L

ife has turned full circle for Ange and Rob Lash, who have returned to their home grounds of Whataroa to own and run the local store and tearooms. Both have family in Whataroa, went to school there, and "we have known each other for ever", marrying in 2007. After some time sharemilking in Tapawera, the couple sold their herd and bought a house in Hokitika last year, before an opportunity to buy the store came up, and the Lash family took over in April. Now named The Lonely Stag Café and Store, it is a standout on the South Westland highway, functioning as the focal point of the small rural community. "Before we took over, it was an On the Spot, but we chose to go independent so we could put our touch on it and the name seems perfect for our local lifestyle, it seems to fit nicely," Mrs Lash said. "We've done a few renovations, there is new decking on the storefront and the interior has had a revamp." Fittingly, a large image of a solitary stag bathed in light covers an entire back wall. Booths and tables provide seating for diners and cups of tea or coffee, and the store provides a range of vegetables, grocery items, and household goods. "We get a lot of local support here, we do fish and chips, takeaways and stuff like that. Outside the store, we have some sheep on a block, and Rob works for Wrightson as a stock agent. T

he historic Reefton Railway Station continues to be restored, with two windows replaced on the northfacing end wall and weatherboards repaired in recent weeks. Christchurch man Andrew McKenzie, deputy chairman of the Reefton Historic Trust Board, was helped by other committee members on a working bee. The railway station was originally at Taipoiti, right where Roscos driveway is, and was built by the Midland Railway company in 1892. In 1908, under NZ Railways ownership, it was moved to the current location. It closed about 1983. "I've been involved with the Reefton Historic Trust for about 14 years and in the last five or six years I've been very active," Mr McKenzie said. He visits Reefton at least eight times a year to work on the restoration in committee working bees. "The restoration is really going forward and things are really happening."

Old Westport wharf fenced off to keep public safe

Control pets over summer to protect wildlife

ACCESS to the 'old' Holcim wharf at Westport has been securely fenced off this week after barriers installed earlier were removed over the holiday period. The wharf was closed to the public after it sustained significant damage from the July 2021 floods. An assessment of the area deemed the wharf unsafe for entry. Port manager Rudi Yark says: "The safety of our community is our main concern at this time. The wharf was barriered off before Christmas,

but they were removed by people entering the wharf to go swimming over the holidays." Council staff installed a fence with a barbwire and clear signage informing the public that entry is prohibited. "We want to keep the public out of the areas since there are significant hazards that are not noticeable to the public." The Buller District Council asked residents to not enter the wharf and respect the barriers.

ummer is here and as the days warm up, our pets are just as keen as us to spend more time outdoors. However, their innate tendency to stalk and injure wildlife mean it's our responsibility to ensure they're kept under control, to protect our precious native species. Domestic moggies like to calmly curl up on our laps, yet they're highly efficient killers, says Michelle Le Long, chief operating officer for pet insurance provider PD Insurance. "A 2010 University of Otago study estimated that New Zealand's 1.4 million domestic cats kill at least 18.76 million animals a year, including 1.12 million native birds," she says. The study found species like piwakawaka/fantail only existed in urban areas because they restocked their populations with birds from outlying areas, as cats killed all the urban birds. The good news from the research is placing bells on cats halves the number of birds caught. And in a 2019 study on cat-owner behaviours to reduce wildlife predation, researchers found the best method for cat owners to help wildlife was to keep them inside from dusk till dawn. Other recommendations included microchipping your cat and registering it with local council, containing it with a fence or outdoor run, limiting the number of cats per home, and desexing. Pooches on beaches Dogs can also have a negative impact on native species via predation or disturbance. Flightless birds such as kiwi and weka, and birds that nest on our beaches such as dotterel, blue penguin, godwits and oyster catchers, are particularly vulnerable. The Department of Conservation website says the mere presence of dogs is enough to stress shorebirds. "Off-leash dogs that chase birds interrupt the foraging and resting time of shorebirds, and the birds expend large amounts of valuable energy escaping pursuing dogs." Dogs are also, unfortunately, a major predator

