Spectacular scenery and tranquility Richard Addington of Jackson Stops & Staff on the lovely Tamar Valley The Tamar Valley, especially the lower half between Launceston and Plymouth, is probably one of the least well-known areas of the Westcountry but includes some of the most spectacular scenery. This lack of famili-

arity is largely as a result of a lack of road access to the valley. For example, in the last 30 miles of the River Tamar there are only four road bridges compared with over 18 on the River Exe, over the same length.

It is not surprising the valley is designated an Area of Outstanding Natural Beauty, Site of Special Scientific Interest, UNESCO World Heritage Site and European Special Site of Conservation, reflecting the many facets and natural attractions the valley has to offer. Its tranquil setting belies its previous industrial heritage, when it was one of the most prosperous mining areas of the country, exporting copper,

silver, tin and lead since the Middle Ages. At one time, Morewellham Quay was reputed to the richest copper port in Queen Victoria's empire. The valley has long been renowned for market gardening, top fruit and other horticultural production that found a market in Plymouth easily accessible by boat.This long-standing prosperity has funded some fabulous properties from the grand manor

houses such as Cothele and Pentillie, Endsleigh, the cottage orné, built at the beginning of the 19 century by the Duke of Bedford, who owned much the valley at the time, mine captains houses and some handsome stone farmhouses many with unspoiled outlooks. JSS have been involved in selling a number of these special properties in the past and have a number more becoming available in 2017.

When looking back over the past 12 months it would be easy to describe 2016 as the year that the farmland market came to a sudden halt after a sustained period of very strong increases in value. While it would be fair to say that the general farmland market has seen a softening of values by as much as 20%, there have also been a number of examples where sales have been very strong indeed. Low commodity prices, uncertainty over the future of direct support payments have not helped. However, the mixed rate of Stamp Duty Land Tax at 5% has appealed to buyers whom might be paying well over 10% on a residential property without any land. There have also been a considerable number of purchasers who have sold blocks of land for commercial or residential development, or for major infrastructure projects like HS2, and have been keen to acquire parcels of land within a fixed area to obtain rollover relief available from Capital Gains Tax. This has led to some pricing hot spots of value this year as such buyers have competed with each other. There hasn’t been a significant increase in supply, which in the round remains remarkable low. I am often asked when we should expect a flurry of farms and land as older farmers eventually call it a day and low commodity prices push people to sell. We are simply not seeing this, as the ownership structure of farms and estates remains remarkably hereditary with owners tenaciously hanging on, often taking little or no earnings. Early indications are that the market will see little movement in values over the coming months and there will be an increase in supply in certain area with continued shortage of stock in areas of high demand. above the guide price. Lillycombe was guided at £5.750 million and while the sale price remains confidential, it did sell for a large premium above the guide. This reflected the importance and rare nature of an internationally renowned shoot, and the type of buyer searching for it.

Stone farmhouses nestled in wooded valleys, contemporary waterside apartments, Georgian townhouses, chic new homes: there is such a diverse range of properties on the market in the Westcountry, it never ceases to amaze me. The best of them are designed to make the most of their surroundings, whether it’s the seaside, the rolling countryside, the wild moors, vibrant cities, or atmospheric towns and villages. 2016 has been an eventful year, to say the least. The experts in these pages discuss events such as Brexit, the US election, and the weakened pound, and how they affect the property market as we feel the first stirrings of spring in 2017. There’s plenty of good advice if you are putting your house on the market, some interesting stuff coming up for auction, and lots of pointers on where to buy if you are searching for a new opportunity. 4% rise in house prices predict by end of 2017 Last year was an interesting one in the SW property market. We started by rushing through sales to beat the extra 3% stamp duty which came into effect in April. Then we stalled slightly while the Brexit vote took place, but by the end of the year the market was back in full flow showing a slight increase in transaction levels above 2015 for the year and recording an increase in t he average house price across the region of 3.2% to £222,000 for the year. When looking ahead for the year and wondering how to plan the running of a large estate agency business, I have never been as confident of the future as I am today. This confidence stems from the convergence of many factors which are combining to set up the year ahead as a great year to be involved with property. Money is both cheap to borrow and available to borrow.

