Wildfoods Festival

A crowd of 6700 descended on Hokitika last week for the 27th Wildfoods Festival. The weather was kind and festival-goers enjoyed a mix of homegrown entertainment, gourmet wild food, and ‘feral’ fashion on the day. Reporters CHERYL RILEY and BRENDON McMAHON had their cameras handy.

BULLER DISTRICT PLAN REVIEW Buller District Council is carrying out a rolling review of the Buller District Plan. This is an ongoing project that started in 2008. Plan Changes 115132 have previously been completed as part of this review. These changes addressed provisions of the District Plan that were not working as well as they could be, and issues that had arisen since the Plan became operative. The Council has now shifted the focus of the review to the District Plan’s Objectives and Policies. These set out what we want to achieve for the district and how we are going to achieve it. Proposed Plan Changes 134-144 have come about through this review. It is considered important to set the big picture framework for

the Plan, as this framework sets the direction for the rest of the document. As the review progresses the Council will look at the rules and other content of the Plan. The introductory content to the District Plan has also been reviewed and changes are proposed to update and streamline it (Proposed Plan Change 133). The opportunity has also been taken to propose changes to the rules relating to electricity utilities (Proposed Plan Change 145), as monitoring has shown the current rules are not working well in practice.

Proposed Plan Changes 133-145 In summary, proposed Plan Changes 133145 involve: • Replacing existing Parts 1-3 (Introduction to the District Plan, Procedure and Implementation and The Management Environment) with a new Part 1 – Introduction which simplifies and streamlines the introductory material in the Plan; • Revising all of the Significant Resource Management Issues, Objectives and Policies for the district; • Replacing the rules that apply to electricity utilities with proposed new rules. Through proposed Part 2 – Significant Resource Management Issues, Objectives and Policies the following have been

identified as significant resource management issues for Buller: - Culture and Heritage - Hazardous Substances and Contaminated Land - Mineral Resources - Natural Hazards - The Built Environment - The Coastal Environment - The Natural Environment - The Rural Environment - Transport - Utilities You can read the full proposed Plan changes on Council’s website, www.bullerdc.govt.nz.

What is ? a district plan?

Every district council is required to have a district plan under the Resource Management Act 1991 (the RMA). District plans assist councils to carry out their functions in order to achieve the purpose of the RMA, “to promote the sustainable management of natural and physical resources.”

Proposed designations for education purposes The Minister of Education has given notice of their requirement for two designations for education purposes – one for St Canice’s School, Westport and one for Sacred Heart School, Reefton.

These requirements are currently being consulted on alongside the proposed Plan changes. More information is available from Council’s website.

Proposed alteration to Solid Energy Centre designation The Council has also given a notice of requirement to alter the designation for the community facility known as the Solid Energy Centre, Westport. In summary, the following changes have been proposed: • Maximum operating hours of 6.00am1.00am for the indoor facilities (no amplified music after 12.00am); • Operating hours of 8.00am-10.00pm for the hockey turf; • Changes to the noise limits for outdoor activities to bring them in line with the hours for the turf and the District Plan standards; • Removal of conditions and parts of conditions that are no longer relevant

now that the Centre is built and operating; and • Corrections and minor amendments to wording about process. You can read the full proposed changes on Council’s website. This proposal is also currently open for public consultation, with written submissions received until 4.30pm on Friday 8 April 2016. The process for altering an existing designation is different to the one for a new designation. There is a separate submission form for having your say on the proposed alterations to the Solid Energy Centre designation and the process for considering this proposal is different to the one for proposed Plan Changes 133-145.

Documents are available to view at Council’s offices in Westport and Reefton, Buller libraries, the Karamea Information and Resource Centre, the Buller Bay Information and Resource Centre and the Paparoa National Park Visitor Centre & i-SITE.

