Food Service Operator Aramark’s failures at Patagonia Lakes and Kartchner Caverns Undermine
Arizona State Parks’ Goals
Arizona State Parks and Trails (“ASPT”) operates without taxpayer funding, which means it must generate its own revenue to maintain park operations and make critical improvements to aging infrastructure.1 To ensure that ASPT garners maximum revenues from our state parks, and to improve park experiences for guests, we urge the Arizona State Parks Board (“ASPB”) to open up the bidding and review process for concessionaires to foster competition and support the state’s $11.7b outdoor recreation industry.2
In our report, we focus on the contracts held by Aramark at the Patagonia Lakes and Kartchner Caverns State Parks. According to ASPB’s State Parks Visitation & Revenue Program Summary (FY 2023 & FY 2024), visitations to Kartchner & Patagonia Lake State Parks were up (Kartchner: 135,700 visitors in 2023 vs 152,300 in 2024; Patagonia Lake: 235,300 in 2023 vs 235,400 in 2024) but revenues at each of these parks dropped over this period (Kartchner: - 5.83% & Patagonia Lake: -7.07%).3 Aramark’s underperformance and staffing issues has potentially undermined guest experiences the broader goals of the ASPB to “advance outdoor recreation initiatives that strengthen both their agency and the state’s economy.”4 ASPB’s experience with Aramark is exemplative of the need for an open and competitive bidding process that will allow ASPB to pursue the best vendor services for Arizona’s parks.
The ASPB awarded Aramark the Patagonia Lakes and Kartchner Caverns profit and loss contracts in 2016. Both are 10-year contracts—the Kartchner Caverns contract expires March 31, 20265 and the Patagonia Lakes contract expires January 31, 2026.6 At Kartchner Caverns, Aramark operates the Bat Cave Café, Campground and RV sites, the gift shop, cabins, exhibits, the Discovery Center, as well as maintenance.7,8 At Patagonia Lakes, the firm operates the marina, RV and boat rentals, campsites, cabins, the park store, the visitor center, as well as maintenance.9,10
KEY FINDINGS
Kartchner Caverns and Patagonia Lake State Parks are the 9th and 4th most visited parks out of 30 parks and yet, their revenues diminished between FY 2023-FY 2024.11
Aramark has underperformed financially, consistently being short by close to or over $100,000 of the firm’s revenue projections at Kartchner Caverns from 2018 to June 2024 and at Patagonia Lakes from 2022 to 2024.
Customers and ASPT officials report that Aramark has understaffed its stores and restaurants within the two parks, which has impacted customer experience, satisfaction, and hours of operation.
Aramark has failed to respond to maintenance requests from ASPT in a timely manner, with basic repair requests often taking two years or more.
The ASPB should not renew Aramark’s contracts at Kartchner Caverns and Patagonia Lakes when they expire in 2026 and find a new concessionaire that will better serve the state.
ARAMARK’S FINANCIAL UNDERPERFORMANCE
Aramark operates Patagonia Lakes and Kartchner Caverns under the profit and loss model and pays specified fees to the ASPB. For Kartchner Caverns, Aramark must pay a minimum annual concession fee of $160,000, or the sum of 25% of all store merchandise sales, 22% of all café sales up until $500,000 in revenue, and 25% of café sales for sales until $500,000 in revenue.12 The original contract states that Aramark must pay “[t]he higher of $175,000 annually, or percentage of sales as follows”,13 but the annual minimum guarantee was later lowered to $160,000.14 For Patagonia Lakes, Aramark must pay 8% of store sales of revenue up to $300,000, and 10% of store revenue above $300,000. Fees also include 15% of boat rental revenue up to $60,000 and 20% of boat rental revenue above $60,000, 2% in net fuel sales, and a $10,000 annual franchise fee.15,16
Figure 1 illustrates total revenue Aramark generated at Kartchner Caverns from 2018 through the first half of 2024, fees owed from Aramark to APS pursuant to its contract, and the difference between revenue projections provided by Aramark in 2016 and actual revenue.
At Kartchner Caverns, Aramark underperformed its projected revenue from 2018 to 2023, and had achieved just over 31.5% of total projected revenues for 2024 by August of that year. In 2018 and 2019, before the COVID pandemic, Aramark underperformed its projections by $176,480.44 and $227,787.29, respectively. In 2020, Kartchner Caverns’ actual revenue was $818,991.65 under its projected revenue. This was, in part, due to suspending cave tours, although the campground and park were still open.22
Revenue has not returned to pre-COVID levels. While visitation decreased by 1.9% from 2022 to 2023, revenues decreased by 9.43% over the same period,23 raising questions as to whether Aramark failed to capitalize on many potential customers.
Aramark is subject to a minimum guarantee of $160,0000 at Kartchner Caverns. Pre-COVID, Aramark met that figure, but in at least 2022 and 2023 Aramark failed to meet the $699,000 in annual revenue necessary to generate the fee.24