Francis Marshall, managing director of Bradleys, reveals why he is confident about the future Interest rates are as low as they have ever been and we are still without any threat of any significant rate rises on the horizon, so we can all feel confident that future mortgage payments won’t have any unforeseen hikes in cost. The ongoing low interest rates are also still leading investors into the property market as money in the bank doesn’t produce the same

return as property and, with a shortage of new instructions coming to the market, it does mean that there is a demand which can’t be satisfied by the supply, which will in turn drive prices up making property a double whammy success story for investors both with return on investment and with capital growth as well. But what about Brexit and confidence? Well the UK economy is per-

forming well and going from strength to strength since business starting looking forward to being free of the ‘Brussels shackles’. Confidence is always the factor which drives or kills the market and currently the country, and particularly the South West, is riding a wave of confidence so all will continue to go well on that front. Then there is the most important reason of all why the market will continue to thrive in the SW and that is it is such a desirable place to be. The beaches, the moors, the areas of outstanding natural beauty, the charm and character of the region prove to be an irresistible draw to so many people who want to relocate or retire to the area. The slowly improving infrastructures make travel easier and Superfast Broadband makes it possible for those who once needed to be in Canary Wharf to

work, now able to operate just as easily from an office or even from home in Devon or Cornwall. So my prediction for the year ahead? I see a clamour for property which will be in short supply. I see prices rising because of the strong demand and shortage of supply. I see the availability of low cost money increasing that demand further as property is still comparatively affordable and full confidence has returned to the market. Conservatively I expect we will see a minimum of a 4% increase in value and by the end of 2017 the average house in the SW will exceed £230,000. That said with all the factors stacked up as they are the figure could be even higher. One thing for absolute certain is that, if you are in a position to buy and want to buy, then you should definitely do it sooner rather than later.

Future is online and traditional During 2016 I noticed a decrease in properties entering the market for sale in Bideford and the surrounding area, compared to 2015. Last year, we had the Stamp Duty Tax for second home purchasers taking effect in April, the vote to leave the European Union in June and, most recently, the shock of the American presidential election of Donald Trump. These were all big changes and solidified my suspicions that all the uncertainty was what has, most likely, resulted in less homeowners joining the market. But could my hunch be proved and what does this mean for the 2017 property market in my area? I set out to find out. I have spent some time analysing data collected from Rightmove.co.uk, which is available to estate agents. I recorded this raw data based on available properties on the market, new instructions and sales agreed for all estate agents, over a period of 16 months, across my area. After several weeks of compiling this information, this anecdotal evidence suggested that my suspicions were correct. Throughout 2016 there has been a 15% general decrease of available properties and new instructions to the open market in the Bideford, North Devon area. Interestingly, when reviewing the same data, but looking at sales agreed with all agents, sales agreed figures had not been hugely affected by this decrease. I believe, due to the lack of new properties, those properties that had been languishing on the market for some time were being snapped up by ‘out of the area’ buyers who were faced with limited choice. However, the knock-on effect that

We are mindful that social media continues to boost advertising and sharing properties are set to play a larger part in 2017. We have also seen an increased number of viewings being requested just hours after having ‘Posted’ on our Stags social media pages where, as a well-known agent, we have a large following. As with any sales and marketing, an online presence is crucial, but we are still finding that some old-fashioned factors, such as for sale boards and proactively keeping in contact with buyers and sellers alike, can have just as much of an impact.

Converted station is just the ticket This property once had a very different vibe: a coming and going place, with a bustle of travellers, a sharp smell of coal smoke, and the occasional sound of a whistle. Now, it is a peaceful country idyll, where all you can hear is soughing wind, birdsong and the steady munching of Dartmoor ponies. This week we are in Luckett in East Cornwall, and our Property of the Week was once the train station there. Diana and Mike Johnstone have owned it for the past 13 years. “We weren’t railway enthusiasts necessarily: we were just looking for our own part of Cornwall,” says Diana. “We were completely taken by the location: this house looks out towards Dartmoor, with a 180 degree view full of natural beauty.” A victim of the Beeching cuts, Old Luckett Station has been imaginatively converted from station master’s house and the station itself. “It’s got such an interesting history, we were surprised that it isn’t a listed building,” says Diana. “We were visited by the family that lived here when their father was the station master, and it was fascinating hearing their memories.” Some interior features salute the building’s past: the ground floor bathroom suite, for instance, which is an authentic white and floral pattern, and the light switches, which are brass and wood. There’s also a clock atop the triple garage, a new addition by Mike and Diana. Other parts are completely different: the waiting room and ticket

