STIMULUS PACKAGE

DOES IT REALLY MEAN TO IMPETUS GROWTH AND EMPLOYMENT? Rajesh Tiwari

The Government of India announced Stimulus Package – for tourism and hospitality sector (first and worst industry affected by the spread out of Covid-19) atlast by recognisng the demand of the industry stakeholders facing unprecedented difficult situation and fighting for its survival. In an attempt to understand its importance and relief, Whereabouts interacted with the representatives of the sector to know that ‘Is it what the industry wanted from the Government as a relief to minimise the adverse impact of the pandemic? Among varied opinions i. e. extention of free visa deadline, interest free loan, one time financial assistance, rebates and moratoriums, one thing is clear that the Stimulus Package – in its current form, fails to attract the industry stakholders for various reasons. Find out the detailed reactions from the leading industry associations and representatives.

personal loans will be provided to people in tourism sector to discharge liabilities and restart businesses impacted due to the pandemic. The scheme will cover 10,700 Regional Level Tourist Guides recognised by Ministry of Tourism and Tourist Guides recognised by the State Governments, and about 1,000 Travel and Tourism Stakeholders (TTS) recognised by Ministry of Tourism.

nion Finance & Corporate Affairs Minister Nirmala Sitharaman announced a slew of measures to provide relief to diverse sectors affected by the second wave of COVID-19 pandemic. The measures announced aims to provide impetus for growth and employment.

FREE ONE MONTH TOURIST VISA TO 5 LAKH TOURISTS Free one month tourist visa to 5 lakh tourists is aimed at boosting the tourism and hospitality sector. It envisages that once Visa issuance is restarted, the first 5 lakh Tourists Visas will be issued free of charge to visit India. However, the benefit will be available only once per tourist. The facility will be applicable till 31st March, 2022 or till

5 lakh visas are issued, whichever is earlier. Total financial implications of the scheme to the government will be Rs 100 crore.

LOAN GUARANTEE SCHEME FOR TOURISM STAKEHOLDERS

Travel and tourism stakeholders will be eligible to get a loan up to Rs. 10 lakh each while tourist guides can avail loan up to Rs 1 lakh each. There will be no processing charges, waiver of foreclosure/prepayment charges and no requirement of additional collateral. Scheme to be administered by the Ministry of Tourism through NCGTC.

e are grateful to the Hon’ble Prime Minister and Hon’ble Finance Minister for giving some relief to the tourism industry including 5 lakh free visas applicable till 31st March 2022, whenever visas are open, and we are grateful to the Hon’ble Tourism Minister for supporting the industry,” said Rajiv Mehra, President, Indian Association of Tour Operators (IATO) reacting to the announcements that were made by the Hon’ble Finance Minister giving relief to the affected sector including tour operators and registered tourist

guides in tourism sector. “We are hopeful that ‘Tourist Visa’ will open soon and has appealed to the Hon’ble Prime Minister that all visas for duration of 30 days should be free for all those who apply for Visa till 31st March 2023, added Mehra. “We thanked the Government for considering loan to the tour operators and the guides but requested that Government should also consider giving one-time financial grant to all recognised tour operators which could be 50% of the wages paid

by the tour operators in 2019-20 and Rs. 2.5 lakh to each tourist guide recognised by the Ministry of Tourism/State Government as one time grant,” explians Mehra. “We are hopeful that release of SEIS 2019-20 for tour operators earning foreign exchange in services sector, which is pending governments announcement, the percentage may be considered at least 10% of the foreign exchange earnings so that it can give some support to the tour operators for them to survive and revive their business during this stressed

situation and our members get some oxygen and do not land up on ventilators,” concludes IATO President.

Finance Minister Sitharaman’s loan guarantee scheme of 300 crores to the registered agents and tourist guides, not for being a well thought support scheme but for finally acknowledging that the travel and tourism sector exists and is need of support.” “We have been expecting relief, rebates and moratoriums since last 14 months of our struggle with the pandemic. “Most of the members engaged in domestic tourism are registered with State Tourisms, with specific concentration to their regions. The outreach of this relief is minuscule and the Government needs to broaden its horizon by verifying the travel agents from data of registration under MSME and GST.The travel and tourism industryhas been contributing

TAAI President says that the loans that are being offered are not at all feasible for the tourist guides too as it attracts a very high interest. They may have to avail the loan for survival, but it will be very difficult for them to be able to repay with ease at such a high interest rate. She feels that the initiative of granting free visa for first five lakh foreign tourist is surely a move to be appreciated. TOO LATE AND TOO LITTLE