During the application for the current Patagonia Lake Contract, Aramark submitted a projected table of expenses (without the revenue-based fees) and gave planned projections for labor costs and total revenue.
Aramark also did not meet its expectations for projected revenue at Patagonia Lakes. Aramark’s visitation increased by 14.1% between 2022 and 2023, and revenue increased by 12%.27 In 2024, visitation fell by 3.1%, but revenue fell by 4%.28 There is not a guaranteed minimum fee other than the $10,000 annual concession fee.29 Data for pre-COVID total revenue is not available.

CUSTOMER COMPLAINTS REVEAL OPERATIONAL PROBLEMS
AT PATAGONIA LAKES AND KARTCHNER CAVERNS30
Out of a total of 66 comments in the Visitor Comments document related to Patagonia Lakes, 19 were about the hours of operation and staffing.31 Pricing issues were also common. The payment methods available were also inconsistent.32 In the example in Figure 3, the store only took cash. However, in May 2024, a visitor also reported that “(the store) did not accept cash?? That caused us to drive away from camp to Walmart to buy what we needed.”33
Staffing Issues: Scheduling Problems and Understaffing
According to Visitor Complaint records provided by APST, Aramark’s food service operations at Patagonia Lakes suffer from understaffing and scheduling issues.35 APST provided 19 complaints about the hours of the store being inconsistent, six of which mention the lack of staff or understaffing.36 This also appears in performance reports.37
A complaint from April 2024 described there being only one worker who was doing all of the stocking and running the store, with the sign saying open, but the door being locked. This allegedly turned away multiple customers.38 Service complaints also highlighted scheduling issues. A complaint from March 2022 recalled a worker being told that they could leave early that day, and so they would not rent a pontoon boat out.39 Other complaints cite store hours being a concern. A March 2024 complaint cited similar worries, stating that the store was allegedly closed at various random times when it should’ve been open, such as 10 AM, noon, and 3 PM on multiple days.40 Staffing and scheduling are a point of contention in about 28% of Patagonia Lakes complaints.41

At Kartchner Caverns, understaffing has also been an issue. Kartchner Caverns Parks Manager Erika Way wrote on April 30, 2025 that “There are days, sometimes several in the same week, where due to staffing they don’t even open the cafe” and “They have not been ordering stock in a timely manner leading to days where they are out of stock on almost all food items and their soda fountain has been down for some time because they don’t have co2.”42 She concludes, “I am not under the impression that they will fix this but I do not like that I have visitors coming back from the last tours of the day and the gift shop is already closed and that they can hardly get a decent snack in the cafe.”43
There are 100 complaints (out of 299) on the Kartchner Caverns Visitor Comments document detailing alleged inconsistencies with the hours of operation. An April 2022 comment stated that, “Bat Cafe could use some work, more grab and go options, more staff. One poor girl doing everything during lunch hour.”44

