School districts across the nation are struggling to find enough teachers to fill their classrooms, and Orange County is no exception.

Although the nationwide crisis of teacher shortages is nothing new, it’s also not getting any better — particularly for the subject areas of science, math and special education.

According to a report by the Florida Department of Education, there were an estimated 6,795 teacher vacancies statewide during the 2017-18 school year.

To compensate for the shortage, many districts resort to using teachers to instruct students in subjects for which they lack the required certification.

According to a report by the Florida Department of Education identifying the school subject areas experiencing the most critical teacher shortages, the school disciplines with the greatest need for teachers in the 2018-19 school year are general science, English, English for Speakers of Other Languages (ESOL), Exceptional Student Education (ESE), mathematics, reading and physical science. About 11.56% of English courses, 13.56% of ESE courses and 6.75% of math courses were reported as being taught by a teacher without proper certification, according to the report.

Orange County also is no stranger to the ongoing challenge of hiring enough teachers and bus driver to service both its existing schools and upcoming relief schools — many of which are projected to be overcrowded before they even open.

According to OCPS spokeswoman Sara Au, the district, the fourth largest in the state and ninth largest in the country, had 14,213 teachers employed during the 2017-18 school year. And the ideal number of teachers the dis-

TEACHER SALARY According to OCPS Spokeswoman Sara Au, OCPS teachers are paid an average salary of $48,245. The beginning base salary for a teacher with a bachelor’s degree and no prior teaching experience is $39,500.

Those with an advanced degree may receive more. A teacher with a master’s would receive a supplement of $2,780; one with a specialist degree would receive an extra $4,263; and a teacher with a doctoral degree would receive an extra $5,622.

OCPS is also experiencing a bus driver shortage. During the 2017-18 school year, the district had 846 bus drivers manning its fleet of 916 buses. The ideal number of bus drivers is 980, which includes the number of bus substitute drivers to have available when needed, OCPS spokeswoman Sara Au said. That figure is based on the number of expected riders from the number of students eligible for free bus transportation, Au said.

Currently, OCPS buses 70,553 students daily. Annual salaries for new bus drivers range between $32,000 to $36,000, depending on their experience.

According to OCPS enrollment data, 209,324 students were enrolled in OCPS as of May 15, which jumped from 205,391 students as of Sept. 1, 2017 — an increase of nearly 4,000 students.

However, even more students are expected to come with the completion of planned relief schools, further stressing the district’s resources and need for teacher hires.

According to the district’s 10-year Capital Improvement Plan from 2017-18, five new relief schools opened in 2017, and 17 new relief schools are slated to open in the coming 10 years. More schools may be on the way within that same time frame if other proposed projects are accelerated.

New year, new digs Students at both Maxey and Frangus elementaries will start the 2018-19 school year in brand-new buildings.

tarting a school year typically brings a lot of new things for students — new books, new teachers and new classmates, to name a few.

The students of Maxey and Frangus elementaries will begin the school year with something extra special — new campuses.

Frangus Elementary School’s replacement campus was built on the site of the existing campus at 380 Killington Way. Maxey Elementary School is moving to a replacement campus located at 602 E. Story Road, the corner where Story Road meets Ninth Street in Winter Garden.

Lauren Roth, senior manager of facilities communications for Orange County Public Schools, said the replacement campuses were needed for both schools.

“These facilities have a single, secured entrance,” Roth said.

“They’ve got a single administration area. They’re our latest and safest campuses. When we build new (school) sites, we bring them up to all the latest standards.”

Roth said Maxey Elementary was built in 1966 and is located in an industrial area. The new campus is located in a more residential area, which makes it more walkable and safer for students.

Frangus Elementary opened in 1992 and was built as a “modular campus” with portables for classrooms. The modular design was always intended to be temporary, Roth said.

“In both cases, we’re taking outdated or dilapidated buildings and creating new schools that will be the pride of (those) communities,” Roth said. “Every kid gets excited about walking into their brand-new school and seeing new books in the library, new furniture, the latest technology and this just shows students, the staff and the community how much we care. We really have to thank taxpayers because without the half-penny sales tax that the vot-

Although Maxey Elementary will be moving to a new campus, the old campus still will be used, Roth said.

“We’re looking at using the old Maxey site partly for administrative offices and partly for an Exceptional Student Education program,” she said.

Maxey Elementary School Principal Carletta Davis-Wilson said the new campus is beautiful and much deserved. She added that

teachers who recently have been to the new campus to decorate their classrooms are excited about the campus’ new features — and that excitement is reflected on the surrounding community, as well. “(The teachers) are just overjoyed at the different features that it has,” Davis-Wilson said. “The community is elated. … Everyone I’ve spoken to has (commented on) how beautiful it is when they pass by the building driving to and fro. They say it’s just gorgeous, and they cannot wait to come inside.”

