezoning, David Steele commented that there is a double rail line nearby, only one way in and out and a concrete plant is coming soon. turning trash into treasure Council approves nearly $20 million budget

Taking paper, bottles, cans, etc. to a recycling center not only gets litter off the street but allows the items to be re-made into a new product. Mike Valle of Jamestown takes some of the trash — metal bottlecaps to be exact — and makes art. He’s been doing the hobby for 15 years in his free time from Neil Allen Furniture in High Point. A look at the large number of storage bins in his garage is a sign he has many more years of bottlecap art ahead of him. There are at least seven million caps there. “I know I’ve utilized over 100,000 caps at this point,” Valle said while admitting he did not know the exact number. “People keep giving them to me.” He uses mostly beer caps and has connections with several restaurants and bars in the area. He said people like to look at his work to find their favorite beer cap. “I started saving during college, based on the color, knowing I could do some-

With just one week before the start of the new fiscal year, on June 24 the Jamestown Town Council approved a $19,984,997 budget for fiscal year 2025-26. In accordance with North Carolina General Statutes §159-13, the Town of Jamestown is required to adopt an annual balanced budget ordinance prior to July 1. The proposed FY 2025-2026 Budget Ordinance reflects the priorities discussed during four public Town Council workshops, multiple Council briefings and public input sessions and includes appropriations for general government operations, capital projects, and debt service. Since there had been four budget workshops this year to discuss what should be in the fiscal year 2025-26 budget, there was little discussion by the Council about the final result — a recommended budget of $19,984,997. The budget for the previous year was $17,370,048. While the Town itself did not raise the tax rate, there is a pass-through increase due to an increase by Guilford County. The new tax rate is $0.655 per $100 valuation for the 2024-25 fiscal year, 3 cents higher than the previous fiscal year. The Town also should realize approximately $56,250,786 from tax and tag motor vehicle taxes.

Their exceptional leadership, discipline and physical endurance place them at the forefront of some of the most demanding and dangerous missions. A cut above, however, are those selected to be part of the Ranger Hall of Fame. On June 25, 2025, during an annual muster for the Ranger community at Fort Benning, Georgia, 15 Army veterans were inducted into the Ranger Hall of Fame. Included in the group was Sgt. Alfred Charles Stewart Jr. of Jamestown. According to a press release, the annual ceremony honors Army Rangers “who have demonstrated extraordinary valor, leadership and commitment to the Ranger Creed.” Stewart joins 517 other Rangers inducted into the Ranger Hall of Fame since 1992, when the first 23 members were recognized with the honor. He served in combat roles during Vietnam and later in a civilian capacity in the Middle East with the U.S. Army and State Department.

It reveals a thirst and hunger for truth that I have not seen in a while. Here are a few tips on how to believe the Bible 1. Take the words for face value. They say what they mean, and they mean what they say. So read the Bible and believe it similar to anything else you read like a menu at a restaurant. Do you believe the menu? I think you do. 2. Understand that the entire Bible is about one person: Jesus Christ. So you are learning about Christ, the God/man who died on a cross and rose from the grave. This will help greatly! 3. If you go to church somewhere or have someone you can talk to, then ask them some questions. If you have no one then the good folks at Hoover’s Grove Wesleyan Church are here to help you. Please come and visit our church. 4. Finally, take the teachings of the Bible by faith. This whole thing about Christianity is faith in Christ and faith in His Word. And remember… 5. Dear Pastor Sid, I have a terrible question for you. Was David a homosexual? Did he have an immoral relationship with King Saul’s son Jonathan? My neighbor thinks so but I am not sure. Please help me. — Teresa in Archdale Hi Teresa in Archdale, This is an easy question to answer. There is no indication in the Bible that David was a homosexual. Although adultery was condemned in the 10 Commandments, polygamy was not, so David had at least three wives (Michael (Saul’s daughter), Bathsheba, and Abagail). So we know that David was attracted to women which is a natural God-given attraction. He was not gay. I hope this helps a bit. In the Town Council comments, Councilmember Martha Wolfe noted other Jamestown streets were wider and had sidewalks on two sides. The N.C. Department of Transportation has jurisdiction Pinetuck so that cannot change. Mayor Lynn Montgomery suggested addressing concerns to the Fox Hollow HOA. Councilmember Sarah Glanville was pleased this development would be single family since there is a housing shortage. Councilmember Pam Burgess did not like what she called overlapping development. New officers set to lead Rotary into its new year By NORMA B. DENNIS FREELANCE WRITER ndworddesign@gmail.com The meeting was not extremely long, but it was an important one for the Jamestown Rotary Club. On June 24, new officers for the 2025-2026 year were installed, pledging to support Rotary and all it stands for. The Rotary organization has a long history. Paul Harris, a Chicago attorney formed the Rotary Club of Chicago in 1905 so professionals with diverse backgrounds could exchange ideas and form meaningful, friendships. Humanitarian service gradually became a part of Rotary’s vision and today members bond with one another to address challenges in their communities and around the world. The group’s mission statement declares: We provide service to others, promote integrity, and advance world understanding, goodwill, and peace through our fellowship of business, professional, and community leaders. A Four-Way test is used to guide Rotarians in what they think, say or do: 1. Is it the truth? 2. Is it fair to all concerned? 3. Will it build goodwill and better friendships? 4. It is 5 feet tall and 3 feet wide and very heavy. “It took six months to do and now I can do a portrait in about a month,” he added. “I’ve come a long way, learning how to speed up the process. “My art is a reflection of myself — learning, growing, constantly evolving,” Valle said. “The idea of mosaic work came to me after years of saving bottle caps and seeing the seemingly infinite range of colors available. For me, creating mosaics is dually fulfilling, as it allows me to both design and physically build a work of art.” Some of his favorite bottlecaps are from Yuengling, Coors Light, Bud Light Blue Moon, Bud Light Lime, Michelob Ultra and Smirnoff Ice. All either have different colors or variations of the same color. Once he decides on a project, he goes through his bins of caps (which he has already washed), selecting those of particular colors. He used to use the entire cap, putting grout on the inside, but now removes the crimped parts of the skirt (the knurl), just keeping the flat top. He affixes the caps with super glue to plywood or uses a nail gun for larger pieces, working in what used to be his dining room. In the beginning the Boston native plotted out his designs on graph paper with a marker. It only takes 3-4 hours for small, simple pieces but the Joker from “Batman”

