Impact of BEE ESs According to tthe CEC, Califo ornia's BEESs, along a with stan ndards for enerrgy efficient appliances, are the main reaso on why per capiita electricity co onsumption hass essentially stayed flat in C California sincee the mid-1970ss, while it continued to increaase in other states. The stan ndards saved more m than $56 billion b in electriicity and natural gas costs between 1978 and 2006 and averted a the con nstruction of 155 large power plants. p It is estimated that the standards will w save an ad dditional $23 billion by 2013.19 The BEESs and appliance sstandards reducced peak powerr demand in 2003 by 5.75 GW and electric energy use by 111 TWh/yr. Thee electric energy y needed to cooll a new home in n California has declined by y two-thirds (ab bout 2,400 kWh h/yr to 800) from m 1970 to 2006, despite the fact that new h homes are now w about 50 perceent bigger and located in warrmer inland climates.20 The average drop of air conditio oning usage by 3 percent per year while house size grew w 1.5 percent peer year is due to o a combination n of requiremen nts of BEESs and appliance sstandards; see figure A5.4. The revised d 2008 standard ds are estimated d to generate an nnual energy sav vings of 561 GWh for electriicity and 557 GW Wh for natural gas, reduce elecctrical demand by 132 MW annually and an nnual CO2 emisssions by almostt 0.5 million ton ns.21 Figure A5.4.