of kiwi. DOC notes that predation of adult kiwi by dogs and ferrets can cause catastrophic declines in local populations. It says in some populations dogs have surpassed stoats and ferrets as the main cause of decline. Brush up on the rules Many conservation areas administered by DOC are closed to dogs or have leash or permit requirements, but Laura Boren, science adviser at DOC, says many people either aren't aware of the rules or disregard them. "It's a good idea to jump online at www.doc.govt. nz/parks-and-recreation/know-before-you-go/ dog-access/ to see what the rules are for dogs," she advises. She has three tips for observing the rules when you and your dog are exploring this summer: • Know before you go: check online for rules at different locations - councils may have recently changed rules and signs may not be up to date. • Keep an eye out for wildlife: always carry your lead and leash your dog when anywhere around wildlife populations. Also, let others around know if seals or penguins are present. • Call your dog to you as soon as you spot wildlife: if your dog doesn't return to you consistently on command, consider obedience training. Classes help you and your dog to bond and become a team, so you know they will be under control and safe. Dogs are allowed in many parks managed by city and regional councils. Check for permitted dog trails at www.doc.govt.nz/parks-and-recreation/ things-to-do/walking-and-tramping/ Anyone caught breaking the rules could face a hefty fine or court prosecution, depending on the nature of the offence. DOC can enforce the Dog Control Act 1996, which includes prison time or a fine of $20,000 for the owner of a dog that kills protected wildlife. As the court can also order the destruction of your dog, it's crucial to know and follow the rules to ensure you and your pooch can enjoy a safe and stress-free summer.

Helping NZ biodiversity with Trees that Count SOME 67,400 more native trees will be planted across the country this year thanks to generous New Zealand individuals and businesses who chose to go green for Christmas gifting. Trees that Count, a programme of the Project Crimson Trust, provides a way for all New Zealanders to help grow New Zealand by gifting a native tree for Christmas, or at any time. The charity saw a record breaking 67,434 native trees gifted during December. "We're thrilled to see the movement of people keen to back our native forests for Christmas growing year on year," says Robyn Haugh, Project Crimson chief executive. The New Zealand Support Report produced by JB Were in collaboration with Philanthropy New Zealand suggests that this generosity for the environment is part of a wider trend. The report shows that New Zealanders' environmental donations have increased by over $10 million in the last decade, and suggests that this uptick is expected to continue. In the case of Trees that Count, the native tree 'gifts' sent will directly translate to trees in the ground in the 2022 winter planting season. While the tree itself is matched to a worthy restoration project to be planted and cared for, the gift recipient is treated to a personalised gift certificate via email-and the knowledge that their native tree will help to grow New Zealand for

decades to come. Gifted and donated native trees bring a myriad of benefits to the country, including restoring ecosystems, cleaning waterways, boosting communities, and mitigating the impacts of climate change. The 67,000 native trees donated this Christmas have the potential to remove almost 20,000 tonnes of CO2 from the atmosphere over the next 50 years. More than carbon sequestration, the native tree gifts will add highly significant value for New Zealand's other rare or endangered endemic species. "It all starts with trees," says Robyn. "Native trees provide vital habitats for so many of our endangered species, from the biggest bird species to the smallest insects." From 2016 to 2021, Trees that Count supported over 700 planting projects around New Zealand with funded native trees. In 2022, that number will rise to more than 1000 projects supported, with more than 600 businesses adding their support to that of generous individuals. One such business is Mazda New Zealand, which is currently Trees that Count's leading funder and recently passed the milestone of 100,000 native trees funded. Westport floor sander retires

A

fter 31 years of sanding floors from Haast to Karamea, Russell Barrett has retired. An aggravated back injury meant he could no longer physically do the job and he now awaits surgery, delayed due to Covid. Russell, 63, said sanding floors was an extremely satisfying job. "It is very physical and hard on the knees and back. But when someone comments they don't think there's much that can be done to restore their floor and they say, 'Wow,' when it's finished – that says a lot." He also enjoyed the variety of work. "A week on one job was huge. It was more like a day on one part of the Coast and the next few days spent somewhere completely different." He never failed to appreciate the beauty of the Coast Road. One thing Russell found frustrating was when a client produced a photo and wanted the floor replicated. "I can't compete with a 'Photoshop' but I haven't had many complaints over the years." He said that occasionally someone would ask him to look at a floor they had done themselves. "I'm a professional. I usually ask them if they'd pay me for doing that job and there's not usually a reply!" Russell said he has really enjoyed working for Coasters. "If they want the job done, they have the money to pay for it straight away unlike people from Nelson who wanted the job done yesterday but wanted

to pay months later." He had built up a good clientele base over the years including relationships with Coast-wide builders, carpet suppliers and insurance companies. He and a former builder he had working for him had done a lot of concrete sealing, floor laying, sanding and coating for many builders over the years. "That was until our knees buggered out on us," he said. Russell has sanded a lot of locally grown timber floors especially rimu and matai. However, he has seen the introduction of more and more exotic timbers such as jatoba, ash and Burmese ironwood. "Each type of wood requires a slightly different technique. Stiletto marks can even be removed from wooden floors if you know the right way to do it. But ultimately, sanding is basically hand – eye perpetual motion." Russell recollects his funniest job was with his 15-year-old son and another sander in Nelson when they undertook the 1200ft Trafalgar Centre. They decided not to wear masks but before they were halfway through they were all 'high as kites' waving to an imaginary crowd." Russell's doctor warned him to either stop sanding or to change the solvents he was using. "The polyurethane was seeping into the pours of my skin. I switched to a water-based product but that added to the cost. "I did a lot of miles but I only ever charged just enough to cover my fuel cost. Post-floods there

