FOR 32 YEARS, WESTERN STATES CENTER HAS STRENGTHENED THE ORGANIZING CAPACITY OF MARGINALIZED COMMUNITIES TO BUILD POWER, WIN CRITICAL POLICY VICTORIES, INCLUSIVE DEMOCRACY.

SPOTLIGHT: LEADERS OF COLOR BUILD A MOVEMENT FOR REPRODUCTIVE JUSTICE

For eight years our gender justice program, We are BRAVE (Building Reproductive Autonomy and Voices for Equity), supported leaders and organizations of color in Oregon to become public champions for reproductive justice by deepening alliances across communities, issues, and movements. That work culminated in a landmark victory, securing reproductive

“BRAVE identified the key ingredients of successful multiracial campaigns, now shaping the work in other states. The leadership cultivated in BRAVE contributed to the passage of the Reproductive Health Equity Act and the decisive defeat of an anti-abortion ballot measure in Oregon. BRAVE is the kind of deep leadership development we want to see in reproductive justice movements all over the country.”

Our Reproductive Justice Fellows promoted that hard-won access through a culturally-appropriate social media campaign, involving more than 90 organizations serving immigrant and refugee communities. We continued intensive work with Latinx groups in Oregon’s capital city to build their capacity to strengthen access to reproductive healthcare.

And when a ballot measure threatened to roll back the Reproductive Health Equity Act with a backdoor ban on abortion, we helped lead the victorious campaign to

defend it, amplifying the voices of three generations of Latinx leadership through bilingual media buys and canvasses led by people of color.

SPOTLIGHT: INDIGENIZING LOVE: A TOOLKIT FOR NATIVE YOUTH TO BUILD INCLUSION As allied members of the Affiliated Tribes of Northwest Indians (ATNI), we are taking early steps to deepen our understanding of tribal sovereignty and the relationship of our work to tribal governments. Our Indigenizing Love: A Toolkit for Native Youth to Build Inclusion is the latest resource emerging from our partnership with ATNI, Native

And we’re convening racial equity thought leaders and organizers from key institutions to shape new tools and training principles to advance racial justice practice, building from the foundation of our historic Research and Action for Change and Equity (RACE) program.

The rise of white nationalism in the U.S. and Europe is fueled by an alarming increase in antisemitism. Regrettably, a full understanding of antisemitism and how it functions is lacking in pro-democracy movements and civil-society organizations.

Developing leaders who can close the space for antisemitism in American society makes white nationalist movements more vulnera-

ble and puts democratic institutions in a better position to protect gender and racial equity and – ultimately – to return to the work of expanding civil society and the gains that social movements have made.

Recognizing that the rise of antisemitism and white nationalism across the globe calls for a transnational dialogue, we created a cohort of leaders from Germany, Hungary,

Israel, Poland, and the United States. In the first sessions held in Washington, D.C. and Poland, many noted they “had never been in a room like this before.” Through case studies, site visits, and pilot projects, the cohort is building a stronger shared understanding of the role of antisemitism in advancing white supremacy and white nationalism.

Over the last decade 4,000 people from 800 organizations have attended our biennial social justice training conference, AMP: Activists Mobilizing for Power.

Our 2019 theme Democracy Under Siege will feature tracks on countering white nationalism, defending democracy,

racial and gender equity, skill-building, and arts & culture shift. The event is September 6-8 at the Spokane Convention Center. And stay tuned for the next generation of our Leadership Initiative to Combat Antisemitism and 7 Defending Democracy Fellows.

DEVELOPING LEADERS

WE’RE NOW INTEGRATING LEADERSHIP DEVELOPMENT

For Spokane resident Kate Bitz, the rise of white nationalism wasn’t an abstract issue.

But until becoming a Defending Democracy Fellow, she didn’t have institutional support to do more about it.

Calling out local GOP officials’ support of white nationalist leader James Allsup resulted in national news coverage, resignation of the officials, and media recognition of Allsup as a white nationalist.

When far-right paramilitary groups pressured Spokane law enforcement to refuse to enforce a democratically-passed statewide gun control initiative, Kate organized community groups and elected

With white nationalists targeting middleand high-school students for recruitment, we partnered with educators to produce a comprehensive toolkit that places this threat in the broader context of inclusive democracy. Available for free from our website, this innovative resource has been cited by The Washington Post, PBS Newshour, and local media outlets.

By the end of June, 2019 over 1,400 students, parents, educators, administrators, and community members from nearly every state and eight countries had requested the Toolkit.

As rallies by anti-democratic paramilitary groups like Patriot Prayer and the Proud Boys escalated dangerously over the past year in Portland, we joined with the Council on American-Islamic Relations Oregon and Oregon Justice Resource Center to call for political leadership. In response, Mayor Ted Wheeler and City Commissioners unani-

mously passed a historic resolution that condemns white supremacy, white nationalism, and alt-right hate groups.

We’re now working with the City to support their commitment to training staff and law enforcement to recognize and respond to white nationalism, including the increasing targeting of elected officials and government employees.

One of the most proactive of its kind in the country, the Portland resolution is an important milestone in our work to support municipal leaders in developing more effective strategies to combat alt-right paramilitary group organizing.

“Local officials cannot go quiet or be absent. They must join shoulder to shoulder with those already pushing back and demonstrate that they will not tolerate hate or violence. But they must not stop there.

Denouncing bigotry alone does little to address long-term disparities in our communities. When white nationalists come to town, we must... commit ourselves to addressing the inequities in education, jobs, transportation and housing that make our communities vulnerable to their intrusions in the first place.”

Watch for the results of our behind-the-scenes work with other municipalities, along with our new Confronting White Nationalism in Communities Toolkit.

Piloted through trainings across the region and nation, the toolkit features case studies, rapid response

recommendations, and tested, effective campaign strategies. The toolkit is an essential new resource for organizers and grassroots groups in local communities to counter white nationalist, Islamophobic, or anti-immigrant organizing.

DEFENDING DEMOCRACY

WE CAN’T TURN BACK THE CLOCK ON WHITE NATIONALISM, BUT WE

Alongside the movement building and leadership development that has always been at the heart of our work, the rise of white nationalism demands that we become more nimble, seizing unexpected opportunities to mobilize in defense of democratic institutions and vulnerable communities.

Recent actions, in partnership with both local and national allies, have built awareness and promoted accountability among business owners, school and university administrators, elected officials, law enforcement, political parties, religious and philanthropic leaders, and the media.

We recruit 37 organizations and a regional organization representing over 50 Tribal Nations as signatories denouncing bigotry and violence before a Patriot Prayer and Proud Boys rally that vowed to “cleanse the liberal-occupied streets of Portland.”

In the deadliest attack on the Jewish community in the U.S., 11 Tree of Life congregants are murdered during Shabbat ser vices by a gunman who had posted anti-Semitic and anti-immigrant comments.

The next week we publish an Open Letter to America signed by 150 progressive leaders in the Pittsburgh Post-Gazette calling on the electorate to “Vote Against Antisemitism”.
