STATE and LOCAL April 6 It’s about time for the city finance manager, the procurement manager and the city manager to leave. It’s unknown how many thousands of dollars have been mismanaged throughout the years. The city council and citizens advisory committee have been herded by the city hall staff in a direction favorable to the city manager’s and assistant city manager’s personal agendas; items such as Vista 2030. Let’s worry about 2016. Name Your City and branding should be off the table. Whose bright idea was it to put toll booths on Fry Blvd.? They got rid of the cameras; how long do you think this is going to last? And how do you think it will affect businesses

April 7 My wife and I moved here from Rio Rancho, N.M., over three years ago. We love living here among friendly pleasant people and family, but we do miss the activities and social activities we had at the Meadowlark Senior Center, operated by the city. The center had a dining hall serving a hot meals daily for about $2. Indoor activities included computer, writing, dance, and exercise classes; plus game playing. Outdoor activities include daily walking group, arranged hikes, van trips to interesting parks and various places. Maybe some of these senior activities are here in Sierra Vista, but we have not seen any advertised as yet.

County Supervisors, you need to address this issue and deal with this woman’s tragedy. You are not doing what you are supposed to do, which is taking care of citizens, not just the roads. You are not even paying her the cost of one mile of road repair for the loss of her husband. Unbelievable. About the incompetence of the Sierra Vista Department of Public Works regarding the intersection of Coronado and Busby: The city has dug that up and put gravel all over and there are several signs saying loose gravel and bumps. That intersection is one of the main thoroughfares in this part of town. It’s been in bad condition for over a month. There are deep holes and large gravel spread out over the whole intersection. If you are concerned and travel over this and want to make a comment, call the Dept. of Public Works at 458-5775. This is disgusting.

Gordon Douglas of Bisbee wrote a great letter in today’s paper. He commented on the cuts being made by our state legislature. The only thing that I wish he’d added is that while the Phoenix legislators are busy cutting education and stealing money from the schools they also are buying more prison beds. We’ve had the biodiversity group all up in our business over the Tribute development. But now that Benson is planning a development four times larger than

Tribute, not a peep out of the biodiversity crowd. So I believe it really has nothing to do with water. I went to the open house for our new hospital today and it’s beautiful! The grounds are artistically presented and very pleasing to the eye. It’s a shame that other people gripe about the name. I like Canyon Vista. It suits our hospital just fine. There are so many other things in our fine city with Sierra Vista in the name. I think Sierra Vista has its first highrise! To the person who chided me for being hostile toward a woman whose car I backed into at the Safeway parking lot. She was pointed forward with good vision while I was backing with limited vision. She could have backed up or honked her horn. She did neither. Her first words were “are you insured?� I asked her to call me and I would take care of getting her car repaired. She filed a claim in excess of $1,000. This is a fraudulent claim which all insurance holders pay for with higher rates. Not a nice lady. Traveling down Picadilly Way almost every day I can’t help but wonder if the people delivering in the 1800 and 1900 block are just passive wimps. How can you just sit there and let that man on the 1900 block run a business out of the house and store those giant pods in the driveway and even on the city streets? It’s obvious the city doesn’t care. I think I’ll start a dumpster business and put dumpsters all up and down in front of my house. Obviously the city won’t do a darn thing. Somebody needs to wake up around here.

PHOE N I X — G ov. Doug Ducey has signed legislation that could leave more than 150,0 0 0 Arizonans without needed health care subsidies. T he new l aw sp e cifically bars state and local governments from using their resources to “enforce, administer or cooperate with the Affordable Care Act.� And that specifically prohibits Arizona from

setting up its own statebased health care exchange or marketplace. For the moment, that changes nothing: Jan Brewer, Ducey’s predecessor, never sought such authority after the federal law was adopted. And nothing in the federal law forces states to have t hei r own exchanges. In the interim, Arizon a n s h ave b e en purchasing coverage t h r ou g h e xc h a n g e s set up by the federal government. More to the point, about 75 percent are getting some sort of subsidy to underwrite the cost of the premiums. But a l l t hat cou ld change radically when

the U.S. Supreme Court rules, potentially within weeks, on whether the wording of the federal law specifically precludes the government from giving subsidies to those who get their care through a federa l exchange. I f that is the case, the subsidies go away — making the coverage no longer af fordable for many T h i s do e s not a ffect the poorest Arizonans who already get free care through the state’s Medicaid program. Instead, it would mean no f i nancia l help for the working poor and middle class who have trouble paying for commercially

available coverage. More t ha n 2 0 0,0 0 0 Arizonans have sig ned up for coverage, with about 75 percent getting some form of subsidy. Ducey brushed aside questions of what happens then. “I’m not going to speculate on what the Supreme Court is going to do,� he said. “We’ll have to deal with the ruling of the court when that ruling comes,� the governor continued. “And I think we’ll be prepared with some good ideas.� And depending on the ruling, Ducey said, “the state may have to act.� Does that mean reversing course?

“No, I’m not in favor of a state exch a n ge,� the governor responded. “I’ve been outspoken on this issue and what my opinion is of Obamacare and I’m no fan of it,� he continued. “But let’s see how the court rules and then we will have a plan of action.� But the governor denied that in signing legislation prohibiting a state-run exchange he has effectively precluded one option. “Let’s wait and see how the court rules,� Ducey said. “Once the court rules, the state may have to act, or it may not have to act.� The legal arguments, heard by the high court
