T

he Kawatiri River Trail is getting close to completion as it links 8km of walkway within Westport from the Derby Street end of North Beach, to the tiphead, Shingle Beach, the Westport Harbour floating

basin and to the Buller Bridge. The walking and cycling track began as a Buller Cycling Club project — a labour of love with many volunteers pouring in hours of hard work. The boardwalk project was designed by Opus, who recently facilitated a volunteer day on the trail.

A 180m stretch of boardwalk through to the floating basin and yacht club will be finished when the ‘Little Mississippi’ Bridge is erected. Opus senior ecologist and cycle club member Richard Nichol said the bridge crossing the entrance of the Lost Lagoon on the river wall would be one of the final challenges and would be undertaken within

the next two months. The track would weave its way from the yacht club through town to the southern end of the wharf and join the Millennium Track, built by Westport Rotary and Lions Club in 2000. Continued on P2

Communication the key, says former top cop by Brendon McMahon

T

he former top four managers of the West Coast police area senior management team recently received their service certificates in the absence of the police heirarchy at a private ceremony in Greymouth. Former area commander John Canning notched up 40 distinguished years in the police — with more than 20 on the West Coast — with a number of citations for his policing style on the West Coast from police management. His second in command, former area prevention manager Allyson Ealam, served the police for 17 years with distinction, firstly in Canterbury and then the West Coast, while the third member of the management team, former area response manager Philip Barker, retired after a distinguished 30-year career predominantly in Christchurch and latterly this region. The other member of the team, former head of the Greymouth CIB, Dan Keno, has also left the police. He was

not present but was acknowledged during the presentation ceremony in which Grey District Mayor Tony Kokshoorn presided. They all stepped down at the end of 2015 or earlier this year following protracted controversy with police bosses over the future direction of policing in the region Mr Barker, Mr Canning and Mrs Ealam — who have all committed to remaining on the West Coast — spoke eloquently about their public service careers. Mr Canning noted 40 years of “constant change” in which people had always remained at the heart of police work. He wryly recalled that when he joined in 1976 every constable received a notebook, a short baton and a pair of handcuffs. While policing now had many more sophisticated tools and aids, the underlying principles for the police to be effective in engaging with the public had never changed: “As they said back then, the best way to protect yourself is your communication,” Mr Canning said.

Mr Nichol hoped the Kawatiri River Trail would be officially opened this spring. At some point it was hoped the track would then continue from the Buller Bridge to Carters Beach and connect with the Charleston Community Cycleway.

Funding for the trail within Westport is still being sought via a Give a little campaign and there was a Little Lost Lagoon webpage for those wanting to donate. Mr Nichol said several partners had helped with funding so far including the Department of Conservation, Holcim, Trail Fund NZ, Development West Coast,

Artistic touch for historic hall T

he Runanga Miners’ Hall Trust is utilising the skills of one of the hall’s most passionate supporters in its latest fundraising bid. Well-known local artist Les Holmes, who has lived in Runanga for 35 years, has painted a glamorous rendition of the hall in its 1937 heyday, and has gifted the image to the restoration project. The painting depicts the frontage of the Runanga Miners’ Hall as it might have looked immediately after being rebuilt in 1937. While a manager taps his watch impatiently to a worker in a miner’s black singlet under the Hall’s verandah, the foreground is dominated by four enthusiastic young women in a vintage car. “I had the idea of wanting to create a work that would front the hall restoration project, and since there was no illustration of the completed restoration, and given that we are going back to the 1937 form, I thought I would depict this, to give people an idea of what it could look like,” Mr Holmes said.

“But I wanted to inject some human interest, which is why I put in the car and the ‘goodtime girls’, contrasted against the impatient manager and the defiant worker.” Supporters have the opportunity to purchase a limited edition print on canvas for $300. “The print is practically the same size as the original, almost A2, and looks gorgeous on canvas,” trust chairman Paul Thomas said. Only 250 of the canvas prints will be produced. Each print will be individually numbered and signed by Holmes. The first print will be sent to the hall’s patron, former Labour Prime Minister of New Zealand and candidate for Secretary-General to the United Nations, Helen Clark. Greymouth photographer Stewart Nimmo is producing the canvas prints. All profits from the prints will go towards the restoration of the hall, and the trust hopes to raise over $40,000 from the artwork. Prints can be ordered by e-mailing the trust or purchased directly from Nimmo Photography in Greymouth.

