Step 3:

Secure a project sponsor and present the project concept note to senior management

A project sponsor is a senior-level official who supports the database and will motivate its development at senior government level. This project sponsor will be important both for overall support, resource mobilization, and database implementation. After presenting the draft concept note to the project sponsor, obtain his/her comments and make changes accordingly. Deliverable: Identified project sponsor who has approved the project concept note.

Step 4:

Present the draft concept note, together with the project sponsor, to gain political and managerial buy-in and support

a)

Approval for database planning to proceed;

b)

Who should constitute the database technical review committee;

c)

Resource availability for the database planning phases;

d)

How funding for the eventual implementation will be secured; and

e)

Related government initiatives of relevance or interest.
