Dobson weather bomb

obin Smithers, left, and neighbours Mitchell and Sonya Shaw smiled through the weather bomb that drenched their properties near Stillwater last week. The area was hit by a concentrated downpour that pushed hillsides over roads, cut electricity and caused general havoc. Miraculously, nobody was hurt, the event occurring during peak commuter time of 7.30 to 9am, although a Reefton woman heading to Greymouth had a narrow escape when a landslip fell across the road just in front of her car. It was one of three large slips that blocked roads either side of the Grey River. The water main to Stillwater was cut and Dobson and Coal Creek were heavily flooded, including inundation of the quilting shop at On Yer Bike. Mr Smithers helped Mrs Shaw clear debris and while the deluge only caused his farm minor damage, it was nonetheless “spectacular”.

Motorhomes hit Waimangaroa

otorhomes of every description and size merged on Waimangaroa recently. Twenty-four vans and about 40 people set up camp around the Waimangaroa Hall for the monthly rally of the Area 71 West Coast branch of the New Zealand Motor Caravan Association. Some arrived on the Thursday and some Friday with the event kicking off with a ‘social hour’ on the Friday evening. Waimangaroa locals Les and Fiona Cooper organised the weekend, including Saturday’s trip to Denniston. An informative talk by Denniston resident and historian Gary James on behalf of the Friends of the Hill was held at the museum. Visitors made the most of visiting Bev’s Scullery and coffee shop at Waimangaroa for her renowned coffee and home-made pies as well as Woody’s craft shop. A ‘happy hour’ and shared tea was held on the Saturday evening, with a presentation on strokes, heart attacks and the use of defibrillators by local rural nurse specialist Grace Muyoma. She also shared her experience of charity work in Zimbabwe. The rally concluded on Sunday with morning tea and the drawing of the raffles.

West Coast branch chairman Ken Leslie said it was a sociable group and new members were always welcomed. When they joined NZMCA, members were allocated to the branch where they were based. They could check on to the local Facebook page, the national association site, the newsletters, booklet of activities or the app for a list of the rallies being held throughout the country. “Members from Nelson, Canterbury,

Tauranga and Rotorua joined us this time,” Mr Leslie said. “Last month we went to Moonlight and visited the kiwi crèche. Next month we are heading to the Tree Tops south of Hokitika,” Mr Leslie said. The West Coast branch, including those from Reefton south, meets monthly, “although, due to Covid we mostly have zoom meetings now”, he said. Area 71 has about 200 members.

acred Heart School in Reefton has updated and transformed its playground. “The original playground was put in approximately 28 years ago and my wife, Linda (nee Neylon) played on it,” principal Tony Webb said. The playground was cordoned off for a term due to it being somewhat dangerous and in need PICTURE: Claire Ward of repair.

“We had a working bee with parents on Saturday, April 9,” Mr Webb said. “Normally we’d have needed to hire machinery, but the parents just turned up in utes and a tractor. And being farmers, they just did it – I’d have had to hire a tradesman,” he laughed. “It’s actually structurally more sound than when it went in all those years ago, and it’s all fit for purpose. “It’s not quite finished; phase two is coming up soon, and the kids are excited!”

he West Coast Primary Health Organisation breastfeeding advocate Erin Turley is available to provide breastfeeding support for all local mothers and whanau. The service is available at no cost and support is available for any stage of the breastfeeding journey. This could include antenatal education, learning to breastfeed a newborn, problemsolving with a baby of any age, through to weaning. “Breastfeeding may be natural, but it’s still a skill that mum and baby learn together. Getting the right information and support early on is important for helping mums reach their breastfeeding goals.” Ms Turley has worked as breastfeeding advocate since 2013, covering Grey and Westland districts. Due to staffing changes at the start of 2022, her role then expanded to include Buller. While based in Greymouth, she makes regular trips throughout the West Coast to provide home visits for families (or phone/text/virtual options available as needed) to help make the service as accessible as possible. As a pregnancy, birth, and parenting educator (i.e. childbirth educator), she can provide one-on-one education either before or after baby arrives, and can adapt the information to suit the needs of each family. Anzac Day is an evolving commemoration

n New Zealand we have commemorated Anzac Day since 1915. It’s a tradition which began after World War One returned soldiers sought comradeship in the quiet, peaceful moments before dawn, with obvious symbolic links to the dawn landings at Gallipoli, a day which claimed 2700 New Zealanders. The early morning light makes a dawn service one of the most emotional and compelling commemorations of this special day. As the 1970s rolled around and the gap since wartime reached thirty years, a whole new generation emerged. Decision-makers, business people and parents who had no direct recollection of the war years started to emerge with a viewpoint that challenged the solemnity of the first sixty or so Anzac commemorations. Shop trading laws changed to allow retailing in the afternoon and it became acceptable to