W

hile reacting on the stimulus package announced for the crisis ridden tourism & hospitality sector as a sort of relief by Finance Minister Nirmala Sitharaman, President of Confederation of Tourism Professionals of India (CTPI) Dr. Subhash Goyal said, “This announcement is too late and too little. Already 10 million people have become jobless and thousands of companies have become bankrupt. Tourism is not only the largest employment generator but has a multiplier effect on all other sectors of our economy.” While elaborating on the announcement and its relevance to the travel agents and tour operators including guides Dr Goyal suggested: Without the announcement of the date for issuance of

e-tourist visas and the date for starting of scheduled international flights, we cannot revive tourism and free visas will be meaningless. Moreover, all tourists who are spending air fare can easily pay for the visa fee. This will only benefit overland tourists from Myanmar, Bangladesh and Pakistan. The money saved by not giving free tourist visas can be utilized for giving grants to Tourist Guides and Tourism workforce. The giving of loans to Tourist Guides and Small Tour Operators is also meaningless because how will they return the loan and pay the interest when there is no business. If the government really wants to help, then there are only about 11000-12000 govt. recognised guides and

them to survive till the time our borders are opened and Tourist start coming to India.

govt. can easily give them a onetime grant under the same provision like they are giving to Farmers and Ration to the Below Poverty Line (BPL) people. In the same provisions, grants can be given to Tourist Guides, small & medium Tour Operators, Tourist Bus/Taxi owners & Drivers etc. This would help

If the government is serious, they have the balance sheet of all tour operators who have honestly being paying taxes for such a long time, based on the before Covid-19 balance sheet, they can give an interest free loan; repayments of which should start only one year after international borders are opened. Similarly, based on this the govt. can pay at least 50% of the staff/workers’ salaries of these companies. Before talking about loans, government should first pay the SEIS amount which is legally long overdue and then talk about interest free loans.

to revive. A limit of Rs.10.00 lakh for travel agents, tour operators should not be the benchmark. “The amount may be fixed on income of the companies looking at their balance sheet of last three years. Presently, as tourism is not expected to revive fast it will be difficult for tour operators and travel agents to repay the loan on time,” stressed Mohanty. The crisis ridden industry is battling for its survival since the outbreak of Coronavirus. While recalling the efforts made by HRAO the Chairman informed that the hotel industry had appealed for increasing the moratorium period on the ECLGS=1 & ECLGS-2, but the Finance Minister has not yet commented anything on the same. “Without tourists and movement of corporate

travellers during this lockdown period, hotels are mostly closed. It was, therefore, requested to extend four years moratorium for revival of the hotel industry,” he added. HRAO Chairman feels positive that the Finance Minister will consider extension of the moratorium period for hospitality sector as hotels

“Our appeal to the Hon’ble Finance Minister once again to have a re-look at the tourism sector and also focus on world class tourism infrastructure building of India to enable India to compete with its neighbouring countries of South East Asia such as Japan, Thailand, Philippines, Singapore, Hong Kong, Malaysia, Sri Lanka, Nepal, China etc.” “We are sure with basic tourist infrastructure development, India will be able to compete with its neighbouring countries and make tourism ‘The Driving Force of the Country’s Economy’,” concludes Mohanty.

Travel requirements shifting to leisure and business While elaborating on the latest travel trends based on the experience of the Savaari Car Rentals, Aggarwal further explains that last four weeks (begenning of unlocking process and easing travel restrictions after second wave of pandemic) have seen a resumption of travel with a resurgence of car rental bookings.

A

t a time when the country has gone through the second wave of Covid-19 and gradually moving towards normalcy (by following all Covid-19 protocols to control the further spread out of the virus) it is expected that the interstate travel or outstation road trips may pick-up shortly. While travel was largely needbased (emergency and essential) during the second wave of COVID-19 with workplaces, and tourism slowly beginning to open up, the travel requirements are gradually shifting to leisure and business travel, reveals Savaari Car Rentals, one of india’s leading online chauffeur driven company. In a communication with Whereabouts, Gaurav Aggarwal, Founder & CEO, Savaari Car Rentals reveals that post pandemic travel is expected to resume broadly across three categories – leisure travel, business travel and essential travel.