PUBLIC NOTICE OF PROPOSED DISTRICT PLAN CHANGES Clause 5 of Schedule 1, Resource Management Act 1991 The Buller District Council is carrying out a rolling review of the Buller District Plan (BDP) and has prepared proposed Plan Changes 133-145 (the Proposal). The Proposal relates to Parts 1-3 of the BDP which contain introductory material and Part 4 which contains the Significant Resource Management Issues, Objectives and Policies for the district. It also addresses Rules 6.2.5., 6.2.6., 6.4.2.2., 6.4.2.4. and 6.4.2.5. which relate to electricity utilities. Plan Change 133 proposes to replace existing Parts 1-3 with proposed Part 1. Plan Changes 134-144 propose revisions to existing Part 4, as per proposed Part 2. Plan Change 145 proposes to replace the existing rules relating to electricity utilities. The Council has received applications from the Minister of Education for designations for education purposes, to enable the ongoing operation, maintenance and development of public education, at St Canice’s School, Westport and Sacred Heart School, Reefton. These applications have been included in the Proposal. The Proposal may be inspected at Buller District Council Offices in Westport and Reefton, Buller libraries, the Karamea Information and Resource Centre, the Buller Bay Information and Resource Centre and the Paparoa National Park Visitor Centre & i-SITE, and on Council’s website, www.bullerdc.govt.nz. Copies may be obtained from Council offices and the website. Any person may make a submission on the Proposal. You may do so by sending a written submission to Buller District Council, PO Box 21, Westport 7866, delivering it to the Council office, 6-8 Brougham Street, Westport or emailing it to theplan@bdc.govt.nz. The submission must be in Form 5 and must state whether or not you wish to be heard in support of your submission. Copies of Form 5 are available from the above locations. Submissions close 4.30pm on Friday 8 April 2016. The process for public participation in the consideration of the Proposal under the Resource Management Act 1991 is as follows: • after submissions close the Council must prepare a summary of all decisions requested by submitters and this summary must be publicly notified and made available for public inspection; • certain persons may make a further submission supporting or opposing the submissions already made; • people may speak in support of their submission at a hearing; • the Council must give its decision on the proposal, including its reasons for accepting or rejecting submissions; and • every person who made a submission has a right of appeal to the Environment Court on the matter/s in their submission.

eefton Area School began the year right with a newly repaired and updated gymnasium building. Principal Wayne Wright said contractors had been busy working on the building for a good part of last year. The building was previously deemed unsafe and had been leaking. It required extensive repair to maintain normal use. Mr Wright said it was great to have the building sorted — not just for the school but for the wider community who also use the building. The building was used off and on throughout last year so to have full, normal use of the building was fantastic. “It’s absolutely fantastic to have full use of it again. It’s a great wider community facility. It really needed work. On wet days we just couldn’t use it.” The building was also earthquake strengthened during the upgrade. Brosnan Construction were “fantastic” to work with during the gym revamp, Mr Wright said. “We had partial use of the building last year — they really worked in with that — now it’s all go.”

187 Tainui Street, Greymouth 03 768 7591 The 2016 Westland Car Rally gets under way this weekend, again attracting keen competition with competitors and followers drawn to a spirited weekend of motor racing. Saturday’s rally will be held in nine stages around the Grey and Westland districts, where competitors race against the clock in one full day of competition. The rally gets under way at Repco in Tainui Street, Greymouth, at 8am on Saturday, with 54 drivers taking their place this year, up on the 45 entries received last year. The Westland Car Rally has stood the test of time attracting good support since 1974 and continues to bring profile drivers to the West Coast. Three times Bathhurst Super Cars winner Greg Mathews will be here driving a Vauxhall Chevette, last year’s winner Darren Galbraith from Timaru will drive his Mitsubishi Evo 6, while Matt Summerfield, Richard Bateman and Christchurch driver Jeff Judd are also rated high on the list of contenders. West Coast drivers expected to be to the fore are Cleve Kokshoorn, Kevin Lynch, Eddie Gray and Graeme Ferguson, who will fly the Greymouth flag high through the intense nine stages of competition.

Drivers and crews will negotiate sections including the Lady Lake at Kotuku, Mitchells, Adairs Road at Rimu, the gravel loop road around Lake Kaniere and the Ahaura-Kopara Road. Head organiser Jim Hewlett says it is a tried and true rally and everything points to a competitive day’s racing. “We have 54 entries which is very good and the interest is high. The rally has been going for a while and it is a prestigious event as far as South Island rallies go.” Repco and Stadium Finance are again sponsoring the rally, which is one of the Mainland Rally Series, held over five rounds around the West Coast, Canterbury, South Canterbury, Otago and Southland. This year the Westland Rally will bypass the forestry roads which were once a traditional section of the rally, with all racing now on public roads. “The reason we keep coming back here is because the roads are fantastic and the residents of Greymouth always get behind us to make sure it’s a great event. What we have here in Greymouth is really special. Maps will be available in all service stations and at Repco,” Hewlett said.

