Whether we proclaim the Jewish refrain of defiance ‘Never Again,’ or the African American call for justice that ‘Black Lives Matter,’ what we mean is: room to breathe – the right to live, love, worship, and work free from bigotry and fear. Our communities deserve no less.
The times we are in call for nothing less than a 21st century civil rights movement. As you’ll read in this report of our work in 2019, we’ve piloted new rapid response strategies that strengthen community and municipal leadership capacity to push back against organized bigotry. We’re convening leaders in creative cohorts that generate new insights and relationships. Our innovative tools and work with news media are reaching new audiences. RAPID RESPONSE Rapid Response - one of our signature strategies - develops leaders, shifts narrative, and builds the movement for inclusive democracy by mobilizing against the antisemitism, racism, and xenophobia that fuel white nationalism. In 2019 we worked with 10 communities in five states, along with organizing two statewide and two national actions, resulting in 24 Rapid Response interventions – triple our total in 2018. DEVELOPING LEADERS WHO MOBILIZE THEIR COMMUNITIES Co-led by Defending Democracy Fellow Laura Tenneson, a fledgling “Love Lives Here” campaign in Coeur d’Alene, Idaho significantly ramped up in response to white nationalist flyering. After more than 150 businesses and organizations pledged to defend the safety and security of all individuals, many – particularly in the LGBTQ community – reported feeling safer and more welcome at local businesses.

INTERCONNECTED LEADERS While laying the groundwork for new leadership programs focused on racial justice, gender justice, and culture makers, we graduated our second class of Defending Democracy Fellows and the inaugural cohort of our groundbreaking Leadership Initiative to Combat Antisemitism. These cohorts build relationships across sectors, regions, race and religion – leaders who can use rapid response (page 6) and our innovative tools (page 10) and training and education programs (page 14) to build a 21st century movement for inclusive democracy. DEVELOPING LEADERS TO BUILD THE MOVEMENT AGAINST ANTISEMITISM Our work to expose antisemitism as the fuel feeding white nationalism is building trust and understanding among Jewish, Muslim, Black, and other leaders – making organizations less vulnerable to wedges instigated by political extremists and better equipping communities to respond to hate violence.

INNOVATIVE TOOLS In 2019 we launched innovative tools – now in wide circulation – promoting inclusion in Native spaces, exposing the anti-immigrant movement, and equipping educators to counter white nationalism. CONFRONTING WHITE NATIONALISM IN SCHOOLS TOOLKIT Co-authored by two educators and our staff in response to white nationalist recruitment in middle and high schools, our Confronting White Nationalism in Schools Toolkit won extensive media coverage and the endorsement of the National Education Association. The initial roll-out generated over 8,200 requests for copies from students, parents, educators, administrators, municipal leaders and community members in all 50 states, Puerto Rico, Washington, D.C. and 18 countries. Along with providing training and technical assistance to educators using the toolkit, we surveyed recipients to determine their ongoing support needs. NARRATIVE SHIFT Narrative drives the way Americans understand what is at stake: the values that will dictate whether we move towards inclusion or exclusion, stronger democratic participation or greater authoritarianism. Our rapid response actions provide a high-profile opportunity to shape the narrative. Our tools and trainings allow us to bring more accurate narrative frames to life. And our ongoing leadership development and partnership work disrupts the dominant narrative and advances an understanding of antisemitism as the fuel that feeds white nationalism. COMMUNICATING ABOUT WHITE NATIONALISM: CHALLENGES & OPPORTUNITIES FOR MEDIA With the Agora Journalism Center at the University of Oregon’s School of Journalism and Communication we co-produced an off-the-record seminar for journalists on the challenges of covering the contemporary white nationalist movement. WESTERN STATES CENTER HAS PLAYED A CATALYTIC ROLE IN BUILDING PEOPLE-CENTERED MOVEMENTS FOR SOCIAL JUSTICE SINCE 1987. BUILDING MOVEMENT We strengthen the organizing capacity of often-marginalized communities, with a particular emphasis on gender justice, racial justice, and tribal sovereignty work.
SHIFTING CULTURE We convene culture-makers to shift the narrative and use culture as a vehicle for base- and power-building in nontraditional social change spaces.
DEVELOPING LEADERS We provide training, leadership development, and organizational capacity support to social movements and leaders committed to diversity, equity, and inclusion.
DEFENDING DEMOCRACY We assist communities and civil society to uphold the rule of law by effectively responding to social movements that exploit bigotry and intolerance.