Gaurav Aggarwal Founder & CEO Savaari Car Rentals

“With the ongoing vaccination drive resulting in the decline of the COVID-19 cases, coupled with quarantine tiredness, there is a gradual resumption of leisure travel. Most travellers are opting for shorter weekend trips or city breaks for vacationing at drivable distances from their homes in order to destress themselves. Staycations and workations still remain the most popular travel trends as of now,” informed Aggarwal.

Aggarwal is confident that, “While these are still early days, we believe that 100% recovery to pre-pandemic levels would be completed in the next two weeks. The current trends point to a very quick rebound in car rentals and travel in general.” While further explaining his point of being optimistic about the growing demand of business and leisure travel activities he further says that the pent up travel desire will slowly release in the form of short weekend getaways or simply a day out near one’s own city. Hence, as soon as people sense it is safe to venture out, they will opt for short, refreshing breaks to cure their ‘cabin fever’ and destress

Go get shot! It's the responsible thing to do By Rajeev Kohli Joint MD, Creative Travel

T

his is an expansion on a piece I recently wrote for the SITE India chapter newsletter. It is based on my firsthand experience of seeing the level of vaccine hesitancy not only in my town, but also within my immediate friends' circle. I got my first vaccination dose on March 3rd, shortly after the public opening. I got my second 6 weeks later. What surprised me both times is that barely 20-30% of the vaccination capacity at the centre was being used. People were just overly hesitant. Bizarre. And then when our second wave happened, boom – panic and a rush. And the obvious thing happened, vaccines ran out. Please, people - get everyone you know vaccinated. It is your responsibility to keeping yourself and the people around you safe. There is a direct benefit to mass vaccinations to us in tourism & hospitality and in that there can be no doubt. Those vaccinated will get priority in their travel rights. We can harp all we want about discrimination and unfairness, but in an imperfect world, this is the most perfect solution there is. When I look at key source markets, I see a sharp upswing in not only the desire to travel but also actual travel, all from people who got their vaccinations. We see destinations loosening rules for border crossings for those with proof of vaccination. Cities have opened up dining, malls and shops to the vaccinated. Carrying some sort of proof of being shot will be a new normal and one we need to accept. What does the proof look like? That debate will continue, but in the interim, there will be ways around it. If you look at our own Indian Cowin app, there is a new feature to verify a certificate from its QR code. So, we have already started a more secure system of checks. I firmly believe that travel, leisure as well as incentives will be fueled by the Vaccine. This is not anecdotal. I talk from a firsthand experience of seeing clients make plans and book services now that they have been jabbed. This will be the saviour of our industry. The last week has also seen news reports cover stories of our Indian vaccines being

accepted by the Europeans. So much noise was heard on the 'WhatsAppasphere'. It is a fact that nations are using the Vaccine as a tool of political pressure. Games are being played. But I do not doubt that Indian vaccines will be approved. The power of our spending will rule. The West needs our money and our travel power. So, let's not stress about if we will be allowed to travel or not. Things will sort out themselves for sure. Our industry is high contact. Such is the nature of tourism. So we need to approach our operations with the highest levels of responsibility in running our organisations. One step is to ensure that everyone in our system is vaccinated themselves. Going forward, itwill be mandatory that everyone who works for us is covered. Every guide and driver we use as well. We will ask everyhotel toshowproof of vaccination of its frontline employees. We need to ensure as many stakeholders are covered. Is this fair to infringe on personal choices?Maybe not, but that is a different debate. But there was nothing fair aboutthepandemic or how countries have reacted. As a business,we have a fiduciary responsibility to ourclients and guests to ensure they are safe. This is just one way to do it. As I said, in an imperfect system, every step counts. Ihave already been to a place that won't let you in unless you are vaccinated with at least one shot. The very same way we have been

I firmly believe that travel, leisure as well as incentives will be fueled by the Vaccine. This is not anecdotal. I talk from a firsthand experience of seeing clients make plans and book services now that they have been jabbed. This will be the saviour of our industry. used to walking into a hotel or mall after getting screenedby a metal detector, we will nowbe showing an app or paper with our vaccination status. Welcome to our new normal. My thoughts that are not unique to India alone. This is a responsibility that every tourism supplier across the world needs to consider. Unless we all walk in the same direction, we will not get the global tourism system back on track. We will only be as strong as our weakest link. Was I scared of getting a new product inserted into my bloodstream? No! I have faith in science and faith that they would not produce something that would kill millions, no matter how much they rushed. I read up how the R&D on disease control is done, and it is a fact that there are so many cures developed but never make it to market as the virus dies out on its own. The Covid Vaccine has been produced based on decades of historical research. So have confidence. I am happy that I now have a greater degree of freedom. I can travel. I can get on to a more normal life. Precautions will remain. New protocols will be respected. But I have shown my responsibility in protecting myself, my family and my employees. So go get shot! This one doesn't hurt.

