Dear Reader, At a time when the whole world is looking at India and China as the most potential markets for tourism; the Travel Agents Association of India (TAAI) has taken a giant leap in bringing two most powerful world economies closer to expand areas of cooperation in the field of tourism. Definitely, through its 65th Annual Convention, the association has taken a remarkable step to promote ‘Tourism Beyond Boundaries’ (as the theme suggested), and will be known as the Key Tourism Event in future for both sides. As TAAI people say, their Conventions are hallmark when it comes to create new products and services, the recently concluded one in Kunming was no different, and puts Yunnan as a most household destination for the delegates. Truly wonderful, so close to home (four hours away from Delhi); the very modern, beautiful with great view of mountains, lakes, good infrastructure and rich heritage – the destinations of Yunnan such as Kunming, Dali, Yuxi, Lijiang are not just familiar now but will be a top priority for the large number of delegates and media when it comes to promote tourism in China.

NEWS IN BRIEF

WTTCII announces Office Bearers for 2019 The appointments were announced during the Annual General Meeting (AGM) of the World Travel & Tourism Council, India Initiative (WTTCII) held on December 11, 2018 at New Delhi. News Desk

R

ajeev Talwar, Chief Executive Officer, DLF has been appointed as the Chairman of WTTCII for the year 2019. Talwar, who served as the Vice Chairman of WTTCII for the year 2018, takes over from Sunder G. Advani, Chairman & Managing Director, Advani Hotels & Resorts (India) Limited who completed his term at the recently held AGM in Delhi. Ajay Singh, Chairman & Managing Director, Spicejet Ltd has been unanimously appointed as the Vice Chairman of WTTCII for the year 2019. KJ Alphons, Minister of State for Tourism (Independent Charge) for Tourism and Suman Billa, Joint Secretary Tourism along with former officials of Ministry of Tourism, SK Misra and VK Duggal felicitated the new team.

Elaborating on this Rajeev Talwar, Chairman WTTCII said: “WTTCII has three main asks from the Government- Firstly, Airline Turbine Fuel – ATF must be included under GST. Secondly, the 28% on hotel rooms is hurting – GST should be pegged at 5% for Rooms of transaction values of INR 5000 and 12% for transaction values of INR 5001 to INR 15000 along with ITC. And thirdly a Tourism Board to handle the marketing of Incredible India. Today destination marketing has to be more deft, sharp, agile and cannot be strapped with bureaucratic procedures. A tourism board with inclusion of public and private stakeholders will make Brand India successful.” “We would also need avenues to open up new markets, take for instance China; we are 4-6 hours away from major Chinese cities. China’s huge outbound of 130 million trips is every countries envy and a prime source market, yet we are unable to tap the Chinese outbound. We need to be connected to major source markets like ASEAN – Japan, South Korea, China if we need to increase our tourism numbers qualitatively and quantitatively,” he further said.

Ajay Singh Vice Chairman, WTTCII said: “India’s culture and diversity make it a land of unlimited opportunities. Our travel and tourism industry has enormous potential but it faces numerous challenges, of which the most critical is lack of appropriate infrastructure. Launch of several branding and marketing initiatives by the Government such as Incredible India 2.0 and e-Tourist Visa on Arrival for 163 countries have provided a focused impetus to growth and we look forward to closely working with the Government to realize India’s tourism potential.”

Tourism Ministry formulates Guidelines for approval of Online Travel Aggregators The scheme for approval / re-approval of OTAs will be rolled by the end of December this year on the online platform and all applications and fee payment will have to be made online News Desk

T

he Ministry of Tourism have formulated the guidelines for approval /reapproval of Online Travel Aggregators (OTA’s). These guidelines have been devised to ensure that there are adequate safeguards against deficiency of service, alternate arrangements if needed and punitive deterrence. This is a voluntary scheme open to bonafide online travel aggregators to bring them on a common platform in the organized sector. The scheme will be rolled out on the online platform and all applications and fee payment will have to be made online platform. The scheme is expected to set standards towards accreditation and add value to the dependability and reliability to the aggregators in the online space operating in the organized tourism sector. An Online Travel Aggregator (OTA) is an intermediary / agent selling travel products and services such as the airlines, car rental, cruise lines, hotels, accommodation, railways and vacation packages on behalf of suppliers using internet as a medium. They establish an online market place and earn profits on the discounts commonly referred to as commission offered by the suppliers. In doing so, an OTA may:

