Te Tai o Poutini Plan next steps

TE Tai o Poutini Plan Commitee preparing the combined district plan for the West Coast, met on April 18 to discuss the next procedural step in the plan making process.

The proposed plan was notified for submissions in July 2022.

Joint committee chairman Rex Williams said the planners and support staff had done a tremendous job processing the submissions.

“We had excellent feedback from the community and various interested parties

on the proposed plan with 534 submissions received containing 15,205 submission points.”

The next stage in the process is for the summary of all the submissions that have been received to be made publicly available.

The law allows certain members of the public to lodge further submissions if they have already lodged a submission or have a par?cular interest in any submission point.

The summary of submissions and further submission forms will be available on the

TTPP website, and at the same locations the proposed plan was available at around the region.

“We urge people to ask at their local district council if they have any questions about the process,” said Mr Williams.

Further science on coastal hazards was also presented to the TTPP Joint Commitee. This information has been updated since the aerial survey of the ground levels across the coastline of the region were completed in December 2022. This work used LiDAR (Light Detection and Ranging) which provides highly accurate digital terrain data which

can be used for 3D maps and models of the region, this improved from the original ground levels gained from space shutle data.

“The LiDAR data has provided updated information on coastal inundation. It may mean adjustments to the coastal hazard layer are necessary and the committee will be working through this over the next few months. The data gathered does not take into account the hazard protection works that are in place or will be upgraded.” More information, including detailed maps and information sheets will be available over the coming months.

Rare skinks fly home to Hokitika

Twenty-one Kapitia skinks relocated from Auckland Zoo to their home habitat on the West Coast earlier this month.

The skinks, whose conservation status is threatened-nationally critical are only found in a 1km coastal strip between Awatuna and Chesterfield, near Hokitika.

When Cyclone Fehi hit the area hard in 2018, the Department of Conservation moved 50 of them to Auckland Zoo for safekeeping. There they bred successfully, almost doubling their numbers.

Since the cyclone, the Kapitia Scientific Reserve has been established as a safe haven for the skinks which are distinguished by their salmon-coloured underside and a prehensile tail. The tail indicates they are adapted to a life in trees as they can use it to grip objects and help them climb.

DOC Hokitika operations manager Owen Kilgour says this is the third and final translocation of these skinks.

“In November 2021 we moved 42 skinks into the newly finished reserve. Twenty gravid females and three juveniles remained at Auckland Zoo and were subsequently released last November. A further 21 offspring from the 20 females – which were too young to release in 2022

– made the trip this week.

“The predator free reserve has been a great success and the skinks in there are thriving. As well as threats to their habitat from storm damage, the Kapitia skinks are vulnerable to predators such as rats and mice, which attack them if they are too cold to move and eat them alive.”

Some Kapitia skinks found in the wild have also been moved into the reserve.

Auckland Zoo head of animal care and conservation, Richard Gibson says the final release of Kapitia skinks from the zoo was a bitter-sweet moment for his team.

“We have learnt a great deal about their behaviour and diet preferences, which will inform habitat restoration inside their reserve. We also managed to almost double the number of skinks originally received.

“Seeing them return to the West Coast in just five short years – a blink of an eye in conservation terms – is remarkable and a testament to what dedicated and focused partnership can achieve.”

The skinks travelled with Air New Zealand from Auckland to Hokitika via Christchurch. They were accompanied by zoo staff and a film crew making a wildlife documentary series about the zoo.

Mayday dinner in Blackball

A quieter celebration will take place in Blackball at a dinner at the Inn and Cafe on April 29. There will be songs of solidarity, a soapbox opportunity for anyone with

a topic in mind, a quiz as to the origin of many work[place rights now taken for granted and a short talk on the fate of Julian Assange. All are welcome, especially workplace delegates.

Pounamu added to Hokitika Cenotaph

The pounamu, etched with the words 'Lest We Forget', joins the original foundation stone laid in 1922 by Lt Sam Frickleton VC of Blackball.

Mr Henderson, one the Hokitika-Westland RSA's last Korean War veterans, said it represented the sacrifice so many gave so future generations could live in peace.

Liddell Contracting is rebuilding the monument to address seismic concerns.

It was dismantled in February and was due to be reassembled in time for Anzac Day commemorations, however the Westland District Council said the design requirements to achieve earthquake safety had delayed work.

Hokitika River floodwall tender awarded

Henry Adams Contracting Ltd has been awarded the tender to undertake the stage 1A protection works on the Hokitika River.

Flood modelling has shown that under the current climate conditions, a 1 in 100year event will overtop the stopbank at approximately the Town Belt East stormwater outlet.

West Coast Regional Council chairman Peter Haddock said that undertaking this portion of work will mitigate this outcome as well as reducing the overall flood depths in all areas of the Hokitika township.

“This is a vital piece of the flood and erosion

protection needed for Hokitika. It's great to have had the tender awarded with work to commence shortly.”

The work undertaken includes raising the existing stopbank over approximately 700m of the northern Hokitika riverbank from the corner of Gibson Quay and Livingstone Street upstream past McMullan ITM.

The work will provide significant protection to Westland Milk Products and surrounding properties. The works are expected to take three months to complete, subject to weather. There will also be a temporary diversion of the cycleway and pedestrian access over this time.

Pickle making popular

As an extension of growing vegetables at the Kawatiri Maara Kai community gardens, a pickle making course was recently held in Westport.

Twelve people explored the process of picklemaking using the Salvation Army kitchen.

The kamokamo and marrow used for the pickle was grown at the gardens in Brougham Street. Many of the budding pickle-makers are also regular gardeners there, according to Kawatiri Maara Kai co-ordinator Richelle Schaper.