Ahaura Hunting and Fishing at Easter

T

he annual Ahaura Hunting and Fishing Competition at Easter is back with significant changes for family entrants. For the first time ever children and youth have free entry to the competition although there will only be prizes for section placings and limited spot prizes. The competition begins on Thursday, March 24 at 5pm and will run to Easter Sunday, March 27 finishing at 3.30pm. Weigh-in is between 1.30 and 3.30pm on the Sunday. A tireless group of locals have been working hard to bring the competition together — although there has been a

strong push this year to get new people involved. Committee member Wendy Hahn said the entry fees for children and youth have been scratched this year to encourage more families to get involved. “One of the main reasons for the event is to get families out there with their kids,” she said. With financial hard times affecting people at the moment, waiving the fees was a way to give something back. Mrs Hahn said entry forms for the 2016 competition included a section for entrants to express their desire to help out for the 2017 competition. Without new volunteers the future of the competition could be in doubt.

“We really need to get new people involved otherwise it is the same people doing everything every year. It would be nice to get some of our Easter back.” The major spot prize this year which all entrants are eligible for was a trip to the Gold Coast. “The big spot prize is always a major drawcard. It is paid for from the proceeds of hiring out the competition marquee during the year.” Proceeds from the 2016 competition are tagged for Awahono School camps and the Ahaura Community Trust historical Park and Domain upgrades. Mrs Hahn said registrations for the competition close on Friday, March 18 at 5pm.

“In typical form there have been few early registrations. We expect to be flat out with entry forms on Friday,” she laughed. Over 100 companies and individuals had sponsored the event — surprising the competition organisers who feared a drop in sponsorship this year. “It’s still going strong with a lot of support,” she said. In the children’s and youth sections the categories are: heaviest trout, eel, goat, most possums, hares or magpies. Adults: heaviest deer, fallow deer, chamois, boar, goat and trout. There is also a photography competition for photos related to the weekend of hunting. A barbecue will be available at the Ahaura Domain from 1.30pm on Easter Sunday.

FOUR generations of the Klempel family gathered at the yacht club in Moana recently for the Lake Brunner Sea Scouts’ presentation evening. The matriarch, Joyce Klempel, 86, was involved on the club’s committee in the 1960s, going on to become a cub leader in the 1970s and later a West Coast commissioner for cubs. “She just moved up the tree,” her son Kevin said. His father, Keith, was heavily involved in the club and was also a commissioner. Kevin was fully involved in his younger days and still lives in Moana. His son Jarred is a current cub leader and lives locally at Ruru. Jarred’s children Kaelyn, five, Cameron, seven, and Zak, nine, are also active members. Mrs Klempel was invited back to present the awards due to her past involvement with the group. She now lives in Greymouth but originally came from Auckland. She moved to Greymouth in the 1950s to complete her maternity training at Greymouth Hospital, met and married her husband and

never left the Coast. The couple spent much of their married life living near Moana, at Ruru. She initially did not work as a nurse when she arrived there but her skills were often called upon within the community. Eventually, the West Coast Hospital Board employed her as a district nurse and she continued as a public health nurse until her retirement around 25 years ago. Mrs Klempel usually walked to visit patients as there were very few cars back then. However, sometimes the family members of patients would bike to collect her and she would ride to their homes sitting on the handlebars. Also, her brothers-in-law, Scotty Thompson and Ray Klempel, worked in the railways and would transport her by jigger when required. This was sanctioned by the local station master who also helped out as needed. “Communities were more self reliant in those days and everyone just helped each other out,” Kevin said. The local kea, cub and scout groups currently have about 20 members and meet every Monday at the yacht club in Moana.

The 2014 legislation that was passed to enable the salvage of valuable native timber felled in Cyclone Ita is being enacted. The Buller District Council is working in partnership with Government to fund a unique salary support project to encourage businesses to take on new employees. Plus construction on the new Grey Base Hospital and Integrated Family Health Centre is scheduled to begin this year thanks to a $68 million Government investment. One of the issues that I drove through local government was to increase the fines for littering. I am heartened to learn that this is now in the ballot as a members bill, and I hope it is drawn soon. Good things take time. If I can support you, your family, your business or your community, please do get in touch. I am making it a high priority to get around all of this massive region to ensure that I remain up to date with the issues we are dealing with. I have literally been from one end to the other already and am finding that there are some common topics coming up. That helps me focus on the solutions that matter when I take these views back to Wellington. I am enthusiastic to be working on your behalf and helping to make the West Coast a great place to live, work and play.