hold sports fixtures, some which had Anzac in their title. Over time, much younger men who had served in the likes of Korea, Malaya, Vietnam, Iraq and Afghanistan came forward as did peacekeeping and observer mission staff to many countries. The contribution of service women and those left behind at home became easier to speak of and the solemnity slowly gave way to what I will term as positive patriotism. Anzac Day has moved with the times, much in the way that weddings and funerals evolved and changed with the times to suit the different attitudes of the new generations. I genuinely believe these changes ensured that our commemorations on April 25 survived to be an important national event each year all these years on. What heartens me is the broadening of the scope of the remembrance that this special day brings. Anzac Day now promotes a sense

of unity probably more effectively people whose politics, beliefs and aspirations are widely different can nevertheless gather together as one community within one nation remembering the sad loss of so many lives and the freedoms and democracy that we have grown accustomed to. After more than 100 years poppies are still worn, and all members of the community are welcome to take part and children learn about the futility of war through poetry and music. Poppy Day is Friday this week. I know that you will support those loyal volunteers who are out collecting on behalf of those who now need help, support and comradeship. The numbers of New Zealanders attending Anzac services in every corner of our nation are increasing. We can be proud of what has become a truly national day of remembrance.

West Coast Conservation Training and Employment Hub The Westport-based Conservation Training and Employment Hub was officially opened at the end of March, the aim is to bring together West Coast employers, learners, mana whenua, local government and the vocational training sector to address local environmental needs and support the regional economy. Buller District Council and Tai Poutini Polytechnic are partnering to establish the Hub, which is the first stage in what will become a multi-layered approach to the support of a green economy in the Buller District and the wider West Coast. The Hub will provide accessible training, employment and education opportunities for those working in, working with and interested in conservation and biodiversity. Tai Poutini Polytechnic’s Peter O’Sullivan, responsible for initially coordinating and managing the Hub, shares how the regional initiative is rolling out.

Sanding business takes off

REEFTON entrepreneur John Bougen has helped one of his workers into the floor sanding business. When Russell Barrett put his Westport sanding business on the market in January, Mr Bougen jumped at the opportunity. “I used Russell for years, and I wanted to keep the only sanding business on the Coast,” he said. He then offered to help Dean Giddens purchase the business and was delighted that Dean saw the opportunity and seized it. Mr Giddens has owned the business for only a month and has already done jobs all over the Coast, including Okarito, Fox River and Greymouth and has jobs booked in advance. Due to the workload, he hired Dylan Selwyn, formerly of Whangarei, to help out, and expansion is also on the cards. “I try to work within a two week bracket, but if it gets too busy I’ll do the imminent expansion.” Mr Barrett has stayed on as a mentor and to help the new owner when needed. “Dean has snaffled a great venture that’s continuing to be very much needed,” Mr Bougen said. “And keeping this business here confirms that long gone are the days of the West Coast having to be reliant on the rest of New Zealand.”

What is the Conservation Training and Employment Hub? This is an exciting initiative which has seen regional leaders come together to create an innovative approach to an environmental and employment opportunity on the West Coast – the growing need for conservation and sustainability expertise to address key local issues and exploit growth opportunities. More than just a physical location for learning, the Hub concept is about bringing together all the key players – like the Polytechnic, local Council, employers, conservation experts, NZTA and other Government agencies – to create a multi-layered approach that identifies projects to support and works to address key emerging issues such as climate change. What training will be delivered through the hub? The beauty of this approach is that it is flexible and can respond to local needs. Right now, we’re working with the local community, conservation employers and others to understand what these needs are: What are the key projects underway that need skilled workers? What are the regional environmental issues that require support? What is the future of conservation and sustainability and what expertise will be required down the track? These are all questions that we’re asking now and we want to learn more. The concept of the hub will evolve and shaped depending on the needs of our region. What courses are you currently delivering? We’re working with key community stakeholders to identify exactly what training is needed. We are about to begin training with ZIP, along with opportunities to learn about vehicle and machinery operation, height access, river ranger skills, navigation and more. The qualifications available vary on the training required. What types of training are you thinking about delivering in the future? This will directly reflect the needs of industry, employers and key regional projects. It will align to goals identified in regional growth strategies such as the Buller District Council’s Environmental Improvement and Prosperity Strategy, Te Whanaketanga Te Tai Poutini West Coast Economic Development Strategy 2050, and the West Coast Regional Workforce Plan. Beyond that, we’ll work with the community and employers to understand their goals and what skills their people need for success. What sort of people will likely enrol in the training? Training through the Hub will be varied and targeted at different levels. It is for all types of learners and will cater to

