DDA Board members in attendance: Chair Tim Harris, Vice Chair Robert Sanders (Virtual), Samantha Bratter, Peter Cruise, Daryl Houston, Bernardo Neto, and Rick Reikenis,. DDA Staff in attendance: Teneka James-Feaman (virtual), Samantha Moore, Marley Angervil, Catherine Ast, Krystal Campi, Tiffany Faublas, Sabrina Lolo, Sherryl Muriente, and Attorneys Zoe Weiser-Dalton and Janice Rustin LLW (virtual). Guests in attendance: Linda Cullen, Lameka Sands, Alexandria Severino, Maggie Thomas, and Jennifer Ferriol.

Harris called the meeting to order at 8:30 a.m

EXECUTIVE DIRECTOR’S REPORT

Moore reported on James-Feaman’s behalf that the DDA participated in discussions and provided feedback at both the Palm Beach County Tourism Master Plan meeting and City of West Palm Beach Downtown Master Plan Vision session held last month. DDA staff has been meeting with each of the residential buildings to engage with their property management team, board, and residents to let them know who we are and what we do as well as to gain feedback from stakeholders.

Moore also reported to the board that the DDA recently won awards from Florida Festivals & Events Association and International Festivals and Events Association. Faublas presented the awards to the board and shared the details of the winning categories. Moore also added to the report that the DDA IS currently in a study with Ida for the values of downtown. Lastly, Moore highlighted recent ribbon cuts and new businesses opening downtown.

PRESENTATIONS

FY 25 Programming Report

Muriente presented a recap of the 2025 fiscal year programming. Highlights include engaging over 4,700 participants in a total of 55 programmed days in 12 different public spaces. 11 key programs were hosted across the DDA District ranging from wellness activations to creative workshops and monthly community programming. Muriente shared stats from programming throughout the year. She then shared lessons learned and how staff plans for the new fiscal year.

Homeless Outreach Team Update

Ferriol introduced staff from the Department of Housing and Community Development division of Community Services. Severino presented an overview of the City of West Palm Beach’s Community Services Division

programming, resources, and what they can and cannot do. She shared the monthly update reports for the last couple of months as well as the outreach calendar showing which areas of the city, they are targeting each day. The City of West Palm Beach is the only municipality in Palm Beach County that has its own dedicated team to provide homeless services.

Sands proceeded with informing the board about the new project and location tracking services, specifically tracking services rendered to individuals experiencing homelessness in the downtown area. She added that during the current fiscal year the team has consistently served approximately 50-60 individuals downtown each month.

Sanders made a motion to approve the consent calendar. Cruise seconded the motion. The motion passed unanimously.

Executive Directors Employee Agreement First Amendment

Reikenis made a motion to approve the Executive Directors employment agreement, Sanders second the motion. Motion passed unanimously.

ANNOUCEMENTS

Moore announced the date and times of the FY 25-26 Public Budget Hearings. The First Public Budget Hearing will be held September 3rd at 5:05pm and the Final Public Budget Hearing will be held Wednesday September 17th at 5:05pm at the DDA Office located at 107 S. Olive Ave, Suite 200 WPB, FL 334401.

ADJOURNMENT

There being no further business to discuss, Harris called for a motion to adjourn. Reikenis made a motion to adjourn the meeting. Cruise second the motion. The motion passed unanimously. The meeting adjourned at 9:42am.

Radius Global Market Research is one of the largest independent market research companies in the world. Many leading brands rely on Radius for their creative research approaches that combine cutting-edge data science with immersive behavioral techniques.

Radius has been implementing the Market and Visitor Survey for more than 10 years. The first three years, we completed the survey every year to establish a baseline for data. As we moved forward the survey was then completed every other year. The data received from their research has been instrumental in decision making regarding perceptions on public safety, parking and programming.

Here are details on the two surveys that Radius will provide:

Market Survey

• Dual mode survey (telephone and online) among households within 20 miles of the downtown area

• West Palm Beach Downtown Development Authority identified as survey sponsor

• Interview length of 15 minutes

• Sample size of 300 (75 for each of four sectors)

• Project tasks include questionnaire design, purchase of sample, data collection, data tabulation, analysis, and provision of final report

Visitor Survey

• On-site interview among visitors to the downtown area

• West Palm Beach Downtown Development Authority identified as survey sponsor

• Interview length of 10 minutes

• Interviewing conducted across 8 visits (4-6 week period)

• Sample size of 160 (~20 per visit)

• Project tasks include project management, questionnaire refinement, data collection, data tabulation, analysis, and provision of final report

Project Costs

Total project cost for the above is $55,000. The survey would begin in November 2025.

Recommendation:

Staff is recommending the Board approve and execute an agreement with Radius.
