DDA Board members in attendance: Chair Rick Reikenis, Tim Harris, Daryl Houston, Bernardo Neto, Peter Cruise, and Samantha Bratter. DDA Staff in attendance: Teneka James-Feaman, Catherine Ast, Krystal Campi, Tiffany Faublas, Sabrina Lolo, Samantha Moore, Sherryl Muriente, Marley Angervil and Attorney Janice Rustin. Guests in attendance: Linda Cullen, Jim Stanton and Ludo Brusa.
CALL TO ORDER
Chair Reikenis called the meeting to order at 8:34 a.m.

Reikenis reviewed Roberts Rules of Order and the process for board discussions.
PUBLIC COMMENTS
Jim Stanton submitted a public comment regarding Circuit. Stanton asked for more details regarding Circuit operations and how they are being funded. James-Feaman explained that the DDA pays for Circuit vehicles within the Downtown District. The CRA and City also fund Circuit vehicles and the fixed route with expanded boundaries beyond the Downtown District.
EXECUTIVE DIRECTOR’S REPORT
James-Feaman reported that she spoke with Angela Poco about exploring the possibility of having fireworks in Downtown as part of future events
James-Feaman stated that she was informed by the Landlord that the elevator for the DDA office will be operational in February. Rustin provided a few potential options for next steps. The board discussed options and how best to move forward. The board directed James-Feaman and Rustin to research litigation options and locations to potentially relocate DDA office
PRESENTATIONS
Your Waterfront Your Way presentation, originally scheduled for this month’s Board meeting, has been postponed to next month's meeting.
Block By Block
Ast and Ludo Brusa, BBB Operations Manager, presented an update on the progress of Block-by-Block initiative downtown. Block-by-Block provides cleaning, pressure washing, and ambassadors for the Downtown District. Brudo highlighted stats over the last quarter of operations including before and after pictures of progress made. This update provided valuable insight into the success of our efforts in revitalizing the area.

Florida Code of Ethics
Rustin presented an overview of the Florida Code of Ethics for the Board. She provided examples of potential ethics violations and financial disclosures required by board members

9. Scope of Work
The following service items shall be provided for all areas listed in the Scope of Work sec�on of this RFP: The quan��es listed are approximate, not guaranteed.
1. Providing landscape care and maintenance five (5) days a week within the Downtown District during day�me hours, approved by the DDA.
2. Care and Maintenance includes healthy, visually appealing, live plants. Fer�lizer, pruning, trimming, cu�ng, mowing, hauling of debris, removal of trash and liter, proper disposal of all trimmings, trash and waste.
3. Be able to properly provide all plants, materials, labor, equipment, vehicles and other items required to properly execute the services requested in this RFP.
4. Maintain op�mal plant life, keeping them in a condi�on that is always visually appealing.
5. Ensure all landscaping areas are free of dead plants, debris, weeds, trash and any other item that are not benefi�ng the overall health of the landscaping.
6. Provide inspec�on, opera�on and care of the irriga�on system parts that are above ground (�mers, clocks, sprinklers, drip lines, etc.) to ensure proper irriga�on of landscaping.
7. Provide informa�on to show that Proposer can truck in water and provide hand watering of any and all landscaping when necessary to maintain op�mal plant and tree health.
8. Provide daily repor�ng for all tasks completed and issues found.
9. The Downtown has many businesses and residents that must be accommodated and therefore, we have mul�ple parameters regarding when certain types of work can be done and how certain tasks need to be done in order to not hinder the daily ac�vi�es of our Downtown. Proposers will need to be flexible and accept direc�on from DDA regarding these parameters.
SERVICE AREA LIST: Exhibit B - Map of Service Area
Scope of Work to be provided in, but not limited to, the following areas within the Downtown District:
A1. Clema�s Street Corridor: Propose a landscape care and maintenance schedule for Clema�s Street from the 100 blocks (North Clema�s and South Clema�s) through the 900 block of Clema�s Street (This is Clema�s Street from Flagler Drive to Tamarind Avenue). Included in these blocks are the following items: Response to item A1 should be no more than six (6) pages.
a. Hanging baskets - There are approximately 164 hanging baskets. See Exhibit C, Hanging Basket Specifica�ons
b. All plant beds - Each block has approximately 23 plant beds of varying sizes
c. Trees
i. Approximate tree counts - 20 Medjool Palms, 12 Royal Poinciana, 140 Southern Live Oaks, 4 Black Olive, 4 Double Foxtails
d. Mowing of grass
e. Weed ea�ng
f. Edging
g. Removal of debris in plant beds on Clema�s Street Monday – Friday
h. Monthly full irriga�on wet checks
i. Any miscellaneous, above ground, irriga�on repairs
A2. Outer Area Intersec�ons and Medians: Propose a landscape care and maintenance schedule for the following plant beds within the Downtown: Response to item A2 should be no more than two (2) pages