Reefton school composts

Enviro-rangers with Margaret Crook looking for compost critters.

REEFTON Area School enviro-rangers held an Enviroschools Action Day recently to create a school wide compost system. The 13 students, representing different classes across the school, had identified an issue with how much compost there was in classroom rubbish bins. This spurred them into action and they dedicated a day to improving the compost system to process student lunch and green waste in the school. The students visited garden club members Margaret and Rex Crook, from Mawheraiti, to see what a successful compost system looks like. They were given a demonstration on how to layer different materials in the compost bins. Armed with the new knowledge, the students returned to school and started putting a system into place: ensuring each class had a compost bin, making signs, working out a roster, writing a skit to explain to the rest of the school how to compost, setting up pig bins for items that cannot be composted, and collaborating with the hard materials

students to design and build a double bin system. West Coast Enviroschools facilitator Zoe Watson said the day was a huge success. “I was really impressed by their ideas for sharing their learning with their school and community,” Ms Watson said. Reefton Area enviroschools lead teacher Kate Hawes said the students were looking forward to seeing a reduction in landfill waste with the improvements to the way the school composted waste. Student Paige Newburry said the exercise was a lot of fun and she had learned a lot. “My favourite part was making the signs for the compost bins.” Chloe May Estoque a Year 13 student said that it was an action-packed learning experience. “We learned a lot of things, especially with composting. We have a strong team of enviro-rangers this year and I can’t wait to see what else is in store for us.”

random act of kindness in Hokitika continues to repeat itself. A regular customer at the Clocktower Cafe in Hokitika recently left what was described as “a substantial amount” of money to subsidise future cups of coffee, until the money ran out. It was given as a random act of kindness but it has been a gift which has just kept

on giving, Clocktower proprietor Marilyn Le Compte said. The money had not run out. “People order a cup of coffee, pay for it and when I give the money back and tell them it is a random act of kindness, they are astounded, embarrassed or similar,” Ms Le Compte said. “Some refuse it altogether, some give it back as a return random act of kindness and others put it in the SPCA donation box — and so the kindness continues.”

National Party Cup presented to ex-Coast man Sam MacDonald, centre, with National Party president Peter Goodfellow, left and Sir George Chapman. Mr MacDonald, born and educated on the West Coast, was presented with the Sir George Chapman Cup at the 80th National Party conference held in Christchurch recently. The cup is awarded to an up and coming party member who has contributed most to the party in the previous 12 months. Mr MacDonald is the first National Party member who hails from the West Coast to win the cup. He became a Young Nat at the age of 15 before moving to Christchurch where he studied to be an accountant and became the Canterbury divisional Young Nat chairman and then chairman of the national Young Nats for a year. The transport agency’s Winter Journeys campaign aims to encourage drivers to be safe and plan ahead to reduce the risk of crashes over the winter months. Planning ahead is crucial if drivers want to enjoy safe travel and avoid delays, she said, “Be aware that even when roads are gritted, particularly after a frosty or icy night and on corners, drivers need to slow down.” Snow warnings on passes “Carrying chains and knowing how to fit them is important for anyone travelling between Canterbury and the West Coast or the South Canterbury high country,” Ms Wright said. O

peration Cover Up volunteers in Westland have been busy in the past 12 months with knitting needles, crochet hooks, and sewing machines, making clothing and blankets for the poor and the orphaned in Moldova on the Ukraine border.

A big pile of clothing and blankets was sorted and packed last week for the long journey to Moldova where orphaned babies and children are the recipients. Operation Cover Up Hokitika co-ordinator Frances Stapleton said the Moldova recipients were very grateful. For the past 11 years volunteer knitters, people to crochet and sewers supporting the cause had seen a tremendous response.