Windermere High: Year one assessment West Orange’s newest high school received high marks from OCPS on its first-year report card.

Orange County Public Schools has released its report cards for the 2017-18 school year, and Windermere High ranked slightly higher than the district and the state in its inaugural year.

The district constructed report cards that highlight each school’s efforts to provide their students with a complete education in the 2017-18 school year.

OCPS stakeholders had requested a wider range of indicators to be used in measuring the performance of a school and individual students. These report cards reflect the priorities of the stakeholders and OCPS’s commitment to provide a well-rounded education for all students.

“I have said time and again that a single test score should

not define a student’s success,” OCPS School Board Chairman Bill Sublette said. “Throughout my almost eight years on the School Board, I have seen tremendous growth in our schools.

Our school report cards provide a deeper, more complete picture of student performance and accurately reflects the learning and growth occurring every day in our schools.”

“All of our schools work hard to help students succeed,” Superintendent Barbara Jenkins said.

“While required, it is important to note that state tests are not the only measure of a school’s accomplishments. In 2016, our community provided input on what a school report card should include instead of a state-assigned single letter grade. OCPS school report cards provide a more comprehensive view of our schools for par-

ents and our community.”

Because Windermere High opened without a senior class, there will not be any College and Career Readiness data until the 2019-20 report card.

The school’s student body is 12.1% English Language Learner and 5.2% Exceptional Student Education. In the district, those numbers are 15.9% and 11.6%, respectively.

In addition, the state of Florida has released its letter grades for all schools.

“Note the difference between OCPS School Report Cards and the grade that a school receives from the state,” OCPS media relations spokesperson Sara Au said.

In the West Learning Community, Maxey Elementary had

the highest gains, showing the highest increase in English/Language Arts and overall. Maxey also showed one of the highest increases in math and a great increase in science, as well. “(Windermere High) didn’t really get a full grade this year because they didn’t have a senior class and because about 5% transferred from private school, so there was no previous score for those kids,” School Board member Pam Gould said. “Overall, new school, new year, new everything — they did phenomenal.”

Windermere received a B, as did West Orange, Olympia and Dr. Phillips high schools. Ocoee High received a C. In the fall, Windermere High will have an enrollment of 3,300 students; Gould stressed no portables will be set up.

The school was built with multiple large collaboration spaces, which are located in front of classrooms to be used for studying, reading, technology and meetings. Gould said these spaces are being turned into classrooms.

“That will help us get through next year, and then we’ll see where we are,” Gould said.

Visual and performing arts participation was 44.5%, compared to 43.1% for all of Orange County.

School Climate measures the overall student, parent and staff survey scores from 1 (strongly disagree) to 5 (strongly agree). Windermere High School received a 3.34 student score, compared to a 3.33 overall score for the district; a 3.63 parent score compared to a 3.87 district parent score; and a 4.18 staff score compared to a 3.94 district staff score.

Windermere High attendance reached 92.9%, compared to the district’s 91.3%.

The suspension rate was 7.5% at the school and 11.4% in the district.

The report card included school demographics, as well. The student body at Windermere High School is 34.8% Hispanic, compared to the district, at 41.4%; 47.9% white, compared to 26.7% in the district; 7.9% black, compared to the district’s 24.8%; 6.6% Asian, compared to 4.8%

Tips for Organizing Play Time for Young Children

Playing and learning go hand-in-hand, as play provides a natural context for children to practice and reinforce essential skills.

Children learn a wide variety of skills during play including cognitive, physical, language, social, and literacy skills.

Parents can help facilitate play and learning by arranging playdates for their children.

When arranging a playdate, carefully consider the characteristics of a potential playmate, ensuring that the playmate is around the same age as your child and has similar interests. As children become older, they can select classmates or peers that they wish to play with.

• Practice difficult skills.

For example, if your child struggles with sharing, role-play how to share prior to the playdate.

• Provide structure.

Be sure to set a time limit for the playdate that is appropriate for your child. Make a list of activities, and allow children to take turns choosing ones they will enjoy. Choose activities or toys that promote social interaction and cognitive development, such as board games, puppets or blocks. You may also include toys that encourage pretend play, such as dolls, racecars, action figures, etc.

• Review the rules.

Children succeed when they know what is expected of them. Review the rules with all children prior to playtime: behavioral expectations (e.g., no running in the house) and social expectations (e.g., take turns when playing with blocks).

Try to include a snack or cooking activity. This is a great way to practice following directions, sequencing, asking/answering questions, turn taking, and social skills.

• Get moving.

Incorporate physical activities during playdates. Go to a playground or park, or allow children to play in the yard under adult supervision.

• Let children play.

At first, children may need a bit of adult support for a playdate.

However, as they become more confident and comfortable, slowly fade adult support and allow children the opportunity to play creatively.

Rember that playdates can be fun for both children and parents.

Helping your child develop appropriate play skills is critical to social development and sets your child up for success.
