The 'sham' of three waters

What we all need to remember is that whatever happens with these reforms someone must pay. There is no such thing as free money; at the end of the day it is you and me, the ratepayers and taxpayers of this region that pay.
Once these new entities start, they will be borrowing on a massive scale, that money needs to be repaid and we the ratepayers are the default on those borrowings.
'Toughest two minutes in sport'
around the country are in the same position with these projections.
What we also need to take note of is that the plan in the new legislation is that it will be forced on councils to be the billers for these new entities that means you will be getting two separate accounts from councils one for rates and one for the new water entities with less transparency and accountability.
The second tranche ($9 million) of 'better off' funding was also swiped in the new improved reform.
Three water reforms have now been rebranded and is now called the 'affordable water reforms'. Make no mistake, the changes that were announced to this reform do not change the issues that we have major concerns about –localism and ownership rights.
The one share our district receives is still a sham shareholding with no traditional ownership rights. The narrative from the Government is still saying that councils own these assets, which is simply not true.
There has been a big song and dance made with these announcements that now to improve local voice every mayor will have a seat on the regional entity groups. As the current proposals sit our entity (Canterbury and West Coast) will be made up of 26 representatives – 13 councils and
On top of what has already been spent on three waters which at the end of 2022 by the Government was up around the $94 million mark, with costs still accumulating.
The Government has traded efficiency and the promise of reduced costs to ratepayers for increased costs, and no matter how it is spun, costs will increase – 10 entities mean 10 CEs, 10 accounting systems, 10 revenue collection functions ... the list goes on.
We haven't seen the figures from the Government around the “savings“ these new reforms will deliver but if they are based on the initial Government analysis then we still contest they will be wrong when compared to our long term plans and current management of these water assets, and many councils
The removal of the funding wasn't announced by the minister, and could only found in the small print and was omitted from the glossy media spin from the Government.
We never thought it was true compensation for our $248 million of assets in the first place, but this is another slap in the face. Remember, the Government not so long ago gave us the option of opting out of these reforms. That promise was also reneged on.
Our assets will now become an election football and I believe this will not be the end of this fiasco at more costs to our people.
We are not opposed to reform, and all agree something needs to change. We have provided a credible alternative, but the Government has dismissed it. Don't be fooled this process has been and will continue to be a train wreck until the Government starts listening.
Reefton Fire Brigade took part in the South Island Firefighter Challenge sports event held in Christchurch on March 25, with over 100 firefighters competing. The Firefighter Challenge, which is arguably the toughest two minutes in sport, involves all competitors wearing full bunker gear and breathing from a breathing apparatus set (for the individual events). Competitors race against each other, and the clock, in a series of punishing tasks across the course.
They start by climbing a sixstorey tower carrying a 19kg flaked hose, then hoist a 20kg hose coil up six stories, before using a 4kg shot hammer to drive a beam 1.5m. Competitors then
burst through saloon doors to hit a target with a charged hose, before finally dragging an 81kg mannequin 30.5m to the finish line.
The three Reefton firefighters who attended the challenge were Hayley Burnham, Mel Askin and Jared Burnham.
There was a new entry this year, the open female tandem event, and doing half of the course each, a bit like a relay, Hayley and Mel won it with a blistering time of 4mins 25secs.
Jared competed in the individual men's category, so he did the whole course himself, while also having the challenge of wearing breathing apparatus and full bunker gear and did he it in a personal best time of 2mins 25secs.

Their creative force and driving role in helping see through the final stage, including the installation of $24,000 of new shop fittings and reconfiguring the display and stocking of items in the Revell Street charity shop was outstanding, Hokitika St Vincent de Paul conference president Mike Keenan said. In the final stages of the rebuild they were virtually on the job 24/7, he noted. The newly blessed shop opened just over a year after an initial strengthening job on the old shop, estimated to cost $234,000, turned into a $400,000 complete rebuild.
Holiday fun with OSCAR
The Buller REAP OSCAR holiday programme ran for the two weeks of the April school holidays. The programme included activities such as swimming, tie dying, gardening, pizza making, movies, clay creations, games and an exciting adventure race. Tasks were required to be completed in the
adventure race before the next clue was issued. Participants had to choose a book from the library to then read at the kindergarten as well as calculating items in a supermarket. Programme co-ordinator Robyn Poynter said the programme had once again been successful and enjoyed by the children.

Reefton grievances aired
n by Claire Ward in ReeftonThe Inangahua Community Board held an informal public workshop on May 2 at the Reefton Workingmen's Club. It was a chance for locals to not only meet the board members, but to share thoughts, ideas and feedback on what is worrying the community and to do the same for the Buller District Council annual plan in an informal setting.
Among the wide range of concerns brought up was wanting the council to be more proactive with wheelchair and visually impaired people.
The usual room for ICB meetings is held in the Old Plunket/Women's Institute Rooms in King George Park. This building has no access for wheelchair users. A ramp is in the works but no timeframe given for when.
There is a new path being laid in the King George Park to replace the dangerous one with its cracked concrete that has lifted in some places and has tripped some people.
John Taylor said: “The old path has already been dug up, but then left. Couldn't they have laid the new path at the same time?”
Lisa Neil, who is in a wheelchair, said: “I'm glad democracy is being made accessible with the ramp that's going to be installed outside the old Plunket/ Women's Institute Rooms, and I hope putting up the ramp can be done at the same time of the laying of the new path. “Will there be a disability toilet installed, as while it will be great to be able to get
into the building with the ramp, I'd have to go home to go to the loo.”
She asked the council to be more proactive for wheelchair users and people with disabilities in general, “not an add on afterthought“ but mandatory, or even a compromise.
“The public toilets on The Strand have a ramp, but the gravel surrounding it makes it impossible for wheelchairs to get to it. After the steps of the Inangahua on The Strand debacle, I'd have thought that would have given them pause to rethink.”
John Taylor was annoyed that the theatre in the iSITE/service centre was still closed as furniture was stored in it.
Daisy Sawyers said: “I can't believe the iSITE is closed on weekends. I had some friends visit and took them down to see it only to find it closed.”
Lisa Ryan said: “When the merge of the iSITE and service centre was first talked about, it was said they wanted the Post Shop to be open on weekends like the Westport Fresh Choice supermarket.”
All present at the meeting were aware it was a staffing issue, but were concerned that the job description of the employee needed had changed to include, among other duties, cleaning of the toilet, and the hours of work to be almost exclusively weekends.
Ashleigh Neil said: “Any service request made to the council on their website is not working. You either can't get into it, or if you are able to access it, you may receive the message 'We'll get back to you in seven days' but they never do.”
Cr Graeme Neylon said they are following this up.
Solar halo
Ashleigh also said: “Many people have approached me saying they'd like the old service centre building demolished and have a grassed public space with chairs and the like.”
She mentioned the almost complete lack of rental properties in Reefton for any workers like nurses or miners who would like to take on these jobs.
“There's no point accepting a job when there's no place to live. Airbnbs are one of the reasons rentals are hard to come by as it's more lucrative for a house to be used as an Airbnb than rented out.”
Tony Fortune asked: “When will Lake Supervalue (the huge pool of water that gathers outside the doors of the supermarket when it rains) be fixed, like Transit NZ finally said they would?”
Cr Neylon replied that they still will be fixing it, but will not give a timeline when.
Dave Hawes said he went to the new public toilets on Broadway for the first time to check them out a few days ago.
“We need to change the way these new toilets are cleaned. It was the middle of the day and it was still completely wet from the toilets being cleaned by hose that morning. The toilet seats were still wet, as was the baby changing table. Some other people using the toilets were wondering where all the water had come from.”