While there had been many contributors the outstanding contribution from Raewyn McLennan in Okarito needed to be acknowledged, Mrs Stapleton said. This year Mrs McLennan contributed 17, mainly adult, hand spun woollen jerseys. “I thoroughly enjoy doing it. These people don’t ask to be poor and if I can help in some small way — so be it,” she said. During the year Mrs Stapleton delivered

donated wool to knitters and received many hundreds of bright coloured squares in return. “I took them all and dropped them off to Brenda Mulder who happily stitched them together and made cot sized and larger, 140 x160cm blankets. Brenda is already working on a blanket for the 2017 Operation Cover Up and we are always on the lookout for more wool.”

A WIDE selection of woollen blankets have been knitted by women from throughout the West Coast in support of Operation Cover Up to assist the poor and orphaned in Eastern Europe. The Greymouth effort saw volunteer knitters and supporters gather at the Cobden Anglican Church hall recently to bring in their blankets and woollen clothes and to listen to guest speaker Lynley Hansen who was recently in Moldova — one of the Eastern European countries which is a focus for Operation Cover Up.

Co-ordinator Nolene Millar said there was great support from local knitters from across the region with knitters travelling coming from as far as Kumara and Reefton to hear Ms Hansen. “Lynley has just returned from Moldova where some of the blankets will be going and talked about her experience first-hand,” Mrs Millar said. “The blankets are destined for Eastern Europe, mostly Moldova and Romania but we are having trouble getting into the Ukraine.”

What are KPIs and how do I establish these for my business? Key performance indicators (KPIs) are the measure you use to track the progress of your business against your business goals. They can be established by the owner of the business often in conjunction with an accountant or business mentor. KPIs can also be determined with your staff at team planning sessions and monitored at staff meetings throughout the year. This ensures staff engagement with the goals and direction the business is working to achieve. KPIs differ between businesses and industries. Within the trade sector, for example, a common measure is the number of hours invoiced divided by the number of hours worked. This is an indicator of productivity and provides a range of information. It may, for example, highlight that jobs may not be being fully charged for, or that quotes for work might be over or under estimated. The team could be set targets based on achieving a certain percentage of billable time. Many accommodation operators measure their net yield. This is the income received from rooms booked less commissions paid divided by the number of rooms available. This helps determine their effectiveness in selling the rooms. The higher the yield the more profitable they will be.

The Primary Health Organisation (PHO) has two Breastfeeding Advocates who offer free breastfeeding information and support to anyone in the region. We can also help link you in with Mum4Mum peer support and BABES in Arms support groups. Breastfeeding is natural but it’s still a skill to be learned by both mother and baby. What is the situation if a house property is so close to the boundary line that it is impossible to get along the boundary, undertake repairs, maintenance or painting? What are the options available to a landowner?

Firstly: Without a survey being undertaken, it is impossible to establish where the true boundary of a property is unless you are able to locate boundary pegs on the property. Secondly: There are several options available once you know where the true boundary is: Approach the neighbouring landowner to see If they would be agreeable to you entering their land to effect repairs or painting, reach agreement with them as to how and when work would be undertaken and provide a time-frame for such repairs and/or maintenance. Approach the neighbour with a view to completing a boundary adjustment where you would purchase a strip of land from the neighbouring landowner to enable you to move freely within the new boundary. If the second option is agreed upon, then a purchase price would need to be agreed and again a surveyor would be consulted to complete a survey plan for the affected area and amalgamation of titles which the local Council would no doubt require. An Agreement for Sale and Purchase would need to be entered into for the land concerned. Another option is the neighbour may be agreeable to providing you with an easement over their land to allow access. Again a surveyor would need to be involved so that an Easement area could be established and so registered with LINZ. See Lynda’s comments. If all else falls, the Property Law Act 2007 Part 6, Special Powers of Court, Sections 319 and 320 could provide the necessary remedy.

