Extract From Datuk Dr. Jeffrey G. Kitingan's 1991 Annual Address Message

The objective of this Annual Address has always been to take stock of our performance - our achievement and failures - note our weaknesses and chart our course for the next twelve months so that we shall reach our predetermined destination and achieve our desired objectives with the minimum of problems. If we do achieve our objectives we reward ourselves but if we fail, we learn from our problems and experiences so that we would do belter in the next journey.

Your journey may not always be as you expect it le. Sometimes there are problems, constraints and obstacles which prevent you from doing your best. Unexpected problems may crop up, conditions change and external factors affect your journey. At other times good fortunes unexpectedly come and you achieve more than you have expected. These are the realities of life. What is important to remember is that during g00d times problems are not obvious or activated because nobody is complaining but when bad time comes and you fail to achieve peak performance all sorts of problems will arise (not that you did not try your best), but there are other constraining factors such as finance, change in style of management, etc. The tendency then is to blame other people and one another. If you are not careful, disorganisation and discoordination will result. No one wants to take the responsibility. Morale declines and relationship among staff :riorates. Do not fall into this situation. But I uu know that this is beginning to happen.

1. Work as a team because we belong to the same organisation - The YS/ICSB Team. Do not undermine one another because ifyou do, you are indirectly undermining yourself and the organisation of which you are a member.

2. Do not be selfish. Think of others as well. Try to eradicate feelings ofjealousy, pride and envy from your mind and cultivate, instead, the love for one and another and the love for the organisation and for people. If you do this you will have peace of mind, work will become more fun and exciting and performance will improve because you will not waste time in unnecessary r.onflict.

Negative altitude destroys enthusiasm and encourages failures.

4. You are not working in YS/ICSB for the sake of employment alone. You work for YS/ ICSB in order to bring about improvements in the lives and well-being of the people and the economy of the State.

As you are also a member of the public (population), you are indirectly working to improve your own well-being as well. So whatever you do ultimately affects you. This means Yayasan Sabah's success is also your success and its failure, your failure.

5. Contribute your ideas in order to

improve performance, staff relations, solve problems, reduce costs and increase profitability. Do notbe dissappointed if your ideas are not accepted every time. Try again and again.

6. Use your initiatives to get things

done. Do not wait until problems arise.

7. But do consult oneanother more.

Managers should meet more often to coordinate their activities. However, do not waste time and energy on irrelevant conversations.

8. Please (do) keep my office informed of what is going on in your DepartmenUDivision. As all actions/decisions/letters are made and signed in the name of or on behalf of the Director/Executive Chairman, such decisions/ actions/correspondences should be conveyed or recorded in the Director's/Executive Chairman's office. 9. On People Development, if it is to be sustainable, you have to do the following:-

a. Generate and implement ideas that has potentials for growth and expandability.

b. It is more effective for participants and people to group and organise themselves into cooperatives or corporations as vehicles for ideas and project implementation rather than move on their own as individuals because of many advantages including the pooling of resources and talents, sharing of responsibilities and continuity, etc .

selves into a marketing network all over the country backed-up by Yayasan Sabah officers as facilitiators. In this connection, it is time for ICSB to set up a local and international marketing company to select and promote tradeable products of the PDCs. Conversely, the PDC network can also become a production network for such company. YS and ICSB management should sit down to work this out. The aim is to make money but it will also be discharging its social responsibility in so doing. In time, participants can become shareholders of such a company.

d. I am preparing a more comprehensive guide for PDP. In the meantime, the SEDD/IPD should come up with a detail list and evaluation of rural business enterprises.

e. If it is true that Wawasan 2020 is just a bigger version of PDC, then we should all be proud that we (Sabahans) had "shown" the way to the better tomorrow we have always talked about.

Before I leave you, I would like to take this opportunity to thank you for your efforts and hard work during 1991. Let you be the judge of your own inputs and performance. What Yayasan Sabah and Innoprise Corporation Sdn. Bhd., achieved is the total sum of your individual work and contribution. If you feel that you did not do your best this year, tell yourself to do better the coming year and make it your personal commitment

Finally, I would like to thank those of you who have kindly written letters and send cards to us while we are under detention. These letters and