Days out: Take a trip on the Tamar from picturesque Calstock, or head to the wilds of Dartmoor for a bracing walk. Diana’s guests head to the beach at Looe on the South Coast or Widemouth Bay on the North. Plymouth offers a day’s shopping or culture at one of its theatres or museums. Eat out: Some great pubs in the area: Diana recommends the Royal Inn at Horsebridge just over the Devon Border. Great atmosphere in this 15th century building, with traditional food and ales.

The old station master’s house and the station buildings have been thoughtfully converted and landscaped round. Hardwood double glazed doors let onto the rear patio, once the railway platform, now a lovely place to sit and enjoy the gardens. A further door opens onto a front patio with panoramic outlooks. This side of the house is crowned with the conservatory, a lovely glazed area to sit and take it all in. “I love the conservatory - we use it as a dining room,” says Diana. “It’s amazing how many different species of birds are attracted to the garden: we’ve counted more than 60.” There’s also a ground floor en-suite bedroom, currently doubling as a study with built-in storage. A door opens onto the old station platform, and there’s a useful utility room on the other side. “This is a very flexible house that could be used in different ways,” says Diana. “It has two entrances and the ground floor suite could be used independently. There is also a self-contained studio outside which could provide additional accommodation. “This property would also lend itself to use as a B&B.” Upstairs are three bedrooms, two of them en-suite, and a spacious family bathroom with a beautiful roll-top bath with shower head above. The gardens are a special delight at this property, and Diana and Mike have worked hard landscaping them.

City prospects of fine projects For the Residential property market, 2016 was a year to forget. For those businesses such as ours that offer a Residential Letting and Property Management facility, there was the Autumn Statement promising an end to charging tenants an application fee. But that was it I’m afraid! No timeframe, no policy just a spurious tweet from the housing minister about a consultation period relating to the newly announced policy. All agents and tenants alike want is clarity and this doesn’t provide us with that. Frankly after 2016, 2017 could not have come at a more welcoming time. Walking round the city there are tremendous projects afoot – and not all for the housing of our student population. February 2017, we are told, will see the release of the Government’s latest Housing White Paper and a number of ‘new’ initiatives aimed at increasing the supply of housing across the country. On a local level my predictions for 2017 include seeing the completion of Leeward House at Mount Wise. A stunning development of one, two and three bedroom apartments offering absolutely spectacular views. The start on site of the next phase of Quadrant Quay as part of the successful and ongoing regeneration of Millbay. Plymouth City Council has, over the course of 2016, taken a pro-active stance regarding ongoing residential development acquiring a number of sites with the backing of the Homes and Community Agency. The success of this policy will start to become apparent as the redevelopment of the unsightly Colin Campbell Court takes shape alongside the redevelopment of Bath Street, linking the ongoing Millbay regeneration area with Union Street and the City Centre. Most importantly will be the Henley Real Estate planning application and commencement of works on the former Quality Hotel site on Plymouth Hoe. This will see the creation of a number of Residential Apartments and the delivery of a high end luxurious hotel befitting the site and the city. These were brave moves for a cash strapped local authority to make. However, to my mind they were im-

