Wahluke School District No. 73

Proposition No. 1

Capital Levy for Health, Safety and Facility Improvements

The Board of Directors of Wahluke School District No. 73 adopted Resolution No. 01-2025, concerning a proposition for a levy for capital improvements. This proposition would authorize the District to levy the following excess taxes, on all taxable property within the District, to make District-wide health, safety and facility improvements (replacing aging safety and security systems, including fire and alarm systems, and paying costs of replacing failing HVAC):

Explanatory Statement

Passing Proposition No. 1 would authorize Wahluke School District to levy the following excess taxes to pay costs of making District-wide health, safety and facility improvements, including: (1) replacing aging safety and security systems, which include fire and alarm systems at Mattawa Elementary School, Saddle Mountain Elementary, Morris Schott STEAM Elementary and Wahluke Junior High School; and (2) replacing and/or upgrading failing heating, ventilation and air conditioning systems and equipment (“HVAC”) at Morris Schott STEAM and Mattawa Elementary Schools, Wahluke Junior High School and Wahluke High School (which may include paying, when due, the outstanding principal of the District’s Limited General Obligation Bond, 2023, issued to upgrade HVAC); and (3) making other health, safety and facility improvements. The proposed capital levy would authorize collection of taxes to provide up to $834,000 in 2026, $859,000 in 2027 and $885,000 in 2028. The levy rate required to produce these amounts is estimated to be $0.75 per $1,000 of assessed value. Exemptions from taxes may be available, call your county assessor for more information.

Let’s invest in our Wahluke students! After graduation, many of our students return to the Mattawa/Desert Aire area to become contributing members of the community. An investment in our youth today is an investment in the future of tomorrow.

After making significant budget cuts over the past two years, WSD is on a positive trajectory! A “yes” vote for the WSD Capital Levy will help address two of the most urgents district needs by replacing the 30+ year old Safety & Security Systems at the four oldest buildings and finish paying off the Mattawa Elementary HVAC project.

The proposed levy rate is $0.75 per $1,000 of assessed property value over three years. This investment is not only fiscally responsible for our community but it also provides a critical foundation for the educational environment for our students. Please join Mattawa & Desert Aire Citizens for Quality Schools by voting “Yes”.

Toppenish School District No. 202

Proposition No. 1

Replacement Educational Programs and Operations Levy

The Board of Directors of Toppenish School District No. 202 adopted Resolution No. 15-24 concerning a replacement levy for educational funding. This proposition would authorize the District to levy the following taxes to fund vital educational programs and operations that are not funded by the state and to replace an expired levy on taxable property within the District:

Explanatory Statement

The Board of Directors of Toppenish School District No. 202 requests voter approval of a Replacement Educational Programs and Operations levy as described in Proposition No. 1. If approved, the proposition authorizes the levy of taxes of $2,903,818 in 2025 for collection in 2026, $2,990,993 in 2026 for collection in 2027, $3,080,661 in 2027 for collection in 2028 and $3,178,080 in 2028 for collection in 2029, totaling $12,153,552. This replacement levy will provide funds to pay part of the cost of educational programs and operations in support of the District.

If authorized by the voters and based on projected assessed valuation information, estimated levy rates per $1,000 of assessed value would be $2.50 (2026 collection), $2.50 (2027 collection), $2.50 (2028 collection), and $2.50 (2029 collection).

The proposed 2025 levy replaces the current voter approved levy. The 2025 levy will extend through 2029 and will reduce current tax rates. The current levy tax rate is $3.21. When the 2025 Educational Programs and Operation levy is approved, the tax rate will decrease to $2.50 and will generate an additional $24.8 million in additional state funding.

The EP&O Levy helps pay for programs that the state does not fund or are underfunded. These include Preschool, Extra-Curricular Activities, Intramurals, Security Enhancements, Social Emotional Learning, Site Safety Training, Increased College and Career Pathways, Pathways to Multilingual Students, and Increased Technology.