If you, or your neighbour, believe your house is right up to or over the boundary, the first step is to check the boundary. A Licensed Cadastral Surveyor may be able to check this by searching old survey plans. In recent examples I have found a subdivision plan from 2004 which showed that the house was 0.4m inside the boundary, and the garage was 0.2m over the boundary. For another client I found a survey plan from 1971 that showed the house to be 0.2m from the boundary on both sides, so the path alongside the house that provided access was on the neighbouring property. If the house is not shown on any previous survey plans, then the surveyor will survey the boundary line, to establish how close the house is to the boundary, and whether any eaves extend over the boundary. Your surveyor and lawyer will also check your title, to see if there is any easement that allows for an encroachment, or grants rights to maintain the building. Bev has suggested several options if it is confirmed that the house is too close to the boundary. If your neighbour agrees to grant an easement, you will require a Licensed Cadastral Surveyor to prepare a plan of the proposed easement, and lodge it with Land Information New Zealand. Your lawyer will then prepare the easement documents and register the easement on both titles. If your neighbour agrees to a boundary adjustment, a surveyor will provide advice on how to carry out the subdivision in the most cost effective way, to meet the Council requirements while keeping fees to a minimum. This may be by a permitted activity boundary adjustment if the District Plan requirements can be met, or may require the new strip to be amalgamated with your current title. The surveyor will peg the new boundary and prepare the survey plan.

At the end of the day, there will be cost involved whichever option you decide to pursue. There will be survey fees, Council consent and certification fees, legal fees, and LINZ plan examination and registration fees. You would need to seek legal advice and consult with a Licensed Cadastral Surveyor to help you to work out the best possible solution for your individual situation. Scholarship offers dream

O

ne young New Zealand race car driver will win a competitive drive in the 2016–17 Toyota TR 86 Championship with a scholarship announced last week. Care Vets, a New Zealand owned chain of veterinary clinics and hospitals, has confirmed it will continue the race driver scholarship it established for the 2015–16 championship. Entry applications are now open at www. carevetsracing.co.nz and close on August 28. Entrants must be between 15 and 25 years old. The scholarship was created in 2015 by Care Vets owner Keith Houston, a passionate motor racing enthusiast who was looking for ways to help foster rising talent in motor sport. It is the first such privately driven scholarship in New Zealand motor sport. “Care Vets is very proud to help identify and support a talented young driver through the scholarship,” Mr Houston said. “We are looking to select a driver with ability and potential who might not otherwise receive this kind of support at this stage in their career,” he said.

Mr Houston said the scholarship puts the successful driver in a competitive car in a two-car team environment and gives them the tools to visualise, plan and work towards their ultimate goal as a professional racing driver. Driven by scholarship winners Michael Scott and Ryan Yardley last summer, the two Care Vets cars were in the thick of the action, which attracted a record field of 26 entries. Both drivers won races, Scott finishing fourth overall and Yardley fifth and top rookie. Heading into its second season, the Care Vets team will make one scholarship drive available, with 2015–16 championship rookie title winner Yardley driving the other car in a full championship campaign. Yardley said being selected for the scholarship was a highlight of his career so far and the two-car team was an “awesome” learning environment. “Right from the first practice at round one I was absolutely pumped. Our goal from the start was to win the rookie title, and the whole team helped me do that. It was fantastic,” he said.

His goal is to win the championship title. Meanwhile, Scott will head to the United States in December to take part in the US$200,000 Road to Indy Scholarship Shootout. He is confident his recent racing experience will stand him in good stead in the intensely competitive shootout. “I know I’m going up against some incredibly quick drivers but this opportunity could really kick off my motor sport career at an international level.” Intending scholarship entrants can get a

onsumer research organisation Canstar Blue has named Hyundai New Zealand a 2016 winner of its Most Satisfied Customers Award in the automotive category.

In its recently completed customer satisfaction survey for new cars in New Zealand, Canstar found Hyundai scored a perfect set of five-star results across all six categories — overall satisfaction, value

It is rare for any brand to score a clean sweep of the customer satisfaction categories. Hyundai New Zealand general manager Andy Sinclair is elated at the news and says the result is a testament to the strong relationship between Hyundai New Zealand, its dealer network, staff and most importantly customers. “We’re very pleased with this award. This is a fantastic result in such a competitive and crowded market and a resounding endorsement of the hard

work we put in every day to provide world class customer service across our network of dealers,” he said. The independent, objective survey was conducted for Canstar by Iview (part of global market research organisation Ipsos) across a representative sample of 2500 New Zealanders and based on 780 consumer responses. This was up significantly on response rates in recent years. “Hyundai New Zealand has performed strongly across all aspects of the survey which is a phenomenal outcome. We are very grateful to all our customers who took part in the survey and to our staff throughout New Zealand for being such excellent ambassadors for the Hyundai brand,” Mr Sinclair said.