has been a high demand for floor sanders and they have had to come from Christchurch and Nelson. That also adds expense to the job. I have had to turn down about $40,000 of 'flood-related' work." Nelson born and bred, Russell joined the army as a regular force cadet as a 15-year-old, beginning carpentry training four years later. He completed his apprenticeship with a Nelson builder just as there was a downturn in the building industry. His father put his name down for work on the Nelson waterfront and he subsequently spent 10 years as a heavy machinery operator. At about the same time, Russell was renovating his own home and needed a floor sander. The sander he approached was selling up and Russell decided to buy the business. With wife Sheryl, they moved to Hector in 1999 and went on to own the Ngakawau Store for three years. "I was sanding and helping Sheryl in the shop if I had any spare time." They sold up and moved to Westport, then Greymouth, Blackball and back to Westport, continuing to do sanding up and down the Coast. Russell is determined to keep busy while awaiting surgery. "I try to go whitebaiting because I can only sit for so long." The business, Buller Coast Floor Sander, is now on the market and listed through Trade Me. "Sanding is a great job and I'd thoroughly recommend it. There is a real need for a sander on the Coast. Maybe, I will return to it when I am fit Russell Barrett with some of his sanding gear. again, if it hasn't sold."

Wellcome to Bulller District Councils Annual Report for 2020/2021 which detaills our performance for the third year of the 2018-2028 Long Term Pllan (LTP). This inclluded complleting more than 90% of the infrastructure works programs, for the third year in a row. Councill complleted the Reefton swimming pooll upgrade and other key Provinciall Growth Fund projects such as the Hector landfilll walll and the Tidall Creek bridge.

Capital expenditure | Council continued to maintain assets and upgrade them when

required. Council spent $14.8m in the 2020/2021 financial year, against a budget of $10.2m from the 2020/2021 Annual Plan.

Major projects this year have included:

Reefton water supply upgrade spend at balance date was $854,000 that has been carried over to be completed in the 2021/2022 financial year. Road capital expenditure totaled $6.4m for 2020/2021, compared to the budgeted spend of $3.1m. $1.8m related to Tidal Creek Bridge No 2 and $348,000 for the Nile River Bridge. Council received government funding for both of these bridges.

Council spent funds on a number of community assets during the year, including:

Reefton pool upgrade - $544,000. District revitalization expenditure totalled $1.4m against a budget of $410,000. Council received $600,000 in government funding in 2020/2021 relating to the Westport Waterfront Development. The spend at balance date for this project was $1.2m that has been carried over to be completed in the 2021/2022 financial year.

There was a limited impact to infrastructure asset completion due tot the effects of Covid-19.

Council’s net debt position

Net debt (debt less term deposits) was $13m at balance date. The 2020/2021 Annual Plan budget estimated that net debt would be $18.7m for this period.

Total operating revenue was $45.7m which was greater than the anticipated budget of $27.2m by $18.5m. Council’s total operating expenditure was $35.6m which exceeded the budget of $26.3m by $9.3m. Overall Buller District Council has a surplus of $10.2m compared to a predicted surplus in the 2020/2021 Annual Plan of $913,000. This surplus is mostly due to receiving $14.6m more for subsidies and grants as part of the strategy for protecting, optimising and growing business in the Buller District.

Buller Holdings Ltd | Councill-owned Bulller Holldings Ltd had another good year, with the

cash distribution of $1.35m in line with Councill budget predictions. Moving forward the holding company is in a strong financiall position and is welll-poised to delliver a good result for the ratepayer in the 2021/2022 financiall year..

Tai Poutini Polytechnic - more than a polytechnic Meeting the needs of the West Coast and getting behind great local initiatives is all part of the job at Tai Poutini Polytechnic. We are the West Coast’s largest tertiary education provider and one of the region’s significant employers – and we’re more than a polytechnic. Part of our purpose is to support West Coast people, events and activities to help make great things happen here at home. You’ll often see our community engagement team, tutors and staff out-and-about at local events to help create connections between the community and learning. We also support a range of local enterprise and host our community partners at events across the year. Here are some of the fantastic projects we get involved in.