took about 60 hours and the Asheville skyline took approximately 150 hours. Perhaps surprisingly, he finds portraits the easiest to do. “Through my work, I aim to give new life to everyday items generally discarded as waste,” Valley said. “Combining many pieces of trash to create something new, beautiful and hopefully recognizable. Focusing my work on portraits of iconic figures throughout history, I strive to get people to look at a classic art form with an uncommon medium, mixed with a bit of a Pop Art. Through my work, I’m hopeful it will inspire people to see everyday materials and the environment
around them differently.” Viewers standing a distance from the bottlecap art cannot see the graphics on the caps, just the colors. Most have multiple colors but a few have been in solid colors, like the UNC and Duke logos. Valle sells his work and does commission work. Recent commissions include the Carolina Core soccer team in High Point and a 9-foot cityscape skyline of the city of Asheville for an apartment complex. “I think that was 10-to11,000 bottle caps,” he said. “That was the biggest piece I’ve ever done.” He exhibits in shows like the N.C. Folk Fest and Holiday Craftsman Classic, both in Greensboro, but now focus on ComicCons. Valle’s art is on display at Oden Brewing Company and Brewed & Bottled Coffee Shop in Greensboro and Rixster Grill and Frady’s Taphouse and Eatery in High Point. Alan Edward Dewey January 30, 1937 — June 20, 2025
Born in Buffalo, New York to the late George and Alice (Deheck) Dewey. Alan was transferred to Jamestown, N,C, in 1976 and worked at Western Electric (later to become AT&T) at the Guilford Center. He was a graduate of St. Joseph’s Collegiate Institute, Canisius College, and was a U.S. Army veteran. Left to cherish his memory are his wife, Deloris of the home; daughter, Melissa (Stephen) Daniels of Good Hope, Ga.; son, Jonathan (LaMonica) Dewey of Willow Spring, N.C.; and his much loved grandchildren and great-grandchildren, Caleb (Erin), Jesse, Nathan, Benjamin, Joshua, Isaac, Joanna and Sarah-Grace Daniels, Connor, Logan, and Liam Dewey, and Titus and Virginia Daniels. Alan is also survived by his sister Elizabeth (Roger) Boyle of Ellicott City, Md., and many beloved nieces and nephews. He was predeceased by his sisters Jane (Eric) Robison and Barbara (Leo) Reinhart. In accordance with his wishes, memorial services will be private.
Other business There were several recognitions handed out at the beginning of the meeting, including a proclamation recognizing June 19 as Juneteenth. Mitchell Faurote for attaining Eagle Scout. Benjamin Arnold received a resolution thanking him for his service as student representative from Ragsdale High School over the past school year. Dan McDaniel received a resolution honoring his service on the Parks and Recreation Committee. Debra Mullis, Lead for North Carolina Fellow, received a resolution from Mayor Lynn Montgomery honoring her for her service to the town during the past year. June 24 was Mullis’ last day. Citizens Academy participants who were not at the May meeting were recognized. In his report, Town Manager Matthew Johnson thanked Mullis for her
leadership and hard work. “She spearheaded the Citizen’s Academy, the Audio Series and contributed greatly to the Finance Department during her time with us. We are deeply grateful for her thoughtful contributions to our community and her efforts to promote citizen engagement.” Johnson also announced the Town is looking for a design-build solution to replace/renovate Fire Station No. 46. He recognized Marcy Newton, golf pro, for receiving her PGA Class 1 certification in golf course management along with Justin King, Philip Cooper and Scott Coakley for their work on the new playground at Jamestown Park. A grand opening will be scheduled soon. The Town currently is having 1.8 miles of roads paved but a Pavement Condition Study indicated the Town is behind with paving more roads.

