4. FIVE YEAR FINANCIAL PROJECTIONS RETURN TO SHR

Appendix 1 was presented to Committee by the CEO.

The Five Year Financial Projections (“FYFP”) is an online return designed to collect the financial projections and related information of registered social landlords in Scotland. The information provided by RSLs is used to calculate several financial ratios as well as its cash flow projections over the next 5 year period.

Committee are reminded at their last meeting on 21st May 2025 they approved the 2025/26 Budget along with our 30 Year Financial Plan. At that meeting it was explained that there were a number of variables, which could still further effect changes to both the existing and future financial plans. These were listed in the Committee Reports (Item 19) and all related to the cladding remediation costs and payment of these costs through additional borrowing, Scottish Government funding or a combination of both. Committee approved the budget and financial plans based on those circumstances.

However, adjustments were made to the year end cash position showing an increased positive variance of £232,830 and the updated information regarding the TPT/SHAPS pension provision.

As a result of the above, there are new adjustments to the Five Year Financial Projection due to be submitted to the Scottish Housing Regulator.

The CEO presented the Five Year Financial Projection plans to Committee via the large screen and talked through all relevant elements to give a clear understanding to Committee.

The various permutations and ‘unknowns’ regarding the cladding remediation works, potential external loan funding and other costs were discussed to demonstrate how these scenarios change the financial outlook.

• Committee reviewed and unanimously approved the Five Year Financial Projections for submission to the SHR Portal.

5. ANY OTHER COMPETENT BUSINESS

A) Single Building Assessment

The CEO informed Committee that as of 15.00hrs on 28th May 2025, the Single Building Assessment had been provided by Diamond & Co.

The SBA is a technically challenging and comprehensive document comprised of 56 ‘summary’ pages, supported by 3 Fire Risk Assessments comprised of 19 pages each, and a further 10 x appendices of 141 pages, totalling an overall report of 254 pages. In addition to schematics and architectural plans and drawings, there are also 196 supporting evidential photographs.

The CEO talked Committee through many aspects of the SBA and the COO indicated the full folder of all information as noted above could be provided electronically to any Committee member wishing to read the full 254 pages.

The COO talked Committee through the “i-guide” software element of the SBA which demonstrates precise, scaled, floor plans and the ability to undertake / view 3D virtual tours of the building interiors and exteriors.

Once completed, the CEO continued to talk about the SBA and discussions this had prompted with representatives from the Scottish Housing Regulator.

This item was discussed for a considerable amount of time prompting robust constructive challenge, frank conversation and questions from various Committee members.

• Committee noted the strategic importance of this report and asked 17 questions of the CEO / COO

B) SFHA Grant

The CEO informed Committee that WGHC had been successful in securing a grant in the sum of £170,736 from an available £1million from the SFHA. The grant was as part of a consortium bid, submitted by the WGHC Housing Manager on behalf of the other Housing Managers within the ARCHIE partnership. (WGHC, Lister Housing Co-op, Manor Estates H.A., Viewpoint H.A., Harbour Homes, Prospect Community H.A. and Muirhouse H.A.)

WGHC’s ‘share’ of this grant will actually only amount to approx. £4.5k with the balance being shared with the other 6 partners.