Student-built Project House Every year, carpentry students build a three-bedroom home that is auctioned to the highest bidder for relocation on the West Coast. The Project House build gives students the opportunity to work on a realworld project, under the watchful eye of expert tutors, and the proceeds are donated to a good local cause. The Polytechnic’s Agriculture programme covers the basics of farm and animal management, including operating farm machinery, key maintenance jobs like fencing, and a strong focus on health and safety on the farm. “As with all the trade industries around the West Coast right now, farmers are always looking for good staff who have a basic understanding of the job and can get to work straight away. Our graduates are well-regarded for the grounding they have in key farm jobs and health and safety. “The introduction of our partnership with Primary ITO earlier last year provided a way to support farming students as they transition from study to work. This partnership will be refined and continue in 2022, allowing us to jointly support students as they respond to work opportunities,” he says. As part of the pilot programme, Primary ITO’s local West Coast Training Adviser is now based at the polytechnic Greymouth campus, further supporting the development of learning pathways and engagement with local students and high schools. Buller council digitising property files

P

roperty files held by Buller District Council will be shifted to Christchurch over the holiday period to be progressively archived and digitised. In recent years, council has transitioned from a purely physical paper-based records and information management system to a hybrid model of hard copy and digital records. Chief executive officer Sharon Mason said digitising records, including property files, is a priority project in the council's long-term plan, supporting recommendations made by the Ombudsman. These recommendations were made following a review of council's Local Government Official Information and Meetings Act (LGOIMA) practices in 2020. Council did not receive any formal recommendations out of the review. However, the Ombudsman was clear that the information management system requires updating and modernising. "Updating these systems will mean council can be more responsive when asked for information," Ms Mason said. When council offices reopen in the New Year information held on property files will be supplied to requestors in electronic format. Receiving this information in electronic form will be free of charge until June 30, 2022. Future charges will be included in the fees and charges structure to be noted in the 2021-22 annual plan. Throughout the development of council's LTP, community feedback supported council developing quality infrastructure and services that are efficient and fit for purpose to meet current and future needs. appy New Year to you all and best wishes for the year ahead. We have managed to get this far through the holiday period Covid-free and we are ready and prepared for when it eventually arrives. The first few weeks of 2022 have been fabulous with many successful events happening. The racing circuit went well with great turnouts at all events and a big congratulations to the Greymouth Business Promotions Association and SuperBrain Productions for the Town Square New Year's Eve Party. This brought vibrancy and celebrations to start off another year in style. It has been a pleasure to catch up with you all at these events and see everyone having a good time. A big shout out to all the people behind the scenes making these events happen, with many volunteer hours and hard work under tougher restrictions than usual. We have been welcoming many visitors to our area and they have been enjoying themselves with the adventures and experiences our beautiful district has to offer. I have heard a lot of good feedback and have talked to some myself, many who say that they are blown away with what the West Coast has to offer and will be returning. We welcomed back the Tranz Alpine last Friday and this gives our district and CBD more assurance for the future. It is good to see that Kiwi Rail

are listening to our pleas for more affordable fares and have offered a new special $20 fare for children. This year we will begin to see progress on the Pounamu Pathway, which is going to be a world class attraction located on the old Revingtons Hotel site. In addition, the CBD entranceway project will see the gateway to the CBD tidied up, providing a more attractive approach to our town. There are still projects progressing and will be finished this year and some others just beginning. The William Stewart Bridge project will be progressed as quickly as possible to allow the access route to reopen for the school bus and beams were transported out to the site this week. Rough River and Moonlight bridge projects are now well under way and will be completed this year. Other projects taking place include the drinking water reservoirs and also the Greymouth Port and slipway. These infrastructure projects go a long way to adding more resilience to the Grey district and its essential assets. You will be aware that a precautionary 'boil water' notice was put in place on December 23 after a failed test at a sampling point on the greater Greymouth water supply. This is the first notice for this supply for an e-coli transgression for at least five years and it was lifted on Boxing Day after three daily samples returned clear results. We are unsure how the one negative result occurred as the supply is appropriately monitored and treated. Follow up sampling and testing indicate it is very unlikely that there was an issue with the supply, but due to the time of the year and the anticipated influx of visitors, the notice was issued to err on the side of caution. I hope you to have had a good holiday period and are refreshed and ready for the year ahead. The home industries section is alive and well in the annual town and country event, particularly the vegetable-class, where the competition is as healthy as the home-grown crops. Reigning champion Mike Foster, who has taken out the cup two years in a row, again has his eye on the prize. The hobby gardener started entering about 10 years ago ''for a bit of fun'' and it had now become a family affair with even the family dog getting in on the action. Dakota is the dog show's current sausage retrieval champion, while Mr Foster's wife Corrina enters everything from flowers, herbs, photographs, baking and eggs from their resident chickens. The pair have honed and tweaked their craft over the years but this years mixed bag of weather had been an added challenge in the garden, Mr Foster says. Some beds and blooms had been and gone, marred by rain. However, his hot-house tomatoes – some the size of his palm – were the ''best yet'' bolstered by 'worm tea' and seaweed concoctions. ''Its like that old saying – if you feed them well they'll feed you.''