This basically passes along rate increases from the Piedmont Triad Regional Water Authority, City of Greensboro and City of High Point, all of whom Jamestown could purchase water from. Sewer rate increased 8.7 percent based on the rate Jamestown pays the City of High Point for sewer treatment. Town Manager Matthew Johnson thanked staff members and residents who have shared their thoughts regarding the budget. “Putting together a budget is never just about numbers,” Johnson said. “It’s about priorities. It’s about people. And it’s about making choices that move Jamestown forward without losing what makes us special. “Budgeting is part art, part experience, and part number crunching. You need data, spreadsheets, projections, line items — but you also need perspective. The kind that comes from listening to our community, working with staff and anticipating where needs are headed before they show up in a budget request. And just as important, you need the ability to balance it all, because behind every decision is a trade-off and behind every trade-off is a person, a program or a place that matters.” He added that every line item in the budget represents something real. “A service, a sidewalk, a park bench, a police officer or firefighter or a waterline that supports daily life in our community. This isn’t just a financial plan, it’s a reflection of our values and the vision we’ve set in our strategic plan. “When you hear about our $20 million budget you should know it’s not just numbers on a page,” Johnson said. “It’s kids playing at
the ballpark, a waterline that works when you turn on the faucet, a phone call answered when somebody needs help. It’s Jamestown doing what we do — taking care of our people.” He offered some projects that are included in the budget: new sidewalks on Oakdale Road and East Main Street, restrooms at Wrenn Miller Park, senior programming, investment in our parks and recreation amenities for people of all abilities, steps for honoring our history and thinking creatively about the future of Oakdale Cotton Mill, investing in public safety through funding improvements at the fire department and renewing the contract with the Sheriff’s Office. “I’m proud of what this budget represents. It’s not just responsibility, but resilience. Not just maintenance, but momentum.” During the public hearing for the budget, Dave Yarborough read a statement from Robert Frederick, who could not attend the meeting. Frederick said he was “deeply concerned about the property tax increase. “If you approve this proposed tax, then Jamestown’s property taxes will have gone up 35 percent since 2022. During that same time, Council has approved raises for the town manager that total 28 percent. The proposed budget also includes hiring 10 new positions, a 33 percent increase in the Town’s staff. All that growth could be reasonable in a booming city but Jamestown is a small town with working families, retirees and residents on fixed incomes who are asked to pay more and more. “When residents must make tough choices, the Town should too and planning for the worst-case scenario might make sense for a business but local government doesn’t need to play it that safe. After all, the Town
has the law on its side to collect taxes, which are consistently collected at nearly 100 percent. “So, you don’t need to raise taxes again, even assuming if 2 percent of the people won’t pay their property taxes as the budget proposes, you don’t need to pay the additional amounts for contracted police and fire services as this budget proposes. After all, Jamestown is collecting way more than it spends, and these yearly budgets consistently overestimate expenses. As a result of overestimating expenses and underestimating revenues year after year, Jamestown is currently sitting on over $5 million in unrestricted reserves and the interest from all of Jamestown’s accounts is over $1,000 every single day. That is not planning. That is hoarding. That is being done on the backs of residents, many of whom are already stretched thin. Jamestown is not a town made up entirely of millionaires. Some of us are teachers, caregivers, hourly workers and seniors who skip meals or medicine to pay utility bills. Utility bills are rising too under this new proposed budget. “So, we ask that you do what good stewards do. Use the funds we already pay wisely and compassionately. Jamestown deserves responsible governance, not more burdens.” Charles Hensley responded to Frederick statements. “If indeed half of what he just indicated is true in terms of revenue and the taxes, why would the Council want to burden the residents with additional taxes that we’re already paying for now? “If all of it is true, I think it would be a very unwise decision to go forward with the stated budget when the only thing I heard from [Johnson] was primarily sidewalks. I understand sidewalks are important and they provide