Maintenance Quality and Delays
Complainants also detail maintenance and cleanliness issues at Patagonia Lakes. Since 2017, there have been seven visitor complaints indicating substandard maintenance of the docks. One states that people were tying their boats to picnic tables, and that the complainant was allegedly injured after tripping over the lines.45 Aramark also runs the boat rentals at Patagonia Lakes, and there are five complaints about the boats being in disrepair. A May 2023 complaint described the gas pumps being down, while there were no gas stations in the area, alongside the dock being in disrepair with only two lugs to secure boats.46
Multiple alleged performance issues were documented. Within the Patagonia Parks, as of July 2024, propane tanks were allegedly lacking,47 and the gas pump and air pump were both missing doors.48 Parks officials noted that while Aramark did fix a dock in the marina, it was done with untreated wood in 2023, and “might last two years.”49 The dock and the slip guard were reported to need repairs again in November 2024,50 and as of May 29, 2025, material to fix the issue had been purchased and was on site but Aramark had yet to obtain quotes to get the work done.51 The eaves also started sinking in one of their buildings in 2022, and the APSB asked Aramark to fix the issue. Aramark did not hire a handyman until September 2024, and the handyman did the work incorrectly, leaving this important maintenance not done with no updates for another eight months.52,53

POTENTIAL VIOLATIONS OF ARAMARK’S CONTRACTS AT PATAGONIA LAKES
AND KARTCHNER CAVERNS
A review of records furnished by APST revealed potential contract violations that merit investigation.
Kartchner Caverns
Section 1.8, Special Terms and Conditions
“‘Capital Budget Plan’ means a plan that is submitted annually which outlines the real and personal property capital improvements the Concessionaire is planning to complete in the coming year.”54

In an email response to an information request, the ASPT deputy assistant director noted that “Aramark’s “Arizona State Parks and Trails has not received a capital budget plan from Aramark.”55

“Provide a detailed description of the procedures for all food and beverage handling services.”56

An email response to a records request for Aramark’s food safety plan stated, “Arizona State Parks and Trails has not received a food safety management plan from Aramark.”57

“Offer for sale products and services at a price which offers value to customers, and be representative of reasonable pricing policies based on the premise that the public will be charged no more for merchandise and services at the park than for the same or similar merchandise and services at similar retail outlets, or other recreational facilities in the area of the park.”58

An April 2023 complaint stated, “The prices were way too high in my opinion. I usually always buy something from the state park gift shops but I could not justify buying anything for the listed prices.” A February 2024 complaint stated, “I feel the prices in the gift shop were extremely high!! There were a few items I wanted to purchase, but felt the high prices were ridiculous.” A November 2022 complaint stated that, “$9 for a magnet and $36 for a T-shirt is too much.”59

Section 11.1s
“Capital Budget Plan: The Offeror must submit a capital budget plan to the ASPB annually, (60) days prior to the end of each year. The ASPB has approval rights on all capital budget plans.”60

In an email response regarding an information request, the ASPT deputy assistant director noted that “Aramark’s “Arizona State Parks and Trails has not received a capital budget plan from Aramark.”61
Section 5.1
“The Offeror shall provide the services outlined in the contract year-round. Some service levels may be reduced seasonally. The APSB expects operating hours to be as expansive as possible. Suggested operating hours are as follows:62

There are 19 different complaints about the inconsistency of hours from 10/12/2021 to 5/30/2024. Some state the store is closed when it is listed as open, and others complain that the hours of operation should be longer.63
The APST manager, Erika Way, emailed on April 30, 2025 that “They have been telling me the same story about staffing and payroll hours allowance, but there is clearly a drive for them to correct these issues. We are getting 10-2 on a long day in the cafe and 9-3ish in the giftshop. There are days, sometimes several in the same week, where due to staffing they don’t even open the cafe.”64 Alongside this, in Visitor Comments, there are 100 complaints about hours of operations conflicting with the scheduled tours.65
Section 6.1.3
“Ensure that all of the Offeror’s rental watercraft passes mandated USCG (United States Coast Guard) inspections.” 66
Section 6.1.5
“Conduct mandatory safety video viewing if the Offeror rents personal watercraft (“PWC”). The Offeror will be responsible for providing a safety video viewing area and informing users of safe and proper use of a PWC. Videos are typically available from PWC manufacturers. The Offeror will ensure that anyone who rents a personal watercraft views the safety video before operating a rented PWC. At its discretion, the ASPB may determine whether to approve the safety video.”67