List the travel related service providers/ agents or other service providers like hotels, homestays on its platform under its brand. Connect the buyers with potential travel, hospitality and related service providers/ sellers on its platform under its brand

Prescribe amenities and/or quality standards and influence the service providers to match the potential customer’s needs. Enter into agreements with such service providers laying down benchmarks, standards, commission rates and other services required from such service providers. There are several players in the OTA segment operating now without any accreditation/validation. One of the risks of letting the market operate unhindered is that unscrupulous players can vitiate the entire market through unethical trade practices. In order to engage with the OTAs constructively, it is imperative that a system is put in place with qualitative benchmarks to accredit them. The paramount concern would be the assurance of quality of service delivery for the customer by the OTA.

Major Features of the Guidelines ÂÂThe recognition as an approved OTA shall be granted by the Ministry of Tourism, Government of India, for five years, based on the Inspection Report / Recommendations of a Committee comprising the concerned Regional Director (RD), a representative of FHRAI, and a representative of IATO, and approval of Competent Authority (Chairman, HRACC). ÂÂThe re-approval, thereafter, shall be granted for five years after inspection conducted by a Committee of the same constitution, based upon an application, complete and free from all deficiencies, made by OTA along with the requisite fee / documents on the online platform, at least a clear 6 months prior to the expiry of the previous approval. In case the application complete in all respect and free from all deficiencies is not received at least a clear

6 months prior to the expiry of the previous approval, it will be treated as a case for fresh approval. ÂÂThe documents received from applicants after scrutiny in all respects would be acknowledged online. The inspection for first approval / re-approval shall be conducted by the Inspection Team within a period of forty working days from the receipt of complete and deficiency-free application and confirmation of payment of fees by Pay & Accounts Office, Ministry of Tourism. ÂÂIt shall be mandatory for an approved OTA to prominently display the Certificate of approval given by the Ministry in the office premises by displaying it in a photo frame so that it is visible to a potential tourist and also under a prominent link on the home page of its main website/ online portal. ÂÂThe decision of Ministry of Tourism in the matter of approval/ re-approval shall be final. However, the Ministry may at their discretion refuse to re-approve any firm or withdraw/withhold at any time approval/ re-approval already grant. Before such a decision is taken, necessary Show Cause Notice would invariably be issued and the reply considered on merit. This would be done after careful consideration. Circumstances in which withdrawal is effected would also be indicated.

We will discuss the ways to coordinate with governments (centre & state) for the development of world class infrastructure at Buddhist sites across the country.

Dr Kaulesh Kumar Secretary General ABTO

Q. Kindly elaborate on the purpose and salient features of the ABTO Convention & International Buddhist Travel Mart? A. The idea behind organizing this convention is to bring all the stakeholders at a common platform where we can exchange our ideas to strengthen this segment, attract more tourists and enhance the business of our partners. There are a large number of tour operators in India and abroad who are engaged in Buddhist segment they need to come together to promote and get more from this segment. This Convention is a unique opportunity for our delegates to meet and interact with tourism professionals coming from Asian Countries and other parts of the world. Apart from this, we aim to spread the message among the travellers of this segment that we are ready to facilitate their tour and offer a world class experience.

In an attempt to conduct brain storming sessions we have invited prominent scholars such as Dr. Ravindra Pant – Former ViceChancellor Nava Nalanda Mahavihara, Ravi Bankar – Consultant Buddhist Circuit Development World Bank, Bangmo Dc – Director, International Tripitaka Chanting Foundation, to educate our members and delegates.

Q. How do you look at the potential of Buddhist Tourism segment in India? Which are the most important destinations that can attract a huge chunk of travellers? A. There are immense opportunities to attract a large chunk of tourist who wants to visit the Buddhist sites at least once in their lifetime. In India more than 25 States have magnificent Buddhist sites related to Lord Buddha that can attract tourist from across the globe. If we could explore, protect and develop world class infrastructure, the number of tourist can go up to 100 times. Destinations such as Bodhgaya, Rajgir, Nalanda, Sarnath, Kushinagar, Kesaria, Sravasti, Sankasia, Kaushambi, Vaishali etc are jewel of this segment.