a level of safety to your community for pedestrians and people to travel, but $20 million worth? “I ask that you give it a very serious consideration before making a decision about this proposed budget.” Richard Clapp said he recently learned the Town had a contract with the Sheriff’s Office, “even though residents pay a Guilford County tax. So it seems like we’re getting double-dipped even where precinct 3 is right here. I believe it’s time to cancel that contract and save some money for the Jamestown taxpayers. David Steele said he was disappointed. “Last year you said you were going to look through the budget and seriously try to weed out some of the things and not bring another tax increase. But here we are, piggybacking again. “You are stressing that the elderly people are paying the brunt. That’s a big concern for all of us. You have to consider everyone of the community. We are well-funded so we don’t have to do this. I’m hearing we have the reserves. I have three businesses and when I budget, I have to stick to it and really compromise. “I heard you last year, but I’m not feeling it.” John Capes said, “[Council has] not actually said anything about raising taxes. You’re not doing anything. The only thing that’s coming through from a tax increase standpoint is called a passthrough. The Town doesn’t run without a cash reserve. We’re dictated by the state of what that cash reserve needs to be. If we don’t and fall into default the Town gets dissolved in terms of any local government and nothing else gets done. At the end of the day you cannot, in good conscience, sit here and throw out, ‘You’re sitting on this much money. Let’s spend the money.’ That’s why we got $36 trillion in debt as a nation. We are being fiscally responsible. This Town has done a fantastic job. You’ve done it by having good communication putting everything out there to be read and be very matter of fact about what it is you’re doing and how you’re doing it. “We have a $20 million budget but that’s what it takes to keep things at the level they’re at and also to plan ahead for the future and to look for things like what are we going to do with our
fire department, which definitely needs some attention. “Pass-through tax is not something that Jamestown does. [It] came from Guilford County and High Point. We have an 8 percent ownership of water in High Point so when water goes up, we have to ride it out. I’m sick of it. It is illogical. It doesn’t make sense. And it’s the same voice over and over saying the same crap.” Craig Strever said Jamestown will be one of the highest taxed cities in the state and it’s starting to get out of hand. If the Town wants to hire 10 new staff, it should be proposed when it’s needed, not before. “Please consider the budget can be whittled down,” Strever said. “It doesn’t have to be taken as given. Please look at that.” Following the public hearing, Mayor Lynn Montgomery clarified that there are no plans to hire 10 new staff members. “We are not proposing a tax increase,” Councilmember Martha Wolfe said. “There is a 3 percent fire district tax increase that will be paid by all residents that are within the Pinecroft Sedgefield Fire District. Water/ sewer rates have increased because the partners we buy water from have increased rates. Where we send out sewer to be treated to High Point, that’s gone up. We do as we always have done to pass through that increase to the users. There is [also] a 3 percent cost of living increase. “I’m pleased that we have a healthy fund balance and that we have low debt. Councilmember Pam Burgess presented reasons why she was not in favor of the budget for the second year. “It is based on accountability, on how we are allocating funds based on compensation in salary increases. From my research, Jamestown is pretty generous as far as the compensation for our employees. It is considered on the high end. I want to give more thought about the residents and owe them a little bit more opportunity to feel that their voices are being heard.” “We have had budget meetings since January and there have been suggestions that we consider things,” offered Councilmember Rebecca Rayborn. “I strongly feel we have been thinking about it since January. “The fire department increase is there and we have
not had an increase from there in several years. Listening to the citizens throughout the year, the fire department is one of the top things people speak about and love what we have. With the Sheriff’s Department [contract], we have had a lot of conversations about that. [The Council has hinted they would like to cancel the contract since residents pay double for the same service.] But the citizens feel differently. We’re getting what we paid for. That’s exactly what we want. I’m comfortable voting for it today.” “Last year I was very hesitant to vote for the budget because it was such a large tax increase we were imposing,” said Councilmember Sarah Glanville. “I did vote in favor of it but it was pretty straightforward that if we would bring another tax increase this year, I probably would not be voting for it. “I, too, am very concerned with the Sheriff’s contract but just because we pass this budget doesn’t mean we’re agreeing to that contract request. That’s still in negotiation. “People are concerned about our water quality and we’re going to have some huge expenses to ensure water quality in the future,” Glanville added. “Maintaining a strong fund balance is [important] to make sure we have clean water. Mayor Montgomery added some comments. “Last year was very painful but this Council passed a budget that had a significant increase because they were looking toward the future,” she said. “This Council is also looking at a budget now that has no tax increase. That’s called proper planning.” The final vote was 3-1 in favor of adopting the 202526 budget, with Burgess casting the negative vote. The Council also unanimously approved the Capital Improvement Program for the upcoming years and an updated Strategic Plan, which is the guiding framework for aligning the Council’s vision with operational goals, community priorities, and long-term investments. Don’t skip the base coat or a UV topcoat. The base coat will allow the color to adhere evenly and better. Then the topcoat will protect the color from the sun while giving it a little extra shine. • Did you know you can curl your hair with straws? Wind sections of damp hair around a plastic straw and secure the ends with a bobby pin. Allow to dry in the sun or use a hair dryer on low heat. Remove and spritz with hair spray. • Remove all of the air from a plastic storage bag with a drinking straw. Slip the straw into the bag and close as much as possible. Then suck any air out through the straw, and quickly pull out and close in a single motion. Your leftovers will stay fresh longer, and foods may stack better in the freezer. • “Necklaces can be stored together without tangling if you thread each one through a straw. CoNTINUED FRoM FRoNT The medal is among numerous awards Stewart earned while serving as a Ranger, including two Purple Hearts, a Silver Star, Bronze Star with “V” device (for Valor), two Air Medals with “V” device, Bronze Star (Meritorious), Vietnamese Cross of Gallantry with Bronze Star, Combat Infantryman’s Badge, Ranger Qualification Tab, Parachute Badge, Air Crew Member’s Badge and Vietnamese Parachute Badge. Stewart joined the U.S. Army in 1970. “My plan was to become a paratrooper, but during training I learned about the Rangers and requested to join that,” he said. “As soon as I competed Ranger school, I was sent to Vietnam.” He was assigned to a team of seven men whose job was longrange reconnaissance. Six men would go out to locate the enemy. On a rotating basis, one stayed behind during each mission. “We carried all we needed for six days including water for three,” Stewart said. “Our packs weighed about 130 lbs. and we had to jump out of a helicopter with that on our backs.” Steward flew as a gunner on a UH-1 Delta Night Hawk gunship. In one month alone, a helicopter he was in was shot down three different times. He served on three teams before becoming a team leader. Stewart served as an AirborneRanger with Company “G” Rangers, Vietnam, and Company “A”

