THE WOMANIFESTO 2023
A Ballot Guide for Everyone Who Cares About Strenthening Colorado noun: a public proclamation of policy goals, intentions, or views, especially one issued before an election; a policy statement or platform
When we vote, we shape the future. The Women’s Foundation of Colorado (WFCO) created the Womanifesto to help you shape an equitable future for women in the communities where we live and work. Using your voice at the ballot box is a powerful tool to accelerate gender, racial, and economic equity so that all 2.85 million Colorado women and girls can prosper. WFCO is the only community foundation in our state focused exclusively on creating more pathways to economic security for Colorado women and girls of every background and identity. How do we do this? WFCO learns from and informs our community through research. We translate information into action through grantmaking partnerships. We transform systems for Colorado women and their families through advocacy. VOTE by November 7, 2023 to improve economic and early childhood outcomes for Colorado women and children. Both statewide ballot measures and one local ballot measure will clearly impact gender, racial, and economic equity in Colorado. YES to Proposition II – Retain Nicotine Tax Revenue in Excess of Blue Book Estimate A yes vote on this measure will allow the State of Colorado to retain $23.65 million in excess revenue, generated by tobacco and nicotine taxes, to fund universal preschool throughout Colorado. If this ballot measure fails, the excess revenue will go back to the tobacco and nicotine companies. There needs to be more funding for high-quality and affordable early care and education programs available to all Coloradans. YES to Proposition HH – Reduce Property Taxes and Retain State Revenue A yes vote on this measure will reduce property tax rates for all property owners. It also ensures that vital local services such as schools, libraries, and fire districts have the resources they need to provide for our communities. We believe that Colorado’s tax and budget policies should be improved to promote equity and allow for sufficient resources to be dedicated to WFCO priorities. This measure lowers property tax rates while continuing to invest tax revenue into essential local services. Local - City and County of Denver YES to a Permanent Sales Tax to Support the Denver Preschool Program – (Referred Question 2P) A yes vote on this measure will ensure there is a permanent 0.15% sales tax revenue stream to support the Denver Preschool Program. There needs to be more funding for high-quality and affordable early care and education programs throughout Colorado. Local measures such as this one take our communities one step closer to that vision.