the needs of industry and of the learners themselves. We’re working with local schools and support agencies to identify potential learners, and we’ll also offer in-work training so people can upskill while on the job. There will also be options for volunteers to upskill and special projects will be targeted where key local skills are needed. Where will the training take place? We have a physical location at Tai Poutini Polytechnic’s Westport campus, however it is envisaged that much of the training will be delivered on-the-ground at sites and locations all across the West Coast. Who is delivering the training? The majority of our training is currently being delivered by Te Pūkenga; as Tai Poutini Polytechnic is now a subsidiary of Te Pūkenga, we have much greater access to resources and opportunities for partnerships and innovation to make initiatives like the Hub happen. Being part of Te Pūkenga means we are more connected to the other organisations delivering vocational and applied education in Aotearoa New Zealand and we will work with them to share skills and knowledge to better help our learners and employers succeed. At times the Conservation Training and Employment Hub may engage with specialist trainers or other providers outside Te Pūkenga to deliver training. The aim is that we’re flexible and able to seize opportunities to deliver the training that the local community needs. How is the training delivered? Training will be delivered through a mix of online, on-campus and on-job learning to give learners more flexibility in what, where and how they learn. What is the benefit of doing training through the Conservation Training and Employment Hub? Because we’re designing the Hub alongside the local community, we know the training will meet local employment and project needs. By working locally you’ll get support throughout your study, access to our campus facilities (such as computers, printers and other support) and the guidance of our tutors. When is this all going to start happening? It’s happening now and will grow in the future: we’re taking the training and programmes already being delivered on the West Coast and expanding and targeting them to local needs. By the middle of the year our aim is to offer at least three microcredentials (qualifications that indicate a specific skills has been mastered) through the Hub. By the end of the year we will have supported launching a flagship project and identified a process for future opportunity and training identification.

Flying into the snow-clad mountains by helicopter in the depths of winter, Dobby (a Hungarian Vizsla) from Haast goes missing when his master takes him hunting for mountain goats. His jacket gets snagged in the scrub and he is trapped. But with the help of two kea, Dobby finds the strength to survive until he is found. He is rescued seven days later with the two birds at his side. It is thought they might have helped him. Written by Marion Day, the book

is illustrated by New Zealand realist artist Emma Gustafson. Day lives in the outer Pelorus Sound and has so far published eight children’s picture books. Ask a P R O F E S S I O N A L What should I be aware as guarantor when helping my child buy their first home? Your Liability A guarantee is where a person agrees to be responsible for the debt of another. Your liability as guarantor would likely be secured by a mortgage over your family home. While you may be able to specify a guarantee limit, generally your liability will be unlimited, which means you will be liable for everything your child borrows from the bank. This includes all money owing or that becomes owing, whether at the time the guarantee is signed, or in the future. Importantly, the bank is not required to seek action against your child first, before making demand of you. Independent Legal Advice In most cases, parents acting as guarantors will be required to take independent legal

advice. If you have a relationship with an emotional tie or dependency on your child or have limited commercial ability or do not derive any more than a minimal direct or indirect financial benefit or advantage from giving the guarantee, you must receive independent legal advice, in the absence of your child, before signing the guarantee. Termination of a Guarantee Guarantors usually have a limited right to terminate a guarantee in relation to future indebtedness of the borrowers. It may be possible for the guarantee to be released as soon as the value of your child's property rises sufficiently to give them enough equity to cover it. To terminate liability, you must give notice in writing to the

bank. You will remain liable for all existing indebtedness up until the date that notice of termination is given. It is likely that termination would result in the bank either capping the amount that can be borrowed or calling up the money then owed by your child. Although giving a guarantee may be a condition of the bank lending to your child, there is no legal obligation on you to provide the guarantee. Doing so, however, may result in finance being declined or limited. If you do not wish to incur any liability in relation to the indebtedness of your child, do not sign a guarantee and before agreeing to provide a guarantee, we recommend you get in contact with us first for advice.