He was a sergeant when he left the Army in 1973. Upon leaving the military, he worked with the Greensboro Police Department for 30 years, retiring as assistant chief. “The military encouraged us to go the extra mile,” Stewart said. “My military training made police work easy for me. I was a hard working person on the police force and it seemed that every time I turned around I was getting promoted.” Not one to sit idyll, he went to work for the Guilford County District Attorney’s office as an investigator the day after he retired from the police force. “A year later I got a call from the Department of Defense to go to Iraq,” Stewart said. “I feel we

Medals and other recognition stewart received while serving as a Ranger in the U.s. army included two Purple Hearts. should not have been involved in most of the wars we have fought in during my lifetime, but the first time in Iraq was a just war.” As a civilian, Stewart worked with the U.S. Army and State Department in Iraq, Lebanon, and Afghanistan. “It was not a pleasant endeavor,” he admits. “There were only a handful of people I could trust. I had to play games to make sure the interpreters were saying what I had told them and I had to fire a couple.” Stewart retired in January of 2014. As a Ranger, Stewart was familiar with the Hall of Fame. He had nominated Clem Lemke to it four years ago. “He was the best solider I have ever worked with,” Stewart said. “He came to my ceremony.” Steve Johnson, a Ranger Stewart met during an annual reunion, nominated him for the 2025 Hall of Fame. Stewart was reluctant to have his name placed in nomination, but his wife Nicki encouraged him to do it. The review process takes about eight months to see if nominees fit the criteria of Rangers for Life. When Stewart received the call that he had been accepted to the Hall of Fame, his wife already had a large sign

I have known about a half dozen soldiers that have been inducted and to be included with a group of people like them is extremely meaningful.” Induction into the Rangers Hall of Fame might be Stewart’s latest, but it is not his only acknowledgement for jobs well done. In addition to medals received while
serving in the Army, he received many awards while working in the police department. He continues to be involved in the community, serving as a volunteer with The Carolina Field of Honor “Pavers Committee,” on the board of directors for Carolina Field of Honor, as chairman of the Guilford County Veterans Memorial Oversight Committee, and president for his community homeowners association.