A3. Expanded Service Areas: Propose a landscape care and maintenance schedule for the Rosemary Corridor; including trees and plant beds: Response to items in sec�on A3 should be no more than two (2) pages per sec�on.
The services should include Mowing of grass, weed ea�ng, edging, removal of debris from landscape areas, irriga�on wet checks where applicable, and miscellaneous above ground irriga�on repairs where applicable
a. Area A3 - 1 Rosemary Corridor: All Oak trees along the roadway (public right of way) of Rosemary Ave., from Clema�s St. south to Evernia St., and the Oaks on the west side of Rosemary Ave., from Evernia St. to Fern St., and the circular beds around them.
• The landscape on the west side of the right of way (360 Rosemary property) from Evernia St. to Fern St., is not part of this RFP.
• The landscape in front of the east side of Publix is also not part of this RFP.
b. Area A3 - 2 Evernia Lots: Vacant proper�es located on the south side of Evernia St., from Rosemary Ave. on the east, to Sapodilla Ave. on the west and the alleyway on the south. One of these proper�es has a vacant house on it, this is referred to as “Joel Daves House” This property is also included. Services should include mowing, edging, weed ea�ng, and removal of debris and liter. Plants along the fence line on all sides should be kept clear of the sidewalk
c. Area A3 - 3 Fern Street: Plant beds located along Fern St., from Sapodilla Ave. to Quadrille Blvd., and Sapodilla Ave, from the Evernia alleyway to Fern St., between the Roadway and the sidewalk are included.
• Hedges and plant beds located on sidewalks and public rights of way are included.
• From the edge of the building to the sidewalk is not part of this RFP.
• Landscape that is part of the FEC Railway, is not part of this RFP.
• Landscape that is located next to the 360 Rosemary Property is not part of this RFP
d. Area A3 – 4 Phillips Point: Only plant beds located around Palm trees on public sidewalks are included in this RFP.
e. Area A3 – 5 Esperante: Only plant beds located around Palm trees on public sidewalk are part of this RFP.
A4. Banyan Boulevard: Propose a landscape care and maintenance for Banyan Boulevard from Australian Avenue to Quadrille Boulevard. Response to item A4 should be no more than three (3) pages.
The services should include Mowing of grass, weed ea�ng, edging, removal of debris from landscape areas, irriga�on wet checks where applicable, and miscellaneous above ground irriga�on repairs.
a. The area defined as Banyan Boulevard from the eastern corners of Australian Avenue to the western corners of Quadrille Boulevard.
b. Include all plant beds, medians, hedges, trees and grass.
c. Liter and debris pick up.
A5. City Parking Garages: Propose landscape care and maintenance, for the following City owned Parking Garages: Response to item A5 should be no more than four (4) pages.
The services should include Mowing of grass, weed ea�ng, edging, removal of debris from landscape areas, irriga�on wet checks where applicable, and miscellaneous above ground irriga�on repairs.
a. Banyan Garage - includes all four (4) sides of the garage; from the exterior wall of the garage to the edge of the roadway. On the alleyway side, it is grass, weeds, or trees that are in the alleyway, from the edge of the garage to the edge of the concrete pad by the right of way.
b. Evernia Garage - Includes the West and South sides of the garage; from the exterior wall to the edge of the roadway.
c. Clema�s Garage - Includes the East and West sides of the garage; from the exterior wall on the East to the FEC right of way and from the exterior wall on the West to the property line.
d. Police Garage - includes the South, North and West sides of the garage; from the exterior wall to the roadway on all three sides. Landscaping on the remainder of the Police property is not part of this RFP. The westernmost driveway entrance to the Police complex is where the landscaping stops.
A6. City Hall Complex: Propose a landscape care and maintenance plan, for the City Hall Complex and Parking Garage. This area includes all trees and plant beds located on the City Hall property located between Banyan Boulevard and Clema�s Street; from Quadrille Boulevard to Dixie Highway. Response to item A6 should be no more than one (1) page.
The services should include Mowing of grass, weed ea�ng, edging, removal of debris from landscape areas, irriga�on wet checks where applicable, and miscellaneous above ground irriga�on repairs.