Himachal Has Been Slightly Blessed during the Pandemic, GM Welcomhotel Shimla Neha Kirpal

A

bout 10 kilometres away from the hustle bustle of Himachal’s capital city, lies the grand Welcomhotel Shimla. Owned by Zed Infrastructure Private Limited and operated by ITC Limited, the hotel is spread over an expansive area of over five acres and surrounded by Mashobra’s rich evergreen forests. On 15th November, 2020, it was rebranded as a Welcomhotel property. Currently, it has 47 operational rooms (of which 12 are deluxe, 34 are superior and 1 is an executive suite), two food & beverage outlets (the indoor and outdoor all-day dining multi-cuisine WelcomCafe Cedar as well as Swizzle, the bar) as well as three banqueting and meeting venues. We caught up with Welcomhotel Shimla’s General Manager, Raj Panda, who spoke among other things about some of the hotel’s unique features, the effect of the pandemic and its plans for the future. What are some of the hotel’s unique features that set it apart from your competition? The road approaching the crescentshaped hotel is through a signature trail that exposes itself into a valley. All of its furniture has been made using anticarcinogenic material. Unlike other hotels in the area, each room is V-shaped with a valley-facing balcony and enjoys a view of either the sunrise or the sunset. Welcomhotels are all about enriching experiences. This hotel offers many of those. The property has an in-house putting green with two tees and two holes. There is a 24-hour fitness centre, an indoor recreational area for children having table tennis, billiards, American foosball, card room, library, chess, carom, ludo and a playstation. There are also daily yoga sessions, cycling, camping and river rafting services available on request. The Sunset Garden also offers various activities, such as air-gun shooting, archery and bonfires. What has been the effect of the pandemic? What are some measures you have taken to counter its effect?

By and large, Himachal has been slightly blessed during the pandemic due to the influx of tourists after both the first and second waves. However, we continue to be careful on several counts. We conduct a random RTPCR test of our staff members from each department on a weekly basis. Further, the WeAssure programme has enabled various stringent measures, such as screening of body temperature, disinfecting luggage, minimum contact during buffets, digital ordering of food, quarantining of vegetables and linen, sanitised cutlery, crockery and tableware as well as e-payment. What special promotions and packages are you offering during this time? There have been many long-staying packages during this time, such as staycations and workations. Then there is the Relax and Rejuvenate package for a minimum length of 15 days. Another package we have introduced is Dine at Your Own Convenience, which enables a guest to order food that can be left outside their room using zero-contact delivery. Our cancellation policy has also changed from a minimum of seven days’ notice to three days from the date of arrival. Since mid-2020, we have also been offering Doctor’s packages and Army packages to express a kind of gratitude towards both the medical and defense fraternities. By this, all commissioned officers or doctors possessing an ICMR certificate can avail of a flat 50% discount on given rates. Tell our readers a little about your signature food items and complementary classes that the hotel offers to resident guests? Our thin-crust pizzas, which use a local cheese brand, Amiksa, are very popular. We have a live noodle counter every evening. There is also the Welcomsthalika, by which one can relish regional dishes of Himachal Pradesh on a single platter. We offer mixology sessions that help people prepare signature beverages using local ingredients that are easily available in one’s kitchen. We also offer interactive cooking classes that introduce guests to Himachal's

Raj Panda General Manager Welcomhotel Shimla

traditional cuisine, again using ingredients that are easily available in one’s home. What are the hotel’s plans for the future? There are a number of plans to extend the hotel’s inventory and add new experiences for guests. Presently, we are creating more walking trails within the property. We are also working on bringing one of ITC’s specialty restaurants within the hotel. Another 16 two-bay suites as well as three new treehouses (two super luxurious cottages and one gazebo) will come up by the end of the year. Further, a super luxurious spa, K by Kaya Kalp, will also start operating by the yearend, offering various therapies, including the signature forest bathing experience (hugging trees and absorbing maximum oxygen from it).