Policy surrounding the boat rentals was unclear, with a complaint from October 2022 stating, “He (the employee) never went over the coast guard checklists, didn’t check the condition of the boats, didn’t care that the boat he gave me had more missing and broken parts than good ones…”68

“Provide and maintain safe docking and mooring structures at the equipment rental area. The Offeror will also be responsible for complying with all applicable water safety regulations and laws.”69

On March 10, 2023, an inspector on behalf of APST reported that the slip guard on the dock was allegedly not repaired correctly and stayed in disrepair for at least two years.70 According to one complainant, this allegedly affected customers, who resorted to tying boats to picnic tables in June 2023.71

“Use a formal food safety management plan to ensure compliance with public health and safety operating procedures, processes, personnel responsibilities, and training. At a minimum, this plan will address safe food storage, handling, and preparation.” 72

When I bought that these items were not rung up in the register.” 76 In 2024, the opposite was true, with someone complaining that “Everything in the store was way overpriced. And (they) did not accept cash?” 77

“Key Personnel. The Offeror will provide adequate staff of experienced personnel who are capable of and devoted to the successful accomplishment of work to be performed under this contract.” 78

“The Offeror must maintain the concession and state facilities (interior and exterior areas, as applicable) in a clean, sanitary, and safe manner, and in good order and repair, at its own expense and to the satisfaction of the ASPB, based upon guidance provided in the Scope of Work. This satisfaction includes, but is not limited to, complying with all guidelines provide herein.”85

The performance issues documents detail interior eaves sagging since 2022,86 and maintenance has not been correctly completed for two and a half years.87

“The Offeror must operate, repair, replace, and maintain all interior and exterior utility systems within the park as part of the Contract.”88

An air pump was broken in June 2024. There have been no further updates on this matter, raising questions as to whether repairs have ever been made.89
CONCLUSION
In summary, this report is indicative of how accountability is critical for ongoing contracts and to recognize that the ASPB can demand better performance from its concessionaires. In a time of revenue challenges, ASPB must seize the opportunity to widen the search for a concessionaire who is committed to the ASPB goal “to connect people with the outdoors and history in Arizona to build a lifetime of memories” and to make the ASP “a leader in sustainable outdoor recreation for current and future generations.”90
Records provided by APST indicate that Aramark has allegedly failed to meet revenue projections at Patagonia Lakes and Kartchner Caverns. Furthermore, visitor complaints and internal communication between APS staff, Aramark representatives and APS/Aramark clients raise serious concerns about Aramark’s with hours of operation, maintenance quality and timeliness, visitor experience, and adequate staffing at these operations.
Worker Power recommends that Arizona elected officials take the following actions to improve operations at Kartchner Caverns and Patagonia Lakes and maximize revenue to the State of Arizona:
1. Ensure that all ASPT procurement proceeds in an open, transparent and competitive process to maximize both public engagement and opportunities to maximize revenue.
2. Conduct an audit of Aramark’s performance at Kartchner Caverns and Patagonia Lakes that investigates the following:
a. Aramark’s failure to meet its revenue projections.
b. Reports regarding insufficient staffing and reduced hours of operations.
c. Aramark’s failure to provide food safety plans or capital budget plans and other potential contract violations.
d. Aramark’s pricing versus peers in Arizona.
3. Initiate a public “Request for Proposals” for the Patagonia Lakes contract (expiring 1/31/2026) and the Kartchner Caverns contract (expiring 3/31/2026).
4. Based on these facts and the results of the audit, consider awarding the Patagonia Lakes and Kartchner Caverns contracts to a different concessionaire.