portant interventions and brave decisions that needed making. Not only that, they do draw the attention of those who would invest in our city. Principally, the housing market will see a rise in transactional levels across the city as you would expect, given the developments that I have referred to coming on stream, with a small but positive rise in house prices. The developments that I have detailed are those that would be expected of a large city and we are on the brink of some exciting times that have the potential to uplift our aspirations and expectations for our City of Plymouth. However, a note of caution. The problems of planning delivery and cost of development are causing issues in terms of the rate of delivery, and for the aspirations of our city to be met it is time for Plymouth’s development community to start to move through the gears. Plymouth’s planning team is acutely aware of the issues and I would imagine a proactive response to these particular issues coming forward this year in a similar manner to the much vaunted Market Recovery Action Plan of 2009. Record sale of farms in autumn The start of the year is always a good time to reflect on recent sales of farms and country houses, and look forward to the coming year. The autumn of 2016 has seen record sales of farms and country houses across Devon and Cornwall, with substantial properties having sold through our agency. We are one of the few agents that specialise in the sale of farms and country houses across the Westcountry, and we have sold country houses from Port Isaac to Ermington and from North Devon to East Cornwall. Brexit is not affecting buyers Leading Devon rural agency Luscombe Maye enjoyed an excellent year in 2016, for the sales of farms, land and smallholdings – and now looks forward to helping new or existing clients, with their sale in 2017, despite what may emerge from the Brexit discussions. Luscombe Maye sold in excess of £8 million worth of rural property in 2016. The prices achieved for farms and agricultural land generally in 2016 were greater than anticipated. This was despite the uncertainty surrounding prices being paid for agricultural commodities. In addition, there was an increased demand for farms and land from existing farmers and landowners. In the more recent past, there has been more interest from non-farming buyers, which seems to have reduced slightly. In the area covered by Luscombe Maye, the farmland market was very upbeat. Notable sales included Sherford Down Farm – 288 acres, selling off a guide price of £4 million; Bullhornstone Farm – 100 acres, selling off a guide of £1 million; Torr Farm – 43 acres, selling off a guide of £1.2 million; and Hazelwood Estate – 60 acres, selling off a guide of £2.4 million. Numerous blocks of bare land (arable and pasture), pony paddocks and woodland sold for between £6,000 and £25,000 per acre. Theresa May has recently informed

Prices paid for commodities in any market can fluctuate as a result of a number of factors, one of the main ones being supply and demand. Theresa May has recently announced that she doesn’t even want us to be part of a Single Market, because we won’t be allowed to enter into any discussions regarding the four freedoms of goods, capital, services and people. However, farmland continues to be a low risk, enjoyable (for some) investment and with the tax advantages that it offers, will continue to be attractive to many buyers. In summary, the scarcity of supply has contributed to the sustained strong prices for farms and agricultural land through 2016 and assuming

the level of supply does not increase and the demand continues at current levels, we expect prices in 2017 would not be too dissimilar to 2016. Our Farms, Land and Smallholdings Department have a good number of motivated buyers looking to buy and it appears from discussions with some of these, that the impending Brexit is not currently affecting their motivation. With the advantages of acquiring farmland far outweighing the disadvantages, and for the foreseeable future (subject to the Brexit deal that may be struck), we can’t see this changing. But that did not happen, much to home owners and estate agents’ joy. Things bore up remarkably well. First we saw the London housing market bubble burst. Not really a surprise given the huge increases in values seen in the capital over the previous three years and new tax avoidance legislation kicking in. Then we had the surprise referendum result. The country came down marginally in favour of leaving the EU, and did our world collapse? No (at least not yet!). What Brexit gave everyone and everything was uncertainty and this led to a slight slow-

During this period there will no doubt be much discussion about how the value of farms and agricultural land may be affected. Property markets are built on consumer confidence and the farmland market is no exception to this. The current support received by farmers in the form of the Basic Payment Scheme, from Europe, no doubt plays a part in the prices paid for agricultural land. Whether or not this scheme remains or not, as and when we leave Europe, will have a bearing on land values, but not by such a significant amount, compared to the impact it could have had a few years ago when these payments were higher. Brexit gave uncertainty – but it did not lead to price falls down in transactions and an end to house price inflation for a while, but it did not lead to price falls. So what does 2017 hold in store for all of us? For the first time in living memory the London bubble did not reach the Westcountry and that has meant that the recent fall has not reached us either. There is still a chronic shortage of housing stock and With more people moving into Devon than out and the county’s population expanding from within, this means that house prices are likely to remain pretty much the same as now. More first time buyers bought houses in 2016 than for any year during the last 16 years, thanks to the Help to Buy scheme and because more lenders relaxed their lending criteria. This made the lower end of the market the most buoyant for many agents and this is likely to continue into 2017. The middle market in the south-west pen-