“We used Yvonne Stephens' 'secret' family recipe which we have just shared with the world! It's gone viral!“ Ms Schaper said.

“We have a mission to have more selfsufficiency for sustainability,” she said.

The pickle-making participants learned the art of sterilizing jars by washing in a dishwasher and heating in an oven, preparing and cooking the vegetables along with the other added ingredients.

None of those attending had made pickles before and they reported it had been 'great.'

“Everyone also got a supply of vegetables and pre-packed spices to continue making pickle at

home,” Ms Schaper said.

Thirty jars of pickle were made that was also distributed to the participants.

Objectors to an alcohol licence application

Applying for an alcohol licence can feel like a long road – one of the bumps you might encounter is objections to your application under the Sale and Supply of Alcohol Act 2012.

Who can object?

There is no general right of objection against alcohol licence applications. An objector must show they have ‘status’ to object; proving they have a ‘greater interest’ in the application than the public generally. An objector can show status in the following ways:

Geographic proximity

Objectors either reside or have business near the proposed premises (a radius of one-two kilometres is considered ‘a fair and realistic’ suggestion) and can show they will be affected by the granting of the licence application.

Interestingly, the test of geographic proximity is not

decisive in all cases. In Janhurst Holdings Limited [2013] NZARLA PH 826, despite an objector living within a kilometre of the premises, it was held that an arterial road served as an “effective barrier” between the premises and the home of the objector, who also had no line of sight to the premises and therefore, did not have an interest greater than any other member of the public.

Enhanced interest

Objectors could also establish status through an ‘enhanced interest’, regardless of their proximity to the proposed premises. These may include a territorial authority and its mayor and/or councillors and some trade organisations.

How to handle an objection

If appropriate you may find alternative ways to deal with objections, such as meeting with the objectors

to understand their concerns and whether they can be resolved by amending the licence application. Applicants can propose to make changes to an application, provided the objectors consider withdrawing their objection.

However, consultation with the objectors does not mean the application would not proceed to a public hearing. The application may still proceed to a public hearing even if all parties have reached an agreed outcome.

If you find yourself in a situation where an objection has been made to your alcohol licence application, especially if the objection is questioning your suitability as a licensee and/ or there are serious concerns about the risk of increased alcohol-related harm in the locality, we recommend you seek legal advice.

Flu season is fast approaching!

Last flu season was a record year for influenza vaccine uptake and we want to build on this momentum to protect whánau coming into this winter season.

The upcoming 2023 flu season in Aotearoa New Zealand is difficult to predict, as seasonal viruses may not follow typical seasonal patterns.

Immunisation is the best protection against influenza. While it is possible to catch influenza after immunisation, your symptoms are less likely to be severe.

Tamariki aged under five years old, adults aged 65 years and over, and those of Maori and Pacific ethnicities are most likely to be admitted to hospital due to severe illness than any other age and ethnic group.

Currently flu vaccination are free for pregnant people, people ages 65 years and older, Māori and Pacific peoples aged 55 to 64 years, tamariki aged 6 months to 12 years (inclusive), people aged 6 months to under 65

years with eligible conditions, people aged 6 months to under 65 years with serious mental health and addiction conditions, please check with your Medical Centre for vaccine criteria.

Can a cold turn into the flu?

No it can't – the flu and the common cold are caused by different viruses, which means that if you have a cold, it cannot develop into the flu.

Isn’t the flu just a bad cold?

No. A cold virus only affects the nose, throat, and upper chest and lasts for a few days, whereas influenza, commonly called the flu can be a serious illness that affects the whole body and can last a week or more. Infection with the Flu virus can lead to a stay in hospital for any age group but particularly if you are elderly or have ongoing medical conditions. Flu can make an existing medical condition, such as asthma or diabetes, a lot worse.

Can the flu shot give me the flu?

No. You can’t get influenza from the vaccine. The flu vaccine is not made from a live flu virus, therefore, you can’t catch the flu from it. When you get the vaccine, your body learns what this flu strain looks like, so it can fight the illness if you should get it. It takes about 2 weeks from getting the vaccine for the body to be fully ready. I have just had my baby, can I have the influenza vaccine and will it protect my baby if I am breastfeeding?

Yes. It is safe for you to have the vaccine. Breastfeeding may also offer some initial protection to your baby. However your baby will have more protection if you are vaccinated in pregnancy. Stay safe, get vaccinated now, contact your Medical Centre or Pharmacy now, don’t wait for winter.

What is ACC Cover Plus Extra and should I be on it?

You can’t get out of paying ACC, but there are significant advantages from being on ACC Cover Plus Extra rather than ACC’s default cover. Cover Plus Extra is an agreed-value policy that allows you to nominate a level of cover, within certain limits. You then pay a levy based on your agreed level of cover, rather than paying a levy based on your earnings filed with Inland Revenue.

This means if you are put off work for more than a week by a doctor, ACC will pay you 100% of your agreed cover, compared to 80% of your

previous year’s earnings under their default cover. Cover Plus Extra does not reduce if your business continues to earn money or you have a partial return to work or maintain a level of oversight.

We recommend ACC Cover Plus Extra to most of our clients who are self-employed or shareholderemployees, especially if your business has any of the following conditions:

• You have a fluctuating income.

• You are newly self-employed.

• You have a business that will continue to

generate profits even if you are injured.

• You require a lower level of cover than last your previous year’s earnings (to cover replacement labour costs).

(The last 2 situations will lead to a reduction in your ACC costs).
