Dispute over the data, measures of impact, data collection methods, or data analysis tools. Disputed data or information are less likely to be used for decision making. Unclear measurement or analysis tools, or measurement tools that have not yet been agreed on: Such uncertainty may reduce the credibility of information presented. Challenges with data storage and analysis: Thoughtful analysis of data can entail a great deal of labor if data are stored or compiled in ways that frustrate flexible analysis (Wayman 2005:298).
If data are not used, it sends a powerful message to those who collected them that data are not important. This, in turn, will influence stakeholders’ motivation to continue reporting data. How do we know when information has been used to make decisions to improve your organization’s results? Most decision makers, when asked, will affirm that they use information. How do we verify that information has been used? Although it is difficult to quantify or measure information use objectively, evidence of information use can be tracked by qualitative means: • • • • • • • •
Mid-term corrections of a program design or its implementation are made based upon new data reported. Funds are redirected to high performing programs away from poorly performing ones. Poorly performing programs are identified and improved, well-performing programs are recognized. Accurate reference to the latest available information in reports. Dissemination of reports and visual evidence of these in program implementers’ offices. Implementers ask for further information on M&E reports. The strategic plan identifies solutions to noted problems in the country or organization. Implementers refer to reports and information when discussing matters relating to the behaviors or situations they seek to change.