Smokefree cars for Tamariki On the 28th of November 2021 the law to protect tamariki (children) from second hand smoke in cars came into force. It became illegal to smoke and vape in a vehicle that has rangatahi (young people) and children (under 18yrs old) in it – whether the vehicle is moving or not. Smoking (or vaping) in a vehicle with a child in it may result in the smoker/vaper being liable for a fine, or a court can impose a fine. Second-hand smoke • When a smoker lights a cigarette, second-hand smoke comes from the burning end of a cigarette and from the smoke blown out by the smoker. • It has many chemical poisons including cyanide, ammonia, and carbon monoxide. • It can cause sore eyes, headaches, coughs, sore throats, dizziness and make you feel sick. But it can be worse than that and there is no safe level of second-hand smoke! • It can cause heart disease, lung cancer, stroke and cancers near and around the nose.

Why is smoking around children and young people harmful? • Their lungs are smaller, and they breathe faster • They also often have no way of getting away from the smoke. • They are more likely to go to hospital, get coughs, colds and wheezes and miss school. • Children whose parents smoke have a greater chance of getting sick with lung illnesses like bronchitis and pneumonia, much more than children of parents who do not smoke. • It can increase the risk of Sudden Unexpected Death in Infancy (SUDI or cot death) • It can also affect how children develop and behave, and they can do less well at school. Second-hand smoke in your home and car • Opening or winding down a window will not remove all the poisons. • The poisons will stay long after the smoke and smell have gone. Make your car smokefree - Me auahi kore tō waka

• Agree with the whānau that your car is always smokefree for everyone. • Clean out the ashtrays and remove the lighter from your car. • Display Smokefree Car stickers to show you mean business! Choosing to have a smokefree car can be tough at first, but honestly it gets easier: • Try swapping your smokes for some chewing gum. • Turn up the tunes. • Sip a drink. • Put them out of sight in the glovebox. • Don’t even take them with you. You can be a positive role model for tamariki by not smoking around them at any time and they’ll be less likely to become smokers. Ask a P R O F E S S I O N A L What interest can be claimed against my rental income? The ability to deduct interest against your residential rental property income changed from 1 October 2021. There is no claim for rental properties purchased after 27 March 2021, unless it is a new build. For rental properties that were owned prior 27 March 2021 there are transitional rules where the amount of interest you can claim reduces over time. The new build exemption is generally based around when the property received its code of compliance. If it was issued after 27 March 2020, it is considered a new build. You can continue deducting 100% of the interest that relates to the

purchase or construction of a new build for 20 years after the code of compliance is issued. This ability can be passed on to any subsequent owners. It will be interesting to see what this does to the market for these new builds in a few years’ time. A “new build” includes all the obvious examples, but there are a couple of interesting inclusions; where commercial properties are converted to residential, earthquake prone buildings, or where at least 75% of a property has been re-clad due to weathertightness issues. For rental properties that were owned on 27 March 2021, you are able to claim 75% of the

interest from 1 October 2021 to 31 March 2023, when it drops to 50%. Because the change comes half-way through the 2022 financial year, you should consider providing monthly interest figures to your accountant to assist with your account preparation. If you are planning on transferring an investment property to a new entity, you should discuss it with your accountant first. It may affect your ability to continue to deduct interest under the transitional rules above, but it may also reset the bright-line test for residential land, so a future transfer may become taxable.

Existing technology is fine, just get creative! Move away from time consuming cumbersome ways like passing documents back and forth by email, to using cloud-based collaboration and coauthoring tools is often a ‘huge opportunity that’s being missed’.

POSSUM CONTROL (Coastal Karamea) POISON WARNING Vector Control Services (VCS) wishes to advise that a ground based possum control operation will be taking place to keep possum numbers under control to prevent spread of bovine tuberculosis. This operation will be conducted as a part of the TBfree New Zealand programme. Areas covered: The Coastal Karamea area lies north of Ngakawau and encompasses Karamea, Seddonville and Corbyvale developed farmland. The area includes Market Cross, Little Wanganui, the start of the Heaphy and Wangapeka tracks and the Old Ghost Road. The internal habitat type is riparian margins, wetlands/ coastal verges and internal patches of native forest surrounded by steep faces of beech. The area includes some large private bush blocks, a game hunting estate and numerous lifestyle blocks. Operation date: April 28, 2022 to June 22, 2022 (approximate). Poisoning methods, poison used and nature of poison: 1080 poison in the form of pellets Cyanide in green feed paste Feratox pellets All poison baits will be dyed green The public is warned not to enter these areas and not to remove carcasses or baits. Baits are dangerous to people and dogs. Where access is required, landowners will be approached for written permission for acceptable control methods on their property.