Q. What number are you expecting from India and abroad at the Convention?

Q. What are the challenges in front of the tour operators promoting this segment? How ABTO is dealing with them?

A: We are expecting at least 5000 delegates including industry stakeholders, scholars, monks and pilgrimage tourist who will

A: As we know there are challenges in every segment, and Buddhist Tourism is

not an exceptional in this area. There are certain challenges that need to be addressed properly and for that we are planning to organize a panel discussion in days to come on ‘Challenges & Opportunities’ for tour operators of Buddhist segment.

Q. How has been ABTO’s journey over the years? Kindly throw the some lights on the initiatives taken by ABTO? A: Despite having world’s best Buddhist Sites in India our country in not getting the deserving number of tourist. And there have been a number of challenges and factors that hindering the growth of this segment. We have experienced that other countries are promoting this segment better than us and getting good results. So, me along with some likeminded people decided to form an association where we can educate the professionals of this segment and promote our destinations in India and abroad. Association of Buddhist Tour Operators (ABTO) was established with the sole aim to ‘UNITE ON THE BUDDHA’S PATH’. ABTO is the platform where all stakeholders/scholars who are connected with the Buddhist Pilgrimage or any other sector of tourism and hospitality around the world specially the Asian Countries, can join our association and participate in our events to explore and promote Buddhist Tourism segment together. So, in just two years we are working very closely with the Government of India, Nepal, Sri Lanka along with the international organizations such as World Bank, IATO, NATTA, IBC etc.

This is an extension of Zostel’s hospitality offering to the young, adventurous travellers looking for a secluded yet immersive getaway with their families or friends away from the mainstream tourism hotspots. “This is going to be a pilot project at the moment. We are targeting a whole new category of responsible travellers that includes families as well. Indian visitors will add 10.8 million hotel room nights to GCC by 2022 Indian outbound tourists will account for 22.5 million worldwide tourists in 2018 News Desk

T

he number of Indian visitors travelling to the GCC over the coming five years will create an extra 10.8 million room nights. The latest research published by Colliers International predicts around nine million Indians will travel to the GCC by 2022 – 37% of India’s total outbound market – with business, place of work and leisure underpinning this demand. Indian outbound tourists will account for 22.5 million worldwide tourists in 2018, with reports from the UNWTO estimating this figure will increase by 122% to reach over 50 million by 2022. Adding to this, Indian tourists are among the world’s highest spenders per visit made abroad, with visitor spend expected to increase from US$23 billion in 2018 to US$45 billion by 2022. Danielle Curtis, Exhibition Director ME, Arabian Travel Market, said: “Despite recent weak Rupee exchange rates, which have seen the Rupee lose around 14% of its value against the US dollar over the last 12 months, the Indian outbound market has continued to grow at an average annual growth rate of 1012% over the last seven years.” The GCC has benefited from this trend with Indian travellers’ willingness and ability to spend on outbound travel supported by the country’s pace-setting 7% GDP growth and a new generation of leisure attractions in the GCC as well as increased business opportunities and relaxed visa regulations for Indian nationals.

In 2017, the UAE welcomed 2.3 million Indian tourists, accounting for 13% of its total annual visitors, with this figure expected to increase at a Compound Annual Growth Rate (CAGR) of 7% to 2022. India retained top spot on Dubai’s list of source markets for inbound tourism, with over 1 million Indian tourists arriving in the emirate during the first half of 2018, registering a 3 per cent rise over the same period in 2017. Relaxed visa restrictions and the introduction of a free two-day transit visa have contributed to this growth. According to ATM’s official research partner, Colliers International, Saudi Arabia will also experience a comparative growth of 7% - while the remaining GCC countries, Oman, Kuwait and Bahrain will all witness an increase of 6% between 2018 and 2022. Curtis, said: “The influx of Indian visitors to the GCC shows no sign of abating, with every reason to believe India will maintain

its position as a top source market, moving forward. Supporting this demand, in the UAE alone, there are currently 1,065 weekly flights to India corresponding to 130,000 seats per week. Meanwhile, on-going bilateral talks are continuing to take place to increase airline frequency between India and all GCC countries.” Looking to the future, the Colliers research suggests India will rank as the world’s youngest country demographically, with 65% of the total population categorised as Gen X or Gen Y by 2025. “A rapidly growing younger population combined with a burgeoning middle class – currently representing 350 million of India’s total population – who have an increasing amount of disposable income, provide strong indications that the country will continue to see a steep rise in the number of nationals travelling abroad over the coming years,” Curtis added.