Old bush loco spruced up John Edwards, Rachel Nieman and Jos Abrams from the Department of Conservation with the Davidson locomotive near Ngahere that has been beautifully repainted by rangers. It is the only surviving locomotive from the Davidson Foundry in Hokitika. After working at Paroa from 1920 to 1936, it went briefly to Ogilvie’s at Gladstone, then Donaldsons. In 1974 the first work to save it began, and it was properly restored in 2001. It can be viewed right by the main highway in the Grey Valley, before Red Jacks. ver 200 people turned out for the very successful Children’s Day at Westport’s O’Conor Home. Organised by Home Builders West Coast Trust, the Plunket Society and Buller REAP, other family and early childhood groups collaborated. Facilitator, Nikki Diskin of Homebuilders, said each organisation provided a variety of child centred activities. These included pet rock painting, treasure hunts, pony and fire engine rides,

biscuit decorating, obstacle courses, a lolly scramble and flax weaving. “It was a free, fun activities morning for the children of Buller,” Mrs Diskin said. “The weather was great. There was fantastic parental support, with adults spending time with kids doing fun activities. We are very grateful for the support of the community, including the stall and activity providers.” A Children’s Day was held in Northern Buller the same day with the support of the Ngakawau Pool Committee. The popular Westport Children’s Day has been held in the O’Conor Home grounds for the past four years.

he rain held off and Children’s Day in Hokitika surpassed all expectations. West Coast families poured on to Cass Square to enjoy a day of light-hearted fun and games and everything was free of charge. It was organised by the Hokitika Lions Club with support

from Soroptimists International and Rotary, with Community Organisation Grants Scheme (COGS) and Creative NZ sponsorship. The Hokitika event was the largest Children’s Day celebration on the West Coast. About 1000 children took part in the 80 activities, manned by volunteers. Lions Club president Reilly Burden said the day was a great success and surpassed all expectations.

laycentre continues to play a vital role for West Coast families after nearly 70 years. That was the message during the recent Playcentre national awareness week. Buller-Westland Playcentre association president Mandy Coleman said the parent-led co-operative which receives some Ministry of Education funding continues to be about “families growing together”. The West Coast currently has nine active playcentres: Karamea, Granity-Ngakawau, Westport, Reefton, Grey Valley, Blackball, Runanga, Paroa and Kaniere. While some centres struggled for numbers, at heart playcentre were still alive and well within West Coast communities. Local communities had shown strong support in response to recent meetings requesting ideas for the future of playcentre. “No one wants to lose their playcentre.

Once they’re gone they don’t come back,” Mrs Coleman said. Westport will celebrate 70 years being a part of playcentre later this year. It was the first West Coast community to come on board after Playcentre was founded in New Zealand in 1940. The NZ Playcentre Association has gone from strength to strength ensuring children learned alongside their parents through play. Mrs Coleman said the recent economic downturn was among factors influencing fluctuating West Coast playcentre numbers. “For Buller there has just been so much job loss.” Meetings had recently been held to discuss how each parent led centre needed to plan for the future. Mrs Coleman said playcentre offered a unique opportunity for parents to learn skills, gain confidence and qualifications while playing alongside their children. “It will open new doors for people.” The playcentre model was unique to New

Zealand and had shown amazing results over 75 years primarily as a volunteer based organisation. Grey Valley Playcentre parent Lisa KilkellyNorth said the value of playcentre in building community was immense. “I grew up in a small community and there was a real community spirit. I don’t want to lose it and would love to see it continue,” she said. Elsewhere on the West Coast playcentre was providing a vital community service including in Runanga where fundraising effort to improve its playcentre is beginning to bear fruit. When finished, improvements at Runanga Playcentre will include an updated arts and crafts area. Treasurer Alana Scott said numbers are picking up with up to eight children attending per session due to the facility being updated. Meanwhile the Blackball Playcentre which suffered extensive damage due to a flood last year should officially reopen in April.
